Homes and house prices, they are a national obsession. The Bank of

England Governor says this market poses a threat to economic recovery.

The main problem? He says we are not building enough homes. Although he

:03:51.:03:53.

can't do much about that, he can look at options to reduce the risks.

We are vigilant about risks around the housing market, is to ensure

:04:00.:04:02.

that risks aren't building up for the medium-term, in other words the

:04:03.:04:05.

banks have enough capital when they underwrite these new mortgages and,

very importantly, that individuals can afford those mortgages over the

entire life of the mortgages. We don't want to build-up another big

debt overhang that is going to hurt individuals, but is very much going

to slow the economy in the medium-term.

Few would disagree that there is a chronic shortage of houses. Just

before the credit crunch, 177,000 properties were built in England.

Last year, the figure was 112,000, although activity is significantly

picking up but still nowhere near the 232,000 homes which experts

If buyers can't buy, builders won't build. Government schemes like Help

I think if he says that we need to pare back on some of the Government

schemes like Help to Buy, then we should do so. He is certainly right

East, especially London, where there is no shortage of buyers for flats

The big question is how to keep the housing market grounded without

derailing the wider recovery. It's a difficult balancing act for the Bank

Tens of thousands of Serbians have been affected by these once in a
