In a recent change of emphasis, there was support for smalldr | :00:15. | :00:26.
from the very top, but todax it was revealed that some beds will be lost | :00:27. | :00:30.
Big hospitals are all very good but you have to go somewhere to | :00:31. | :00:40.
recuperate. So how will patients | :00:41. | :00:43.
will be cared for now? From the French countryside to | :00:44. | :00:45.
a Cornish car park, It's diabolical. It costs us a | :00:46. | :01:05.
fortune to use the car park, and they are here for nothing. | :01:06. | :01:07.
Tempers flare in the badger debate with both sides | :01:08. | :01:09.
And how to top a life`changhng year, the news is still sinking in for | :01:10. | :01:13.
I still can't believe it now. It is just something that happens to other | :01:14. | :01:24.
people. Campaigners have reacted with anger | :01:25. | :01:26.
at controversial proposals `nnounced today for a shake`up | :01:27. | :01:28.
of community health services Inpatient beds are due to go | :01:29. | :01:30.
at cottage hospitals in Crediton, Patients will be cared for | :01:31. | :01:37.
at home instead. Beds could also be lost | :01:38. | :01:40.
in Ilfracombe, Holsworthy and Minor injuries units will also be | :01:41. | :01:42.
hit in Ottery St Mary and Shdmouth, with those in North Devon lhkely to | :01:43. | :01:48.
see radical change. But as Spotlight's Health | :01:49. | :01:51.
Correspondent Sally Mountjox explains, people will get a chance | :01:52. | :01:53.
to have their say on the pl`ns. Christopher Gardner is being cared | :01:54. | :01:59.
for in Axminster hospital following a hip replacement at the | :02:00. | :02:02.
Royal Devon and Exeter Hosphtal His home is not suitable | :02:03. | :02:05.
for his recovery so he says this is the ideal place | :02:06. | :02:07.
for him to regain his strength. Big hospitals like Exeter | :02:08. | :02:14.
and Plymouth are all very good and they are centres of excdllence, | :02:15. | :02:17.
but they want you to be out of there as soon as possible and then you | :02:18. | :02:21.
have to go somewhere to rectperate. That is why I think Axminstdr | :02:22. | :02:24.
and all the other small hospitals But today, NHS commissioners have | :02:25. | :02:27.
said they want to close these beds. The hospital's league of frhends is | :02:28. | :02:39.
offering up to ?100,000 a ydar for We have an excellent hospit`l | :02:40. | :02:42.
and people are distressed at the prospect | :02:43. | :02:52.
of having to stay in Exeter when We are a growing town, | :02:53. | :02:55.
due to grow by about 50% ovdr We don't want to see | :02:56. | :03:01.
these facilities close. The proposals also mean loss of beds | :03:02. | :03:11.
and other community hospitals. The changes are part | :03:12. | :03:16.
of a major reorganisation of community health services | :03:17. | :03:21.
across North East and West Devon. Hospitals have already lost beds, | :03:22. | :03:26.
but they will become health and well being hubs with a greater | :03:27. | :03:37.
range of clinics and health More and more, we should expect | :03:38. | :03:40.
to be cared for in our own homes. We are looking to respond to | :03:41. | :03:43.
people's requests to providd services personalised to thdm, | :03:44. | :03:45.
delivered close to them in their home where it is possible | :03:46. | :03:47.
and safe to do so. And also integration of services so | :03:48. | :03:54.
they don't find a drop off between going from an acute | :03:55. | :04:03.
hospital to a community nurse. We are trying to provide | :04:04. | :04:05.
a seamless service. No decision has yet been made | :04:06. | :04:09.
about Torrington hospital whth a campaign has been bought | :04:10. | :04:11.
against bed closures. Other communities may be | :04:12. | :04:13.
preparing for similar protests. From our perspective, it is | :04:14. | :04:22.
disastrous. We were expecting some beds to close | :04:23. | :04:29.
at what we have got is all of the beds even shut and the loss | :04:30. | :04:32.
of the minor injuries unit. For people here, | :04:33. | :04:36.
people be horrified. People now have 12 weeks to tell | :04:37. | :04:42.
those who commission and paper health services in Devon ex`ctly | :04:43. | :04:45.
what they think of the proposed And Sally joins us live frol Exeter | :04:46. | :04:48.
where Sally, | :04:49. | :04:50.
we've seen a lot of re`organisation of the NHS, what's driving this | :04:51. | :04:53.
overhaul of community health care? People are living longer and more | :04:54. | :05:02.
likely to have a range of hdalth conditions that need care and | :05:03. | :05:06.
treatment. The NHS in Devon is one of the most financially challenged | :05:07. | :05:10.
in the country, and if things don't change, they will not be able to | :05:11. | :05:15.
meet that demand. Community services are expensive to run. They `re an | :05:16. | :05:22.
economical at the moment and unsustainable. And they do not | :05:23. | :05:25.
always provide the best and safest care for patients. In futurd, we | :05:26. | :05:31.
will seek more hospital at home type of services available seven days a | :05:32. | :05:35.
week so that people will be looked after in their own home where | :05:36. | :05:39.
appropriate. Technology will be used to monitor people in their own | :05:40. | :05:45.
homes. Thank you. | :05:46. | :05:47.
And here at Spotlight we'd like to hear what you think about that. | :05:48. | :05:51.
You can get in touch with us via E`mail, Twitter, or Facebook. | :05:52. | :05:54.

Cornwall Council is taking legal action tonight to try to evhct | :06:01. | :06:03.
a group of French travellers who've set up an illegal camp | :06:04. | :06:07.
The travellers are in Truro and claim they're on holidax. | :06:08. | :06:12.
But as Eleanor Parkinson reports, the council says the camp is unsafe | :06:13. | :06:15.
The travellers' seven carav`ns and as many cars have been parked | :06:16. | :06:23.
in Truro's Garras Wharf car park for several days. | :06:24. | :06:26.
Today, most of the occupants would not come out of the caravans and one | :06:27. | :06:29.
One woman, though, did eventually agreed to talk to us | :06:30. | :06:38.
Cornwall Council say the car park isn't a safe place for children to | :06:39. | :07:01.
play and have applied for a court injunction to evict families. | :07:02. | :07:04.
There is a significant numbdr of children involved and thhs isn't | :07:05. | :07:08.
We are concerned about their safety and we'rd now | :07:09. | :07:12.
going through the courts to take the appropriate legal action and have | :07:13. | :07:15.
Meanwhile, people trying to use the car park | :07:16. | :07:19.
today, some of them strugglhng to find a place, also thought | :07:20. | :07:21.
It costs a fortune for us to use the car park just | :07:22. | :07:29.
for two hours, and they are going to park here for how long? | :07:30. | :07:32.
There aren't very many spard spaces so they ought to be free for the car | :07:33. | :07:36.
I don't think it's right, rdally, but what can you do about it? | :07:37. | :07:41.
Cornwall Council say a second group of travellers have moved on | :07:42. | :07:44.
But they say they hope to h`ve the situation in this car p`rk | :07:45. | :07:49.
Two elderly people have been left with serious injuries | :07:50. | :07:59.
after a water tank fell frol the back of a tractor in East Ddvon | :08:00. | :08:03.
It happened on the A375 at Sidbury near Sidmouth. | :08:04. | :08:07.
The woman was airlifted to hospital in Exeter. | :08:08. | :08:11.
The road was closed for a ntmber of hours. | :08:12. | :08:15.
A truck helping to rebuild the sea wall at Dawlish got stuck | :08:16. | :08:18.
at sea today after being sw`mped by the incoming tide. | :08:19. | :08:21.

Robert Scott, who's 19, was left in a critical condhtion | :08:34. | :08:37.
after the attack outside his home in Saltash in May. | :08:38. | :08:39.
At Truro Crown Court today, Andrew Barker, who lived | :08:40. | :08:43.
on the same street, pleaded guilty to wounding with intent to cause | :08:44. | :08:46.
One week in, the row over the badger cull in Somerset is intensifying. | :08:47. | :08:52.
Farmers and landowners have accused protestors of harassment | :08:53. | :08:55.
The protestors claim their cars have been attacked and tyres slashed | :08:56. | :09:02.
Spotlight's Clinton Rogers has spoken to both sides in the | :09:03. | :09:04.
debate and has been out overnight with protestors in West Somdrset. | :09:05. | :09:11.
It was an odd game of cat and mouse on the moors of Somerset last night. | :09:12. | :09:17.
Protesters writing down reghstration numbers of people they think might | :09:18. | :09:23.
Others call this harassment and intimidation. | :09:24. | :09:33.
This farmer's wife whose land is in the Gloucestershire cull zone | :09:34. | :09:40.
We have to walk around our home in complete darkness becausd | :09:41. | :09:48.
as soon as we turn the light on to go to bed or to go into the sitting | :09:49. | :09:53.
room, their torches come on the windows of the rooms that wd're in. | :09:54. | :09:56.
Mind you, the campaigners s`y they are being targeted as well, | :09:57. | :10:03.
two of their cars have had their tyres slashed they cl`im. | :10:04. | :10:07.
Last night, we followed a protest group prepared | :10:08. | :10:10.
to take direct action to disrupt the cull, break the law if necessary. | :10:11. | :10:16.
Night vision cameras that c`n pick up body heat a kilometre aw`y. | :10:17. | :10:24.
They think they have spotted a marksman in the field below. | :10:25. | :10:27.
Make a noise and hope the marksman leaves. | :10:28. | :10:35.
And then check that he has, even if that does mean crossing | :10:36. | :10:38.
private land, even going through a farmyard, checking every corner. | :10:39. | :10:45.
Most of the protesters don't want their identities known, | :10:46. | :10:56.
yet they wear their cause on their chests ` hunt saboteurs. | :10:57. | :11:02.
If we see the law is unjust, that's where we stop across it, I'l afraid. | :11:03. | :11:05.
We don't damage persons , we don't damage personal property. | :11:06. | :11:12.
Towards the end of the night, the police turn up and two | :11:13. | :11:15.
of the group are arrested, though the police won't tell us whx. | :11:16. | :11:21.
Several hours later, they're released without ch`rge | :11:22. | :11:29.
Tonight, they're likely to be out ag`in. | :11:30. | :11:35.
The number of people looking for jobs | :11:36. | :11:37.
In August 1.3 per cent of the working population in Cornw`ll was | :11:38. | :11:43.
In Devon, the figure's 1 per cent, it's just under 1 in Dorset | :11:44. | :11:49.
Plymouth and Torbay continud to have the highest rates | :11:50. | :11:53.

It's been confirmed that thd Bantham estate in South Devon has bden sold | :11:58. | :12:00.
to Nicholas Johnston for more than the asking price of ?11 million | :12:01. | :12:10.
Mr Johnston also owns the Great Tew estate in Oxfordshire, | :12:11. | :12:12.
which is home to a music festival, but he says there are no pl`ns | :12:13. | :12:16.
for a festival in Bantham and he has no desire to change the sitd. | :12:17. | :12:19.

And you are watching Spotlight tonight with Clare Casson and | :12:22. | :12:28.
They've both got counters, they've both got stamps. | :12:29. | :12:32.
So why can't two local services work as one? | :12:33. | :12:35.
We'll be taking a look at the latest blending together of rural services. | :12:36. | :12:39.

Tomorrow, the people of Scotland will be voting on | :12:55. | :12:57.
whether or not to leave the United Kingdom after more than 300 years. | :12:58. | :13:01.
Only people in Scotland are entitled to vote | :13:02. | :13:07.
but the consequences will affect us all, with polls suggesting the | :13:08. | :13:09.
Our Political Editor Martyn Oates joins us now. | :13:10. | :13:18.
This will have an impact. I think it is finally dawning on everybody that | :13:19. | :13:24.
there will be profound implhcations for the rest of the country, | :13:25. | :13:28.
possibly specific consequences for us in the south`west. | :13:29. | :13:36.
If there's a yes vote, the really big issue is whether | :13:37. | :13:38.
the South West will become home to the country's nuclear submarines. | :13:39. | :13:41.
The Scottish National Party says it wants them out of Scotland | :13:42. | :13:44.
and experts suggest Devonport or Falmouth are | :13:45. | :13:45.
We could also get the bigger fish "for our fishermen `` a bigger | :13:46. | :14:13.
fishing quarter. If there is a no vote, but are also ramifications. | :14:14. | :14:21.
Scotland will get more powers, at least that is what the leaddrs of | :14:22. | :14:26.
the three main parties are seeing. If that happens, there needs to be a | :14:27. | :14:31.
new constitutional settlement, a new arrangement of powers in England as | :14:32. | :14:35.
well. What would that mean? An Ingush parliament possibly. More | :14:36. | :14:40.
devolution to English regions or cities. In this part of the world, | :14:41. | :14:48.
possibly a Cornish Assembly. Would a Scottish MP be able to vote on | :14:49. | :14:53.
English issues? Many MPs ard adamant that that must not happen. @nd that | :14:54. | :14:59.
could open up some interesthng possibilities. If Scottish LPs are | :15:00. | :15:05.
excluded from the vote and hunting, could the hunting ban in England the | :15:06. | :15:17.
overturned? Could we moved to British summer Time all year round? | :15:18. | :15:26.
What is the way forward? Evdrybody agrees that there needs to be big | :15:27. | :15:29.
changes, something needs to be done, but there are disagreements as to | :15:30. | :15:35.
what exactly should be done. Tory MPs are unhappy about this promise | :15:36. | :15:39.
of big powers and new financial commitments to Scotland without any | :15:40. | :15:44.
consultation of Parliament. Stormy times ahead for us all. And no sleep | :15:45. | :15:47.
for you? Not much. There's more on the referendum | :15:48. | :15:56.
on the BBC news website and much more, of course, following the | :15:57. | :15:59.
result, here on Friday's Spotlight. Now, | :16:00. | :16:01.
pubs have moved into former banks, post offices have taken up residence | :16:02. | :16:03.
in churches, and libraries have even There's been a fair bit of lateral | :16:04. | :16:06.
thinking in rural England rdcently. Now one local library is trxing to | :16:07. | :16:10.
protect its future by moving Brenda Best | :16:11. | :16:14.
and her eight`year`old granddaughter It is a curious truth that | :16:15. | :16:16.
grasshoppers have their hearing They are avid users of | :16:17. | :16:23.
their local library in Ashbtrton. I like doing the reading ch`llenges | :16:24. | :16:32.
and even just the reading, H really I enjoy reading and if it goes, | :16:33. | :16:38.
where are we to get books? Ashburton is one | :16:39. | :16:50.
of 28 libraries across Devon which face the axe unless the comlunity | :16:51. | :16:52.
comes forward to help run them. Now a group here has come up with | :16:53. | :16:57.
a novel idea to save it. Ashburton is threatened with losing | :16:58. | :17:02.
its library that it has had The only way forward is to go | :17:03. | :17:05.
into the post office and john with With both the library and | :17:06. | :17:18.
the post office facing an uncertain future, perhaps combining forces | :17:19. | :17:22.
could be the perfect solution. If I was sitting here 75 ye`rs ago | :17:23. | :17:29.
tonight, I would be bringing you the news of the first British naval | :17:30. | :17:32.
ship sunk in the Second World War. The aircraft carrier, | :17:33. | :17:37.
based in Devonport, hadn't long left Plymouth when | :17:38. | :17:39.
torpedoes from a German U`boat hit. More than 500 Royal Navy | :17:40. | :17:42.
personnel were killed. Johnny Rutherford has been | :17:43. | :17:45.
talking to one of the survivors September 1939, | :17:46. | :17:52.
two weeks after war was declared with Germany, HMS Courageous left | :17:53. | :17:55.
Plymouth to patrol the Irish Sea. On board was a 16`year`old lad | :17:56. | :17:59.
from Torquay. We didn't appreciate it at first | :18:00. | :18:03.
and it didn't really sink When we set sail with our escort, | :18:04. | :18:09.
we thought, this is quite a good event, we're going to war, | :18:10. | :18:15.
we're going to win the war. But on the evening of 17 September, | :18:16. | :18:22.
German U`boat 29 attacked. Somebody said to me, what's the | :18:23. | :18:29.
time? Just when I said that, | :18:30. | :18:30.
the first torpedo hit us. The Navy has received a sevdre blow | :18:31. | :18:37.
with the sinking of HMS Courageous We can take hard knocks | :18:38. | :18:44.
as we intend to give them, John Cannon had jumped | :18:45. | :18:48.
into the Atlantic after hearing A flight observer who was swimming | :18:49. | :18:59.
close by holding onto an oar, he'd got an oar from somewhdre, | :19:00. | :19:03.
he shouted, keep going, boy, keep going, son, your mum and dad will be | :19:04. | :19:06.
waiting for you when you get home. 512 Royal Navy seaman lost their | :19:07. | :19:20.
lives. John was eventually rescued and sent on to other missions. | :19:21. | :19:31.
Including sinking their Gerlan ship this mark. A beautiful ship. We | :19:32. | :19:44.
fired torpedoes at her. Bismarck sank to the bottom. One | :19:45. | :19:56.
year later, HMS Terror search was sunk `` Dorset Shire was sunk by the | :19:57. | :20:02.
Japanese and once again, John was swimming for his life. They flew | :20:03. | :20:07.
across the survivors and machine`gunned us. But John was like | :20:08. | :20:13.
a cat with nine lives, he m`naged to survive the war, despite wh`t it | :20:14. | :20:20.
threw at him. Before I was 21, I had been in action against the Germans, | :20:21. | :20:28.
the Vichy French, and the J`panese. He is now 91. | :20:29. | :20:33.
Onto some sports news and it was a good evening for | :20:34. | :20:36.
Exeter City and Torquay United in last night's football. | :20:37. | :20:38.
City won for the first time this season and United have shot | :20:39. | :20:41.
But for Yeovil Town and Plymouth Argyle, it was | :20:42. | :20:45.
a frustrating time at home `s Spotlight's Dave Gibbins reports. | :20:46. | :20:48.
If you want a flutter on a home draw, then just look at Yeovil Town. | :20:49. | :20:52.
Last night's one`all result against bottom side Crewe Alexandra | :20:53. | :20:56.
was their third draw from four attempts to win at Huish Park. | :20:57. | :21:00.
After falling behind, the keeper was head and shotlders | :21:01. | :21:11.
above the rest to give the Glovers much relief and only the width | :21:12. | :21:14.
of a post denied Gary Johnson's men their first win on Somerset soil. | :21:15. | :21:17.

It's really funny to be getting a cheque. | :24:04. | :24:07.
Having spent a bit of time with Vanessa and Rodney today, I can | :24:08. | :24:12.
honestly say I don't think this lottery win could have happdned to | :24:13. | :24:15.
So far, Vanessa and Rodney have splashed out on a new car. | :24:16. | :24:22.
But they haven't made up their minds what to do with | :24:23. | :24:25.
They're too busy enjoying their adventure. | :24:26. | :24:35.
Good luck to them. Time for a look at the | :24:36. | :24:45.
Good evening, a few changes for the next few days, and then high | :24:46. | :24:50.
pressure comes back. Unusually warm at the moment. Especially at night. | :24:51. | :24:59.
Tomorrow, there will be somd sunshine, but we are also sdeing a | :25:00. | :25:03.
risk of showers developing. More cloud across as at the moment and | :25:04. | :25:08.
that is threatening a few showers, some approaching the Channel Islands | :25:09. | :25:13.
later tonight. We still havd this area of low`pressure. It is a bit | :25:14. | :25:16.
more dominant now. It is fedding strands of cloud and bands of | :25:17. | :25:24.
showers towards us tomorrow night and into Friday. Some of those | :25:25. | :25:28.
showers could turn out to bd abundantly. After that, that area of | :25:29. | :25:35.
high pressure moves back in. That was the picture earlier tod`y. You | :25:36. | :25:38.
can see how we had a few showers coming out of northern France. But | :25:39. | :25:43.
for a more robust `` for most of us, it has been dry but cloudy. | :25:44. | :25:51.
Just enough surf for surfers to catch a wave. Surfing conditions are | :25:52. | :26:01.
very similar to for tomorrow. C temperature is around 17 degrees. | :26:02. | :26:12.
The satellite picture shows that band of cloud. That will move away | :26:13. | :26:17.
for a while and it will turn their stay in places. Those easterly winds | :26:18. | :26:20.
will drop, but later in the night, we will see a few showers, forcibly | :26:21. | :26:25.
even some thunder. That lind of showers will travel through southern | :26:26. | :26:29.
Devon and move into the north coast of Cornwall. Overnight tempdratures, | :26:30. | :26:34.
no law than 16 or 17 for most of us. And very warm night. These | :26:35. | :26:39.
temperatures get a head start tomorrow. Most of us should have | :26:40. | :26:48.
fine conditions and sunny spells. A few showers may turn up across | :26:49. | :26:55.
Somerset. Temperatures of 23 or 24 degrees. Still quite warm. For the | :26:56. | :26:58.
Isles of Scilly, perhaps sole early showers. | :26:59. | :27:25.
Friday is the day we are worried about because some of those showers | :27:26. | :27:29.
will be heavy with the risk of thunder. Then turning drier but | :27:30. | :27:33.
cooler as we head into the weekend. Have a good evening. | :27:34. | :27:42.
Thank you very much. That is it We will have more at ten. It evening. | :27:43. | :27:47. |
