Four Israeli soldiers are killed in Jerusalem

15 other soldiers were injured after the lorry hit a group

Four Israeli soldiers, three of them women,

Palestinian leaders say they have been driven by anger after more than

attack in the context of what has been happening in the last 16

:03:53.:03:58.

months? If we look back over that time period, when there has been a

:03:59.:04:02.

wave of Palestinian attacks, it has mostly been knife attacks but also

:04:03.:04:07.

shootings and some car running is and about 40 Israelis have been

:04:08.:04:12.

killed. At the same time, more than 200 Palestinians have been killed

:04:13.:04:16.

and Israel says most of them were involved in carrying out attacks and

:04:17.:04:21.

others also died in clashes. In the past few weeks, the numbers of

:04:22.:04:24.

attacks had really appeared to be subsiding so this lorry ramming will

:04:25.:04:31.

greatly increase concern and tonight the Israeli Cabinet met to discuss

:04:32.:04:36.

what happened and it decided to blockade the area of East Jerusalem

:04:37.:04:40.

where this lorry driver came from and says it is taking other steps as

:04:41.:04:45.

well. Pass of the man is to be demolished. And across Jerusalem,

:04:46.:04:51.

tonight, you can see there has been an increase in security because of

:04:52.:04:54.

concern about possible copycat attacks. Thank you.

:04:55.:04:57.

Theresa May says the Government will take back control of Britain's

:04:58.:05:00.

borders when we leave the EU and appeared to suggest that could

:05:01.:05:03.

But in her first interview of the New Year, Mrs May said

:05:04.:05:09.

the choice between controlling immigration and staying

:05:10.:05:11.

in the single market was not a binary either/or decision.

:05:12.:05:13.

Here's our political correspondent, Carole Walker.

:05:14.:05:19.

After six months in power, the Prime Minister has begun

:05:20.:05:21.

to signal what she wants from the Brexit negotiations.

:05:22.:05:26.

She knows that no longer satisfies anyone.

:05:27.:05:32.

Theresa May denies muddled thinking and said Britain would take back

:05:33.:05:35.

control of its borders and appeared to hint that would mean

:05:36.:05:37.

People talk in terms as if somehow we are leaving the EU

:05:38.:05:44.

but we still want to kind of keep bits of membership of the EU.

:05:45.:05:48.

We are leaving, we are coming out, we're not going to be a member

:05:49.:05:51.

So the question is, what is the right relationship for the UK

:05:52.:05:55.

to have with the European Union when we're outside?

:05:56.:06:00.

Campaigners on both sides of the Brexit argument took that

:06:01.:06:03.

as a clear signal we will leave the single market.

:06:04.:06:06.

She had one question put to her three times

:06:07.:06:11.

and still didn't answer it, which is, are you prioritising

:06:12.:06:13.

immigration over access to the single market?

:06:14.:06:17.

That was the question she didn't want to answer.

:06:18.:06:20.

And I think now, ten to 11 weeks from the triggering of Article 50

:06:21.:06:24.

and the most important negotiations for a generation, we need

:06:25.:06:28.

more clarity than that and we haven't got it.

:06:29.:06:31.

But Nicola Sturgeon warned any move to take Scotland out of the single

:06:32.:06:34.

market as part of the UK could trigger a second

:06:35.:06:36.

They will be making a big mistake if they think I am

:06:37.:06:42.

We have to ask ourselves in Scotland, are we happy

:06:43.:06:46.

to have the direction of our country, the kind

:06:47.:06:48.

of country we want to be, determined by a right-wing

:06:49.:06:51.

Conservative government, perhaps for the next 20 years?

:06:52.:06:54.

Or do we want to take control of our own future?

:06:55.:06:56.

Theresa May does not want her entire time in Downing Street to be defined

:06:57.:07:00.

by Brexit and she stressed that referendum vote was a demand

:07:01.:07:04.

for wider change to the way the country is run.

:07:05.:07:07.

So she is promising a programme of social reform which she says

:07:08.:07:10.

will help not just the poorest but every level of society.

:07:11.:07:14.

It is about dealing with everyday injustices but also about all of us

:07:15.:07:18.

recognising our obligations as citizens within the communities

:07:19.:07:21.

It is about recognising that there is a role for government

:07:22.:07:29.

but government needs to ensure that it is acting as effectively

:07:30.:07:31.

as possible in its areas where it should be taking action.

:07:32.:07:35.

She says her government will tackle the housing crisis,

:07:36.:07:38.

the markets and change attitudes to mental health.

:07:39.:07:42.

The Prime Minister's language is ambitious.

:07:43.:07:46.

She will be judged on whether her policies deliver

:07:47.:07:48.

The authorities in Florida have charged a 26-year old Iraq

:07:54.:07:57.

veteran with the shooting at Fort Lauderdale Airport

:07:58.:08:00.

which killed five people and injured several others.

:08:01.:08:04.

There are questions about why Esteban Santiago -

:08:05.:08:06.

who'd told the FBI he heard voices and was being controlled

by the US government - was allowed to keep his weapon

Israel's ambassador to Britain has apologised after a member

of his staff was secretly recorded saying he wanted to "take

Shai Masot, a political advisor, was filmed by a reporter

:08:23.:08:26.

The Minister he's referring to is Sir Alan Duncan,

:08:27.:08:40.

who he claimed was creating "problems" for Israel.

:08:41.:08:43.

Sir Alan has previously criticised Israeli

:08:44.:08:44.

settlement-building in the West Bank.

:08:45.:08:49.

Much of Europe is experiencing sub-zero temperatures and heavy

:08:50.:08:52.

snow, with at least 20 deaths over the weekend.

:08:53.:08:55.

Ten people died in Poland and several in Italy,

:08:56.:08:58.

where snow has enveloped regions struggling to recover

:08:59.:09:00.

Overnight temperatures hit -30 in Moscow with the freezing weather

:09:01.:09:07.

also spreading to Turkey, where there have been flight

:09:08.:09:09.

Credit card and personal loan debt is at record levels,

:09:10.:09:17.

according to new analysis by the TUC.

:09:18.:09:19.

It says unsecured debt - money that's not borrowed

:09:20.:09:23.

against property - has reached ?13,000 per household.

:09:24.:09:27.

Unions are warning a slowdown in wage growth and increasing

:09:28.:09:29.

inflation could make the debt more difficult to repay for

:09:30.:09:32.

Here's our business correspondent, Joe Lynam.

:09:33.:09:38.

With Christmas sales winding down, our finances

:09:39.:09:41.

We appear to be taking on increasing amounts of unsecured debt.

:09:42.:09:47.

That includes student loans and overdrafts but especially credit

:09:48.:09:50.

Celine Jordan ran up credit card debts and overdrafts worth ?23,000.

:09:51.:09:58.

Her finances are in order now but she said getting

:09:59.:10:01.

12.5 on this card, X amount on that one.

:10:02.:10:09.

Britain has a record total now of ?349 billion in unsecured debt.

:10:10.:10:29.

For the average household, that figure has doubled

:10:30.:10:32.

since 2000 to almost ?13,000, which means we spend almost 28%

:10:33.:10:36.

of our disposable income, which is our earnings after tax,

:10:37.:10:40.

And that doesn't even include the mortgage.

:10:41.:10:52.

We looked at debt across the board, because that is what people

:10:53.:10:55.

And we did also see about two thirds of the debt is from an increase

:10:56.:11:00.

So we do think these figures are cause for concern and we think

:11:01.:11:04.

there are issues that we really need to be thinking about as we go

:11:05.:11:07.

into this quite worrying year where people are expecting to see

:11:08.:11:10.

maybe another living standards squeeze.

:11:11.:11:11.

But while some types of debt might be rising,

:11:12.:11:13.

the Bank of England says mortgage arrears and loan defaults have

:11:14.:11:16.

And the bank's Andy Haldane said last week that the regulator

:11:17.:11:20.

Although the household debt ratio is high by historical comparison,

:11:21.:11:27.

it has come down in a fairly sizeable way, by about

:11:28.:11:29.

What is more is interest rates are still very low.

:11:30.:11:36.

But with interest rates set to remain very low,

:11:37.:11:38.

regulators are worried that we may be taking on too many debts,

:11:39.:11:42.

which becomes an issue if the economy weakens in 2017.

:11:43.:11:49.

In the last few minutes London Underground workers have

:11:50.:11:51.

The action is likely to close all Tube stations in Central London

:11:52.:11:57.

Unions have rejected the latest offer from management in a dispute

:11:58.:12:01.

Football and the FA Cup third round continued today.

:12:02.:12:08.

League Two leaders Plymouth provided the upset of the day,

:12:09.:12:10.

holding Liverpool to a draw despite having to make a 600 mile

:12:11.:12:14.

Michael Plymouth Argyle the pilgrims, rarely has been a more

:12:15.:12:28.

fitting nickname. Almost 9000 making the journey from Devon to

:12:29.:12:32.

Merseyside, more in hope than expectation but then this is the FA

:12:33.:12:36.

Cup. With every invasion comes a resistance movement. For much of the

:12:37.:12:40.

game at Anfield, Plymouth are playing the part of both. Against a

:12:41.:12:44.

side like Liverpool they would always be scares but that was all

:12:45.:12:47.

they were. Plymouth might even have one less. Some fans can hardly

:12:48.:12:53.

watch. But that perhaps a dream too far for even this competition. An

:12:54.:12:59.

incredible result! In FA Cup history! Night with a replay and

:13:00.:13:03.

Liverpool will have to make the long journey. For Peterborough, a shorter

:13:04.:13:08.

trip but no less daunting. Against Chelsea, any hopes they had of glory

:13:09.:13:14.

disappeared, beaten 4-1. Full progress, not that there were many

:13:15.:13:17.

in Cardiff to see this. The excitement of the cup it seems does

:13:18.:13:23.

not extend to fans. 16-year-old Ryan Sessegnon will not forget his trip

:13:24.:13:30.

any time soon. In the day's final ten, Aston Villa's awayday ruined by

:13:31.:13:34.

Tottenham. 2-0 and into the next round.

:13:35.:13:36.

The Queen has recovered from her heavy cold and was well

:13:37.:13:39.

enough to attend church at Sandringham this morning -

:13:40.:13:41.

her first public appearance since the beginning of December.

:13:42.:13:43.

Our Royal correspondent, Daniela Relph, was there.

:13:44.:13:45.

Her report contains flash photography.

:13:46.:13:48.

It had been a much anticipated arrival.

:13:49.:13:52.

Driven in an estate Bentley, it was the first time the Queen had

:13:53.:13:55.

been seen in public since arriving on her Sandringham

:13:56.:13:57.

Cheered as she emerged from the car, she arrived just before 11am

:13:58.:14:04.

for this morning's church service, accompanied by the Duke

:14:05.:14:06.

She had missed church on both Christmas and New Year's Day due

:14:07.:14:11.

Those who had waited were pleased to see her.

:14:12.:14:17.

I saw her very close-up and she looked a little bit frail,

:14:18.:14:20.

to be honest, but it's nice to see her.

:14:21.:14:22.

Whenever you see her, you get a little buzz.

:14:23.:14:28.

It is good to know that she was coming.

:14:29.:14:31.

She did look quite bright in the car and that was quite nice, really.

:14:32.:14:36.

The Queen's Speech, recorded a couple of weeks

:14:37.:14:37.

before Christmas Day, had been one of the last times

:14:38.:14:40.

She had also carried out an investiture in early December.

:14:41.:14:45.

But over the past three weeks she has been laid low.

:14:46.:14:49.

As a precaution, she was advised to stay inside and rest

:14:50.:14:51.

The Queen's attendance at church is clearly a sign

:14:52.:14:57.

Her appearance today will ease the inevitable concern

:14:58.:15:04.

and speculation that arose during her absence from church

:15:05.:15:06.

After church, the Queen was driven back to the main

:15:07.:15:12.

She will remain in Norfolk until next month.
