The Chancellor says there'll be no big spending in this week's Budget,

:00:08.:00:10.

as Britain prepares for its journey out of the EU.

:00:11.:00:13.

Labour's urging Philip Hammond to boost funding for public services.

:00:14.:00:16.

He says the economy's doing well, but there may be

:00:17.:00:19.

I regard my job as Chancellor as making sure the economy

:00:20.:00:28.

is resilient and there are reserves in the tank.

:00:29.:00:32.

We'll be looking at one area where the government

:00:33.:00:36.

WILL be spending more - on technical education in England.

:00:37.:00:38.

Explosive allegations from President Trump.

:00:39.:00:43.

The White House demands that Congress investigates

:00:44.:00:46.

claims that Donald Trump's phones were tapped but offers no evidence.

:00:47.:00:49.

Francois Fillon tells a rally of his supporters that he'll stay

:00:50.:00:52.

in the French presidential race but he faces a crucial day tomorrow.

:00:53.:00:55.

And identifying Britain's pollution hotspots -

:00:56.:01:00.

the first of a series of reports on the air we breathe.

:01:01.:01:21.

The Chancellor - Phillip Hammond - has played down expectations of big

:01:22.:01:33.

spending announcements in the Budget on Wednesday, saying that Britain

:01:34.:01:36.

needs "fuel in the tank" as it prepares to leave

:01:37.:01:38.

With Labour calling for increased spending on public services

:01:39.:01:44.

including health and social care, the Chancellor says that

:01:45.:01:47.

although the economy is performing well, spending sprees

:01:48.:01:49.

He's also warned the EU that Britain will fight back if Brexit

:01:50.:01:55.

Here's our political correspondent Eleanor Garnier.

:01:56.:01:59.

These days, a long shadow cast itself over

:02:00.:02:02.

Brexit is dominating politics, and as the Chancellor

:02:03.:02:07.

makes his spending plans, it dominates his calculations, too.

:02:08.:02:09.

I regard my job as Chancellor as making sure that our economy

:02:10.:02:14.

is resilient, that we've got reserves in the tanks,

:02:15.:02:18.

so as we embark on the journey that we'll be taking over the next couple

:02:19.:02:21.

of years, we are confident that we've got enough gas

:02:22.:02:24.

in the tank to see us through the journey.

:02:25.:02:27.

But domestic pressures are building up, too.

:02:28.:02:33.

There are repeated calls for more money for the NHS,

:02:34.:02:36.

plus claims social care is in crisis and desperately needs extra funding.

:02:37.:02:40.

The Chancellor says this is no time for a spending spree,

:02:41.:02:43.

but Labour is warning more needs to be done.

:02:44.:02:48.

Not at all, what we're saying is we'll have a fair taxation

:02:49.:02:51.

system, we'll tackle tax evasion, tax avoidance, we'll make sure

:02:52.:02:55.

there's no longer giveaways to corporations and the rich,

:02:56.:02:56.

we'll invest in our economy and grow the economy,

:02:57.:02:59.

and on that basis we'll be able to afford the public

:03:00.:03:01.

services that we need, and we'll also be able

:03:02.:03:04.

The Chancellor might have abandoned the target

:03:05.:03:09.

and timetable of his predecessor, George Osborne, but he hasn't

:03:10.:03:11.

abandoned the commitment to dealing with the deficit.

:03:12.:03:14.

Economic forecasts might be looking up, but don't expect any fireworks

:03:15.:03:16.

And the Government won't want any surprises when EU leaders formally

:03:17.:03:26.

start Brexit negotiations later this month.

:03:27.:03:28.

The Chancellor expects to get a trade agreement,

:03:29.:03:30.

Anybody in the European Union who thinks that if we don't do

:03:31.:03:38.

a deal with the European Union, if we don't continue

:03:39.:03:42.

to work closely together, Britain will simply,

:03:43.:03:45.

you know, slink off as a wounded animal, that is not going to happen.

:03:46.:03:48.

British people have a great fighting spirit, and we will fight back.

:03:49.:03:53.

The Chancellor has called those who want higher borrowing

:03:54.:03:57.

He's sticking to his cautious approach, until the view of life

:03:58.:04:02.

Eleanor Garnier, BBC News, Westminster.

:04:03.:04:09.

The Chancellor did announce some new spending today -

:04:10.:04:11.

up to ?500 million a year by 2022 to improve skills and technical

:04:12.:04:14.

Our Education Editor Branwen Jeffreys is here with the details.

:04:15.:04:22.

It's highly symbolic putting technical education at the centre

:04:23.:04:24.

Businesses are worried about the economic uncertainty ahead.

:04:25.:04:29.

So from the Chancellor a promise of investment to close

:04:30.:04:32.

Employers say they need more highly-killed people.

:04:33.:04:41.

For decades the UK has lagged behind other big economies.

:04:42.:04:48.

Countries like Germany train more young people

:04:49.:04:50.

Some companies fear it will be harder to plug skills' gaps

:04:51.:04:56.

The money promised in the Budget will support big changes in England.

:04:57.:05:01.

Under these plans, technical education will get ?500 million

:05:02.:05:03.

Now that's to support 15 vocational training routes

:05:04.:05:11.

Each one targeted to a different industry or type of work.

:05:12.:05:16.

But all of this is against a background of a decade

:05:17.:05:20.

Roughly a 13% cut per student in further education

:05:21.:05:26.

So, in terms of public spending, this new money isn't a lot.

:05:27.:05:33.

But it's being welcomed by further educationing

:05:34.:05:39.

But it's being welcomed by further education colleges and here's why.

:05:40.:05:42.

Funding for 16-19-year-olds in education has been hit very hard

:05:43.:05:45.

It's not been a priority for Conservative or Labour Governments,

:05:46.:05:49.

despite whatever rhetoric they may have used.

:05:50.:05:52.

It's done far worse than funding for schools or other bits

:05:53.:05:54.

?500 million in that context is welcome but it's

:05:55.:05:58.

still not going to reverse that relative decline.

:05:59.:06:02.

Vocational training has long felt like the poor relation, something

:06:03.:06:08.

the UK may no longer be able to afford.

:06:09.:06:11.

when this money starts kicking in, the need for homegrown skills

:06:12.:06:15.

The former US Director of National Intelligence has denied

:06:16.:06:24.

there was any wire-tapping of Donald Trump's phones during last

:06:25.:06:28.

year's election campaign - after explosive allegations made

:06:29.:06:31.

The White House has now asked Congress to investigate if phones

:06:32.:06:37.

in Trump Tower were tapped but offered no evidence

:06:38.:06:39.

A spokesman for Barack Obama said the allegations were simply false.

:06:40.:06:44.

Our North America Correspondent Nick Bryant reports from New York.

:06:45.:06:48.

President Trump's shocking and evidence-free claim.

:06:49.:06:53.

On the Sunday political talk shows this morning,

:06:54.:06:55.

Claiming the Trump campaign was wire-tapped by President Obama.

:06:56.:07:00.

In his extraordinary Twitter tirade, Donald Trump accused his predecessor

:07:01.:07:04.

Barack Obama of being a sick and bad guy who ordered wire

:07:05.:07:08.

taps at trump Tower in a Watergate-style conspiracy.

:07:09.:07:13.

And this morning the White House issued a statement asking that

:07:14.:07:17.

as part of their investigation into Russian activity,

:07:18.:07:20.

the Congressional Intelligence Committee exercise their oversight

:07:21.:07:23.

authority to determine whether executive branch

:07:24.:07:26.

investigative powers were abused in 2016.

:07:27.:07:30.

But the White House has produced no evidence to back-up the

:07:31.:07:35.

president's claims and seems to be hoping these

:07:36.:07:37.

Congressional committees will come up with some.

:07:38.:07:39.

I think the bigger story isn't who reported it, but is it true?

:07:40.:07:48.

And I think the American people have a right to know if this

:07:49.:07:52.

happened because if it did, again, this is the largest

:07:53.:07:54.

abuse of power that I think we have ever seen.

:07:55.:08:06.

Senior Democrats have labelled Donald Trump

:08:07.:08:08.

the "deflector-in-chief", deliberately distracting attention

:08:09.:08:10.

from the Trump team's interactions with the Russians.

:08:11.:08:12.

You make up something and then you have the press write

:08:13.:08:17.

about it and then you say - everybody is writing

:08:18.:08:20.

about this charge, it's a tool of an authoritarian.

:08:21.:08:22.

America's former director of national intelligence

:08:23.:08:24.

is adamant there were no wire taps, he says.

:08:25.:08:26.

There was no such wire tap activity mounted

:08:27.:08:30.

against the President-elect at the time, or as a candidate

:08:31.:08:33.

If there was fight for court order on something like this?

:08:34.:08:43.

And at this point in time you can't confirm or deny

:08:44.:08:48.

This weekend has seen pro-Trump rallies around the country,

:08:49.:08:55.

celebrating his successful speech to Congress and a stock market

:08:56.:08:57.

But a week that began with a presidential recess has

:08:58.:09:02.

It's a scandal that just won't go away. As we have gone on air

:09:03.:09:13.

tonight. A #2kr578 attic new development. It's been reported that

:09:14.:09:20.

:09:21.:09:23.

to say that President Trump was wrong. -- a dramatic new

:09:24.:09:26.

development. That this is a false accusation and that it needs to be

:09:27.:09:31.

:09:32.:09:33.

Thank you Nick in New York. Francois Fillon has told a rally

:09:34.:09:39.

designed to clean up the air With toxic pollution linked

to thousands of deaths each year, the High Court has ordered ministers

to come up with urgent solutions. In the first of a series

of reports this week, looking at ways to improve the air

we breathe, here's our science The congested streets of Leicester,

:15:52.:15:58.

helps to programme the traffic This information we are now getting

:15:59.:16:01.

is really highlighting where the real pollution,

:16:02.:16:06.

the potentially harmful health One of the things we could do,

:16:07.:16:08.

for example, is to improve our transport systems

:16:09.:16:13.

so that our congested traffic is not queued up outside of primary schools

of the city where there Another approach is to clean up

the vehicles causing the pollution. Here at Bath University,

engineers test a diesel car. Diesels are good for fuel

cheating in the tests. The car is made to

simulate real driving. Modern vehicles are fitted

:16:37.:16:40.

with devices to control pollution. Here they believe they can

make cars much cleaner. This diesel meets the latest

European emissions standards, There is a string of devices

before There are greener alternatives

but they are more expensive. Whichever way you approach it,

you are asking people to spend more in taxation or more to buy

we are comfortable with, Back in Leicester, a new portable
