Continuing tensions between police chiefs and the Government over how | :00:09. | :00:17.
the riots in England were handled. As raids continue to arrest | :00:18. | :00:23.
suspects, the Home Secretary says the public wanted tough action. | :00:23. | :00:26.
Thousands attend a peace rally in Birmingham. Relatives of three | :00:26. | :00:29.
three men who died during the disturbances address the crowd. | :00:29. | :00:34.
three boys didn't die in vain. They died for this community and I hope | :00:34. | :00:37.
that this community will remember them. | :00:37. | :00:42.
Police in Norway tame the gunman Anders Breivik back to the island | :00:42. | :00:48.
where he shot dead 69 people. And a winning start for Manchester | :00:48. | :00:58.
:00:58. | :01:06. | ||
United as they kick off the defence Good evening. Senior police | :01:07. | :01:10.
officers have questioned the Prime Minister's plan to ask a former | :01:10. | :01:14.
American police chief to advise Ministers on tackling gang violence. | :01:14. | :01:17.
It comes amid continuing tensions between the police and the | :01:17. | :01:23.
Government on how the riots in England last week were handled, as | :01:23. | :01:29.
our correspondent Danny Savage reports. | :01:29. | :01:34.
In areas where rioting took place, like here in London, police have | :01:34. | :01:37.
been getting on with the business of tracking down those suspected of | :01:37. | :01:41.
being involved in the trouble. But there's a growing chorus of concern | :01:41. | :01:46.
about the Government seeking the advice of a US police chief. To | :01:46. | :01:51.
avoid more of this, Bill Bratton is coming to the UK to give some tips | :01:51. | :01:56.
on how to deal with gangs. Sir Hugh Orde, the President of the | :01:56. | :01:59.
Association of Chief Police Officers, isn't impressed. He told | :01:59. | :02:09.
:02:09. | :02:17. | ||
But a former officer, dubbed Robocop in his time, can see the | :02:17. | :02:21.
benefits of the visitor from the States. What the British police | :02:21. | :02:24.
force have to accept is their style of policing hasn't worked and | :02:24. | :02:27.
that's what we are talking about here. You can put 6,000 police | :02:27. | :02:31.
officers on the beat or 16,000, it matters not. What is more important | :02:31. | :02:36.
is the style of policing. consulting a former American police | :02:36. | :02:39.
chief isn't the only thing that the Government and police seem unable | :02:39. | :02:45.
to agree on at the moment. The acting chief here, Tim Godwin, has | :02:45. | :02:48.
accused politicians of sending out mixed messages, when it comes to | :02:48. | :02:52.
dealing with public disorder. One of the things I did discuss | :02:52. | :02:56.
with the Prime Minister was the fact that there is often | :02:56. | :03:00.
inconsistency of feedback in terms of policing public order and we are | :03:00. | :03:04.
sometimes are accused of excessive force and not being forceful enough. | :03:04. | :03:08.
But the Home Secretary says she won't shy away from telling police | :03:08. | :03:13.
what the public think. When I talk to the police what is clear is they | :03:13. | :03:16.
had to make operational decisions and any incident at the time, but | :03:17. | :03:21.
the public was clear and I was clear, that there had to be a | :03:21. | :03:26.
change of tactics to ensure that we had that tough policing. | :03:26. | :03:30.
opposition say in the last week the Government has overstepped the mark. | :03:30. | :03:33.
Certainly where you get the Home Secretary saying she's ordered the | :03:33. | :03:36.
police to do certain things, when the Prime Minister is saying he's | :03:36. | :03:40.
ordered them to do certain things, when they've no power to do it, I | :03:40. | :03:43.
think you can understand why the police felt frustrated. The Home | :03:44. | :03:49.
Secretary has reiterated that police budgets will still be cut, | :03:49. | :03:53.
underlining another contentious issue between the two camps. | :03:53. | :03:57.
Our political correspondent is at Scotland Yard for us now. Where | :03:57. | :04:00.
does this all leave relations between the police and the | :04:00. | :04:06.
Government? Well, I think these latest prickly remarks from top | :04:06. | :04:08.
police officers in part simply reflect their sheer anger at the | :04:08. | :04:13.
criticism which has been levelled at them over over the way they | :04:13. | :04:16.
handled the riots, particularly in the early stages. I think there is | :04:16. | :04:19.
another issue as well, the Prime Minister believes strongly in | :04:19. | :04:21.
making police forces much more accountable and that's why the | :04:21. | :04:25.
Government is trying to push through its idea of having elected | :04:25. | :04:28.
police commissioners which Ministers think will be more in | :04:28. | :04:32.
touch with views of local people. I think that's also why the Home | :04:32. | :04:35.
Secretary today was stressing that her role during the riots was to | :04:35. | :04:39.
let the police know what the public expected in terms of a response on | :04:40. | :04:43.
the streets. The police say that they're all for being accountable, | :04:43. | :04:46.
what they don't like is interference and anything that | :04:46. | :04:51.
looks like the politicisation of their decision-making. I think that | :04:51. | :04:54.
as the Government tries to push through its reform programme we are | :04:54. | :05:02.
likely to see some of these tensions resurface. Thank you. | :05:02. | :05:05.
Libyan rebel forces say they've taken control of parts of the | :05:05. | :05:10.
coastal town of Zawiyah around 13 miles west of the capital Tripoli. | :05:10. | :05:12.
Small numbers of opposition fighters have been seen in the | :05:12. | :05:15.
centre of the town, although it's believed Government troops are | :05:15. | :05:24.
still in the area. Our correspondent Orla Guerin reports. | :05:24. | :05:29.
Rebel supporters on the streets of Zawiyah. | :05:29. | :05:35.
Welcoming the fighters to Colonel Gaddafi's backyard. His green flag | :05:35. | :05:42.
hurled from a mosque. For the rebels this is a key victory. Their | :05:42. | :05:46.
most significant yet. But it's unclear how much of the city they | :05:46. | :05:53.
control. They were met with shelling and sniper fire. And there | :05:53. | :06:00.
are reports that a counterattack has already begun. But the rebels | :06:00. | :06:05.
believe their push for freedom is gaining momentum after months of | :06:05. | :06:11.
deadlock. Here in the west, fresh from taking a town, they say | :06:11. | :06:17.
Colonel Gaddafi's days are numbered. The circle is tightening on the | :06:17. | :06:21.
tyrant, Mohammad told us, we are cutting his supply lines from the | :06:21. | :06:26.
south and the west. The fighters here believe the tide is turning | :06:26. | :06:30.
their way. They have made gains on several fronts in recent days, but | :06:30. | :06:35.
they are still facing opposition. The key issue is Colonel Gaddafi's | :06:35. | :06:41.
troops, how long and how hard will they be willing to fight? We asked | :06:41. | :06:45.
a senior officer in Colonel Gaddafi's Army, a brigadier | :06:45. | :06:49.
captured last month. We can't reveal his identity or | :06:49. | :06:54.
independently verify his testimony. There are a group of fighters and | :06:54. | :07:00.
officers who are still prepared to die for Gaddafi, he said. The | :07:00. | :07:03.
majority support him, I know that from the battlefield, and from | :07:03. | :07:09.
talking to them. If true, the rebels could still be | :07:09. | :07:17.
facing a long fight, but they are now closer than ever to their enemy. | :07:17. | :07:19.
A British soldier has died in an explosion in Afghanistan. The | :07:20. | :07:23.
Ministry of Defence said the serviceman from 1st Battalion The | :07:23. | :07:27.
Rifles was killed by a bomb while he was on patrol in Helmand | :07:27. | :07:30.
Province on Friday. His family has been told. | :07:30. | :07:33.
Further north at least 19 people died in an attack by militants on | :07:33. | :07:37.
offices used by the governor of Parwan Province. | :07:37. | :07:41.
The police in Jersey say at least five people have died and another | :07:41. | :07:45.
is in a critical condition after a knife attack at a flat in St Helier. | :07:45. | :07:48.
The emergency department at the General Hospital has been closed | :07:48. | :07:53.
and people are at the moment unable to enter the building. | :07:53. | :07:57.
The police in Norway have taken the gunman who shot dead 69 people | :07:57. | :08:05.
three weeks ago back to the island of Utoeya for a reconstruction. 32- | :08:05. | :08:08.
year-old Anders Breivik was guarded by armed officers as he led | :08:08. | :08:12.
investigators around the island in an eight-hour visit. There is flash | :08:12. | :08:17.
photography in this report. They took Anders Breivik back to | :08:17. | :08:21.
the scene of his crime, he arrived dressed in a red t-shirt on the | :08:21. | :08:26.
same ferry he had ridden the day he systematically killed so many | :08:26. | :08:31.
innocent people. For eight hours he described his actions to police, | :08:31. | :08:38.
including here simulating the firing of his gun. He was heavily | :08:38. | :08:42.
harnessed to guards and wore a bullet-proof vest in case of | :08:42. | :08:45.
revenge attacks. The police prosecutor said they hoped the | :08:45. | :08:49.
visit would enable him to give more detail about each death. | :08:49. | :08:56.
TRANSLATION: We got a lot of new new information | :08:56. | :09:03.
about what happened. Norway is still reeling from the shock of 77 | :09:03. | :09:07.
lives lost, most young people enjoying a Labour Party summer camp. | :09:07. | :09:13.
The rest in a bomb attack in the centre of Oslo. Anders Breivik has | :09:13. | :09:17.
admitted the attacks but denies criminal guilt. As he reconstructed | :09:17. | :09:25.
the horror on the island police said he showed no remorse. | :09:25. | :09:28.
Now with the sport here is Olly Foster. | :09:28. | :09:32.
Two of the Premier League title contenders got their season started | :09:32. | :09:35.
today, Chelsea were held by Stoke. The champions, Manchester United, | :09:35. | :09:43.
were heading for a draw at West Bromwich Albion but they won 2-1 | :09:43. | :09:47.
thanks to an own goal. What what do you give the manager what | :09:47. | :09:51.
has won pretty much everything? Another title, of course and Wayne | :09:51. | :09:54.
Rooney started their defence convincingly. New hair, same eye | :09:54. | :09:59.
for goal from the striker. But there's not the same continuity at | :09:59. | :10:05.
the back. So, Shane Long tested the new United goalkeeper and this | :10:05. | :10:08.
won't dampen any of the criticism he has received in his short career | :10:08. | :10:12.
in England to date. Indeed, this wasn't pleasant for the whole | :10:12. | :10:22.
:10:22. | :10:22. | ||
United defence, as Ferdinand limped off. United's success is built | :10:22. | :10:28.
around coping with diversity. West Brom's unfortunate Steven Reed | :10:28. | :10:32.
with the final touch. The goal a combination of brilliance and luck, | :10:32. | :10:42.
:10:42. | :10:52. | ||
An early reminder to the young manager that the Premier League is | :10:52. | :10:58.
not easy. Kilmarnock are up to fourth in the | :10:58. | :11:08.
Scottish Premier League after their 4-1 win against heub Hibernian. | :11:08. | :11:15.
It's their first victory under the manager Kenny Shiels. | :11:15. | :11:18.
England's cricketers were out celebrating last night after | :11:18. | :11:23.
beating India to become the number one Test team in the world. The | :11:23. | :11:29.
challenge is staying there. No, you weren't dreaming, England | :11:29. | :11:39.
:11:39. | :11:40. | ||
really are officially the best. But how did it happen? After all | :11:40. | :11:46.
two years ago England were ranked a lowly 6th. Enter the Zimbabwean | :11:46. | :11:51.
coach Andy Flower who instantly galvanised his players. He is tough | :11:51. | :11:55.
with them. He sets high standards. He expects high standards and he | :11:55. | :11:58.
demonstrates those standards himself. I think he is an excellent | :11:58. | :12:01.
role model for the team. He is a fit guy, a tough guy and that's | :12:01. | :12:07.
what we are looking for in our our -- cricketers. England have won | :12:07. | :12:15.
their last six Test series. And the skipper has guided them to 20 Test | :12:15. | :12:21.
wins. But are they the best England ever? They might not have an | :12:21. | :12:26.
individual style like Ian Botham. As a team they're the most | :12:26. | :12:36.
successful since the 50s when the England set-ups was very different. | :12:36. | :12:41.
These days they have a main coach, a batting coach, bowling coach, | :12:41. | :12:46.
fielding coach, and all the rest of it. All we had was a manager. | :12:46. | :12:51.
the investment seems to be paying off. England did slump after the | :12:51. | :12:56.
Ashes euphoria of 2005, but this time there's no danger of | :12:56. | :13:01.
complacency. The challenge is now to stay where they are, as Andy | :13:01. | :13:04.
Flower has also said they want to win a World Cup. He is tough enough, | :13:04. | :13:09.
ambitious enough to say right we ticked that box but we have to move | :13:09. | :13:14.
on and do something better now. wild celebrations, no victory | :13:14. | :13:19.
parades, this time English cricket is keeping its feet firmly on the | :13:19. | :13:22.
ground. Getting to the top is one thing but now they want to stay | :13:22. | :13:29.
there. That's all the sport. | :13:29. | :13:32.
More now on our main news, today a peace rally has been taking place | :13:32. | :13:37.
in Birmingham where three people were run over and killed during | :13:37. | :13:43.
last week's riots. Haroon Jahan, Shazad Ali and Abdul Musavir died | :13:43. | :13:47.
as they tried to protect their shops from looters. A man and a | :13:47. | :13:55.
youth have been remanded in custody charged with their murders. | :13:55. | :14:05.
They fell silent for Haroon Jahan, Abdul Musavir and Shazad Ali. | :14:05. | :14:12.
And then their families, raw with grief, took to the stage. Thank you | :14:12. | :14:21.
everyone for coming and all I can ask for is that - forget about me, | :14:21. | :14:24.
I am nobody, but try and remember the three men that sacrificed their | :14:24. | :14:33.
life for this community. We are not the best, but we can try to be good. | :14:33. | :14:42.
We have lost three brothers who were martyred. In this park, | :14:42. | :14:45.
central for one of Birmingham's poorest communities, people of all | :14:45. | :14:49.
faiths and ages wanted to prove they had more to offer than the | :14:49. | :14:55.
violence seen this week. This has been a very noisy response for | :14:55. | :14:59.
peace. I don't think anyone could have imagined during the height of | :14:59. | :15:03.
those troubles that people here would be standing together to | :15:03. | :15:08.
demonstrate for peace and to answer robustly those who came to these | :15:08. | :15:16.
streets to try to tear them apart. This largely spontaneous event put | :15:16. | :15:20. |
