President Putin calls for the West to condemn it. Now | :00:00. | :00:16.
And later on, relieving the pain with the world's first 'intelligent' | :00:17. | :00:28.
prosthetic. Welcome to South Today. In tonight's programme: The runner | :00:29. | :00:31.
from Newbury who died at Sunday's marathon is remembered. Coming to a | :00:32. | :00:35.
street near you ` the makers of Benefit Street target Southampton | :00:36. | :00:37.
for a documentary on immigration. New research is a step forward in | :00:38. | :00:40.
stopping the pain caused by artificial limbs. And will they stay | :00:41. | :00:44.
the course? We train with England's women rugby players ahead of the | :00:45. | :00:47.
World Cup. Just to be able to get out and jump of things and climb up | :00:48. | :00:53.
things, it was fantastic. First tonight, the Minister for Portsmouth | :00:54. | :00:56.
has put forward a ?91 million wish list for creating new jobs to try to | :00:57. | :01:01.
replace those lost by the closure of the city's BAE shipyard. The ideas, | :01:02. | :01:08.
unveiled five weeks before council elections, will still have to | :01:09. | :01:10.
compete for Government funding but include ?10 million to improve | :01:11. | :01:13.
Portsmouth Docks to attract new business. Improving transport links, | :01:14. | :01:16.
such as more frequent trains, between Portsmouth and Southampton. | :01:17. | :01:18.
Developing manufacturing technology through a new centre of excellence. | :01:19. | :01:23.
There's even a suggestion to involve Sir Ben Ainslie. Steve Humphrey | :01:24. | :01:39.
reports. He is the minister with the task of spearheading the stimulation | :01:40. | :01:47.
of job creation. He explained that organisations which want government | :01:48. | :01:55.
funding will have to lead for it. There are a number of funding | :01:56. | :02:00.
streams available. This area has to compete with the rest of England but | :02:01. | :02:09.
there are some superb ideas. We support ideas but we have to see | :02:10. | :02:12.
more credible opportunities coming forward. The report is based on | :02:13. | :02:18.
whether or not we can get investment into the city. BAE say around half | :02:19. | :02:27.
of the people facing redundancy at the shipyard will be found jobs | :02:28. | :02:32.
elsewhere. The unions want firm decisions made before the yard's | :02:33. | :02:36.
skilled workers leave their posts in the autumn. We do not want to get in | :02:37. | :02:44.
a position where the people have a genuine desire to acquire the yard | :02:45. | :02:53.
and the biggest thing there is the people themselves but when they find | :02:54. | :02:56.
out the dismal body in the yard, the walk away. Ben Ainslie will play a | :02:57. | :03:05.
key role by basing his America's Cup team in ports mouth. If we look at | :03:06. | :03:17.
Formula one racing, most of the teams are based in Britain and the | :03:18. | :03:21.
create thousands of high`end engineering jobs. Ben Ainslie's | :03:22. | :03:26.
project is the same but on the water. The minister was visiting | :03:27. | :03:36.
this company today which has grown from four employees to 120 in just a | :03:37. | :03:46.
couple of years. It's been confirmed that the man who died after running | :03:47. | :03:50.
the London Marathon at the weekend was a father of two from Newbury. | :03:51. | :03:54.
Since Rob Berry's death on Sunday his Justgiving page has tens of | :03:55. | :03:57.
thousands of pounds in donations to the osteoporosis charity he was | :03:58. | :04:04.
supporting. Katy Austin reports. His log retail the highs and lows of | :04:05. | :04:09.
training to run the London Marathon. The 42`year`old was raising money | :04:10. | :04:13.
for the National osteoporosis Society because his mum has the same | :04:14. | :04:21.
condition. Recently he has been having a problem with breathing and | :04:22. | :04:29.
had been using his inhaler more often. He was told it might be down | :04:30. | :04:34.
to pollution and he said he hoped so and he did not want it to be like | :04:35. | :04:38.
that when running the marathon. He died during the marathon in London | :04:39. | :04:44.
and it was a shock to those who knew him. He was in ninth place about one | :04:45. | :04:51.
year ago and he looked really happy it is a shock to everyone. Donations | :04:52. | :05:02.
to his just giving page have soared. One of the things we wish to do is | :05:03. | :05:07.
put in fracture liaison services. This will be a really important part | :05:08. | :05:17.
of our next piece of work. Online fundraising means he will leave a | :05:18. | :05:23.
legacy he could never have expected. A 79`year`old man `` A 79`year`old | :05:24. | :05:35.
man has appeared in court accused of murdering his wife at their home in | :05:36. | :05:38.
West Sussex. 70`year`old Sandra Boakes was found with head injuries | :05:39. | :05:41.
in Grasmere Avenue in Sompting on the 3rd of April. She died two days | :05:42. | :05:45.
later in hospital. Dudley Boakes was initially charged with attempted | :05:46. | :05:47.
murder but the Crown Prosecution Service later authorised a charge of | :05:48. | :05:50.
murder. He's been remanded in custody until June. Community | :05:51. | :05:54.
leaders in Southampton have expressed concern about a proposed | :05:55. | :05:57.
Channel Four documentary which is set to be filmed in the city. It's | :05:58. | :06:01.
the same team who were responsible for the controversial Benefits | :06:02. | :06:03.
Street programme which was criticised for misrepresenting the | :06:04. | :06:05.
people it followed. The new documentary has a working title of | :06:06. | :06:08.
Immigration Street. Let's join Radio Solent's Tim Robinson who is in | :06:09. | :06:12.
Derby Road. What do we know of the plans? Love Productions, which made | :06:13. | :06:16.
Benefits Street, has been filming in this part of Southampton for a pilot | :06:17. | :06:20.
for what they describe as a "documentary exploring the subject | :06:21. | :06:22.
of immigration, and how people within different ethnic groups and | :06:23. | :06:25.
religions live in close proximity to each other..." That sounds a bit | :06:26. | :06:29.
like Benefits Street ` part 2 ` here in Southampton. You can see why | :06:30. | :06:36.
they've perhaps chosen Derby Road ` there's a very diverse mix of | :06:37. | :06:39.
cultures and countries in a half mile street. I've heard researchers | :06:40. | :06:44.
have been looking for the stars of this potential new show and they've | :06:45. | :06:48.
been knocking on doors of most, if not all of the homes and shops in | :06:49. | :06:52.
this road. What do people there make of all this? Some have welcomed it | :06:53. | :06:57.
but the council and local MP say they're concerned. Benefits Street | :06:58. | :07:01.
was extremely controversial ` a lot of abuse was directed at its | :07:02. | :07:06.
subjects by the public. Community leaders say they're worried this | :07:07. | :07:09.
area could become the focus for all sorts of strong feelings about | :07:10. | :07:12.
immigration in the UK, and bring serious outside trouble to these | :07:13. | :07:16.
doorsteps. Religious leaders are worried too. Considering the track | :07:17. | :07:32.
record of this company, people after Benefits Street were concerned it | :07:33. | :07:40.
gave a distorted betrayal. People do not know what they are getting into | :07:41. | :07:46.
at the moment. What did the television channel have to say? It | :07:47. | :07:53.
says that the production company are looking at a programme along these | :07:54. | :07:57.
lines but the title and location are yet to be decided. It says the | :07:58. | :08:03.
previous programme sparked an important debate. If all goes well, | :08:04. | :08:10.
this could be on here early next year. It has been seen as something | :08:11. | :08:20.
of a revolution in the way the jets are spent looking after people who | :08:21. | :08:26.
receive career. The idea is to boost freedom and flexibility but as the | :08:27. | :08:30.
scheme rules out some say it is too much will the burden for those | :08:31. | :08:38.
involved. This 25 and older is in poor health and has profound | :08:39. | :08:42.
disabilities. She is unable to swallow or talk and has very limited | :08:43. | :08:47.
movement but she can respond to her carers. Over time they have tuned | :08:48. | :08:55.
into her body language. You can get big facial reactions from her when | :08:56. | :08:58.
she is happy she will smile and laugh. Previously heard Kier was | :08:59. | :09:08.
organised by the NHS, revolving around a day centre. Now her mum | :09:09. | :09:11.
decides how the budget should be spent, employing a consistent team | :09:12. | :09:19.
of carers. It means she has got choice. She enjoys music. Although | :09:20. | :09:25.
there is music at the day centre, she goes to music centres twice a | :09:26. | :09:30.
week now and you can see the difference, she is much happier. Her | :09:31. | :09:36.
mother, who suffered a breakdown, is much happier now. She has become an | :09:37. | :09:50.
employer. There is a risk that without support, a solicitor or | :09:51. | :09:54.
advocate or otherwise, albeit health needs and nursing needs will not be | :09:55. | :09:59.
identified. The only Kier plan drawn up will be inadequate to meet those | :10:00. | :10:06.
needs. This trust is one of several bodies providing support to people | :10:07. | :10:10.
who want personal health budgets. It is worried that some commissioning | :10:11. | :10:14.
groups who dole out the money are not ready for this change but the | :10:15. | :10:21.
pilot project is sharing its experience. The way forward is that | :10:22. | :10:30.
the most `` more support that we can give and the individual and on | :10:31. | :10:34.
trust, all of those services will get to those people. For Katie and | :10:35. | :10:41.
her parents, personal health budgets have been a success. They are keen | :10:42. | :10:48.
to encourage others to take up the opportunity which will become a | :10:49. | :10:53.
right in the autumn. A major road through West Sussex was closed for | :10:54. | :10:56.
several hours today following an accident. A car, van and lorry | :10:57. | :10:59.
collided on the A27 at Arundel just before midday. A 57`year`old woman | :11:00. | :11:02.
from Littlehampton was taken to hospital with suspected pelvic | :11:03. | :11:04.
injuries. The 36`year`old lorry driver, who's from the Netherlands, | :11:05. | :11:07.
was arrested on suspicion of causing serious injury by dangerous driving. | :11:08. | :11:10.
Still to come in this evening's South Today: It's a full`on assault | :11:11. | :11:13.
as England's women rugby players prepare for the World Cup. | :11:14. | :11:19.
A waste of time, energy and money ` that's how a group of parents have | :11:20. | :11:25.
described trying to open a new free school in Wokingham. It was due to | :11:26. | :11:31.
open in 2016 and they'd started recruiting parents and finding a | :11:32. | :11:34.
site. But seven months after giving their backing, Wokingham Borough | :11:35. | :11:37.
Council says it will open its own school instead. Ben Moore reports. | :11:38. | :11:45.
Starting a new school from scratch is no walk in the park as school | :11:46. | :11:52.
group will tell you. The say the very council who supported them is | :11:53. | :11:57.
no undercutting them by building its own academy. It was a big shock | :11:58. | :12:01.
because we had always been in consultation with the borough | :12:02. | :12:06.
council and had kept them involved with what we were doing. We do feel | :12:07. | :12:11.
let down by the Council, the question now is whether they can | :12:12. | :12:18.
deliver. School places are in short supply here. The council admits it | :12:19. | :12:23.
will run out of secondary school places by the 2017 academic year. A | :12:24. | :12:30.
new academy the say was always within its plans. There are beds | :12:31. | :12:37.
going forward to the Department for Education where groups of parents | :12:38. | :12:40.
have done it also alongside the local authority. We would be happy | :12:41. | :12:44.
to support them doing that if they wanted to as well. This was the most | :12:45. | :12:52.
likely site for the free school. Some say the council's plans to open | :12:53. | :12:57.
its own school in 2016 are ambitious. Parents say they hope the | :12:58. | :13:04.
council school plans are not a ploy ahead of upcoming local elections. | :13:05. | :13:13.
Pubs and clubs in Southampton could be charged extra for selling alcohol | :13:14. | :13:18.
after midnight. The City Council is to start consulting on introducing a | :13:19. | :13:23.
late`night levy from next February. It will be used to fund taxi | :13:24. | :13:31.
marshals, extra CCTV and street cleaning. The same levy was | :13:32. | :13:35.
introduced in Newcastle last autumn. How has that been working in | :13:36. | :13:42.
Newcastle? Initially all be licensees were against it because | :13:43. | :13:48.
turkeys do not vote for Christmas. Nobody wants to pay tax. We found | :13:49. | :13:53.
out by working with the City Council and getting the best reduction in | :13:54. | :13:59.
the tax it is working very well. Do you see that you should contribute | :14:00. | :14:07.
to the city centre? Nightlife causes disorder and disruption for those | :14:08. | :14:12.
living nearby. It does but our local newspaper did the calculations and | :14:13. | :14:17.
find out that the 35 top premises, there are 400 in a square mile, | :14:18. | :14:23.
already paid enough to cover all the bills so we are already doing our | :14:24. | :14:27.
sheer by paying late`night levy but if it is spent correctly it can | :14:28. | :14:34.
benefit everybody. I'd macro do you think it is being spent correctly? | :14:35. | :14:42.
Absolutely. I have just left the meeting thrashing out where we all | :14:43. | :14:46.
believe it should be spent. We did that successfully. Listening to that | :14:47. | :14:54.
is a counsellor from Southampton. Is this levy the only way you can pay | :14:55. | :15:00.
for these services bearing in mind you already pay for business rates | :15:01. | :15:05.
and they have put up night`time parking in the city? Absolutely. It | :15:06. | :15:14.
is a lot of money. The situation we find ourselves in is either we have | :15:15. | :15:18.
to withdraw our support for the city centre economy or find another way | :15:19. | :15:24.
of paying for it. The idea behind the levy is to find another way of | :15:25. | :15:29.
paying for it. Like Newcastle, we will work with the trade to | :15:30. | :15:34.
establish how this money will be spent. I think it could lead to a | :15:35. | :15:41.
better outcome for the city. 77% of this levy goes to the police to | :15:42. | :15:46.
support the policing of the night`time economy. That takes half | :15:47. | :15:50.
of the policing resource that is on duty on a Friday and Saturday night | :15:51. | :15:57.
in the city. We think there is an opportunity to invest that money and | :15:58. | :16:03.
free up some for the outer suburbs. Newcastle are ahead of the game, a | :16:04. | :16:09.
party city, Southampton is a big student city. I think that is a big | :16:10. | :16:15.
driver for us. We have seen how successfully it has been introduced | :16:16. | :16:20.
in Newcastle and we hope to do it the same way. What advice would you | :16:21. | :16:28.
give to Southampton? They must give a reduction to those who have best | :16:29. | :16:35.
practice. That draws standards upwards. Thank you. It is estimated | :16:36. | :16:49.
as many as 50,000 people in the UK are lower limb amputees. Research is | :16:50. | :16:57.
at Southampton University have no developed pressure sensors. These | :16:58. | :17:04.
could also be used in other ways to prevent unnecessary pain and | :17:05. | :17:10.
treatment. This man had an amputation below his right knee soon | :17:11. | :17:15.
after he was born and then above the knee in his teens. Now 26, he is | :17:16. | :17:20.
helping researchers develop an early warning system to ensure artificial | :17:21. | :17:27.
limbs remain well fitted despite the stresses and strains of everyday | :17:28. | :17:32.
use. It is thought there are about 50,000 lower limb amputees in the | :17:33. | :17:36.
UK. There is long`standing evidence that many do not use their | :17:37. | :17:40.
prospective cleanser as much as they would like because of discomfort. | :17:41. | :17:45.
The Stump can change in shape and size even during the course of a | :17:46. | :17:53.
day. It can rob, create source, blisters. Because it hurts every | :17:54. | :17:57.
step because you are having to put all of your weight on it you are | :17:58. | :18:04.
less likely to want to do things. The sensor is thin and flexible like | :18:05. | :18:08.
a small postage stamp. It is take to a liner, essentially a sock. It is | :18:09. | :18:17.
then placed within the artificial limb. Off you go. The sensor is now | :18:18. | :18:26.
picking up information about pressure on the stump and whether it | :18:27. | :18:32.
is robbing. That information is being passed on to researchers and | :18:33. | :18:36.
clinicians who can identify the need for any adjustments to prevent | :18:37. | :18:43.
discomfort and pain. The research is planned to develop a system of | :18:44. | :18:47.
alerts for tablets and smartphones in the sensor acts as a second skin | :18:48. | :18:54.
warning of potential problems. A large number of lower limb amputees | :18:55. | :18:59.
may suffer from nerve damage and with a reduced skin sensation, that | :19:00. | :19:04.
means they do not feel the pain of tissue injury. It may be too late | :19:05. | :19:12.
because once the soft tissue is compromised then it could get | :19:13. | :19:16.
infected and it could be really serious. If all goes well the | :19:17. | :19:25.
sensors could be available to NHS patients within three years and | :19:26. | :19:30.
there may be more uses like shoe insoles for diabetics and in | :19:31. | :19:33.
wheelchairs and mattresses preventing pain and distress. | :19:34. | :19:40.
Opponents to plans to build a second runway at Gatwick Airport have | :19:41. | :19:43.
launched their campaign to fight it. Those behind the Gatwick's Big | :19:44. | :19:45.
Enough campaign have sent out thousands of car stickers and | :19:46. | :19:52.
leaflets. Earlier this month, the airport began consulting on its | :19:53. | :19:55.
expansion plans. There are three different options with a new runway | :19:56. | :19:59.
to the south of the existing one. Nearly all of the south's beaches | :20:00. | :20:02.
tested in this year's Good Beach Guide have passed with flying | :20:03. | :20:05.
colours. The latest report to be released from the Marine | :20:06. | :20:08.
Conservation Society shows that all East Dorset beaches bar Boscombe and | :20:09. | :20:11.
Swanage made it into the very top category. On the Isle of Wight, | :20:12. | :20:15.
Bembridge and Shanklin were also the only ones not to get full marks. | :20:16. | :20:20.
While in Hampshire the only beach falling short of outstanding was | :20:21. | :20:30.
Southsea. No sport. I was worried you were not going to come back to | :20:31. | :20:34.
the newsroom today. You have been doing hard`core training? Yes, you | :20:35. | :20:41.
will see I was unleashed on a cargo net and I wondered if I would make | :20:42. | :20:45.
it back. Reading moved back into the play`off places on goal difference | :20:46. | :20:48.
after a one`all draw with Leicester City last night. Defender Alex | :20:49. | :20:51.
Pearce headed the Royals in front from Jordan Obita's free`kick early | :20:52. | :20:54.
on. But Danny Drinkwater drove in an equaliser to pull Leicester level | :20:55. | :20:57.
after half an hour. Reading are now winless in seven at home and with | :20:58. | :21:07.
just one win in five overall. Let's look at the play`off contenders in | :21:08. | :21:08.
the championship. It is going to be a nervy finish for | :21:09. | :21:22.
the teams in and around the play`offs over the next few weeks. | :21:23. | :21:25.
Now it's not the standard World Cup preparation you'd think an England | :21:26. | :21:28.
team would be put through. But today, England's Womens Rugby team | :21:29. | :21:31.
have been tackling the assault courses of the Royal Navy's HMS | :21:32. | :21:34.
Collingwood in Fareham, ahead of this summer's World Cup in France. I | :21:35. | :21:37.
went along to see them tackle the cargo net. They're used to running | :21:38. | :21:41.
in tries rather than rubber tyres, but today was all about team | :21:42. | :21:44.
building ahead of this summer's World Cup. The squad of 30 were | :21:45. | :21:47.
separated into four teams, competing against one another and the clock. | :21:48. | :21:57.
The idea is to overcome obstacles on the course and then transferred back | :21:58. | :22:02.
to the dog the pitch. It is about decision`making under pressure and | :22:03. | :22:07.
teamwork. Whether it was carrying a dummy body that they affectionately | :22:08. | :22:10.
called Fred, or lifting a heavy metal barrel the whole way round, | :22:11. | :22:24.
teamwork was in abundance. It is about taking them out of their | :22:25. | :22:28.
comfort zones. I have already seen this morning fear of heights, | :22:29. | :22:34.
trepidation going over water. They have equipment to get over there as | :22:35. | :22:39.
well. It is working together as a team and communication is vital. | :22:40. | :22:43.
After scaling the cargo net, balancing on beams and traversing | :22:44. | :22:46.
across water on a rope, the dreaded mud bath was still to come. England | :22:47. | :22:50.
have been beaten finalists in the last three competitions so the team | :22:51. | :22:54.
are looking to go one better in France this August. The team say | :22:55. | :22:58.
it's all about reaching the finish line and achieving your goals. The | :22:59. | :23:06.
hardest bit was figuring out how they would get the stuff across on | :23:07. | :23:11.
zip wires but as soon as we sorted that out we nailed it. The worst bit | :23:12. | :23:17.
was carrying the dummy, I hated him by the end. The best bit was | :23:18. | :23:24.
finishing, and winning! To win the World Cup you have to overcome many | :23:25. | :23:27.
obstacles. They certainly did that today! A great effort from everyone | :23:28. | :23:43.
involved. In Speedway, Poole Pirates made it two wins from two to start | :23:44. | :23:47.
the defence of their Elite League title. A maximum 15 points from new | :23:48. | :23:52.
captain Macheck Janovski helped them to a 49 to 41 victory over Coventry | :23:53. | :23:57.
at Wimborne Road. Next up for the Pirates is a double header against | :23:58. | :24:04.
Swindon on Friday. In Cricket, after Day three of their County | :24:05. | :24:07.
Championship Division One match against Warwickshire, Sussex are | :24:08. | :24:31.
looking good for a win tomorrow. Despite England's Ian Bell scoring | :24:32. | :24:34.
an impressive 180 not out, Sussex now require wickets for the victory. | :24:35. | :24:46.
No the weather. Inland we reached a high of 12 to 15 Celsius today. | :24:47. | :24:50.
Let's look at your weather pictures. Today was a little cooler than | :24:51. | :25:11.
yesterday but still pleasant in the sunshine in sheltered spots. Tonight | :25:12. | :25:15.
with clear spies there will be a widespread frost even with some mist | :25:16. | :25:20.
and fog patches in low lying areas. We might see a little bit of cloud | :25:21. | :25:25.
increasing towards the south coast and the Isle of White. Temperatures | :25:26. | :25:31.
will be going to force of these in parts of Oxfordshire. We start the | :25:32. | :25:37.
day dry and sunny in most places. Mist and fog patches will be | :25:38. | :25:44.
swiftly. Temperatures will warm up quickly in the sunshine. Still the | :25:45. | :25:48.
onshore breeze making it slightly cooler on the costs. The best | :25:49. | :25:55.
temperatures will be in northern and eastern areas. A lovely end to the | :25:56. | :26:01.
day tomorrow with lots of sunshine. Clear skies initially overnight but | :26:02. | :26:05.
cloud will thicken overnight and the weather front will introduce more | :26:06. | :26:10.
cloud but it will stay dry. Temperatures should be above | :26:11. | :26:15.
freezing. Still the risk of the touch of frost in the countryside. | :26:16. | :26:22.
The dry start to the day on Thursday. It will stay that way. | :26:23. | :26:27.
High pressure still hanging on in towards Easter weekend. There will | :26:28. | :26:33.
be more cloud during the morning and through the afternoon than we have | :26:34. | :26:38.
seen of late. The best of any brightness through Thursday morning. | :26:39. | :26:45.
Looking ahead to the Easter weekend, it will start mainly dry at first, | :26:46. | :26:50.
you will be some bright or sunny spells. Those likely Friday | :26:51. | :26:55.
afternoon and into Saturday but it will harden unsettled on Sunday into | :26:56. | :27:07.
Monday. `` turn unsettled. Thank you very much. Now a Dorset sheep has | :27:08. | :27:14.
produced six healthy lambs and what is believed to have been a first. | :27:15. | :27:23.
Scans of the EU had suggested she would give birth to five lambs but | :27:24. | :27:32.
an extra one popped out. Two are normally good, three is a bonus, but | :27:33. | :27:41.
six? That is all from us, have a lovely evening. Good night. Good | :27:42. | :27:44. |
