The Government dismisses claims that a new Chinese steel tariff | :00:00. | :00:00.
Ministers say the new 46% tariff will have limited impact | :00:07. | :00:13.
but they remain under pressure to support UK plants | :00:14. | :00:16.
Obviously some of these treatments used are banned on the professional | :00:17. | :00:29.
circuit. The doctor who claims he sold | :00:30. | :00:31.
performance-enhancing substances to sports stars, including | :00:32. | :00:33.
Premier League footballers. Protests in Turkey as the deadline | :00:34. | :00:36.
looms to return migrants And why wasn't the British | :00:37. | :00:40.
yachtswoman swept to her death The Government has dismissed China's | :00:41. | :00:47.
move to impose a 46% tariff on some types of steel despite the crisis | :00:48. | :01:14.
in the UK industry. Ministers say the new tariff, | :01:15. | :01:17.
on high-grade steel, The Government remains under | :01:18. | :01:20.
pressure after Tata announced it planned to sell all its UK steel | :01:21. | :01:25.
interests, including the plant at Port Talbot, which has been | :01:26. | :01:29.
running at a loss of millions of pounds a week partly | :01:30. | :01:32.
because of cheap imported Our Business Correspondent | :01:33. | :01:35.
Joe Lynam reports. This Tata owned plant in Newport | :01:36. | :01:41.
in Wales makes the kind of specialist steel which now faces | :01:42. | :01:45.
tariffs of up to 46% in China. Like the neighbouring | :01:46. | :01:50.
factory in Port Talbot, it's been put up for sale | :01:51. | :01:52.
by its Indian owners, something which could affect | :01:53. | :01:55.
the livelihoods of thousands It's just another nail | :01:56. | :01:58.
in the coffin, if you ask me. How much more are the workforce | :01:59. | :02:02.
going to be able to take? UK steelworkers have been caught up | :02:03. | :02:08.
in much wider global trade patterns. Chinese overproduction's halved | :02:09. | :02:16.
the price that UK producers get for steel and made | :02:17. | :02:20.
them unprofitable. And now Britain could be dragged | :02:21. | :02:24.
into a trade war with China. with President Xi | :02:25. | :02:30.
Jinping on Thursday. Britain's blocked efforts at EU | :02:31. | :02:34.
level to impose high emergency In its defence, the Government says | :02:35. | :02:39.
tariffs imposed a few years ago on some types of Chinese steel have | :02:40. | :02:45.
succeeded in cutting But how important is steel | :02:46. | :02:48.
in Britain's trade relationship with Well Britain exported ?14 billion | :02:49. | :02:53.
worth of goods to China in 2014, steel accounts for ?71 million | :02:54. | :02:58.
or just half of 1% of those exports. Britain's total exports to China | :02:59. | :03:04.
have doubled since 2010, making China Britain's sixth | :03:05. | :03:08.
biggest trading partner. Overall, trade is now worth a huge | :03:09. | :03:12.
?57 billion each year, so is it worth risking Britain's | :03:13. | :03:16.
relationship with China over steel? I do not think the British | :03:17. | :03:22.
Government wants to go war with China, trade war certainly, | :03:23. | :03:26.
on the issue of steel. Steel is too small for us | :03:27. | :03:28.
to realistically care about. We need that Chinese | :03:29. | :03:31.
investment in many areas, We have seen some heavy investment | :03:32. | :03:35.
coming through there. In terms of steel, it is a very | :03:36. | :03:40.
small part of the equation for us. It's against this backdrop that | :03:41. | :03:44.
Tata Steel hopes to find a buyer for all or part of its UK business | :03:45. | :03:47.
which is losing ?1 million a day. If it fails, some of these furnaces | :03:48. | :03:52.
could go cold for ever. Our Political Correspondent Eleanor | :03:53. | :03:59.
Garnier is in Westminster. The Government has played down | :04:00. | :04:02.
China's move, but it has other reasons for not wanting | :04:03. | :04:05.
to fall out with Beijing? Yes. The Government's accused of not | :04:06. | :04:16.
taking robust enough action against this flood of cheap Chinese steel | :04:17. | :04:21.
because it apparently is more interested in wooing Chinese | :04:22. | :04:25.
investment for other projects like the Hinkley point nuclear power | :04:26. | :04:29.
plant. But ministers have defended their handling of the steel crisis, | :04:30. | :04:33.
saying they oppose the raising of some EU tariffs because they thought | :04:34. | :04:39.
higher prices could damage other British industry like car | :04:40. | :04:42.
manufacturing, a big steel consumer. But this latest move by China is an | :04:43. | :04:47.
embarrassment for the Government. It is an embarrassment for the | :04:48. | :04:51.
Government because David Cameron had only just spoken to the Chinese | :04:52. | :04:56.
President about his concerns when the Chinese slapped on these new | :04:57. | :05:01.
tariffs and, at the heart of all this, thousands of workers across | :05:02. | :05:07.
the industry tonight are still facing an uncertain future. Sajid | :05:08. | :05:15.
Javid will be on the Andrew Marr Show tomorrow at 9 disam on BBC One. | :05:16. | :05:19.
It's emerged tonight that the Government has ordered | :05:20. | :05:21.
an inquiry into the UK Anti Doping Agency over claims made | :05:22. | :05:24.
by a doctor that he's supplied over 100 athletes, | :05:25. | :05:26.
including Premier League footballers, | :05:27. | :05:28.
with performance-enhancing substances. | :05:29. | :05:31.
An investigation by the Sunday Times claims that Dr Mark Bonar has | :05:32. | :05:35.
charged top sports stars thousands of pounds for doping products. | :05:36. | :05:38.
It suggests allegations about Dr Bonar's activities weren't | :05:39. | :05:40.
properly investigated by the anti-doping authorities. | :05:41. | :05:43.
Dr Bonar told the paper he was treating the sports stars | :05:44. | :05:46.
for medical conditions and he denies trying to help them | :05:47. | :05:49.
Our Correspondent Daniela Relph is here. | :05:50. | :05:54.
What more can you tell us about these claims? | :05:55. | :06:00.
Well, Dr Mark Bonar is based at a private clinic in London. The Sunday | :06:01. | :06:07.
Times claims he has a network of secret clients that include an | :06:08. | :06:10.
England cricketer, British cyclists, tennis players and Premier League | :06:11. | :06:13.
footballers. Now, we should say at this stage that there is no | :06:14. | :06:16.
suggestion that any Premier League club is aware of any alleged | :06:17. | :06:21.
wrongdoing. The papers secretly filmed the doctor claiming that he | :06:22. | :06:27.
had prescribed substances that included steroids, EPO, human growth | :06:28. | :06:32.
hormone, to 150 sports professionals over six years, although paper | :06:33. | :06:35.
itself has no independent evidence of this. The doctor himself denies | :06:36. | :06:40.
all the allegations, saying he was treating the clients for medical | :06:41. | :06:44.
reasons, not to enhance their performance in any way. The added | :06:45. | :06:49.
element is that the Sunday Times investigation came via a | :06:50. | :06:52.
whistleblower who said he told the UK Anti-Doping Agency about Dr Bonar | :06:53. | :06:56.
two years ago in. Response to this, the agency says it tried to launch | :06:57. | :07:01.
an investigation back then but because the doctor wasn't governed | :07:02. | :07:04.
by any particular sport, it couldn't take the matter any further. What | :07:05. | :07:09.
are the implications of all of this? This story broadens the scope of Al | :07:10. | :07:14.
doping allegations in sport. It's been very much focussed on | :07:15. | :07:17.
athletics, particularly the widespread doping programme in | :07:18. | :07:20.
Russia. Significantly, the Sunday Times report draws in premiership | :07:21. | :07:23.
football which will cause some concern. What it also does is raise | :07:24. | :07:27.
questions about the work and the power of the UK Anti-Doping Agency. | :07:28. | :07:31.
The agency itself has told the BBC tonight it will be launching an | :07:32. | :07:34.
independent review that will be aloneside the Government inquiry | :07:35. | :07:39.
that's been ordered by the Culture Secretary, John Whittingdale. | :07:40. | :07:39.
Thank you. Two days before Turkey is due | :07:40. | :07:41.
to start receiving migrants sent back from Greece, there's concern | :07:42. | :07:44.
that it seems unprepared to do so. The deportations, which will start | :07:45. | :07:47.
on Monday, follow an EU agreement to try to stem the numbers coming | :07:48. | :07:49.
into Europe from Syria Our Correspondent Mark Lowen has | :07:50. | :07:52.
been to the town of Dikili in Turkey, to where the first | :07:53. | :07:56.
migrants will be returned. They came with a | :07:57. | :08:03.
message of defiance. The Turkish town of Dikili will see | :08:04. | :08:06.
the first batch arrive on Monday deported from Lesbos | :08:07. | :08:12.
across the Aegean. But locals here object to any camp | :08:13. | :08:14.
and have vowed to resist. Here is a peaceful place | :08:15. | :08:19.
in Dikili in Turkey. But when they come here, | :08:20. | :08:23.
we are not peaceful. Because they are here, | :08:24. | :08:28.
they don't belong to here. TRANSLATION: Our children | :08:29. | :08:35.
feel uneasy at school A burst of patriotism | :08:36. | :08:41.
with talk of defending Turkey The authorities say they'll only | :08:42. | :08:52.
stay in Dikili temporarily, before being moved to other areas | :08:53. | :08:57.
of the country but that Patience here with the migrant | :08:58. | :09:00.
crisis is wearing thin. Turkey already hosts over | :09:01. | :09:05.
2.5 million refugees, But here, they are saying not | :09:06. | :09:08.
in my backyard, and that no preparations have been made | :09:09. | :09:13.
for those who'll be sent back here. So where will the | :09:14. | :09:17.
migrants actually go? It was thought a registration centre | :09:18. | :09:20.
could be set up in this spot, Once they return, human rights | :09:21. | :09:23.
groups are concerned about how Many Syrians already | :09:24. | :09:32.
here work illegally, 500 of the poorest picking fruit | :09:33. | :09:37.
to eke out a living. It's a sign of the pressures Turkey | :09:38. | :09:39.
faces, even before tens of thousands Considering the numbers sent back | :09:40. | :09:42.
from the EU to Turkey within the readmission agreement, | :09:43. | :09:52.
from east from west, there'll be more people, | :09:53. | :09:55.
and also already hosting a very big number of refugees, it will be very | :09:56. | :10:00.
difficult for Turkey to cope From Turkey's long coast, | :10:01. | :10:03.
boats still depart with traces Those who cross believe it's | :10:04. | :10:10.
a one-way ticket to safety, But Europe's doors have closed, | :10:11. | :10:16.
they're heading back to Turkey, President Obama has warned | :10:17. | :10:21.
that the possibility of self-styled Islamic State obtaining a nuclear | :10:22. | :10:32.
weapon is "one of the greatest Speaking at the end | :10:33. | :10:35.
of a Nuclear Security Summit in Washington, he insisted that | :10:36. | :10:42.
concrete steps must be taken to prevent nuclear terrorism, | :10:43. | :10:45.
as Barbara Plett-Usher reports. Good afternoon everybody, | :10:46. | :10:49.
if we could get started. This was President Obama's last big | :10:50. | :10:52.
push for global nuclear security. But the threat of nuclear terrorism | :10:53. | :10:55.
loomed larger than it The Brussels attacks focused | :10:56. | :10:58.
the minds of the more than 50 With growing concerns | :10:59. | :11:02.
about the so-called Islamic State - it's claimed the group has already | :11:03. | :11:08.
used chemical weapons There is no doubt that if these | :11:09. | :11:11.
madmen ever got their hands on a nuclear bomb or nuclear | :11:12. | :11:20.
material, they most certainly would use it to kill as many | :11:21. | :11:24.
innocent people as possible. And that's why our work | :11:25. | :11:26.
here remains so critical. The single most effective defence | :11:27. | :11:29.
against nuclear terrorism is fully securing this material so it doesn't | :11:30. | :11:33.
fall into the wrong hands More conventional threats were also | :11:34. | :11:36.
on the agenda, especially North Korea's continued testing | :11:37. | :11:41.
of nuclear devices. It defiantly fired a missile | :11:42. | :11:43.
during the Washington summit, but blamed the United States | :11:44. | :11:46.
for the tensions on The United States is trying | :11:47. | :11:49.
to turn white into black, describing - as if the | :11:50. | :11:59.
countermeasures taken by the government of the DP | :12:00. | :12:01.
of Korea is a provocation, They said it's a threat | :12:02. | :12:04.
and it's a provocation. Much will depend on the attitude | :12:05. | :12:08.
of China's President Xi Jinping, He was urged by Barack Obama to | :12:09. | :12:13.
increase the pressure on Pyongyang. The meetings wound up | :12:14. | :12:19.
with the announcements of new steps to secure or reduce | :12:20. | :12:22.
nuclear stockpiles. But a key player, Russia's | :12:23. | :12:24.
President, Vladimir Putin, was missing from the family photo | :12:25. | :12:27.
because of current political tensions - a stark reminder | :12:28. | :12:31.
of the summit's limits. President Obama began these | :12:32. | :12:33.
high-level meetings six years ago to tackle the threat of nuclear | :12:34. | :12:37.
material that could be Much has been accomplished, | :12:38. | :12:40.
but not enough. And with the rise of groups | :12:41. | :12:46.
like Islamic State, the fear Barbara Plett-Usher, | :12:47. | :12:49.
BBC News, Washington. The crew of a yacht taking part | :12:50. | :13:00.
in a round the world race says it will continue despite one | :13:01. | :13:03.
of its members being swept overboard It's emerged that Sarah Young, | :13:04. | :13:06.
who was from London, wasn't attached to a safety | :13:07. | :13:09.
line when a wave hit her This footage of one | :13:10. | :13:11.
of the Clipper yachts sailing across the North Pacific shows | :13:12. | :13:21.
the kind of challenging conditions Its founder said everyone involved | :13:22. | :13:23.
in the race was in shock The crew on board the IchorCoal | :13:24. | :13:27.
will be feeling it most acutely. Sir Robin Knox-Johnston | :13:28. | :13:32.
says his thoughts are with them as they continue their journey | :13:33. | :13:35.
to Seattle without a popular member At the moment I'm most | :13:36. | :13:38.
concerned about the crew - And we are doing our best to make | :13:39. | :13:41.
things as easy as we can for them, keep them on a programme, | :13:42. | :13:48.
so they can focus on that and keep their minds | :13:49. | :13:51.
of this loss a bit. The other thing is, I want to know | :13:52. | :13:54.
exactly why Sarah was not tied on. Sarah had been tidying up | :13:55. | :13:57.
in the cockpit when she fell backwards and was swept under | :13:58. | :14:00.
the guard wire by a wave. Her body was recovered | :14:01. | :14:03.
just over an hour later. There have only been two fatalities | :14:04. | :14:06.
in the 20 year history of the Clipper Race, | :14:07. | :14:10.
both of them on the same yacht. Last September, Andrew Ashman, | :14:11. | :14:13.
a paramedic from Kent, died off the Portuguese coast | :14:14. | :14:17.
after being knocked unconscious. Race organisers say safety | :14:18. | :14:22.
is the most important aspect of the crew members' | :14:23. | :14:25.
four weeks of training. Sarah Young was a keen adventurer | :14:26. | :14:30.
who had been on many expeditions. Although an amateur yachtswoman, | :14:31. | :14:35.
she had spent most of the seven months at sea, sailing nearly | :14:36. | :14:39.
halfway around the world. Organisers say the incident will be | :14:40. | :14:41.
investigated thoroughly in cooperation with the authorities | :14:42. | :14:44.
to see what lessons can be learned. With all the sport, here's | :14:45. | :14:47.
Karthi Nyarnaseegram at the BBC The Premier League returned today | :14:48. | :14:52.

if you're waiting to watch Match of the Day, which follows | :15:01. | :15:04.
soon on BBC One. Tottenham are in second place | :15:05. | :15:07.
but they drew 1-1 with Liverpool at Anfield, which means | :15:08. | :15:11.
they are still four points behind the league leaders Leicester City, | :15:12. | :15:13.
who play Southampton tomorrow. Arsenal and Manchester City, | :15:14. | :15:16.
in third and fourth place respectively, both won | :15:17. | :15:19.
with a 4-0 scoreline. Aston Villa are bottom of the table | :15:20. | :15:22.
and today's 4-0 defeat to Chelsea means they are 15 | :15:23. | :15:25.
points from safety. Norwich claimed an important three | :15:26. | :15:27.
points with a stoppage time Celtic have a seven | :15:28. | :15:29.

after their 3-1 victory over Hearts. Dundee are in to the top six | :15:35. | :15:36.
after beating Ross County 5-2. And there were wins | :15:37. | :15:40.

task in India has been to convince England they're world beaters. The | :16:23. | :16:25.
mind thes set for us throughout has been key. Whenever we have faltered, | :16:26. | :16:30.
we have been criticised a little bit. But the belief within the | :16:31. | :16:33.
changing room that we are doing the right thing and doing it in the | :16:34. | :16:36.
right way in order to win tournaments remained. Darren Sammy | :16:37. | :16:40.

Just let them go out and express themselves because T20 is about | :16:50. | :16:53.
expressing yourself. It's going out there, entertaining, and you know | :16:54. | :16:57.
the West Indies is all about entertaining the fans. When we do it | :16:58. | :17:00.
well, it's brilliant to watch. Let's remember it's a doubly significant | :17:01. | :17:03.
day for West Indies cricket because, for the first time, their women's | :17:04. | :17:07.
team have reached the final. They play defending champions Australia. | :17:08. | :17:10.
Often in India, we talk about playing in the conditions. When it | :17:11. | :17:13.
comes to the final, for everyone, it's about playing the occasion. Joe | :17:14. | :17:16.
