since the full scale of what happened in Rotherham was laid bare.

The first gang to be brought before the court. We heard that they

reached the deepest depths of depravity in their offending,

:02:57.:03:00.

subjecting young girls to the worst kinds of sexual assault and abuse.

For so many people, this has been a big day because the brothers at the

:03:05.:03:08.

heart of this gang carried an air around this town that they were

:03:09.:03:12.

untouchable, and that's in part that despite all the warnings and it

:03:13.:03:17.

going on so long, nobody did anything to stop them.

:03:18.:03:20.

The Hussain brothers were infamous throughout this town,

:03:21.:03:22.

acting as though they ruled Rotherham whilst

:03:23.:03:23.

ruining the childhoods of many of its most vulnerable young women.

:03:24.:03:27.

Arshid, Basharat and Bannaras lived the life of local gangsters,

:03:28.:03:30.

dealing in drugs, weapons and the abuse of girls

:03:31.:03:32.

Arshid, seen arriving for an earlier hearing was known as Mad Ash.

He was left paralysed by a shoot out over drugs.

:03:42.:03:43.

It has been such an emotional roller-coaster.

:03:44.:03:46.

Jessica was one schoolgirl who fell under his

:03:47.:03:50.

Hearing today's guilty verdicts has been a relief.

:03:51.:03:55.

Now I know me and my family are able to put some closure

:03:56.:04:02.

For me, I was waiting for that word so nobody could ever blame

:04:03.:04:09.

For me, this is a new beginning and a new

:04:10.:04:13.

Also found guilty was Qurban Ali, the uncle of the Hussain brothers

:04:14.:04:19.

who conspired with them in abusing one girl.

:04:20.:04:23.

Shelley Davies and Karen MacGregor offered a home to some of the young

:04:24.:04:26.

women, and then forced them to endure further abuse.

:04:27.:04:29.

These defendants, in their differing ways,

:04:30.:04:34.

targeted these teenage girls because they were vulnerable,

:04:35.:04:36.

and then facilitated their systematic

:04:37.:04:37.

Some of the violence was extreme and protracted.

:04:38.:04:45.

And for years, their warnings were ignored,

:04:46.:04:49.

the signs of what was happening disregarded by authorities afraid

:04:50.:04:57.

The verdict today marks a crucial milestone for the victims

:04:58.:05:02.

and survivors who endured years of violence and horrific sexual

:05:03.:05:04.

abuse at the hands of these vile individuals.

:05:05.:05:06.

They have shown incredible bravery reliving vicious

:05:07.:05:10.

and traumatic events for the courts and for many of these young women,

:05:11.:05:13.

it completely shattered their lives and caused life changing damage.

:05:14.:05:15.

And many of them were in court today,

:05:16.:05:17.

holding hands as they watched their abusers face justice.

:05:18.:05:20.

One notable absence, Arshid Hussain has been too

:05:21.:05:22.

The guilty verdicts were delivered by a video link to his home,

:05:23.:05:28.

where he lay in bed, apparently asleep.

:05:29.:05:31.

And tonight, we hear his health has deteriorated further,

:05:32.:05:33.

If he's well enough, he will be sentenced along

:05:34.:05:38.

with his brothers and the rest later this week.

:05:39.:05:40.

Nearly 200 allegations about the conduct of police relating

:05:41.:05:48.

to that systematic abuse in Rotherham are now

:05:49.:05:50.

the Independent Police Complaints Commission.

:05:51.:05:53.

Our Social Affairs correspondent Alison Holt considers how the gang

was able to operate as part of a brutal criminal underworld

For years the South Yorkshire town of Rotherham was regarded

:06:02.:06:10.

by the three Hussain brothers as their domain.

:06:11.:06:12.

On the streets here they ran a violent criminal network

:06:13.:06:14.

which used vulnerable girls as commodities,

:06:15.:06:16.

and it was the oldest brother, Ash Hussain, described in court

:06:17.:06:21.

as brutal and domineering, who called the shots.

:06:22.:06:23.

Very quickly he started being controlling.

:06:24.:06:25.

I wasn't allowed to do anything without his permission.

:06:26.:06:27.

Jessica was just 14 when she was groomed

:06:28.:06:30.

There were times when I thought he was actually going to kill me.

:06:31.:06:39.

It is hard to describe the appalling nature of the abuse.

:06:40.:06:51.

In 2014 an enquiry by Professor Alexis Jay estimated that

:06:52.:06:53.

more than 1400 children in Rotherham had been sexually exploited over

:06:54.:06:56.

There were a number of gangs involved but the Hussains were key.

:06:57.:07:08.

The BBC has obtained a document written more than a decade ago

:07:09.:07:10.

and sent to police and council officials that details the extent

:07:11.:07:13.

This report says that by October 2001, 54 young women had been linked

:07:14.:07:19.

18 of the women had identified one man, Ash Hussain,

:07:20.:07:24.

to project workers, as their boyfriend.

:07:25.:07:27.

It gives a sense of the scale of what was going on and just how

:07:28.:07:31.

Adele Gladman wrote that report as part of a Home Office

:07:32.:07:37.

She welcomes today's convictions but says we still need to know why

:07:38.:07:44.

It is a bit of a hollow result because it should

:07:45.:07:48.

The evidence was there 15 years ago, and we all know the price

white young girls. For too long as a society and Pakistani community, we

have turned a blind eye to these sorts of crimes. In Rotherham, new

councillors and officials are running the local authority and both

:08:39.:08:42.

the police and council have apologised for past failings. They

:08:43.:08:45.

say they are determined to show how much they have changed. Sorry

:08:46.:08:50.

doesn't begin to cover it. Everybody in the council, people who had

:08:51.:08:53.

nothing to do with this, have taken it personally. The whole community

:08:54.:08:59.

of Rotherham has taken it personally. Some of those things

were unforgivable and we have to do what we can to secure justice for

people let down in the past and do things right now. The hope of

survivors and the authorities is that today's convictions will give

others the confidence to come forward knowing action will be taken

David Cameron and Michael Gove were at loggerheads today

What David Cameron has got is an agreement amongst

It's an international law declaration.

I can only state what the facts are, and the facts are that the European

Court of Justice is not bound by this agreement until treaties

are changed, and we don't know when that will be.

So David Cameron's assertion that this irrevocable

You're trying deliberately, and understandably, to get me

The Prime Minister was very precise in stating that this

But I am asking you to make the distinction, because the Prime

:11:10.:11:14.

Minister's campaign is to say to the British population

that the changes he secured in Brussels will definitely happen,

:11:17.:11:20.

that he has got them legally bound up, that his commitments

:11:21.:11:25.

are essentially cast-iron guarantees, and you're saying,

:11:26.:11:28.

on your side of the argument, that is not the case?

The law is clear that until the treaties change,

:11:33.:11:35.

the European Court of Justice is bound only to

:11:36.:11:38.

He's telling people something else - that this is a done deal.

:11:39.:11:45.

I don't believe he is being misleading, but I do think

:11:46.:11:48.

it is important that people recognise that the European Court

:11:49.:11:51.

of Justice stands above every nation state and, ultimately,

:11:52.:11:54.

it will decide on the basis of the treaties.

It's not just awkward because Mr Gove and his wife

are close friends of the Camerons, but the clash is core

So the Government sent out its top lawyer to say Mr Gove

The status of this agreement is not of no consequence,

:12:10.:12:14.

This is an agreement which the court will be bound to take account of,

:12:15.:12:21.

just as they're bound to take account of the wordings

:12:22.:12:23.

This agreement sets out very clearly what the 28 nation states

:12:24.:12:27.

Mr Gove's warning has rattled our Government

We unanimously agreed and adopted a legally binding...

Its president tried to bolster the case today.

This is our Supreme Court, but this row is about the power

Number Ten says because every country in the EU signed up

to the deal, the European Court has to pay attention.

But it's also true that unless and until the changes

are written into European law, they are subject to legal challenge

In a funny way, both David Cameron and Michael Gove are partly right.

But the Government cannot say with certainty that the changes

But for many voters and politicians, the most striking part

of being in the EU is the numbers of people who can make their lives

Our immigration policy means that we have some people who can

come into this country, who we might want to say no to,

and others who we might want to attract who can't

:13:39.:13:41.

For me, it's not a matter of numbers, it's a matter

:13:42.:13:48.

of the type of people that we want in this country.

I've always been suspicious of a transfer of power away

:13:52.:13:54.

Given the opportunity, in a referendum, to make a decision

:13:55.:13:59.

about whether or not we should be a democracy or not, then I'm afraid

:14:00.:14:03.

I'm going to have to conclude that we need to leave.

We're not currently a democracy, then?

I don't think we are properly self-governing.

But our democracy, your votes, will decide whether we stay
