The heart stopping moment a wheel fell off this aircraft. Passengers

:00:09.:00:13.

were evacuated after an emergency landing.

:00:13.:00:16.

Good evening. A report into the incident last March says safety

:00:16.:00:20.

measures are now in place - we'll be live at Exeter Airport.

:00:20.:00:23.

Also on Spotlight tonight... Free to park, but for how long? A

:00:23.:00:25.

consultation's underway at the regions largest hospital, but what

:00:25.:00:35.
:00:35.:00:36.

do car park users think? I don't know the answers. So many people

:00:36.:00:38.

obviously need attention but parking is a nightmare, an absolute

:00:38.:00:42.

nightmare. And the Cornish aid workers falling

:00:42.:00:46.

victim to a second earthquake in Turkey.

:00:46.:00:49.

A report out today reveals the dramatic moment a wheel fell off a

:00:49.:00:52.

passenger plane, seconds after it had taken off. The aircraft, owned

:00:52.:00:56.

by Flybe, was forced to make an emergency landing at Exeter airport.

:00:56.:00:59.

The incident happened in March but the details have only just been

:00:59.:01:02.

published by the Air Accidents Investigation Branch. All 39

:01:02.:01:05.

passengers were asked to adopt the brace position as the plane

:01:05.:01:09.

returned to Exeter. Our correspondent Simon Hall is live at

:01:09.:01:18.

Flybe's headquarters at Exeter Airport tonight.

:01:18.:01:24.

This is a story of cool, calm and courage on the part of the pilots

:01:24.:01:27.

and cabin crew, as they worked together to contain a situation

:01:27.:01:33.

which could have been very much worse for them, not to mention 39

:01:33.:01:38.

passengers who safety gear were entrusted with. It was within

:01:38.:01:41.

seconds of take-off that a wheel on the right side of the plane fell

:01:41.:01:48.

off. It was photographed by a passenger, as was the aftermath.

:01:48.:01:54.

The pilot broadcast a May Day. Passengers were told to brace. They

:01:54.:01:58.

carried out an emergency landing successfully and no one was hurt.

:01:58.:02:03.

Game was one of the most scary part of it. It is the moment of truth,

:02:03.:02:08.

you think, are we going to land safely? There was a member of the

:02:08.:02:11.

cabin crew at the front, and at the back of the plane. They were

:02:11.:02:15.

shouting over and over, get your heads down, keep your heads down,

:02:15.:02:19.

to make sure everybody stayed in the kiss position. I understand why

:02:19.:02:26.

that needed to happen but it seemed intent. Their report into what

:02:26.:02:36.
:02:36.:02:56.

happened by the Air Accidents The plane was similar to this. It

:02:56.:03:01.

was on a flight from Exeter to Newcastle in March. 39 passengers

:03:01.:03:08.

were on board. No one from Flybe has been available for interview. A

:03:08.:03:13.

statement said incidents such as this were extremely rare. Flybe had

:03:13.:03:16.

put in place safety measures to ensure there was no repeat and the

:03:16.:03:22.

statement added that the City of passengers and crew was Flybe's

:03:22.:03:26.

number one Verity. -- safety. The South West's biggest hospital

:03:26.:03:29.

is consulting on controversial plans to make disabled drivers pay

:03:29.:03:31.

to park. At the moment, only Musgrove Park Hospital in Taunton

:03:31.:03:35.

charges blue badge holders. The proposals at Derriford Hospital in

:03:35.:03:39.

Plymouth are part of a big shake up, which could also see a cut in the

:03:39.:03:43.

current free parking period for all drivers from 45 minutes to just 15

:03:43.:03:50.

minutes. Spotlight's Johnny Rutherford reports.

:03:50.:03:55.

Over the last five years, Darren has struggled to use the parking at

:03:55.:04:00.

Derriford Hospital. He lost his lower leg in a motorbike accident

:04:00.:04:03.

and said he will need treatment for the rest of his life. If the

:04:03.:04:07.

proposed parking changes go ahead, he may end up paying for the

:04:07.:04:12.

disabled parking. Charging for parking, especially if somebody is

:04:12.:04:17.

disabled, they often have more visits to the hospital. It would

:04:17.:04:23.

mean more parking charges for the light of myself. I do have to go to

:04:23.:04:27.

that hospital each week and it would add up to quite a bit out of

:04:27.:04:35.

my own pocket. Sylvia and her husband are willing to pay if it

:04:35.:04:42.

means closer parking. It would be closer -- better and I don't mind

:04:42.:04:46.

paying if we can get a space. If you come down here at about 11

:04:46.:04:51.

o'clock, you will not find a space for love nor money. At the moment

:04:51.:04:55.

we are working on proposals to try and establish how best we can see

:04:55.:05:01.

the needs of disabled users and also, of what the cost is. We may

:05:01.:05:06.

have to charge disabled users. It is a consultation process so

:05:06.:05:16.
:05:16.:05:18.

people's faults being fed back would be great. Among proposed new

:05:18.:05:28.
:05:28.:05:38.

things are... To help pay for the changes, the hospital says it will

:05:38.:05:42.

reduce its free 45 minute drop off time to 15 minutes and apparently,

:05:42.:05:48.

that will pay 130,000 a year towards the costs. Derriford

:05:48.:05:54.

Hospital says the 15 minute drop- off time matters most other area

:05:54.:06:01.

macro hospitals and the changes will not happen until next table. -

:06:01.:06:05.

- next April. Well throughout the day you've been

:06:05.:06:08.

letting us know what you think of the changes to parking being

:06:08.:06:10.

considered at Derriford. Clair in Pensilva in Cornwall says: I am

:06:10.:06:14.

registered disabled as a result of MS. I have noticed that it has

:06:14.:06:16.

become normal practice to expect disabled people to pay for parking.

:06:16.:06:20.

I feel a society should be judged on how it treats its most

:06:20.:06:22.

vulnerable members. Our society treats us as second class citizens.

:06:22.:06:25.

Penn in Brixham says: As a wheelchair driver, I am not able to

:06:25.:06:29.

use a parking meter by myself. If I am forced to pay to park even

:06:29.:06:32.

though I've got a blue badge then this strips away my independence to

:06:32.:06:34.

drive. This email is from Caroline who

:06:34.:06:37.

says: Parking at hospitals should be free. Let's face it, going to

:06:37.:06:40.

hospital is not always a joyful event and people going there

:06:40.:06:42.

generally feel stressed enough without having to worry about

:06:42.:06:44.

parking charges. But Tina says: I don't see why

:06:44.:06:47.

people with a disability should not pay for parking. They get a

:06:47.:06:50.

disability living allowance. Keep you comments coming via email

:06:50.:06:54.

or Twitter. A contractor has died after falling

:06:54.:06:58.

from a building in the Princesshay shopping complex in Exeter. The

:06:58.:07:00.

accident happened near Debenhams last night and involved a man in

:07:00.:07:04.

his 60s from South Wales. He was taken to the Royal Devon and Exeter

:07:05.:07:07.

Hospital and died later. The contractors and health and safety

:07:07.:07:11.

executive have launched an investigation.

:07:11.:07:13.

Three of the four unions at Devonport Dockyard have accepted a

:07:13.:07:19.

new pay offer. The GMB, UCATT and UNITE have agreed a deal that will

:07:19.:07:22.

give workers 1,000 this year and 900 next year from Babcock Marine

:07:22.:07:27.

to mitigate a two year pay freeze. The Prospect union has yet to give

:07:27.:07:33.

its verdict. There are fears that heavy rain

:07:33.:07:35.

could further destabilise a section of river wall that collapsed in

:07:35.:07:40.

Bridgwater. Cracks appeared in the wall holding up the road on West

:07:40.:07:43.

Quay on Friday. People have already been told they may not be allowed

:07:43.:07:48.

to return to homes and businesses until next year.

:07:48.:07:50.

An emergency team from the Cornish disaster relief charity, Shelterbox,

:07:50.:07:54.

has been caught up in the second earthquake in the Turkish city of

:07:54.:07:57.

Van. Two hotels, where journalists and humanitarian workers were

:07:57.:08:01.

staying, collapsed. The team from Cornwall are unhurt. Spotlight's

:08:01.:08:08.

David George has been speaking to them.

:08:08.:08:12.

Once again, rescue workers dig through rubble and masonry, trying

:08:12.:08:18.

to find people trapped inside. This is the second earthquake in just

:08:18.:08:23.

over two weeks. The three-man team from ShelterBox and a colleague

:08:23.:08:28.

from Canada are all well. I spoke to a team member who is a

:08:28.:08:37.

firefighter. Everyone is fine. We experienced the earthquake

:08:37.:08:40.

yesterday. They just seemed like someone had grabbed the building

:08:40.:08:45.

and were shaking the life out of it. The floors were moving underneath,

:08:45.:08:51.

the walls were moving, there was stuff dropping off the walls, lots

:08:51.:08:57.

of panic. The team are now deploying tens for use by Turkish

:08:57.:09:03.

rescue workers. Back at the Cornish charity's headquarters, it has been

:09:03.:09:08.

a worrying time. There is always the worry about the safety of the

:09:08.:09:12.

team, which is paramount. They go through a comprehensive training.

:09:12.:09:17.

We teach them to look out for the signs and choose their

:09:17.:09:20.

accommodation carefully and to understand the escape route and

:09:20.:09:24.

immediate actions. It is always a worry and we got in touch

:09:24.:09:30.

straightaway. In Turkey, the second earthquake means there is a greater

:09:30.:09:36.

demand for shelter against the cold weather. The tent which ShelterBox

:09:36.:09:41.

are sending have been specially adapted with this thermal layer to

:09:41.:09:45.

try and help deal with the cold conditions. They have got 2000 on

:09:45.:09:50.

the way with another 3,000 committed to the area.

:09:50.:09:53.

One of the biggest military parades for years will take place in

:09:53.:09:56.

Plymouth tomorrow. The event will combine the homecoming of 3

:09:56.:09:58.

Commando Brigade from service in Afghanistan and commemorations for

:09:58.:10:04.

Armistice Day. Sections of the city centre will be closed for much of

:10:04.:10:08.

the morning. Hamish Marshall is here now to look ahead. How they'd

:10:08.:10:13.

won the event be? There will be 1,000 military personnel marching

:10:13.:10:17.

through the streets of Plymouth tomorrow. A big event, perhaps the

:10:17.:10:21.

biggest march through Plymouth since the Second World War. They

:10:21.:10:24.

have just come back as part of 3 Commando Brigade from a tour of

:10:24.:10:30.

duty in Afghanistan. They are made up of marines and armoured

:10:30.:10:37.

personnel. Over the last few weeks, we have seen emotional scenes when

:10:37.:10:41.

people have been returning home, reunited with friends and family.

:10:41.:10:45.

Tomorrow it will be the turn of the general public to turn out. Some

:10:45.:10:49.

are saying 10,000 people could be in Plymouth tomorrow. Where will

:10:49.:10:59.

this take place? Two places. 30 Commando will be getting their

:10:59.:11:07.

Afghanistan campaign medals from -- and from 1030 the other groups will

:11:07.:11:13.

be forming for the Armistice Day service. As well as remembering the

:11:13.:11:23.
:11:23.:11:24.

fallen, there were seven members of 4-2 Commando who lost their lives.

:11:24.:11:29.

At around 11:10pm, the groups will march towards the city centre.

:11:29.:11:39.
:11:39.:11:41.

Where is the best place to get a view? The parade will work its way

:11:41.:11:45.

through the city centre. This is the parade from 2009. That looks

:11:45.:11:48.

big enough but the one tomorrow will be much bigger. There will be

:11:48.:11:53.

a salute taken Abigail Hall. The parade is expected to take about an

:11:53.:12:03.
:12:03.:12:04.

hour. The West Somerset coroner has begun

:12:04.:12:10.

the task of trying to discover how seven people died in last Friday's

:12:10.:12:13.

M5 creche. Police revealed they have had almost 200 calls a free

:12:14.:12:19.

information. -- offering information.

:12:19.:12:24.

Six days since the terrible crash, six days since people lost their

:12:24.:12:28.

lives and the inquests into their deaths were opened by the West

:12:28.:12:35.

Somerset coroner. Opening the inquest today, the coroner

:12:35.:12:39.

expressed his sympathy to the family's saying, each one of these

:12:39.:12:44.

deaths is a tragedy. People bound on a normal evening's journey

:12:44.:12:49.

suddenly thrust into the middle of an horrific incident. I hope it is

:12:49.:12:52.

comfort to them that their sorrow is shared by so many who live in

:12:52.:12:59.

this county. One by one, the victims were named. Their ages were

:12:59.:13:03.

given and details of how they were identified and for some, the causes

:13:03.:13:10.

of death were read out. Terry price was 55. He was a lorry driver, but

:13:10.:13:13.

he was a passenger in one of the trucks driven by a colleague who

:13:13.:13:21.

survived. PY Thomas worked for the same firm

:13:21.:13:25.

and was driving another lorry. In both cases it is not yet known how

:13:25.:13:31.

they died. Michael Barton was in the back seat

:13:31.:13:35.

of a Ford Fiesta. The family were heading to Windsor. He died from

:13:35.:13:41.

chest injuries. Next to him was his daughter, Maggie, she sustained

:13:41.:13:47.

fatal neck, chest and abdominal injuries. She was 30. Her sister,

:13:47.:13:55.

Emma, remains in a coma. Malcolm Beecham had been with his

:13:55.:13:58.

wife and daughter in Taunton and they were heading back home in

:13:58.:14:03.

different cars when he was caught up in the crash. A head injury

:14:03.:14:10.

claimed his life. Tony Adams and his wife were driving to Newport.

:14:10.:14:15.

Both in their seventies, their cause of death is not yet known.

:14:15.:14:19.

Outside the inquest, the size and scale of the police investigation

:14:19.:14:23.

became apparent as the head of the major crime unit made this

:14:23.:14:28.

statement. Says this event occurred we have been working non-stop to

:14:28.:14:34.

establish what happened and those investigations are still ongoing. I

:14:34.:14:38.

am leading a team of 30 officers and staff, putting together a vast

:14:38.:14:48.
:14:48.:14:49.

range of skills and neck Ritter's - - skills and expertise. We have

:14:49.:14:53.

received a huge number of calls and messages from members of the public

:14:53.:14:58.

and I am grateful for this. This has raised nearly 200 actions for

:14:58.:15:02.

us to follow up. Colleagues from all three blue light services have

:15:02.:15:08.

been invited to a vigil near the crash site tomorrow. Not a public

:15:08.:15:12.

gathering, but a chance for victims, families and those directly

:15:12.:15:21.

affected to come together in thanks, in grief, and for some, in prayer.

:15:21.:15:24.

Plympton Hospital is to close as part of an overhaul of mental

:15:24.:15:28.

health services for people over 65. The two wards will move to Mount

:15:28.:15:31.

Gould and three beds will be lost. Plymouth Community Healthcare say

:15:31.:15:34.

community services will be improved to prevent crises, reduce hospital

:15:34.:15:39.

admissions and support people in their own homes.

:15:39.:15:42.

South West councils were cheated out of more than 15 million last

:15:42.:15:46.

year. The Audit Commission says the money was obtained through

:15:46.:15:50.

fraudulent payments for housing benefit and council tax discounts.

:15:50.:15:56.

The total is up by 85%. After a three week delay, Taunton

:15:56.:16:00.

got its new National Hunt season underway today. An exceptionally

:16:00.:16:03.

dry October caused the original meeting to be called off because of

:16:03.:16:09.

a bone hard track. But they've made up for lost time, as Spotlight's

:16:09.:16:16.

Dave Gibbins has been discovering. The rain stayed away from Taunton

:16:16.:16:21.

racecourse today, not good news for the officials. They had been

:16:21.:16:27.

praying for lots of the wet stuff. An unusually dry spell made the

:16:27.:16:36.

going hard and too dangerous. An anomaly, Taunton racecourse is

:16:36.:16:46.
:16:46.:16:51.

affected by -- protected by geography. Without the help of

:16:51.:16:56.

aerating it, I wonder if we would even be running today.

:16:56.:17:00.

Unfortunately injuries haven't whether or not a horse is racing or

:17:00.:17:08.

on the field. -- happened. If you provide a safe service, they have

:17:08.:17:14.

got a chance of competing and getting back in one piece, which is

:17:14.:17:20.

the main thing. Bid is the second and his National Hunt course in

:17:20.:17:24.

Britain but his reputation is growing, simply because of its

:17:25.:17:28.

position and a knack to attract quality runners and riders. What's

:17:28.:17:34.

more, the punters like it. We have been coming here for 35 years. We

:17:34.:17:42.

look forward to it every meeting. It is all about the horses. I

:17:42.:17:49.

sometimes do well! The economic situation does not seem to affect

:17:49.:17:55.

the industry. There is a very good crowd for the National Hunt meeting.

:17:55.:17:58.

They are hoping it goes well in the winter months ahead.

:17:58.:18:01.

In tomorrow's Spotlight, Dave will be turning his attention to the

:18:01.:18:04.

current controversy in horse racing - the illegal use of the whip.

:18:04.:18:07.

When Britain hosts next years Olympics, it will mark an important

:18:07.:18:12.

chapter in our history. But for one man in Cornwall, it will also be a

:18:12.:18:16.

personal time for reflection. He's just found medals from his

:18:16.:18:26.
:18:26.:18:26.

grandfather's participation at the games, in 1908! Greg Wade reports.

:18:26.:18:29.

Around the turn of the century, there was a brief lull between the

:18:30.:18:36.

wars, and then Britain was host to the 19 you read Olympics. Now, a

:18:36.:18:39.

Cornishman has found some of his ancestor's artefact from those

:18:39.:18:48.

games. This is the archive of my grandfather. Bernard's grandfather

:18:48.:18:51.

was an Olympic swimmer. We know he represented Britain and won

:18:51.:18:55.

numerous other awards but like so many stories from the past, the

:18:55.:19:01.

fine details are missing. From competitive swimming we have old

:19:01.:19:09.

photographs of him winning rails. - - winning medals. He could not have

:19:09.:19:19.

been very old, much the same age as Tom Daley. This was not a

:19:19.:19:23.

professional career at them. They wanted to do it for King and

:19:23.:19:31.

Country, as it were. Fahrig started swimming as a lad and won many

:19:31.:19:39.

medals before representing his country. -- Frank. My grandfather

:19:39.:19:47.

was described as one of the British breaststroke's fastest swimmers.

:19:47.:19:56.

avoided World War One. 20 years later he was an ARP warden. He

:19:56.:20:03.

carried on swimming until his 90s. He always swam. I remember right up

:20:03.:20:12.

until the end that he swam. Do you remember anything in particular?

:20:12.:20:20.

Keep my head above water! Bernard wants to take his grandfather's

:20:20.:20:24.

belongings to the Olympic torch relay next May. He hopes they will

:20:24.:20:28.

provide inspiration to others. When it comes to recording an album,

:20:28.:20:32.

many musicians enjoy the comfort of a high tech studio. But not Devon

:20:32.:20:35.

based singer Seth Lakeman. He's just laid down his latest songs in

:20:35.:20:39.

an old workshop once used for making barrels. John Danks met him

:20:39.:20:49.
:20:49.:20:56.

at Morwellham Quay to find out more. Instead of a conventional studio we

:20:56.:21:02.

decided to try and get more edge and rustics sound out of these

:21:02.:21:12.
:21:12.:21:16.

songs and record the whole thing in this environment. # Life is

:21:16.:21:25.

solitude and everything burns away... #. For a selection of songs,

:21:25.:21:31.

this Victorian house seemed the ideal location. Even the old tools

:21:31.:21:36.

were put to good use. Everything surrounding us, we were scribbling

:21:36.:21:44.

and banging and fashion. -- scraping. We try to bring back to

:21:44.:21:50.

live the sound of a workshop. One of the songs, we recorded in the

:21:50.:21:56.

copper buying. It is about breakers, and the way they broke solid rock

:21:56.:22:02.

for precious minerals. We went into the mind and took the equipment.

:22:02.:22:12.
:22:12.:22:22.

That was quite an interesting experience. It was his six problem

:22:22.:22:27.

since he was nominated for the Mercury Music Prize. He is taking

:22:27.:22:32.

the album on tour next month. How do you transfer the rock workshops

:22:32.:22:42.
:22:42.:22:43.

lounged the live stage? -- the raw workshops sound. We are excited to

:22:43.:22:49.

take some of these tours on the road. At the moment, we are trying

:22:49.:22:59.
