Britain's flood defences are now in need of a complete rethink,

:00:00.:00:08.

Northern England is still badly affected there are 9 severe flood

:00:09.:00:17.

warnings in force, including at least 5 in the York area.

:00:18.:00:20.

David Cameron was visiting York today where hundreds of people have

:00:21.:00:28.

He said extra measures could be considered.

:00:29.:00:35.

After any of these events we should look at what we are planning and

:00:36.:00:38.

think, do we need to do more? Also today: in Essex an 81 year-old

:00:39.:00:40.

woman is shot dead at a care home - We report from the city of Ramadi

:00:41.:00:44.

where the Iraqi army says it's now in control having dislodged

:00:45.:00:49.

so-called Islamic State. And in Durban, England's cricketers

:00:50.:00:51.

are in a commanding position after the third day of the first

:00:52.:00:54.

Test against South Africa. Britain's flood defences are in need

:00:55.:01:16.

of a complete rethink following the widespread flooding

:01:17.:01:25.

in parts of northern England, The call was made as the prime

:01:26.:01:27.

minister visited the city of York where hundreds of people have been

:01:28.:01:31.

forced out of their homes Mr Cameron said the government

:01:32.:01:36.

would look carefully at suggestions There are 49 flood warnings in force

:01:37.:01:40.

across northern England with 9 severe flood warnings,

:01:41.:01:49.

at least 5 of them in the York area, so let's

:01:50.:01:52.

join our correspondent The water is receding. The

:01:53.:02:01.

Environment Agency tell me that from its peak the River 5.2 metres by

:02:02.:02:06.

tomorrow lunchtime, they think it will have dropped by about 0.5 metre

:02:07.:02:11.

to everyone's great relief. But there is still a great deal of

:02:12.:02:17.

standing water around York, and that has affected everyone in one way or

:02:18.:02:22.

another. There are emergency teams here from around the UK who have

:02:23.:02:26.

been working flat out. But communications up and down, phone

:02:27.:02:30.

lines affected, and it has been difficult for everyone, even if you

:02:31.:02:33.

have not been directly flooded, there are businesses that cannot

:02:34.:02:37.

process card payments. Dabbing queues at the banks. Just living in

:02:38.:02:41.

this city, getting around and living and working is really difficult. For

:02:42.:02:45.

the people of Europe, it has been a really challenging day.

:02:46.:02:48.

It's only from the sky that you can appreciate the expanse of ground

:02:49.:02:52.

covered by these floods, and it's from the air that help

:02:53.:02:54.

The only way to bring this equipment in is by air,

:02:55.:03:07.

because all along this stretch of the River Foss,

:03:08.:03:10.

The River Foss flood barrier failed here on Boxing Day.

:03:11.:03:16.

The Environment Agency says it chose to leave the gate open as keeping it

:03:17.:03:23.

closed would have caused even more properties to flood.

:03:24.:03:28.

The airlift brought new equipment to get defence is working again

:03:29.:03:34.

with the aim of pumping water away from the River Foss,

:03:35.:03:36.

which has not flooded here since the 1980s.

:03:37.:03:38.

With such widespread flooding has come a massive emergency response

:03:39.:03:41.

involving soldiers and rescue teams from across the UK.

:03:42.:03:45.

Meeting some of them the Prime Minister defended his

:03:46.:03:47.

government's spending on flood protection.

:03:48.:03:49.

Here in Yorkshire for instance we have spent ?100 million on flood

:03:50.:03:52.

defences since I became Prime Minister.

:03:53.:03:56.

We are planning to spend another ?280 million,

:03:57.:03:58.

That is obviously of no comfort to the people who have been flooded

:03:59.:04:09.

All of our hearts go out to them, because to be flooded

:04:10.:04:12.

It is even more terrible when it happens at Christmas

:04:13.:04:19.

Meanwhile out in the City centre the rescuers continue.

:04:20.:04:22.

Wheels are no use along here, and travelling by boat is the only

:04:23.:04:25.

way for teams like this one from the West Midlands

:04:26.:04:28.

We have been deployed three times in the last 12 hours,

:04:29.:04:35.

ranging from medical emergencies, assisting the ambulance

:04:36.:04:37.

crews to get people from the addresses that are already

:04:38.:04:46.

All day, those stranded in their homes have been

:04:47.:04:50.

Whether by boat or by piggyback, the job to get absolutely everybody

:04:51.:04:54.

The River Ouse is expected to peak within the next hour.

:04:55.:05:10.

Yes, they have join our correspondent Dan Johnson.

:05:11.:05:18.

Yes, they have just got through another high tide. The water is up

:05:19.:05:21.

against the bridge, but it does appear that this town and the

:05:22.:05:28.

villagers are wrong as part of the River Ouse have been spared. That

:05:29.:05:31.

does not mean that people have not felt the impact of the water. It has

:05:32.:05:33.

affected many different people in all kinds of ways.

:05:34.:05:36.

What does a farmer do without dry land?

:05:37.:05:42.

The boat has replaced the tractor before.

:05:43.:05:46.

Hopefully in the next few days we will start getting rid

:05:47.:06:03.

the wheat fields that Chris relies on, doing an important job.

:06:04.:06:12.

Up there is the river, overflowing the banking,

:06:13.:06:14.

that is the flood defence and it means that all of the water

:06:15.:06:17.

is filling up the fields and it looks dramatic but this

:06:18.:06:20.

is what is supposed to happen, it's a flood plain in action.

:06:21.:06:23.

That means the town, Selby, stays dry.

:06:24.:06:34.

Even when the river is at peak level, but those who live closest

:06:35.:06:37.

to it are still left feeling vulnerable.

:06:38.:06:39.

Hoping more water doesn't pour through the defences.

:06:40.:06:41.

I have been here for seven-year is but I've never seen anything

:06:42.:06:44.

Karen's home is a downstairs riverfront flat.

:06:45.:06:46.

If the water comes in, she has nowhere else to go.

:06:47.:06:49.

We all come together like we are as a neighbourhood,

:06:50.:06:53.

and hopefully have something resolved and hope it doesn't

:06:54.:06:55.

I would say the Army probably need to come down and actually get

:06:56.:07:07.

Even escaping all of this has been difficult, there has been disruption

:07:08.:07:12.

to traffic and trains because main bridges are closed.

:07:13.:07:15.

Back on the farm it will be a few weeks before it is even possible

:07:16.:07:19.

to work out if the crop can be saved.

:07:20.:07:27.

It is becoming a sight that we are seeing quite regularly.

:07:28.:07:30.

It is just something you accept as part of it?

:07:31.:07:32.

We can't do anything else except accept it.

:07:33.:07:35.

It is not expected to go much further, even when the River

:07:36.:07:41.

They may be over the worst, but few here will rest easy,

:07:42.:07:49.

fearing in the days to come that more water will be

:07:50.:07:51.

As we heard the Environment Agency has called for a complete rethink

:07:52.:08:00.

of Britain's flood defences along with extra measures including better

:08:01.:08:02.

waterproofing of homes and improved warning systems as experts warn that

:08:03.:08:05.

extreme weather is likely to become even more familiar

:08:06.:08:08.

The Government has already said it will spend ?2.3b on flood defences

:08:09.:08:16.

by 2020, as our science editor David Shukman reports.

:08:17.:08:22.

The astonishing sight of a torrent running down a hillside in the Peak

:08:23.:08:25.

A glimpse of the huge volumes of water causing such

:08:26.:08:34.

The emergency response is now well drilled.

:08:35.:08:39.

The sight of rescue teams all-too-familiar, but these seem

:08:40.:08:41.

to raise questions about why the defences were overwhelmed

:08:42.:08:44.

in the first place and a major review is now underway.

:08:45.:08:50.

We always, after instances like this, look at what happened,

:08:51.:08:52.

what we can take from that, but we need to do differently

:08:53.:08:55.

This will be no different to any other incident we have

:08:56.:08:59.

Many of the challenges are nothing new.

:09:00.:09:03.

In 2007, serious flooding in the north and west of England

:09:04.:09:05.

left 300,000 people without running water.

:09:06.:09:07.

There was a detailed study back then into what went wrong.

:09:08.:09:13.

That review into the flood defences in the country called for a long

:09:14.:09:16.

list of improvements but have lessons been learned since then?

:09:17.:09:20.

The study called for better coordination between the emergency

:09:21.:09:24.

services and far better equipment like the inflatable boats

:09:25.:09:26.

It also wanted key infrastructure far better protected.

:09:27.:09:34.

Roads, rail lines, power networks, many have been flooded

:09:35.:09:39.

And it said sandbags should no longer be relied upon.

:09:40.:09:51.

That new technology using plastic or metal should be used instead.

:09:52.:09:54.

But even now sandbags are still proving vital.

:09:55.:09:56.

This comes as many people claim the areas hit hardest in northern

:09:57.:09:59.

There is a real discrepancy people are starting to get angry

:10:00.:10:09.

in the levels of funding going into the North compared

:10:10.:10:14.

I think council leaders will come together and work to lobby

:10:15.:10:18.

The Government denies this, pointing to this map of flood

:10:19.:10:22.

Those marked in blue are being planned and it says

:10:23.:10:26.

a ?2.3 billion budget is being spent fairly.

:10:27.:10:28.

But as the floodwaters linger and the calm conditions today make

:10:29.:10:31.

way for another storm tomorrow night, the arguments will intensify.

:10:32.:10:38.

Over how much is spent on flood defence and where.

:10:39.:10:42.

In the day's other news: police in Essex say an 81-year-old woman

:10:43.:10:45.

has been shot dead allegedly by a relative at a care

:10:46.:10:48.

A murder inquiry has been launched and a man

:10:49.:10:54.

Our correspondent Daniel Boettcher has sent this report.

:10:55.:10:59.

De La Mer House is a care home in Walton-on-the-Naze just a short

:11:00.:11:02.

This morning police were called after reports that a woman had

:11:03.:11:06.

Officers and ambulance crews arrived.

:11:07.:11:14.

She had apparently been shot, allegedly by a man who is also

:11:15.:11:17.

It is an unusual investigation, both parties involved are residents

:11:18.:11:23.

Forensic recovery and some enquiries.

:11:24.:11:42.

The manager of the home described how she managed to get hold

:11:43.:11:45.

of the weapon after the alleged attack.

:11:46.:11:48.

First of all I thought it was not real, I thought it was a toy gun

:11:49.:11:52.

and as I got closer I could see it was real.

:11:53.:11:55.

I was aware I had staff behind me and there were

:11:56.:11:58.

All I can remember thinking was somehow I've got to get the gun.

:11:59.:12:08.

Police say a revolver has been recovered and a man in his 80s has

:12:09.:12:12.

been arrested on suspicion of murder. Police say he and the woman

:12:13.:12:18.

who died were related. Officers have been speaking to staff to establish

:12:19.:12:20.

what they may have witnessed and have also been comforting those who

:12:21.:12:23.

worked here and helping them to reassure residents. Denied the

:12:24.:12:29.

police enquiries continue, but officers say they are not looking

:12:30.:12:31.

for anyone else in connection with their

:12:32.:12:31.

The Iraqi prime minister has declared that 2016 will see

:12:32.:12:38.

the total defeat of so-called Islamic State in Iraq.

:12:39.:12:40.

Haider al-Abadi was speaking after Iraqi forces backed

:12:41.:12:45.

by coalition air strikes had recaptured the city of Ramadi

:12:46.:12:47.

which lies to the west of Baghdad from IS.

:12:48.:12:49.

Our correspondent Thomas Fessy has travelled with the Iraqi forces

:12:50.:12:52.

The remains of Ramadi, a city just sent this report.

:12:53.:13:00.

The remains of Ramadi, a city ravaged by war. This is a place that

:13:01.:13:05.

has suffered over a decade of sporadic conflict, but a week-long

:13:06.:13:11.

battle against so-called Islamic State has destroyed the urban

:13:12.:13:16.

landscape. We set off with Iraqi forces as they continue to secure

:13:17.:13:21.

the city. They have cleared the main streets, but tension is still high

:13:22.:13:24.

so we were only allowed out of the convoy for a few moments. This is

:13:25.:13:30.

what Ramadi looks like one week into the offensive against Islamic State.

:13:31.:13:35.

We cannot really wander out of the main streets because there are still

:13:36.:13:41.

hidden expose of devices and booby traps all around in the

:13:42.:13:46.

neighbourhood. Iraqi soldiers have come a long way. This is then

:13:47.:13:50.

abandoning the city to Islamic State fighters in May. They were trained

:13:51.:13:54.

by coalition forces over the last by coalition forces over the last

:13:55.:13:58.

few months and mounted an offensive with Sunni tribal fighters to retake

:13:59.:14:05.

the city. The US, Britain and the coalition partners conducted it

:14:06.:14:09.

strikes to aid their advance. The Iraqi flag is back on top of the

:14:10.:14:13.

former government building here, only a few pockets of resistance

:14:14.:14:18.

remain. This success will boost the morale of Iraqi forces, so far

:14:19.:14:24.

conceded not up to confronting Islamic State. TRANSLATION: There is

:14:25.:14:32.

no big challenge with Daesh, and if we take the whole of the problems we

:14:33.:14:37.

can move on to Mosul. We are providing our forces with weapons.

:14:38.:14:42.

This is what it took to reclaim Ramadi. Iraqi troops are close to

:14:43.:14:47.

victory here, but the city has been sacrificed in battle. This has been

:14:48.:14:51.

the most significant ground campaign against Islamic State so far, but it

:14:52.:14:57.

has taken months to see it start, and the battles ahead will only get

:14:58.:14:59.

tougher. Cricket, and England

:15:00.:15:05.

are in a commanding position after day three of the first Test

:15:06.:15:07.

against South Africa in Durban. The home side were bowled out

:15:08.:15:10.

for 214 before the tourists built a second innings lead of 261

:15:11.:15:13.

as Patrick Gearey reports. Stuart Broad is now a bowler of such

:15:14.:15:17.

stature that it seems his reputation is enough to break

:15:18.:15:20.

a batsman's concentration. Second ball he was still getting

:15:21.:15:23.

loose - loose enough. England would need more

:15:24.:15:26.

than the Broad brush. JP Duminy then Kyle Abbot

:15:27.:15:29.

foxed by the spin. That left Dean Elgar

:15:30.:15:35.

conducting the South African but there was no

:15:36.:15:37.

lasting accompaniment. England finished their morning's

:15:38.:15:46.

work with a new ball. Six wickets taken,

:15:47.:15:48.

a lead of 89 runs. South African chances now

:15:49.:15:51.

depended on their bowlers, but Dale Steyn succumbed

:15:52.:15:53.

to the strain. Alex Hales attempted

:15:54.:15:55.

to put him in his place. Unfortunately for him that place

:15:56.:16:02.

was in the hands of the fielder. If South Africa had any grip

:16:03.:16:05.

on the game, was this the moment Jo Root was pardoned

:16:06.:16:08.

by AB de Villiers. In his second life Root was a freed
