Disparate conditions for the people of Tripoli as water, food and fuel

start to run out. Prices rocket as residents in the capital scramble

for scarce resources. A Libyan diplomat is named as the new

suspect in the killing of WPC Yvonne Fletcher. President Obama

warns Hurricane Irene could be "an historic" storm as millions flee

Almost a week after the final battle for Tripoli began, there's

growing concern about the increasing difficult living

conditions in the Libyan capital. Many people are without water and

electricity, food is scarce and there are growing sanitation

problems. Amid warnings from the United Nations that millions in the

city are at risk, the rebels say they are trying to increase the

supply of fuel, and to deliver water and medicine. Tripoli still

hasn't recovered from the ordeal of its revolution. Scarcely any shops

are open. There is little or no electricity and no running water.

Bottled water is all there is. It's expensive. It gets used up fast.

Supporters of Colonel Gaddafi still control the water supply from the

far south. They have cut it off. The UN's other big anxiety is for

fuel. In Tripoli supplies are rung out fast. It's costing more and

more. This is a new era, yet things don't always seem to be much better.

We have come to see what happened to Colonel Gaddafi's famous Women

Bodyguards. We are at the Military Academy for Women. There are a

couple of women firing rifles either side. Colonel Gaddafi

surrounded himself with a core of women guards. They swore an oath to

defend him to the death. Only, they didn't of course. They ran for it.

Now their Baraks have been taken over by the rebels who, for some

reason, didn't want us to be here. When we didn't leave, the Commander

went off to get a gun. Then he fired again, getting more and more

threatening. The rebels don't usually behave like this. It was

just like the bad old days. Mostly though, the rebels actively want to

show us the crimes and abuses of the past. We went to Tripoli

Airport to see Colonel Gaddafi as's famous private aircraft. A guy at

antic Airbus 340. Immensely expensive and luxurious inside. He

slept in a large and comfortable double bed. His private bathroom

included a decent size gentleman cues quiy. The man who gave the

impression he lived like a poor desert Bedwyn travelled the world

like the richest of billionaires. We can go live now it Tripoli and

talk to John. John, quite a contrast between the life kg was

enjoying and what people in Tripoli are experiencing right now. How bad

are the shortages for them? Shortages are bad. Everything that

affects the most minute details of everybody's lives. Even a big hotel,

like the one that I'm staying in, has no water whatever. Electricity

is only provided by a generator. Some people do have generators.

Nevertheless, life is very difficult. This is the hottest time

of the year. It's also coming to the end of the Ramadan period. That

is also play as big part in the way people live their lives. To be

without power, without water, at this time, is a really serious

thing. Thank you very much. A former Libyan diplomat has been

identified as the main suspect in the killing of Yvonne Fletcher. No-

one has ever been charged over the death of WPC Yvonne Fletcher, who

died when Libyan officials opened fire on a demonstration outside

their embassy in central London. The Foreign Office say it stands

ready to help Scotland Yard officers in Libya as soon as

conditions allow. Was this the man responsible for one of the most

notorious unsolved solved murders in British history, Abdulmagid

Salah Ameri am. Identified today as the gunman accused of shooting WPC

Yvonne Fletcher. PC Fletcher was killed when shots were fired from

inside the embassy at a group who were protesting outside. 11 day

police siege followed. Embassy staff were allowed to leave under

the umbrella of diplomatic immunity. According to the Telegraph

newspaper, Mr Ameri is named in a report for the Crown Prosecution

Service as the main suspect in the police officer's death. He was seen

by a witness firing a machine gun from the firs first floor window.

those, obviously, that killed WPC Fletcher. We want to know who they

are. They will be brought to justice as soon as possible.

Millions are fleeing the path of Hurricane Irene as it starts to hit

America's East Coast. It's made landfall in North Carolina and is

heading for New York. Some areas are being evacuated for the first

time ever. The city's Mayor has warned it's a "life threatening

hurricane". First light, Irene arrived in America. The piers

little defence against the waves. The surge brought immediate

flooding and winds of 90mph toppled power lines. A quarter of a million

people are without electricity. Some made a last-ditch effort to

out run the Hurricane whose assault on US shores will last 36-hours.

Over night, Irene had weakened it a Category 1 storm. The image from

space show as monster Hurricane 500 miles wide. Now bearing down on

major urban centres. In New York today they were removing rubbish

bins and anything else that might otherwise become a missile when

Irene strikes here tomorrow morning. In evacuation zone s hotels were

boarding up and turfing out guests, who are being moved to higher
