The South is home to some of the wealthiest people in the UK. And | :01:05. | :01:08. | |
today the Chancellor George Osborne said he would tax rich property | :01:08. | :01:11. | |
owners and give more money to the lower paid. Mr Osborne has also | :01:11. | :01:15. | |
eased the withdrawal of child benefit from higher rate taxpayers. | :01:15. | :01:17. | |
Tonight, we'll have reaction to more on the budget from families, | :01:18. | :01:21. | |
businesses and public sector workers. But first here's our | :01:21. | :01:24. | |
Political Editor Peter Henley who has been looking at some of the | :01:24. | :01:29. | |
detail. According to the Government, | :01:29. | :01:32. | |
180,000 of the lowest paid people in the south of England should be | :01:32. | :01:35. | |
celebrating tonight. That's how many people will no longer have to | :01:35. | :01:39. | |
pay income tax. But put those figures in context. It's 104,000 | :01:39. | :01:48. | |
people in the south-east out of a population of 8 million. And 73,000 | :01:48. | :01:52. | |
in the south-west out of 5 million save about �220 a year. And Labour | :01:52. | :01:57. | |
points out that it doesn't kick in until 2013. And what about the | :01:57. | :02:00. | |
millionaires? Lib Dems are boasting that they got their tycoon tax, a | :02:00. | :02:03. | |
whacking new rate of stamp duty, 7% on properties above �2 million in | :02:03. | :02:13. | |
:02:13. | :02:16. | ||
value. And in the South that's not just mansions. The five-bedroom | :02:16. | :02:22. | |
properties, the smaller ones, they are �1.5 million, they are not | :02:22. | :02:26. | |
mansions that we would have not thought of them as a mansion before. | :02:26. | :02:29. | |
A place with more than a few seafront palaces, Brighton and Hove, | :02:29. | :02:32. | |
has missed becoming a super connected city but gets extra money | :02:32. | :02:34. | |
for ultra-fast broadband. Tax breaks for digital industries will | :02:34. | :02:37. | |
go down well there, and in Surrey where they're growing the video | :02:37. | :02:41. | |
games industry. The Government's saying this is a budget for growth. | :02:41. | :02:51. | |
:02:51. | :02:51. | ||
Labour say only millionaires have really prospered. | :02:51. | :02:54. | |
So, one of the key themes the Chancellor talked about was helping | :02:54. | :02:58. | |
the less well off. He said with his changes some of those workers would | :02:58. | :03:01. | |
have an additional �170 in their pockets. The Health Service has | :03:01. | :03:03. | |
many thousands of staff earning just above the minimum wage. Our | :03:03. | :03:06. | |
Health Correspondent David Fenton has been to meet some of them. | :03:06. | :03:09. | |
Cleaners are among the lowest paid workers in the Health Service. | :03:09. | :03:17. | |
Daisy earns �7.10 an hour for a seven hour day. It is hard because | :03:17. | :03:22. | |
the prices go up everywhere, so coffee and everything, petrol, all | :03:22. | :03:27. | |
of the bills as well. So it is quite hard. I am struggling. They | :03:27. | :03:30. | |
used to earn less. A ten month dispute over back pay at | :03:30. | :03:34. | |
Southampton General has now ended. Unions say many low paid workers | :03:34. | :03:42. | |
will still feel far from well off despite the Chancellor's tax breaks. | :03:42. | :03:46. | |
I think the working man and woman will see through the glass the | :03:46. | :03:50. | |
Chancellor will put on this. They know the pressures they are under. | :03:50. | :03:57. | |
They have been squeezed on to pay freezes, jobs cuts and this will | :03:57. | :04:00. | |
not make much difference to them. Some of these cleaners will benefit | :04:00. | :04:02. | |
from today's budget. Whether they feel any better off, with rising | :04:03. | :04:07. | |
fuel costs and food bills, is another matter. | :04:07. | :04:10. | |
While the Chancellor gave back money, he also took it away. | :04:10. | :04:14. | |
Thousands of parents in the South will have lost child benefits. The | :04:14. | :04:18. | |
Chancellor told the Commons it was a difficult a decision. But there | :04:18. | :04:25. | |
will be relief for others as Alex Forsyth has been finding out. For | :04:25. | :04:29. | |
mum have to Rhoda, today's budget brought good news. She works part- | :04:29. | :04:34. | |
time and she will be one of those no longer paying any income tax. | :04:34. | :04:43. | |
Every penny counts for us. It will make �150 difference, which has a | :04:43. | :04:47. | |
lot. For some parents at this playgroup, the Chancellor's | :04:47. | :04:51. | |
announcements were not so welcome. He has raised the threshold at | :04:51. | :04:54. | |

family is still a kid to lose out. All these bills, electricity, tax, | :05:01. | :05:07. | |
they are going up, so it is hard. We have lost tax credits. We will | :05:08. | :05:12. | |
be losing child benefit at some point as well. Others say there was | :05:12. | :05:19. | |
little in today's budget to helps - - to help the squeeze. I have got a | :05:19. | :05:24. | |
budget, a strict budget, and if I go over, something has to fall by | :05:24. | :05:29. | |
the wayside. I had Oscar for the first two years of his life every | :05:29. | :05:35. | |
day because if I didn't my daughter would not have been able to work. | :05:35. | :05:42. | |
So I think she patrolled care for them. -- cheaper child care for | :05:42. | :05:45. | |
them. So, what mood are people who run | :05:45. | :05:47. | |
businesses in this evening? Well, the Chancellor said his budget | :05:47. | :05:50. | |
unashamedly backs business with a cut in corporation tax and a new | :05:50. | :05:53. | |
scheme to boost bank lending to small and medium sized firms. | :05:53. | :05:56. | |
Tonight, Steve Humphrey is in Alresford in Hampshire to get some | :05:56. | :05:57. | |

Yes, this evening, we are at the Swan Hotel to get that reaction | :06:01. | :06:07. | |
from a group of local business people. This town has a population | :06:07. | :06:13. | |
of 5,500 and a wide range of businesses. It is very famous for | :06:13. | :06:17. | |
the watercress steam railway line, and for the local watercress beds. | :06:17. | :06:21. | |
With its proximity to Winchester, it is an expensive place to live, | :06:21. | :06:27. | |
so people will feel the impact of that extra stamp duty around here | :06:27. | :06:35. | |
of houses costing more than �2 million. With me is an estate agent. | :06:35. | :06:40. | |
Is that stamp duty going to have a large impact? We will see an | :06:40. | :06:46. | |
initial pause for thought amongst buyers and some thinking to spend | :06:46. | :06:51. | |
�2 million will then spend under that bracket. Above all, if you | :06:51. | :06:57. | |
find your dream house in the country, if you want to live around | :06:57. | :07:04. | |
here, you will probably absorb that additional percentage. Jane, you | :07:04. | :07:10. | |
are from a lavender growing distilling business. We have seen | :07:10. | :07:13. | |
some help for small businesses and medium-sized businesses, | :07:13. | :07:19. | |
particularly with more access to loans. Will that be helpful? | :07:19. | :07:24. | |
were quite excited when we heard about this because �20 billion | :07:24. | :07:28. | |
sounds a lot of money. The critical thing is how easy it is going to be | :07:28. | :07:32. | |
to access that finance and if the banks will keep the same criteria, | :07:32. | :07:41. | |
it is still going to be tricky to access. James, you are from the | :07:41. | :07:44. | |
well-known food and coffee shop chain. Is the Chancellor doing | :07:44. | :07:50. | |
enough? I think so. It is his starting point. The reduction in | :07:50. | :07:55. | |
corporation tax, that is good news. We have to work very hard to get | :07:55. | :07:59. | |
customers through the door, but you've got to look at the cost side | :07:59. | :08:03. | |
and the Revenue, so it is still tough times ahead, but the green | :08:03. | :08:10. | |
shoots are there. So, a little bit of optimism? Yes. Jane, what else | :08:10. | :08:15. | |
can the Government do for you to make things easier? We were keen to | :08:15. | :08:19. | |
see the changes in seek planning law, which we understand is on its | :08:19. | :08:25. | |
way. 1,000 pages of planning policy will be reduced to 50, and we are | :08:25. | :08:28. | |
keen to see that, because planning constraints are a big issue for | :08:29. | :08:33. | |
small businesses. Claude was telling if there is some up to it | :08:33. | :08:38. | |
in the property market, so things going well? Yes, a good start to | :08:38. | :08:44. | |

waiting to see if fuel duty would go up. But, as expected, it was | :08:50. | :08:53. | |
left unchanged, but not for long. Let's go live to our Transport | :08:53. | :08:56. | |

planned. That will put 3p on a litre of petrol. In old money, | :08:59. | :09:04. | |
another 16p a gallon, taking it well past �7 a gallon. We pay some | :09:04. | :09:07. | |
of the highest fuel taxies in the world, and petrol and diesel | :09:07. | :09:11. | |
reached record prices this month. But passengers coming off the ferry | :09:11. | :09:13. | |
here this afternoon found that prices in France are within a | :09:14. | :09:18. | |
couple of pence of prices here. The AA, which is based in Basingstoke, | :09:18. | :09:21. | |
says that yet higher prices will force drivers off the road and | :09:21. | :09:25. | |
could bring a summer of discontent. It says the increase makes no | :09:25. | :09:30. | |
allowance for car-dependent, rural or disabled drivers. Taxing | :09:30. | :09:33. | |
motorists brings in about �45 billion a year, yet only �10 | :09:33. | :09:37. | |
billion goes back in road maintenance. The number of potholes | :09:37. | :09:41. | |
is growing. But think about this - the greater fuel efficiency of | :09:41. | :09:44. | |
modern engines means the Treasury's income per vehicle is actually | :09:44. | :09:54. | |

falling. So cutting petrol duty was always unlikely. We did have | :10:00. | :10:05. | |
reaction from small and medium- sized businesses and with me is | :10:05. | :10:11. | |
David Tipple. Just a quick overview. Was it a Budget for business? | :10:11. | :10:17. | |
was a Budget to encourage business. A lot of encouragement, but not a | :10:17. | :10:22. | |
lot of practical things. Only 10% of businesses will be positively | :10:22. | :10:29. | |
affected. You want to talk about infrastructure. Will we benefit in | :10:29. | :10:34. | |
the South or not? Most of these projects will be in North. | :10:34. | :10:39. | |
South is a victim of its own success. There is the Hastings link | :10:39. | :10:46. | |
road, but that is the only project. Broadband. He promised at �50 | :10:46. | :10:51. | |
million for small cities. He didn't say where, though. He announced a | :10:52. | :10:56. | |
Brighton by default simply because Brighton was pushing for it. If | :10:56. | :11:00. | |
Brighton is one, there is nine to go, and let's hope one of them is | :11:00. | :11:05. | |
down here. And what about the soul of being a powerhouse to get the | :11:05. | :11:10. | |
economy running. Does this Budget help it? It doesn't discourage it. | :11:10. | :11:14. | |
There is a lot for businesses to do. The access to money has to be made | :11:14. | :11:19. | |
easy. There are red tape reductions, but they have got to be substantial | :11:19. | :11:24. | |
and we cannot get locked in red tape. The South can be the | :11:24. | :11:28. | |
powerhouse and can lead us out of the economic trouble, but the South | :11:28. | :11:36. | |
has got to for opportunities to make business really work. Thank | :11:36. | :11:40. | |

to slash council -- pay. Everyone in Southampton went and got jobs in | :12:17. | :12:21. | |
Hampshire and Bournemouth. It is harder to do than they save. I am | :12:21. | :12:26. | |
encouraged about what is happening in Reading. Although last month we | :12:26. | :12:31. | |
had a tiny rise in unemployment, youth unemployment in recent months | :12:31. | :12:34. | |
has fallen. There also looks set to be a real | :12:34. | :12:38. | |
row over the National Roads Strategy. It's not quite the vision | :12:38. | :12:41. | |
of private toll roads. More, the system used in Portsmouth, shortly | :12:41. | :12:45. | |
to be rolled out on the Isle of Wight, of a private company taking | :12:45. | :12:47. | |
over responsibility for road improvement, and paid a fee based | :12:47. | :12:50. | |
on performance, but maybe it's not the answer to beating notorious | :12:50. | :12:53. | |
bottlenecks like the Arundel by- pass, the A34 north or the A303 to | :12:53. | :13:03. | |

been to India recently and whenever we go there, we go to the slums and | :16:49. | :16:54. | |
orphanages, so it all fell in place. We are working with a small | :16:54. | :17:01. | |
orphanage in Goa, and we give 10% of our profits to them. By the 10th | :17:01. | :17:06. | |
anniversary, we want to open up our own orphanage. That is the dream. | :17:06. | :17:09. | |
The brothers designed the flip- flops themselves and have sold them | :17:09. | :17:14. | |
to 30 boutiques. They're now courting the big department store | :17:14. | :17:18. | |

help the kids. They bring books home. For you not to be able to | :19:59. | :20:05. | |
enjoy it and read it with them I think is a problem. There is a high | :20:05. | :20:09. | |
proportion of adults here who struggle with words and writing. A | :20:10. | :20:14. | |
struggle often unwittingly handed down to the next generation. This | :20:14. | :20:20. | |
session is trying to break that cycle. Do you find reading easy? | :20:20. | :20:27. | |
a struggle and locked. Tell me about that. I get stuck on words. | :20:27. | :20:32. | |
Exactly the same as me when I was going through school. But, | :20:32. | :20:40. | |
obviously, I can change that and help him with his reading. Teachers | :20:40. | :20:44. | |

walk through the school door because of their experiences at | :20:47. | :20:54. | |
school. What we attempt to do is to encourage them to feel at ease, and | :20:54. | :20:58. | |
