The America's Cup blew everxbody away with the foiling boats and I | :00:51. | :00:53.
figured, well, I will never afford one of those | :00:54. | :00:55.
so there was foiling envy which in turn ended up with a foiling boat. | :00:56. | :01:13.
It was a ?100 million vision to tr`nsform | :01:14. | :01:17.
Over seven years, the plans changed and shrunk. | :01:18. | :01:21.
Now the development partner has walked away. | :01:22. | :01:23.
So Arun Council is proposing to go it alone, | :01:24. | :01:25.
spending a quarter of a million pounds drawing up new proposals | :01:26. | :01:28.
getting planning permission and trying to find a new developer. | :01:29. | :01:31.
Critics say it could be an expensive disaster. | :01:32. | :01:34.
Briony Leyland is live tonight in the resort. | :01:35. | :01:45.
This is the Regis Centre. It is just a few steps from the sea. It has a | :01:46. | :01:51.
theatre and a cafe. Arun Cotncil owns all of this area. An estate | :01:52. | :01:57.
agent might say there is pldnty of scope for modernisation. Th`t is | :01:58. | :01:58.
proving controversial. Fast moves in the Regis | :01:59. | :02:00.
Centre dance studio today. But changes to this building | :02:01. | :02:02.
and the surrounding area have moved Seven years ago came ?100 mhllion | :02:03. | :02:05.
proposals from developers to regenerate | :02:06. | :02:09.
three sites in Bognor Regis. Ideas included flats, | :02:10. | :02:14.
a hotel and a multiplex cindma. The developer says the schele has | :02:15. | :02:17.
changed over time because of market Arun Council is looking at putting | :02:18. | :02:20.
in its own planning application They have turned the whole | :02:21. | :02:27.
regeneration process upside down. Where normally it would be | :02:28. | :02:35.
the developer who would takd the financial risk, this tile it is | :02:36. | :02:38.
the council and the taxpayer. If companies, cinema chains, | :02:39. | :02:41.
restaurants don't like the proposals then the council will have spent | :02:42. | :02:47.
over ?500,000 of charge paydrs' The leader | :02:48. | :02:50.
of the council told us todax... Critics are concerned about the | :02:51. | :03:07.
impact of a new cinema on the town's existing Picturedrome | :03:08. | :03:10.
and the fact that housing whll be I don't think they have kept an open | :03:11. | :03:14.
mind about it because basic`lly the thing behind it is flats. | :03:15. | :03:19.
Flats will pay. As far as the council is concerned, | :03:20. | :03:21.
flats mean continuing futurd income. They have always wanted to | :03:22. | :03:24.
put flats on this site. It is not to the benefit | :03:25. | :03:29.
of the town, only the counchl. Change may be controversial but | :03:30. | :03:34.
on the recently refurbished Main Street of Bognor there is cdrtainly | :03:35. | :03:39.
an appetite for regeneration. It does really need doing up | :03:40. | :03:42.
because it's, yeah, a lot worse than I've been here | :03:43. | :03:46.
for nearly 50 years and it hasn t I think Arun Council needs | :03:47. | :03:51.
to invest in Bognor. Joining me is the Chief Executive of | :03:52. | :04:09.
Arun Council. Frustration from people in patient for regendration. | :04:10. | :04:15.
You have effectively lost sdven or eight years. That was originally | :04:16. | :04:22.
2006 so a lot has happened, particularly the economic | :04:23. | :04:24.
regeneration in terms of economic development and how things `re going | :04:25. | :04:28.
forward. Over the last couple of years, we have worked with the | :04:29. | :04:32.
developer to find out more `bout the market and what is commerci`lly | :04:33. | :04:34.
viable and how we can take ht forward. We wanted to happen as as | :04:35. | :04:40.
possible so we have came to an agreement with the developers to end | :04:41. | :04:45.
the agreement. Now we are going for the widest consultation possible. | :04:46. | :04:50.
They are a prestigious developer and couldn't make it work over seven or | :04:51. | :04:54.
eight years. What makes you think the council can? The market has | :04:55. | :05:00.
changed. We have had conversations with other developers and wd believe | :05:01. | :05:05.
we can get the very best for Bognor Regis residents now than we could | :05:06. | :05:09.
previously. Critics say it could be an expensive disaster. It is a big | :05:10. | :05:17.
risk to take on the cost. Lhning permissions are a big risk for | :05:18. | :05:22.
developers and that can put them off bidding at all or giving a worse | :05:23. | :05:28.
bed. So we are trying to relove the risk for everybody and get the best | :05:29. | :05:33.
price for the taxpayer. Another risk is yet bringing the developdr | :05:34. | :05:39.
unpopular with local people. People do not want a multiplex are lots of | :05:40. | :05:46.
flats. What we now is we must have a good solid anchor tenant. Whether | :05:47. | :05:50.
that is a cinema, hotel, restaurant, it needs to bring in fitful enough | :05:51. | :05:56.
that we have a viable time over financially. The council has worked | :05:57. | :06:01.
very hard on not increasing council tax. We do not want to add ` burden | :06:02. | :06:08.
to the taxpayer therefore wd do not want to build any white elephants, | :06:09. | :06:12.
just things that work. Will consultation be genuine? Certainly. | :06:13. | :06:17.
We want to hear what other people have to say and we will takd note of | :06:18. | :06:23.
those views that come in. Consultation is expected to be in | :06:24. | :06:27.

Peter Henley is here. Given the controversy around Ashya | :06:50. | :06:53.
King's treatment by the authorities, of his parents led to their jailing | :06:54. | :07:00.
until public opinion forced politicians right up to the Prime | :07:01. | :07:05.
Minister to get involved, qtestions about lessons to be learned were | :07:06. | :07:07.
always going to be a hot potato But there is some very strong | :07:08. | :07:11.
language in this resignation letter | :07:12. | :07:15.
Alastair Thompson claims his inquiries were treated with | :07:16. | :07:18.
contempt. The councillor accuses the Chief | :07:19. | :07:20.
Executive of Portsmouth Council of disgraceful behaviour, intolerable | :07:21. | :07:23.
and undemocratic. I think there are serious qtestions | :07:24. | :07:29.
that need answering, not le`st that of the council, which played an | :07:30. | :07:34.
integral part in this very tragic case about a very profoundlx ill boy | :07:35. | :07:37.
and his family, did we follow our Could we have been more hum`ne | :07:38. | :07:40.

Here's our business correspondent. | :11:38. | :11:44.
She has come all the way from Florida to study graphhc design | :11:45. | :11:47.
Waiting for her, new accommodation has been completed | :11:48. | :11:50.
A lot of people wanted to come here because it is brand`new, obviously, | :11:51. | :11:55.
and we all saw the glitzy photos and everything. | :11:56. | :11:57.
We came here and I think it lived up to ht and we | :11:58. | :12:00.
It's really nice to live somewhere new. | :12:01. | :12:03.

Universities are increasingly investing their funding | :12:10. | :12:16.

In Southampton, another new building. | :12:35. | :12:36.
The Mayflower halls will be home to 1100 people. | :12:37. | :12:39.
Developments like this are growing in popularity. | :12:40. | :12:44.
It has been built privately but will be managed | :12:45. | :12:46.
For students staying here, ht will cost between ?136 and ?175 per week. | :12:47. | :12:54.

Some of my members have complaindd to me | :13:01. | :13:05.
that they had vacancies and void properties throughout last xear | :13:06. | :13:14.
They blame the impact of thdse large halls of residence. In actu`l | :13:15. | :13:17.
fact, the rest of the landlords I represent are of the opinion that | :13:18. | :13:20.
they are enjoying a good business, housing good quality students and we | :13:21. | :13:38.
of Reading, all the halls wdre sold three years ago. | :13:39. | :13:41.
The new hall has just been completed. | :13:42. | :13:48.
keep hundreds of students in one place. | :13:49. | :13:56.

Southampton councillors are meeting now to decide whether to prdss ahead | :13:58. | :14:01.
It's not just cuts to services ` 80 jobs at | :14:02. | :14:04.
The authority is also considering a tax on bars | :14:05. | :14:08.
For Southampton City Council, costs or `` are increasing. It nedds to | :14:09. | :14:20.
cut ?75 million over five ydars This evening, they vote over plans | :14:21. | :14:27.
to save ?8 million between now and the end of April 2016. That would | :14:28. | :14:32.
mean budget cuts to health `nd adult social care, transport and leisure. | :14:33. | :14:37.
It also means the loss of up to 80 jobs. The leader of the council says | :14:38. | :14:41.
the financial pressures comd from a reduction in funding from cdntral | :14:42. | :14:45.
government. The longer it goes on, the harder it is to make effective | :14:46. | :14:51.
cuts without losing front lhne services. We continue to strive for | :14:52. | :14:54.
efficiency savings. What we have now is what we predicted, more job cuts. | :14:55. | :15:01.
When we ran the council we did everything we could to prevdnt that | :15:02. | :15:04.
and now we have a Labour cotncil and it is losing jobs hand over fist. | :15:05. | :15:10.
Unison says it is doing all it can to support staff. We are working | :15:11. | :15:15.
with the council to come up with ways to minimise compulsory | :15:16. | :15:20.
redundancies. Voluntary solttions and we are strengthening | :15:21. | :15:24.
redeployment processes. People at risk of redundancies can be slotted | :15:25. | :15:27.
back into vacancies in the council. This evening, councillors also | :15:28. | :15:31.
decide on a controversial nhght`time tax to bars and clubs serving | :15:32. | :15:35.
alcohol past midnight. They would have to pay up to ?4440 per year. | :15:36. | :15:42.
The idea is the money gener`ted would go towards tackling | :15:43. | :15:52.
anti`social behaviour. We h`ve just heard the council has approved the | :15:53. | :15:53.
late`night levy for clubs and pubs. Ticketless travel by train took | :15:54. | :15:57.
a big step forward this morning It's now possible to board ` bus | :15:58. | :15:59.
in Bognor, take the train to London, transfer | :16:00. | :16:02.
to the Tube or leap on a London bus, Our transport correspondent | :16:03. | :16:05.
Paul Clifton explains. For years there has been talk | :16:06. | :16:08.
of replacing It's the way everyone has p`id | :16:09. | :16:10.
since the Victorians first put Now, an entire commuter journey | :16:11. | :16:14.
from the Sussex coast to London can The Transport Minister | :16:15. | :16:19.
came to applaud it. There have been huge technical | :16:20. | :16:28.
problems and this really has been | :16:29. | :16:31.
a technical nightmare and a lot of collaboration has been necessary for | :16:32. | :16:33.
people to get over those hurdles. They have finally done it | :16:34. | :16:37.
and we can now move forward. The key is used by Southern Railway | :16:38. | :16:40.
and on buses owned by Southdrn's It can now work alongside the Oyster | :16:41. | :16:43.

you can hold your personal `ccount details, buy different prodtcts | :16:49. | :16:51.
and speed through much quicker across the whole of the Southern | :16:52. | :16:55.
network, through the London Tickets can be bought onlind, | :16:56. | :16:58.
purchases are protected We are all accustomed to | :16:59. | :17:02.
those sort of cards anyway. We've got places | :17:03. | :17:07.
in our wallets we can use. I don't travel enough | :17:08. | :17:10.
to consider it. Over the next few years, | :17:11. | :17:17.
the piece of plastic will rdplace Beyond that, | :17:18. | :17:19.
it may eventually merge with your 1500 train tickets a day ard bought | :17:20. | :17:25.
this way ` a tiny fraction The mood was quite clingy whth | :17:26. | :18:05.
Reading fans. They weren't dxpecting too much. I guess they're qtite | :18:06. | :18:10.
happy. We'll start with Reading, who surged | :18:11. | :18:12.
into the Championship's top six with The Royals were made to work | :18:13. | :18:15.
hard to beat Millwall. Simon Cox put Reading | :18:16. | :18:18.
in front early on. And Nick Blackman's penalty had | :18:19. | :18:20.
them two up in 15 minutes. Millwall fought back to levdl | :18:21. | :18:23.
at 2`2, first through Ricardo But Cox popped up again six minutes | :18:24. | :18:29.
from the end to fire Nigel @dkins' So a good night for the Roy`ls, | :18:30. | :18:40.
depending on where you're w`tching. Here's the best of the rest | :18:41. | :18:47.
of last night's action involving Bournemouth failed to press home | :18:48. | :18:50.
their first`half dominance Andrew Surman's first goal | :18:51. | :18:54.
for two and a half years put them But Leeds second`half rally | :18:55. | :18:59.
saw them roar back to win. Cherries boss Eddie Howe described | :19:00. | :19:03.
the referee as very poor. This free kick decision was one | :19:04. | :19:13.
of a number to have incensed No arguing with the execution, | :19:14. | :19:16.
though. The Cherries are now five whthout | :19:17. | :19:22.
a win in the Championship. Brighton had a second defeat | :19:23. | :19:26.
in the space of a few days as two | :19:27. | :19:33.

It's been one man's dream to take an idea from the drawing bo`rd | :23:00. | :23:02.
Ron Price came up with a new design for a catamaran where | :23:03. | :23:06.
hydrofoils lift the yacht ott of the water and so make it go faster. | :23:07. | :23:09.
It's the sort of cutting`edge technology regularly used in elite | :23:10. | :23:11.
racing but Ron wanted to brhng it within reach of ordinary sahlors. | :23:12. | :23:14.
His yacht has just been unvdiled at the Southampton Boat Show, | :23:15. | :23:17.
She's not just a pretty set of hulls. | :23:18. | :23:20.
Solent Whisper represents the cutting edge of yacht ddsign. | :23:21. | :23:23.
But her special feature is the way she flies above the water ` | :23:24. | :23:28.
What sets her apart from thd other boats is the hydrofoil. | :23:29. | :23:38.
The boat is the brainchild of Ron Price. | :23:39. | :23:43.
This moves up and down and that allows it to fly higher and lower. | :23:44. | :23:52.
They blew everyone away at the America's Cup and I thought I would | :23:53. | :23:55.
never be able to afford one so it was hydrofoil NVA which enddd up in | :23:56. | :23:59.
building my own. Ron's old university, | :24:00. | :24:01.
Southampton Solent, has provided technical facilities to build | :24:02. | :24:03.
a fast, safe and easy boat that s But it's not just a racer | :24:04. | :24:05.
for elite sailors. We are trying to make them hn such a | :24:06. | :24:23.
way that we are designing the man`hours out to bring the cost | :24:24. | :24:27.
right down so the average pdrson can have one because it is a very easy | :24:28. | :24:33.
boat to sail and I would like everybody to have a go. | :24:34. | :24:34.
The idea is future Whispers should cost no more than ?18,00 . | :24:35. | :24:43.
Impressed by that. How is the weather looking? | :24:44. | :24:57.
Temperatures have been over the seasonal average but it has been the | :24:58. | :25:00.
driest start to September in over 50 years. We can't complain. Btt some | :25:01. | :25:01.

it could be warmer than Lisbon in Portugal, 24 degrees. Through the | :26:05. | :26:10.
