Welcome to South East Today, I'm Rob Smith.

:00:00.:00:11.

Caught on CCTV - the thief who lured a 72-year-old woman out

:00:12.:00:19.

of her car with an offer of help, before stealing it.

:00:20.:00:22.

The Church of England is institutionally racist -

:00:23.:00:25.

the claim tonight from the Bishop of Rochester.

:00:26.:00:35.

There must have been bias in the application process in recent years,

:00:36.:00:40.

there is no doubt. Also in tonight's programme:

:00:41.:00:44.

It could be the last picture you ever take -

:00:45.:00:46.

the stark warning for people taking And on the longest night

:00:47.:00:48.

of the year, Brighton prepares for its spectacular burning

:00:49.:00:55.

of the clocks to celebrate Sussex Police are tonight

:00:56.:00:57.

hunting a carjacker, who lured a seventy two-year-old

:00:58.:01:16.

woman out of her vehicle before The shocking moment -

:01:17.:01:19.

which happened at a supermarket The man had offered to help

:01:20.:01:23.

the woman after telling her that something was leaking

:01:24.:01:29.

from the vehicle. When she got out to

:01:30.:01:30.

investigate he drove away, 10:30am in a quiet market

:01:31.:01:32.

town in East Sussex. This 72-year-old woman

:01:33.:01:40.

is about to set off for home after some shopping when she is stopped by

:01:41.:01:45.

a man purporting to be a mechanic. He persuades her out of the car,

:01:46.:01:49.

saying her bonnet is leaking. Next thing she knows,

:01:50.:01:52.

he's driving off with it, leaving her

:01:53.:01:55.

bruised and shaken. Thankfully, she was physically

:01:56.:01:59.

relatively unhurt. It is obviously, like you say,

:02:00.:02:02.

very callous and she has taken this chap on his best intentions

:02:03.:02:07.

that he was trying to help her and has been conned and had her car

:02:08.:02:10.

stolen as a result. The pensioner was not badly

:02:11.:02:13.

physically hurt but left shocked and frightened and people

:02:14.:02:16.

in Heathfield who we showed the footage to today

:02:17.:02:18.

were horrified that this could have

:02:19.:02:20.

happened here in broad daylight. I think that's cheeky,

:02:21.:02:22.

that he's got the... I think that's terrible, isn't it,

:02:23.:02:27.

in this day and age? I suppose, now that we know,

:02:28.:02:34.

it's trying not to get caught Nothing ever happens

:02:35.:02:38.

in Heathfield, fortunately. But according to the AA, this

:02:39.:02:46.

is just the latest in a spate of The kind of episode that happened

:02:47.:03:02.

here with this woman is the kind of thing that another car might

:03:03.:03:06.

sometimes bump into the back of your car, you then get out of the car

:03:07.:03:09.

and the criminals It is worth being alert and if you

:03:10.:03:13.

are suspicious at all The man was described by the victim

:03:14.:03:17.

as being in his mid-40s and stocky. Her car was found a few days later

:03:18.:03:23.

abandoned seven miles away Sussex Police hope this CCTV

:03:24.:03:26.

will prompt someone to come forward with information and

:03:27.:03:30.

are advising people to be careful about not getting out

:03:31.:03:34.

of their cars without their keys. Ellie, what more do we know

:03:35.:03:39.

about the victim - how she is now? We don't know a huge amount about

:03:40.:03:55.

the victim. We know that she is 72 and a local lady but very little

:03:56.:04:00.

else because she doesn't want her identity being publicised. I have

:04:01.:04:03.

been told by police that she is pleased that we are covering the

:04:04.:04:11.

story. That this CCTV footage is getting out in the domain and in the

:04:12.:04:14.

hope that someone will come forward with information. Physically, she is

:04:15.:04:19.

well and not needing hospital treatment but emotionally she is

:04:20.:04:20.

shaken up. The Bishop of Rochester has claimed

:04:21.:04:22.

there is clear evidence that the Church of England

:04:23.:04:24.

is institutionally racist. The Right Reverend James Langstaff

:04:25.:04:26.

says there are not enough members of the clergy from ethnic minorities

:04:27.:04:29.

who make it to senior levels. That's despite, he says,

:04:30.:04:33.

some congregations in his diocese being made up of a majority

:04:34.:04:36.

of black people. Christmas, a time for reflection,

:04:37.:04:52.

and this year some soul-searching in the Church of England about just how

:04:53.:04:56.

representative fitters. With the Bishop of Rochester not afraid to

:04:57.:05:00.

talk about institutional racism. In my own diocese, we have majority

:05:01.:05:05.

black congregations which is very exciting. There have been issues

:05:06.:05:09.

about development, people being given opportunities to take on those

:05:10.:05:16.

stepping stone posts to senior appointments. I think there must

:05:17.:05:22.

have been some kind of bias in senior appointments in recent years.

:05:23.:05:28.

The proportion of non-white clergy nationally is just over 3%. It

:05:29.:05:34.

stands at 0% in Rochester. This man has been the vicar of Saint

:05:35.:05:48.

Aidan 's Church in Gravesend for four years.

:05:49.:05:54.

I think it is a terrible statement on who we are as a church that we

:05:55.:06:01.

are unable to value the gifts of God 's people respect both of their

:06:02.:06:12.

ethnicity. The 106 Bishop of Rochester was the

:06:13.:06:16.

first non-white bishop of the diocese in the Church of England.

:06:17.:06:24.

This week, the first black bishop was appointed in 20 years. Proof

:06:25.:06:29.

that things are changing, some say, but others say much more is still to

:06:30.:06:37.

be done. It does play a part in humanity.

:06:38.:06:42.

So the church should be more representative? Yes.

:06:43.:06:48.

I do think it represents modern day society.

:06:49.:06:54.

The church is set up a working group to look at the issue.

:06:55.:06:55.

The Bishop there has identified the problem -

:06:56.:06:59.

I think the fact there were so many senior people speaking out is

:07:00.:07:12.

significant. Senior Anglicans recently wrote a letter to the

:07:13.:07:19.

church Times and said the fact you can fit all the ethnic minority

:07:20.:07:26.

bishops into a single black cab is a source of shame. There were just

:07:27.:07:31.

five of them. They are going to look at the make up of panels but

:07:32.:07:35.

everybody agrees there is a lot of work to be done.

:07:36.:07:38.

In a moment, feeling tonnes better - celebrations in St Paul's Cray

:07:39.:07:42.

as the huge illegal rubbish mountain is finally taken away.

:07:43.:07:50.

The NHS Trust responsible for hospitals in East Kent

:07:51.:07:54.

is to come out of special measures after nearly three years,

:07:55.:07:58.

following an inspection by the health watchdog.

:07:59.:08:02.

The East Kent Hospitals Trust has made improvements in areas including

:08:03.:08:05.

accident and emergency, maternity, safety and staffing -

:08:06.:08:09.

it means the trust no longer has any areas rated as inadequate.

:08:10.:08:13.

But the Care Quality Commission said it still requires improvement.

:08:14.:08:19.

Our Health Correspondent Mark Norman reports.

:08:20.:08:24.

Joyce has had an MRI scan and is getting

:08:25.:08:26.

and she is an example of new systems introduced

:08:27.:08:29.

by the hospital trust and highlighted by

:08:30.:08:31.

inspectors which allows the hospital to give patient

:08:32.:08:32.

care more quickly and get them home rather than admit them to a ward.

:08:33.:08:40.

They've seen decision makers, reviewing these patients at the

:08:41.:08:44.

front door, assessing the clinical needs and often trying to help

:08:45.:08:46.

manage their conditions without the need to be admitted

:08:47.:08:49.

In the past, hospital inspectors have also

:08:50.:08:51.

strongly criticised the trust

:08:52.:08:52.

for not coordinating their three Acute Hospital sites.

:08:53.:08:56.

This is how the trust use technology.

:08:57.:08:59.

These are the three hospitals in East Kent.

:09:00.:09:02.

The trust as a total looks at patients

:09:03.:09:04.

coming into accident and emergency, admitted

:09:05.:09:06.

into patient care, the number of patients

:09:07.:09:08.

in a bed who needn't be, who could be transferred out,

:09:09.:09:11.

and it is updated minute by minute

:09:12.:09:13.

and used by staff throughout all three hospitals to try and make

:09:14.:09:16.

sure the trust is working as efficiently as possible.

:09:17.:09:21.

So, yes, inspectors recognise these improvements and even recommended

:09:22.:09:24.

East Kent comes out of special measures.

:09:25.:09:27.

Low staffing levels, patients waiting too long for cancer

:09:28.:09:32.

There is still a long way to go for the trust

:09:33.:09:38.

and we made the trust aware that there are areas in maternity,

:09:39.:09:41.

notably, in terms of their staffing levels,

:09:42.:09:43.

and also with the end-of-life Care Pathway which is still

:09:44.:09:45.

Really the hard work has been done by thousands of staff right across

:09:46.:09:51.

the organisation and that work will carry on.

:09:52.:09:53.

It has been a huge amount of work so far but there is a lot

:09:54.:09:56.

more work to do and that work will absolutely carry on so we can

:09:57.:10:00.

provide even better services to patients right across East Kent.

:10:01.:10:03.

Late this afternoon, I witness more new ways of working.

:10:04.:10:05.

On-the-ward meetings with various organisations

:10:06.:10:08.

including social care, physios, doctors, and all led by

:10:09.:10:12.

And you wanted to say about the care you had today...

:10:13.:10:19.

Mark joins us now from the QEQM Hospital in Margate -

:10:20.:10:29.

despite this news today a final decision on the Trust won't be

:10:30.:10:39.

Yes, in February. I expected to come out of special measures. There is

:10:40.:10:55.

still this issue around winter pressures. The AMD is still

:10:56.:11:00.

ridiculously busy, I saw that for myself. One of them had 60 people in

:11:01.:11:04.

their AMD and that is becoming the new normal according to the chief

:11:05.:11:11.

executive. The doctors said this was a fantastic day and will help them

:11:12.:11:15.

recruit more staff. We should recognise this as a good day but

:11:16.:11:17.

there is more work to be done. A jury at the Old Bailey has started

:11:18.:11:22.

deliberating its verdicts in the case of two men charged

:11:23.:11:25.

with smuggling cocaine worth two. Four million pounds

been captured on CCTV - The man approached the woman

we chat with Jools Holland. Today has been a fairly miserable

:14:27.:14:50.

and wet day but the sunshine is back tomorrow. I will have the forecast

:14:51.:14:51.

later. For the last five years people

:14:52.:14:53.

on Cornwall Drive in St Pauls Cray have been blighted by an enormous

:14:54.:14:57.

pile of illegally stacked rubbish. Gathered from across Kent,

:14:58.:15:01.

it stood 40 foot tall, inflicting the constant threat

:15:02.:15:05.

of spontaneous fires, foul smells, But after a long running legal

battle, work to remove the rubbish They've already removed 13,000

:15:16.:15:21.

like Christmas has come early. Our Environment Correspondent Yvette

:15:44.:15:47.

ordered and went into liquidation. After living with the blade from

:15:48.:15:52.

than five years, local residents are relieved.

:15:53.:15:57.

A lot of dust are still coming up and the smell can be really bad

:15:58.:16:01.

Sundays. But we are happy it is going, that is the main thing.

:16:02.:16:06.

Christmas has come early this year. At its worst, the pile was 40 feet

:16:07.:16:11.

high and 60 feet wide. The orders were taking money for rubbish

:16:12.:16:15.

arriving but not bearing the cost of its recycling and removal. Locals

:16:16.:16:22.

campaigned for its removal. He suffered from breathing problems and

:16:23.:16:30.

says rats have spread. They got in the cupboards and in the

:16:31.:16:35.

toilet. It will be a relief when it is gone.

:16:36.:16:39.

We will be so happy. Originally, the pile was estimated to be 20,000

:16:40.:16:46.

tonnes of rubbish but knowing what it looked like and how much has gone

:16:47.:16:53.

and is still to go, there could be nearer to 30,000 tonnes. It has

:16:54.:17:01.

taken months of negotiation to remove the rubbish. The Environment

:17:02.:17:08.

Agency is paying 90% of the ?2.7 million clean-up cost. Attention is

:17:09.:17:15.

turning to what will happen today and, -- to the land, which is green

:17:16.:17:20.

belt land near a wildlife conservation area.

:17:21.:17:24.

We have the lakes of special scientific interest. I would like to

:17:25.:17:30.

work with a budget that -- I would like to work within nature -based

:17:31.:17:34.

charity. Some kind of its centre of excellence.

:17:35.:17:48.

Now, if you thought it seemed to get dark rather quickly today,

:17:49.:17:51.

that's because it's the shortest day of the year.

:17:52.:17:53.

And to mark the winter solstice a huge event

:17:54.:17:56.

The Burning the Clocks ceremony was launched in 1993 to bring

:17:57.:18:06.

2000 people are parading with handmade lanterns.

:18:07.:18:16.

They'll be burnt on a huge bonfire on the beach in front

:18:17.:18:19.

Chrissie Reidy is in Brighton for us now, it looks quite a spectacle.

:18:20.:18:27.

Take a look. It really is something to behold. There is probably around

:18:28.:18:35.

2000 people taking part in this unique event in heart of Brighton.

:18:36.:18:40.

These lanterns have been individually made and all represent

:18:41.:18:46.

something personal to people. Let's chat with a vow.

:18:47.:18:48.

When did you start making allantoin? This morning.

:18:49.:18:55.

So you have done a good job in a short space of time. What is it

:18:56.:19:02.

about. It is a clock snowing and the

:19:03.:19:07.

snowflakes are numbers. Not only are thousands of people are

:19:08.:19:12.

involved but there are many more in the streets. Suzanne, you are from

:19:13.:19:19.

Brighton and come every year. What do you like about it?

:19:20.:19:25.

It is such a Brighton thing. It is exciting for the children and a good

:19:26.:19:29.

lead up to Christmas. What do you like about the parade?

:19:30.:19:36.

It's really colourful and represents everything.

:19:37.:19:43.

They will be heading down to the beach and then all the lanterns will

:19:44.:19:47.

get put on to a massive bonfire and then they are burned, which

:19:48.:19:58.

signifies the end of the year. All the noise and spectacle, it is

:19:59.:20:00.

marvellous. Charlton Athletic can

:20:01.:20:01.

move into the top ten in League One with victory

:20:02.:20:03.

at Millwall this evening. Karl Robinson's team has failed

:20:04.:20:06.

to win any of their last five league and cup games,

:20:07.:20:09.

and the Addicks manager says he's looking to bring in players

:20:10.:20:11.

during the January transfer window that will give the club a better

:20:12.:20:14.

chance of promotion. I back myself as a coach,

:20:15.:20:18.

as a manager, I back my staff and once I get more players in and get

:20:19.:20:22.

more players fit, I back this team

:20:23.:20:25.

to compete massively. We're not even halfway

:20:26.:20:29.

through the season and some people are almost

:20:30.:20:33.

disregarding us. Jools Holland first found

:20:34.:20:37.

fame with Squeeze - then created a whole new genre of TV

is an institution. But at the heart of everything

:20:48.:20:53.

he does has always been the piano. His new album is called, simply,

Piano and it celebrates his One of the tracks features

a recording of a duet with wild And of course, he lives

:21:02.:21:05.

in Cooling Castle near Rochester. Brenda Emmanus has

:21:06.:21:10.

been to meet him. Jools Holland plays an impressive

:21:11.:21:26.

duet with actor Hugh Laurie. For decades he has been a champion of a

:21:27.:21:33.

broad range of music stars and now his own music offering to fans is an

:21:34.:21:37.

album celebrating his panache passion but piano.

:21:38.:21:48.

When did you fall in love with the piano?

:21:49.:21:53.

That is the right way to look at it and the only way to do it, to fall

:21:54.:22:01.

in love with it. I remember my grandmother 's piano was blackened

:22:02.:22:05.

in charge from a bomb going off in the war and she opened it and it was

:22:06.:22:13.

all nice. She played a bit and then my uncle played. I thought that was

:22:14.:22:18.

great, I've got to learn that, what is that?

:22:19.:22:23.

The new album features a number of compilations interpreting the work

:22:24.:22:35.

of composers the jewels love. -- that Jools Holland loves.

:22:36.:22:41.

It is a piece of me. It is getting to the root of what I am and what I

:22:42.:22:54.

have been playing all my life. Jools has been touring with his

:22:55.:23:00.

orchestra and has been Deputy Lord Lieutenant of Kent for many years.

:23:01.:23:08.

Played a surprise session at St Pancras International station on a

:23:09.:23:16.

piano donated by Elton John. We've got some lovely concert pianos

but also some lovely bashed up pianos. They can send lovely as

:23:21.:23:25.

well. I'm not saying Elton's was bashed up. But we got the ambience

:23:26.:23:29.

would be great. How about this for a great the Black

Here's the latest in our celebrity Christmas messages.

:23:46.:23:51.

Starting with Hi-di-Hi legend Su Pollard.

:23:52.:23:55.

Hello and happy Christmas to everybody that is viewing

:23:56.:23:57.

Hi, I am Martin Fry from ABC and I'd like to wish you

:23:58.:24:03.

Hello there, this is mid-level comedian Ed Byrne, wishing

:24:04.:24:09.

all the BBC South East viewers a very Merry Christmas.

:24:10.:24:20.

Good news ahead of Christmas. It will be winded but should be mild

:24:21.:24:37.

and mostly dry. We did see some rain today, not initially heavy but

:24:38.:24:40.

intensifying through the afternoon. It is actually quite mild. That rain

:24:41.:24:49.

will be intensifying this evening if anything. But it does clear through

:24:50.:24:56.

and from about 2am or 3am we start to see clear skies developing. We

:24:57.:25:10.

are going to sea fog and mist. It will be a settled picture. We have

:25:11.:25:17.

got a ridge of high pressure. What a contrast to today. We are going to

:25:18.:25:22.

see some decent spells of sunshine. Very pleasant feel to the day. As we

:25:23.:25:34.

head through from Thursday and Friday with clearer skies and

:25:35.:25:38.

lighter winds, we're going to be seeing some mist and fog around and

:25:39.:25:44.

quite chilly picture. Temperatures dropping to two or three degrees. My

:25:45.:25:50.

other on the coast. As we head through the day on Friday, the winds

:25:51.:25:56.

are going to be picking up. We have got starring Barbara around. That is

:25:57.:26:03.

going to be staying well to the north and the west of us as we go

:26:04.:26:08.

through Friday. We might see some of that rain in the latter part of

:26:09.:26:13.

Friday but it would be heavy and will pass through quickly due to the

:26:14.:26:22.

strength of the winds. Looking towards the Christmas weekend, we're

:26:23.:26:28.

going to see that band of rain passing through. Actually is a

:26:29.:26:33.

mostly dry picture but looking when day. On Christmas Day heavy rain

:26:34.:26:47.

into Monday. As we move into the new week this area of high pressure

:26:48.:26:52.

builds so once again settled and fresher conditions. It is very windy

:26:53.:26:55.

and mild but fingers crossed mostly dry.

:26:56.:26:59.

Exasperated commuters, unhealthily packed trains

:27:00.:27:01.

and companies forced out of business - Britain's worst strike in 20 years

:27:02.:27:05.

has meant misery for hundreds of thousands of people.

:27:06.:27:10.

BBC South East Today is hosting a special Question Time style debate

:27:11.:27:13.

about the ongoing crisis on Southern's rail services

:27:14.:27:17.

If you live or work in the south east and want to be in the audience,

:27:18.:27:25.

send an email to [email protected]

:27:26.:27:28.

with your name, address, daytime phone number and how you've

:27:29.:27:34.

been affected and you could be part of the debate.

:27:35.:27:41.

I will be back at 8pm and 10:30pm. Goodbye.

:27:42.:27:54.

The roads we walk have demons beneath them...

:27:55.:27:59.

..and yours have been waiting for a very long time.
