More illegal immigrants in the US face the threat of deportation,

:00:07.:00:19.

The White House says it is empowering anyone so that they can

:00:20.:00:24.

remove anybody convicted of even minor offences.

:00:25.:00:29.

There have been raids across US cities in recent days. The number

:00:30.:00:32.

facing deportation is much greater. Attacks on Jewish centers

:00:33.:00:37.

are "horrible" - Mr Trump speaks out against a series of anti-semitic

:00:38.:00:40.

threats across America. A very sad reminder of the work that

:00:41.:00:49.

must be done to root out hate, prejudice and evil.

:00:50.:00:51.

Meet the New National Security Adviser to the President.

:00:52.:00:53.

We'll speak to a close friend and former Commander

:00:54.:00:56.

of Coalition Forces about Lieutenant General McMaster.

:00:57.:00:57.

We will take you to the coal fields of West Virginia,

:00:58.:01:02.

where many are confident that President Trump can turn

:01:03.:01:04.

Can Kevin O'Leary move from reality TV to power?

:01:05.:01:18.

In 2019 in Canada, we will have an election. -- we won't have an

:01:19.:01:23.

election, we will have an exorcism. A sweeping rewrite of America's

:01:24.:01:28.

immigration laws means many more illegal immigrants could be deported

:01:29.:01:32.

from the country. Memos drawn up by the Department

:01:33.:01:35.

of Homeland Security suggest that people arrested for minor crimes,

:01:36.:01:38.

like traffic offences, But - in a reversal

:01:39.:01:41.

of a key campaign pledge - Mr Trump will protect Dreamers -

:01:42.:01:46.

children who were brought to America President Obama signed an executive

:01:47.:01:49.

order in 2012 giving almost one million Dreamers in the US

:01:50.:01:56.

certain rights - President Trump The White House press secretary,

:01:57.:02:10.

Sean Spicer, has been talking on the issue. The memo regarding the

:02:11.:02:17.

executive order outlines the steps that the homeland security will take

:02:18.:02:23.

to secure the southern border, prevent further illegal immigration

:02:24.:02:28.

and repatriate immigrants swiftly and humanely. This includes

:02:29.:02:31.

immediately identifying and allocating all sorts of funding for

:02:32.:02:36.

the planning, design, construction and funding of a wall along our

:02:37.:02:42.

southern border and additional personnel including new border

:02:43.:02:43.

agents. The White House has been

:02:44.:02:46.

working on this policy At the press conference

:02:47.:02:48.

last Thursday he spoke - in surprisingly candid language -

:02:49.:02:51.

about his own struggles with the law We're gonna show great

:02:52.:02:54.

heart, DACA is a very, very difficult subject for me,

:02:55.:02:58.

I will tell you. To me, it's one of the most

:02:59.:03:01.

difficult subjects I have because And some of the cases,

:03:02.:03:04.

having DACA and they're gang members and they're

:03:05.:03:10.

drug dealers, too. But you have some absolutely,

:03:11.:03:13.

incredible kids, I would say mostly. They were brought

:03:14.:03:19.

here in such a way... We're going to deal

:03:20.:03:21.

with DACA, with heart. Donald Trump speaking about the law

:03:22.:03:38.

that affects Dreamers,. I'm joined by Ron Christie.

:03:39.:03:43.

How different is this change for US law? You are talking about the most

:03:44.:03:53.

sweeping rewrite of the American immigration law since 1886. Were

:03:54.:03:56.

looking for a new proposal from the Trump administration saying that

:03:57.:04:00.

even if you are convicted of a minor offence you can be sent back to your

:04:01.:04:04.

country of origin and if you are under suspicion of having committed

:04:05.:04:07.

something. That something our Congress will have a look at to see

:04:08.:04:12.

whether you can affect thousands -- millions of people. Presumably,

:04:13.:04:18.

anybody who is here illegally is already committing an offence. Could

:04:19.:04:22.

not anybody who is here illegally, the sent home? Technicolor. We have

:04:23.:04:31.

a misdemeanour. -- technically, we have a misdemeanour here. But

:04:32.:04:36.

President Trump says that we can not merely deported for you being here,

:04:37.:04:40.

but if we suspect that you have committed another crime, you can be

:04:41.:04:46.

sent home. Ron, when this comes to Dreamers, this is about the American

:04:47.:04:51.

dream. You don't have much and you make good. A lot of people will be

:04:52.:04:54.

happy that they have been protected, but how will this play with his

:04:55.:05:00.

base? With his base, this will play very well. He said we are going to

:05:01.:05:05.

be a nation of being rules, law and order. The Trump Bay supporters will

:05:06.:05:10.

love this. But what will more moral moderate American thinking? What

:05:11.:05:15.

Democrats thinking? -- what will more moderate Americans think

:05:16.:05:19.

there's Mac is the president going to swiftly to say that just by you

:05:20.:05:23.

being here illegally, we will support you. If you get tough with

:05:24.:05:29.

these people, you will need more resources? That is exactly right.

:05:30.:05:35.

What you have heard from Sean Spicer and from the president himself is an

:05:36.:05:40.

indication that they want to beef up by thousands, border patrol agents

:05:41.:05:44.

in order not only to carry out this law, but it makes you wonder what

:05:45.:05:47.

else they have in mind that might go beyond this. Just to clarify what

:05:48.:05:53.

Christian was asking on the Dreamers, you were saying that

:05:54.:05:58.

people who supported Donald Trump in the election campaign and like the

:05:59.:06:04.

fact that he was going to throw at the children, will they be OK with

:06:05.:06:09.

that? I think they will give him a little slack. The children were

:06:10.:06:12.

brought here through no fault of their own, they have their school

:06:13.:06:19.

and their friend, are you going to supplant 100 --1 million children?

:06:20.:06:24.

It has been a bad few weeks for Jews in America.

:06:25.:06:26.

Since the beginning of the year some 50 bomb threats have been called

:06:27.:06:29.

in to Jewish community centres across the country.

:06:30.:06:31.

And yesterday over 100 Jewish graves were vandalised in this

:06:32.:06:34.

The headstones were in the cemetery's oldest section,

:06:35.:06:37.

some of these plots date back to the late 1800's.

:06:38.:06:40.

The attacks have been widely condemned.

:06:41.:06:43.

This morning Hillary Clinton tweeted urging everyone to speak out

:06:44.:06:46.

against anti-semitism, including the President.

:06:47.:06:50.

And a few hours ago, while touring the National Museum

:06:51.:06:52.

of African American History and Culture he did just that.

:06:53.:06:57.

This is a meaningful reminder of why we have to fight bigotry,

:06:58.:07:02.

intolerance and hatred in all of its very ugly forums.

:07:03.:07:13.

The anti-Semitic threats targeting our Jewish community

:07:14.:07:17.

and community centres are horrible and are painful and a very sad

:07:18.:07:20.

reminder of the work that still must be done to root out yet

:07:21.:07:31.

There has been a lot in the press about this rise in anti-Semitism?

:07:32.:07:54.

There are not any reliable statistics showing that there have

:07:55.:07:59.

been more and is a mystic threats since President Trump was

:08:00.:08:03.

inaugurated. It has been a bad few weeks but 2016 and 2015 were not

:08:04.:08:09.

good either. There's been a lot of attention paid to Alt right, but

:08:10.:08:19.

does that mean it is growing? We need to dig back into this and wait

:08:20.:08:24.

for the law authorities and the reset agencies to come up with real

:08:25.:08:25.

figures for this. And yet some people would say that

:08:26.:08:41.

the up aggressive policy on immigration has created an

:08:42.:08:44.

atmosphere which made it feel less safe? That could be but catty --

:08:45.:08:53.

your analysis is spot-on. Some people will say bad things, the

:08:54.:08:58.

Greystones in Missouri was a terrible act but I don't want to

:08:59.:09:03.

rush to judgment. -- gravestones. There are too many people who want

:09:04.:09:08.

to jump in and form conclusions before having the facts. The

:09:09.:09:11.

authorities will get to the bottom of this. A research group, a

:09:12.:09:19.

bipartisan group in the country, nonpartisan, had a poll out

:09:20.:09:23.

suggesting that in America, Jewish people are among the most admired

:09:24.:09:28.

and warmly felt towards of any of the religious groups. Do you think

:09:29.:09:31.

there is also a sense in which we have attacks like this in Europe as

:09:32.:09:35.

well, that there is some level of indifference and when we have them

:09:36.:09:38.

here, a lot of people talk about them? I think that is right. We

:09:39.:09:45.

normally find people in America go about their daily lives and Jewish

:09:46.:09:48.

people are treated well and with great respect. When you have a spate

:09:49.:09:55.

of attacks that you have seen like this, it dominates the headlines. We

:09:56.:10:00.

must not rush to judgment. Of course those who commit those crimes must

:10:01.:10:05.

be prosecuted. There has been other news going on in this city. Let's

:10:06.:10:06.

get some of that, too. The United States ambassador

:10:07.:10:08.

to the United Nations, Nikki Haley, has told the Security Council that

:10:09.:10:10.

Nato is the "strongest alliance in history" and says

:10:11.:10:13.

America is committed Speaking as countries met to discuss

:10:14.:10:15.

conflicts in Europe, Haley vowed to make Nato more

:10:16.:10:18.

effective and said policy differences should not be seen

:10:19.:10:20.

as anything less than 'total China says it opposes action

:10:21.:10:23.

in the South China Sea The statement was issued after a US

:10:24.:10:33.

aircraft carrier and its support group began patrols in the contested

:10:34.:10:37.

South China Sea. A foreign ministry spokesman said

:10:38.:10:39.

China "respects the freedom of navigation and overflight

:10:40.:10:41.

all countries enjoy under international law" but opposed

:10:42.:10:43.

countries "threatening and damaging" A British man who died carrying

:10:44.:10:49.

:10:59.:11:03.

base near Mosul on Sunday. The BBC understands his original

:11:04.:11:09.

name was Ronald Fiddler, a 50-year old who was held

:11:10.:11:12.

in Guantanamo for two years. Donald Trump is preparing

:11:13.:11:18.

an executive order to lift a ban It's one issue the President has

:11:19.:11:21.

been clear and consistent on - he wants to cut regulations

:11:22.:11:26.

and bring back coal jobs. In fact, one of the first pieces

:11:27.:11:29.

of legislation he signed was to reverse a rule preventing

:11:30.:11:31.

coal waste from being But can he actually fulfil

:11:32.:11:34.

his campaign pledge - to revive the coal

:11:35.:11:39.

industry's fortunes? The BBC's Michelle Fleury

:11:40.:11:42.

has been finding out. This corner of West Virginia is coal

:11:43.:11:57.

country. After years of hardship, the people here are breathing a sigh

:11:58.:12:02.

of relief. At this mining repair company, Donald Trump's win has

:12:03.:12:08.

always hope of a call revival. With regard to the election, it was like

:12:09.:12:12.

we had won the Super Bowl. The confidence that we had in the future

:12:13.:12:18.

was just elevated. We had not seen that for quite a while. When Obama

:12:19.:12:22.

came into office, he said there was a war on coal. And she is not alone.

:12:23.:12:30.

I met a coal miner over coffee and cake. West Virginia has an

:12:31.:12:37.

opportunity now to stabilise and hopefully re-establish the coal

:12:38.:12:42.

industry. That optimism is tempered by realism when it comes to Trump's

:12:43.:12:49.

pledged to bring back old jobs. He can't do everything, and it is a

:12:50.:12:52.

promise. But I think Trump can cut back on regulation and I think he

:12:53.:12:59.

can get industry going again. The sense of optimism here is palpable

:13:00.:13:04.

and I have also noticed an increase in activity since the last time I

:13:05.:13:08.

visited the region. But while there is a new man in the White House, the

:13:09.:13:12.

economic realities facing the industry have not changed. This

:13:13.:13:22.

graph helps explain the whole -- cold's decline. It has suffered

:13:23.:13:26.

because of an explosion in natural gas production and growing, Tish and

:13:27.:13:31.

from renewables such as wind and solar energy. Scaling back

:13:32.:13:35.

environmental rules on the industry will not change this map. Not

:13:36.:13:38.

everyone is waiting for coal to come back. Jamie Adams is a former miner

:13:39.:13:45.

turned computer code. Would you go back to the coal industry? I

:13:46.:13:51.

probably wouldn't. The uncertainty, I mean having a job and worrying

:13:52.:13:56.

about whether you will have on the next day. I couldn't do that again.

:13:57.:14:03.

Back at the company, staff numbers are back to pre-crisis levels. We

:14:04.:14:08.

want to work. We don't want hand-outs. People here do not

:14:09.:14:14.

necessarily believe Donald Trump can save US coal. For them, it's about

:14:15.:14:17.

having somebody in the White House who will give the industry and the

:14:18.:14:21.

region a chance. So the coal miners of

:14:22.:14:24.

West Virginia are more upbeat. Mohamed El Erian is chief

:14:25.:14:26.

Economic Adviser with financial services company Allianz,

:14:27.:14:35.

also author of several best selling Thanks for joining us. Can Donald

:14:36.:14:51.

Trump bring back economic prosperity to coal mining areas? He can make a

:14:52.:14:58.

difference at the margin, but at the margin. There's nothing much you can

:14:59.:15:04.

do about the decline by 10% to 12% in the demand for coal or about the

:15:05.:15:08.

competition that the coal sector is getting from natural gas and

:15:09.:15:13.

renewables. The difference will not be transformational. Do you think

:15:14.:15:16.

that it is only at the marginals that he will make a difference and

:15:17.:15:21.

other manufacturing industries as well? If you look at the numbers,

:15:22.:15:24.

look at the whole coal industry in the user as a. At Trump -- in the

:15:25.:15:33.

US, add transportation, maybe get to 160,000. Every day, this economy

:15:34.:15:42.

created and destroyed in the $5 million range. It is marginal, but

:15:43.:15:47.

it is not level. It gives a signal, which is what is looking for. He has

:15:48.:15:52.

made a lot of promises about jobs, in heavy industries. Is it easy to

:15:53.:15:57.

do that when the dollar is so strong? No, he's going to have to

:15:58.:16:07.

deal with the enabling environment. He can't go industry by industry. It

:16:08.:16:14.

doesn't move the industry enough. Important things he talks about like

:16:15.:16:20.

infrastructure, tax reform, deregulation and avoiding things

:16:21.:16:23.

that will destroy jobs and protectionism is something that

:16:24.:16:27.

could destroy jobs. But markets move on hope and fear and right now the

:16:28.:16:34.

US stock market is soaring. It is over the 20,700 mark and it keeps

:16:35.:16:39.

rising. So there is a lot of optimism about. There is and that

:16:40.:16:44.

optimism comes from three distinct factors. One is the hope that the

:16:45.:16:52.

programme policy announcements of President Trump will translate into

:16:53.:16:56.

design and implementation, especially now that the Republicans

:16:57.:16:59.

have majorities in both houses of Congress. And the economic data is

:17:00.:17:07.

getting better around the world, Europe has better-than-expected

:17:08.:17:09.

data. Growth is picking up around the world and that helps markets.

:17:10.:17:14.

And finally, companies are putting cash back into the market. They are

:17:15.:17:19.

merging, they are acquiring. All these things together have been

:17:20.:17:22.

pushing stocks from record to record. So here is my question for

:17:23.:17:28.

you, all the economic side looking good and the financial markets are

:17:29.:17:33.

very happy, they love his promise of deregulation and tax cuts. At some

:17:34.:17:37.

point the president will have to deliver. But within get concerned --

:17:38.:17:46.

but do they not get concerned with stories about chaos in the

:17:47.:17:49.

administration, the White House and being able to run itself, does not

:17:50.:17:55.

matter? So far, it doesn't matter. The concept of political risk

:17:56.:17:59.

extends well beyond what happens in the US. It extends the Brexit, the

:18:00.:18:04.

French elections, the Dutch elections. But there is a simple

:18:05.:18:08.

reason why they are discounting it because that has worked in the past.

:18:09.:18:13.

Markets believe that the trend is your friend. And they see high

:18:14.:18:16.

economic growth, central banks still

:18:17.:18:33.

supporting markets. So far, the politics are being messy, but

:18:34.:18:35.

contains. I would price in a higher political risk, I would caution

:18:36.:18:38.

people to take more seriously what we are seeing, but markets by now

:18:39.:18:40.

are not. If Christian and I had money at our disposal, would you

:18:41.:18:43.

advise us at the moment to put it in the markets? No, I would tell you

:18:44.:18:46.

hold onto it, the markets have come very, very far very quickly. We have

:18:47.:18:51.

yet to see policy announcements translate into design and

:18:52.:18:55.

implementation. This is complicated and there are two major headwinds.

:18:56.:18:59.

One we have already talked about, politics, and the other was

:19:00.:19:03.

mentioned at the beginning, the dollar. As the dollar outperforms,

:19:04.:19:11.

and interest rates hikes, the dollar will strengthen and that will

:19:12.:19:13.

interact with the politics. I would not commit lots of money at this

:19:14.:19:20.

stage. It is interesting... Sago, Christian, free advice for you! Yes,

:19:21.:19:30.

I should bank. Breaking news, there has been a frank and candid

:19:31.:19:36.

conversation between the Treasury chief and Christine Lagarde. The

:19:37.:19:43.

tumblers racing clearly activated about what is going on in China. We

:19:44.:19:49.

are seeing two major departures. Firstly, who talks about the dollar

:19:50.:19:54.

and what they say. In the past, only the Treasury Secretary would comment

:19:55.:19:59.

on the dollar. In this immigration, the president, his advisers, they

:20:00.:20:03.

have been commenting. That is where different. Secondly, the only thing

:20:04.:20:09.

said in the past was that a strong dollar was injurious to the US. Now,

:20:10.:20:13.

we are getting different narratives coming out. This is a different

:20:14.:20:20.

approach towards the dollar. It is an attempt to talk the dollar weaker

:20:21.:20:24.

but that may work for a week or ten days, but it cannot overcome these

:20:25.:20:32.

stronger economic forces. Thank you very much. You can take a pot of

:20:33.:20:41.

gold and keep it under your mattress and not invested in markets. Because

:20:42.:20:48.

although the Dell has been euphoric, we could be in for a period of

:20:49.:20:57.

uncertainty. My pot of gold! My wife might be watching, she might say,

:20:58.:21:04.

where is it? Surely such aid lovely pink tie has a spot -- pot of gold

:21:05.:21:07.

underneath it. One of the reasons for doing this

:21:08.:21:15.

programme is to monitor the rise From Brexit, to Donald Trump

:21:16.:21:18.

and the French election - But we suspect you wouldn't put

:21:19.:21:21.

Canada in that basket. They have welcomed

:21:22.:21:25.

40,000 Syrian refugees - you'll remember the pictures of some

:21:26.:21:27.

of those families being welcomed at the airport

:21:28.:21:29.

by the Prime Minister Justin Trudeau - but somewhat surprisingly, Canada

:21:30.:21:32.

does have its own populist movement. Kevin O'Leary is a shrewd venture

:21:33.:21:47.

capitalist... Kevin O'Leary is best known for his appearance on the

:21:48.:21:52.

reality show, shark tank. This excess for Canadian businessman is

:21:53.:21:56.

now trying his hand at something different, politics. Running for the

:21:57.:22:01.

leadership of Canada's Conservative Party. A businessman turned reality

:22:02.:22:08.

star but becoming a politician. Sound familiar? Kevin O'Leary is

:22:09.:22:11.

even being called Canada's Donald Trump. There is a similarity. But it

:22:12.:22:19.

is only one. We engaged in reality television for the same producer.

:22:20.:22:24.

That is where it ends. I'm half Lebanese, half Irish. If there was a

:22:25.:22:32.

wall around Canada, I wouldn't exist. His policies are not mine.

:22:33.:22:38.

Your former competitor on the reality show says you are just

:22:39.:22:44.

seeking fame and attention from this beard. How do you respond to that?

:22:45.:22:51.

People are tired of politicians spinning BS. They would like to hire

:22:52.:22:55.

an operator, somebody with execution of excellence, who puts -- with

:22:56.:23:01.

execution or excellence. Somebody with results. Use it to be aware of

:23:02.:23:07.

the populist wave moving through countries. Is that the wave carrying

:23:08.:23:12.

you through as well? I don't think this is a short-term phenomenon. I

:23:13.:23:14.

think the fact that we are saying think the fact that we are saying

:23:15.:23:18.

this happening around the world, for different reasons, but basically the

:23:19.:23:22.

Canadians have a choice now. Do you want another politician or would you

:23:23.:23:27.

prefer Kevin O'Leary? They are going to decide. I am not going to run

:23:28.:23:36.

business as usual. I was optimistic about Justin Trudeau, but he doesn't

:23:37.:23:40.

know what he's doing. The chance that I'm going to let him plunge my

:23:41.:23:48.

country into 1.5 trillion of debt, not a chance. I'm going to win the

:23:49.:23:53.

leadership on May 27, I will shine the light of transparency on him for

:23:54.:23:59.

the next two years. Then in 29 time, in Canada, we will not having an

:24:00.:24:04.

election, we will have an exorcist. He is a disaster.

:24:05.:24:11.

He is different to Donald Trump, but you sense you might get on better

:24:12.:24:18.

with him than with Justin Trudeau. Yes, mild-mannered Trump? Half of

:24:19.:24:24.

all Canadians are children of movements or immigrants, and we have

:24:25.:24:28.

been speaking about the famous Canadian openness, about Justin

:24:29.:24:32.

Trudeau going to the airport to meet the refugees. But there has been a

:24:33.:24:37.

mild uptick in anti-immigrant feeling in Canada as well. Even in

:24:38.:24:41.

Canada, I should say. There are something like 100 Alt right groups,

:24:42.:24:51.

or right-wing groups, double the number in 2012. So countries

:24:52.:24:56.

everywhere having to deal with immigration, it is a difficult

:24:57.:24:59.

subject and it doesn't seem that even Canada has got it totally

:25:00.:25:04.

right. And when we talk about the rise in populism, underpinning that

:25:05.:25:07.

in all the countries in the Europe is this groundswell of opinion about

:25:08.:25:13.

immigration and where borders should be. We have been focusing on the

:25:14.:25:23.

French election, with Marine Le Pen up there. We have girt welders in

:25:24.:25:31.

Holland, and the German man doing well. Immigration underpins all of

:25:32.:25:33.

these mini and -- opinion polls. You're watching 100

who is HR McMaster? We'll be speaking to a close friend

of the Lieutenant General and Donald Trump's new National

:25:46.:25:47.

Days, from BBC News. Good evening. It is turning out to

:25:48.:26:17.

be a week of two seasons. We started the week in spring in the south-east

:26:18.:26:21.

of the country. We finished the week in winter. There will be some snow

:26:22.:26:26.

and temperatures will struggle to get up above 5 degrees. In between,

:26:27.:26:32.

a spell of stormy weather. Tonight, a windy night in store. The weather

:26:33.:26:37.

is clear of our shores, between us and Iceland. It will be whipping on

:26:38.:26:42.

winds, sending a weather front southwards towards the central

:26:43.:26:46.

swathe of the UK. To the north of it, we concede gale force winds and

:26:47.:26:51.

they will strengthen overnight to the north-east of Scotland. The wind

:26:52.:26:55.

coming in from the south-west keeping temperatures up. Damp and

:26:56.:26:59.

drizzly here with the colder further north, some clearer skies. Sunshine

:27:00.:27:05.

in the morning. But around the Orkneys and the north-east of

:27:06.:27:09.

Scotland, the wins will be ring in showers. They will bring in

:27:10.:27:17.

showers... Wales and the Midlands and southern England, cloudy

:27:18.:27:21.

throughout. Really misty towards the West. Rain most persistent in Wales.

:27:22.:27:27.

Temperatures to the north of that. The rain will edge out in Wednesday

:27:28.:27:34.

evening then this deepening error of low pressure is stormed Doris. The

:27:35.:27:37.

latest name to storm from the Met Office. It will bring disruption to

:27:38.:27:43.

some of you as we go into Thursday. First of all, a Met Office warning

:27:44.:27:48.

about wind. The aware of the potential for disruption across

:27:49.:27:54.

northern England, North Wales. We could see gusts of up to 80 miles an

:27:55.:28:01.

hour. Those details could fluctuate. As good snow amounts, the potential

:28:02.:28:07.

disruptive feature across northern England and eastern Scotland. We

:28:08.:28:10.

will not rule out the chance of seeing snow at lower levels in the

:28:11.:28:14.

morning. On Thursday, all of us will see a spell of rain briefly during

:28:15.:28:19.

the morning. Lasting longer across the north-east of the UK. Elsewhere,

:28:20.:28:24.

after a wild start, the winds remain strong but the sunshine should come

:28:25.:28:28.

out physically Acosta southern and western areas. -- to come out,

:28:29.:28:34.

particularly across southern and western areas.

:28:35.:30:09.

More illegal immigrants are facing deportation from the US -

:30:10.:30:16.

the White House says it's empowering agents so they can remove anyone

:30:17.:30:19.

And coming up, it's not Lille, nor the Loire Valley - but London.

:30:20.:30:28.

Why would a French presidential candidate campaign in the UK?

:30:29.:30:39.

Emanuel Micron is addressing supporters right now at Westminster.

:30:40.:30:48.

The President has a new National Security Advisor -

:30:49.:30:53.

he is General HR McMaster, a man who

:30:54.:30:55.

He is a highly decorated soldier - awarded the silver star

:30:56.:30:58.

in the first Gulf war, he has a PHD - he is

:30:59.:31:01.

And perhaps it is because he speaks his mind -

:31:02.:31:04.

that it has taken him so long to rise to the top.

:31:05.:31:07.

Senator John McCain, chair of the Senate armed service

:31:08.:31:09.

committee -often a critic of the President -

:31:10.:31:12.

A man he said of genuine intellect, character and ability.

:31:13.:31:23.

He is a man of tremendous talent and experience.

:31:24.:31:34.

A precondition for progress along any line in any area was the removal

:31:35.:31:41.

of this terrorist organisation within the city.

:31:42.:31:49.

He is really smart and very candid. You're never in doubt as to what he

:31:50.:31:51.

thinks about a subject. He is highly respected by everybody

:31:52.:32:07.

in the military. I would like to say what a privilege

:32:08.:32:27.

it is to be able to continue serving our nation, I'm grateful to you for

:32:28.:32:32.

the opportunity and look forward to doing everything I can to advance

:32:33.:32:35.

and protect the interests of the American people.

:32:36.:32:36.

Let's get more on the man with one of his friends,

:32:37.:32:39.

Lt Gen David Barno, who was Commander of Coalition

:32:40.:32:41.

Peace breaking out in Washington, you rarely see so much consensus

:32:42.:32:56.

that this is a good pick. Well it could change when he gets into the

:32:57.:33:00.

job but I also think it is a terrific choice. And I joined a host

:33:01.:33:06.

of others who think that he is just the right move. You know him well,

:33:07.:33:12.

this is not an easy job to go into. Clearly the experiences of Mike

:33:13.:33:17.

Flynn suggest that as well. But he has got to deal with many competing

:33:18.:33:23.

egos. He will have to make sure that his views are heard by the

:33:24.:33:27.

president. Can he do that? He knows what he's getting into, he is going

:33:28.:33:31.

in with his eyes wide open. There has been a lot of reporting on

:33:32.:33:35.

challenges inside the White House right now. Do you think that is

:33:36.:33:43.

accurate? I think a fair bit of it is, perhaps overblown in some

:33:44.:33:47.

respects. And losing the National security officer after 24 days,

:33:48.:33:52.

there will need to be a lot of team-building to get it back on

:33:53.:33:59.

track. The dynamics of the relationship going to be ingesting,

:34:00.:34:04.

Lou Senator dealing with the 4-star general in James Matias and also

:34:05.:34:08.

some big characters in the administration like Stephen Bannon.

:34:09.:34:14.

I think he knows the candidates and characters in the White House, he

:34:15.:34:18.

will have to establish a personal relationship with Donald Trump.

:34:19.:34:23.

Something he does not bring with him to this job. He will have to have a

:34:24.:34:29.

big place at the table but a number of other speakers have pointed out

:34:30.:34:32.

that he is forceful and no shrinking violet. He will do just fine making

:34:33.:34:38.

his voice heard. In an administration that really does not

:34:39.:34:43.

have too much experience in the conflict world. And he is empowered

:34:44.:34:46.

now by this appointment because Donald Trump has got to make this

:34:47.:34:51.

work. It is clear after losing his first adviser in the record three

:34:52.:34:57.

and half weeks, he needs to keep this one in place and get the team

:34:58.:35:02.

going. Get him good staff and support that he needs to get out

:35:03.:35:06.

good decisions. That has not happened yet because in part of the

:35:07.:35:12.

turmoil. So I think HR McMaster understand that. They will have to

:35:13.:35:16.

make this work. It is a new environment. You have worked with

:35:17.:35:20.

him on reviews for the US military, how would you characterise his

:35:21.:35:25.

worldview, you could save Mike Flynn had a certain position he came from

:35:26.:35:30.

and it was clear what his views on some big issues where for example

:35:31.:35:34.

Islamic extremism. Do you think HR McMaster has a world vision that

:35:35.:35:39.

will shape the White House and shape American policy because this is an

:35:40.:35:42.

appointment that really affects people around the world. He will

:35:43.:35:46.

have the ear of the president every single day and I think his world

:35:47.:35:50.

view is different to Mike Flynn. He believes that the US needs to be an

:35:51.:35:55.

international power, to be connected with its allies and friends around

:35:56.:36:02.

the world. That is the world that he grew up in in the military. He is

:36:03.:36:07.

sceptical about Russia, he views it as a significant threat to US

:36:08.:36:11.

interests. How will he managed that with the president to seems to have

:36:12.:36:15.

a certain affinity with Russia? It will be interesting to see it. I

:36:16.:36:19.

think also James matters share that view. We will see how that evolves.

:36:20.:36:29.

-- James matters. He will not be the lone wolf out there talking to the

:36:30.:36:35.

president about that. He has a Ph.D. In American history and I read an

:36:36.:36:39.

article but he rode today and he said the record of learning from

:36:40.:36:42.

previous experience in history is poor. I also understand he is

:36:43.:36:48.

looking at what went on in Ukraine, he is concerned about the way the

:36:49.:36:53.

Russians managed to infiltrate the eastern side of Ukraine and he was

:36:54.:36:58.

leading a panel to look at that. So he is someone that looks back at the

:36:59.:37:01.

failures of the American administrations and he will want to

:37:02.:37:06.

change things when he is in the job. It is important to understand that

:37:07.:37:11.

he is a military historian, that was his Ph.D., he studied warfare merely

:37:12.:37:16.

his entire adult life and participated in the first Gulf War.

:37:17.:37:21.

And he has led troops in counter insurgency campaigns in the most

:37:22.:37:29.

recent Iraq conflict. He is no one else has certainly learned lessons

:37:30.:37:32.

from that and I think he will bring them into those administration in a

:37:33.:37:37.

way that almost no one else possibly could. Thank you very much.

:37:38.:37:39.

The French Presidential candidate Emmanuel Macron

:37:40.:37:41.

was on the campaign trail today - not in France, but in Britain.

:37:42.:37:44.

He's in London to rally support among the 200,000 French

:37:45.:37:47.

Mr Macron took time to visit Prime Minister Theresa May

:37:48.:37:53.

at Downing Street - a meeting he requested.

:37:54.:37:55.

And afterwards, he had this message for a post-Brexit Britain,

:37:56.:37:58.

In my programme you will have a series of initiatives to get

:37:59.:38:11.

talented people in research and many deals working here, coming to

:38:12.:38:17.

France. I was very happy to see that some academics and researchers in

:38:18.:38:21.

the UK because of Brexit considering coming to France to work. It will be

:38:22.:38:27.

part of my programme to be attractive to these kind of people.

:38:28.:38:33.

I want banks, researchers, academics and so on. I think France and the EU

:38:34.:38:38.

are a very attractive proposition now. So in my programme I will do

:38:39.:38:43.

everything I can to make it attractive and successful. Get

:38:44.:38:49.

invited for tea and then threatens to take the jobs!

:38:50.:38:51.

A lot to talk about, let's bring in the BBC's

:38:52.:38:54.

It is what everyone is saying. Francois Hollande has said that as

:38:55.:39:04.

well. Everyone wants to attract over all these people who are allegedly

:39:05.:39:10.

poised to move across because of Brexit. And there have been some

:39:11.:39:14.

successes, some announcements and no doubt it will work somewhat in

:39:15.:39:18.

favour of France. We will just have to wait and see. The other thing to

:39:19.:39:24.

mention about what we just heard, it was all in the future tense. In my

:39:25.:39:29.

programme, we will do this. No one has yet seen this programme. And

:39:30.:39:34.

there has been a lot of style from him, a lot of politics campaigning

:39:35.:39:41.

but everyone saying please don't tell us what you're actually going

:39:42.:39:45.

to do. And this is the problem he faces, he has got to come down one

:39:46.:39:49.

way or the other to define his economic policies and so on. And

:39:50.:39:54.

when he does he will be open to a lot more flak which she has not

:39:55.:39:58.

really faced yet. It is a win-win because he comes here as an untested

:39:59.:40:02.

leader, he has to show he can function on the world stage, and

:40:03.:40:07.

then he is standing in front of a world-famous door. But also quite

:40:08.:40:11.

good for Theresa May because presumably the British ambassador in

:40:12.:40:14.

Paris has told her this could be the man so over a cup of tea she can

:40:15.:40:19.

find out what he's thinking. Clearly that is what has happened. He was

:40:20.:40:24.

not at all the front runner until fairly recently pulled up and the

:40:25.:40:34.

full from grace of fossil fuel. That force while Phil on. Normally in

:40:35.:40:38.

this pre-electoral period foreign leaders are careful not to take

:40:39.:40:42.

sides. They will meet the person from their own camp, like the

:40:43.:40:45.

Conservatives would meet the Conservatives and so on. In theory

:40:46.:40:50.

anyway Emmanuel Macron is not from the Conservative camp but on the

:40:51.:40:55.

face of it from the left wing camp. He comes from a left-wing

:40:56.:41:00.

administration where he was minister of the economy. The advice will have

:41:01.:41:03.

been things are changing here, it is a fluid situation now in France and

:41:04.:41:09.

this man Emmanuel Macron for all his lack of experience could be the next

:41:10.:41:12.

leader. So worth getting a word in now. Is there any risk, in a

:41:13.:41:20.

head-to-head matchup with Marine Le Pen in the second round of voting,

:41:21.:41:25.

it seems that he wins every time and quite substantially, is there any

:41:26.:41:28.

risk that he peaking too early and the French might actually start to

:41:29.:41:35.

poke holes in someone who has not made very many policies. That is a

:41:36.:41:39.

good question and I think that is certainly his fear. I noticed today

:41:40.:41:43.

that the polls for the first time in a weeks have put the centre-right

:41:44.:41:51.

candidate edging back above him. It is far from being a dead cert that

:41:52.:41:55.

Emmanuel Macron will go through to the second round. Things are fluid,

:41:56.:42:02.

we have seen Fillon come to a sticky position already. There has not been

:42:03.:42:07.

yet much scrutiny of the manual macro and when he starts to produce

:42:08.:42:11.

the facts about what is planning to do we can imagine the spotlight of

:42:12.:42:14.

criticism will be a lot more harsh than it has been up until now.

:42:15.:42:18.

Plenty more to come on this story. Thank you for the moment.

:42:19.:42:22.

Bao Bao the three-year-old giant panda has packed her bags,

:42:23.:42:27.

she has been loaded into a crate - and is now on a one-way flight

:42:28.:42:31.

from Washington Dulles Airport back to China.

:42:32.:42:33.

Under the breeding agreement between the US and China all Panda

:42:34.:42:36.

cubs must move back to China before they turn four.

:42:37.:42:52.

Coming up shortly, my colleagues Laura Trevelyan and Anthony Zurcher

:42:53.:42:57.

will be taking your questions LIVE on the BBC News Facebook page,

This is 100 Days - from Katty Kay in Washington and me
