been arrested in connection with the attack. It seems that a fully | :02:02. | :02:05. | |

officer. This time the vehicle overturned, police opened fire very | :02:24. | :02:28. | |
quickly and shot dead five suspected terrorists. They were reportedly | :02:29. | :02:36. | |
wearing explosive belts, there was then a series of controlled | :02:37. | :02:40. | |

continent, all over the world, to walk up and down this famous Las | :17:58. | :18:01. | |
Ramblas, this van was driven at high speed for half a kilometre, | :18:02. | :18:05. | |
ploughing into pedestrians. Richard Gregg is from Dartford, Kent, you | :18:06. | :18:10. | |
witnessed some of the aftermath, tell us what you saw. We were | :18:11. | :18:15. | |
walking back onto Las Ramblas, immediately after the van had hit, | :18:16. | :18:19. | |
did not really know, it was surreal and chaotic at the time, all we | :18:20. | :18:23. | |
heard was a couple of tourists shouting that people had been hit | :18:24. | :18:27. | |
and there was blood everywhere. We got onto Las Ramblas and people were | :18:28. | :18:31. | |
running everywhere, we could not get anywhere near our apartment, which | :18:32. | :18:35. | |
is literally parallel with where the van ended up, so we made our way | :18:36. | :18:39. | |
through the back streets, which were filled with people at that time, | :18:40. | :18:44. | |
panicking, really, the police also were in the back streets very | :18:45. | :18:47. | |
quickly. Las Ramblas has numerous side alley ways, all the way up and | :18:48. | :18:52. | |
down, literally flooded with police, on foot, on motorcycles, getting us | :18:53. | :18:56. | |
off the street and clearly looking for someone, we now know... When we | :18:57. | :19:02. | |
got back to our street we could see where the van had ended, bodies on | :19:03. | :19:06. | |
the floor, we made our way back to our apartment as quickly as we | :19:07. | :19:10. | |
could, we ended up within the police called in and could not leave the | :19:11. | :19:13. | |
building, because the market place where a lot of the armed police were | :19:14. | :19:18. | |
was literally behind our building. We were in this sort of track | :19:19. | :19:22. | |
position. How long were you trapped there for? Have you been able to go | :19:23. | :19:28. | |
back? We stayed in the apartment for two or three hours, until we got the | :19:29. | :19:32. | |
international news, nothing on the news for about 20 minutes, half an | :19:33. | :19:37. | |
hour, we did not know the severity of what had happened apart from | :19:38. | :19:40. | |
judging by the numbers of people running through the streets and the | :19:41. | :19:43. | |
volume of police and helicopters overhead, so we knew it was fairly | :19:44. | :19:48. | |
serious. We left the apartment at 9:30pm, to meet friends on the other | :19:49. | :19:52. | |
side of Barcelona, check they were all OK, the whole city was fairly | :19:53. | :19:58. | |
quiet, fairly subdued, normally you would expect Barcelona to be buzzing | :19:59. | :20:01. | |
at this time of year. Obviously everyone is now very on edge. If you | :20:02. | :20:07. | |
had been walking down Las Ramblas a fume and is earlier, you could have | :20:08. | :20:10. | |
been caught up in the attack. We would have been where the van ended | :20:11. | :20:15. | |
up had we been two minutes earlier, that is where we were headed. We are | :20:16. | :20:20. | |
really grateful that we were just two minutes behind where the attack | :20:21. | :20:28. | |
happened. You are on holiday here, are you staying, despite what | :20:29. | :20:32. | |
happened question mark we are staying until Monday, taking it day | :20:33. | :20:38. | |
by day, seeing how things go. It was fiercely... We were freaked out last | :20:39. | :20:42. | |
night, and on edge, we feel a little bit calmer today, as you have | :20:43. | :20:46. | |
mentioned, Las Ramblas is getting back to some semblance of normality, | :20:47. | :20:50. | |
as lots of people down there, stalls opening back up, we feel fairly | :20:51. | :20:56. | |
reassured by the volume of police, and the security service response. | :20:57. | :21:02. | |
We are intending to stay. You are a bit shaken? A little bit shocked and | :21:03. | :21:08. | |
on edge, has not really sunk in, the first, sort of ten minutes after the | :21:09. | :21:12. | |
attack it was all fairly surreal, half the crowd were running and | :21:13. | :21:16. | |
screaming away, the other half had no clue what was happening at all, | :21:17. | :21:20. | |
just standing around, looking, wondering what is going on. So it | :21:21. | :21:25. | |
was all a bit surreal for the first bit, and then once it became clear | :21:26. | :21:29. | |
what was happening, that is when it starts to sink in. When we saw | :21:30. | :21:32. | |
people on the floor being tended to by emergency services we suddenly | :21:33. | :21:37. | |
realise the severity of the situation. We were very concerned | :21:38. | :21:42. | |
last night, until they had arrested anyone, because we did not know | :21:43. | :21:45. | |
where anybody was, now, we hear that the driver is probably still not | :21:46. | :21:52. | |
apprehended. That leaves a little bit of apprehension, worried, about | :21:53. | :21:55. | |
where we are going to go tonight, what we are going to do today, we | :21:56. | :22:01. | |
want to stay insecure places. There has been a string of these vehicle | :22:02. | :22:05. | |
attacks across Europe, including London, did you realise pretty | :22:06. | :22:09. | |
quickly that that is probably what it was, when you saw everybody | :22:10. | :22:16. | |
running? We realised, when the first tourist was shouting out that people | :22:17. | :22:19. | |
had been hit, we thought perhaps it was just a tragic car accident, by | :22:20. | :22:23. | |
the time we saw the volume of police and we could see that there was the | :22:24. | :22:26. | |
van there and bodies on the floor, we guessed pretty quickly that this | :22:27. | :22:31. | |
was some form of deliberate attack. Especially knowing Las Ramblas as | :22:32. | :22:35. | |
well, it is a prime target for that sort of attack because you have | :22:36. | :22:40. | |
concentrated pedestrians in a small area, literally nowhere to run. As | :22:41. | :22:44. | |
the van was going down, those people had nowhere to go because traffic | :22:45. | :22:48. | |
either side of you, literally a complete mess of people in the | :22:49. | :22:53. | |
middle. Nowhere to escape. We guessed exactly what was going on. | :22:54. | :22:58. | |

people from more than 20 countries, 20 countries were casualties of | :28:51. | :28:55. | |
that, many of them from France, we are hearing, about 20 French people | :28:56. | :29:00. | |
injured in that attack. There will be a minutes silence Elizabeth later | :29:01. | :29:05. | |
on today in the heart of Barcelona as people remember and pay respects | :29:06. | :29:10. | |
to the dead, and injured, and three days now of national mourning | :29:11. | :29:13. | |
declared by the Spanish government. That is the latest from here, | :29:14. | :29:15. | |

several attacks over the course of the past year, the question asked, | :29:35. | :29:39. | |
can vehicle attacks be prevented? In just over a year, Europe has seen | :29:40. | :29:43. | |
seven attacks were vehicles have been used as weapons. | :29:44. | :29:50. | |
A threat, but he talked of buying guns... | :29:51. | :29:52. | |
And this is where it ended up, in flames after... | :29:53. | :29:55. | |
Here at Westminster Bridge, they have installed these barriers | :29:56. | :30:10. | |
to stop vehicles running into pedestrians on the bridge. | :30:11. | :30:14. | |
But an attacker could just pick a different crowded place. | :30:15. | :30:19. | |
The authorities are also looking at things like more checks on people | :30:20. | :30:22. | |
making short notice rentals of vans, but the problem is, these attacks | :30:23. | :30:25. | |
And with so little planning required, it can be hard | :30:26. | :30:33. | |

But counterterrorism experts caution they cannot stop | :30:43. | :30:46. | |

out the attack in Barcelona, what are you hearing? It is not a little | :31:30. | :31:34. | |
wolf, as originally thought. The line the Spanish investigators are | :31:35. | :31:39. | |
going down is a network, they are linking all three incidents. The | :31:40. | :31:42. | |
attack on Las Ramblas with a vehicle which mowed down and killed 13 | :31:43. | :31:48. | |
people and injured over 100, the other attack on the port 60 | :31:49. | :31:53. | |
kilometres south of their where the Tom Okker five attackers were shot | :31:54. | :31:56. | |
and killed, and on Wednesday evening before those there was an explosion | :31:57. | :32:00. | |
on a flat which did not seem suspicious at the time but they now | :32:01. | :32:04. | |
think it was some form of preparation or test for explosives. | :32:05. | :32:08. | |
They think there was a network planning to use gas explosives. | :32:09. | :32:13. | |
Clearly this is happening right under the noses of the Spanish | :32:14. | :32:18. | |
authorities. They had a tip-off, a warning from the CAA, almost | :32:19. | :32:22. | |
certainly be more -- Moroccan authorities would have tipped them | :32:23. | :32:26. | |
off as well. One of the alleged perpetrators came through from the | :32:27. | :32:30. | |
Spanish enclave on the north African coast. | :32:31. | :32:33. | |
In terms of the potential scale of any network they are talking about a | :32:34. | :32:38. | |
cell of eight. What has been going on in Spain in terms of | :32:39. | :32:42. | |
radicalisation and terror networks? Eight is quite an unusually large | :32:43. | :32:49. | |
number. These days. Because Western intelligence agencies and the | :32:50. | :32:51. | |
Russians and Chinese, for that matter, have got infinitely better | :32:52. | :32:58. | |
surveillance and interception, but working against there is encryption. | :32:59. | :33:04. | |
Generally people are tending to keep their number is small, because the | :33:05. | :33:06. | |
more people you have on the network, the greater the risk that somebody | :33:07. | :33:10. | |
will be caught and turned witness or that they will be intercepted and | :33:11. | :33:13. | |
give the game away. That is quite big. Spain is a target for a number | :33:14. | :33:22. | |
of reasons. It has got a very large Moroccan population, most of whom | :33:23. | :33:25. | |
are completely peaceful and law-abiding, but it is a fertile | :33:26. | :33:29. | |
pool for jihadis to hunt in because some of them have spent time in | :33:30. | :33:35. | |
Morocco with Al-Qaeda supporters, some have gone to so-called Islamic | :33:36. | :33:39. | |
State. That is in no way to prejudice against the peaceful | :33:40. | :33:43. | |
majority. There was also the fact that hard-core jihadists have never | :33:44. | :33:50. | |
given up trying to reclaim Spain and Portugal and Andalusia for the | :33:51. | :33:53. | |
caliphate, it was ruled by over 500 years as part of the Islamic empire | :33:54. | :33:58. | |
and they want it back. The last attack in Spain was in Madrid in | :33:59. | :34:03. | |
2004, what has gone on since in terms of counterterrorism methods? | :34:04. | :34:10. | |
Lots of arrests. Spain already had a very effective counterterrorism | :34:11. | :34:12. | |
programme because they had to deal for decades with the Basque | :34:13. | :34:15. | |
separatist group at which is now lay down its arms. They have been pretty | :34:16. | :34:21. | |
good on counterterrorism. -- the Basque separatist group ET a. When | :34:22. | :34:27. | |
the Madrid attacks happened in 2004, MI5 originally thought it would be | :34:28. | :34:35. | |
ETA, because that is what the Spanish government told them. They | :34:36. | :34:39. | |
have never eradicated all the jihadis cells and there are people | :34:40. | :34:43. | |
coming up from North Africa and certain factors that lead to people | :34:44. | :34:48. | |
becoming vulnerable to recruitment such as unemployment, a feeling of | :34:49. | :34:52. | |
exclusion from Spanish society, a certain degree of Rachel prejudice | :34:53. | :34:59. | |
showing and profiling. -- racial prejudice and profiling. There are | :35:00. | :35:03. | |
certain areas of cities where there is a class that feels excluded from | :35:04. | :35:08. | |
normal society. These are the people preyed upon by ices recruiters. And | :35:09. | :35:13. | |
the authorities are working to try to find the driver of the van, who | :35:14. | :35:17. | |
escaped from the scene? Unless he was one of the five shot in the | :35:18. | :35:23. | |
second attack, they are not certain. It is very suspicious because | :35:24. | :35:28. | |
everybody initially said it is this guy Driss Oukabir, he said my | :35:29. | :35:33. | |
brother stole my ID papers, it was not me, so they are trying to | :35:34. | :35:37. | |
investigate and pin it down at the moment. Leader Dredge, you have been | :35:38. | :35:43. | |
looking at protecting pedestrians on the streets of London in particular | :35:44. | :35:47. | |
with this new threat of car tax -- Lee, you have been looking. Whatever | :35:48. | :35:52. | |
you been looking at in particular? About the latest attacks over the | :35:53. | :35:56. | |
last two McRee years or so, how easy it is for a vehicle to be used to | :35:57. | :36:01. | |
cause devastating injuries and fatalities like we sadly saw | :36:02. | :36:05. | |
yesterday. We are working on a current project where the initial | :36:06. | :36:12. | |
design for renewing the streetscape of a high-profile retailer in London | :36:13. | :36:15. | |
was designed to prevent the mopeds style attacks we have seen almost | :36:16. | :36:20. | |
weekly. We have now been brought in to assist and say is there any more | :36:21. | :36:24. | |
we can do to maybe safeguard pedestrians from this form of attack | :36:25. | :36:30. | |
as well? So we are working closely with the architects to say how can | :36:31. | :36:36. | |
we put in long-lasting measures, redesigned the streetscape? We have | :36:37. | :36:40. | |
seen immediate measures put in place in places like Westminster Bridge in | :36:41. | :36:43. | |
London but they are restricted by how much weight they can put on them | :36:44. | :36:47. | |
and the temporary measures. When we had the opportunity to look at a | :36:48. | :36:51. | |
large retail area on an iconic street in London, we are doing a | :36:52. | :36:55. | |
number of things with them. Even if that ultimately becomes a template | :36:56. | :37:00. | |
for other areas it is not always possible to do it everywhere. And | :37:01. | :37:05. | |
how quick terrorists are changing the way they operate, once one | :37:06. | :37:09. | |
threat is effectively protected against they will look for something | :37:10. | :37:14. | |
else? History has told us they are very adapted a change in various | :37:15. | :37:18. | |
tactics. The first indications of a vehicle being used to attack people | :37:19. | :37:25. | |
was promoted by Al-Qaeda in their Inspire Magazine back in 2010. We | :37:26. | :37:28. | |
have not seen those in mainland Europe until the last couple of you | :37:29. | :37:32. | |
is, but Hammers has used that tactic in Israel for quite some time. -- | :37:33. | :37:40. | |
but Hamas has. It is early an investigation but it would maybe | :37:41. | :37:42. | |
indicate they were planning a different of attack, maybe explosion | :37:43. | :37:49. | |
on Wednesday has made them change plans. It is easy to selected | :37:50. | :37:53. | |

Barcelona for radicalisation? -- how much of a hub is Barcelona? There is | :38:13. | :38:22. | |
the North of Morocco, Barcelona, Madrid and another time. Barcelona | :38:23. | :38:26. | |
is probably the second largest city in radicalisation in Spain. In these | :38:27. | :38:32. | |
last years we have been suffering a huge amount of special forces | :38:33. | :38:36. | |
operations, counterterrorism operations in the city. And one of | :38:37. | :38:45. | |
the arrested individuals comes from a particular city, but we could see | :38:46. | :38:53. | |
Dann say that Barcelona is the second-largest area for in Spain -- | :38:54. | :38:59. | |
but we could say that Barcelona is the second largest area for | :39:00. | :39:02. | |
radicalisation in Spain. There was a warning from the CIA that Las | :39:03. | :39:06. | |
Ramblas was potentially a target. What has been going on to try to | :39:07. | :39:10. | |
prevent attacks? Exactly. From last year to this year there have been | :39:11. | :39:23. | |
seven operations. We can see any increase in the operation is done by | :39:24. | :39:28. | |
the police. However, they have not managed to focus on the | :39:29. | :39:32. | |
radicalisation in the cities. Spain is one of the biggest countries with | :39:33. | :39:36. | |
Muslim populations, so it difficult to focus on all those neighbourhoods | :39:37. | :39:44. | |
on the periphery of Barcelona. What are the suspicions around how | :39:45. | :39:50. | |
individuals are radicalised, how it may be operating? The special forces | :39:51. | :39:57. | |
are focused on three main environments where we can find these | :39:58. | :40:02. | |
radicalisation processes, especially in Spain. We had to bear in two | :40:03. | :40:09. | |
factors that play a very important role in the radicalisation process. | :40:10. | :40:18. | |
One is the links with some familiar fronts all religious chiefs that | :40:19. | :40:22. | |
radicalised these individuals, the others are the connections with | :40:23. | :40:33. | |
social patterns. There is the focus following the radicalisation | :40:34. | :40:37. | |
process. On an external level, the foreign fighters crossed through | :40:38. | :40:41. | |
Madrid and Barcelona, they usually stop in all of those hubs and are | :40:42. | :40:45. | |
part of the process we are suffering. Finally and probably most | :40:46. | :40:50. | |
the online radicalisation, the cyberspace. In Barcelona yesterday | :40:51. | :41:06. | |
we saw fake explosives that they were reading. You can find | :41:07. | :41:15. | |
information online about those areas. Frank, IS claimed | :41:16. | :41:21. | |
responsibility within hours for the attack, saying it was carried out by | :41:22. | :41:27. | |
Islamic State soldiers. The question is how joint is it? Was it ordered | :41:28. | :41:35. | |
at a higher level or inspired? So-called Islamic State has offered | :41:36. | :41:39. | |
no proof that they did this. It is perfectly possible that they did, | :41:40. | :41:43. | |
almost certainly it is a follow-on, a long-term response to the call by | :41:44. | :41:51. | |
someone who was their chief spokesman and foreign planning | :41:52. | :41:56. | |
specialist who in September 2014 gave a speech calling on IS | :41:57. | :42:00. | |
followers around the world, particularly in Europe, to basically | :42:01. | :42:04. | |
carry out crude attacks, low impact... Sorry, low tech, high | :42:05. | :42:09. | |
impact, rather they could. I will not list the methods, let's not give | :42:10. | :42:12. | |
people ideas. This would fall into that category. This is why we have | :42:13. | :42:19. | |
seen a succession of vehicle running attacks in Stockholm, Nice, London, | :42:20. | :42:26. | |
Barcelona and Berlin. I think it is becoming quite difficult for them | :42:27. | :42:30. | |
now in what remains of their caliphate to operationally direct | :42:31. | :42:37. | |
attacks like this. They can inspire, they can long-distance give some | :42:38. | :42:40. | |
guidance, perhaps even arrange for some money to be passed through | :42:41. | :42:46. | |
their traces banking system, but it is very hard for them to | :42:47. | :42:50. | |
operationally direct these things in the way that Al-Qaeda did, for | :42:51. | :42:54. | |
example with 9/11 or some of the earlier attacks in the early part of | :42:55. | :42:59. | |
the century. How difficult is it to intercept what is going on with | :43:00. | :43:03. | |
encrypted weight of communication being used and the fact that these | :43:04. | :43:07. | |
attacks can easily be carried out with little planning? It is very | :43:08. | :43:11. | |
difficult for the intelligence services and the police, especially | :43:12. | :43:15. | |
the levels of encryption we are seeing on day-to-day apps like | :43:16. | :43:19. | |
Whatsapp, people use that all the time. There is a good purpose for | :43:20. | :43:23. | |
having them but it is very difficult. As we mentioned earlier, | :43:24. | :43:28. | |
demented people involved in this at the moment is quite surprising, as | :43:29. | :43:33. | |
Frank mentioned, about the exposure they have given themselves, there | :43:34. | :43:35. | |
are eight people and there is more chance that one will slip up. It is | :43:36. | :43:42. | |
very difficult to intercede on some of that. It will be interesting to | :43:43. | :43:48. | |
draw on some parallels with Paris. If it was a coordinated cell working | :43:49. | :43:53. | |
there, is this the final cell we have? In Paris there was the second | :43:54. | :43:59. | |
cell. IS were in a totally different place at the time of the Paris | :44:00. | :44:03. | |
attack to where we are now with their level of disruption. It would | :44:04. | :44:06. | |
be interesting to see how the pieces are linked together. | :44:07. | :44:11. | |
When the investigations into the network and folds it becomes clear | :44:12. | :44:16. | |
that there are links across borders, different countries will be involved | :44:17. | :44:18. | |
behind the scenes are trying to piece together the different parts? | :44:19. | :44:23. | |
It does not necessarily become clear, that is part of the problem, | :44:24. | :44:26. | |
continental European countries have been quite slow to show the | :44:27. | :44:32. | |
day-to-day need. They had to improve, and they are improving. | :44:33. | :44:38. | |
Britain is far from perfect, Britain had four terrorist attacks this | :44:39. | :44:41. | |
year, nobody is patting themselves on the back in this country at all, | :44:42. | :44:47. | |
but one of the problems has been that people, particularly jeering | :44:48. | :44:51. | |
the surge of migrants coming from Turkey, certain terrorist elements | :44:52. | :44:57. | |
could hide in that and cross borders. Because there is no | :44:58. | :45:00. | |
biometric checking, in other words an iris scan or fingerprint, people | :45:01. | :45:06. | |
were able to assume different names. In the case of IS they will burn | :45:07. | :45:10. | |
their passports and get brand-new ones, possibly faked and forged, | :45:11. | :45:15. | |
sometimes borrowed from somebody who is dead. They are able to slip back | :45:16. | :45:21. | |
into Europe. That is proving a mountainous task to try and track | :45:22. | :45:24. | |
everybody and share the information in real-time. Germany and France and | :45:25. | :45:30. | |
Spain are getting much, much better at it. How this will pan out post | :45:31. | :45:35. | |
Brexit for Britain I do not know. What is the sense of how these | :45:36. | :45:38. | |
attacks unfolded, and what could have happened, because there was | :45:39. | :45:44. | |
that explosion at a house, gas canisters, it is now suspected that | :45:45. | :45:47. | |
happened on Wednesday, it is now suspected that the gas canisters | :45:48. | :45:51. | |
were intended for involvement in some way in what happened in | :45:52. | :45:52. | |
Barcelona what could have happened in Cambrils | :45:53. | :46:03. | |
could have been worse except that the police managed to kill the | :46:04. | :46:07. | |
attackers pretty quickly. After all the attacks, there were different | :46:08. | :46:14. | |
events, and now they are finding collections among these lotions may | :46:15. | :46:19. | |
reveal that the terrorists were planning a bigger attack. This is | :46:20. | :46:29. | |
uncovering what we have seen before. Also, the rental of three Vans and | :46:30. | :46:34. | |
what happened yesterday night, shows that there was... It is not | :46:35. | :46:39. | |
official, but we will probably find out that they were connected in some | :46:40. | :46:44. | |
way. Also, there was a murder in a car, yesterday morning, and now they | :46:45. | :46:46. | |
are relating that. We may have a bigger problem than | :46:47. | :47:07. | |
what we expected. And probably the political parties should consider | :47:08. | :47:17. | |
terrorism more. How well-planned would this scenario have been, a van | :47:18. | :47:22. | |
attack, any vehicle attacks, is an easy thing to carried out, but the | :47:23. | :47:26. | |

not as prepared as we had seen in terror plots in 2004 and years | :48:22. | :48:31. | |
after. Ian was talking about the Al-Qaeda manual in 2010 which talked | :48:32. | :48:35. | |
about using vehicles as weapons, it took some time for that to filter | :48:36. | :48:44. | |
through, in terms of current thinking on terror organisations, | :48:45. | :48:48. | |
what is the latest tracking and monitoring? Depressing news, they | :48:49. | :48:53. | |
are not necessarily always that far ahead of us, we are often, the news | :48:54. | :49:00. | |
media, are their primary source, for something like this, there will be | :49:01. | :49:06. | |
watching, they will be watching BBC, sky, CNN, other good networks exist, | :49:07. | :49:11. | |
for the latest news. In terms of what comes out for what the | :49:12. | :49:15. | |
jihadistss are planning, when they put out their magazine, online, the | :49:16. | :49:21. | |
authorities cannot stop it, and unfortunately, there is a wealth of | :49:22. | :49:25. | |
very dangerous information in there. Anybody in this country who | :49:26. | :49:29. | |
downloads it can expect a knock on the door from the Metropolitan | :49:30. | :49:33. | |
Police. Famously a few years ago there was one aimed at an American | :49:34. | :49:39. | |
audience, American jihadistss, how to make a bomb in your mother's | :49:40. | :49:44. | |
kitchen, these contain practical advice, particularly alarming one | :49:45. | :49:47. | |
that has come out the last three days, that is talking about | :49:48. | :49:53. | |
targeting Britain, France, and the US, certain transport networks, with | :49:54. | :50:00. | |
certain methods, which are viable. This is very worrying indeed. | :50:01. | :50:03. | |
Frankly when that stuff comes out, they do not have advanced warning, | :50:04. | :50:08. | |
unless they have a human agent placed upstream inside the | :50:09. | :50:10. | |
organisation, given the state of collapse that Isis is in at the | :50:11. | :50:16. | |

Ramblas. I can speak to one eyewitness, Eneko De Marcus. What | :07:08. | :07:11. | |
happened? I was having a coffee, minority. It was about 4:30pm, I | :07:12. | :07:16. | |
waited for a while. At around five minutes to five there was a noise, | :07:17. | :07:20. | |
the next thing you know from the bottom of that street there was a | :07:21. | :07:24. | |
stampede of thousands of people running and running and running. It | :07:25. | :07:27. | |
was a dead giveaway that something was wrong, so we turned the corner | :07:28. | :07:32. | |
where the restaurant is and we ran inside the restaurant, they locked | :07:33. | :07:37. | |
us in, we were locked in for around three and a half hours, no one gave | :07:38. | :07:41. | |
this any information. Things were filtering through about taking | :07:42. | :07:46. | |
hostages in a restaurant and Las Ramblas, but we were just inside, it | :07:47. | :07:50. | |
was chaos, children and women crying. I was quite relaxed because | :07:51. | :07:55. | |
I had not seen the van. But after three and a half hours they letters | :07:56. | :08:00. | |
go and the police Major 's walk up the street -- made us walk up the | :08:01. | :08:09. | |
street, then there was another bank, a noise, police started running in | :08:10. | :08:13. | |
and everyone panicked. There was another stampede, I was not going to | :08:14. | :08:17. | |
stick around, I ran for my wife. It was chaos. How long was it before | :08:18. | :08:23. | |
you realised it was a terror attack, a vehicle had been used and people | :08:24. | :08:28. | |
were killed? We did not know if it was terrorism or just someone who | :08:29. | :08:32. | |
was crazy or something, it took about half an hour to figure out | :08:33. | :08:36. | |
what was going on. We were asking people who run into the restaurant | :08:37. | :08:40. | |
what was happening, they did not know, they were in shock, crying. It | :08:41. | :08:47. | |
was quite harrowing, to be honest. People terrified, running for their | :08:48. | :08:51. | |
lives? Yes, pandemonium on the streets. The police cordoned off | :08:52. | :08:56. | |
everything, it was impossible to get home. People who live in this area | :08:57. | :09:02. | |
were just stuck. If you wanted to get to your safe place at home you | :09:03. | :09:07. | |
had to stick around and hope the suspects or whatever were | :09:08. | :09:10. | |
apprehended without problems. You were born and raised in Britain but | :09:11. | :09:15. | |
live in Barcelona now, what has an attack like that is done to | :09:16. | :09:19. | |
Barcelona? It seems to be people getting back to life as normal now? | :09:20. | :09:23. | |
I went through the ones in London when I was young. Yeah, it is very | :09:24. | :09:29. | |
important we get back to the normal routine, people going back to doing | :09:30. | :09:34. | |
what they do. It is quite sad for me, honestly, this is an isolated | :09:35. | :09:38. | |
incident. In other places around the world it is happening daily. We need | :09:39. | :09:44. | |
to help them all, you know? It happens once you, it is small scale | :09:45. | :09:48. | |
and we are all panicking. It is happening in places around the world | :09:49. | :09:53. | |
at ten or 20 times the scale. It is important we get back to normal | :09:54. | :09:58. | |
routine, do the things we do, go to places we go. Barcelona is an | :09:59. | :10:02. | |
amazing city, please come and visit, it is beautiful. Las Ramblas is such | :10:03. | :10:07. | |
a tourist destination, anybody who comes to Barcelona comes here? | :10:08. | :10:12. | |
Everyone and anyone. My fronts were here two days ago, they left on | :10:13. | :10:16. | |
Sunday and I am so glad they ROK -- my fronts were here. It is the place | :10:17. | :10:23. | |
to be, iconic streets, people selling, vibrant and alive. It is a | :10:24. | :10:28. | |
shock it has happened. We're hearing there might have been a terror cell | :10:29. | :10:32. | |
of maybe eight people who planned this, it was obviously an attack on | :10:33. | :10:35. | |
tourists, people not only from this part of the world the right around | :10:36. | :10:39. | |
the world to come to Barcelona and see what a beautiful city it is? It | :10:40. | :10:45. | |
is just an attack on freedom and people who want to live happy lives, | :10:46. | :10:51. | |
I guess. It is important we have compassion for people around the | :10:52. | :10:55. | |
world. Not everyone is bad. It is important we carry on and keep on | :10:56. | :11:00. | |

be greeted by police sirens. We were heading towards Las Ramblas to then | :12:06. | :12:11. | |
catch bus back, at which point we suddenly noticed lots of people | :12:12. | :12:16. | |
running in the opposite direction. Then police were pushing us away, | :12:17. | :12:20. | |
pushing people into shops and trying to close the doors behind them. We | :12:21. | :12:26. | |
were tied into the large department store that we were originally in. | :12:27. | :12:30. | |
That is where from our point of view we did not know what was going on at | :12:31. | :12:34. | |
that point, once we got back into the shop, shortly after that we had | :12:35. | :12:38. | |
our scariest moment. We were on the second floor of the shop and people | :12:39. | :12:42. | |
came running through the shop, we later found that there was a rumour | :12:43. | :12:45. | |
that had been gunfire and potentially a terrorist in the shop, | :12:46. | :12:49. | |
which turned out to be false but they did not know that at that | :12:50. | :12:51. | |
point. We did not really understand what was happening because we did | :12:52. | :12:57. | |
not speak Spanish, which is probably a blessing in hindsight. The panic | :12:58. | :13:00. | |
was quite infectious, we were driven back to the back of the shop. We | :13:01. | :13:06. | |
went into a hairdressing salon and were put into a small storage | :13:07. | :13:09. | |
cupboard at the end, many people were crammed in. It was very | :13:10. | :13:13. | |
frightening, lots of people crying and upset. We were very confused. We | :13:14. | :13:18. | |
had two young children, it was very frightening for them. | :13:19. | :13:24. | |
How long was it before you realised exactly what was unfolding, that | :13:25. | :13:29. | |
this was a terror attack? We did not know at that point, we obviously had | :13:30. | :13:35. | |
strong suspicions. At that time we knew it must be some sort of | :13:36. | :13:38. | |
terrorist attack but we did not have details. We were let out of the | :13:39. | :13:43. | |
room, that was still confusion, we were assured out of an emergency ex | :13:44. | :13:48. | |
back in an emergency exit, then they locked the shop down. At that point | :13:49. | :13:52. | |
we could use our phones to get onto social media etc and had a better | :13:53. | :13:55. | |
understanding of what was going on, but as you can appreciate even at | :13:56. | :14:00. | |
that point the details were sketchy and false details were coming | :14:01. | :14:05. | |
through as well. Obviously all the people around you | :14:06. | :14:12. | |
were absolutely terrified? Yes, initially particularly after the | :14:13. | :14:15. | |
incident in the shop lots of very upset people were crying, things | :14:16. | :14:19. | |
calm down. To be fair to the people in the shop they were very good at | :14:20. | :14:22. | |
trying to calm people and reassure them, they had locked down the shop, | :14:23. | :14:28. | |
but it was still a very tense and setting environment. Looking out of | :14:29. | :14:31. | |
the windows there was nobody in the street about point, just police. We | :14:32. | :14:34. | |
did not have enough information to know what was going on at that | :14:35. | :14:38. | |
point, especially as we did not speak Spanish. We went to look at | :14:39. | :14:42. | |
the television, there were lots of pictures and we started to | :14:43. | :14:46. | |
understand what was going on. What was worrying was that at that point | :14:47. | :14:50. | |
there was potentially a news announcement that there were two | :14:51. | :14:54. | |
gunman that had stormed a restaurant, so you were really | :14:55. | :14:57. | |
worried about how many potential terrorists were still milling around | :14:58. | :15:00. | |
and whatever additional attacks might happen. | :15:01. | :15:06. | |
What are your plans? What would you do? Are you staying in Barcelona? | :15:07. | :15:13. | |
Yes. After we were let out of the hotel we were ushered away by police | :15:14. | :15:18. | |
quite quickly away from the main zone. The problem for us is that we | :15:19. | :15:22. | |
did not know where we were. There were lots of people milling around, | :15:23. | :15:26. | |
it took a good number of hours to eventually get into a taxi and get | :15:27. | :15:30. | |
back to our hotel. Things very much calm down when we were at the hotel, | :15:31. | :15:34. | |
they were very good and laid on extra restaurant space because lots | :15:35. | :15:38. | |
of people were not staying in the hotel. As this morning we have been | :15:39. | :15:42. | |
looking at the new -- news and seen that have been further attacks and | :15:43. | :15:46. | |
more going on. Police are still finding stuff. That said, life seems | :15:47. | :15:51. | |
to be returning to normal, I think people are fairly resilient. These | :15:52. | :15:54. | |
sorts of attacks, people do not want them to get the better of them, they | :15:55. | :15:58. | |
are trying to go on. We will be taking advice but our plans are to | :15:59. | :16:02. | |
do pretty much what we were going to do yesterday, albeit we will be much | :16:03. | :16:07. | |

Las Ramblas has numerous side alley ways, all the way up and down, | :17:31. | :17:33. | |
literally flooded with police, on foot, on motorcycles, | :17:34. | :17:35. | |
getting us off the street and clearly looking for someone, | :17:36. | :17:37. | |
When we got back to our street we could see where the van had | :17:38. | :17:42. | |
ended, bodies on the floor, we made our way back to our | :17:43. | :17:45. | |
apartment as quickly as we could, we ended up within the police called | :17:46. | :17:48. | |
in and could not leave the building, because the market place | :17:49. | :17:51. | |
where a lot of the armed police were was literally | :17:52. | :17:53. | |
We stayed in the apartment for two or three hours, | :17:54. | :18:03. | |
until we got the international news, nothing on the news for about 20 | :18:04. | :18:06. | |
minutes, half an hour, we did not know the severity | :18:07. | :18:08. | |
of what had happened apart from judging by the numbers of people | :18:09. | :18:11. | |
running through the streets and the volume of police | :18:12. | :18:13. | |
and helicopters overhead, so we knew it was fairly serious. | :18:14. | :18:21. | |
We left the apartment at 9:30pm, to meet friends on the other | :18:22. | :18:24. | |
side of Barcelona, check they were all OK, the whole city | :18:25. | :18:26. | |

usual situation, doesn't it, if you want to steal documents to hire a | :26:04. | :26:07. | |
van, doing it this way has led the police directly back on the | :26:08. | :26:13. | |
potentially, to the person... Very high risk tactics for them to | :26:14. | :26:17. | |
undertake, identified at the time as stolen documents, or fiercely, the | :26:18. | :26:22. | |
plan is there and then, that leads me to think, the incident on | :26:23. | :26:27. | |
Thursday night disrupted whatever plans they had in place. -- | :26:28. | :26:32. | |
obviously. And this is Plan B. The incident at the house, and this is | :26:33. | :26:40. | |
Plan B, looking at a vehicle, and looking at Las Ramblas at that time | :26:41. | :26:44. | |
in the evening. For them, in their eyes, it is a good choice of timing. | :26:45. | :26:48. | |
What does not quite fit in yet is the timing, 1am, for the second | :26:49. | :26:54. | |
attack, or was it that they were travelling through to someone else, | :26:55. | :26:59. | |
1am, using a vehicle, there is not really many around at that time of | :27:00. | :27:04. | |
day. On that, the Cambrils attack, there was a report that what | :27:05. | :27:08. | |
happened was that the car was stopped at a police checkpoint, the | :27:09. | :27:12. | |
police realised there were armed men inside the car, they gave chase, the | :27:13. | :27:16. | |
car overturned, and presumably in the chase, people were hit, when the | :27:17. | :27:21. | |
men got out of the car, that was when they were shot dead. But the | :27:22. | :27:27. | |
reports are also that it was not that way, that there was an attack | :27:28. | :27:30. | |
underway and the police got involved quite quickly. It is still unclear | :27:31. | :27:36. | |
exactly what happened, it was an unusual time, early hours of the | :27:37. | :27:41. | |
morning. Things not quite adding up with the second incident still. The | :27:42. | :27:46. | |
checkpoint story, would make more sense, in terms of the actual police | :27:47. | :27:54. | |
response and their timing to it. Obviously, the other account, pure | :27:55. | :27:57. | |
coincidence Paps, that they happen to attack that area and the police | :27:58. | :28:01. | |
happened to be there, also significant, when we look at the | :28:02. | :28:04. | |
footage, the controlled shots fired by the police, not a sporadic | :28:05. | :28:11. | |

different scenario, I would not be surprised if they did appear at a | :28:16. | :28:18. | |
checkpoint and tried to rush through, hence the immediate | :28:19. | :28:23. | |
pursuit. Reported that the CIA warned the Spanish authorities two | :28:24. | :28:26. | |
months ago that Las Ramblas was a target, we don't know how they | :28:27. | :28:31. | |
responded to the warning but in terms of protecting somewhere like | :28:32. | :28:35. | |
Las Ramblas, popular areas in any other cities, what can be done? A | :28:36. | :28:42. | |
couple of interesting points, the CIA sharing information would add up | :28:43. | :28:45. | |
to some of the initial report, local saying that there had been an | :28:46. | :28:49. | |
increase in police presence in Las Ramblas over the last week or so, | :28:50. | :28:52. | |
that adds weight to that account, what is also interesting, on the map | :28:53. | :28:56. | |
of Las Ramblas, where you see the vehicle enter, in the pedestrian I | :28:57. | :29:02. | |
would be interested to see what measures are in place to stop | :29:03. | :29:08. | |

were not at all on the radar of the authorities of the police, and that | :37:21. | :37:23. | |
will be very worrying. We know there have been three arrests in | :37:24. | :37:27. | |
connection with the van attack, although the driver of the van that | :37:28. | :37:32. | |
killed so many people here in Las Ramblas got out of the van and fled | :37:33. | :37:38. | |

goes up the street here. As we got to the cordoned off area there was | :38:48. | :38:51. | |
another band, like a noise, police started running in and everyone | :38:52. | :38:54. | |
panicked, there was another stampede. At that point I was not | :38:55. | :38:58. | |
going to stick around, I ran for my life. It was just chaos. How long | :38:59. | :39:05. | |
was it before you realised it was a terror attack, a vehicle had been | :39:06. | :39:10. | |
used on people had been killed. Obviously we do not know if it as | :39:11. | :39:14. | |
terrorism or somebody who is crazy or something. It took about half an | :39:15. | :39:17. | |
hour to figure out what was going on. We were asking people who ran | :39:18. | :39:20. | |
into the restaurant we were locked in what was happening, they did not | :39:21. | :39:25. | |
know, they were in shock and crying. It was quite harrowing, to be | :39:26. | :39:31. | |
honest. People absolutely terrified, running for their lives? Yes, it was | :39:32. | :39:38. | |
pandemonium. The police cordoned off everything, it was impossible to get | :39:39. | :39:43. | |
home. People who lived in this area were just stuck. If you wanted to | :39:44. | :39:47. | |
get to your safe place at home you had to stick around and hope that | :39:48. | :39:50. | |
the suspect or whatever were apprehended without problems. I went | :39:51. | :39:57. | |
to -- I went to the ones in London when I was young, it is important to | :39:58. | :40:01. | |
get back to the normal routine, people going back to doing what they | :40:02. | :40:06. | |
do. It is sad for me, honestly, it is an isolated incident but in other | :40:07. | :40:10. | |

processes in Spain, one is the local one, you have to bear in mind, two | :48:14. | :48:18. | |
factors, that play a very important role in the radicalisation process, | :48:19. | :48:25. | |
one is the links with family and friends, or religious chief, that | :48:26. | :48:33. | |
radicalised is, and the other ones are connections with social | :48:34. | :48:33. | |
patterns. Many of these people travel through | :48:34. | :48:57. | |

attacks, fake explosives that they are wearing, it is something that | :49:14. | :49:22. | |

in a shop, turned out to be full. We did not speak Spanish, that was | :52:34. | :52:37. | |
probably a blessing in hindsight, the panic was quite infectious. We | :52:38. | :52:43. | |
were driven to the back of the shop, then the hairdressing salon, and we | :52:44. | :52:50. | |
were put into a small hairdressing closet, a lot of people crying, lots | :52:51. | :52:55. | |
of people very upset, we were very upset because we did not know what | :52:56. | :53:00. | |
was going on, it was very frightening for the children we were | :53:01. | :53:04. | |
with. How long before you realise what was unfolding and this was a | :53:05. | :53:08. | |

understanding of what was going on. Even at that point, the details were | :53:34. | :53:38. | |
sketchy. False details coming through. All the people around you | :53:39. | :53:47. | |
were absolutely terrified. Initially, there was a lot of upset | :53:48. | :53:53. | |
people, things calmed down, to be fair to the people in the shop, they | :53:54. | :53:56. | |
were very good at coming people down. They locked down the shop, | :53:57. | :54:03. | |
very tense and upsetting environment, nobody in the streets | :54:04. | :54:07. | |
at that time, just some police, we really did not have enough | :54:08. | :54:09. | |
information to know what was going on at that point, especially since | :54:10. | :54:14. | |
we did not speak Spanish, we went to the seventh floor, looks at the | :54:15. | :54:18. | |
television, lots of pictures going on, then we began to understand what | :54:19. | :54:25. | |
was going on. There was potentially a news announcement that there was | :54:26. | :54:32. | |
two gunmen. Potential terrorists milling around, additional attacks | :54:33. | :54:38. | |
