I thought of everything I've been through in the last five months just | :00:40. | :00:43. | |

The political spat over the flood response shows no sign of abating, | :00:57. | :01:00. | |
and neither does the misery for waterlogged residents. While the | :01:01. | :01:04. | |
main area of concern is now the Thames Valley, almost every part of | :01:05. | :01:08. | |
the South has been affected in some way. Today, the Prime Minister was | :01:09. | :01:11. | |
visiting Portland, which was badly affected in last week's storms. He | :01:12. | :01:15. | |
saw the repair work being carried out to the sea defences on Chesil | :01:16. | :01:18. | |
Beach. David Cameron said both practical and financial help was | :01:19. | :01:23. | |
being given to flood`hit areas. When more pumps were needed, we | :01:24. | :01:27. | |
provided more pumps. When more money was needed, we provided more money. | :01:28. | :01:32. | |
When the military was needed, I made sure the military were deployed, | :01:33. | :01:35. | |
including during Dorset and in the Somerset Levels. We've told local | :01:36. | :01:39. | |
councils they can spend the money they need to, and we will reimburse | :01:40. | :01:44. | |
it. That's what we have to keep on doing. | :01:45. | :01:46. | |
Well, hundreds of personnel from the Army and Navy have been called into | :01:47. | :01:49. | |
action in Berkshire. They've been filling and delivering thousands of | :01:50. | :01:53. | |
sandbags. A Highways depot at Chieveley near Newbury has become a | :01:54. | :01:57. | |
sort of "Sandbag HQ". Ben Moore is there now. It is looking pretty busy | :01:58. | :02:10. | |
behind you. Absolutely. This is a major response to a major incident. | :02:11. | :02:16. | |
We have about 200 Navy personnel here. They have been here all | :02:17. | :02:19. | |
weekend and afternoon into the night. They came from Gosport, the | :02:20. | :02:29. | |
Navy training units, so they are creating thousands of sandbags for | :02:30. | :02:32. | |
use all over Berkshire. They are not just being used to defend homes. | :02:33. | :02:38. | |
Today, on the outskirts of Reading, an electricity substation providing | :02:39. | :02:42. | |
power to 60,000 homes was inundated with floodwater, as my colleague | :02:43. | :02:51. | |
reports. The dam built by Army reservists seems to be holding. Two | :02:52. | :02:54. | |
substations have been burdened by floodwater. The palms are still | :02:55. | :03:00. | |
working hard. You'll make it has been no threat to customer supplies | :03:01. | :03:05. | |
over the weekend will stop the sandbagging, and people working with | :03:06. | :03:08. | |
the Fire Services, have been working well. In the longer term, we will be | :03:09. | :03:16. | |
carrying out mitigation plans to make the substation even more | :03:17. | :03:21. | |
secure. This wall has no chance of holding the River Thames back. The | :03:22. | :03:25. | |
water is bidding through the valley. is difficult to predict what | :03:26. | :03:31. | |
is happening. The surge was horrific. Sonning Bridge is still | :03:32. | :03:37. | |
closed. With this road now impassable, drivers cannot get if | :03:38. | :03:39. | |
you mean bridge either. And in Henley itself, so many roads were | :03:40. | :03:43. | |
closed traffic ground to a halt this morning. Frustrating for drivers, | :03:44. | :03:45. | |
residents and businesses. Usually, we have one of these floods of this | :03:46. | :03:49. | |
size once in every fifty years, and we've had two in two months. It's | :03:50. | :03:52. | |
devastating for the buildings here, and never seen it so high. There are | :03:53. | :03:56. | |
now fears water levels here could top 2003 levels, and waterside | :03:57. | :03:59. | |
residents are making their own sandbags. It is a concern, as over | :04:00. | :04:04. | |
the next three or four days, it's going to get worse. The situation in | :04:05. | :04:09. | |
Shiplake is serious too. The drains can't take anymore and the water's | :04:10. | :04:21. | |
creeping up towards the railway. Unbelievably, these guys have | :04:22. | :04:25. | |
shifted 300 tonnes of sand this afternoon. They really can't bring | :04:26. | :04:29. | |
it here quick enough. The Navy here has been deployed to the Environment | :04:30. | :04:34. | |
Agency. That is who they are working for. The guys we have been talking | :04:35. | :04:38. | |
to add glad to be able to help defend peoples' homes. It's a good | :04:39. | :04:45. | |
feeling. Just doing our bit, really. It is a great feeling that we are | :04:46. | :04:50. | |
helping. Especially when we have only been in the Navy for a few | :04:51. | :04:57. | |
months. We've done 120 tonnes yesterday, so it's good to feel | :04:58. | :05:07. | |

local agencies, and they really pleased what they can do to help the | :05:43. | :05:46. | |

Many are running at reduced speed or are being diverted onto other lines. | :06:19. | :06:21. | |
Flooding near Maidenhead caused by rising ground water levels disrupted | :06:22. | :06:25. | |
services throughout the rush hour. The railway lines that are open have | :06:26. | :06:28. | |
limited capacity, and that is disrupting some of our customers' | :06:29. | :06:31. | |
journeys, extending journey times, and limiting the number of trains we | :06:32. | :06:37. | |
can run. But our focus is really on trying to maintain a train service | :06:38. | :06:40. | |
and look after our customers, give out as much information as we can. | :06:41. | :06:45. | |
Ground water flooding and overflowing sewers have forced the | :06:46. | :06:48. | |
evacuation of 16 homes in Basingstoke. And the town's council | :06:49. | :06:52. | |
leader has criticised Thames Water for failing to provide tankers to | :06:53. | :06:57. | |
pump away foul water. Meanwhile in Romsey, the Environment Agency has | :06:58. | :07:00. | |
been shoring up the banks of one of the town's rivers to try to reduce | :07:01. | :07:04. | |
the impact of flooding. Steve Humphrey reports. | :07:05. | :07:09. | |
It's been a horrible few days for many people living here in the | :07:10. | :07:13. | |
Buckskin area of Basingstoke. Ground water flooding and overflowing | :07:14. | :07:16. | |
sewers have created lakes of foul`smelling brown liquid. People | :07:17. | :07:21. | |
have had to be moved from 16 properties. And with sewers out of | :07:22. | :07:26. | |
action, portable toilets have been provided. A bit of a disaster. | :07:27. | :07:35. | |
Terrible. Can't believe it. Never seen anything like it. It started | :07:36. | :07:41. | |
fresh, up from the last 24 hours, it has been sewerage. Not so good. | :07:42. | :07:44. | |
Basingstoke Council organised the tankers after Thames Water said it | :07:45. | :07:48. | |
couldn't help. The council leader says that meant there was a delay of | :07:49. | :07:52. | |
around eight hours in starting the pumping operation. Do you feel a bit | :07:53. | :08:02. | |
annoyed about that? Hull`mac I would like to have a full understanding | :08:03. | :08:04. | |
about why they thought they couldn't help. There are people 's homes at | :08:05. | :08:10. | |
risk. Everybody should muck in and get on with it, not say that we | :08:11. | :08:15. | |
don't have responsibility. Will you be having words with Thames Water? | :08:16. | :08:17. | |
Certainly. In response, Thames Water says while | :08:18. | :08:20. | |
it's responsible for sewers, its remit doesn't extend to ground water | :08:21. | :08:23. | |
flooding. It says it's under enormous strain ` but has had crews | :08:24. | :08:26. | |
working around the clock trying to help as many people as possible. | :08:27. | :08:31. | |
Meanwhile, part of Romsey is still underwater. Ironically, amongst the | :08:32. | :08:34. | |
businesses badly affected is Romsey World of Water, where many of the 26 | :08:35. | :08:38. | |
staff are having to take holiday while its closed. One giant sturgeon | :08:39. | :08:44. | |
fish ` which is three feet long ` swam off in the flood water. It is | :08:45. | :08:53. | |
worrying. The business will remain closed until such time as we can get | :08:54. | :08:58. | |
customers onto the site. Unless they have a boat, they can't. | :08:59. | :09:01. | |
Several homeowners are pumping out water and trying to clear up the | :09:02. | :09:06. | |
mess. We're making progress today. We have a good petrol pump running. | :09:07. | :09:11. | |
I'm a lot happier now than I was 48 hours ago. | :09:12. | :09:13. | |
The Environment Agency has been reinforcing the banks of one of the | :09:14. | :09:16. | |
local rivers, where water has been spilling over. | :09:17. | :09:18. | |

the water level has gradually gone down, but now everybody here is | :09:23. | :09:28. | |
looking anxiously at the sky and wondering what in packs the heavy | :09:29. | :09:32. | |

continued to cause damage. The roof was ripped from this block of flats | :09:40. | :09:43. | |

to budget and save where possible, and I can be hard when prices are so | :12:20. | :12:25. | |
hard high. This is a local builder. There is a lot of work about, but | :12:26. | :12:31. | |
wages are not increasing. It is basic living. Fume here will notice | :12:32. | :12:40. | |
the picture emerging. Legal firm employs 150 people. It is among | :12:41. | :12:43. | |
those willing to pay more to attain key staff. The Thames Valley is a | :12:44. | :12:50. | |
strong economy in its own right. It has been privileged in a recession | :12:51. | :12:54. | |
to retain the level of work that it has. Now we are seeing something | :12:55. | :12:58. | |
that is leading the way for the country. I think it is sustainable, | :12:59. | :13:04. | |
and I think you will see this trickle around the rest of the | :13:05. | :13:08. | |
country. If you look hard enough, there is finally good news for | :13:09. | :13:13. | |
some, but they are in the minority. Others in the sector say they are | :13:14. | :13:16. | |
still months away from following suit. For those in the public | :13:17. | :13:21. | |
sector, the tough times are far from over. | :13:22. | :13:29. | |
