The world's facing its largest humanitarian

:00:20.:00:26.

That's the assessment of the United Nations which says

:00:27.:00:29.

more than 20 million people face the threat of starvation and famine

:00:30.:00:33.

in four countries in Africa and the Middle East.

:00:34.:00:37.

?3.5 billion are said to be needed - by July - to avert disaster.

:00:38.:00:40.

This report from our world affairs correspondent Richard Galpin

:00:41.:00:43.

contains images you may find distressing.

:00:44.:00:55.

For months now it's been known that millions of people,

:00:56.:00:57.

old when a BBC team met her in December.

:00:58.:01:09.

Across Yemen hundreds of thousands more children have so

:01:10.:01:11.

little to eat they are struggling to stay alive.

:01:12.:01:15.

And the threat of mass starvation is affecting three other countries.

:01:16.:01:20.

This is a refugee camp in South Sudan which, like Yemen, has

:01:21.:01:23.

Families forced to flee their homes and left with little to eat.

:01:24.:01:30.

Already a famine has been officially declared

:01:31.:01:33.

here with almost half the

:01:34.:01:35.

We stand at a critical point in our history.

:01:36.:01:42.

Already at the beginning of the year we are facing the largest

:01:43.:01:45.

humanitarian crisis since the creation of the United Nations.

:01:46.:01:48.

Now more than 20 million people across

:01:49.:01:50.

four countries face starvation and famine.

:01:51.:01:55.

Without collective and coordinated global efforts people

:01:56.:01:57.

Of the huge number of people the UN says

:01:58.:02:05.

are now in danger, almost 2 million are in Nigeria.

:02:06.:02:07.

and more than 14 million in Yemen.

:02:08.:02:16.

The UN is predicting that without serious help 1.4 million

:02:17.:02:18.

people could die before the end of the year.

:02:19.:02:21.

They're calling for ?3.6 billion to tackle this crisis.

:02:22.:02:27.

Aid agencies on the ground say at the

:02:28.:02:35.

moment they do not have enough money to deal

:02:36.:02:37.

A child who suffers from severe acute malnutrition, unless

:02:38.:02:46.

they are treated there is a high likelihood they will die.

:02:47.:02:48.

If they are treated then they can recover completely and the cost of

:02:49.:02:58.

that treatment can be as little as $80. Apart from conflict, the other

:02:59.:03:04.

because of the crisis is drought. Somalia has been hit hard. In this

:03:05.:03:10.

hospital alone almost 50 children have died in two months, most from

:03:11.:03:15.

dehydration. With the lives of so many children like these now at risk

:03:16.:03:19.

the UN believes the global response must be quick. Richard Galpin, BBC

:03:20.:03:23.

News. A female judge has been criticised

:03:24.:03:25.

after warning women who get drunk that they are putting themselves

:03:26.:03:28.

in danger of being Lindsey Kushner QC said

:03:29.:03:30.

what she called 'disinhibited Her comments have been described

:03:31.:03:35.

by the campaign group Rape Crisis Jailed for six years for what police

:03:36.:03:52.

described as a horrifically prolonged attack. Ricardo Rodriguez

:03:53.:04:00.

was found guilty of two counts of rape but sentencing judge Lindsey

:04:01.:04:04.

Kushner used her final words before retiring to issue a rape warning to

:04:05.:04:08.

women. She said girls are perfectly entitled to drink themselves into

:04:09.:04:12.

the ground but should be aware of potential defendants to rape

:04:13.:04:17.

gravitate towards girls who have been drinking. If push comes to

:04:18.:04:21.

shove, a girl who has been drunk is less likely to be believed than one

:04:22.:04:25.

who is sober at the time. While many might see her comments as useful

:04:26.:04:29.

advice, others believe this is a backwards step. I'm very anxious

:04:30.:04:33.

that whatever message she meant to send, it's very clear that it is a

:04:34.:04:42.

message there is not much point in reporting. That's wrong. Whatever

:04:43.:04:45.

amount of drink you've had, do report, you will be treated better

:04:46.:04:50.

than this suggests. A rape survivor herself this woman now helps others

:04:51.:04:54.

through the ordeal. It makes all of us really quite angry and not just

:04:55.:05:02.

because they're arrogant, factually incorrect comments, but it's one

:05:03.:05:07.

thing to go around making these comments when you sit in a court

:05:08.:05:11.

room all day and you are engaging in one aspect of society without

:05:12.:05:15.

engaging with the women who are experiencing this. Judge Lindsey

:05:16.:05:17.

Kushner is not the first to comment on this sensitive subject. Of the

:05:18.:05:22.

judges have faced criticism in the past. Campaigners, though, hope this

:05:23.:05:25.

will not stop other rape survivors from coming forward in the future.

:05:26.:05:27.

Frankie McCamley, BBC News. President Erdogan of Turkey has

:05:28.:05:29.

described the Dutch as "Nazi remnants" and "fascists"

:05:30.:05:32.

after his Foreign Minister was banned from travelling

:05:33.:05:35.

to Rotterdam to attend a rally in support of a referendum to give

:05:36.:05:38.

Mr Erdogan greater powers. The Dutch Prime Minister said

:05:39.:05:42.

Mr Erdogan's remarks were "crazy" Reports from Syria say at least 40

:05:43.:05:45.

people have been killed, and dozens injured, following two

:05:46.:05:50.

explosions in the capital Damascus. It's thought two suicide bombers

:05:51.:05:54.

targeted buses transporting Shi'ite pilgrims near an ancient cemetery

:05:55.:05:57.

in the city. It's not yet clear who

:05:58.:06:02.

was behind the attack. Online ticket touts who buy in bulk

:06:03.:06:05.

and then sell tickets for inflated prices will face unlimited fines

:06:06.:06:08.

under new Government plans. It will also be illegal

:06:09.:06:13.

to use so-called bots, or automated computer software,

:06:14.:06:17.

to bypass limits on the maximum amount of tickets

:06:18.:06:21.

that can be bought. Our business correspondent

:06:22.:06:24.

Joe Lynam reports. When it comes to seeing your idols

:06:25.:06:27.

up close people will sometimes pay But increasingly fans

:06:28.:06:30.

are being priced out by robots or bots that snap up tickets in seconds

:06:31.:06:35.

and resell them at inflated prices. It stops youth from going to these

:06:36.:06:41.

places, from seeing these shows. It's not necessarily

:06:42.:06:50.

fraud but if people are making money out of something that

:06:51.:06:54.

you, it's kind of a bit like you shouldn't put such

:06:55.:06:57.

a premium on something. The rise of the Internet has enabled

:06:58.:07:06.

touts to use software known as bots to automatically buy up thousands of

:07:07.:07:09.

tickets in seconds and that's what the Government wants to make a

:07:10.:07:12.

criminal offence with unlimited fines.

:07:13.:07:14.

We think it's unacceptable that fans are being ripped off by

:07:15.:07:17.

these computer bots buying up all the tickets

:07:18.:07:19.

and then selling them at

:07:20.:07:20.

So we're going to make that illegal so that people can

:07:21.:07:24.

buy tickets more easily and fans can get to the concerts, the sports

:07:25.:07:27.

But can we ever fully remove illegal ticket touts?

:07:28.:07:31.

There's always more that can be done.

:07:32.:07:34.

As long as there are people out there wanting to profit on the

:07:35.:07:40.

back of tickets there will be people wanting

:07:41.:07:42.

to buy those tickets as

:07:43.:07:43.

The important thing is to sort of distil

:07:44.:07:47.

market that works well for the industry and a market that works

:07:48.:07:52.

And that might mean that official ticket

:07:53.:07:55.

sellers for popular shows will have to be far more vigilant when someone

:07:56.:07:58.

tries to suddenly buy or suddenly sell a lot of tickets.

:07:59.:08:00.

Criminalising these bots which snap up tickets which fans

:08:01.:08:08.

otherwise want could work but if they're overseas then there's very

:08:09.:08:11.

Also, ticketing experts say that the bots might in fact

:08:12.:08:18.

be real human beings, paid paltry sums of money by

:08:19.:08:20.

the illegal ticket touts to do their work,

:08:21.:08:24.

criminalising them would be fraught with problems.

:08:25.:08:26.

Joe Lynam, BBC News, in the West End.

:08:27.:08:27.

England look to be on the verge of retaining their Six Nations title.

:08:28.:08:31.

They are playing Scotland at Twickenham where victory today

:08:32.:08:33.

Our sports correspondent Joe Wilson is there.

:08:34.:08:41.

England very much in the lead with just a few minutes remaining.

:08:42.:08:48.

Absolutely. We note strange things happen in sport but with England

:08:49.:08:53.

54-21 ahead here we can assume the match is theirs and therefore the

:08:54.:08:58.

Six Nations title. This wasn't the type of game we expected. Scotland

:08:59.:09:02.

have been in good form themselves, so why has this happened? Jonathan

:09:03.:09:07.

Joseph in the England backline has been the catalyst, two tries in the

:09:08.:09:12.

first half for him and another one early in the second half, those

:09:13.:09:16.

three tries, his running, Scotland could not match it. England have won

:09:17.:09:20.

their games in the Six Nations without excelling but this is the

:09:21.:09:25.

kind of performance the coach Eddie Jones always wanted. Scotland not

:09:26.:09:29.

helped by a number of injuries in the first half in their back line.

:09:30.:09:33.

England on the point of retaining the Six Nations title but their

:09:34.:09:37.

resources financially and the number of players available should always

:09:38.:09:40.

be competing for this title. Remember how bad they were in the

:09:41.:09:45.

World Cup? What is the difference? It has to be that man, the coach,

:09:46.:09:50.

Eddie Jones, about to win the Six Nations again with

:09:51.:09:52.
