But saying that, we should not be naive. | :00:13. | :00:16.
I want to say that we have to tackle the problems which are ahead of us. | :00:17. | :00:19.
And I think that we are best prepared to do so. | :00:20. | :00:23.
But we are not in the best form and shape we could be in. | :00:24. | :00:31.
Well, there are some who have compared the vision on Saturday | :00:32. | :00:34.
of the 27 leaders there to musicians on board the Titanic. | :00:35. | :00:40.
I mean, it's not as dramatic as that. | :00:41. | :00:43.
What words would you give to the people of Europe? | :00:44. | :00:46.
You have put down on a paper certain visions for the form of Europe. | :00:47. | :00:50.
Countries then unified around this idea of bringing peace | :00:51. | :00:55.
But now there doesn't seem to be that vision | :00:56. | :01:00.
Yes, but that's not the reason not to tell the people that the very | :01:01. | :01:06.
origin of the European Union, European integration, | :01:07. | :01:09.
European construction, was the result of World War II. | :01:10. | :01:14.
We have to remind those we are living with that, | :01:15. | :01:20.
this was the real reason for the European Union. | :01:21. | :01:25.
But as I said, this is not a sufficient explanation | :01:26. | :01:28.
or narrative, as we are saying today, because it is | :01:29. | :01:32.
My generation is an inter-generation. | :01:33. | :01:40.
We are children of those who experienced the Second World War. | :01:41. | :01:46.
And we have children and grandchildren. | :01:47. | :01:48.
Yes, we have grandchildren too, who don't know anything about that. | :01:49. | :01:53.
But we have to organise in the best way possible in the future for them. | :01:54. | :02:00.
You obviously, as President of the European Commission, | :02:01. | :02:03.
are a great believer in the European Union. | :02:04. | :02:06.
But when Theresa May is not there on Saturday, | :02:07. | :02:08.
what will be in your mind as the way to stop others following suit? | :02:09. | :02:13.
Other member states walking out the door? | :02:14. | :02:15.
Will you try and use the negotiations around | :02:16. | :02:19.
Even if the British PM is not there, I will have the British | :02:20. | :02:24.
Because Britain belongs to Europe in a way that | :02:25. | :02:31.
So Brexit or not Brexit, we should not forget | :02:32. | :02:38.
that the European continent has a duty when it comes to Britain, | :02:39. | :02:43.
because without Churchill and without the resilience | :02:44. | :02:47.
of the British people, we wouldn't be here at where we are now. | :02:48. | :02:50.
So I'm everything but in a hostile mood when it comes to Britain. | :02:51. | :02:56.
But I don't want others to take the same avenue, because, | :02:57. | :03:00.
let's suppose for one second that others would leave. | :03:01. | :03:06.
Two, three, four, five - that would be the end. | :03:07. | :03:12.
How do you balance that in Brexit negotiations? | :03:13. | :03:14.
On the one hand, wanting to keep UK close, as you've said. | :03:15. | :03:17.
But on the other, wanting to ensure that others are put off leaving. | :03:18. | :03:21.
I mean, could those negotiations not turn nasty? | :03:22. | :03:26.
When it comes to negotiations, the European Union and | :03:27. | :03:28.
the Commission, having been tasked with this negotiation, | :03:29. | :03:34.
will negotiate in a friendly way, in a fair way, and we are not naive. | :03:35. | :03:41.
Reflecting former commitments by the British Government | :03:42. | :03:55.
There will be no sanctions, no punishment, nothing of that kind. | :03:56. | :04:01.
But Britain has to know, and I suppose that the Government | :04:02. | :04:04.
does know it, they have to honour the commitments, | :04:05. | :04:10.
I was mentioning, years ago, it was 50-60 billion, | :04:11. | :04:22.
We have to calculate scientifically what the British commitments were, | :04:23. | :04:34.
You cannot leave like that as if you had never been a member | :04:35. | :04:41.
Britain was a member of the European Union. | :04:42. | :04:45.
Britain was taking on its shoulders the commitments. | :04:46. | :04:50.
And these commitments have to be honoured. | :04:51. | :04:54.
Again on Saturday, although the leaders will be | :04:55. | :04:58.
meeting to celebrate, there's a lot of talk | :04:59. | :05:00.
There are 4.5 million Europeans who are very nervous at the moment. | :05:01. | :05:07.
3 million living in the UK, European citizens in the UK, | :05:08. | :05:11.
1.5 British people living elsewhere in the European Union. | :05:12. | :05:15.
Does that remain, like the British Government says, | :05:16. | :05:19.
for the Commission, a priority to make sure that they | :05:20. | :05:22.
The British did take in a sovereign way the decision they have taken. | :05:23. | :05:35.
Women, men, workers, independent people, children. | :05:36. | :05:42.
We don't have the right to eject them from our system. | :05:43. | :05:44.
I shouldn't say that, this, as President Hollande wrote, | :05:45. | :05:49.
I am strongly committed to preserve the rights of Europeans living | :05:50. | :06:00.
in Britain and of the British people living on the European continent. | :06:01. | :06:03.
This is about respecting human dignity. | :06:04. | :06:11.
The next big challenge, if you like, in the calendar, once, you know, | :06:12. | :06:16.
Article 50 has been officially triggered and everything - | :06:17. | :06:19.
Will you be talking to President Hollande | :06:20. | :06:24.
It could easily happen that I would talk with | :06:25. | :06:30.
But I have to say that although in some corners | :06:31. | :06:41.
of my imagination being very much concerned about the outcome of these | :06:42. | :06:46.
elections, I have to say that we shouldn't consider elections | :06:47. | :06:50.
The countries going for elections, France, Germany, as the Dutch did | :06:51. | :06:58.
And so there is place, room, for a normal democratic debate, | :06:59. | :07:11.
and so let's be confident in the wisdom of those | :07:12. | :07:16.
And do you think a corner has been turned? | :07:17. | :07:22.
At the end of last year I was hearing voices | :07:23. | :07:25.
in this building saying, this could be the end of this | :07:26. | :07:27.
project, we have so many challenges, look at rising populist nationalism. | :07:28. | :07:32.
But you've had the Dutch elections, Macron is doing very well in France, | :07:33. | :07:35.
Do you think Europe is being pulled into different directions - | :07:36. | :07:43.
populist nationalism, and the other side very pro-EU? | :07:44. | :07:47.
I do think that we have to make a clear distinction | :07:48. | :07:50.
between populist, radical populism, those being against all the others, | :07:51. | :07:55.
being only reflecting on their own destiny, | :07:56. | :08:02.
I have huge understanding for those who have more questions than answers | :08:03. | :08:09.
when it comes to the European Union, and we should respect that | :08:10. | :08:12.
I don't like the extreme right parties, that's | :08:13. | :08:18.
But talk, discussion, debating with those who are | :08:19. | :08:27.
Eurosceptic because they have, as I said, more questions | :08:28. | :08:29.
than answers, is something we should proactively engage with. | :08:30. | :08:38.
Do you think there was enough from your side, | :08:39. | :08:40.
from the European Union, engagement with the Eurosceptics | :08:41. | :08:42.
in the United Kingdom before the referendum? | :08:43. | :08:46.
I mean, you are a President of the Commission who does | :08:47. | :08:48.
How will you feel on Wednesday when that letter of notification, | :08:49. | :08:52.
that formal letter of notification, arrives here in Brussels? | :08:53. | :08:58.
I will be sad, as I was sad when the vote, the referendum | :08:59. | :09:01.
It is such a long, intense, interrelated history | :09:02. | :09:11.
between the Continent and Britain, that I don't have an explanation | :09:12. | :09:16.
for that, although I have particular puzzled explanations. | :09:17. | :09:18.
But does it feel like a failure, President Juncker? | :09:19. | :09:25.
What would be your words on the EU's 60th anniversary for the 52% | :09:26. | :09:36.
of the UK who voted to leave, and the 48% who voted | :09:37. | :09:41.
to stay and are now very worried about their future? | :09:42. | :09:46.
And the fact that 48% of the British people were voting yes and the fact | :09:47. | :09:59.
that 52% of the British were voting no should not lead us | :10:00. | :10:05.
to the conclusion that Britain is definitely separated | :10:06. | :10:12.
President Junker, thank you very, very much for your time. | :10:13. | :10:17.
Hello there. Sunny skies being followed by clear skies. After a | :10:18. | :10:34.
temperature of 19 degrees in Aberdeenshire, temperatures are | :10:35. | :10:35.
falling | :10:36. | :10:36. |
