doesn't move the industry enough. Important things he talks about like | :16:15. | :16:20. | |
infrastructure, tax reform, deregulation and avoiding things | :16:21. | :16:23. | |
that will destroy jobs and protectionism is something that | :16:24. | :16:27. | |
could destroy jobs. But markets move on hope and fear and right now the | :16:28. | :16:34. | |
US stock market is soaring. It is over the 20,700 mark and it keeps | :16:35. | :16:39. | |
rising. So there is a lot of optimism about. There is and that | :16:40. | :16:44. | |
optimism comes from three distinct factors. One is the hope that the | :16:45. | :16:52. | |
programme policy announcements of President Trump will translate into | :16:53. | :16:56. | |
design and implementation, especially now that the Republicans | :16:57. | :16:59. | |
have majorities in both houses of Congress. And the economic data is | :17:00. | :17:07. | |
getting better around the world, Europe has better-than-expected | :17:08. | :17:09. | |
data. Growth is picking up around the world and that helps markets. | :17:10. | :17:14. | |
And finally, companies are putting cash back into the market. They are | :17:15. | :17:19. | |
merging, they are acquiring. All these things together have been | :17:20. | :17:22. | |
pushing stocks from record to record. So here is my question for | :17:23. | :17:28. | |
you, all the economic side looking good and the financial markets are | :17:29. | :17:33. | |
very happy, they love his promise of deregulation and tax cuts. At some | :17:34. | :17:37. | |

supporting markets. So far, the politics are being messy, but | :18:34. | :18:35. | |
contains. I would price in a higher political risk, I would caution | :18:36. | :18:38. | |
people to take more seriously what we are seeing, but markets by now | :18:39. | :18:40. | |
are not. If Christian and I had money at our disposal, would you | :18:41. | :18:43. | |
advise us at the moment to put it in the markets? No, I would tell you | :18:44. | :18:46. | |
hold onto it, the markets have come very, very far very quickly. We have | :18:47. | :18:51. | |

French election, with Marine Le Pen up there. We have girt welders in | :25:24. | :25:31. | |
Holland, and the German man doing well. Immigration underpins all of | :25:32. | :25:33. | |

Let's get more on the man with one of his friends, | :32:37. | :32:39. | |
Lt Gen David Barno, who was Commander of Coalition | :32:40. | :32:41. | |
Peace breaking out in Washington, you rarely see so much consensus | :32:42. | :32:56. | |
that this is a good pick. Well it could change when he gets into the | :32:57. | :33:00. | |
job but I also think it is a terrific choice. And I joined a host | :33:01. | :33:06. | |
of others who think that he is just the right move. You know him well, | :33:07. | :33:12. | |
this is not an easy job to go into. Clearly the experiences of Mike | :33:13. | :33:17. | |
Flynn suggest that as well. But he has got to deal with many competing | :33:18. | :33:23. | |
egos. He will have to make sure that his views are heard by the | :33:24. | :33:27. | |
president. Can he do that? He knows what he's getting into, he is going | :33:28. | :33:31. | |
in with his eyes wide open. There has been a lot of reporting on | :33:32. | :33:35. | |
challenges inside the White House right now. Do you think that is | :33:36. | :33:43. | |
accurate? I think a fair bit of it is, perhaps overblown in some | :33:44. | :33:47. | |
respects. And losing the National security officer after 24 days, | :33:48. | :33:52. | |
there will need to be a lot of team-building to get it back on | :33:53. | :33:59. | |
track. The dynamics of the relationship going to be ingesting, | :34:00. | :34:04. | |
Lou Senator dealing with the 4-star general in James Matias and also | :34:05. | :34:08. | |
some big characters in the administration like Stephen Bannon. | :34:09. | :34:14. | |
I think he knows the candidates and characters in the White House, he | :34:15. | :34:18. | |
will have to establish a personal relationship with Donald Trump. | :34:19. | :34:23. | |
Something he does not bring with him to this job. He will have to have a | :34:24. | :34:29. | |
big place at the table but a number of other speakers have pointed out | :34:30. | :34:32. | |
that he is forceful and no shrinking violet. He will do just fine making | :34:33. | :34:38. | |
his voice heard. In an administration that really does not | :34:39. | :34:43. | |
have too much experience in the conflict world. And he is empowered | :34:44. | :34:46. | |
now by this appointment because Donald Trump has got to make this | :34:47. | :34:51. | |
work. It is clear after losing his first adviser in the record three | :34:52. | :34:57. | |
and half weeks, he needs to keep this one in place and get the team | :34:58. | :35:02. | |
going. Get him good staff and support that he needs to get out | :35:03. | :35:06. | |
good decisions. That has not happened yet because in part of the | :35:07. | :35:12. | |
turmoil. So I think HR McMaster understand that. They will have to | :35:13. | :35:16. | |
make this work. It is a new environment. You have worked with | :35:17. | :35:20. | |
him on reviews for the US military, how would you characterise his | :35:21. | :35:25. | |
worldview, you could save Mike Flynn had a certain position he came from | :35:26. | :35:30. | |
and it was clear what his views on some big issues where for example | :35:31. | :35:34. | |
Islamic extremism. Do you think HR McMaster has a world vision that | :35:35. | :35:39. | |
will shape the White House and shape American policy because this is an | :35:40. | :35:42. | |
appointment that really affects people around the world. He will | :35:43. | :35:46. | |
have the ear of the president every single day and I think his world | :35:47. | :35:50. | |
view is different to Mike Flynn. He believes that the US needs to be an | :35:51. | :35:55. | |
international power, to be connected with its allies and friends around | :35:56. | :36:02. | |
the world. That is the world that he grew up in in the military. He is | :36:03. | :36:07. | |
sceptical about Russia, he views it as a significant threat to US | :36:08. | :36:11. | |
interests. How will he managed that with the president to seems to have | :36:12. | :36:15. | |
a certain affinity with Russia? It will be interesting to see it. I | :36:16. | :36:19. | |
think also James matters share that view. We will see how that evolves. | :36:20. | :36:29. | |
-- James matters. He will not be the lone wolf out there talking to the | :36:30. | :36:35. | |
president about that. He has a Ph.D. In American history and I read an | :36:36. | :36:39. | |
article but he rode today and he said the record of learning from | :36:40. | :36:42. | |
previous experience in history is poor. I also understand he is | :36:43. | :36:48. | |
looking at what went on in Ukraine, he is concerned about the way the | :36:49. | :36:53. | |
Russians managed to infiltrate the eastern side of Ukraine and he was | :36:54. | :36:58. | |
leading a panel to look at that. So he is someone that looks back at the | :36:59. | :37:01. | |
failures of the American administrations and he will want to | :37:02. | :37:06. | |
change things when he is in the job. It is important to understand that | :37:07. | :37:11. | |
he is a military historian, that was his Ph.D., he studied warfare merely | :37:12. | :37:16. | |
his entire adult life and participated in the first Gulf War. | :37:17. | :37:21. | |
And he has led troops in counter insurgency campaigns in the most | :37:22. | :37:29. | |
recent Iraq conflict. He is no one else has certainly learned lessons | :37:30. | :37:32. | |
from that and I think he will bring them into those administration in a | :37:33. | :37:37. | |
way that almost no one else possibly could. Thank you very much. | :37:38. | :37:39. | |

was on the campaign trail today - not in France, but in Britain. | :37:42. | :37:44. | |
He's in London to rally support among the 200,000 French | :37:45. | :37:47. | |
Mr Macron took time to visit Prime Minister Theresa May | :37:48. | :37:53. | |
at Downing Street - a meeting he requested. | :37:54. | :37:55. | |
And afterwards, he had this message for a post-Brexit Britain, | :37:56. | :37:58. | |
In my programme you will have a series of initiatives to get | :37:59. | :38:11. | |
talented people in research and many deals working here, coming to | :38:12. | :38:17. | |
France. I was very happy to see that some academics and researchers in | :38:18. | :38:21. | |
the UK because of Brexit considering coming to France to work. It will be | :38:22. | :38:27. | |
part of my programme to be attractive to these kind of people. | :38:28. | :38:33. | |
I want banks, researchers, academics and so on. I think France and the EU | :38:34. | :38:38. | |
are a very attractive proposition now. So in my programme I will do | :38:39. | :38:43. | |
everything I can to make it attractive and successful. Get | :38:44. | :38:49. | |
invited for tea and then threatens to take the jobs! | :38:50. | :38:51. | |
A lot to talk about, let's bring in the BBC's | :38:52. | :38:54. | |
It is what everyone is saying. Francois Hollande has said that as | :38:55. | :39:04. | |
well. Everyone wants to attract over all these people who are allegedly | :39:05. | :39:10. | |
poised to move across because of Brexit. And there have been some | :39:11. | :39:14. | |
successes, some announcements and no doubt it will work somewhat in | :39:15. | :39:18. | |
favour of France. We will just have to wait and see. The other thing to | :39:19. | :39:24. | |
mention about what we just heard, it was all in the future tense. In my | :39:25. | :39:29. | |
programme, we will do this. No one has yet seen this programme. And | :39:30. | :39:34. | |
there has been a lot of style from him, a lot of politics campaigning | :39:35. | :39:41. | |
but everyone saying please don't tell us what you're actually going | :39:42. | :39:45. | |
to do. And this is the problem he faces, he has got to come down one | :39:46. | :39:49. | |
way or the other to define his economic policies and so on. And | :39:50. | :39:54. | |
when he does he will be open to a lot more flak which she has not | :39:55. | :39:58. | |
really faced yet. It is a win-win because he comes here as an untested | :39:59. | :40:02. | |
leader, he has to show he can function on the world stage, and | :40:03. | :40:07. | |
then he is standing in front of a world-famous door. But also quite | :40:08. | :40:11. | |
good for Theresa May because presumably the British ambassador in | :40:12. | :40:14. | |
Paris has told her this could be the man so over a cup of tea she can | :40:15. | :40:19. | |
find out what he's thinking. Clearly that is what has happened. He was | :40:20. | :40:24. | |
not at all the front runner until fairly recently pulled up and the | :40:25. | :40:34. | |
full from grace of fossil fuel. That force while Phil on. Normally in | :40:35. | :40:38. | |
this pre-electoral period foreign leaders are careful not to take | :40:39. | :40:42. | |
sides. They will meet the person from their own camp, like the | :40:43. | :40:45. | |

anyway Emmanuel Macron is not from the Conservative camp but on the | :40:51. | :40:55. | |
face of it from the left wing camp. He comes from a left-wing | :40:56. | :41:00. | |
administration where he was minister of the economy. The advice will have | :41:01. | :41:03. | |
been things are changing here, it is a fluid situation now in France and | :41:04. | :41:09. | |
this man Emmanuel Macron for all his lack of experience could be the next | :41:10. | :41:12. | |
leader. So worth getting a word in now. Is there any risk, in a | :41:13. | :41:20. | |
head-to-head matchup with Marine Le Pen in the second round of voting, | :41:21. | :41:25. | |
it seems that he wins every time and quite substantially, is there any | :41:26. | :41:28. | |
risk that he peaking too early and the French might actually start to | :41:29. | :41:35. | |
poke holes in someone who has not made very many policies. That is a | :41:36. | :41:39. | |
good question and I think that is certainly his fear. I noticed today | :41:40. | :41:43. | |
that the polls for the first time in a weeks have put the centre-right | :41:44. | :41:51. | |
candidate edging back above him. It is far from being a dead cert that | :41:52. | :41:55. | |
Emmanuel Macron will go through to the second round. Things are fluid, | :41:56. | :42:02. | |
we have seen Fillon come to a sticky position already. There has not been | :42:03. | :42:07. | |
yet much scrutiny of the manual macro and when he starts to produce | :42:08. | :42:11. | |
the facts about what is planning to do we can imagine the spotlight of | :42:12. | :42:14. | |
criticism will be a lot more harsh than it has been up until now. | :42:15. | :42:18. | |
