He thanks the community for its response, the emergency | :03:20. | :03:22. | |
services, other London boroughs, but not the government. | :03:23. | :03:25. | |
His deputy and his housing chiefs have also gone. | :03:26. | :03:30. | |
Investigations by the BBC and The Times newspaper | :03:31. | :03:35. | |
into the decisions made when the council refurbished | :03:36. | :03:37. | |
Grenfell Tower added to the pressure. | :03:38. | :03:38. | |
The big change was the addition of aluminium cladding panels | :03:39. | :03:41. | |
Documents passed to the BBC revealed that zinc panels were originally | :03:42. | :03:48. | |
In 2012, the architects' designs showed this clearly. | :03:49. | :03:55. | |
Residents were told it would be zinc. | :03:56. | :03:58. | |
But there was pressure from the council on contractors | :03:59. | :04:00. | |
By 2015, they had been given amendments to the original tender | :04:01. | :04:06. | |
and told to fit aluminium cladding instead of zinc. | :04:07. | :04:10. | |
So did the change make a difference to fire safety? | :04:11. | :04:19. | |
Well, this panel is similar to the ones that were eventually used. | :04:20. | :04:23. | |
It's an aluminium sandwich with a plastic filling, | :04:24. | :04:26. | |
The original zinc panels were marketed as capable | :04:27. | :04:31. | |
Both panels have the same safety rating under European tests. | :04:32. | :04:39. | |
But one expert has told us there are circumstances | :04:40. | :04:41. | |
where the cheaper material would have burned faster. | :04:42. | :04:45. | |
However, even the fact that there was pressure to cut costs | :04:46. | :04:48. | |
has infuriated those affected by the fire. | :04:49. | :04:52. | |
Those affected and the wider community are utterly sick of this | :04:53. | :04:57. | |
lack of value ascribed to human beings who pay their council tax, | :04:58. | :05:02. | |
Meanwhile, cladding from 149 tower blocks has now | :05:03. | :05:09. | |
The whole process has been criticised as | :05:10. | :05:17. | |
the cladding is being tested, not for example, installation, | :05:18. | :05:20. | |
It is very critical at the beginning to do these screening tests, | :05:21. | :05:31. | |
just to see whether there is a risk or not. | :05:32. | :05:34. | |
Whether buildings have this flammable cladding or not. | :05:35. | :05:36. | |
Many do, so now the question is, what do we do about it? | :05:37. | :05:39. | |

is effectively calling for the whole Conservative Administration of | :06:28. | :06:29. | |
Kensington to be sacked. He wants the council to be run by | :06:30. | :06:34. | |
commissioners. These are usually experts and senior officials. But | :06:35. | :06:37. | |
for Jeremy Corbyn, the main target isn't so much the council, its | :06:38. | :06:41. | |
Theresa May. In a letter the Prime Minister this evening he worries the | :06:42. | :06:45. | |
public enquiry she announced will have narrow a remit and some of the | :06:46. | :06:49. | |
wider concerns the residents have will be simply overlooked. He also | :06:50. | :06:52. | |
wants to see an interim report into the crisis produced by September at | :06:53. | :06:56. | |
the latest and throughout this letter you get the impression he | :06:57. | :06:58. | |
wants to push the government just one step beyond where they feel | :06:59. | :07:03. | |
comfortable going, to try to seize the initiative. Tonight, Downing | :07:04. | :07:06. | |
Street say they can reassure residents their voices will be heard | :07:07. | :07:10. | |
