Rescuers in Taiwan are continuing to search for people trapped

:00:19.:00:24.

in the ruins of buildings following a powerful earthquake.

:00:25.:00:26.

At least 11 people are known to have been killed and others

:00:27.:00:29.

efforts are centred on the ruins of a 17-storey apartment block.

:00:30.:00:38.

Until the quake struck in the early hours of this the morning,

:00:39.:00:59.

in to try to save those still trapped inside

:01:00.:01:08.

Most of the more than 200 residents would have been asleep

:01:09.:01:11.

TRANSLATION: Rescue workers broke through layer by layer

:01:12.:01:18.

and they asked us to climb out, but I said my children are too small

:01:19.:01:21.

Then one rescue worker tried his best to climb in and take

:01:22.:01:27.

the children out and then I slowly climbed out myself.

:01:28.:01:32.

The earthquake was felt right across the island of Taiwan.

:01:33.:01:35.

But the city of Tainan, close to the epicentre,

:01:36.:01:40.

Thankfully the damage is not as widespread as first feared

:01:41.:01:45.

and the rescue operation is now focussed on this one

:01:46.:01:48.

TRANSLATION: We've seen people alive, but they're trapped.

:01:49.:01:56.

Right now these people are our priority and it is a matter

:01:57.:01:59.

The next stage is to get access to the survivors using all kinds

:02:00.:02:05.

of equipment including those that detect life.

:02:06.:02:12.

Following the powerful earthquake in 1999 that claimed more than 2,000

:02:13.:02:15.

lives, Taiwan has improved its building safety standards.

:02:16.:02:21.

The collapsed tower block was built long before those changes,

:02:22.:02:26.

but questions will still be asked about whether corners were cut

:02:27.:02:31.

The White House has warned of a growing humanitarian crisis

:02:32.:02:43.

in Syria as tens of thousands of people flee a government

:02:44.:02:46.

Many of them are stranded at the Turkish border which has been

:02:47.:02:50.

Their only thought is escape, away from the madness

:02:51.:03:00.

15,000 gathered on the Syrian side, given shelter but not safe

:03:01.:03:10.

A country that has already taken over two million Syrians,

:03:11.:03:24.

Rebel supply lines have been cut off, 350,000 civilians

:03:25.:03:31.

Washington accuses Moscow of bombing civilian areas.

:03:32.:03:40.

But says there is still hope that the fighting might be halted.

:03:41.:03:42.

The number of modalities for providing that humanitarian

:03:43.:03:45.

access have been discussed and the modalities of a ceasefire

:03:46.:03:58.

And the Russians have made some constructive of ideas about how

:03:59.:04:05.

a ceasefire in fact, could be implemented.

:04:06.:04:07.

But if it is just talk for the sake of talk in order to continue

:04:08.:04:10.

the bombing, nobody is going to accept that.

:04:11.:04:13.

Taking temporary shelter for now on the Syrian side of the border,

:04:14.:04:16.

an even greater humanitarian disaster looms.

:04:17.:04:18.

But Turkey, the question - whether to open the door

:04:19.:04:21.

to those in need or bow to EU pressure to stem the flow

:04:22.:04:24.

Turkey, the gatekeeper, faces a tough choice.

:04:25.:04:36.

Gavin, that difficult choice will be discussed with the German

:04:37.:04:40.

chancellor, Angela Merkel, who is visiting Ankara on Monday, her

:04:41.:04:45.

second visit to Turkey in the space of months. And a sign of the

:04:46.:04:49.

pressure that's being exerted on this country to reduce the number of

:04:50.:04:53.

refugees. As for the 15,000 who are queuing on the other side of the

:04:54.:04:57.

border, well, many of them have dispersed west of Aleppo to

:04:58.:05:02.

opposition held areas. Others could be brought over the crossing into

:05:03.:05:05.

Turkey to other refugee camps, but there is no sign yet, there is no

:05:06.:05:09.

definite decision on that so far. But all we do know is that even if

:05:10.:05:14.

the 15,000 are dealt with, tens of thousands more could yet follow in

:05:15.:05:17.

their wake as Aleppo descends into chaos.

:05:18.:05:21.

Twitter says it has suspended 125,000 accounts since the middle

:05:22.:05:23.

of last year because they threatened or promoted terrorist acts.

:05:24.:05:31.

Most of the deleted profiles were related to the so-called

:05:32.:05:33.

The company says that, as a result, what it calls "this type

:05:34.:05:37.

of activity" is shifting off its network.

:05:38.:05:42.

Charities are to be banned from using government grants to fund

:05:43.:05:44.

lobbying campaigns aimed at pressurising ministers to change

:05:45.:05:46.

The new rules, which will take effect in May, will not prevent

:05:47.:05:51.

charities from using privately-raised money

:05:52.:05:52.

Our Political Correspondent Alan Soady is here.

:05:53.:05:59.

What is the Government thinking about this, Alan? Well, the

:06:00.:06:05.

Government gets lobbied all the time on all sorts of issues, whether it

:06:06.:06:10.

is minimum pricing for alcohol, a sugar tax, environmental issues and

:06:11.:06:14.

some of that influencing can come from charities that are partly being

:06:15.:06:18.

funded by taxpayers money. The Government says that it thinks

:06:19.:06:21.

that's wrong. With those organisations want to do that kind

:06:22.:06:24.

of lobbying, they should pay for it by money they raise themselves,

:06:25.:06:28.

hence this change of rules, but it is not going down very well in the

:06:29.:06:32.

charity sectorment some say, that they need to try to influence

:06:33.:06:35.

Government policy in order to help the very people whose lives they're

:06:36.:06:40.

trying to improve. There are some who are asking whether it is some

:06:41.:06:42.

sort of an attempt by the Government to stifle its critics and there are

:06:43.:06:46.

also questions being raised of just how practical it is to enforce it.

:06:47.:06:51.

Alan, thank you very much. Alan Soady.
