Thousands of people in eastern Ukraine vote in an unofficial

:00:08.:00:13.

referendum on self-rule. Condemned by the Kiev government and Western

:00:14.:00:16.

leaders, we report on a process hastily organised by pro-Russian

:00:17.:00:21.

activists. Anyone from right across this whole region can vote here,

:00:22.:00:25.

without there being any checks as to whether they've already voted. The

:00:26.:00:31.

BBC DJ who says he was forced out of his job after accidentally playing a

:00:32.:00:34.

song that included the n-word Manchester City win the Premier

:00:35.:00:36.

League title, dashing Liverpool's dream. We are live in jersey as the

:00:37.:00:46.

Queen's baton relay, which has criss-crossed the world, arrives

:00:47.:00:47.

back on home soil. Thousands of people in eastern

:00:48.:01:08.

Ukraine have been voting today in an unofficial self-rule referendum set

:01:09.:01:15.

up by pro-Russian militants. The vote's been condemned by Western

:01:16.:01:17.

leaders and the Ukrainian government. Russia's President Putin

:01:18.:01:22.

also called for it to be postponed. But ballots were cast in two

:01:23.:01:28.

regions, Donetsk and Luhansk. Our correspondent, Richard Galpin, spent

:01:29.:01:31.

the day watching the voting in one area, Sloviansk. He sent this

:01:32.:01:37.

report. Pro-Russian gunmen Manning one of the many barricades around

:01:38.:01:43.

the town of Sloviansk. The epicentre of the uprising against the

:01:44.:01:47.

government and scene of fierce fighting with Ukrainian troops. But

:01:48.:01:53.

today, these separatist fighters taking time out to vote in the

:01:54.:01:57.

referendum. Everything brought out here specially for them. And, of

:01:58.:02:04.

course, they vote for independence. At this more conventional polling

:02:05.:02:08.

station, near the town centre, there's a steady stream of voters.

:02:09.:02:13.

The makeshift ballot paper asks if they want self-determination for the

:02:14.:02:18.

region. Officials here admitted this means independence. But for some

:02:19.:02:28.

voters, it means joining Russia TRANSLATION: We want to live with

:02:29.:02:32.

Russia and with Vladimir Putin. Because in Russia, there is peace

:02:33.:02:35.

and love. Maybe it won't be straight away. Maybe it will be in six months

:02:36.:02:41.

or a year but we really want this. Amongst the voters here, more

:02:42.:02:47.

pro-Russian fighters. There can be no doubt what the result of this

:02:48.:02:51.

referendum will be. But there are some really serious issues about

:02:52.:02:55.

this vote. For example, the voter list is from 2012. They do not have

:02:56.:03:00.

up-to-date information. Anyone from right across this whole region can

:03:01.:03:05.

vote here, without there being any checks as to whether they've already

:03:06.:03:14.

voted. The top security advisor to the government in Kiev told the BBC

:03:15.:03:19.

the referendum was illegal. He warned Russia not to recognise the

:03:20.:03:24.

vote and not to use it as an excuse to annex the region. But many who

:03:25.:03:30.

voted across this region today do want Russia to come to their help.

:03:31.:03:36.

Some also want Ukraine itself to be divided. First we have to build a

:03:37.:03:44.

very big wall a very big Chinese wall between western Ukraine and

:03:45.:03:50.

eastern Ukraine. For the moment no-one really knows what the casting

:03:51.:03:54.

of these ballots today will ultimately mean fortunity of this

:03:55.:04:02.

country. And Daniel Sandford is in Donetsk. The voting has now

:04:03.:04:07.

happened. The question is how Russia and indeed other parts of the world

:04:08.:04:11.

will deal with this fact? Well, first of all, obviously the Kiev

:04:12.:04:15.

government, the United States' government and yeern European

:04:16.:04:18.

governments, including the British government, regard this as an

:04:19.:04:23.

illegitimate poll and they will be ignoring the result. Russia is much

:04:24.:04:26.

more interesting and arguably more important. President Putin had asked

:04:27.:04:29.

the men organising this poll to delay it. They ignored him and went

:04:30.:04:35.

ahead with that. I think it's quite likely that despite that, Russia is

:04:36.:04:39.

likely to recognise this poll in some shape or form. So, how are we

:04:40.:04:44.

to see it? Well, I think obviously the poll was deeply flawed. It

:04:45.:04:50.

wouldn't be seen as an election in any other western European country.

:04:51.:04:54.

But there is an issue and that is that thousands of people did come

:04:55.:04:58.

out today. Thousands of people voluntarily went to the polls and

:04:59.:05:01.

they came there because they wanted to send a message. That message is

:05:02.:05:05.

that they are unhappy at the moment with the government in Kiev. While

:05:06.:05:08.

they probably weren't the majority here that went to the polls, I think

:05:09.:05:11.

the figures will be very difficult, but they probably weren't the

:05:12.:05:14.

majority. But they were a significant number of people and

:05:15.:05:17.

that's a problem that Kiev and the rest of the world has to deal with.

:05:18.:05:27.

The Prime Minister has insisted he will not return to No 10 unless he

:05:28.:05:31.

can secure a referendum on Britain's membership of the European Union in

:05:32.:05:34.

three years' time. Mr Cameron told the BBC that it would be a

:05:35.:05:37.

non-negotiable part of any future coalition agreement. His comments

:05:38.:05:40.

come ahead of elections for the European Parliament in ten days'

:05:41.:05:42.

time. Our Political Correspondent Iain Watson reports Meanwhile, the

:05:43.:05:45.

Prime Minister's also been trying to play down a row within the

:05:46.:05:49.

Today, just about everyone was talking about Europe, not the EU but

:05:50.:05:55.

the song contest. Sometimes, just for one, people vote for

:05:56.:05:59.

unconventional candidates that make a bit of an impression. The

:06:00.:06:02.

Conservatives are worried that the same thing might happen at the

:06:03.:06:04.

European elections in ten days' time.

:06:05.:06:09.

So, partly to imwill it UKIP's appeal, David Cameron repeated this

:06:10.:06:17.

pledge. -- to part to to limit UKIP's appeal. I will not become

:06:18.:06:20.

Prime Minister unless I can guarantee to hold a referendum. He

:06:21.:06:24.

said even if he fails negotiate a new relationship with Brussels, the

:06:25.:06:27.

referendum would still go ahead. It is not surprising he is being this

:06:28.:06:30.

robust. Take a look at recent polling and who UKIP is hitting

:06:31.:06:36.

hardest. It suggests four out of ten of UKIP's supporters previously

:06:37.:06:41.

backed the party or didn't any other party but one and three defected

:06:42.:06:45.

from the Conservatives while only 13% from Labour and the Lib Dems so

:06:46.:06:51.

unsurprisingly Nigel Farage repeated his view that David Cameron can't be

:06:52.:06:56.

trusted on the referendum. He has difficulty being developed. I put it

:06:57.:07:04.

to you five years ago. But he has given a cast iron opinion that if he

:07:05.:07:13.

became Prime Minister he would have a referendum.

:07:14.:07:16.

Labour know that Europe isn't part of people's agenda. I'm proud voters

:07:17.:07:25.

are talking about rent and and the dynamic party. But we are talking

:07:26.:07:29.

about what people care about and a Conservative Party that are talking

:07:30.:07:32.

exclusively about the referendum. Nick Clegg said his party only had a

:07:33.:07:37.

clear view on the EU membership. Theres a foughtline about whether

:07:38.:07:40.

you are in or out. We can then have debate about how you reform Europe

:07:41.:07:43.

and what is wrong and right with it. But there is a fundamental debate.

:07:44.:07:49.

The Eurovision winner dedicated last night's victory to peace and freedom

:07:50.:07:54.

but don't expect too much political harmony in the run-up to the

:07:55.:07:57.

European elections. Meanwhile the Prime Minister has been trying to

:07:58.:08:02.

play a row within the coalition on education with Liberal Democrats

:08:03.:08:05.

angry about the amount of money being spent on free schools. Now

:08:06.:08:09.

let's whatter from Iain whose report you saw there. There feels like a

:08:10.:08:14.

lot of rows within the Coalition. How serious is this? At least we

:08:15.:08:17.

know the Liberal Democrats and Conservatives don't see eye-to-eye

:08:18.:08:22.

on education that has been known but now there is a problem on education.

:08:23.:08:30.

-- don't see eye-to-eye on Europe. You might think there is not much

:08:31.:08:36.

room for escalating this but today the deputy leader of the Liberal

:08:37.:08:39.

Democrats, came out and said Michael Gove, the Education Secretary was

:08:40.:08:42.

getting out of control and needed to be reined N the Liberal Democrats'

:08:43.:08:45.

accusations is that Michael Gove is taking money that could be used for

:08:46.:08:50.

extra school places and putting them in, instead to fund a small number

:08:51.:08:54.

of free schools. Labour have made a similar accusation. The

:08:55.:08:56.

Conservatives say this is rubbish, there will be more money for school

:08:57.:09:02.

places. But as thoughts turn to electoral competition rather than

:09:03.:09:06.

cooperation between the two parties, more disputes will be made public.

:09:07.:09:15.

A veteran BBC local radio presenter has lost his job after playing a

:09:16.:09:18.

1930s' version of The Sun Has Got Its Hat On without realising the

:09:19.:09:21.

recording contained a racist word. David Lowe said it was an innocent

:09:22.:09:24.

mistake. The BBC later acknowledged it could have handled the situation

:09:25.:09:27.

better and offered him his job back. Lisa Hampele reports.

:09:28.:09:32.

David Lowe here once again and as always... The presenter spent 32

:09:33.:09:39.

years with the BBC. His prerecorded golden oldies show on radio Devon

:09:40.:09:44.

had a loyal following. # The sun has got his hat on... #

:09:45.:09:52.

But when David Lowe played it 82-year-old version of The Sun Has

:09:53.:09:55.

Got His Hat On he had no idea that the lyrics included the N-word.

:09:56.:10:01.

He apologised to his bosses and wanted to do the same on air. Or, he

:10:02.:10:06.

suggested, he could stand down. I just want to say to my listeners

:10:07.:10:11.

that I'm going to miss you and I'm sorry. It was a sillieror on my

:10:12.:10:16.

part. I have paid the price. I'm sorry they have had to pay the

:10:17.:10:20.

price, too. But David Lowe received a letter from the station saying

:10:21.:10:25.

they would accept his offer to fall on his sword. He says he has refused

:10:26.:10:31.

to agree that an announcement was made saying he was leaving to pursue

:10:32.:10:34.

other interests. After details were made public, the BBC said, "The

:10:35.:10:38.

discussion with David Lowe could have been handled better. His

:10:39.:10:42.

resignation should not have been accepted. He was initially invited

:10:43.:10:45.

to return to his show. He has declined, so we would like to wish

:10:46.:10:52.

him for the future." Mr Low who suffers from a stress-related

:10:53.:10:56.

condition says his condition has been exacerbated and he will not be

:10:57.:11:00.

returning. This has come to light when Jeremy Clarkson was forced to

:11:01.:11:05.

say sorry when footage of him mumbling the N-word during outtakes

:11:06.:11:10.

were revealed and he kept his job. Mr Lowe says the system is wrong.

:11:11.:11:17.

Now time for the sport. Am Thank you. Manchester City have been

:11:18.:11:21.

crowned Premier League Championships for the second time in three

:11:22.:11:25.

seasons. A controlled per performance saw City beat West Ham

:11:26.:11:31.

2-0 to win the title by two points from Liverpool. Dan row soon at the

:11:32.:11:38.

Etihad Stadium. In 2012 Manchester City made heavy weather of winning

:11:39.:11:41.

the Premier League title on the last day of the season this. Time, as

:11:42.:11:44.

expected there was little fuss as they regained the trophy from their

:11:45.:11:49.

arch rivals Manchester United. Worthy winners of one of the most

:11:50.:11:59.

open title races in recent memory. No last-day dramas this time.

:12:00.:12:02.

Manchester City, Premier League champions once again. The title race

:12:03.:12:06.

may have gone the distance but today, it never seemed in doubt.

:12:07.:12:11.

Earlier, City had known a point would be enough, but seemed intent

:12:12.:12:15.

on three. David Silva close to giving them an early lead. West Ham

:12:16.:12:20.

survived the early pressure but over at Anfield, Liverpool were doing

:12:21.:12:24.

City's job for them, needing to win against Newcastle United, the hosts

:12:25.:12:29.

instead went behind. Martin Skrtel's own goal denting their team's

:12:30.:12:33.

already slim hopes of the title. No sooner had City fans celebrated the

:12:34.:12:39.

news from Liverpool they had more reason to be cheerful. Samir Nasri

:12:40.:12:43.

putting them 1-0. Closing in on their target. City had scored 101

:12:44.:12:48.

goals this campaign. They were not finished. Vincent Kompany putting

:12:49.:12:51.

them 2-0 up. Now City knew the party could begin.

:12:52.:12:56.

Back on Merseyside, Liverpool weren't giving up without a fight,

:12:57.:13:01.

going 2-1 up after goals from Daniel Agger and Daniel Sturridge but this

:13:02.:13:05.

comeback had been rendered irrelevant, the runners-up falling

:13:06.:13:09.

just short of what was almost a fairy-tale season. City knew what

:13:10.:13:12.

had to be done and now they have done it. At the end of this most

:13:13.:13:16.

compelling of seasons, separating themselves from the pack. Escaping

:13:17.:13:20.

their euphoric fans would now prove just as much of a challenge. I don't

:13:21.:13:25.

think anyone could contemplate of what was going on at Liverpool. We

:13:26.:13:30.

knew what our job was. We did T we have played well this year. Came

:13:31.:13:33.

through a lot in a strong league. We are proud of today. After the ups

:13:34.:13:43.

and downs of recent seasons, Manuel Pellegrini has provided stability

:13:44.:13:46.

and silverware in his first year in charge and confirmed City as the

:13:47.:13:50.

team to beat in the English game. Well, some will say City have simply

:13:51.:13:55.

bought the title. Tomorrow they are expected to be hit with a record ?50

:13:56.:14:02.

million fine from UEFA for breaching financial regulations. Their fines

:14:03.:14:05.

will relish the season in which they have replaced United as the dominant

:14:06.:14:09.

force in the Epping lib game. Celtic won the Scottish Premiership title

:14:10.:14:15.

in March and today finished in emphatic sign with a 3-1 win over

:14:16.:14:19.

Dundee United. Neil Lennon's side topped the table with 99 points. 29

:14:20.:14:23.

ahead of Motherwell who claimed second place with a 1-0 win over

:14:24.:14:28.

Aberdeen. Lies Hamilton has moved to the top

:14:29.:14:31.

of Formula 1's World Championship standings after victory in the

:14:32.:14:35.

Spanish Grand Prix. It is the British driver's fourth win in a row

:14:36.:14:39.

as Mercedes continue to dominate the start to the Formula 1 season.

:14:40.:14:44.

In the recent past, one driver has stood head and shoulders above the

:14:45.:14:48.

rest. That man was Sebastian Vettel, but here in Barcelona it is Lewis

:14:49.:14:53.

Hamilton who has been on top. This, his fourth pole from five races

:14:54.:14:58.

Lights out, away we go. Hamilton gets off the line beautifully. The

:14:59.:15:02.

Circuit de Catalunya is notorious for its difficult overtaking, so

:15:03.:15:06.

once ahead, Hamilton held the advantage. Meanwhile, Vettel, who

:15:07.:15:11.

started from 15th, was working his way through the field. The four-time

:15:12.:15:15.

World Champion went on it finish fourth, behind Red Bull team-mate,

:15:16.:15:22.

Daniel Riccardo. Ahead of him the drama was starting to unravel, or

:15:23.:15:27.

rather, Lewis Hamilton's were. ! My rear wheel is everywhere. Despite

:15:28.:15:32.

complaining, he led the way. His Mercedes team-mate and Championship

:15:33.:15:36.

rival Nico Rosberg was gaining on him with every passing lap but it

:15:37.:15:39.

wasn't enough. Hamilton crossing the line for his fourth straight Vic

:15:44.:15:47.

:15:48.:15:57.

the top of the standings. Marcel Kittel won stage three in the

:15:58.:16:02.

Giro D'Italia. He beat Britain's Ben Swift into second at the end of the

:16:03.:16:07.

187 kilometre race which finished in Dublin. Michael Matthews retained

:16:08.:16:12.

the overall pink jersey and Marianne Vos has won the inaugural Women's

:16:13.:16:22.

Tour of Britain. Finally, the Queen's Baton,

:16:23.:16:25.

heralding the final countdown to the Glasgow 2014 Commonwealth Games, has

:16:26.:16:28.

touched down in the British Isles. The flight carrying the hand-crafted

:16:29.:16:30.

baton, containing a personal message from the Queen, arrived in Jersey

:16:31.:16:36.

this afternoon. In the last hour, Olympic driver Tom Daley has carried

:16:37.:16:40.

the baton ashore to begin this leg of the tour. Robert Hall is in

:16:41.:16:46.

jersey. 118,000 miles, criss-crossing the

:16:47.:16:49.

world. 70 members of the Commonwealth and new it is back on

:16:50.:16:53.

home soil. The man who carried it is here. Tom Daley, tremendous

:16:54.:16:56.

excitement. You travelled by sea to get her. It is brave of you. It is

:16:57.:17:00.

not brilliant. It was windy and choppy. I made it in one piece. I

:17:01.:17:11.

didn't drop it or fall over. I think this is a real moment for everyone

:17:12.:17:14.

to get behind the athletes and the Gilles and get excited. It is only

:17:15.:17:19.

ten weeks now until the Commonwealth Games begin. The last push for

:17:20.:17:22.

particular sets tomorrow. If you want it get tickets, the last chance

:17:23.:17:26.

is tomorrow. You made the point that everybody remembers the torch. Now

:17:27.:17:30.

it is all sort of beginning again. Exactly. We are getting to relive

:17:31.:17:33.

that experience, the buzz and excitement and sport is bringing

:17:34.:17:36.

everyone together again. I think it is just amazing. And you have

:17:37.:17:40.

hoardes of people wanting to talk to you. I will go quickly now, to be
