Good afternoon. The government has hit back at

claims that his -- that changes to disability claims in England and

Wales are in chaos. The changes are due to start on Monday, for those on

Disability Living Allowance, --. Welfare is a challenge for any

government. It is welcomed by some, challenged by others and difficult

to implement. Disability Living Allowance is claimed by 3.3 million

people and costs the government ?13 million a year -- ?13 billion a

year. There has been a 30% rise in claimants. From April, claimants

were assessed for the Personal Independence Payment. From Monday,

those on Disability Living Allowance in certain areas will face

reassessment as planned to receive PIP. Others elsewhere will remain on

Disability Living Allowance for the time being because the assessment is

taking longer than expected. People in Northern Ireland are unaffected.

Labour says it is a sign welfare reform is in trouble. People thought

they would be moving to this new Personal Independence Payment who

are facing huge anxiety and uncertainty about what the future

holds. This is in chaos. The Prime Minister and Iain Duncan Smith need

to get a grip. The government says it remains committed to the plan and

changes will be intimated on time. The spokesman says... Inevitably, as

you introduce any change, if you come up against problems or concerns

that have to be addressed, surely it is best to pause and make sure do

get it right rather than rushing ahead and creating chaos. This is

the right thing to do to make certain we get these reforms right.

One disability charity says although DLA needs reform, the new system is

flawed and an excuse to save money. Ministers have embarked on what they

say is the biggest shake-up in the benefits system ever attempted.

There have been hiccups, especially when it comes to assessment. That is

why they are hoping by beating in this system, they will pick up

problems before too many people are affected. -- by bringing in their

system. A former flatmate and chauffeur to

Jimmy Savar has appeared in court charged with a string of sex

offences against teenage girls. -- Jimmy Savile. Heriberto Viramontes

-- Ray Teret is accused of several offences.

Ray Teret has left Manchester magistrates Court. He made no

comment as he walked past the journalists. He spoke only to

confirm his name, age and address and over a period of half an hour,

32 charges were read out to the 72-year-old. They include charges of

rape, attempted rape and indecent assault. Ray Teret made no plea.

That will come later during the court proceedings. He is a

little-known DJ. He is better known for being a friend of Jimmy Savile.

He was a good friend of the former DJ in the 1960s and lived with him

for three years, and was his chauffeur. Ray Teret will next

appear at Manchester Crown Court on 15th November. He was granted

conditional bail. He had to surrender his passport and is not

allowed any unsupervised contact with anyone under the age of 16.

The Church of England has set out proposals to end the deadlock over

women bishops. It is suggesting an independent ombudsman could be

introduced to rule on arrangements for traditionalist parishes. The

church's grilling Synod will debate the plans next month.

A promise to cut levels of saturated fat in our foods has been described

as a drop in the ocean in the fight against obesity. Ministers have

asked food manufacturers and retailers to sign involuntary pledge

in an effort to stem the rises. Critics say the move ignores salt

and sugar contents in products. Foods like crisps and chocolate may

taste delicious, but they contain hidden fats and are contributing to

the nation's obesity crisis. Heart disease claims are far too many

citizens prematurely unsaturated fat is one of the parts of the problem.

Now, many food manufacturers and retailers have agreed to help the

government tackle the problem by agreeing to reduce the amount of

saturated fat in their products. Tesco says it will remove 32 tonnes

of saturated fat from products like breadsticks. Morrisons is going to

reformulate its spreads, removing around 50 tonnes of saturated fat.

Nestle will remove around 3800 tonnes from its cat cat Boris --

from its chocolate bar right changing the recipe. But some say it

is a drop in the ocean in the fight against obesity and it should not be

voluntary. There are fears that less fat will mean more sugar, which

carries its own health risks. It is not clear how companies like Nestle

will balance taste, cost and cutting fat, but according to a recent

study, four out of five of us have no idea how much saturated fat is

healthy to eat. Ministers say this is a good start.

The Met Office has issued storm warnings with gusts of up to 80 mph

for England and Wales tomorrow. Another alert for a southern Wales

and southern England includes much of the Midlands and the east. The

worst weather is expected overnight on Sunday and on Monday morning.

That is all
