question is being asked though, you

now? I think many people suspected

move even earlier. There is a statue

particularly now at this time, you

could be unrest sparked by this

of rage, demonstrations in the

airline is that this move is a

deal.

promised to look at the challenges
of the world with open eyes and very | 0:07:22 | 0:07:29 | |
fresh thinking. We cannot solve our
problems by making the same failed | 0:07:29 | 0:07:37 | |
assumptions and repeating the same
failed strategies of the past. All | 0:07:37 | 0:07:45 | |
challenges demand new approaches. My

beginning of a new approach to

relocate the American Embassy to

city and so importantly, is Israel's

an overwhelming bipartisan majority.
And was reaffirmed by unanimous vote | 0:08:12 | 0:08:19 | |
of the Senate only six months ago.
Yet for over 20 years every previous | 0:08:19 | 0:08:28 | |
American president has exercised the
waiver, refusing to move the US | 0:08:28 | 0:08:36 | |
Embassy to Jerusalem or to recognise
Jerusalem as Israel's capital city. | 0:08:36 | 0:08:46 | |
Presidents issued these waivers
under the belief that delaying the | 0:08:46 | 0:08:48 | |
recognition of Jerusalem would
advance the cause of peace. Some say | 0:08:48 | 0:08:53 | |
that they lacked courage, but they
made their best judgment based on | 0:08:53 | 0:09:00 | |
facts as they understood them at the
time. Nevertheless the record is in. | 0:09:00 | 0:09:06 | |
After more than two decades of
waivers, we are no closer to a | 0:09:06 | 0:09:12 | |
lasting peace agreement between
Israel and the Palestinians. It | 0:09:12 | 0:09:17 | |
would be folly to assume that
repeating the exact same formula | 0:09:17 | 0:09:22 | |
would now produce a different or
better results. Therefore I'm | 0:09:22 | 0:09:27 | |
determined that it is time to
officially recognise Jerusalem as | 0:09:27 | 0:09:35 | |
the capital of Israel. While
previous presidents have made this a | 0:09:35 | 0:09:43 | |
major campaign promise, they have
failed to deliver. Today I am | 0:09:43 | 0:09:48 | |
delivering. I have judged this
course of action to be in the best | 0:09:48 | 0:09:55 | |
interests of the United States of
America. And the pursuit of peace | 0:09:55 | 0:09:59 | |
between Israel and the Palestinians.

advance the peace process and to

Israel is a sovereign nation with
the right like every other sovereign | 0:10:11 | 0:10:17 | |
nation to determine its own capital.
Acknowledging this is a fact, is a | 0:10:17 | 0:10:24 | |
necessary condition for achieving
peace. It was 70 years ago that the | 0:10:24 | 0:10:32 | |
United States under President Truman
recognised the state of Israel. Ever | 0:10:32 | 0:10:38 | |
since then Israel has made its
capital in the city of Jerusalem. | 0:10:38 | 0:10:45 | |
The capital the Jewish people
established in ancient times. Today | 0:10:45 | 0:10:51 | |
Jerusalem is the seat of the modern
Israeli government. It is the home | 0:10:51 | 0:10:57 | |
of the Israeli parliament. As well
as the Israeli Supreme Court. It is | 0:10:57 | 0:11:05 | |
the location of the official
residence of the Prime Minister and | 0:11:05 | 0:11:09 | |
the president. It is the
headquarters of many government | 0:11:09 | 0:11:14 | |
ministries. For decades visiting
American presidents, secretaries of | 0:11:14 | 0:11:21 | |
State and military leaders have met
their Israeli counterparts in | 0:11:21 | 0:11:28 | |
Jerusalem. As I did on my trip to
Israel earlier this year. Jerusalem | 0:11:28 | 0:11:33 | |
is not just the heart of three great
religions but it is now also the | 0:11:33 | 0:11:40 | |
heart of one of the most successful
democracies in the world. Over the | 0:11:40 | 0:11:47 | |
past seven decades the Israeli
people have built a country where | 0:11:47 | 0:11:52 | |
Jewish people, Muslims and
Christians and people of all faiths | 0:11:52 | 0:11:57 | |
are free to live and worship
according to their conscience and | 0:11:57 | 0:12:02 | |
according to their beliefs.
Jerusalem is today and must remain a | 0:12:02 | 0:12:09 | |
place where Jewish people pray at
the Western Wall, where Christians | 0:12:09 | 0:12:15 | |
walk the stations of the Cross and
where Muslims worship at the mosque. | 0:12:15 | 0:12:24 | |
However through all of these years
presidents of representing the | 0:12:24 | 0:12:30 | |
United States have declined to
officially recognised Jerusalem as | 0:12:30 | 0:12:34 | |
the Israeli capital. In fact we have
declined to acknowledge any Israeli | 0:12:34 | 0:12:39 | |
capital at all. But today we finally
acknowledge that Jerusalem is the | 0:12:39 | 0:12:49 | |
Israeli capital. This is nothing
more or less than a recognition of | 0:12:49 | 0:12:54 | |
reality. It is also the right thing
to do. It is something that has to | 0:12:54 | 0:13:00 | |
be done. That is why consistent with
the Jerusalem Embassy act, I'm also | 0:13:00 | 0:13:11 | |
directing the State Department to
begin preparation to move the | 0:13:11 | 0:13:14 | |
American Embassy from Tel Aviv to
Jerusalem. This will immediately | 0:13:14 | 0:13:22 | |
begin the process of hiring
architects, engineers and planners | 0:13:22 | 0:13:26 | |
so a new embassy when completed will
be a magnificent tribute to peace. | 0:13:26 | 0:13:33 | |
In making these announcements I also
want to make one point very clear. | 0:13:33 | 0:13:40 | |
This decision is not intended in any
way to reflect a departure from our | 0:13:40 | 0:13:46 | |
strong commitment to facilitate a
lasting peace agreement. We want an | 0:13:46 | 0:13:52 | |
agreement that is a great deal for
the Israelis and a great deal for | 0:13:52 | 0:13:56 | |
the Palestinians. We are not taking
a position of any final status | 0:13:56 | 0:14:04 | |
issues including the specific
boundaries of the Israeli | 0:14:04 | 0:14:09 | |
sovereignty in Jerusalem by the
resolution of contested borders. | 0:14:09 | 0:14:13 | |
Those questions are up to the
parties involved. The United States | 0:14:13 | 0:14:20 | |
remains deeply committed to helping
facilitate a peace agreement that is | 0:14:20 | 0:14:27 | |
acceptable to both sides. I intend
to do everything in my power to help | 0:14:27 | 0:14:36 | |
forge such an agreement. Without
question Jerusalem is one of the | 0:14:36 | 0:14:42 | |
most sensitive issues in those
talks. The United States would | 0:14:42 | 0:14:47 | |
support a two state solution if
agreed to by both sides. In the | 0:14:47 | 0:14:55 | |
meantime I call on all parties to
maintain the status quo at the holy | 0:14:55 | 0:15:00 | |
sites in Jerusalem including the
Temple Mount also known as home run | 0:15:00 | 0:15:09 | |
archery. Above are -- above all our
greatest hope is for peace. The | 0:15:09 | 0:15:13 | |
universal yearning in every human
soul. With the actions today I | 0:15:13 | 0:15:23 | |
reaffirm my administration's

of peace and security for region.

and dissent. Regarding this

that ultimately as we work through

at a piece and a place far greater

This sacred city should call forth

sites to what it is possible, not

fights that have become so totally

the grasp of those willing to reach

moderation and for the voices of

extraordinary summit in Saudi Arabia

is a region rich with culture,

brilliant, proud and diverse.

incredible future awaiting this

foreign policy. He then went on in

underline as he said at his

advancing the peace process. He said

facilitate a peace agreement

and the Palestinians. So there he

on the language and it will be

capital earlier this year they said
West Jerusalem, not Jerusalem as a | 0:20:14 | 0:20:20 | |
whole. President Trump talked about
Jerusalem, the capital city but did | 0:20:20 | 0:20:24 | |
not use the Israeli words which is
eternal, undivided. The Palestinians | 0:20:24 | 0:20:32 | |
will seize a pub in that, the
recognition that some parts of | 0:20:32 | 0:20:35 | |
Jerusalem could be theirs in the
capital and President Trump careful | 0:20:35 | 0:20:38 | |
to say this does not presuppose any
discussions in the final status | 0:20:38 | 0:20:42 | |
talks about the boundaries of
Jerusalem. He did not even hint | 0:20:42 | 0:20:46 | |
however that the Palestinians wanted
East Jerusalem as the capital and | 0:20:46 | 0:20:50 | |
when he came to that mantra at the
two state solution, he did not say | 0:20:50 | 0:20:56 | |
that I believe in the two state

solution if both sides agree to it.
So he stepped back from that. So for | 0:21:01 | 0:21:06 | |
some Israelis he may not have said
enough but for Palestinians and | 0:21:06 | 0:21:10 | |
Arabs he certainly said nothing that
would satisfy them. There was | 0:21:10 | 0:21:13 | |
nothing sweetened in for them aside
to his commitment to a process but | 0:21:13 | 0:21:19 | |
that will not be enough, that appeal
for calm. There was nothing in his | 0:21:19 | 0:21:23 | |
language that will bring about that
calm. And in the build-up to this | 0:21:23 | 0:21:28 | |
announcement we have seen
condemnation from so many different | 0:21:28 | 0:21:31 | |
places in the world, as you go
through it and you have been looking | 0:21:31 | 0:21:34 | |
at all of it to the day, which were
the most significant voices that | 0:21:34 | 0:21:38 | |
stood out for you. All the voices,
what will matter most is what is | 0:21:38 | 0:21:42 | |
happening on the ground. We will
hear from Mahmoud Abbas but we know | 0:21:42 | 0:21:48 | |
I think what he will say, he will
see it as a challenge to him, to his | 0:21:48 | 0:21:51 | |
leadership. Never mind that this is
a history of failed is making but he | 0:21:51 | 0:21:57 | |
knows there will be anger on the
streets and in some ways he must | 0:21:57 | 0:22:00 | |
respond to that. We heard from Hamas
in the Gaza Strip, calling for a day | 0:22:00 | 0:22:05 | |
of rage and Friday and all Arab
leaders have always tried to be | 0:22:05 | 0:22:10 | |
standard-bearers for the Palestinian
cause, the Palestinians will say | 0:22:10 | 0:22:14 | |
they've never done enough to help.
But today they are all standing up | 0:22:14 | 0:22:17 | |
and that includes Arabs, Turkish and
Iranian leaders and of course | 0:22:17 | 0:22:22 | |
European leaders as well. In saying
that this is something that will | 0:22:22 | 0:22:26 | |
damage the peace process. We will
have a different view from the | 0:22:26 | 0:22:31 | |
Israelis, President Trump is right,
all the way from President Clinton | 0:22:31 | 0:22:37 | |
on, they're not help the peace
process. So in some senses he is | 0:22:37 | 0:22:43 | |
correct that there needs to be new
thinking but this new thinking may | 0:22:43 | 0:22:47 | |
not be the right one. Thank you very

courage, but they made their best

understood them at the time.
Nevertheless, the record is in. | 0:41:19 | 0:41:25 | |
After more than two decades of
waivers, we are now closer to a | 0:41:25 | 0:41:30 | |
lasting peace agreement between
Israel and the Palestinians. It | 0:41:30 | 0:41:34 | |
would be folly to assume that
repeating the exact same formula | 0:41:34 | 0:41:39 | |
would now produce a different for
better result. Therefore, I have | 0:41:39 | 0:41:46 | |
determined that it is time to
officially recognise Jerusalem as | 0:41:46 | 0:41:53 | |
the capital of Israel. While

major campaign promise, they failed

I have judged this course of action

United States of America, and the

American president as irresponsible.

president described why he is making

Trump? Well, I think the key line of

failed to deliver on campaign

that is what this is all about, he
had promised during his campaign to | 0:43:16 | 0:43:22 | |
his pro-Israel voters that he would

would recognise Jerusalem as the
capital, and now he's doing it. It | 0:43:28 | 0:43:31 | |
was notable how many times he said
during a speech that other | 0:43:31 | 0:43:35 | |
presidents had also made that
promise but they never did it. But | 0:43:35 | 0:43:38 | |
he was doing it. That is the main
impetus here. He also went to some | 0:43:38 | 0:43:45 | |
lengths to say this did not mean
that the US on-the-job | 0:43:45 | 0:43:49 | |
administration was departing from
the peace process, all from its | 0:43:49 | 0:43:54 | |
plans to mediate the peace deal. He
went on at some length about how the | 0:43:54 | 0:43:59 | |
US was deeply committed to that, and
he made a point of saying that the | 0:43:59 | 0:44:05 | |
final status of Jerusalem is not
affected by this announcement. The | 0:44:05 | 0:44:08 | |
US was not taking any position on
that. And that it would accept a two | 0:44:08 | 0:44:13 | |
state solution if that's what both
sides wanted. He made that very | 0:44:13 | 0:44:18 | |
clear. Then he said this could even
advance the peace process, though | 0:44:18 | 0:44:21 | |
frankly he did not say how it could,
other than that recognising Israel | 0:44:21 | 0:44:26 | |
had sovereignty on the right to
choose its capital was a necessary | 0:44:26 | 0:44:29 | |
step. Then Prime Minister Netanyahu
chimed in to say there is no peace | 0:44:29 | 0:44:34 | |
that doesn't include Jerusalem as

The reaction that has come that you
were quoting there is quite | 0:44:36 | 0:44:42 | |
predictable, because the concern of
critics, which involves most if not | 0:44:42 | 0:44:46 | |
all of the US allies, is that the

statement, is disruptive enough to
the peace process, never mind how | 0:44:51 | 0:44:55 | |
the presidents couched it. That move

been announced, but how likely is

it is years, not months, and it will

because they are planning to build a

security requirements uncertain if

that this would trigger a backlash.

keeping with what you would expect

towards the end of Donald Trump's

knew there would be a backlash. He

from the education minister of

friction, was the word used in the

long term this would move the region

people are expressing doubt about

away. There is no peace process,

Trump's team including his

prominent real estate lawyer are

Palestinians and Jordanians that

progress, that Trump was listening,
they knew it would be a slow process | 0:48:38 | 0:48:41 | |
but I thought at least there was an
effort to try to listen to all | 0:48:41 | 0:48:44 | |
sides. -- they thought. Announcing
today that Jerusalem is the capital | 0:48:44 | 0:48:52 | |
of Israel, that the embassy will be
moving to Jerusalem, will be seen by | 0:48:52 | 0:48:56 | |
the Palestinians, Arabs and allies

only listening to one side. You

you are not listening to all sides.

it's worth re-capping, because it is

significance of what he has just

ourselves, Jerusalem is not just a

is not just an embassy building.

significance, sacred significance,

have sites holy to their faith in

emotional issue for many people, it

down through history, it touches the
heart and is at the heart of so many | 0:49:48 | 0:49:52 | |
of the world's issues. It is why you

Jerusalem symbolises so much and

this eternal city which brings

being seen as a city which is people

House, when we were talking earlier

programme, people have tried to make

will change his mind, that is most

with this announcement, isn't it?
Well, he has recognised Israel, | 0:50:24 | 0:50:32 | |
Jerusalem, as the capital of Israel,
that in itself is a significant | 0:50:32 | 0:50:36 | |
decision. Whether the embassy gets
moved there or not, that is maybe | 0:50:36 | 0:50:41 | |
just as disturbing to the
Palestinians and Arab leaders as if | 0:50:41 | 0:50:45 | |
there was a transfer or a building
being made. He has basically said | 0:50:45 | 0:50:52 | |
that the US has overturned decades
of policy, and in the view of the | 0:50:52 | 0:50:59 | |
Palestinians, taken at unbalanced
approach to their holy city for | 0:50:59 | 0:51:06 | |
territorial sovereignty over part of
it. Even if the embassy is not | 0:51:06 | 0:51:10 | |
moved, and that will take a couple
of years, there will not be much | 0:51:10 | 0:51:14 | |
action on the ground, and it may not
happen perhaps, but he has made this | 0:51:14 | 0:51:19 | |
declaration and come out with a
statement that recognises Jerusalem | 0:51:19 | 0:51:22 | |
as the capital for Israel, and that

or disappointment to the Arabs and

does not happen. I should say, US

once the process starts, once the

it continues. It is not as if they

that when he first started

spoke about Israeli interests and

and aspirations, then within a short

commitment to Israel as the most

strategic ally, defending the rights

more towards, let's say, attachment

happen for the peace process. What

president is that he has not really

commitment of his administration to

said, it is more than 20 years now
since the Oslo peace process which | 0:53:53 | 0:53:57 | |
was very much enshrining the idea of
a two state solution, which has led | 0:53:57 | 0:54:01 | |
some Palestinians to even say it's
not going to work, let's look at a | 0:54:01 | 0:54:05 | |
one state solution. There are

but as Antonio Cotan is reminded all

who say really the only alternative,

state solution. A state for the

the language, side by side living in

state. Some watching what happened

himself as the ultimate deal-maker,

deal? Saying, but I have also agreed

or that, there has been an agreement
