have struck parts of northern England and Scotland, | :00:23. | :00:27.
as a major storm sweeps across the UK. | :00:28. | :00:29.
The Met Office has taken the rare step of issuing its highest | :00:30. | :00:32.
where it's advising people not to travel unless it's essential. | :00:33. | :00:37.
There are 33 severe flood warnings in place, | :00:38. | :00:38.
Our correspondent Fiona Trott is at Keswick in Cumbria, | :00:39. | :00:52.
where police say conditions are without precendent. | :00:53. | :00:58.
Workers on the ground have said that people cannot get in or out of this | :00:59. | :01:04.
town, 100 people have already been evacuated today, and the river has | :01:05. | :01:09.
not yet peaked. The focus now is on the flood defences of the town, | :01:10. | :01:16.
which have already been breached, and the safety of a bridge nearby. | :01:17. | :01:19.
VOICEOVER: This is why people in Keswick are worried, somewhere below | :01:20. | :01:25.
the water, flood defences. They had to be reinforced a few years ago, | :01:26. | :01:29.
tonight, they are powerless to stop the force of this water. It is a bit | :01:30. | :01:35.
scary, like, the houses are so high, but this has never been this high, | :01:36. | :01:40.
either. I live out of Keswick, I am stuck in Keswick at the moment, I am | :01:41. | :01:45.
very scared. We are meant to be protected against a 1 in a hundred | :01:46. | :01:48.
year flood, six years after they did the design. I'm wondering how money | :01:49. | :01:54.
times this is going to happen! The river has torn its way through this | :01:55. | :01:59.
town... In the run-up to Christmas, this car park would normally be | :02:00. | :02:03.
filled with shoppers. Now, it is at the centre of a major incident. The | :02:04. | :02:09.
events today appear unprecedented, even surpassing 2005 and 2009, the | :02:10. | :02:16.
amount of rainfall we have seen is vast, we are working very hard to | :02:17. | :02:19.
protect the properties and the life risk that there is in the flood risk | :02:20. | :02:24.
areas. As was the scene in Appleby, earlier today, five people had to be | :02:25. | :02:30.
evacuated from their home. On the M6 motorway, gusts of up to 70 mph made | :02:31. | :02:36.
driving conditions treacherous. In Keswick, more than 100 people have | :02:37. | :02:39.
already been evacuated from properties here. Further north, in | :02:40. | :02:46.
the border town, the river is close to bursting its banks. Here and | :02:47. | :02:51.
elsewhere, it is yet to reach its peak, and still the rain continues | :02:52. | :02:52.
to fall. STUDIO: For the latest on the rising | :02:53. | :03:01.
flood water in Scotland, we can go to Katrina Renton, there is a severe | :03:02. | :03:04.
weather warning in place. The weather here in Hawick has | :03:05. | :03:15.
really deteriorated, you can see how strong winds are, the river behind | :03:16. | :03:21.
me, it is getting very angry, very swollen. Further down, where we are | :03:22. | :03:27.
not allowed to go, the river has burst its banks. Around 100 | :03:28. | :03:31.
properties have been evacuated along the banks of the River Teviot and | :03:32. | :03:36.
people have gone to a sports centre for shelter, we have also heard that | :03:37. | :03:40.
people in year by Newcastleton have been evacuated as well. The Scottish | :03:41. | :03:45.
Government has held a meeting of its resilience committee today because | :03:46. | :03:50.
of the flooding, the river tea, has seen the most flooding it has had in | :03:51. | :03:55.
the last few years, and the advice is not to drive if you can possibly | :03:56. | :03:57.
avoid it. -- River Tee. The Defence Secretary Michael Fallon | :03:58. | :04:02.
has been visiting the RAF base in Cyprus from where planes are | :04:03. | :04:04.
launching raids in eastern Syria against self-styled Islamic State, | :04:05. | :04:07.
also known as Daesh. Mr Fallon's trip came | :04:08. | :04:13.
as the Ministry of Defence released the first | :04:14. | :04:16.
pictures of the bombing missions Our Defence correspondent | :04:17. | :04:18.
Jonathan Beale reports from VOICEOVER: Last night, the first RAF | :04:19. | :04:29.
typhoons joined in the fight against Islamic State. Not just loaded with | :04:30. | :04:34.
pave way bombs but also white tipped air to air missiles. An extra | :04:35. | :04:39.
precaution now flying in Syrian airspace. They left with another two | :04:40. | :04:45.
tornadoes, to find their target. -- Paveway. And this was it, the first | :04:46. | :04:52.
images of an RAF air strike inside Syria, bombing the same oilfields as | :04:53. | :04:58.
two nights ago, an attempt to cut off the supplies which help to fund | :04:59. | :05:02.
the extremists. This morning, in Cyprus, the Defence Secretary met | :05:03. | :05:06.
the air and ground crews involved, his message, this will take time. | :05:07. | :05:12.
This campaign is not going to be short, it is not going to be simple. | :05:13. | :05:16.
But they did now have the backing of Parliament. What we are doing is | :05:17. | :05:22.
upping the tempo, and the RAF, which had one hand tied behind its back | :05:23. | :05:28.
until now, is now able to hit Daesh harder where it hurts. Only the | :05:29. | :05:33.
second set of air strikes by the RAF over Syria, the first time that | :05:34. | :05:36.
Typhoon jets have been used, these are still early days, and even the | :05:37. | :05:40.
Defence Secretary does not know how long this will last. There will be | :05:41. | :05:46.
many more missions, before this is over. | :05:47. | :05:52.
STUDIO: President Obama says Americans "will not be terrorised" | :05:53. | :05:55.
following the mass shooting in California | :05:56. | :05:59.
In his weekly radio address, Mr Obama said it was | :06:00. | :06:03.
"entirely possible" that the married couple who carried out the killings | :06:04. | :06:05.
Laura Bicker reports from San Bernardino where | :06:06. | :06:08.
VOICEOVER: Tashfeen Malik, the mother who became a mass murderer, | :06:09. | :06:17.
the FBI admits that they know very little about her. She lived in a | :06:18. | :06:23.
quiet of urban California, raising a 6 -month-old daughter, and yet yards | :06:24. | :06:27.
away, she and her husband were stockpiling an arsenal of weapons | :06:28. | :06:30.
and bombs. Her family knew her as... She was soft-spoken, very | :06:31. | :06:37.
basic information, what they have seen of her. Typical housewife. Much | :06:38. | :06:42.
more is known about Syed Rizwan Farook, who worked alongside the men | :06:43. | :06:45.
and women he shot and killed at the office Christmas party. The | :06:46. | :06:49.
so-called Islamic State declared in a radio broadcast this morning that | :06:50. | :06:52.
the shooting was carried out by two of its followers, there is no | :06:53. | :06:56.
evidence linking the couple to a further terrorist network, or that | :06:57. | :07:00.
this attack was ordered by Isis, but Barack Obama believes the best way | :07:01. | :07:06.
to keep America safe would be to tighten the gun laws of the country. | :07:07. | :07:10.
People on the no-fly list can walk into a store and buy a gun. That is | :07:11. | :07:16.
insane! If you are too dangerous to board an aeroplane, you are too | :07:17. | :07:20.
dangerous, by definition, to buy a gun! I'm calling on Congress to | :07:21. | :07:25.
close this loophole. Critics say the president has been slow to deal with | :07:26. | :07:30.
the terror threat, and with Isis, the horror here may have raised a | :07:31. | :07:34.
wider debate, but the motivation of this couple is still not clear. | :07:35. | :07:42.
STUDIO: Here, police in the West Midlands say they are supporting | :07:43. | :07:49.
French police, investigating possible British links to the | :07:50. | :07:51.
extremists who attacked Paris last month. It's reported that the Paris | :07:52. | :07:55.
ringleader, Abdelhamid Abaaoud, had connections with people in | :07:56. | :07:57.
Birmingham, and that another of the gunmen visited Birmingham and London | :07:58. | :07:58.
earlier this year. The Home Office is | :07:59. | :08:01.
considering plans to introduce a new court order to tackle stalking | :08:02. | :08:02.
in England and Wales. It's aimed at protecting victims who | :08:03. | :08:05.
are targeted by strangers or people they barely know, | :08:06. | :08:08.
amid fears that the internet is fuelling an increase in such | :08:09. | :08:10.
cases. VOICEOVER: Stalking can take many | :08:11. | :08:18.
forms, all of them are terrifying for the victim, some have been | :08:19. | :08:22.
followed on the street, others tracked online by people they may | :08:23. | :08:25.
know intimately or who they had never even met. Crime survey figures | :08:26. | :08:30.
suggest one in five women and one in ten men will be victims of stalking. | :08:31. | :08:36.
Jane Clough was stalked by her ex-boyfriend, for eight months, | :08:37. | :08:40.
before he killed her five years ago. He would stalk her, by means of | :08:41. | :08:46.
social media, by means of following her whereabouts using her telephone, | :08:47. | :08:53.
constantly sending text messages... The police knew the extreme risk | :08:54. | :08:57.
Jane was at, even so, she was still left without protection. Stalking | :08:58. | :09:02.
appears to be on the increase, in the past year, it has led to more | :09:03. | :09:07.
than 1100 prosecutions, that is a 50% rise on the year before. Victims | :09:08. | :09:12.
report more than half of stalkers are people they either barely know | :09:13. | :09:17.
or are total strangers. And it is spoken by strangers that is the main | :09:18. | :09:21.
focus of this Home Office plan, ministers at knowledge there is far | :09:22. | :09:23.
more help available for victims who know their abusers, and that | :09:24. | :09:27.
stalking protection orders could help those at longer term risk. If | :09:28. | :09:33.
we can intervene earlier, and we can intervene on the perpetrator | :09:34. | :09:36.
earlier, we believe we will be able to protect victims but also stop the | :09:37. | :09:40.
behaviour escalating into that very fixated, very serious behaviour. | :09:41. | :09:44.
Social media has made stalking by relative strangers easier than ever, | :09:45. | :09:49.
victims say that the government must also do more to keep them safe | :09:50. | :09:54.
online. We have real issues with the digital aspect of stalking, with | :09:55. | :09:58.
Facebook and Twitter, victims are told, if you are being stalked, come | :09:59. | :10:02.
off-line, come off Facebook, Twitter... That is not the response | :10:03. | :10:07.
anyone should be getting. It has never been easier for stalkers to | :10:08. | :10:10.
track our movements, pressure groups say that treating the compulsions of | :10:11. | :10:14.
the stalkers is also key to keeping the victim safe. | :10:15. | :10:20.
STUDIO: Leicester City are the new leaders of the Premier League after | :10:21. | :10:26.
beating Swansea city, 3-0, placing Manchester City, who were beaten 2-0 | :10:27. | :10:32.
by Stoke City. There were also wins for the Arsenal and Watford. | :10:33. | :10:34. |
