Hello, I'm Sarah-Jane Bungay. Welcome to South Today. In | :00:11. | :00:15.
tonight's programme: A life sentence for this submariner | :00:15. | :00:18.
who killed an officer onboard a submarine in Southampton - we hear | :00:18. | :00:22.
from those onboard just before the shooting. I was the next person in | :00:22. | :00:27.
line, he mused a few inches and instead of me, he shook Grist, who | :00:27. | :00:34.
fell backwards. -- he shot Chris. From Russia, with cash, | :00:34. | :00:37.
Portsmouth's new owners tell us why they're in for the long haul. | :00:37. | :00:41.
have the money to support the club, this is a long-term vision. | :00:41. | :00:44.
Shiny new homes for some but why others in the services will miss | :00:44. | :00:49.
out as accommodation upgrades are put on hold. | :00:49. | :00:53.
And fancy footwork at the Berkshire show, but who was the King or Queen | :00:53. | :01:03.

A Royal Navy sailor has been jailed for life at Winchester Crown Court | :01:08. | :01:10.
after pleading guilty to killing an officer on board the nuclear | :01:10. | :01:13.
submarine HMS Astute while she was on an official visit to Southampton | :01:13. | :01:18.
in April. 23-year-old Ryan Donovan will serve a minimum of 25 years in | :01:19. | :01:21.
jail after admitting the murder of Lieutenant Commander Ian Molyneux | :01:21. | :01:27.
and the attempted murder of three other officers. Steve Humphrey was | :01:27. | :01:30.
in court for today's sentencing, and joins us now from Winchester | :01:30. | :01:39.
Crown Court. In court we heard Ryan Donovan had | :01:39. | :01:45.
gone on board the nuclear submarine with the intention of shooting | :01:45. | :01:48.
colleagues who were going to discipline him for failing to carry | :01:48. | :01:52.
out a cleaning past. He shot dead one officer and injured another. | :01:52. | :01:58.
The widow of the officer killed was in court today. This afternoon she | :01:58. | :02:03.
walked from court after seeing her husband's killer sentence -- | :02:03. | :02:09.
sentenced. Lieutenant Commander Ian Molineux died from a single shot to | :02:09. | :02:13.
the head. He was fired by Ryan Dungiven he severely injured | :02:13. | :02:19.
another officer and took shots at two other sailors -- Ryan Donovan. | :02:19. | :02:24.
Nothing can ever replace him, my husband and soulmate and the father | :02:24. | :02:30.
of our four beautiful children. There is no pleasure no relief for | :02:30. | :02:34.
me today. Only the ongoing heartbreaking sadness for the loss | :02:34. | :02:39.
of Ian. HMS astute was in Southampton on a goodwill visit | :02:39. | :02:45.
when the shooting happened. The court heard Donovan was upset and | :02:45. | :02:48.
angry at facing disciplinary action and returned to the submarine for | :02:48. | :02:55.
guard duty after today's drinking heavily on shore leave. -- two days | :02:55. | :02:59.
drinking. Colleagues performed a sniff and I pulled test to check | :02:59. | :03:07.
for alcohol. He fired a total of seven shots, killing one and | :03:07. | :03:13.
injuring another before being wrestled to the ground. | :03:13. | :03:17.
submarine service has a proud history of undertaking its | :03:17. | :03:21.
operations in the most challenging of circumstances and to a high | :03:21. | :03:26.
level of professionalism that exists within the service has had | :03:26. | :03:29.
this come to terms with this extraordinary sad event and | :03:29. | :03:35.
continue with our operations. The barrister said he accepted | :03:35. | :03:40.
responsibility for what he has done. A psychiatric report shows he was | :03:40. | :03:45.
not suffering mental illness. Mr Parker said Donovan was angry about | :03:45. | :03:49.
the disciplinary matter he was facing and had wanted to leave the | :03:49. | :03:54.
submarine service. In his summing up the judge said | :03:54. | :03:59.
O'Donovan had been guilty of an offence which had involved | :03:59. | :04:06.
premeditated planning and an outrageous breach of trust. He was | :04:06. | :04:11.
sentenced to life imprisonment and was said he must serve 25 years | :04:11. | :04:15.
before he is considered for parole. Well as we've heard, the shooting | :04:15. | :04:18.
started during an official visit to HMS Astute by Southampton City | :04:18. | :04:21.
Council and just minutes after a party of children from a New Milton | :04:21. | :04:25.
school had left the vessel. Roisin Gauson has been talking to some of | :04:25. | :04:34.
those caught up in the day's tragic events. A VIP trip that turned to | :04:34. | :04:38.
tragedy. Local dignitaries were minutes into their tour of HMS | :04:38. | :04:46.
astute when a gunman opened fire in the cramped control room. | :04:46. | :04:50.
He was holding a parallel to the ground and aimed it towards me. I | :04:50. | :04:54.
was the next person in his line and he moved to a few inches and | :04:54. | :04:58.
instead of shooting me he shot Chris, who fell backwards, which | :04:58. | :05:03.
was just dreadful. At that point I realised the best form of defence | :05:03. | :05:07.
was attacked and we needed to get the rival from him so I charged at | :05:07. | :05:11.
him, wrestled with him, pulled the rug pulled from him and got into | :05:11. | :05:16.
the floor and Alastair came to my assistance and held him down until | :05:16. | :05:22.
the Navy could come and arrest him properly. | :05:22. | :05:26.
Whilst she not studying his face you are looking at it continuously. | :05:26. | :05:36.
:05:36. | :05:37. | ||
He seemed to me as I could tell from his face he was intent in what | :05:37. | :05:42.
he was doing but it was like he was almost in another place, like he | :05:42. | :05:45.
was being controlled by something else but there was an intent I | :05:45. | :05:49.
could see that was pretty powerful and scary. | :05:49. | :05:55.
Just moments earlier a group of 14 pupils had posed for photos on the | :05:55. | :06:00.
gangplank and aware of the horrors that were about to unfold. As I | :06:00. | :06:04.
stepped onto the key there was a great shout from the submarine and | :06:04. | :06:09.
somebody shouted get the police, there has been a shooting. | :06:09. | :06:15.
Therefore but for the grace of God's go we. He started out as a | :06:15. | :06:21.
day to remember but ended as one many will be unable to forget. -- | :06:21. | :06:24.
it started. A former contestant in the reality | :06:24. | :06:27.
show I'm A Celebrity has appeared before Chichester magistrates court | :06:27. | :06:29.
accused of raping two women. The Brazilian-born rapper Aggro Santos | :06:29. | :06:33.
is charged with attacking one woman in the city in May, and another in | :06:33. | :06:36.
Somerset last year. He was granted bail and will appear again in | :06:36. | :06:41.
January. A former MP wept in court today as | :06:41. | :06:43.
she was charged with dishonestly claiming more than 22,000, to | :06:43. | :06:46.
repair dry rot at her home in Southampton. In all Margaret Moran, | :06:46. | :06:50.
who was the Labour MP for Luton South, faces 21 charges of fiddling | :06:50. | :06:55.
her expenses by around 80,000. It's alleged she "flipped" her | :06:55. | :06:57.
designated second home, making claims for her property in | :06:57. | :07:05.
Southampton, as well as others in Luton and London. | :07:05. | :07:08.
We're here for the long haul, that's the message from Portsmouth | :07:08. | :07:10.
Football Club's latest owners, the Russian businessmen Vladimir | :07:10. | :07:13.
Antonov and Roman Dubov in an exclusive interview with BBC South. | :07:13. | :07:17.
Pompey dropped out of the Premier League in 2010 at the height of a | :07:17. | :07:20.
financial crisis which saw the club in the hands of four different | :07:20. | :07:26.
owners in less than a year. But Antonov and Dubov insist they have | :07:26. | :07:29.
long-term plans for stability. Our Sports Editor Tony Husband has been | :07:29. | :07:38.
to meet them. Sport and finance are what they are | :07:38. | :07:41.
about, and they had clearly done their homework on Portsmouth before | :07:41. | :07:46.
buying the club in the summer. We found a fantastic club with | :07:46. | :07:53.
fantastic spirit, history, energy, and huge potential in the future. | :07:53. | :08:01.
Hunting of is the major backer and has made his fortune in banking. | :08:01. | :08:05.
During his career he has faced allegations of corruption but in | :08:05. | :08:08.
2010 a Swedish government investigation into a proposed | :08:08. | :08:12.
business deal cleared him of any wrongdoing. He has also brushed | :08:12. | :08:16.
aside the failure of Britain's financial services watchdog to | :08:16. | :08:24.
grant his Lithuanian bank status in the UK. Week passed fit and proper | :08:24. | :08:31.
test in 2006 then had some difficulties with the FSA. Honestly, | :08:31. | :08:38.
I never seen more restricted regulation in my experienced Wright | :08:38. | :08:42.
the FSA. Intense of banking business and other jurisdictions | :08:42. | :08:47.
everything is fine. -- in terms. Their own sports clubs in Russia | :08:47. | :08:53.
and Lithuania. After boom-and-bust at Portsmouth in recent years the | :08:53. | :08:57.
pair are clear about their aims but admit to being a little surprised | :08:57. | :09:03.
by what they have found. In the past six, seven years, half | :09:03. | :09:07.
a billion pounds moving around of Portsmouth Football Club but we | :09:07. | :09:14.
don't have proper toilets in the stadium, and for us it was nonsense. | :09:14. | :09:20.
We have money to support the club, a long-term vision, Investment Plan, | :09:20. | :09:28.
and we're willing to continue development. For us this is not a | :09:28. | :09:38.
:09:38. | :09:41. | ||
toy, or something like that. their plans are stadium | :09:41. | :09:44.
redevelopment and expansion. The Academy is also a top priority | :09:44. | :09:47.
bringing youngsters through from a youth ranks rather than spending | :09:47. | :09:51.
exorbitant amounts in the transfer market seems to be their approach. | :09:51. | :09:55.
Sport is the centrepiece of the business and Portsmouth seemed a | :09:55. | :10:01.
welcome addition. What will the fans make of this? | :10:01. | :10:05.
Will they be convinced? I think they will be reassured. | :10:05. | :10:09.
They are saying we are sportsmen in the world of business and here for | :10:09. | :10:12.
the long term. Portsmouth have had no stability of the last three | :10:12. | :10:16.
years. A couple of big issues, the stadium, and not sure they know | :10:16. | :10:20.
exactly what they want to do with it, they are landlocked at the | :10:20. | :10:23.
moment. New stadium or refurbishment? Investing in youth | :10:23. | :10:28.
is great but not a great to the start of the football season so | :10:28. | :10:32.
they want some short-term ambition, marrying the two together is the | :10:32. | :10:40.
challenge. The Liberal Democrat conference is | :10:40. | :10:45.
under way in Birmingham. Cuts in Social Care in West Sussex | :10:45. | :10:48.
have been ranked among the most damaging in the country. The Think | :10:48. | :10:52.
tank DEMOS says the county is now among the worst ten in England for | :10:52. | :10:55.
care support for the disabled and elderly. Our Political editor Peter | :10:55. | :10:57.
Henley is at the Liberal Democrat conference in Birmingham, where | :10:57. | :11:04.
they've been discussing this issue. The Liberal Democrats went into | :11:04. | :11:07.
coalition with the Conservatives saying they would provide a safety | :11:07. | :11:10.
net to protecting the Most Honourable in society. But the | :11:10. | :11:16.
challenge of how to pay for elderly care is setting a real challenge -- | :11:17. | :11:21.
most vulnerable in society. He is the story of one elderly person who | :11:21. | :11:27.
found her care withdrawn. In what was called a reassessment | :11:27. | :11:31.
of needs of 93-year-old Elizabeth Parker from Horsham was told she | :11:31. | :11:34.
would have to spend her regularly paying for twice-daily care visits. | :11:34. | :11:40.
Her family were amazed. I don't see how somebody and 93 can be | :11:40. | :11:44.
downgraded when they need have probably increased Bowman they were | :11:44. | :11:49.
first assessed. Betty says she paid National Insurance, lived through | :11:49. | :11:53.
the Blitz, and she expected more. But her family had to hire lawyers | :11:53. | :11:59.
and fight appeals for five months to get her head back and now they | :11:59. | :12:02.
ask how can Liberal-Democrats claim to be prevented the worst of the | :12:02. | :12:07.
cuts in government? Nick Clegg seems to be like a puppet, whatever | :12:07. | :12:11.
David Cameron says goes. You don't think he is protecting vulnerable | :12:11. | :12:15.
people like your mother? Doesn't matter who the government | :12:15. | :12:20.
is, the vulnerable and elderly are not being protected at all. Cuts in | :12:20. | :12:24.
Sussex were opposed by local Liberal Democrats and the ruling | :12:24. | :12:27.
Conservatives on the county council have now slowed the reassessment | :12:27. | :12:34.
process. They say to insure it is done properly and professionally. | :12:34. | :12:39.
With me now is so a Patrick is beat for the Liberal Democrats on social | :12:40. | :12:45.
care. A national party trying to get cuts but on a local level | :12:45. | :12:50.
Liberal Democrats oppose cuts in adult social care. National League | :12:50. | :12:55.
we are working very hard with ministers on half and social care | :12:55. | :12:59.
to Mitchell many of our policies are put through. Locally when we | :12:59. | :13:07.
see the vulnerable and we are having effect we speak up for them. | :13:07. | :13:09.
Liberal Democrats argue with Liberal Democrats. Does that | :13:09. | :13:14.
matter? We are not arguing, we are putting in place many of our | :13:14. | :13:19.
parties that we have said all along we will put into fruition. We are | :13:19. | :13:22.
not opposing Liberal-Democrats. We are opposing the Conservatives when | :13:22. | :13:25.
we have to eat, locally, when they are making their skirts and we did | :13:25. | :13:31.
agree with them, we are standing up for those people -- making those | :13:31. | :13:38.
cuts. An interesting debate here at the conference with Liberal- | :13:38. | :13:42.
Democrats saying they're of a brake on the Conservatives put other | :13:42. | :13:48.
Liberal Democrats say we should be in the driving seat steering the | :13:48. | :13:58.
:13:58. | :14:05. | ||
car. Even as the keys are handed over those in the queue for | :14:05. | :14:10.
improved housing face a long wait. From 2013 the government is putting | :14:10. | :14:15.
on hold any further upgrades in housing in an attempt to plug the | :14:15. | :14:21.
black hole in the defence budget. The army had wheeled out some of | :14:21. | :14:28.
its big guns to help celebrate this housing milestone. Inside these | :14:28. | :14:32.
houses they had been almost completely rebuilt for the sword is | :14:32. | :14:36.
moving in. The wow factor is obvious. Compared to conditions | :14:36. | :14:43.
before the makeover. It is very used. The bathroom was in need of | :14:43. | :14:49.
repair. No shower, just a Bath. The kitchen cupboards were falling off. | :14:49. | :14:54.
For years the quality of army families accommodation was infamous. | :14:54. | :14:58.
In 2006 work started to change that but ministers say the front line | :14:58. | :15:04.
must be the priority and come 2013 work like this will be put on hold. | :15:04. | :15:09.
Let's face it, this is about as far from the front line as you can get. | :15:09. | :15:14.
But as Lord Dannatt has pointed out anything that impact on the morale | :15:14. | :15:18.
of families in torture can be felt a thousands of miles away by those | :15:18. | :15:24.
on the front line in places like Afghanistan. Just listen to Maria | :15:24. | :15:27.
Hernandez and her soldier husband who spent much of last year | :15:27. | :15:31.
deployed there. As soon as I deploy a Wansbeck sure she has got | :15:32. | :15:36.
everything she needs and is in the environment she can handle. Before | :15:36. | :15:41.
I wasn't confident to be on my own with my kid. I have to stay with my | :15:41. | :15:48.
mum. But this time I feel confident enough the place where I live now. | :15:48. | :15:52.
The problem is when it comes to put in a roof over their heads of army | :15:52. | :15:55.
families those whose homes have yet to be upgraded may be left worrying | :15:56. | :16:05.
:16:06. | :16:11. | ||
There's been an interesting debate here at the conference about this | :16:11. | :16:14.
idea that the Liberal Democrats are the brake on nasty things that | :16:14. | :16:17.
Conservatives might do, some say their ministers should be less back | :16:17. | :16:27.
seat drivers, more helping steer In 20047 people were killed at the | :16:27. | :16:31.
Berkshire village when a train hit a car on the automated crossing. | :16:31. | :16:34.
The rail accident investigation branch is looking at an incident | :16:34. | :16:37.
earlier this month when a car had to stop suddenly at the barriers | :16:37. | :16:42.
left open as a train passed through at 60 mph. | :16:42. | :16:47.
Clear-up work is due to start this week in Berkshire after a forest | :16:47. | :16:54.
was devastated by a large fire. Birch trees will be mown down and | :16:54. | :17:04.
:17:04. | :17:10. | ||
40 hectares will be cleared. 70,000 From today people living in Dorset | :17:10. | :17:13.
must dial 101 when calling police for a non-emergency. The three- | :17:13. | :17:16.
digit number has replaced the previous landline to make it easier | :17:16. | :17:19.
to contact the force. Anyone with an emergency should always call 999. | :17:19. | :17:29.
:17:29. | :17:35. | ||
The number should be rolled out across the south by next January. | :17:35. | :17:39.
Southampton are breaking records. Here are the goals against | :17:39. | :17:48.
Birmingham. Absolutely pouring down. Rickie Lambert, penalty spot. Great | :17:48. | :17:56.
finish. All coming from that right flank. Birmingham got one back but | :17:56. | :18:01.
it was rounded off, 4-1, Southampton top of the championship. | :18:01. | :18:06.
It was great. Great noise, that is what we want. We want to play | :18:06. | :18:13.
winning football. We want a smile on everybody's face. Every game | :18:13. | :18:19.
will be tough. Birmingham had a few opportunities. Today was our day. A | :18:19. | :18:29.
good victory and a good three So here's the table. Southampton | :18:29. | :18:31.
top at Brighton's expense. Both sides have enjoyed sensational | :18:31. | :18:34.
returns to the second tier, even at this early stage. However, Gus | :18:34. | :18:37.
Poyet's men were beaten for the first time this season at Leicester | :18:37. | :18:43.
on Saturday. Kris Temple begins the round up at the King Power stadium. | :18:43. | :18:47.
Morale is high at Britain but for the first time they didn't really | :18:47. | :18:53.
play in this defeat. The only goal came in the second half. Albion | :18:53. | :19:00.
finished with 10 men after the second yellow card. Reading claimed | :19:00. | :19:04.
their first home League win of the season. Simon church want to get | :19:04. | :19:08.
many easier finishes them this against Doncaster. -- Simon church | :19:08. | :19:18.
:19:18. | :19:21. | ||
will not get. This cross was converted into a goal. Portsmouth's | :19:21. | :19:26.
disappointing start continued with defeat at Hull. Another week, Nat | :19:26. | :19:32.
and the red card for Steve Cotterill's men. In League One | :19:32. | :19:41.
things are looking up for Bournemouth. A touch of good | :19:41. | :19:45.
fortune, which are Duffy didn't know much about it but his own goal | :19:45. | :19:55.
:19:55. | :19:56. | ||
secured a win. Aldershot victory was their second in a week. Crawley | :19:56. | :20:01.
needed a morale-booster and got one. They came from behind against | :20:01. | :20:11.
:20:11. | :20:16. | ||
Bradford. Corey Grubber to first Some big Carling Cup ties this week | :20:16. | :20:20.
as well. Golf fans in Hampshire will have | :20:20. | :20:23.
been cheering last night as Justin Rose claimed his third US PGA tour | :20:23. | :20:27.
win. Rose, who grew up playing at Hook in North Hampshire, and is | :20:27. | :20:30.
based on the US tour held his nerve to claim the BMW international in | :20:30. | :20:33.
Illinois with a two shot victory. It nets Rose $1.3 million dollars | :20:33. | :20:43.
:20:43. | :20:46. | ||
in prize money ahead of next week's It's easy to forget that the | :20:46. | :20:49.
domestic rugby season continues while the World Cup goes on down in | :20:49. | :20:52.
New Zealand. London Irish claimed their first win of the season, with | :20:52. | :20:55.
a one point win at Northampton on Saturday. Tom Homer's penalty | :20:55. | :20:58.
secured a 14 points to 13 win at Franklin's Gardens. Poole Pirates | :20:58. | :21:01.
remain on course for a League and Cup double. This weekend they beat | :21:01. | :21:04.
Eastbourne to reach the knock out Cup final. Tonight they're on the | :21:04. | :21:08.
road at Kings Lynn in the first leg of the Elite League play off final. | :21:08. | :21:11.
The Pirates have dominated the regular season but will be hoping | :21:11. | :21:14.
to go one better than last year when they lost the play-off final. | :21:14. | :21:18.
Pretty bleak at the weekend and the cricket season finally came to a | :21:18. | :21:23.
conclusion. Surrey claimed cricket's final piece of domestic | :21:24. | :21:26.
silverware for the season by wining the CB40 competition on Saturday | :21:26. | :21:35.
night. In a rain affected game, they beat Somerset by five wickets, | :21:35. | :21:40.
their first silverware in eight years. | :21:40. | :21:46.
Surrey also got promotion from the Second Division. Don't forget, our | :21:46. | :21:56.
big interview with the Portsmouth onus is on line -- owners. | :21:56. | :22:01.
A thank you very much. $1.3 million, Justin Rose. | :22:01. | :22:09.
800,000. The only fact both of us picked up through the sport. | :22:09. | :22:13.
There's no fun to the weather. It started off really nice this | :22:13. | :22:23.
:22:23. | :22:25. | ||
Let's have a look at the graphics. And we did have a rather nice start | :22:25. | :22:29.
today but a card is building up in the evening. It will be a hardy, | :22:29. | :22:39.
:22:39. | :22:42. | ||
mild picture. We have a broad one sector ahead of a cold front. -- | :22:42. | :22:49.
warm sector. Generally it is dry. One of two showers skimming the | :22:49. | :22:55.
coastline. Milder than previous night. Tomorrow morning this is how | :22:55. | :23:01.
we think it will play out. The north and west will see some rain | :23:01. | :23:09.
through the morning. The further south and east it happens to be, | :23:09. | :23:13.
escaping the wet. The sudden extent of this rainfall is still a good | :23:13. | :23:20.
deal uncertain. Through the evening that rain brand will sweep south- | :23:20. | :23:27.
eastwards. Rain will turn heavy overnight. A touch pressure behind | :23:27. | :23:31.
that band of rain. Even some mist and fog as we head into Wednesday | :23:31. | :23:36.
morning. Wednesday, good news, high pressure building up from the south. | :23:36. | :23:40.
The last of that rain band easing away on Wednesday morning. He will | :23:40. | :23:45.
stick with us through the end of the week. It is looking rather nice, | :23:45. | :23:50.
reasonable for Thursday. The cloudy one this week. The odd glimpse of | :23:50. | :23:55.
sunshine. The wind beginning to ease. Friday, better in terms of | :23:55. | :24:00.
sunshine. But it is not wall-to- wall sunshine. A fairly usable day | :24:00. | :24:05.
to come. From mid- week onwards stained essentially dry and bright. | :24:05. | :24:09.
There will be cloud at times. It will feel far more pleasant than it | :24:09. | :24:19.
:24:19. | :24:20. | ||
has been. Temperatures not too bad. Decent a three-day, dry enough for | :24:20. | :24:25.
any outdoor pursuits. Come and join us because you will | :24:25. | :24:29.
be interested in us. It was the event of the year this | :24:29. | :24:37.
What was it? The Berkshire Show. | :24:37. | :24:42.
Innings the annual BBC South Strictly Come Dancing competition | :24:42. | :24:47.
and this raised all sorts of interesting moments. | :24:47. | :24:52.
You and I have escaped so far. It is a must watch. | :24:52. | :24:58.
The entrants included Sarah farmer, David Allard and John could tell. | :24:58. | :25:03.
He would dance to victory? Cloudy skies and lots of umbrellas | :25:03. | :25:07.
but this didn't dampen the enthusiasm of this year's BBC South | :25:07. | :25:15.
strictly team. -- Strictly. Something unexpected happened every | :25:15. | :25:23.
year. There could be some tumbles. We have got a few bruises. We have | :25:23. | :25:28.
nearly landed in the mud. We will give Newbury something they have | :25:28. | :25:31.
never seen before and have been they will not be likely to see | :25:31. | :25:41.

It is John. There are some moves. I play football with done every | :27:02. | :27:06.
