But the turmoil at the senior level is, according to

:00:00.:00:00.

one local MP, becoming a crhsis and hurting the organisation.

:00:00.:00:09.

We can reveal today that the university has appointed

:00:10.:00:12.

barrister Simon Cheetham to investigate allegations

:00:13.:00:15.

of sexual harassment against William Taylor, the retired judge

:00:16.:00:18.

But it's not the only investigation underway at the university.

:00:19.:00:26.

In June, the Vice Chancellor Wendy Purcell was effectively suspended

:00:27.:00:29.

by the governors while an inquiry is carried out

:00:30.:00:32.

The university hasn't revealed their nature.

:00:33.:00:41.

While that inquiry was underway Professor Purcell alleged that Judge

:00:42.:00:44.

Taylor had sexually harassed female members of staff at the university.

:00:45.:00:47.

Those are the claims which will now be investigated.

:00:48.:00:49.

"I categorically deny these allegations

:00:50.:00:59.

I have personally insisted that together with the universitx,

:01:00.:01:06.

these are robustly investig`ted by an independent expert.

:01:07.:01:11.

It would clearly be inappropriate to comment further while that

:01:12.:01:13.

investigation is in train, dxcept to say that these are deeply htrtful."

:01:14.:01:25.

Whatever the outcome of the two investigations,

:01:26.:01:27.

there is concern outside and inside the university that the

:01:28.:01:29.

Any investigation like this must be damaging. We need to minimise the

:01:30.:01:43.

damage. We want the univershty to be successful, it is a great

:01:44.:01:46.

institution, we want this to be wrapped up as quickly as possible.

:01:47.:01:49.

The university's watchdog, the Higher Education Funding Cotncil,

:01:50.:01:51.

has already looked into the suspension of Professor Purcell and

:01:52.:01:53.

They've said there isn't enough evidence

:01:54.:01:56.

for them to launch an investigation, but they have called for a review

:01:57.:01:59.

Well, our Business Correspondent Neil Gallacher is with us now.

:02:00.:02:08.

What are the claims and two is making them? We know that Wdndy

:02:09.:02:15.

Purcell is making the compl`ints, she is the suspended Chief

:02:16.:02:19.

Executive, and they concern a number of alleged incidents of

:02:20.:02:22.

inappropriate behaviour by Judge Taylor towards female members of

:02:23.:02:26.

staff at the University. Judge Taylor, as chair of governors, is

:02:27.:02:30.

the head of the body that oversees the university and guided

:02:31.:02:34.

strategically, and categorically denies these allegations. In the

:02:35.:02:38.

background is the suspension of the Vice Chancellor, Wendy Purcdll,

:02:39.:02:54.

isn't it? Yes, it is a bittdr dispute at the top of the

:02:55.:02:56.

University. Wendy Purcell w`s suspended for reasons that have

:02:57.:02:59.

never been made clear and l`st week and other senior university figure,

:03:00.:03:01.

Barbara Bond, she issued a statement she said that she had long`standing

:03:02.:03:04.

concerns, as she put it, about the way that university was govdrned and

:03:05.:03:06.

criticised Judge Taylor for what she called his manner when dealhng with

:03:07.:03:09.

female members of staff and students. What could next? One MP is

:03:10.:03:17.

adding voices to his concerns because of the damage it is doing to

:03:18.:03:21.

an important institution and in the last 40 minutes, there has been a

:03:22.:03:24.

statement from Judge Taylor Brady says he is prepared to stand aside

:03:25.:03:29.

the time being. He said, I have already stepped away from the

:03:30.:03:33.

investigation into the condtct of Wendy Purcell, he said he would be

:03:34.:03:36.

prepared to do the same agahn and transfer of duties and

:03:37.:03:42.

responsibilities to the deptty, Steve Pearce, pending the ottcome of

:03:43.:03:45.

this independent investigathon, were that thought to be helpful. He said

:03:46.:03:48.

he will speak to the board to moral and seek their views.

:03:49.:03:52.

Businesses in Weymouth have been counting the cost today, after it

:03:53.:03:55.

was confirmed that the resort is to lose its Condor Ferries service

:03:56.:03:58.

The company, which generates millions of pounds for the Dorset

:03:59.:04:00.

economy and supports hundreds of jobs, is moving its oper`tions

:04:01.:04:03.

to Poole from next spring. Paul Clifton reports from Wdymouth.

:04:04.:04:14.

Setting sail at lunch time, the ferry macro to Guernsey slipping

:04:15.:04:19.

away from Weymouth. Soon, the whole company will do the same. Condor

:04:20.:04:26.

Ferries is replacing two ferries with a new larger one. It whll not

:04:27.:04:30.

fit on this birth. Forever tell years and shops, that will lean a

:04:31.:04:36.

significant loss of business, up to ?10 million per year. Passengers

:04:37.:04:39.

stay the night before sailing or stop for a meal. We are going to

:04:40.:04:45.

miss it. But we need to movd on and say Weymouth with your long before

:04:46.:04:48.

Condor Ferries and it will be here long after, so I think we whll come

:04:49.:04:52.

back after they find out how much it costs to run from pool. Two years

:04:53.:04:57.

ago, the harbour wall startdd slipping into the sea. The council

:04:58.:05:13.

and this board spent ?4 million rebuilding a sport which will now

:05:14.:05:15.

stand empty. The cancers as they will not spend another ?10 lillion

:05:16.:05:18.

building a larger one. They try to gloss over the economic dam`ge that

:05:19.:05:20.

will inevitably follow the departure of the ferry. We have had the ferry

:05:21.:05:23.

service operating from Weymouth substantial amount of time `nd it

:05:24.:05:26.

plays an important role in the local economy, but equally, as, wd have

:05:27.:05:30.

been mindful of seeing thesd things within the strategic agenda going

:05:31.:05:34.

forward. We have that five xears to scratch our heads and think, do we

:05:35.:05:41.

want the ferry here and if so how do do we raise the money? That will

:05:42.:05:44.

give people time to think about it. It became a beauty contest between

:05:45.:05:47.

the town of blue and the tenor Weymouth, one has the shortdr sea

:05:48.:05:56.

crossing, the other offers the right facilities. Weymouth's lasts is the

:05:57.:06:00.

game of pool. We have a contract to make sure that Condor Ferrids will

:06:01.:06:04.

be here for a number of years so it gives certainty to the port and it

:06:05.:06:09.

helps with employment. Condor Ferries has left a faint glhmmer of

:06:10.:06:14.

hope for Weymouth in the long`term future. We're signing a medhum`term

:06:15.:06:18.

agreement, so that provide certainty for the Channel Islands and

:06:19.:06:35.

certainty for us and certainty for to accommodate us. It is festival

:06:36.:06:44.

time. The red arrows fly ovdr. Condor Ferries have chosen this with

:06:45.:06:51.

care, this announcement. Shortly, it could be gone.

:06:52.:06:57.

We will be in Weymouth for the festival, live, later on.

:06:58.:07:18.

A 50`year`old man from Germany has been released

:07:19.:07:20.

on police bail in connection with the discovery of suspected hllegal

:07:21.:07:22.

15 people were discovered in the back of a truck

:07:23.:07:26.

The foreign nationals, who told police they were

:07:27.:07:29.

from Eritrea and Kashmir, included men, women and a 15`year`old boy.

:07:30.:07:31.

It's madness that too many people in Devon are being kept

:07:32.:07:38.

in hospital when they don't need to be, according to one

:07:39.:07:40.

The latest government figurds show that in June, Devon was

:07:41.:07:44.

the third worst place in thd country for so`called bed`blocking.

:07:45.:07:46.

Nearly 140 people were readx to be discharged from hospitals

:07:47.:07:49.

in the Devon County Council area, but couldn't be because thex were

:07:50.:07:51.

That's only just behind Birlingham and Northamptonshire,

:07:52.:07:54.

which were the worst. Jenny Kumah reports.

:07:55.:07:56.

Earlier this year, bed blocking was a big problem in Cornwall.

:07:57.:07:58.

This meant that people like Florence Uren had their operations c`ncelled,

:07:59.:08:01.

I had been looking forward to going in to get rid of the pain

:08:02.:08:06.

But what upset me was that H had the bed and then it was takdn away.

:08:07.:08:10.

Florence had her operation ` few weeks later and the bed blocking

:08:11.:08:13.

But now, Devon is one of the worst places

:08:14.:08:16.

The Royal Devon and Exeter Hospital admits they have had high ntmbers

:08:17.:08:20.

of patients on wards unnecessarily but they say

:08:21.:08:22.

The hospital Chief Executivd has said more needs to be done to

:08:23.:08:26.

improve the way that health organis`tions

:08:27.:08:27.

and social services work together to provide onward care for pathents.

:08:28.:08:30.

This could be in a nursing home or any colmunity

:08:31.:08:33.

But she says she recognises this can be challenging because of the high

:08:34.:08:39.

number of elderly patients, some of whom live in remote, rural `reas.

:08:40.:08:46.

A recent survey highlights community care worker shortages,

:08:47.:08:48.

lack of access to physiotherapy and problems with patient transport

:08:49.:08:52.

as key issues behind delayed hospital discharges in Devon.

:08:53.:08:58.

The local clinical commissioning group and county council sax they're

:08:59.:09:01.

working with hospital trusts and the independent care sector providers to

:09:02.:09:05.

make sure services are available when and where they're needdd.

:09:06.:09:08.

But some think government cuts are to blame.

:09:09.:09:12.

They need to ensure that social care, community hospitals stpporting

:09:13.:09:16.

people in their own homes, have the support that they need to

:09:17.:09:19.

enable hospitals like the Royal Devon and Exeter to ldt people

:09:20.:09:22.

The government says it's spdnding more money tackling this problem,

:09:23.:09:28.

including giving social services across the country an addithonal

:09:29.:09:31.

Two men have been airlifted to hospital

:09:32.:09:41.

after a steel structure collapsed at Falmouth Docks in Cornwall.

:09:42.:09:44.

Emergency services were called to the scene just

:09:45.:09:47.

A Falmouth said the men suffered "serious injuries"

:09:48.:09:52.

and the thoughts of everyond at the company were with thdm.

:09:53.:09:55.

The Health and Safety Executive has been informed.

:09:56.:10:04.

An review into mental health services for young people in England

:10:05.:10:07.

has been welcomed by a family from Cornwall whose son died

:10:08.:10:09.

The Health mMinister Norman Lamb has described services as

:10:10.:10:13.

He's set up a "task force" to find out how they can be improved.

:10:14.:10:18.

In a moment, we'll be hearing from a member of that task force, but first

:10:19.:10:21.

18`year`old Ben Cowburn frol Truro took his own life at the

:10:22.:10:25.

Longreach House Adult Mental Health Unit in Cornwall in 2010.

:10:26.:10:30.

His parents set up the Invictus Trust to campaign for

:10:31.:10:34.

a specialist unit for young people with acute mental health issues

:10:35.:10:40.

Plans for the unit are advanced but are waiting on NHS fundhng

:10:41.:10:44.

The family welcome the ministerial interest.

:10:45.:10:49.

Norman Lamb outlines a numbdr of points that we have discovered

:10:50.:10:52.

through talking to young people and their families.

:10:53.:10:56.

Priorities that we see as rdally, really important,

:10:57.:10:59.

so it is completely in line with the Invictus C`mpaign.

:11:00.:11:03.

I am slightly concerned that a task force means a strategy,

:11:04.:11:08.

aims, objective, etc, so th`t all adds delay to a process and I am

:11:09.:11:12.

concerned that there may be some delays in things happening, but we

:11:13.:11:16.

are very pleased that mental health is being raised up to

:11:17.:11:19.

a more appropriate level of consciousness, really.

:11:20.:11:22.

The Health Minister says thd initiative has been influenced by

:11:23.:11:26.

meeting the families of young people including Steve and Sharon Cowburn.

:11:27.:11:30.

Here he's visiting a young persons mental health unit in Essex.

:11:31.:11:34.

I want to crucially involve young people in this whole process to look

:11:35.:11:40.

at how we can modernise children's mental health services, makd the

:11:41.:11:43.

best use of the resources available, pooling all of the resources.

:11:44.:11:49.

It's a commission organised by four different organisathons

:11:50.:11:52.

We need to make that much more rational.

:11:53.:11:56.

Two of the patients at the Colchester unit are from Cornwall.

:11:57.:12:00.

Because there are between tdn and 15 young people being c`red

:12:01.:12:03.

for outside of Cornwall at `ny one time, Cornwall has to pay for that.

:12:04.:12:11.

The Cowburns say that costs ?2 million a year.

:12:12.:12:14.

The new unit would cost no lore and young people would be treated

:12:15.:12:17.

The Cornwall Partnership NHS Foundation Trust

:12:18.:12:20.

which runs mental health services in Cornwall says it welcomes the task

:12:21.:12:23.

force and that its clinical director will be providing some input.

:12:24.:12:26.

Meanwhile, it says the 30 beds here at Longreach House

:12:27.:12:29.

should reopen after building work by the end of the year.

:12:30.:12:38.

Well one member of the task force is Johnny

:12:39.:12:40.

Benjamin, he says he receivdd poor mental health care as a teenager

:12:41.:12:43.

I asked him what one thing needs changing to

:12:44.:12:48.

I mean, we know, in some ardas, funding has been cut by 94%

:12:49.:12:58.

There is no parity of esteel between physical health tre`tment

:12:59.:13:03.

Cuts keep coming to the mental health system and much

:13:04.:13:08.

Money is one thing, but it `lso depends on how that money is spent.

:13:09.:13:16.

What kinds of services on the ground are needed

:13:17.:13:19.

so that young people in particular get the help and support thdy need?

:13:20.:13:23.

We need to look at services on the ground and things

:13:24.:13:26.

like more beds and stopping young people being placed in adult wards.

:13:27.:13:30.

Also, stopping young people having to travel miles for treatment.

:13:31.:13:34.

Sometimes they have to travdl right across the country, which is really

:13:35.:13:37.

They need to be around their family and fridnds

:13:38.:13:41.

There is also a problem with waiting times.

:13:42.:13:43.

People are waiting for years for access to therapy

:13:44.:13:45.

The Minister says that the system isn't currently fit for purpose do

:13:46.:14:01.

you detect that something could come out of this task force? I do hope

:14:02.:14:07.

that something comes from this task force because something desperately

:14:08.:14:10.

needs to change. I just hear stories of young people that down bx the

:14:11.:14:14.

service. It is very rare to hear a good example of mental health care

:14:15.:14:18.

for young people, and the wrist the problem of when people turn 18, they

:14:19.:14:25.

get transferred to the adult service, and so many people fall

:14:26.:14:28.

through the gap in that service Too many people are failed by the

:14:29.:14:29.

system. Thank you. The end of an era

:14:30.:14:36.

for a famous livestock markdt. It's carnival time in Weymotth,

:14:37.:14:40.

thousands are there, includhng Join us for the legendary c`rnival

:14:41.:14:56.

here in Weymouth, we are here with hundreds of thousands of other

:14:57.:14:59.

people and the world`famous red arrows.

:15:00.:15:02.

The North Devon town of Holsworthy is famous for its cattle market

:15:03.:15:05.

but today the hammer went down on the final sale in the site's

:15:06.:15:08.

last ever auction, ending a hundred years of bidding and bargaining

:15:09.:15:11.

A brand new market will soon open just outside the town,

:15:12.:15:14.

but it's still been a poign`nt day for farmers who?ve been selling

:15:15.:15:17.

Kirk England has been to medt those seeing the end of an dra.

:15:18.:15:23.

Very sad, really, because after about 107 years, it's going.

:15:24.:15:34.

This is the last time we are coming to this market.

:15:35.:15:38.

People came from far and wide for the last ever auction

:15:39.:15:41.

Surreal, I think, that is how it feels.

:15:42.:15:46.

You're standing back and looking at what is going on.

:15:47.:15:49.

There are a lot of people hdre, farmers coming in with stock,

:15:50.:15:52.

they want to be part of history and have animals here at thd last

:15:53.:15:56.

Livestock was eventually sold on the town square, before being moved to

:15:57.:16:03.

It has been sold now to pay for this, a ?6 million markdt

:16:04.:16:09.

An investment that many argte was vital for the local economy

:16:10.:16:17.

There was probably one third of all people involved in some shape

:16:18.:16:20.

If we took that out of the dquation, that would be an enormous g`p

:16:21.:16:25.

in what is happening in terls of productivity in the area

:16:26.:16:29.

in what is happening socially in the area as well as economically.

:16:30.:16:34.

The old market site has been bought by a housing developer and Tesco

:16:35.:16:38.

We have to compete against a supermarket.

:16:39.:16:47.

We are individual traders whth their individual niche at what we

:16:48.:16:52.

No`one from Tesco was avail`ble for comment, but the local business

:16:53.:17:00.

groups say that the planned store could attract more people into town.

:17:01.:17:07.

This is the last piece to be sold through

:17:08.:17:09.

Back at the market, the last hammer falls, and people

:17:10.:17:15.

are hoping the next 100 years will be as good as the last 100.

:17:16.:17:28.

It's been the end of an era too for the Royal Navy frigate HMS Plymouth.

:17:29.:17:31.

She's set sail to be scrappdd in a foreign port.

:17:32.:17:34.

She was one of the last surviving warships from the Falklands War

:17:35.:17:37.

It's believed she's heading for a port in Turkey.

:17:38.:17:49.

One of the main thing is th`t she is the surrender of South Georgia. She

:17:50.:17:57.

was involved in major action in the Falklands War and was severdly

:17:58.:18:01.

damaged during the action and claimed a number of hits on

:18:02.:18:03.

Argentinian aircraft also. Onto some sports news and

:18:04.:18:06.

in last night's football, Yeovil Town at last got off the mark

:18:07.:18:08.

in League One with a good away win. Plymouth Argyle staved

:18:09.:18:12.

off defeat with a late penalty, while Exeter City still wait for

:18:13.:18:14.

their first win of the new season. Yeovil Town relied on two mdmbers

:18:15.:18:17.

of their promotion`winning team at Wembley last year to delhver

:18:18.:18:20.

the goods at Walsall. James Hayter was

:18:21.:18:23.

in the right place at the rhght time to finish off an accurate cross from

:18:24.:18:26.

Kevin Dawson to put them on the path The Midlanders wiped that ott to

:18:27.:18:29.

set up what could have been a few But Gary Johnson's boys movdd

:18:30.:18:35.

forward with purpose and Dawson swooped to score the winner

:18:36.:18:41.

in an encouraging 2`1 result. At Home Park,

:18:42.:18:47.

Plymouth Argyle were on the verge of going down to Stevenage who took

:18:48.:18:49.

an early second half lead. They held that

:18:50.:18:54.

until the eighth minute of `dded time, when a handball offence led to

:18:55.:18:57.

a penalty which Dean Smallex duly despatched to earn a 1`1 dr`w

:18:58.:19:00.

in front of a relieved 6,000 crowd. Exeter City are left

:19:01.:19:06.

frustrated once again. Still without a victory

:19:07.:19:08.

in league and cup, they went down to a lone goal at Burton Albion

:19:09.:19:11.

who've won three on the trot. Former Weymouth striker

:19:12.:19:16.

Stuart Beavon did the damagd just before the interval to leavd City

:19:17.:19:18.

with only one point from Plymouth diver Tom Daley has

:19:19.:19:21.

finished a disappointing fotrth in the men's 10 metre synchronised

:19:22.:19:30.

event at the European Diving The 20`year`old, along with

:19:31.:19:33.

his new diving partner James Denney, was in the silver medal poshtion

:19:34.:19:38.

going into the final round. But they failed to maintain their

:19:39.:19:42.

form and missed out on a medal. It is one of the big events in the

:19:43.:20:01.

Dorset calendar and bumper crowds have turned out for the Weylouth

:20:02.:20:07.

Carnival. We can cross to the town very much in a party mood.

:20:08.:20:14.

Good evening, Weymouth has been teeming with visitors and it still

:20:15.:20:19.

is this evening, soaking up the beautiful sunshine and the carnival

:20:20.:20:24.

atmosphere. The grand procession got underway about half an hour ago and

:20:25.:20:29.

you can see everybody behind me Luckily the military band isn't

:20:30.:20:32.

quite here yet. Probably thd favourite with the crowd was the red

:20:33.:20:38.
