Thunderous tides scurrying through the ornamental gardens and under | :01:19. | :01:50.
minding foundations of bridges. The owners the victims of some of the | :01:51. | :01:55.
highest water levels ever to hit the region. Today we are expecting a | :01:56. | :02:05.
peak of 7.9 metres. That is significant, above anything that has | :02:06. | :02:09.
been modelled, this is an extreme weather event. Not just Cumbria was | :02:10. | :02:15.
effective, this is the Scottish Borders, 300 houses, 600 people had | :02:16. | :02:20.
to be evacuated as the river rose relentlessly. Water levels are now | :02:21. | :02:25.
falling but are still dangerous. Stay away from the river and | :02:26. | :02:30.
bridges, let the council get on and clean-up, they've been out in force | :02:31. | :02:31.
this morning with road sweepers. For many families this been a | :02:32. | :02:41.
traumatic weekend, six people were rescued the coastguard from a | :02:42. | :02:45.
flooded house in Caernarvon overnight. Others were today walking | :02:46. | :02:49.
warily through the flood, to assess the damage and retrieve vital | :02:50. | :02:53.
supplies for the days, weeks and months that it may take to get their | :02:54. | :03:01.
houses habitable again. Parts of Cumbria had almost doubled their | :03:02. | :03:04.
usual December rainfall this weekend. I have not seen it like | :03:05. | :03:12.
this in 43 years. The Lake District is living up to its name today (!) | :03:13. | :03:16.
for all of the wrong reasons, in this valley, some traffic was | :03:17. | :03:22.
moving, just, but the landscape is inundated, livestock have been | :03:23. | :03:27.
trapped, and travel is difficult. Rail services have been disrupted, | :03:28. | :03:30.
landslides have blocked some roads. With a gap in the rain for some, the | :03:31. | :03:41.
clean-up is under way. Storm Desmond has left massive disruption in its | :03:42. | :03:42.
wake. STUDIO: Forty eight severe flood | :03:43. | :03:48.
warnings are still in place across Northern England and Southern | :03:49. | :03:51.
Scotland, Our Correspondent Christian Fraser | :03:52. | :03:52.
is in Keswick, we'll talk to him | :03:53. | :03:55.
in a moment, but first to Danny Savage | :03:56. | :03:57.
who's in Carlisle. What is it like there? You heard | :03:58. | :04:08.
talk of water levels dropping in some places but that is not the case | :04:09. | :04:11.
in Carlisle, this is Warwick Road, severely flooded, act in 2005. Last | :04:12. | :04:18.
night we were standing half a mile down the road, where it was dry, but | :04:19. | :04:21.
just after midnight the flood defences were overwhelmed, water | :04:22. | :04:26.
gushed through and within one hour, the road was flooded, by this | :04:27. | :04:29.
morning it was all the way up here, this is a real ongoing series | :04:30. | :04:33.
incident here in Carlisle at the moment, we have the emergency | :04:34. | :04:38.
services here coordinating rescues, the RNLI are going out in boats, and | :04:39. | :04:43.
the situation is this, there is also a electricity substation under | :04:44. | :04:48.
threat from flood water. If that goes, 60,000 homes in Carlisle are | :04:49. | :04:51.
potentially going to be left without power. That is a serious worry this | :04:52. | :04:57.
afternoon that it will happen. It may have stopped raining but | :04:58. | :04:58.
floodwaters are still rising. Give us a sense of what is happening | :04:59. | :05:08.
where you are, Christian. Blue sky at the moment, mercifully, the rain | :05:09. | :05:12.
has stopped falling, you can see the River Greta behind us, swollen and | :05:13. | :05:16.
angry. The river level has fallen as we have been standing here, last | :05:17. | :05:20.
night it was up to the roof of this shelter, and the power of the water | :05:21. | :05:26.
has slammed trees up against the shelter and it was broken over the | :05:27. | :05:30.
wall that was built in 2009. Residents alongside the River tell | :05:31. | :05:33.
me that it was forcing its way through the floor, between chimneys, | :05:34. | :05:38.
and over the door, there was no way to stop it. When you look at the | :05:39. | :05:42.
aerial pictures above Keswick, you can see that although the river | :05:43. | :05:45.
level has fallen, large parts of the town are still underwater, and | :05:46. | :05:50.
Derwentwater, all of the way down to the lake, about a mile and a half | :05:51. | :05:54.
away, there is one giant lagoon, one expanse of water. Water cascading | :05:55. | :05:59.
from the hillside down the hillside, over the road, and into this valley | :06:00. | :06:03.
bottom. It will take several days, if not weeks for the water that is | :06:04. | :06:08.
standing in towns like this one up and down Cumbria to subside | :06:09. | :06:09.
completely. say it is treating a knife attack | :06:10. | :06:13.
on three people at an underground | :06:14. | :06:21.
station in east London The attacker reportedly shouted | :06:22. | :06:23.
out, "This is for Syria". One man is being treated | :06:24. | :06:27.
in hospital for serious injuries From Leytonstone, | :06:28. | :06:30.
June Kelly reports. VOICEOVER: 7pm, Saturday evening, | :06:31. | :06:43.
dozens of Tube travellers are confronted by a man wielding a | :06:44. | :06:49.
knife. Before he began his rampage, the man is said to have shouted, | :06:50. | :06:55.
This is the Syria, he attacked three people, one reportedly stabbed in | :06:56. | :06:58.
the neck after being beaten and kicked, according to a station | :06:59. | :07:03.
shopkeeper. -- "This is for Syria." Nobody was in the station at that | :07:04. | :07:10.
time, when he was stabbing. Nobody can help the victim. This was very | :07:11. | :07:19.
scary. There was no way anybody would go near him, he was a strong | :07:20. | :07:26.
man. He was punching like a boxer. The suspect ran out of the station. | :07:27. | :07:34.
I could hear pleading for help. It was a female, shouting for help, | :07:35. | :07:38.
help, help, people began running out from the station, and then, the man | :07:39. | :07:45.
went out, and began chasing the girl around the statue. Back inside, | :07:46. | :07:49.
mobile phones recorded how members of the public shouted at the man to | :07:50. | :07:53.
lay down his weapon. Police dealing with this were local offices, none | :07:54. | :07:58.
of them had a firearm. They used a Taser stun gun on the suspect. It | :07:59. | :08:03.
took more than one attempt to overpower him. From one traveller, a | :08:04. | :08:07.
strong message to the knifeman. You are not Muslim, bruv! It is being | :08:08. | :08:15.
treated as a terrorist incident, which was announced within a few | :08:16. | :08:20.
hours by the Metropolitan Police. It is an appalling act, but we cannot | :08:21. | :08:26.
allow it to affect the way that people live their lives and the | :08:27. | :08:28.
community functions, and that is absolutely right. Leytonstone | :08:29. | :08:33.
station has reopened as counterterrorism officers tried to | :08:34. | :08:37.
establish the motivation for the attack. It is the counterterrorism | :08:38. | :08:44.
command that will establish whether it was Islamism inspired, by now | :08:45. | :08:49.
they will know whether this man was on their radar and the radar of the | :08:50. | :08:54.
security services. We understand that a residential address is being | :08:55. | :08:57.
searched, in east London, they will also be looking at this man's | :08:58. | :09:00.
associates and whether he was mentally ill. | :09:01. | :09:08.
STUDIO: Foreign patients who visit England could face charges | :09:09. | :09:13.
such as blood tests, prescriptions and physiotherapy. | :09:14. | :09:16.
The government wants to extend charges paid by visitors from | :09:17. | :09:19.
outside the European Union and will begin a consultation next week. | :09:20. | :09:21.
Doctors' leaders have said they are concerned about the proposals. | :09:22. | :09:24.
The Labour MP Tristram Hunt has called on the party leader, | :09:25. | :09:26.
Jeremy Corbyn to "step back" from the anti-war campaign group, | :09:27. | :09:29.
He called it a "disreputable organisation" | :09:30. | :09:31.
and said he hoped Mr Corbyn would not go ahead with plans to attend | :09:32. | :09:35.
And, France is voting in the opening round of regional elections | :09:36. | :09:46.
since the attacks in Paris last month. | :09:47. | :09:50.
The polls are being closely watched for signs that sympathy for the | :09:51. | :09:53.
