The scheme to keep elderly patients out of hospital | :00:25. | :00:30.
I have been in hospital twice and they have been very good. Btt it's | :00:31. | :00:41.

lollipop man was killed in Waterlooville by a motorhst who | :00:47. | :01:02.
claims she was blinded by the sun. 23 year old Lauren Paul is charged | :01:03. | :01:07.
with causing death Raymond Elsmore was knocked down as | :01:08. | :01:09.
he was helping a pedestrian cross Caroline Richardson reports | :01:10. | :01:14.
from Southampton Crown Court. He'd just started his shift | :01:15. | :01:24.
as the lollipop man outside Queens Inclosure Primary School | :01:25. | :01:29.
in Waterlooville. He'd stepped into the road | :01:30. | :01:32.
to help Toni Ponting cross. She was heavily pregnant and | :01:33. | :01:39.
on her way to collect her son. I could see behind him and see the | :01:40. | :01:54.
cars coming. I thought the cat would stop but it didn't. He hit the | :01:55. | :01:59.
windscreen and the car brokd. He was pushed down onto the road. | :02:00. | :02:00.
The car was being driven by Lauren Paul, seen here in the striped top. | :02:01. | :02:04.
In a statement to the policd, Miss Paul said she was drivhng | :02:05. | :02:07.
straight into the sun so shd slowed down to what she believed w`s | :02:08. | :02:11.
She put the sun visor down and took steps to adjust her | :02:12. | :02:15.
The jury heard from another witness who was driving behind Laurdn Paul. | :02:16. | :02:27.
She said the son had been blinding. After the accident, Lauren was | :02:28. | :02:31.
distraught and said if she had seen him she would have stopped. The | :02:32. | :02:36.
other witness said she did not see him either. She didn't see `nyone | :02:37. | :02:40.

The Liberal Democrat leader of Portsmouth City Council, | :02:47. | :02:49.
Gerald Vernon`Jackson, says he'll resign after | :02:50. | :02:51.
his party failed to win the support it needed in the local elections. | :02:52. | :02:54.
The council was left with no overall control. | :02:55. | :02:57.
The Conservatives, led by Donna Jones, say they're on coursd to take | :02:58. | :03:01.
over if they have enough support from other parties, including UKIP. | :03:02. | :03:05.
Our Political Editor Peter Henley reports. | :03:06. | :03:14.
He's led a maritime city through ten years of stormy political w`ters. | :03:15. | :03:20.
Now, Gerald Vernon`Jackson hs abandoning ship. I moved here | :03:21. | :03:25.
expecting to get a part`timd job and have more time to do less work. The | :03:26. | :03:31.
last ten years have thrown those plans out. It is a wonderful city to | :03:32. | :03:38.
work in. It has been very enjoyable and interesting. Now I will do | :03:39. | :03:44.
something different. Portsmouth is a city that faces many challenges In | :03:45. | :03:47.
discussions this weekend, there was talk of a rainbow coalition with all | :03:48. | :03:52.
parties coming together. But they couldn't manage it. The six UKIP | :03:53. | :03:58.
councillors elected last wedk called the balance of power but ard | :03:59. | :04:03.
refusing to use it. If you do a coalition, you sell out. Th`t is why | :04:04. | :04:09.
the Lib Dems are dead in thd water. I gave away their flagship policy to | :04:10. | :04:15.
get their feet under the table. We don't want to do that. We w`nt to | :04:16. | :04:24.
act as `` we want to be inddpendent. Donna Jones says with UKIP support | :04:25. | :04:40.
she have to cooperate. I was elected to do a job. I love this city and my | :04:41. | :04:45.
children are growing up herd. I want to make sure that I'm doing the best | :04:46. | :04:51.
job I can. I have my own business. I have worked for a bank and Diana | :04:52. | :04:55.
stands finance. I know that I can do a better job than the peopld who | :04:56. | :04:59.
have been running this city for the last decade. There are choppy waters | :05:00. | :05:12.
ahead. Peter is here with md now. What is Gerald Vernon`Jackson doing | :05:13. | :05:17.
next? He says he will not ptt himself forward for selection as a | :05:18. | :05:23.
Lib Dem over the summer. Thdy could both stand at the same time because | :05:24. | :05:28.
Mike Hancock as allegations hanging over him. But he is an independent. | :05:29. | :05:33.
Mike Hancock might decide not to run. It's interesting that he could | :05:34. | :05:39.
move on to be an MP. These four were UKIP MEPs have been elected from our | :05:40. | :05:45.
region. They are now saying that they want to campaign for a | :05:46. | :05:49.
Westminster seat as well. It is an interesting time. If people have | :05:50. | :05:54.
elected them to represent us in Brussels, how will they havd time to | :05:55. | :05:59.
campaign for Parliament? Absolutely. They detest the EU who have given | :06:00. | :06:05.
them a fund to try to get into Westminster. They will be gdtting | :06:06. | :06:10.
big salaries, some of which will be handed over to UK to help them | :06:11. | :06:20.
campaign. The way things ard going, the former leader of the cotncil | :06:21. | :06:26.
could end up with three jobs. He could be an MEP and also trxing to | :06:27. | :06:33.
get into Westminster. They're just going to make a protest votd in | :06:34. | :06:38.
Brussels. The selection will be over the summer. It is critical what Mike | :06:39. | :06:46.
Hancock might decide. If he gets within six months of the general | :06:47. | :06:49.
election, there would not bd a by`election. He would carry on. If | :06:50. | :06:53.
he continues to stand as an independent, he receives a big | :06:54. | :06:58.
financial pay`out because hd will get resettlement allowances as a | :06:59. | :07:01.
sitting member of Parliament. That might make a real differencd to his | :07:02. | :07:06.
decision. So just wait and see. Thank you. | :07:07. | :07:08.
A petition has been launched against Surrey county counchllors' | :07:09. | :07:10.
decision to give themselves a rise in their allowances, in some | :07:11. | :07:13.
Now a petition, carrying more than 350 signatures, is calling on the | :07:14. | :07:18.
A little earlier, I spoke to our reporter Ben Moore, and askdd him | :07:19. | :07:25.
As usual, this is one of those rows about councillors getthng more | :07:26. | :07:32.
Last month, an independent panel suggested that those from | :07:33. | :07:38.
the county council should bd able to increase their allowances, but at a | :07:39. | :07:42.
vote, Surrey Council rejectdd that and voted for an even bigger hike. | :07:43. | :07:50.
For example, the deputy teal leader's special allowance | :07:51. | :07:55.
He now takes home ?44,000 a year in allowances. | :07:56. | :08:01.
Yes, especially as the council rdcently | :08:02. | :08:05.
voted against people who worked for it receiving the living wage, | :08:06. | :08:08.
Obviously, the area has obviously got some of | :08:09. | :08:16.
the problems associated with every council ` potholes, for exalple | :08:17. | :08:19.
There is still damage remaining from the floods. | :08:20. | :08:22.
Now a petition has been set up by the Labour prospective parlhamentary | :08:23. | :08:28.
He says that the Tory`run council have showed that they are ott | :08:29. | :08:37.
of touch and described this as a scandalous money grab. | :08:38. | :08:41.
So far, 600 people have signed it and, on top of that, the three | :08:42. | :08:44.
people who sat on that independent advisory panel have resigned. | :08:45. | :08:49.
The council says that the government has increased | :08:50. | :08:54.
It says there has been no rdview of allowances for years. | :08:55. | :09:00.
While that was the right thhng to do at the time, it is now important | :09:01. | :09:04.
that these allowances are adjusted to reflect increases in rolds | :09:05. | :09:07.
Although Surreyy is overwhelmingly a Tory area, after recent elections | :09:08. | :09:17.
this could prove to be a chhnk in the Conservative armour. | :09:18. | :09:20.
Richard Wilson says if he manages to get 20,000 | :09:21. | :09:23.
signatures on this petition, he s a long way off that at the loment, | :09:24. | :09:26.
he will be able to present to the full council and force a full vote. | :09:27. | :09:36.
That may lead to scrutiny that the council don't want. | :09:37. | :09:39.
The number of children arrested in the South has dropped by almost | :09:40. | :09:43.
New figures show Dorset had the largest fall in arrests | :09:44. | :09:52.
from more than 3,000 in 2008 to just over 800 in 201 . | :09:53. | :09:55.
The data is from the Howard League for Penal Reform ` | :09:56. | :09:58.

We would like to say how much we owe to the public. It is overwhdlming | :10:39. | :10:52.
and unprecedented. The men would have been enormously touched to have | :10:53. | :10:55.
known that they were in the minds of so many people. It would have | :10:56. | :10:59.
brought them great comfort hn their moment of need. It could, jtst code, | :11:00. | :11:07.
have made a vital differencd to saving their lives, had the | :11:08. | :11:09.
circumstances been slightly different. | :11:10. | :11:14.

Hundreds of elderly patients in Southampton are being moved out | :12:03. | :12:05.
of Accident and Emergency ` to a new department treating falls, | :12:06. | :12:09.
The aim is to prevent them from being admitted ` and possibly | :12:10. | :12:14.
The unit is now seeing 20 p`tients a day ` mostly over the age of 5. | :12:15. | :12:19.
Our Health Correspondent David Fenton reports. | :12:20. | :12:32.
This woman is 84 and has ruptured her tendon. She has been to a indie | :12:33. | :12:40.
and was sent to a special unit for elderly people. | :12:41. | :12:43.
The emergency department is a terrifying aches in this, often with | :12:44. | :12:48.
queues of people coming in `nd out and lots of loud noises. We are | :12:49. | :12:53.
trying to move through `` move people through that area quhckly. | :12:54. | :12:58.
This is a specially dedicatdd area for frail, older people. | :12:59. | :13:04.
It costs two point ?5,000 e`ch time a patient is admitted to hospital as | :13:05. | :13:09.
an emergency. `` it costs two and a half thousand pounds. | :13:10. | :13:13.
Your muscles will atrophy and your brain will forget what it is doing | :13:14. | :13:17.
if you leave someone in bed for a couple of days. You have allost aged | :13:18. | :13:22.
than two years in the effect it will have on them. | :13:23. | :13:27.
The aim here is to get the patients treated and home again as qtickly | :13:28. | :13:32.
and safely as possible. In the last three years, I have been | :13:33. | :13:36.
in hospital twice. They havd been very good but it is nothing like | :13:37. | :13:41.
home. Even so, the number of elderly | :13:42. | :13:45.
patients in our hospitals is increasing. Southampton Gendral has | :13:46. | :13:51.
about 1,100 beds, this many occupied by older patients. In the l`st | :13:52. | :13:58.
year, those numbers have gone up by 6%. Of course, it is not thdir | :13:59. | :14:03.
fault. Many would prefer to be at home, but that often means complex | :14:04. | :14:11.
social care organising. We discharge mostly two thirds of | :14:12. | :14:16.
our patients. Some that we `ssess our really quite unwell and need to | :14:17. | :14:20.
come to hospital. All we can say is that we add to that patient | :14:21. | :14:24.
experience. This unit has been very successful, | :14:25. | :14:28.
keeping at least 20 patients per week out of hospital. Five hours | :14:29. | :14:34.
after pro's accident, she is going home with a care package arranged by | :14:35. | :14:36.

hit quality of life but threaten the very survival of | :15:39. | :15:47.

until it was too late. Yateley Industries will survive | :16:18. | :16:25.
the cuts. Hampshire County Council insists | :16:26. | :16:28.
what it is doing is priorithsing But the idea that | :16:29. | :16:32.

has found itself While more and more people want | :16:41. | :16:51.
to join, it's funding is falling. The club offers a way out | :16:52. | :16:56.
of isolation But now there's | :16:57. | :16:58.
a real danger it could closd down. So, as Roger Finn reports, | :16:59. | :17:03.
it's mounted What would you miss | :17:04. | :17:04.
if you went blind? That's the question being posed | :17:05. | :17:10.
by the Dorset Blind Association ` and this You Tube video is one | :17:11. | :17:13.
of the responses being postdd Along with pictures of sunsdts | :17:14. | :17:16.
and loved ones. The idea is to draw attention to | :17:17. | :17:23.
what these people might soon miss. Seven years ago the | :17:24. | :17:27.
Dorset Blind Association set up There are over a hundred melbers | :17:28. | :17:29.
and this group meets regularly This club is fantastic with the | :17:30. | :17:46.
people who come here. It gives them a chance to get out and sochalise. | :17:47. | :17:52.
It sounds so simple but it hs actually quite difficult for people | :17:53. | :17:56.
with visual impairments. Two thirds of people with sight loss s`y they | :17:57. | :17:58.
barely members have taken part in ` variety | :17:59. | :18:01.
of activities including cricket and donations has been fallhng while | :18:02. | :18:10.
demands to join have been rhsing. The club now needs | :18:11. | :18:13.
?12,000 just to survive. What is most frightening is when you | :18:14. | :18:25.
start losing contact with pdople. You can't drive and are constantly | :18:26. | :18:30.
relying on family. Being able to do something like this gives us | :18:31. | :18:34.
independence. It means so mtch for your self`esteem. I was verx scared | :18:35. | :18:43.
of coming here. I got confidence here from doing things. Talking to | :18:44. | :18:51.
other people who were in yotr shoes is really helpful. It supports that | :18:52. | :18:56.
you need because there are few blind people around. By coming here to the | :18:57. | :19:03.
coughing warnings, you can talk with people that have a similar problem | :19:04. | :19:12.
that you understand. There hs evidence that the number of blind | :19:13. | :19:16.
people in Britain is growing. At charity says this is becausd of the | :19:17. | :19:21.
greater survivability of severely premature babies. | :19:22. | :19:28.

We thought this news was coling They have confirmed in the last hour | :19:55. | :20:00.
that Mauricio Pochettino is leaving the club. Spurs have said that he | :20:01. | :20:04.

Skipper of one of those crews, Ian Williams from Lymington, is hoping | :21:35. | :21:38.
Sarah Farmer has been out on the water to meet him. | :21:39. | :21:48.
More game sailing than plain sailing. | :21:49. | :21:51.
Tactical, gladiatorial, head to head. | :21:52. | :21:56.
The world match racing tour starts next week and a sailor | :21:57. | :21:59.
from the south is hoping to bring home the silver. | :22:00. | :22:06.
Because there are only two boats, a lot of the tactics involvd | :22:07. | :22:11.
The boats tend to stay closd together, | :22:12. | :22:14.
We have a few crashes every now and then. | :22:15. | :22:20.
The trophy bears Ian's name four times already. | :22:21. | :22:23.
A fifth victory would land him in the record books | :22:24. | :22:25.
as the first British sailor to win five championship world titles. | :22:26. | :22:31.
It's all for Ian now to try to break a world record. | :22:32. | :22:34.
He is certainly one to watch and one to beat. | :22:35. | :22:43.
Part of the challenge is learning to sail | :22:44. | :22:45.
Talking of challenges, it's my turn for a masterclass on the water. | :22:46. | :22:52.
12 teams compete at six different countries | :22:53. | :23:02.
At each stop, a new fleet of boats to compete in. | :23:03. | :23:07.
It's really tight teamwork between all of you. | :23:08. | :23:09.
Each boat is different how the teamwork works. | :23:10. | :23:14.
We get two hours of practice a set for each dvent. | :23:15. | :23:17.
One of the key things when you're sailing is feelhng | :23:18. | :23:25.
When you're sailing upwind, it gives you quite a lot of field. | :23:26. | :23:38.
Without me telling you which way to put the tiller, you are | :23:39. | :23:41.
Our boats are relatively he`vy, not particularly fast. | :23:42. | :23:48.
The race is not so much about the speed of the boat, | :23:49. | :23:51.
It's really the tactical element to the race. | :23:52. | :23:56.
Each race on the tour is a cat and mouse chase. | :23:57. | :24:02.
Reputations count for nothing and that is the highlight for me. | :24:03. | :24:10.
Your results how you perforl on the day. | :24:11. | :24:33.
Dan Smith took this photo of a mute swan cygnet in Petworth | :24:34. | :24:37.
Ginny Boxall captured flowering chives in her garden in Alton. | :24:38. | :24:40.
And Nick Lucas took this photo of the rain drops on a Blue Moon | :24:41. | :24:47.
Through tonight, we will sed rain and showers at times which could be | :24:48. | :24:55.
heavy. The best of any drier skies down towards parts of Dorset. We've | :24:56. | :25:01.
seen quite a number of heavx showers through Weymouth and is. Through the | :25:02. | :25:06.
night, little respite from rain in some areas, with temperaturds | :25:07. | :25:10.
falling to a mild ten or 11. Not particularly cold through the night | :25:11. | :25:16.
and similar tomorrow. Some rain or showers at times, more likely in | :25:17. | :25:20.
northern areas. Along the south coast, we may see the cloud break | :25:21. | :25:25.
for a time with some sunshine, that's generally a cloudy d`y with | :25:26. | :25:29.
temperatures reaching 15 Celsius. Tonight, one or two showers with | :25:30. | :25:37.
some mist patches. We hold onto the wet conditions through Thursday | :25:38. | :25:42.
with temperatures overnight similar to tonight at 11 or 12. A f`irly | :25:43. | :25:46.
unsettled picture with low pressure on Thursday. Rain it could be heavy | :25:47. | :25:53.
with the possibility of thunder The good news is that come Frid`y we | :25:54. | :25:58.
will start to see this area of high pressure start building further The | :25:59. | :26:01.
wind will feel lighter and ht will turn more settled with some | :26:02. | :26:06.
sunshine. This week rain and showers. Even the odd rumbld of | :26:07. | :26:10.
thunder. There will be some sunshine, but that is more likely | :26:11. | :26:15.
towards the latter part of the week. Turning drier come Friday whth that | :26:16. | :26:18.
high pressure building in from the Atlantic. Showers and rain dxpected | :26:19. | :26:23.
tomorrow, which could be on the heavy side. More likely for northern | :26:24. | :26:28.
areas. The best of brightness along the south. There could be | :26:29. | :26:35.
thunderstorms on Thursday. Friday and Saturday, that high pressure | :26:36. | :26:39.
building from the Atlantic. Turning more settled and drier with more | :26:40. | :26:41.
sunshine. Tomorrow, we will meet the | :26:42. | :26:54.
ten`year`old athlete who is competing at swimming. She's pretty | :26:55. | :26:58.
good! Will also be talking to `` talking about free school mdals | :26:59. | :27:04.
Make sure you join us. Thanks for watching. Goodbye. | :27:05. | :27:10. |
