Thousands of prison officers at jails in London | :00:22. | :00:25.
and South-East England are to get a pay increase of | :00:26. | :00:27.
Ministers have made the offer to try to boost recruitment and keep | :00:28. | :00:34.
workers at prisons under pressure from violence and staff shortages. | :00:35. | :00:36.
But there'll be no extra pay for senior officers. | :00:37. | :00:41.
Here's our home affairs correspondent, June Kelly. | :00:42. | :00:47.
They're the front line in our jails, but there | :00:48. | :00:49.
The shortage of staff is seen as one of the key causes | :00:50. | :00:55.
In some jails, officers are struggling on a daily basis | :00:56. | :01:02.
Now the Government is putting in place a ?12 million pay package | :01:03. | :01:09.
to try to retain existing staff and recruit new prison officers. | :01:10. | :01:15.
This is Wandsworth jail, in South London, | :01:16. | :01:17.
The offer is limited to prisons in the capital and the South East. | :01:18. | :01:23.
Ministers say they're under the greatest pressure. | :01:24. | :01:27.
But this has been condemned as 'divisive' by the Prison | :01:28. | :01:29.
They maintain the pay package is tantamount to putting a plaster | :01:30. | :01:34.
We're welcoming the additional money for our members, | :01:35. | :01:40.
But we don't think this goes far enough to solving | :01:41. | :01:43.
We believe it needs to be a national issue. | :01:44. | :01:51.
We weren't properly consulted on this either, so we believe that | :01:52. | :01:58.
if the Secretary of State wants to make these arbitrary | :01:59. | :02:01.
decisions on pay, then she should consult us fully | :02:02. | :02:03.
and we can point out the inconsistencies and problems | :02:04. | :02:05.
that will arise as a result of this policy. | :02:06. | :02:09.
The offer is for Standard Grade 3 prison officers, not for more senior | :02:10. | :02:12.
Each will receive a pay hike of at least ?3,000. | :02:13. | :02:16.
For new recruits, the pay package will be boosted by 5,000. | :02:17. | :02:18.
A sweetener to try to get people into the job. | :02:19. | :02:21.
The Justice Secretary, Liz Truss, has already announced plans | :02:22. | :02:23.
to recruit 2,500 more prison officers, but it will be | :02:24. | :02:28.
the end of 2018 before they're all in place. | :02:29. | :02:30.
It's not something you can sort out in weeks or months, | :02:31. | :02:33.
it takes time to recruit people, it takes time to bring | :02:34. | :02:37.
But I'm absolutely determined to deal with that. | :02:38. | :02:41.
The Justice Secretary rejects claims that as a country, | :02:42. | :02:45.
Prison reform campaigners believe we are, and this is a fundamental | :02:46. | :02:52.
She has to get the numbers down, at the same time | :02:53. | :02:56.
as improving staff morale, pay, retention and training. | :02:57. | :02:58.
She also has a problem with community sentences, | :02:59. | :03:00.
The justice system has to work for victims, the taxpayers, | :03:01. | :03:06.
And at the moment, it's not working for anybody. | :03:07. | :03:16.
While today's pay package announcement is about trying to | :03:17. | :03:21.
bring new people in, those in the service said the challenge is not | :03:22. | :03:25.
just recruiting staff, it is retaining them. Jude Kellie, BBC | :03:26. | :03:27.
News. Iraqi security forces have started | :03:28. | :03:29.
a major new offensive against the so-called | :03:30. | :03:31.
Islamic State in Mosul. Iraq's second-largest city | :03:32. | :03:33.
was seized by the extremist group over two years ago, | :03:34. | :03:35.
as they took control Last month, the eastern half | :03:36. | :03:37.
of Mosul was recaptured But around three quarters | :03:38. | :03:41.
of a million civilians remain in the west of the city, | :03:42. | :03:48.
which is still controlled by IS. Earlier this morning, | :03:49. | :03:52.
our Middle East correspondent, Quentin Sommerville, | :03:53. | :03:54.
who's with the Iraqi forces, Iraqi special forces police | :03:55. | :03:56.
are now moving forward. They've breached their own defences | :03:57. | :04:06.
and they're heading towards the so-called Islamic State, | :04:07. | :04:09.
who lie just beyond that hill All morning here, coalition | :04:10. | :04:12.
aircraft have been overhead, dropping very large bombs on those | :04:13. | :04:20.
positions, softening them up There's no real element | :04:21. | :04:22.
of surprise in modern warfare, and last night, the residents | :04:23. | :04:31.
of Western Mosul, who are just over there, were warned in leaflet drops | :04:32. | :04:34.
to stay in their homes. These men, let's just spin | :04:35. | :04:36.
round and we can show you, they're all lining up and getting | :04:37. | :04:39.
ready for the battle. Look, there's a tank | :04:40. | :04:46.
coming in just up there. These men aren't expecting | :04:47. | :04:48.
an easy time of it today because they know from drone footage | :04:49. | :04:51.
that the Islamic State have dug deep tunnels in the villages just south | :04:52. | :04:55.
of Western Mosul and that they're waiting with car bombs | :04:56. | :04:58.
and plenty of fighters, a hard-core of fighters remaining | :04:59. | :05:02.
in Western Mosul, which of course is Iraq's last city held | :05:03. | :05:04.
by the Islamic State. But the assault on that last | :05:05. | :05:10.
redoubt of the Islamic Greater Manchester Police has | :05:11. | :05:13.
launched a criminal investigation after claims that hundreds | :05:14. | :05:17.
of forensic test results issued by a laboratory | :05:18. | :05:19.
in Manchester were "doctored". Two men have been arrested | :05:20. | :05:27.
on suspicion of perverting The company analyses samples | :05:28. | :05:29.
of saliva, blood and hair, looking The boss of the supermarket chain | :05:30. | :05:34.
Sainsbury's has intervened in the row about the change | :05:35. | :05:45.
in business rates, Chief Executive Mike Coupe said | :05:46. | :05:47.
the current system was "archaic" and needed "fundamental reform", | :05:48. | :05:52.
because it favoured Live now to our business | :05:53. | :05:54.
correspondent, Joe Lynam. What more can you tell us? The vast | :05:55. | :06:06.
majority of companies on this high-street in Oxford Street will be | :06:07. | :06:10.
paying higher business rates, that is because business rates are a tax | :06:11. | :06:14.
on the value of commercial property and property in London of course has | :06:15. | :06:17.
soared over the last seven years since they were last rateable, | :06:18. | :06:23.
assessed for value. The Boss of supermarkets will say there needs to | :06:24. | :06:26.
be wholesale reform of business rates because they are of very large | :06:27. | :06:31.
Abdi footprints as pay an awful lot more. The reality is that the vast | :06:32. | :06:35.
majority of companies in England will be paying less or the same, as | :06:36. | :06:39.
they were before, because most people outside of London will not | :06:40. | :06:42.
have seen those rate rises. It will not prevent the calls for the | :06:43. | :06:46.
Chancellor to look at the issue in next month's budget. Thank you. | :06:47. | :06:48.
President Trump has made a strong defence of his first | :06:49. | :06:51.
four weeks in office, and said a new spirit of optimism | :06:52. | :06:53.
Addressing thousands of his supporters at a rally in Florida, | :06:54. | :07:01.
Mr Trump repeated his campaign pledges to create jobs and improve | :07:02. | :07:03.
And he had further criticism of the media. | :07:04. | :07:07.
Here's our Washington correspondent, Laura Bicker. | :07:08. | :07:10.
If you thought the Presidential campaign was over, then | :07:11. | :07:13.
After just four weeks in office, President Trump is bidding | :07:14. | :07:19.
But there is more to this rally in the swing state of Florida. Donald | :07:20. | :07:32.
Trump is trying to change the subject of the headlines of chaos | :07:33. | :07:36.
and controversy in his administration, he is back where he | :07:37. | :07:40.
appears to be more on behind a campaign podium rather than a desk | :07:41. | :07:45.
in the Oval Office. I am here because I want to be among my | :07:46. | :07:53.
friends and among the people. This was a great movement, a movement | :07:54. | :07:59.
like has never been seen before in our country or probably anywhere | :08:00. | :08:04.
else. He enjoys an audience and he takes heart from his fans. One even | :08:05. | :08:08.
made it on stage after waiting since the early morning. When President | :08:09. | :08:14.
Trump during the election promised all these things that he was going | :08:15. | :08:19.
to do for us, I knew he was going to do this for us! He also had tough | :08:20. | :08:24.
words for some of his alleged enemies, the media. He has a new | :08:25. | :08:29.
term for them, the enemy. These supporters are his people and this | :08:30. | :08:35.
is his message. A chance to appraise his first month in office, which he | :08:36. | :08:42.
sees as a success. But what do his voters think? Make America great | :08:43. | :08:46.
again and that is what it is! That is what it is, just make America | :08:47. | :08:50.
great, he will do, it is going to be great. He has kind of been up and | :08:51. | :08:55.
down, I kind of feel like he is not 100% doing good but I want to give | :08:56. | :08:58.
him more time, it has only been a month, I think he could turn things | :08:59. | :09:04.
around. So a bumpy start? Yes, a lot of Executive orders, he is not | :09:05. | :09:06.
really talking to people like you should. There are a lot of | :09:07. | :09:11.
differences nowadays and I believe that this man can bring more people | :09:12. | :09:14.
together. You think Donald Trump is the man to unite America? Yes, man. | :09:15. | :09:22.
On January 20, 2017, our presidency died. But unity seems a long way | :09:23. | :09:29.
off, in New York, protesters held a fake funeral for the presidency. The | :09:30. | :09:33.
political ideals of America seem further apart than ever. This rally | :09:34. | :09:37.
will be hugely popular with his voting base but it will not help him | :09:38. | :09:43.
in Washington. If President Trump is to push through his campaign | :09:44. | :09:47.
promises, he may need to take his message to Capitol Hill, rather than | :09:48. | :09:48.
an adoring crowd. The next news on BBC | :09:49. | :09:54.
One is at 5:35pm. | :09:55. | :09:57. |
