A retired general who was until recently one of the most | :00:51. | :01:17.
senior military commanders in the UK has warned that the country has | :01:18. | :01:20.
"taken its eye off the ball" in its defence planning. | :01:21. | :01:22.
General Sir Richard Barrons warned the Defence Secretary in April that | :01:23. | :01:26.
cuts had left the armed forces ill-prepared for any | :01:27. | :01:28.
Here's our Defence Correspondent, Jonathan Beale. | :01:29. | :01:34.
For over a decade, Britain's Armed Forces have been | :01:35. | :01:38.
fighting counterinsurgency wars in Afghanistan and Iraq. | :01:39. | :01:43.
But according to a former senior general, they are ill-equipped | :01:44. | :01:46.
and ill-prepared to defend the homeland or to fight a war | :01:47. | :01:49.
against a significant military power like Russia. | :01:50. | :01:54.
General Sir Richard Barrons gave this stark assessment | :01:55. | :01:57.
to the Defence Secretary just before he left the Army a few months ago. | :01:58. | :02:01.
Although Nato is a considerably more powerful organisation | :02:02. | :02:08.
in absolute terms than Russia, because of what Russia has, | :02:09. | :02:11.
it is holding at higher readiness, we have created this gap | :02:12. | :02:14.
for opportunism or miscalculation and I argue we should | :02:15. | :02:16.
British forces have recently been training with Nato allies to meet | :02:17. | :02:23.
the potential threat from a more aggressive Russia. | :02:24. | :02:27.
But in his ten-page memo to the Defence Secretary, | :02:28. | :02:30.
Sir Richard highlights serious gaps in the nation's defences. | :02:31. | :02:34.
Military capability has been withered by design, | :02:35. | :02:38.
repeatedly stripped out by recent defence cuts. | :02:39. | :02:41.
Neither the UK homeland nor a deployed force could be | :02:42. | :02:45.
protected from a concerted Russian air campaign. | :02:46. | :02:50.
And he warns of extremely fragile equipment or platforms | :02:51. | :02:53.
that we cannot afford to use fully, damage or lose. | :02:54. | :02:59.
That appears to be a reference to the two new expensive aircraft | :03:00. | :03:02.
carriers now being built for the Royal Navy. | :03:03. | :03:07.
As for the new jets that will fly off them, the F35, Sir Richard | :03:08. | :03:11.
says an enemy would not need to shoot them down. | :03:12. | :03:14.
They would only need to target the 40 people | :03:15. | :03:17.
Sir Richard is undoubtedly right and there are many people | :03:18. | :03:21.
inside the Ministry of Defence at senior level and outside it | :03:22. | :03:24.
It is only a shame that he did not raise these issues more | :03:25. | :03:28.
strongly when he was Chief of Joint Forces Command. | :03:29. | :03:32.
The Ministry of Defence point out that the defence budget is rising | :03:33. | :03:35.
and the plans to buy more military hardware were recently | :03:36. | :03:38.
approved by defence chiefs, including Sir Richard. | :03:39. | :03:41.
He left after being passed over for promotion. | :03:42. | :03:46.
But General Barrons insists this is not sour grapes. | :03:47. | :03:51.
He says he is speaking out as a matter of conscience. | :03:52. | :03:55.
Jonathan Beale, BBC News, at the Ministry of Defence. | :03:56. | :04:01.
The United States says coalition aircraft fighting Islamic State have | :04:02. | :04:06.
accidentally struck a Syrian army position, killing 60 Government | :04:07. | :04:09.
Targets were struck near the town of Deir al-Zour. | :04:10. | :04:16.
Straight now to Washington and our North America Editor, | :04:17. | :04:18.
What do we know? We have had a qualified response from the | :04:19. | :04:27.
Americans and an angry response from the Russians, the American said they | :04:28. | :04:30.
hold of the air strike was a Russians told them it was possible | :04:31. | :04:35.
that Syrian military units had been head and the statement says that | :04:36. | :04:40.
Syria is a complex situation with complex forces and militias in close | :04:41. | :04:45.
proximity but coalition forces would not intentionally target Syrian | :04:46. | :04:48.
forces, the Russians on the other hand have said, look, if the air | :04:49. | :04:53.
strike was caused by Ronco admits, that is a direct consequence of US | :04:54. | :05:03.
stubbornness in discussing targeting. There is obviously a lot | :05:04. | :05:05.
of anger and the bigger question is, where does this leave the hugely | :05:06. | :05:08.
fragile ceasefire? It has already had a lot of insults traded between | :05:09. | :05:10.
the Russians and Syrians and the Americans over what is happening and | :05:11. | :05:15.
to have misplaced air strike at a time of high mistrust is not a great | :05:16. | :05:18.
combination. John, thank you. A Paralympic cyclist from Iran has | :05:19. | :05:23.
died after being involved in a crash Iran's Paralympic Committee said | :05:24. | :05:26.
he died from his injuries after Our correspondent Wyre Davies | :05:27. | :05:31.

The 48-year-old Iranian athlete came off his bike at speed and reportedly | :05:56. | :05:58.
hit his head on a rock and according to reports from the scene he was | :05:59. | :06:02.
treated at the scene but died on his way to hospital. The death was | :06:03. | :06:07.
confirmed tonight by the Iranian Paralympic Association, saying this | :06:08. | :06:10.

He was an Iranian champion who dig up the sport after losing his leg in | :06:15. | :06:24.
the Iran Iraq war and the Iranians have said that they are devastated | :06:25. | :06:27.
by the loss, the first mentality at the Paralympic or Olympic Games | :06:28. | :06:29.
since 1960 and it comes on the last full day of competition here in Rio. | :06:30. | :06:32.
Tonight there is a memorial service taking place as we speak at the | :06:33. | :06:35.
Athletes' VIllage a couple of miles away from here and the Iranian flag | :06:36. | :06:38.
is also flying at half-mast throughout the Olympic venues. Thank | :06:39. | :06:39.
you. The Metropolitan Police have | :06:40. | :06:42.
launched an investigation after a video was released | :06:43. | :06:45.
and shared on social media purportedly showing a uniformed | :06:46. | :06:48.
officer attacking a car in London. The windscreen was smashed | :06:49. | :06:50.
after the driver refused to get out Our news correspondent | :06:51. | :06:53.
Christian Fraser has more. Get out of the car so I can | :06:54. | :06:56.
check your details. Police suspect the man filming this | :06:57. | :07:06.
incident is banned from driving. My keys are out of | :07:07. | :07:12.
the ignition, officer. My property, I'm | :07:13. | :07:14.
putting it on the side. The officer first tries to pull down | :07:15. | :07:18.
the window with his hands. But failing to get | :07:19. | :07:21.
in, this happens... I've got insurance, you're | :07:22. | :07:25.
smashing this for no reason. And having smashed the windscreen, | :07:26. | :07:32.
he then tries to cut his way The driver inside, who released this | :07:33. | :07:37.
video, is said to be Leon Fontana, who repeatedly | :07:38. | :07:45.
protests his innocence. And it seems the police | :07:46. | :07:50.
are looking for "TJ". We don't know what led | :07:51. | :07:52.
to the incident, why police were so anxious | :07:53. | :08:03.
to get into this vehicle, but the video has now been watched | :08:04. | :08:05.
by thousands on social media. The Metropolitan Police say | :08:06. | :08:10.
they are aware of this footage and it is now the subject | :08:11. | :08:16.
of an investigation by the force's Directorate of Professional | :08:17. | :08:19.
Standards. They say that since | :08:20. | :08:20.
the incident they have been But Scotland Yard says that | :08:21. | :08:22.
while the investigation is in its early stages, | :08:23. | :08:25.
the officers involved in this They have also clarified that no one | :08:26. | :08:28.
inside the vehicle Russians are going to the polls | :08:29. | :08:32.
to elect a new parliament. The previous election five years | :08:33. | :08:41.
ago sparked large-scale But as Steve Rosenberg reports | :08:42. | :08:43.
from Arkhangels in northern Russia, This is a Russia that | :08:44. | :08:52.
roads cannot reach. We are speeding along | :08:53. | :09:03.
the Northern Dvina River. On board are election | :09:04. | :09:06.
officials and a ballot box. Then it is off to build a polling | :09:07. | :09:11.
station so that the three people who live here can vote early | :09:12. | :09:18.
in the Parliamentary election. First, a village kitchen | :09:19. | :09:20.
needs converting. This 84-year-old supports | :09:21. | :09:27.
Vladimir Putin's party. TRANSLATION: When Putin | :09:28. | :09:31.
raised my pension, I cried To some Russians, democracy | :09:32. | :09:39.
means honest elections. Five years ago, in the regional | :09:40. | :09:57.
capital and across Russia, vote-rigging in the last | :09:58. | :10:00.
Parliamentary election sparked Alexander Feltz | :10:01. | :10:03.
was a protester here. The opposition movement, | :10:04. | :10:11.
he says, has faded. Most of the people, they don't | :10:12. | :10:15.
think about democracy They think about their children, | :10:16. | :10:17.
their families and they don't Crucially, most Russians still trust | :10:18. | :10:27.
Vladimir Putin far more The Kremlin rules Russia | :10:28. | :10:36.
through a power vertical with Vladimir Putin at the top | :10:37. | :10:42.
and all other institutions, including the parliament, | :10:43. | :10:46.
below him and subservient to him. But with economic problems rising, | :10:47. | :10:52.
the danger for the Kremlin is that if people start to doubt | :10:53. | :10:55.
the legitimacy of those other institutions, they will pin | :10:56. | :10:59.
all their hopes on the one man Back on the river, the ballot box | :11:00. | :11:02.
sails again, to another island. But Russians aren't expecting | :11:03. | :11:11.
a new parliament to make They think they've got | :11:12. | :11:13.
a President for that. Steve Rosenberg, BBC News, | :11:14. | :11:20.
Arkhangels. It's the last full day | :11:21. | :11:25.
of competition at the Paralympics in Rio and there have been more | :11:26. | :11:28.
golds for Great Britain, with Dame Sarah Storey | :11:29. | :11:30.
winning in the road race. This report from Andy Swiss contains | :11:31. | :11:33.
some flash photography. Britain's 60th gold of the Games | :11:34. | :11:37.
came from a very familiar source, as Dame Sarah Storey proved, | :11:38. | :11:41.
once again, just why she's the country's most | :11:42. | :11:45.
successful female Paralympian. After setting out with her rivals, | :11:46. | :11:50.
more than two hours later, Another golden moment to share | :11:51. | :11:52.
with her family. There was also history | :11:53. | :12:03.
in the archery, a British one, Three more medals to add to | :12:04. | :12:06.
Britain's ever expanding collection. COMMENTATOR: But it is going | :12:07. | :12:13.
to be Hannah Cockroft Last night they raced past | :12:14. | :12:15.
the 120 they won in London, thanks to another title | :12:16. | :12:19.
for Hannah Cockroft So, four years on, is this British | :12:20. | :12:21.
team even better? Our team, especially athletics team, | :12:22. | :12:28.
is so much stronger here. We've got so much young | :12:29. | :12:31.
talent, so much new talent and if that is not proof | :12:32. | :12:34.
that there is a London legacy, Tonight, there's also been another | :12:35. | :12:37.
gold in the pool for Ollie Hynd, a thrilling finish to his | :12:38. | :12:43.
Individual Medley, as he just clung on to win his second | :12:44. | :12:46.
title of the Games. COMMENTATOR: And Ollie Hynd | :12:47. | :12:49.
is the Paralympic champion, again. There was the tensest of ends | :12:50. | :12:57.
to the wheelchair basketball as, after trailing against Turkey, | :12:58. | :13:00.
Britain forced their bronze medal match into extra-time before | :13:01. | :13:02.
eventually and emotionally In the last few minutes there has | :13:03. | :13:14.
been another gold medal in the pool for Britain's Hannah Russell but | :13:15. | :13:17.
clearly all of this has been overshadowed by the tragic death of | :13:18. | :13:22.
the Iranian cyclist, Bahman Golbarnezhad. Tonight, the British | :13:23. | :13:25.
Paralympic Association described it as devastating news. Thank you. | :13:26. | :13:29.

Great Britain's hopes of retaining their Davis Cup tennis | :13:33. | :13:40.

Britain now trail Argentina 2-1 in the semi-final and must win both | :13:43. | :13:47.
of tomorrow's singles matches, as Patrick Geary reports. | :13:48. | :13:51.
The British fans in Glasgow must be optimists. | :13:52. | :13:53.
Having tried and tried again, nothing was working | :13:54. | :13:55.
Open-and-shut from here, Great Britain had to win all three | :13:56. | :14:04.
remaining semi-final rubbers - send for the Murray brothers. | :14:05. | :14:06.
Andy had played and lost the longest match of his career only yesterday. | :14:07. | :14:10.
Just as well his brother is US Open Doubles Champion. | :14:11. | :14:13.
Jamie had his back and won a break - set one to the Murrays. | :14:14. | :14:17.
Juan Martin del Potro, who'd been sent back out | :14:18. | :14:19.
by Argentina, Friday's five sets still in his legs. | :14:20. | :14:23.
He didn't need to expend much energy here, he and Leonardo Mayer battered | :14:24. | :14:26.
But the Murrays began playing together as children. | :14:27. | :14:31.
The intuitive understanding and positioning that | :14:32. | :14:32.
Knowing there was simply no room for further errors, | :14:33. | :14:38.
they forced the pressure on the Argentinian pair | :14:39. | :14:40.
British desperation had ignited Murray inspiration. | :14:41. | :14:45.
Whatever their opponents had, they had more. | :14:46. | :14:52.
A victory finished by Andy, but it seemed to belong to Jamie. | :14:53. | :14:56.
You know, it's not going to get better for me to, kind of, | :14:57. | :15:00.
play with him in in a Scottish crowd, it gets quite emotional. | :15:01. | :15:02.
Jamie's done now, Andy must play and win again tomorrow | :15:03. | :15:08.
So much given, so much still to give. | :15:09. | :15:12.
