Leaving care and facing life on the streets.

:00:00.:00:14.

Why are young people not being housed in suitable accommodation?

:00:15.:00:21.

There are people that I know since I was 14 that are still homeless now.

:00:22.:00:26.

The biting fly on the Stour that's been kept at bay,

:00:27.:00:29.

Local companies head to Romania to take advantage

:00:30.:00:33.

And a storming performance from jockey Alexis Green

:00:34.:00:43.

Young people leaving care face life on the streets,

:00:44.:00:58.

unless more is done to help them into suitable accommodation.

:00:59.:01:02.

That's the claim of charities who've told us that too many

:01:03.:01:05.

A report by MPs describes the journey towards independence for

:01:06.:01:10.

Katy Austin has been to meet one Southampton teenager being helped

:01:11.:01:17.

by charity No Limits, who says she was left sleeping rough and passed

:01:18.:01:20.

from one dangerous B to another when she left the care system.

:01:21.:01:30.

If it was not the No limits and my hostel, I would be in prison. She

:01:31.:01:38.

was 13 when she went into care. Fostering did not work out and she

:01:39.:01:43.

became homeless. Social services stepped in but stability did not

:01:44.:01:50.

follow. I was in a B and 15. It was awful. Probably one of the worst

:01:51.:01:54.

places I have ever lived. The landlady kept coming in my room and

:01:55.:01:58.

stealing from me. They tried putting me in a hostel. I had just turned

:01:59.:02:07.

16. Then I fell pregnant. They kicked me out. I got put back into a

:02:08.:02:11.

B because nowhere else would take it. After more B and hostels, she

:02:12.:02:18.

started to get help from charity, No limits. They want more money put

:02:19.:02:23.

into support services and better accommodation. More foster carers,

:02:24.:02:31.

more supported lodging. It is important that the foster carers and

:02:32.:02:35.

the lodging placements, that they are properly trained and they

:02:36.:02:37.

understand the issues that these people face. A recent government

:02:38.:02:43.

report criticised the accommodation that some care leavers go into,

:02:44.:02:48.

saying it is often not suitable and needs better regulation. The report

:02:49.:02:50.

said no leader should go into B She is now looking for work and

:02:51.:03:32.

getting used to the idea of staying in one place. She wants others to

:03:33.:03:39.

have a smoother path than has. I know people now that are still

:03:40.:03:42.

homeless and had known them since I was 14. They are not getting the

:03:43.:03:55.

support that they need. What evidence is there that some carers

:03:56.:04:00.

end up on the street? We do not have precise figures on how many care

:04:01.:04:05.

leavers become homeless. But some 90 tab been in care, how many of them?

:04:06.:04:12.

`` 19`year`olds. Nationally that figure was at about 88%. In some

:04:13.:04:17.

parts it is much lower. In Southampton, last year, it was 63%

:04:18.:04:24.

now in suitable accommodation. On the Isle of Wight, 73%. Those 19 new

:04:25.:04:31.

roles that were in care are now in accommodation. In Surrey there are a

:04:32.:04:34.

lot more people to deal with it and it is 78 ascent. Some people are

:04:35.:04:40.

slipping through the net. We went to all the councils and asked if they

:04:41.:04:43.

would tell what they offer the leavers and how to approve the

:04:44.:04:45.

system but nobody was available. There are warnings that

:04:46.:04:53.

holidaymakers flying from Gatwick this weekend could face leaving

:04:54.:04:55.

without their luggage, because one of the baggage handling

:04:56.:04:57.

firms does not have enough staff. Both the airport and Swissport, the

:04:58.:04:59.

baggage company, say they'll bring in extra workers to cope with one of

:05:00.:05:02.

the busiest weekends of the year. Monarch airline has ended two

:05:03.:05:05.

contracts with Swissport ` but they say the problems last

:05:06.:05:08.

Saturday were exceptional and blame the delays on too many aircrafts

:05:09.:05:10.

arriving in quick succession. Mental health bosses are reviewing

:05:11.:05:26.

practices after a ruling in Guildford. The NHS trust has met

:05:27.:05:29.

since ending quest into the death of Frances Andrade. She was found dead

:05:30.:05:35.

at her home in Guildford last year, one week after she testified against

:05:36.:05:39.

a former choirmaster, Michael Brewer. The trust said that they

:05:40.:05:42.

were working to make improvements to services.

:05:43.:05:46.

He's a former Gurkha soldier who's fighting for his two daughters to

:05:47.:05:49.

have the right to live in the UK, so they can care for him.

:05:50.:05:53.

Falklands' veteran Dumbar Bahadar Margar lives in Reading with

:05:54.:05:55.

He has two adult children living in Nepal.

:05:56.:05:58.

Campaigners say the family's fallen foul of the legal process.

:05:59.:06:00.

The family is not complete. Dambar Bahdar Magar just wants to be

:06:01.:06:15.

reunited with his daughters. If he comes, I am happy because they have

:06:16.:06:24.

looked after me. Dambar served with the seventh rifles, fighting on the

:06:25.:06:28.

front line in the Falklands. He and his wife settled in Redding but as

:06:29.:06:31.

is the way of the Nepalese they want all their children with them. ``

:06:32.:06:43.

:06:44.:06:49.

Joanna Lumley ruling in 2009 gave him the right to live in the UK. But

:06:50.:06:55.

as the law stands, children over the age of 18 cannot join them. The Home

:06:56.:06:58.

Office said it had no plan to change Office said it had no plan to change

a head of a government debate. As the hearing began, he put on his hat

:07:09.:07:14.

and saluted. The court heard of his 17 year long service record. He has

:07:15.:07:20.

just been diagnosed with dementia and he cares for his profoundly

:07:21.:07:25.

disabled son. And that is why he needs his daughters here. How do you

:07:26.:07:31.

feel? Are you angry? I am happy. Because I hope and I am praying. If

:07:32.:07:41.

we fail at this level we will move onto the next one and the next if

:07:42.:07:46.

necessary. This kind of thing cannot go on. It is absolutely wicked. The

:07:47.:07:55.

judgement is expected in two weeks. Supporters said because he fought

:07:56.:07:58.

for his country he deserves to be supported by it. And by his family.

:07:59.:08:11.

The family is not complete. Dambar Bahdar Magar just wants to be

:08:12.:08:17.

One of the south's most irritating insect

:08:18.:08:19.

pests, which has been successfully kept at bay for the last twenty

:08:20.:08:22.

The Blandford fly used to swarm in huge numbers, leaving nasty bites

:08:23.:08:26.

Since the early nineties a regular chemical treatment has

:08:27.:08:29.

But now, as Roger Finn reports, that treatment is under threat.

:08:30.:08:33.

This is found in Sussex, Oxfordshire and particularly in Dorset, near the

:08:34.:08:37.

River star in Blandford. It habitats in here and when it is out in the

:08:38.:08:42.

spring, one of the first thing is that the males wants to do is have a

:08:43.:08:47.

meal of luck. Any lake will do. `` of blood. It can get the treatment

:08:48.:08:57.

and it can be quite painful. I do not think I would want to be bitten

:08:58.:09:02.

again. They suffered a severe outbreak in the 1960s and 1970s. 600

:09:03.:09:08.

people visited their doctors one spring with bites. A chemical was

:09:09.:09:11.

developed which killed most of the larvae without hurting otherwise

:09:12.:09:16.

life. Sprays began in 1992 and spraying has been carried out ever

:09:17.:09:20.

since. It costs about ?20,000 per year shared with councils and health

:09:21.:09:24.

authorities. Now they are doubts that it will continue for two

:09:25.:09:30.

reasons. First of the health authorities has left confusion about

:09:31.:09:34.

who will pay the bill. And new reappearance `` and new regulations

:09:35.:09:39.

mean that the chemical used to kill the larvae must be licensed again.

:09:40.:09:44.

Unfortunately there is such a backlog of applications that there

:09:45.:09:48.

are concerns that the treatment next spring will not go ahead. It seems

:09:49.:09:53.

the number of victims has dropped but there is no data to prove that

:09:54.:09:58.

the spraying is effective. There seems to be a lack of evidence

:09:59.:10:03.

available. And that is why we have moved to set up a review. We think

:10:04.:10:08.

that it is important that we understand fully what impact

:10:09.:10:13.

spraying has on the environment and on the insect and on the local

:10:14.:10:18.

population. The group will decide if spraying can, and should carry on.

:11:06.:11:08.

a surprising new trend has emerged. In increasing numbers companies

:11:09.:11:13.

from the South are travelling to Romania keen to take advantage

:11:14.:11:15.

of its growing economy. Trade agreements with Hampshire

:11:16.:11:17.

mean businesses in the county are securing lucrative deals that

:11:18.:11:21.

could be worth millions of pounds. Land can be rented

than two euros, at around ?1.70. Financial incentives offer 50%

correspondent, Alastair Fee. Cheap skilled labour, industrial

space at bargain prices, a Romania is a new attractive

:11:55.:11:56.

business destination. Businesses are being encouraged from

:11:57.:12:15.

abroad and many people want to get involved but Hampshire is leading

:12:16.:12:22.

the way. This company is among the first. They have developed

:12:23.:12:26.

technology used by the police and military to recover information from

:12:27.:12:30.

mobile telephones. Andy Gill is meeting with the remaining police in

:12:31.:12:37.

the town of Craiova. There is a need for specialist technology and skill,

:12:38.:12:41.

almost limitless. We need to scale the business and develop it. We must

:12:42.:12:46.

look at markets abroad. In my business, traditionally it has been

:12:47.:12:53.

significant, overseas opportunities in far`flung places like Australia

:12:54.:12:58.

and Asia. And to develop something closer to home, it is easier and

:12:59.:13:02.

more economical, that is significant for the company. Businesses are

:13:03.:13:07.

coming in increasing numbers, pitching product under the guidance

:13:08.:13:11.

of a Hampshire service set up called Bridge to Romania. We want to create

:13:12.:13:17.

a model working for Hampshire and Romania and rolling out this model

:13:18.:13:23.

and not taking too much risk. Some people cannot afford to invest too

:13:24.:13:28.

much. People that want a hand in this process, they could be

:13:29.:13:33.

successful. Here lies the power, here lies the future of the economy

:13:34.:13:38.

and society in both countries. Much of the work begins here at the City

:13:39.:13:43.

Hall. Opportunities are identified and links with companies are formed.

:13:44.:13:48.

It is very good for the is this from England. Because they have a good

:13:49.:13:58.

profit here. And they find these opportunities and these facilities

:13:59.:14:05.

in Romania. When it comes to transparency, remain here has had a

:14:06.:14:08.

bad reputation. Along with all the area it has been listed as a

:14:09.:14:14.

corruption hotspot. This company has operated here for nine years. When I

:14:15.:14:20.

came to Romania, we did face individuals, or companies that would

:14:21.:14:27.

say, what is in it for me? It was difficult for us to understand what

:14:28.:14:31.

they meant at first. But without a doubt, when you have got

:14:32.:14:36.

politicians, senior police officers, business people, all being put

:14:37.:14:42.

through the judiciary and in prison, that is speaking volumes about the

:14:43.:14:46.

fact that whereas corruption was very bad initially when we first

:14:47.:14:50.

came here, it has improved dramatically and it should not put

:14:51.:14:55.

people off coming here. This company is one of the latest looking to get

:14:56.:14:58.

in the remaining market. There is interest in the technology. A follow

:14:59.:15:03.

up visit will ring trial and training and it is a successful trip

:15:04.:15:10.

for them. The main thing that I have gained is that there is a

:15:11.:15:14.

willingness to allow vendors from the UK to operate here. I think

:15:15.:15:18.

there is a chance we can deliver a service that we would be proud of.

:15:19.:15:23.

Ten businesses in Hampshire have good links with Romania. Some are

:15:24.:15:28.

looking to export. Some are looking at ways of opening manufacturing

:15:29.:15:47.

sites abroad. Tony Husband is gallivanting around the south. He is

:15:48.:15:53.

at one of the great racing festivals in the sporting calendar, Glorious

:15:54.:15:55.

Goodwood, one of my favourites, Tony. You have to go with the

:15:56.:16:04.

stories take you. It is lovely here. Tens of thousands of people, many

:16:05.:16:09.

are staying here this evening. A bit of light of freshmen after a great

:16:10.:16:13.

day at the races. I will tell you a bit about some of the big races

:16:14.:16:19.

shortly. First, other sports news and breaking news from Redding

:16:20.:16:24.

football club. A partnership agreement with a consortium led by a

:16:25.:16:29.

Thailand businesswoman. This was announced in the past hour. The

:16:30.:16:37.

consortium is led by... We do not have many details, but it brings to

:16:38.:16:41.

an end a search for investment for the club. The chairman said he was

:16:42.:16:45.

excited about the possibilities ahead. More about that in the days

:16:46.:16:50.

to come. A partnership agreement has been made tonight.

:16:51.:16:56.

At the Commonwealth Games in Glasgow,

:16:57.:16:57.

Hamble's gold medal winning gymnast Kelly Simm was back in action.

:16:58.:17:00.

The 19`year`old Itchen College Student, who won the

:17:01.:17:02.

team event with England was taking part in the individual vault.

:17:03.:17:05.

The reining British champion led after her two vaults,

:17:06.:17:07.

England's men have joined the women in the semi`finals of the Hockey at

:17:08.:17:16.

The Bisham Abbey based team who feature a trio of players from

:17:17.:17:21.

the south including Reading's Simon Mantell beat Canada 3`1 earlier

:17:22.:17:23.

and now face a daunting semi`final against world champions Australia.

:17:24.:17:38.

Over in the diving pool Winchester born James Heatly, who is diving for

:17:39.:17:43.

Scotland qualified for the finals of tonights 3 meter springboard

:17:44.:17:45.

The finals are currently underway over on the BBC red button.

:17:46.:17:59.

Ticket prices have been reduced and they got a big crowd for the final

:18:00.:18:05.

day at the test match at the Ageas Bowl.

:18:06.:18:06.

England ended a year`long wait for a Test win by wrapping up

:18:07.:18:09.

a 266`run victory over India in the third Test at the Ageas Bowl.

:18:10.:18:12.

After setting the tourists 445 to win, Sussex's Chris Jordan took this

:18:13.:18:15.

stunning catch as England took the six wickets required on the final

:18:16.:18:20.

day to bowl the tourists out for 178 and end a 11`match winless run.

:18:21.:18:24.

Southampton have moved to strengthen their squad with the addition

:18:25.:18:26.

of Ryan Bertrand from Chelsea on a season long loan.

:18:27.:18:31.

If the move is successful he'll move to Southampton permanently

:18:32.:18:33.

next year in a deal reported to be worth up to 10 million pounds.

:18:34.:18:36.

Here at Goodwood, the big race of the day was

:18:37.:18:39.

And Cavalryman showed he was as good as ever as he powered to victory.

:18:40.:18:49.

Godolphin's eight`year`old became the first horse of that age to take

:18:50.:18:52.

We had some very talented jockeys, including Alexis and you have had a

:18:53.:19:08.

blinder. Certainly have. What an amazing effort that they have made.

:19:09.:19:14.

It has been spectacular. The sun has been shining and it has been

:19:15.:19:25.

fabulous. This is how we got on. My day begins with weighing in. We all

:19:26.:19:33.

have to carry 12 stone. Then it is off to the start, to the cause. One

:19:34.:19:42.

of my competitors is Tina Cook. An inventor from West Sussex. It is a

:19:43.:19:48.

great experience. I am not a jockey. I am too tall and heavy and

:19:49.:19:52.

I do not want to make a full of myself. I have not ridden a horse

:19:53.:19:57.

before. They have had to swap over the one that I was going to ride. It

:19:58.:20:01.

was lame yesterday. I do not know this one and I hope it looks after

:20:02.:20:06.

careful. The punters probably no arrives. Tom Cruise.

:20:07.:20:53.

careful. The punters probably no more than we do. Then I had to

:20:54.:20:56.

adjust my weight. Final advice from the trainer, just a little bit. No

:20:57.:21:08.

fighting. Then I enter the danger zone.

:21:09.:21:18.

I am in the centre of your picture. Tina Cook is storming through.

:21:19.:21:34.

Fantastic. My best ride ever. Fourth place. Not bad. It was worth those

:21:35.:21:40.

late starts and early finishes. Winning enclosure. It is all we

:21:41.:21:52.

wanted. I thought that was tremendous. Congratulations from all

:21:53.:22:01.

of us. I thought you had it. I watched very carefully. I thought

:22:02.:22:08.

you had it. Just fading a little bit 20 in a Cook came alongside. Yes, it

:22:09.:22:16.

was so close. It was literally like the final furlong. And I was nearly

:22:17.:22:23.

there. A queue lengths. I nearly had it. Fantastic. I know you did it

:22:24.:22:32.

last year. Tactically, what did you learn and did you implement a

:22:33.:22:39.

different tactic to get higher up? I was slightly less nervous because I

:22:40.:22:46.

knew what I was expecting this year. My trainer was brilliant. I made

:22:47.:22:53.

sure that I had a flying start and at least you can finish in style,

:22:54.:23:01.

that is what I was told. It you get a good start you finish in style.

:23:02.:23:08.

Tina Cook was coming up and I thought it was all over! We are

:23:09.:23:15.

really pleased. She has done very well. A bit overwhelming! Well done,

:23:16.:23:21.

Alexis. Thank you very much and again, well done. She really is a

:23:22.:23:29.

star. I was almost in tears watching her last time. And cheering from the

:23:30.:23:35.

sofa. The safest place. Onto the weather.

:23:36.:23:36.

A special theme for our weather photos again today, holidays!

:23:37.:23:36.

Schools have broken up and people are enjoying trips away

:23:37.:23:37.

We've got a gallery of your holiday snaps on our Facebook page.

:24:06.:24:13.

Temperatures at around 14, 15. Much like recent night. This is the

:24:14.:24:18.

picture first thing tomorrow morning. Some nice and sunny spells,

:24:19.:24:23.

especially further east. Thicker cloud and the showers start to

:24:24.:24:30.

arrive, especially in western parts. Heavy bursts in the afternoon and a

:24:31.:24:36.

rumble of under from Wiltshire into Dorset. That is where we could get

the worst of the showers. 20, 20 1 degrees. And looking ahead for

tomorrow night, these showers start to get going. `` 20, 21. Yellow and

:25:06.:25:11.

Some uncertainty but this is what we have got in store in this area of

:25:12.:25:17.

low pressure, going east. On Saturday, some quite heavy downpours
