17,000 children under 16 in the county live on or below the poverty | :01:18. | :01:21. | |
line. They are calling for a so- called Poverty Tsar to help tackle | :01:21. | :01:24. | |
the wide variation in deprivation which ranges from 2% in more | :01:24. | :01:26. | |
affluent areas to almost 60% in places like Pengegon. | :01:26. | :01:30. | |
This is the Pengegon estate. Just a few years ago it was known as a | :01:30. | :01:32. | |
problem area, there were burglaries, anti-social behaviour, drunkeness | :01:32. | :01:35. | |
and drug abuse. But, in the last four years, residents, in | :01:35. | :01:37. | |
partnership with the authorities, have turned the estate around. | :01:37. | :01:40. | |
People here now say it is a good place to live. But the government | :01:40. | :01:43. | |
figures show 58% of children here lived in poverty. | :01:43. | :01:46. | |
I know our family whose kids were sleeping on the floor under courts | :01:46. | :01:52. | |

anything. There are kids that do not have shoes, and I think there | :02:00. | :02:04. | |
is a big knock-on effect for teenage families, as well. There is | :02:04. | :02:08. | |
a lot of under-age pregnancy and staff and kids are not found | :02:08. | :02:14. | |

and debt issues, as part of the package. It is those issues, where | :03:10. | :03:14. | |
there is a lot of good work going on by voluntary organisations. But | :03:15. | :03:20. | |
it needs to be co-ordinated to have more impact. | :03:20. | :03:23. | |
Councillors are calling for the appointment of a sort of poverty | :03:23. | :03:29. | |
tsar, who would lead what they call suitably resource organisations to | :03:29. | :03:36. | |
come up with an action plan to address these issues. | :03:36. | :03:39. | |
There's no doubting the enormity of deprivation and child poverty in | :03:39. | :03:41. | |
Cornwall, as highlighted in today's report. But further figures | :03:41. | :03:44. | |
supplied by the charity End Child Poverty shows there is poverty | :03:44. | :03:54. | |

The highest levels of child poverty are seen in Torbay, where around a | :03:54. | :04:00. | |
quarter of children are living in proper -- poverty. In Plymouth it | :04:00. | :04:04. | |
is 22%. West Somerset, 20%. And in Weymouth and Portland it is 19% - | :04:04. | :04:07. | |
the same as in Cornwall. These compare to a national average of 22 | :04:07. | :04:13. | |
per cent, with a peak at almost 60% in inner city London. These figures | :04:13. | :04:16. | |
are based on measures of Relative Poverty - those people whose income | :04:16. | :04:21. | |
lies at 60% or below a typical lies at 60% or below a typical | :04:21. | :04:24. | |
household income. On this basis, child poverty is at its lowest | :04:24. | :04:29. | |
level in 25 years. But there are concerns that with rising inflation | :04:29. | :04:31. | |
