easing but weather warnings remain in place as well as severe flood

warnings in Dorset. In Cornwall this afternoon, volunteers have answered

a call to pack sandbags on Perranporth beach. Tonight we'll be

:00:48.:00:50.

reporting live on the latest situation as the tide reaches its

:00:51.:00:53.

highest point along with the gale force winds. We'll be at Instow in

:00:54.:00:56.

North Devon where earlier sea defences were breached by huge

:00:57.:01:00.

waves. And we'll be in Perranporth in Cornwall where locals have spent

:01:01.:01:03.

the day filling sandbags to guard against the next tidal surge.

:01:04.:01:08.

Parts of the South West have taken an extreme battering as strong winds

:01:09.:01:11.

whipped up a high spring tide and sent huge waves crashing over

:01:12.:01:14.

seafronts. Some homes and businesses have been inundated. Virtually the

:01:15.:01:17.

entire coastline was put on the most severe level of alert but the damage

:01:18.:01:21.

was limited. Today gusts of 70 miles an hour were recorded and some

:01:22.:01:24.

weather warnings remain in place as another high tide arrives soon. So

:01:25.:01:29.

what's been the impact so far? Well in Looe, some of the main streets

:01:30.:01:34.

where the shops are were flooded. On the north coast at Newqauy there

:01:35.:01:37.

were dramatic scenes as the sea arrived in the town. The north Devon

:01:38.:01:41.

coast was one of the worst affected areas. Lynmouth was hit hard and in

:01:42.:01:44.

Instow defences were breached. We'll hear from all these places tonight.

:01:45.:01:48.

Andrea Ormsby has our first report on the damage in North Devon. 7am

:01:49.:01:59.

this morning. This is Lynmouth at high tide. Many of the properties

:02:00.:02:04.

along the seafront here are flooded. This woman has just seen the state

:02:05.:02:09.

of her shop and is close to tears. It's flooded lots of them. Not just

:02:10.:02:15.

mine. They're all flooded. How does it feel? Horrific. Really bad. I've

:02:16.:02:22.

never seen it this high and I was born here. It's just awful. Lynmouth

:02:23.:02:27.

was flooded last year too, so today's scenes are depressing.

:02:28.:02:33.

Devastated. I've been down here since 5am seeing it come in. I

:02:34.:02:38.

thought we were OK but then the surges came in and devastated the

:02:39.:02:44.

shops. Along the coast, this is Instow. You can see the damage. This

:02:45.:02:51.

is a sea defence wall and it's been thoroughly breached. You can see the

:02:52.:02:56.

rubble on the ground. Why this stretch? It's thought a boat was

:02:57.:03:00.

being rammed up against the wall by the waves and the power of the wind.

:03:01.:03:05.

This is the result. Temporary fixes will be in place for tonight's high

:03:06.:03:09.

tide. It's hoped these flood gates will do their job again. Gates will

:03:10.:03:16.

remain shut. We're taking every precaution. All the resources are

:03:17.:03:21.

being deployed. We'll see what tonight brings. It's already

:03:22.:03:28.

bringing fear for this woman. Her butcher shop has been closed since

:03:29.:03:31.

floods destroyed it this time last year. Sandbags did their job this

:03:32.:03:38.

morning... But only just. I'm very apprehensive and concerned. The

:03:39.:03:48.

wind... The rain... The tides... If they all come together, what can you

:03:49.:03:52.

do? We're prepared but we're very, very worried. It's not going to be a

:03:53.:04:01.

relaxing night for anyone along the coast.

:04:02.:04:09.

There are still concerns about the wind and the rain over the coming

:04:10.:04:13.

hours not to mention the next high tide. As well as The Met Office

:04:14.:04:16.

issuing weather warnings ` the Environment Agency has severe flood

:04:17.:04:19.

warnings in place for Preston Beach and Chiswell in Dorset. Let's go

:04:20.:04:22.

back to the North Devon coast now and speak to Spotlight's John Ayres

:04:23.:04:30.

who's there for us. John. High tide there is going to be in around half

:04:31.:04:34.

an hour or so. People are bracing themselves. The water this morning

:04:35.:04:43.

was coming over the sea defences and the sea furniture was being tossed

:04:44.:04:51.

two were we are just now. `` to where we are. An eight metre hole

:04:52.:05:00.

has been punched into the sea wall. The floodgates have been closed all

:05:01.:05:04.

day. They are expected to remain that way throughout the weekend. The

:05:05.:05:08.

Environment Agency said that the dead the job. `` did their job. The

water came almost all the way up to the top. It will be interesting to

:05:18.:05:21.

see what happens. The wind will be a key factor. We are going to wait and

see. The first places the storm hit this

morning were the Isles of Scilly and Cornwall. Many coastal towns were

flooded by the tidal surge. One man had a lucky escape after his car was

swept into the sea. Lightning strikes set fire to two properties,

and there's been disruption on the roads and railways. Rebecca Wills

:05:43.:05:51.

reports. The thundering waves which hit Cornwall this morning left a

:05:52.:06:02.

trail of damage and despair. This was fast light. Around 20 businesses

:06:03.:06:08.

were sweeping out the flood water. This restaurant owner feels it is an

:06:09.:06:13.

all too familiar story. This is the third time has probably has been

:06:14.:06:20.

under water in the last seven years. I thought I could stop it but you

:06:21.:06:28.

can't. It was a sentiment which was echoed on the opposite side. Coming

:06:29.:06:37.

through the door... That is not much you can do about it. `` there is not

:06:38.:06:48.

much. We are defenceless. Places felt the full force of the storm.

:06:49.:06:53.

This harbour felt the damage and so did this car. Elsewhere there were

:06:54.:07:00.

tales of lucky escapes. One man managed to scramble to safety as his

:07:01.:07:06.

car was swept into the peninsular. `` sea. This family with young

:07:07.:07:12.

children appear to have been fortunate not to be washed into the

:07:13.:07:17.

sea themselves. The advice from the coastguard remains to stay well away

:07:18.:07:22.

from the coastline. It wasn't just the sea which caused damage.

:07:23.:07:24.

Lightning strikes caused damage to the rail networks and cause damage

:07:25.:07:32.

to these homes. It has been blown to bits. Shattered. When it hit the

:07:33.:07:43.

chimney, it blew the fireplace to bits as well. That is nothing left.

`` There is. Once the mopping up was over more work began. With another

:07:56.:08:00.

extreme high tide expected this evening, and another in the morning,

:08:01.:08:04.

many homes and businesses are still under threat. Jon Kay is in

:08:05.:08:15.

Perranporth for the BBC tonight. Jon ` what have local people been doing

:08:16.:08:18.

to protect their properties there? The call went out about lunch time

:08:19.:08:21.

for people to come down to the beach and fill up bags with sand. They

:08:22.:08:29.

need to protect properties. Last night, there was so much flooding

:08:30.:08:35.

that some of those bags were washed away. They came down... About 100 of

:08:36.:08:46.

them... The field so many bags. `` they filled. They are in front of

:08:47.:08:52.

porches and doorways. The hope that this time it will be enough. High

:08:53.:08:58.

tide is coming up very soon. `` They hope. If the waves crash this

:08:59.:09:09.

week... `` this way... So far it has not been breached yet.

An air and sea search has been taking place for a teenager who's

:09:14.:09:17.

gone missing in the South Hams. It's thought he went out to take

:09:18.:09:20.

photographs of the bad weather. Emma Thomasson is in the newsroom. What

:09:21.:09:23.

details do we have on this search? Harry Martin's family reported him

:09:24.:09:33.

missing this lunchtime. He told his family that he was going to the

:09:34.:09:36.

cliffs to take photographs but he has not been seen since. With the

:09:37.:09:41.

horrendous weather conditions overnight there is real concern for

:09:42.:09:45.

his safety. Who is involved in the search? Once the calls came in to

:09:46.:09:55.

the police we have had a big response. Two helicopters ask our

no sign of him. The search has been called off in the last few minutes.

Somerset coast this morning, but as Clinton Rogers reports by this

evening its apparent many of the problems have been inland. They knew

:10:22.:10:26.

it was coming ` a tidal force strong enough to lift drain covers. One of

:10:27.:10:30.

the highest tides in the year is what's causing this. But bad though

:10:31.:10:34.

it's been for some people, it could have been a whole lot worse had the

:10:35.:10:37.

winds been stronger and in a different direction. When you have

:10:38.:10:43.

an angry sea on one side of your house, and a raging river on the

:10:44.:10:56.

other... The result was inevitable. When did the water come in? When the

:10:57.:11:00.

ride rose this morning. I wasn't awake! They closed roads along the

:11:01.:11:02.

Somerset coastline around 6:30am this morning ` about an hour before

:11:03.:11:06.

high tide ` but some were still determined to get close enough for

:11:07.:11:09.

that one picture. Inland, the picture was getting desperate for

:11:10.:11:12.

one farmer, whose farm was quickly becoming an island. 50 cattle, three

:11:13.:11:25.

horses and 30 sheep. I'm worried! The RSPCA were called in to help

:11:26.:11:29.

rescue his animals, who were virtually marooned. As the flood

:11:30.:11:34.

waters continued to rise, they needed a boat to take the pet dogs

:11:35.:11:42.

to safe, dry land. I don't want to be separated from them. We didn't

:11:43.:11:53.

expect it to happen again. It has. Nature was certainly showing it's

:11:54.:11:59.

angry hand today. `` its angry hand. Hailstones the size of marbles! And

:12:00.:12:04.

there's more rain on the way this weekend. Where will the water go?

:12:05.:12:13.

As we've heard the weather is expected to continue to cause

:12:14.:12:16.

problems not just over the next few hours but the next few days. Our

:12:17.:12:19.

reporter John Henderson has been speaking to Helen Chivers at The Met

lots of displays of the weather. I'm joined now by Helen. What's the

latest? What's going on? What's causing all this wet weather? A

:12:33.:12:37.

series of Atlantic depressions that have been moving across from the

:12:38.:12:41.

States since just before Christmas. We've had a really powerful jet

:12:42.:12:45.

stream pushing them towards us, and because the jet stream is so

:12:46.:12:48.

powerful, the storms have been as well. It looks like we're getting

:12:49.:12:54.

towards the tail end of the worst of the storms. Some people are

:12:55.:13:02.

concerned about what's coming... We've got another spell of wet and

:13:03.:13:09.

windy weather coming on Sunday. It's perhaps the last really big storm

:13:10.:13:12.

heading our way. It's a notch down on the storm we saw on the 1st of

:13:13.:13:17.

January. Winds of 50, possibly 60 miles per hour. We'll also see

:13:18.:13:23.

between ten and 30 millimetres of rain, so not quite as much as we've

:13:24.:13:27.

seen in recent weeks, but because of all the stormy weather we've had

:13:28.:13:30.

recently there's still the potential for disruption. There are Met Office

:13:31.:13:34.

severe weather warnings out for the weekend. How does the wet weather

:13:35.:13:37.

we've had rank in the grand scheme of things? It depends on how you

:13:38.:13:45.

measure it. We've been looking back at spells of windy weather. If you

:13:46.:13:48.

look back at certain thresholds of wind, this could well rank as the

:13:49.:13:54.

stormiest period since January 1993. Thanks Helen. So it looks like we

:13:55.:13:58.

might be getting through the last of this extremely wet weather! Holly

:13:59.:14:04.

It's emerged that jobs at the Somerset helicopter maker Agusta

Westland could be under threat after the Indian government said it wanted

to cancel ?500 million contract with the company. The order for 12 luxury

aircraft has been in the balance since allegations surfaced last year

that it may have been won through bribery. The two sides are due to

saying that it does not believe the Indian government has any basis to

cancel the contract. It says it will take part in an arbitration process.

That is a mitigation plan in place if the contract should be cancelled.

Executives will now meet with Indian officials and lawyers to try to sort

out the deal. Meanwhile, Yeovil has to get on with the ?1 billion order

A message to Cornwall Council housing tenants to "pay your rent

have, at managing their finances. Every penny counts. I think the

timing is particularly bad. Cornwall Housing is owned by the council,

:17:56.:17:58.

which says the article contained important advice about changes to

rent payments and arrears. It certainly wasn't intended to be

patronising. I would apologise if anybody felt it was. But there were

:18:09.:18:11.

significant messages in there that we needed to get out. People have to

be careful at this time of year, about managing their money. It's

failed. Here, they're succeeding. I was a bit young. Naive and stupid. I

took the wrong choices and wrong decisions. I got in a lot of

:19:18.:19:24.

trouble. But are they simply returning to the classrooms they

:19:25.:19:27.

once left behind? It's nothing like going back to school. What was

:19:28.:19:31.

different? It was more enjoyable and good to see what you've achieved. I

:19:32.:19:34.

enjoyed putting smiles on people's faces. That idea of putting a smile

:19:35.:19:45.

on a face is crucial to those who run this programme. They say young

:19:46.:19:48.

people see they can do something positive, and that feeling might

:19:49.:19:51.

help them find an alternative to committing crime. In Dorset, we're

:19:52.:19:54.

seeing a steady, year`on`year reduction in the rate of

:19:55.:19:57.

re`offending, in terms of the people we work with. That's the name of the

:19:58.:20:03.

game. But isn't the name of the game also offenders meeting the people

:20:04.:20:05.

they've wronged? Where are those people? Some want the meeting, in

:20:06.:20:08.

order to repair damage ` sometimes literally ` but others prefer to be

:20:09.:20:16.

kept at arm's length. In their latest project, offenders have been

:20:17.:20:19.

making gifts to sell, but the money made will go to charities chosen by

:20:20.:20:24.

the victims. Every element, every piece of work, has to have some form

:20:25.:20:27.

of restorative justice. That can come in many forms. What the

:20:28.:20:32.

essential part is that young people make some kind of restitution to

:20:33.:20:38.

their victims. After this Christmas offering, birdboxes might be next

:20:39.:20:41.

off the production line in a new year ` and hopefully new beginning `

:20:42.:20:49.

for some young people. Time for the sport now and the

:20:50.:20:53.

that part from flooding. We will just have too weak and see what

some lightning. As we continue through this evening, there will be

gusts of up to 60 or 70 mph. It could lead to the risk of flooding.

Through the early hours the showers become organised. Quite persistent

tonight. The winds are still strong for tomorrow but there will still be
