A major shake-up of health and safety guidelines for school trips

:00:08.:00:12.

in England is published. Ministers say they want an end to red tape,

:00:12.:00:17.

but one teachers' union urges caution.

:00:17.:00:20.

More violence in east Belfast - six police are injured and seven people

:00:20.:00:26.

are arrested. Activists say anti-Government

:00:26.:00:28.

protests in Syria are growing, following more deaths during

:00:28.:00:35.

demonstrations against President Assad.

:00:35.:00:42.

And... Move over Sharapova, as Petra Kvitova takes the women's

:00:42.:00:52.
:00:52.:01:05.

Good evening. Guidelines governing school trips in England are being

:01:05.:01:10.

given a radical shake-up. Ministers say they want a more common sense

:01:11.:01:13.

approach to health and safety, and they want schools and local

:01:13.:01:18.

authorities to ditch unnecessary paperwork. But the move has drawn

:01:18.:01:26.

sharp criticism from one teaching union, as Sophie Hutchinson reports.

:01:26.:01:31.

These exciting school trips for youngsters are often viewed with

:01:31.:01:35.

trepidation by teachers struggling to comply with regulations. But the

:01:35.:01:39.

Government has now torn up the old health and safety guidelines and

:01:39.:01:42.

said it's cutting the red tape. We've got a crazy situation at the

:01:42.:01:46.

moment where we have schools and teachers up and down the country

:01:46.:01:50.

who feel reluctant to organise school trips, to plan outward bound

:01:50.:01:53.

courses, because they think that health and safety red tape means

:01:53.:02:00.

they are in real danger of being in trouble if the slightest thing goes

:02:00.:02:04.

wrong. The slimmer guidelines underlines that risk assessments

:02:04.:02:09.

and consent forms do not need completing for every activity

:02:09.:02:14.

outside school, and they want to dispel myths about teachers being

:02:14.:02:19.

sued. I've had members of staff when I was head of department who

:02:19.:02:23.

were screaming at me worrying that they would get sued because they

:02:23.:02:28.

haven't got the right permission slips in. Some staff get very, very

:02:28.:02:32.

worried about it. The new guidelines for teachers are part of

:02:32.:02:36.

a wider debate about children's experience in and outside of school.

:02:36.:02:42.

And whether the overzealous application of safety laws taking

:02:42.:02:47.

the fun out of growing up. Today the health watchdog insisted that

:02:47.:02:51.

some bureaucrats were using health and safety rules as a feeble excuse

:02:51.:02:56.

to stop people enjoying themselves. People in all walks of life and in

:02:56.:03:00.

a number of schools have become very risk-averse, for a range of

:03:00.:03:04.

reasons, but it seems that they've landed upon a convenient excuse in

:03:04.:03:09.

the form of hefrlt and safety. We thinklets -- health and safety. We

:03:09.:03:14.

think it is time to blow in myth apart. The watchdog wants parents

:03:14.:03:19.

to realise that life can't be risk free, but the NASUWT has criticised

:03:19.:03:24.

the new approach to school trips and warned it can make parents and

:03:24.:03:27.

teachers more nervous. Police in east Belfast say last

:03:27.:03:30.

night's violence in which six police officers were injured was

:03:30.:03:32.

spontaneous and came mostly from the loyalist community. Officers

:03:32.:03:37.

used water cannon and fired plastic baton rounds. Seven people have

:03:37.:03:39.

been arrested. From Belfast, Alexandra MacKenzie sent this

:03:39.:03:49.

report. The violence began around midnight. Police officers movered

:03:49.:03:54.

in to prevent further clashes. But they came under attack from

:03:54.:04:01.

loyalists, who threw stones, empty bottles and bricks. Police vehicles

:04:01.:04:05.

were targeted. There were attempts to destroy cameras being used to

:04:05.:04:11.

gather evidence. Officers fired plastic bullets and used a water

:04:11.:04:17.

cannon to help disperse the crowd. Police say tension was height nnd

:04:17.:04:22.

both the loyalist and nationalist communities after two recent nights

:04:22.:04:27.

of rioting in the same area. Today, police said the trouble started

:04:27.:04:33.

after the Orange Order parade had passed through. Due to the events

:04:33.:04:38.

of last week and after the solemn commemoration parade last night

:04:38.:04:45.

there were a number of minor incidents. The parade itself passed

:04:45.:04:49.

off peacefully. One assault in particular seemed to be the

:04:49.:04:53.

catalyst for more expense spontaneous disorder. It was not

:04:53.:04:56.

orchestrated. Community groups are continuing to work with politicians

:04:56.:04:59.

and the police to prevent another night of violence, but admit that

:04:59.:05:05.

when crowds gather, the situation is difficult to predict. Calm has

:05:05.:05:10.

been restored, but with if marching season now in full swing, and due

:05:10.:05:16.

to reach its peak in ten days' time, community leaders here hope that

:05:16.:05:21.

tensions between the nationalists and the loyalists can be contained.

:05:22.:05:24.

The man convicted of murdering the schoolgirl, Sarah Payne, is

:05:24.:05:27.

reported to have been attacked by another inmate at Wakefield prison.

:05:27.:05:29.

Roy Whiting, who's serving a life sentence, is believed to have

:05:30.:05:32.

suffered eye injuries after an alleged assault, and has been

:05:32.:05:34.

treated in hospital. Whiting was convicted of the abduction and

:05:35.:05:41.

murder of eight-year-old Sarah Payne in 2001.

:05:41.:05:44.

The parents of the murdered teacher, Lindsay Hawker, are flying to Japan,

:05:44.:05:48.

where the man accused of killing her is about to go on trial. 22-

:05:48.:05:51.

year-old Lindsay Hawker was found dead in a bathtub on the balcony of

:05:51.:05:54.

an apartment near Tokyo four years ago. One of her students at an

:05:54.:05:57.

English language school, Tatsuya Ichihashi, has been charged with

:05:57.:06:04.

her murder. Syria's President has sacked one of

:06:04.:06:06.

the country's most important regional governors, the Governor of

:06:06.:06:08.

Hama, after his region saw the biggest demonstrations against

:06:08.:06:11.

presidential rule yesterday. As many as half a million protesters

:06:11.:06:16.

are said to have marched. Activists say at least 24 people were shot

:06:16.:06:18.

dead by the security forces across Syria. Our correspondent, Owen

:06:18.:06:28.
:06:28.:06:32.

Bennett Jones, sent this report from neighbouring Lebanon. Syrian

:06:32.:06:37.

state TV showing anti-Government protesters, or as the newsreader

:06:37.:06:43.

puts it, armed criminal gangs. civilians and policemen were killed

:06:43.:06:48.

and others were injured at the hands of armed groups... In an

:06:48.:06:52.

English bulletin on the official international channel, they showed

:06:52.:06:56.

that as well as critics the Government has vocal supporters of

:06:56.:07:02.

all ages. I love Sir gentleman. I want to live peacefully in my

:07:02.:07:12.
:07:12.:07:18.

country. We are all here, love Syria, and we are Syrians.

:07:18.:07:22.

pictures put up on Facebook by opposition activists give a very

:07:22.:07:28.

different impression. This was after Friday prayers yesterday.

:07:28.:07:33.

Across the country, people power, demanding the downfall of the

:07:33.:07:39.

Government. In neighbouring Lebanon, people are watching and waiting,

:07:39.:07:44.

and some expect that eventually Syria's President Bashar al-Assad

:07:44.:07:51.

will have to stand down. The more the international community and the

:07:51.:07:59.

Arab community let al-Assad stay in power, the more bloodshed we will

:07:59.:08:03.

witness, but al-Assad can not lead the transition. The nature of his

:08:03.:08:08.

regime does not allow him to lead the transition. He cannot stop the

:08:08.:08:15.

killing either. And opposition protesters are continuing to die.

:08:15.:08:19.

These are unverified pictures posted by activists who say that

:08:19.:08:25.

over 20 people were killed after this week's Friday prayers.

:08:25.:08:27.

The UK's leading disability charities are threatening legal

:08:27.:08:30.

action against the Government over its welfare reform proposals. The

:08:30.:08:32.

Disability Alliance says Ministers haven't properly assessed the

:08:32.:08:36.

impact the changes will have. The Disability Minister, Maria Miller,

:08:37.:08:39.

insists discussions are still under way, and has accused the Alliance

:08:39.:08:49.
:08:49.:08:53.

of creating unnecessary anxiety. A severe spinal injury means life

:08:53.:08:58.

for this woman is a constant challenge, but specially adapted

:08:58.:09:03.

equipment eases her struggle, as does 125 a week in disability

:09:03.:09:06.

living allowance. But the Government plans to scrap that

:09:06.:09:10.

allowance and replace it with one which will take the modifications

:09:10.:09:15.

of her home into account. She fears she will be worse off as a result.

:09:15.:09:19.

The reality is I have those pieces of equipment but they all cost to

:09:19.:09:27.

maintain and use. So a lot of electrical gadgets, through the

:09:27.:09:30.

floor lift, electric beds and wheelchair. The new allowance, to

:09:30.:09:33.

be called the personal independence payment, is aimed at targeting

:09:33.:09:38.

benefits more efficiently. But campaigners claim tens of thousands

:09:38.:09:46.

of disabled people could allows out -- allows out. There are disabled

:09:46.:09:51.

people telling us they are so anxious they are considering

:09:51.:09:55.

suicide. More than 3 million people claim Disability Living Allowance,

:09:55.:09:59.

that's one in 20 of the population. The vast majority are never

:09:59.:10:02.

reassessed, meaning once on the benefits they can often stay on it

:10:03.:10:06.

even if their circumstances change. But the Government says it is a

:10:06.:10:11.

system in urgent need of reform. Not least say its critics because

:10:11.:10:15.

it is open to abuse. Yesterday, Clare Jones appeared in court after

:10:15.:10:21.

this video was discovered of her taking part in a skydive. The 38-

:10:21.:10:24.

year-old was awarded the disability living allowance because of a bad

:10:24.:10:30.

back but continued claiming long after she had recovered. The plans

:10:30.:10:35.

to introduce regular assessments are partly aimed at preventing

:10:35.:10:41.

deception. But Ministers fear that claims that people will be worse

:10:41.:10:44.

off aren't justified. We are still only part the way through this

:10:44.:10:47.

process. I think some of the concerns that are being expressed

:10:47.:10:52.

are second guessing what's the outcome of this research will be,

:10:52.:10:55.

and I think probably creating a great deal of concern where perhaps

:10:55.:11:01.

there is no necessity to have that concern. But Anne and many like her

:11:01.:11:05.

will remain concerned until they know exactly how the changes will

:11:05.:11:09.

affect them. The Duke and Duchess of Cambridge

:11:09.:11:12.

are continuing their tour of Canada. They've planted a tree marking

:11:12.:11:14.

their visit at Government House in the Canadian capital, Ottawa. Later

:11:15.:11:17.

today they'll meet war veterans before flying to Montreal and an

:11:17.:11:27.
:11:27.:11:29.

overnight trip down the St Lawrence seaway to Quebec City. The royal

:11:29.:11:32.

couple move on to California next Friday.

:11:32.:11:34.

Prince Albert of Monaco has exchanged vows with his South

:11:34.:11:37.

African bride, Charlene Wittstock, in a star-studded wedding in Monte

:11:37.:11:39.

Carlo. Today's service, which followed a civil ceremony yesterday,

:11:39.:11:42.

was attended by European royals, actors and heads of state. Among

:11:42.:11:44.

them were the French President, Nicolas Sarkozy, and Sir Roger

:11:44.:11:54.
:11:54.:11:55.

Moore. There's a new womens' champion at

:11:55.:11:58.

Wimbledon. Petra Kvitova held her nerve in her first ever Grand Slam

:11:58.:12:08.
:12:08.:12:09.

final to beat the 2004 champion Maria Sharapova in straight sets.

:12:09.:12:14.

Tim has more. It couldn't have been a more different backdrop to the

:12:14.:12:17.

men's tournament tomorrow, where we've got the first seed playing

:12:17.:12:23.

the second in the finals. In the women's tournament, the Williams

:12:23.:12:28.

sisters went out pretty early on, and the first four seeds also went.

:12:28.:12:35.

So today would be a victory for youth. One thing was certain before

:12:35.:12:41.

the women walked out - Wimbledon would have its youngest women's

:12:41.:12:45.

champion since 2004, when Maria Sharapova won the tournament at the

:12:45.:12:55.
:12:55.:13:00.

The question immediately asked, would the 21-year-old Kvitova be

:13:00.:13:09.

overawed? Receiving serve she fizzed the answer right back. The

:13:09.:13:13.

vastly more experienced Sharapova began making mistakes, looking

:13:13.:13:17.

tentative. Kvitova in contrast was a picture of unblinking focus. She

:13:17.:13:23.

ran away with the set, 6-2. The Czech extend her run of games at

:13:23.:13:28.

the start of the second set, passing Sharapova even when she was

:13:28.:13:33.

standing next to the ball. The doubts began to swirl. But

:13:33.:13:38.

Sharapova wasn't fromed. She managed a break of her own. Her

:13:38.:13:45.

fiancee was doing the sweating for both of them. Kvitova kept hitting

:13:45.:13:51.

back, blowing her opponent off court, the coxtator off her chair!

:13:51.:13:56.

And then it it was moment to deliver her first ace. On Match

:13:56.:14:06.
:14:06.:14:06.

Point. COMMENTATOR: Game, set and match! It is hard, if I'm standing

:14:06.:14:11.

here with a trophy and I see the great players in the Royal Box.

:14:12.:14:16.

that the best match you have ever play? I think so, of course, in the

:14:16.:14:21.

final of Wimbledon, so... Yes. victory the young Czech champion

:14:21.:14:26.

displayed poise and grace. Her family and friends showed no such

:14:26.:14:31.

inhibitions. It could be the first of many such celebrations.

:14:31.:14:35.

It is very easy to make these grand predictions but she was more

:14:35.:14:41.

accurate, faster, stronger today. These are pretty useful attributes.

:14:41.:14:46.

She was also calm, able to keep going when she was ahead. It was a

:14:46.:14:50.

lesson perhaps that Andy Murray could have drawn on yesterday. Kite

:14:50.:14:54.

have been a lesson for another young Briton today. Liam Broady was

:14:54.:15:00.

playing in the final of the boys' tournament. There he is losing on

:15:00.:15:06.

Match Point to Australian Luke Saville. He was a set and a break

:15:06.:15:10.

up, Liam Broady. Thoughtful was as good as it got, but the prospect

:15:10.:15:13.

perhaps of talent to come. We've certainly got the delicious

:15:13.:15:20.
