An extraordinary night in Zimbabwe
as Robert Mugabe addresses the | 0:00:08 | 0:00:14
nation, but does not resign. And
after four decades in office, there | 0:00:14 | 0:00:23
was still no goodbye. | 0:00:23 | 0:00:25
The operation I have alluded
to did not amount to a threat to our | 0:00:25 | 0:00:28
well-cherished constitutional order. | 0:00:28 | 0:00:30
Nor was it a challenge
to my authority as head | 0:00:30 | 0:00:33
of state and government. | 0:00:33 | 0:00:43
From Zimbabweans, disbelief and
confusion about how the Mugabe era | 0:00:43 | 0:00:46
will be brought to an end. | 0:00:46 | 0:00:48
We need him to change his mind,
we need him to resign. | 0:00:48 | 0:00:54
He does not speak for our interests,
at he only speaks for his personal | 0:00:55 | 0:00:59
interests and his family. | 0:00:59 | 0:01:06
We'll be live in Zimbabwe,
to assess what happens next. | 0:01:06 | 0:01:08
Here, the Chancellor says this
week's Budget will set out plans | 0:01:08 | 0:01:11
for 300,000 new homes
a year in England. | 0:01:11 | 0:01:12
The international hunt
for an Argentine submarine, | 0:01:12 | 0:01:14
missing with more than 40
crew on board. | 0:01:14 | 0:01:16
The Royal Navy joins
the search effort. | 0:01:16 | 0:01:18
And England make it
through to the semi-finals | 0:01:18 | 0:01:20
of the Rugby League World Cup. | 0:01:20 | 0:01:25
Good evening. | 0:01:39 | 0:01:40
Robert Mugabe remains President
of Zimbabwe tonight, | 0:01:40 | 0:01:44
despite a tumultous weekend that saw
popular protests against him | 0:01:44 | 0:01:46
and an ultimatum from his own party. | 0:01:46 | 0:01:50
In the last few hours,
a live address to the nation - | 0:01:50 | 0:01:55
widely expected to include his
resignation - saw him pledge instead | 0:01:55 | 0:02:03
to preside over his party's
congress next month. | 0:02:03 | 0:02:05
But the party has already
replaced him, and said if he hasn't | 0:02:05 | 0:02:08
resigned by midday tomorrow,
he faces impeachment. | 0:02:08 | 0:02:10
Let's cross live to our Africa
editor, Fergal Keane, in Harare. | 0:02:10 | 0:02:16
These are the hours after
anticipation. When it was announced | 0:02:16 | 0:02:20
earlier today that Robert Mugabe
would address the nation, it was | 0:02:20 | 0:02:22
taken to mean one thing, he was
going to resign. And that was | 0:02:22 | 0:02:27
encouraged by officials, that idea,
by official said to be close to the | 0:02:27 | 0:02:32
negotiations. The world's oldest
Head of State has defied predictions | 0:02:32 | 0:02:36
and the hopes of many of his people. | 0:02:36 | 0:02:40
The very music seemed designed to
drain any drama out of the moment | 0:02:45 | 0:02:48
and perhaps the geniality of the
encounter was a giveaway. Robert | 0:02:48 | 0:02:52
Mugabe did not look like a man about
to walk into the wilderness. And his | 0:02:52 | 0:02:57
words, delivered 15 minutes into a
rambling address, confirmed that he | 0:02:57 | 0:03:01
intended to stay as leader of the
country and party, at least until | 0:03:01 | 0:03:04
the Party Congress in December. The
Congress is due in a few weeks from | 0:03:04 | 0:03:11
now. I will preside over its
processes, which must not be | 0:03:11 | 0:03:21
repossessed by any axe calculated to
undermine it or to compromise the | 0:03:21 | 0:03:33
outcomes in the eyes of the public.
He praised the military and | 0:03:33 | 0:03:39
acknowledge the crisis in his
country and party. The way forward | 0:03:39 | 0:03:45
for us cannot be based on swapping
buying cliques that ride roughshod | 0:03:45 | 0:03:56
over party rules and procedures --
defying. There has to be a net | 0:03:56 | 0:04:04
return to the guiding principles of
our party, as enshrined in its | 0:04:04 | 0:04:10
constitution. This appearance as
shocked Zimbabweans, who were | 0:04:10 | 0:04:15
preparing to witness his
resignation. I think we are being | 0:04:15 | 0:04:20
played. We are being played. I feel
let down. By now, we have produced | 0:04:20 | 0:04:24
some sort of result. We have
nothing, we are back to square one. | 0:04:24 | 0:04:28
But you make of that comment you
expected him to resign? I think the | 0:04:28 | 0:04:32
whole nation was expecting him to
resign. I think we are all shocked, | 0:04:32 | 0:04:35
I think people are going to be at
depressed, confused. People don't | 0:04:35 | 0:04:40
understand what is happening. But I
do think we are in a post-Mugabe | 0:04:40 | 0:04:44
era. Tonight, tomorrow, the next
day, it is going to happen. There | 0:04:44 | 0:04:50
are big questions now. How can
Robert Mugabe preside over a party | 0:04:50 | 0:04:54
which today removed him from the
leadership? Once loyal supporters | 0:04:54 | 0:04:58
met to warn that he would be
impeached by Parliament if he did | 0:04:58 | 0:05:02
not step down from the presidency by
midday tomorrow. An old friend read | 0:05:02 | 0:05:06
out the sentence. | 0:05:06 | 0:05:11
Tonight's non-resignation doesn't
change the feeling of the party. And | 0:05:22 | 0:05:25
it's doesn't remove the bitterness
against his wife, Grace, and her | 0:05:25 | 0:05:28
friends. It has to be over now? Oh,
yes, it has to be over. What he | 0:05:28 | 0:05:35
don't is enough, enough is enough!
The people of Zimbabwe so enormous, | 0:05:35 | 0:05:41
but they are fed up with this. A new
era is beginning. Look at my back. | 0:05:41 | 0:05:49
This is the moment when Robert
Mugabe lost power in his own party. | 0:05:49 | 0:05:53
The party he dominated for so long.
And has now been replaced as party | 0:05:53 | 0:05:58
leader by a man who was one of his
closest allies for decades. A | 0:05:58 | 0:06:03
crocodile! The new readability macro
is known as the crocodile, | 0:06:03 | 0:06:07
celebrated here for his ruthless
cunning -- the new leader Emmerson | 0:06:07 | 0:06:11
Mnangagwa. He may have agreed to
pause, but he is unlikely to stop | 0:06:11 | 0:06:18
until he ousts his own brushes old
comrades. On the streets of Harare, | 0:06:18 | 0:06:27
the President's people seem to
already occupy a different nation. | 0:06:27 | 0:06:31
Here praying for reconciliation and
healing. They have already started | 0:06:31 | 0:06:35
to move beyond the trauma of the age
of Mugabe. | 0:06:35 | 0:06:45
So how ordinary Zimbabweans reacting
the night? | 0:06:45 | 0:06:50
Shingai Nyoka has been speaking
to residents of the city, | 0:06:50 | 0:06:53
to get their reaction to Mr Mugabe's
refusal to resign. | 0:06:53 | 0:06:56
We must learn to forgive. I came to
listen to what President Mugabe had | 0:06:56 | 0:07:02
to say. After a meeting with Army
generals responsible for a takeover | 0:07:02 | 0:07:06
earlier last week, they had expected
to hear his resignation speech. At | 0:07:06 | 0:07:11
this bar, they waited and waited to
be told by President Mugabe in a | 0:07:11 | 0:07:17
stumbling address... All this now
has to stop. That he was going | 0:07:17 | 0:07:22
nowhere. He does not speak for our
interests, he only speaks his | 0:07:22 | 0:07:27
personal interests his family. So
why are you so disappointed? We are | 0:07:27 | 0:07:33
suffering. We are suffering. We have
had enough of suffering. We need | 0:07:33 | 0:07:38
him... We need him to changes mind.
We need him to resign. He did not | 0:07:38 | 0:07:45
actually saying he is resigning or
anything, so we are still waiting. | 0:07:45 | 0:07:50
The people marched yesterday, they
expressed their views. I am beyond | 0:07:50 | 0:07:53
Gloria in Zimbabwe. I have been
practising law for the past three | 0:07:53 | 0:07:58
years. It is pathetic. The country
has gone to the dogs. The consummate | 0:07:58 | 0:08:04
politician appears at least for the
moment and on the surface to have | 0:08:04 | 0:08:08
negotiated a deal on his own terms.
This is not the announcement that | 0:08:08 | 0:08:12
some Zimbabweans were waiting for.
Robert Mugabe is still the President | 0:08:12 | 0:08:16
and it is not clear whether
Parliament will now begin its | 0:08:16 | 0:08:19
impeachment process. People here
today were expecting to hear the | 0:08:19 | 0:08:23
resignation they have demanded. But
those hopes have been damaged. The | 0:08:23 | 0:08:29
wild celebrations we have seen on
the streets stand in dark contrast | 0:08:29 | 0:08:34
to the sombre mood in Harare
tonight. | 0:08:34 | 0:08:42
After a night that turned out
differently to what people expected, | 0:08:42 | 0:08:45
what happens now? Frankly, I shudder
to speculate. Nobody is quite sure. | 0:08:45 | 0:08:51
We were being told by a source close
to the negotiations that it was | 0:08:51 | 0:08:56
definitely going to happen. We heard
that he agreed to resign and then | 0:08:56 | 0:09:00
changed his mind. I believe the
generals have no intention of | 0:09:00 | 0:09:04
forcing him out at the barrel of a
gun. They are going to be content to | 0:09:04 | 0:09:08
allow the party to carry out its
procedures, worked through | 0:09:08 | 0:09:12
impeachment in Parliament if
necessary. And remember, they are | 0:09:12 | 0:09:15
backed up by huge public
demonstrations like those we saw | 0:09:15 | 0:09:17
yesterday. We are told tonight that
tomorrow morning, the military will | 0:09:17 | 0:09:21
give a press conference and so will
the war veterans, a very important | 0:09:21 | 0:09:25
constituency. All of them opposed to
Robert Mugabe continuing. So I think | 0:09:25 | 0:09:30
this is a pause, it is not a
conclusion. All Africa editor in | 0:09:30 | 0:09:35
Harare, thank you. | 0:09:35 | 0:09:40
Here, the Chancellor,
Philip Hammond, has | 0:09:40 | 0:09:42
said measures to boost
the housing market will be | 0:09:42 | 0:09:44
at the heart of his
Budget on Wednesday. | 0:09:44 | 0:09:46
He says he wants 300,000 homes
to be built every year, | 0:09:46 | 0:09:49
a big rise from the recent levels
of around 200,000 a year in England. | 0:09:49 | 0:09:52
But Mr Hammond stressed there was no
"single magic bullet" | 0:09:52 | 0:09:55
to increase housing supply,
as Ben Wright now reports. | 0:09:55 | 0:10:03
Building up expectations ahead
of the Budget for a raft of measures | 0:10:03 | 0:10:06
to fix the housing crisis. | 0:10:06 | 0:10:07
The Chancellor wants to stop
developers sitting on land that has | 0:10:07 | 0:10:10
been given the green
light for housing. | 0:10:10 | 0:10:12
There are lots of things we can do
using planning powers, | 0:10:12 | 0:10:14
using intervention powers to get
planning permission that have | 0:10:14 | 0:10:22
been granted built up. | 0:10:22 | 0:10:24
We will use money, we will use
the powers of the state, | 0:10:24 | 0:10:28
we will use the powers
of the planning system, | 0:10:28 | 0:10:30
but we are determined to get those
missing homes built. | 0:10:30 | 0:10:34
Today, Mr Hammond gave hints
and winks about government help | 0:10:34 | 0:10:36
for smaller house builders
and the possible cuts to stamp duty. | 0:10:36 | 0:10:39
Housing seems set to be
the centrepiece of the budget, | 0:10:39 | 0:10:41
but will it add up to the giant
house-building leap another Cabinet | 0:10:41 | 0:10:44
Minister has called for? | 0:10:44 | 0:10:45
Wednesday will tell us. | 0:10:45 | 0:10:46
Labour says the government
should borrow billions | 0:10:46 | 0:10:48
more for house-building
and stretched public services. | 0:10:48 | 0:10:50
Stop giving the tax cuts
to the corporations and the rich | 0:10:50 | 0:10:55
and recognise you've got
an emergency out there | 0:10:55 | 0:10:58
in terms of public services,
invest in those public services. | 0:10:58 | 0:11:00
The head of the NHS in England has
said health needs an urgent | 0:11:00 | 0:11:03
£4 billion spending boost. | 0:11:03 | 0:11:04
The Chancellor said he would seek
to address particular pressure | 0:11:04 | 0:11:07
points, but a spending splurge
on any front looks unlikely. | 0:11:07 | 0:11:11
Balancing the books is still
the Government's aim. | 0:11:11 | 0:11:14
There will be some cash
for driverless car technology | 0:11:14 | 0:11:16
and artificial intelligence,
but will robots eventually put | 0:11:16 | 0:11:19
millions of us out of work? | 0:11:19 | 0:11:22
Mr Hammond said that
won't happen, but did say this. | 0:11:22 | 0:11:25
Where are all these
unemployed people? | 0:11:25 | 0:11:26
There are no unemployed people... | 0:11:26 | 0:11:33
There are a lot
of unemployed people! | 0:11:33 | 0:11:35
Because we have created
three and a half million | 0:11:35 | 0:11:37
new jobs since 2010. | 0:11:37 | 0:11:39
The Chancellor's clumsy claim
there are no unemployed people | 0:11:39 | 0:11:41
was quickly clarified by him. | 0:11:42 | 0:11:43
Mr Hammond meant that previous
periods of technological change had | 0:11:43 | 0:11:45
not left millions out of work. | 0:11:45 | 0:11:47
Phillip Hammond will walk out
of that door on Wednesday knowing | 0:11:47 | 0:11:51
that the contents of his Budget Box
could be crucial to the political | 0:11:51 | 0:11:55
fortunes of Theresa May's struggling
government, as well as his own. | 0:11:55 | 0:11:58
Unusually, Cabinet colleagues have
been arguing publicly for more money | 0:11:58 | 0:12:00
to be spent on the health
service, on house-building. | 0:12:00 | 0:12:04
Tory MPs are urging him to come up
with some bold ideas to prove this | 0:12:04 | 0:12:08
is a government that has
a purpose beyond Brexit. | 0:12:08 | 0:12:10
The Chancellor knows as well
that there are critical Tory MPs | 0:12:10 | 0:12:17
who want him out of his job,
because they don't think his heart | 0:12:17 | 0:12:20
is in the task of getting
Britain out of the EU. | 0:12:20 | 0:12:22
We won't be a government
that is defined just by Brexit... | 0:12:22 | 0:12:25
The outcome of the Brexit
negotiations will matter much more | 0:12:25 | 0:12:31
than any single Budget -
and tomorrow, a core group | 0:12:31 | 0:12:33
of Cabinet ministers, | 0:12:33 | 0:12:35
including the Chancellor,
will discuss how to unblock talks, | 0:12:35 | 0:12:37
knowing that an offer of more
money might be the key. | 0:12:37 | 0:12:40
Ben Wright, BBC News, Westminster. | 0:12:40 | 0:12:41
Kamal Ahmed, our economics
editor, is here. | 0:12:41 | 0:12:45
How do you think the Chancellor is
going to chart a course through this | 0:12:45 | 0:12:49
terrain? It is interesting, John
MacDonald's position shows some of | 0:12:49 | 0:12:52
the problems Mr Hammond is facing.
His claim is straightforward, | 0:12:52 | 0:12:57
increased taxes on businesses and on
the wealthy and pay for public | 0:12:57 | 0:13:02
services from those increased taxes.
Mr Hammond has a far harder equation | 0:13:02 | 0:13:06
to solve. He is hemmed in by the
politics. No majority in the House | 0:13:06 | 0:13:10
of Commons. That makes tax rises or
spending cuts difficult to force | 0:13:10 | 0:13:15
through. The one option left is to
borrow more, but that could | 0:13:15 | 0:13:18
jeopardise the offer that party made
to the public to balance the books | 0:13:18 | 0:13:24
by 2025. So more borrowing could be
controversial. It is also hemmed in | 0:13:24 | 0:13:29
by the economics. We expect a big
productivity downgrade. The economy | 0:13:29 | 0:13:32
has not been as good at producing
wealth as we expected, that means it | 0:13:32 | 0:13:38
does not grow as fast, the
Government does not get the tax | 0:13:38 | 0:13:42
revenues that it expects, so Mr
Hammond's room to manoeuvre is | 0:13:42 | 0:13:46
constrained. Robert do something on
housing and also on health. And | 0:13:46 | 0:13:49
let's look at that public sector pay
gap -- probably something. One big | 0:13:49 | 0:13:54
question, can he sound big and bold
politically for all those families | 0:13:54 | 0:14:00
who have got falling real incomes,
without putting the economy and the | 0:14:00 | 0:14:04
public finances at risk? We will see
on budget day, thanks very much. | 0:14:04 | 0:14:08

She says the messages were directly

of South America, but there are now | 0:15:29 | 0:15:32
signals being detected which may
provide clues as to its location. | 0:15:32 | 0:15:36
Dan Johnson reports. | 0:15:36 | 0:15:41
This is a vessel designed to play
hide and seek in the deepest depths. | 0:15:41 | 0:15:45
So finding the San Juan,
its crew and the 22 torpedoes it | 0:15:45 | 0:15:48
carries is a real challenge. | 0:15:48 | 0:15:53
Fresh satellite signals,
albeit weak ones, have | 0:15:53 | 0:15:55
revived hopes of rescue. | 0:15:55 | 0:15:59
Seven call attempts have been
received, says the Navy spokesman, | 0:15:59 | 0:16:01
but they were incomplete and need
to be checked to | 0:16:01 | 0:16:04
pinpoint the location. | 0:16:04 | 0:16:06
He stressed that they are making
every effort to find the submarine, | 0:16:06 | 0:16:09
searching the open ocean
and the sea bed. | 0:16:09 | 0:16:16
This is now an international effort. | 0:16:16 | 0:16:20
The US Navy has flown
in deep-sea rescue equipment. | 0:16:20 | 0:16:22
And HMS Protector,
the Royal Navy's Antarctic patrol | 0:16:22 | 0:16:26
ship, has been diverted to help scan
beneath the waves of | 0:16:26 | 0:16:29
the South Atlantic Ocean. | 0:16:29 | 0:16:31
The San Juan left the Southern Port
of Ushuaia last Monday, | 0:16:31 | 0:16:34
after a routine mission. | 0:16:34 | 0:16:38
It was making the 2,000-mile journey
back to its base in Mar del Plata, | 0:16:38 | 0:16:42
not far from Argentina's capital. | 0:16:42 | 0:16:51
The search is focused around
halfway, in the San Jorge Gulf, | 0:16:51 | 0:16:53
where the submarine last made
contact on Wednesday. | 0:16:53 | 0:16:55
One of the 44 crew members is
Argentina's first female submariner. | 0:16:55 | 0:17:00
The best hope of finding her and her
crew mates alive is that | 0:17:00 | 0:17:03
a power failure knocked out
the submarine's communications. | 0:17:03 | 0:17:05
Six countries are now
hunting for the San Juan, | 0:17:05 | 0:17:10
but it's lost in a huge area
of ocean and bad weather is making | 0:17:10 | 0:17:14
a difficult job even harder. | 0:17:14 | 0:17:15
Dan Johnson, BBC News. | 0:17:15 | 0:17:18
Now it's time for the sport. | 0:17:18 | 0:17:23
Hello, Lizzie. | 0:17:23 | 0:17:26
Thanks very much, Mishal. | 0:17:26 | 0:17:27
Good evening. | 0:17:27 | 0:17:28
England are still on course
to reach their first | 0:17:28 | 0:17:30
Rugby League World Cup final
in over two decades. | 0:17:30 | 0:17:34
They're through to the semis
against Tonga, after beating | 0:17:34 | 0:17:37
co-hosts Papua New Guinea 36-6. | 0:17:37 | 0:17:38
John Watson reports. | 0:17:38 | 0:17:41
Flying the flag down under, a trip
worth making for England to make the | 0:17:41 | 0:17:49
semifinals. Papua New Guinea, Rugby
league is that national sport and | 0:17:49 | 0:17:53
they fanatical. Silenced the crowd
and you may silence the team and 12 | 0:17:53 | 0:17:57
minutes in, England that. It is
going to be yet another try for | 0:17:57 | 0:18:01
germane to McGilvray! Ten tries and
ten matches. Papua New Guinea tried | 0:18:01 | 0:18:08
to knock England of their stride but
the fast hands of Kallum Watkins, a | 0:18:08 | 0:18:13
moment of magic as McGilvray found
the line again. The Huddersfield | 0:18:13 | 0:18:17
flyer turned provider in the second,
Watkins eyeing the try line. Is he | 0:18:17 | 0:18:22
going to be caught? No, he is not.
And a semifinal spot. He may have | 0:18:22 | 0:18:27
hit Top Gear, but England have still
to do so despite Brian Hall | 0:18:27 | 0:18:30
finishing with a flourish. A bit
scratchy at times, still a lot to | 0:18:30 | 0:18:36
work on, but really pleased to be
progressing in the competition. The | 0:18:36 | 0:18:39
boys looking forward to it, we need
to better to be in a semifinal of | 0:18:39 | 0:18:44
the World Cup is special so we are
going to make the most of it. Time | 0:18:44 | 0:18:47
for the plans to extend their stay
two games for England to find | 0:18:47 | 0:18:51
fluency to take them to the title. | 0:18:51 | 0:18:56

manager of West Ham began | 0:19:01 | 0:19:04
with defeat at Watford. | 0:19:04 | 0:19:05
They were beaten 2-0

Chris Coleman, who resigned
as Wales manager on Friday, | 0:19:22 | 0:19:24
has taken charge of the struggling
Championship side Sunderland. | 0:19:24 | 0:19:26
He led Wales to their highest world
ranking and took them | 0:19:26 | 0:19:29
to the semi-finals of the Euros. | 0:19:29 | 0:19:30
Sunderland are currently
bottom of the table. | 0:19:30 | 0:19:32
Coleman is their eighth
manager in six years. | 0:19:32 | 0:19:39
Well, it may not have been
the line-up tennis fans had hoped | 0:19:39 | 0:19:42
for, but the season-ending
World Tour Finals in London finished | 0:19:42 | 0:19:44
with a gripping duel,
as Grigor Dimitrov battled past | 0:19:44 | 0:19:47
David Goffin to win the biggest
title of his career - | 0:19:47 | 0:19:50
and the £1.9 million bonus -
for going the whole | 0:19:50 | 0:19:52
tournament unbeaten. | 0:19:52 | 0:19:59
Tommy Fleetwood held off a charge by
Justin Rose to win the race to do I | 0:19:59 | 0:20:06
is the season's number one. He
finished 21st in the final event, | 0:20:06 | 0:20:10
the tour championship, but it was
enough to stay top of the Money List | 0:20:10 | 0:20:14
after Justin Rose fell apart in his
final few holes. | 0:20:14 | 0:20:17
England's women's cricketers
could still draw their Ashes series, | 0:20:17 | 0:20:19
after winning the second 20/20
in Canberra by 40 runs. | 0:20:19 | 0:20:22
Australia have already
retained the trophy, | 0:20:22 | 0:20:23
but England have closed the gap
in the multi-format points series, | 0:20:23 | 0:20:26
and a win in the final game
will level the series. | 0:20:26 | 0:20:36
Great Britain's four-man Bob sleigh
team have won a surprise World Cup | 0:20:36 | 0:20:40
Bronze medal. They put aside a

at Park city in the USA, behind

Thank you very much. | 0:20:52 | 0:20:56
