is for makers, doers and savers. Labour have dismissed it

is for makers, doers and savers. In the South: In tonight's

:00:00.:00:13.

programme: Turning the tide. Underwater

:00:14.:00:15.

turbines powering 15,000 homes on the Isle of Wight but fishermen fear

:00:16.:00:23.

it could destroy their livelihoods. How was it for you? A budget for

:00:24.:00:32.

doers, makers and savers. More help for flood defences and those who

:00:33.:00:35.

like a flutter at the bingo. Misadventure. The verdict on the

:00:36.:00:39.

woman who drowned in a cave but her family question how the rescue was

:00:40.:00:44.

led. No lessons have been learnt. For this reason, we see the truth.

:00:45.:00:51.

Not so much a one up one down. Recreating the huts that gave

:00:52.:00:54.

shelter to those who built Stonehenge. We do therefore and the

:00:55.:00:58.

ceiling, moving, there you go. It claims to be the first of its

:00:59.:01:18.

type in the world. A so`called commercially`viable tidal energy

:01:19.:01:20.

demonstration facility which would ` if it goes ahead ` light up 15,000

:01:21.:01:24.

homes. It would also power the Isle of Wight right to the forefront of

:01:25.:01:28.

the renewables industry. Today the plans were publicly revealed. But

:01:29.:01:31.

this industry of the future is clashing with traditional business,

:01:32.:01:34.

as crab fishermen, from across the island, warn their livelihoods could

:01:35.:01:37.

be decimated by the underwater turbines.

:01:38.:01:51.

We've all heard about moving with the times, but this stretch of water

:01:52.:01:55.

could be about to move with the tides. A hotspot for tidal energy,

:01:56.:01:58.

it could put the Isle of Wight on the map, showing off its commercial

:01:59.:02:01.

value. This cutting edge technology in the form of renewable energy

:02:02.:02:04.

would generate power for 15,000 homes, as well as create hundreds of

:02:05.:02:07.

jobs and bring significant investment to the local economy. The

:02:08.:02:10.

project has significant potential to bring major socioeconomic benefits

:02:11.:02:14.

to the Isle of Wight, which is an exciting message. Large amounts of

:02:15.:02:20.

potential jobs and economic input in the form of money and direct

:02:21.:02:23.

investment. Today, the company behind the plans asked the public

:02:24.:02:27.

what they thought about the idea. A lot of us on the seafront who have

:02:28.:02:30.

properties, we don't really support it. Owing to the fact that it could

:02:31.:02:39.

really affect our fishing industry. The point is it is the way to reduce

:02:40.:02:43.

energy. And it's good for the future. ??This is prime fishing

:02:44.:02:47.

ground. It's also where they want to build the tidal energy centre. The

:02:48.:02:54.

question is how those two activities can co`exist. Fishermen here say it

:02:55.:02:57.

won't just rock the boat, it could put them out of business. Here's the

:02:58.:03:06.

snag. Fishermen come here to catch brown crabs and any installation of

:03:07.:03:09.

turbine blades would put pay to that. Our whole business here

:03:10.:03:14.

revolves around us using crab and crab meat for the pubs and

:03:15.:03:18.

restaurants, and we get very high demand in the summer months. And

:03:19.:03:23.

this area is sometimes the only place we can find crabs, and if you

:03:24.:03:27.

a business. If the project gets a business. If the project gets

:03:28.:03:30.

consent, it could start to operate in two years' time. Power means

:03:31.:03:34.

income. And it could be a beacon project for other parts of the

:03:35.:03:42.

world. Professor AbuBakr Bahaj is head of

:03:43.:03:45.

the Energy and Climate Change at the University of Southampton. He

:03:46.:03:52.

believes this could be a real breakthrough for the South. This

:03:53.:03:55.

could put the region on the map in relation to tidal energy. It is

:03:56.:04:01.

important because the tides are well known. The energy is predictable. It

:04:02.:04:10.

could be used better than wind, wave or solar energy.

:04:11.:04:14.

An additional ?140 million made available for repairs and

:04:15.:04:17.

maintenance for flood defences ` much of it for the South of England.

:04:18.:04:21.

It was one of a number of eye`catching announcements, made by

:04:22.:04:28.

Chancellor George Osborne. There was also much that was promised for

:04:29.:04:31.

businesses and the region's economy. This included: Doubling each

:04:32.:04:33.

business's annual investment allowance to ?500,000. Doubling

:04:34.:04:36.

lending to exporters up to ?3 billion nationally. And a ?7 billion

:04:37.:04:44.

package to cut business energy bills. With nine of the largest

:04:45.:04:47.

businesses in the south being promised ?3.3 million. Our Business

:04:48.:04:50.

Correspondent has been getting the views in Dorset.

:04:51.:05:00.

You join me at a company in Dorset that makes things. Steel

:05:01.:05:04.

structures. It exports them all over the world. In a moment, live budget

:05:05.:05:11.

reaction. First, I have been looking behind`the`scenes and at another

:05:12.:05:18.

local by `` local business in Dorset.

:05:19.:05:22.

These companies have seen good years come and go. This steelworks have

:05:23.:05:37.

been in operation since 1919. This steel will be used to build an

:05:38.:05:42.

aircraft hangar in Mauritius. We had our six`month period where it was

:05:43.:05:49.

so. Other than that, it was quite busy. We have a lot of export

:05:50.:05:55.

business. The process 70 tonnes of steel on site every week. It is then

:05:56.:06:04.

shipped to 140 countries worldwide. 80% of our turnover is export. We

:06:05.:06:10.

would like to see more turnover in the UK market. Only time will tell.

:06:11.:06:22.

It is March. There is no point in taking on work for you would be at a

:06:23.:06:31.

loss. We are on a gentle up. We would like no more pressure put on

:06:32.:06:38.

us with any more red tape. There is little evidence that any red tape is

:06:39.:06:42.

being taken away. I wish they would stop angling on what they are going

:06:43.:06:47.

to do. We are on a gentle up. We don't mind if it carries on like

:06:48.:06:53.

that. We don't want a boom. They took on 50 more people in the

:06:54.:06:57.

autumn. Know the fine weather is bringing customers. This was one of

:06:58.:07:03.

the recent project for the steelworks. They want to see more

:07:04.:07:06.

British projects like this if the price is right. These employers are

:07:07.:07:11.

proof that a strong identity and business model stands the test of

:07:12.:07:15.

time. But more support from the government would be welcome. Joining

:07:16.:07:20.

me now is Simon Boyle. What has caught your eye in the budget? We

:07:21.:07:26.

broadly welcome the announcements which have been made. We are

:07:27.:07:32.

interested in the additional funding for British exports. Like everything

:07:33.:07:37.

else, devil is in the detail. We are yet to see what that means for us.

:07:38.:07:47.

Has the Chancellor guide enough to help a new factor is like

:07:48.:07:52.

yourselves? We think he could have looked at corporation tax. We have

:07:53.:07:59.

to pay our taxes quarterly in and fans rather than an year end. This

:08:00.:08:04.

restricts our cash flow and investment in the business which is

:08:05.:08:08.

what we need. The Chancellor made reference to the reduction in red

:08:09.:08:15.

tape that we have to go through. We are seeing more restrictions being

:08:16.:08:26.

placed on exports through damaging regulations from Brussels. Is the

:08:27.:08:36.

government doing enough to help Dorset? Perhaps not enough. But they

:08:37.:08:51.

do in courage business. The bank of Bournemouth is helping. There is a

:08:52.:08:55.

huge creative industry in Dorset. They will benefit. I would not be

:08:56.:09:00.

too worried about growth because Dorset is an affluent place. We

:09:01.:09:04.

don't have to catch up as other regions do in the South. Thank you

:09:05.:09:13.

for joining us. For more reaction on the budget, we can cross back to

:09:14.:09:15.

you. So what of the political fall`out?

:09:16.:09:18.

Our reporter has been gathering opinion at Westminster.

:09:19.:09:25.

We have had the chill wind of austerity. Today, the Chancellor was

:09:26.:09:30.

offering more money for flood victims. ?200 million for potholes.

:09:31.:09:45.

I am joined by the conservative for Portsmouth. There were warm words

:09:46.:09:50.

for pensioners and savers. But this is just election gimmicks, trying to

:09:51.:09:54.

get more people on your side? Pensioners have been badly hit. Was

:09:55.:09:59.

a raft of measures in the budget to help them. I am the chairman of the

:10:00.:10:12.

all`party agreement on ageing people so I have been banging on about this

:10:13.:10:16.

for a long time. Are increasing the personal allowance. The result was

:10:17.:10:21.

something in a budget you can welcome. As a whole, this was a

:10:22.:10:29.

government budget out of touch. He would have had more credibility if

:10:30.:10:32.

he had said I know that peoples incomes have fallen and then done

:10:33.:10:42.

things to tackle business rates, childcare and fuel prices. They are

:10:43.:10:49.

cutting taxes for millionaires. Your press release is talking about

:10:50.:11:05.

trying to `` is saying that if the Conservatives wanted tax breaks for

:11:06.:11:14.

the more affluent. Were helping with apprenticeships, childcare support

:11:15.:11:24.

and schools that needed. There are 400,000 new businesses. We all to

:11:25.:11:29.

pat them on the back. They have supplied the revenue. The tax cut

:11:30.:11:38.

brings more benefit to someone on ?100,000 a year than to someone on

:11:39.:11:43.

low wages. Those families are worse off because of what this government

:11:44.:11:53.

have done. Getting rid of VAT, on fuel for the ill ambulance `` on

:11:54.:12:00.

fuel for the air ambulance, will be welcome for many.

:12:01.:12:06.

For more Budget information and how it affects you go to

:12:07.:12:09.

bbc.co.uk/budget. And we'll have more on this story later in the

:12:10.:12:11.

programme. Still to come in this evening's

:12:12.:12:14.

South Today: Poole Pirates unveil the team they hope will bring them

:12:15.:12:17.

silverware again this season. This was declared a budget for

:12:18.:12:20.

savers as well as for business. Among the announcements were: Cash

:12:21.:12:23.

and shares ISAs to be merged into single New ISA with annual tax`free

:12:24.:12:30.

savings limit of ?15,000. The 10p tax rate for savers abolished. And

:12:31.:12:34.

all tax restrictions on accessing pension pots removed, ending the

:12:35.:12:49.

requirement to buy an annuity. We sent our reporter along to gauge

:12:50.:12:53.

reaction from customers in a bingo hall in Cosham, Hampshire.

:12:54.:12:57.

Everyone who comes here hopes to go home a little richer. Today it was

:12:58.:13:01.

the people behind`the`scenes who felt like the luckiest winners. For

:13:02.:13:05.

the last five years, bingo halls have paid 20% tax on their profits.

:13:06.:13:11.

Today, that was cut to 10%. Bingo has been in decline over ten years.

:13:12.:13:22.

Online gaming, the smoking ban. Thankfully we have managed to get

:13:23.:13:27.

something in our favour. To others in the bingo hall have reasons to be

:13:28.:13:32.

grateful to the Chancellor? A high proportion of customers are

:13:33.:13:38.

pensioners. No`one here was celebrating in the aisles just yet.

:13:39.:13:44.

I don't have a lot of faith in this government. They say one thing and

:13:45.:13:49.

do another. It doesn't help the elderly much. There is some

:13:50.:13:54.

improvement today. Encouraging people to save money. But saving has

:13:55.:14:00.

been difficult to do in recent years. I think it is a good budget

:14:01.:14:14.

at the moment. The bingo hall in central Portsmouth is due to close

:14:15.:14:18.

in April. They said the closure decision stands, but the tax cut

:14:19.:14:23.

makes the future of the remaining bingo halls a little more secure.

:14:24.:14:28.

A Coroner today recorded a verdict of misadventure in the case of a

:14:29.:14:31.

former Royal Navy reservist who drowned after becoming trapped in a

:14:32.:14:35.

Dorset sea cave. Today the family of Buffy Furness Smith questioned why

:14:36.:14:39.

it took more than an hour before a rescue attempt was made.

:14:40.:15:00.

It looked like Mission accomplished. But as this man was winced on

:15:01.:15:09.

board, it became clear that the mission was just beginning. His

:15:10.:15:16.

sister, Buffy Furness Smith, was still below. She was a wonderful

:15:17.:15:22.

daughter and sister. She was an inspiration to us all who are

:15:23.:15:26.

privileged enough to know her. She will be sorely missed. Thank you.

:15:27.:15:33.

Alex and Charlotte had changed plans to whites for that weekend because

:15:34.:15:39.

of the weather. The coroner said that if Alex hadn't managed to

:15:40.:15:46.

escape from the sea cave, no one would have known they were there.

:15:47.:15:50.

The family said the inquest had been a sham. They did not examine the

:15:51.:15:57.

time it took to try to rescue her from a blowhole in the cliffs above.

:15:58.:16:04.

We ought it to her to get to the truth of her final hours. It is

:16:05.:16:08.

imperative that no other family suffers what we have gone through.

:16:09.:16:14.

We are talking about someone trapped in difficult circumstances. By

:16:15.:16:20.

rushing and not being methodical, potentially would make a bad

:16:21.:16:23.

situation significantly worse. Today, the coroner signalled out

:16:24.:16:33.

this man in uniform, recommending him for a safety award. He lost his

:16:34.:16:39.

safety helmet because of the force of the wind. Sadly, Charlotte's body

:16:40.:16:47.

was never recovered. How safe are the beach huts which

:16:48.:16:50.

grace our coastline? You may remember that on Monday we reported

:16:51.:16:53.

that Poole Council was removing potentially dangerous asbestos from

:16:54.:16:56.

dozens of beach huts in the borough. It's now been revealed that two more

:16:57.:17:00.

councils are dealing with similar problem in huts in Milford`on`Sea

:17:01.:17:09.

and Bournemouth. Fond memories for Chris Butcher, now

:17:10.:17:19.

destroyed. The damage to these charts meant that asbestos was

:17:20.:17:25.

released into the air. We have had some lovely times in an. It has been

:17:26.:17:33.

a social gathering place, really. And we and nine others disappeared

:17:34.:17:43.

in the block. All that is left is the foundations. Now the council

:17:44.:17:47.

says the asbestos has been contained. 112 out of 119 beach huts

:17:48.:17:59.

have been affected. We instructed a specialist constructor to remove the

:18:00.:18:04.

asbestos as soon as possible. The roof structure was blown from a

:18:05.:18:08.

number of hearts and weighed in situ. That was what had to be

:18:09.:18:12.

removed. The borough council has said that many concrete beach huts

:18:13.:18:19.

contain asbestos. Because it is undisturbed, the council claim it is

:18:20.:18:23.

not a health risk. Earlier this week, we reported work is underway

:18:24.:18:30.

to remove potentially dangerous asbestos from the seafront in the

:18:31.:18:38.

pool. The material was used widely in the building industry in the

:18:39.:18:46.

1960s and 70s. Let's get the sport now. You're

:18:47.:18:59.

looking ahead to Poole Pirates? There is another chance of

:19:00.:19:04.

silverware with the FA Cup next weekend as well.

:19:05.:19:07.

With the new Elite League Speedway season now just three weeks away,

:19:08.:19:10.

reigning champions Poole Pirates launched their bid to retain their

:19:11.:19:13.

title, unveiling a new multi`national team in front of

:19:14.:19:16.

fans. Star rider Darcy Ward is once again captain at Wimborne Road with

:19:17.:19:19.

sights firmly set on more silverware.

:19:20.:19:21.

Joyous scenes of only five months ago. The Poole Pirates peaking at

:19:22.:19:24.

just the right time to take the league title. Now the new crop of

:19:25.:19:34.

talent hoping to defend the trophy was unveiled today. Five remain from

:19:35.:19:37.

last year. Once you get it once, you want it again. Looking forward to

:19:38.:19:41.

making it to the finals and then hopefully taking it that step

:19:42.:19:44.

further to win again. The Pirates had a stalling start last time

:19:45.:19:47.

around with injuries. And with the new season just round the corner,

:19:48.:19:51.

the manager is keen to start strongly. Last season was probably

:19:52.:19:57.

the sweetest win. We were rock bottom half way through the season.

:19:58.:20:01.

We never gave up. The main aim was to get to the play`offs. Then it's

:20:02.:20:05.

all back to square one again. If we can get to the play`offs, we've got

:20:06.:20:09.

a very good chance. With the new TV rights contract secured for five

:20:10.:20:12.

years, elite speed racing is in a healthy position. I've been involved

:20:13.:20:16.

in other sports and it's not easy to make money. So it's nice that we

:20:17.:20:20.

only spend what comes in, we don't push it too far. So it works well.

:20:21.:20:24.

So what are the fans hoping for this season? I think we want to build on

:20:25.:20:28.

last year's success and try and get into the play`offs and pinch the

:20:29.:20:32.

title again at the end. Since Matt has been running it, it's been

:20:33.:20:36.

great. We go for a win or nothing. I think it is a great young team. The

:20:37.:20:42.

Pirates of 2014 consist of two Australians, to British people and

:20:43.:20:48.

one from the Czech Republic. They hope to give their fans another

:20:49.:20:53.

victory to treasure. In football, Bournemouth suffered

:20:54.:20:56.

injury`time heartbreak last night away at Charlton in the

:20:57.:20:58.

Championship. The Cherries were looking to keep their fifth

:20:59.:21:01.

consecutive clean sheet ` and had chances early on. But in the 90th

:21:02.:21:04.

minute Dorian Dervite rose highest to power home a corner which proved

:21:05.:21:08.

to be the winner. It is the first goal Eddie Howe's side had conceded

:21:09.:21:12.

in almost a month. The loss leaves Bournemouth in 12th.

:21:13.:21:18.

We are disappointed with the late goal. Gives you no chance to come

:21:19.:21:24.

back. Worst possible time to concede. It was a real killer. There

:21:25.:21:30.

is nothing worse than losing in the last`minute. You travel all the

:21:31.:21:40.

way. Absolute secular. `` absolutely sickening.

:21:41.:21:46.

The beginning of the week was gorgeous.

:21:47.:21:53.

By the weekend, we could have some snow showers.

:21:54.:22:02.

Sarah mentioned snow showers last night and we all took a sharp intake

:22:03.:22:04.

of breath. Things are set to turn colder,

:22:05.:22:31.

considerably colder, by the weekend. Perhaps some clear spells initially

:22:32.:22:35.

for northern and eastern areas. Cloud increasing from the south

:22:36.:22:38.

coast and moving inland throughout the night. Mild and frost free with

:22:39.:22:45.

a low of seven or eight Greece. The winds will increase from the South

:22:46.:22:54.

West. A breezy day. Perhaps some showers, mainly light and drizzly,

:22:55.:22:58.

through the early part of the afternoon. Predominantly dry to the

:22:59.:23:02.

bulk of the day until 3pm tomorrow afternoon. A high of ten or 11

:23:03.:23:11.

degrees. Today, we saw a lovely mild temperature of 15 degrees. This band

:23:12.:23:14.

of rain will move its way south eastwards through the afternoon.

:23:15.:23:20.

Clearing through tomorrow night very quickly on that brisk south`westerly

:23:21.:23:25.

wind. Still the risk of some showers dotted about. A chilly start to the

:23:26.:23:36.

day on Friday. We are expecting the warm air to move away quickly

:23:37.:23:40.

tomorrow night. That is where we introduced the cold air. No T`shirt

:23:41.:23:50.

required this weekend. On Friday, the wind will be strong. We will see

:23:51.:23:57.

more cloud arrive through the afternoon, bubbling up. We may have

:23:58.:24:00.

some heavy and thundery showers, with perhaps some heel. Rain will

:24:01.:24:09.

arrive in most areas by 4pm. Foundry showers are a possibility on Friday.

:24:10.:24:15.

You can see the contrast in temperatures for the weekend. There

:24:16.:24:23.

could be an wintry `` there could be some wintry showers.

:24:24.:24:28.

Now, who lives in a house like this? And what stamp duty would the

:24:29.:24:34.

Chancellor put on it, I wonder? English Heritage volunteers, in

:24:35.:24:36.

Wiltshire, are recreating five of these Neolithic homes, near

:24:37.:24:39.

Stonehenge, based on an original design built almost 5,000 years ago.

:24:40.:24:42.

It's thought that these were the huts that would once have sheltered

:24:43.:24:45.

the men and women who built the iconic stone circle. Our reporter

:24:46.:24:49.

went along to find out more. A workers retreat for those that

:24:50.:24:53.

built the stone circle. These Neolithic huts at Stonehenge are

:24:54.:24:56.

plants and trees were here to give us a list of materials. Woven hazel

Last year, these prototype huts were build in nearby Old Sarum. Lessons

from these test homes have informed the new build. Once open at the end

of next month, they will allow visitors to gaze back four and a

half thousand years. A lot of people have an idea of

prehistoric peoples being quite primitive like Dave men. At the

evidence from the period is that these are amazingly sophisticated

people. Although they did not have metal, the used organic materials to

really create quite a civil eyes and sophisticated lifestyle. We might be

no closer to understanding why this great monument was built. After 4500

years of misery, it seems the question of who built it is edging

:26:45.:26:49.

ever closer. That is still a real mystery.

I did the weaving when I was a kid and it was hard.

I built one in my garden yesterday! It is better than a tent.

We are back at 10:25pm. Enjoy your evening. Goodbye.
