Good afternoon.

0:00:280:00:30

Labour's Shadow Chancellor John

McDonnell has called on all the main

0:00:300:00:32

political parties to agree

a new independent system to tackle

0:00:320:00:35

sexual harassment at Westminster.

0:00:350:00:36

Mr McDonnell said the recent

allegations of misconduct by MPs

0:00:360:00:38

was distressing and was undermining

the public's confidence

0:00:380:00:40

in the political system.

0:00:400:00:45

Last night, the Conservative MP

Charlie Elphicke was suspended

0:00:450:00:47

from the party after it said

"serious allegations" had been

0:00:470:00:49

referred to the police.

0:00:490:00:57

Mr Elphicke said he'd

done nothing wrong.

0:00:570:00:59

Our political correspondent

Emma Vardy reports.

0:00:590:01:04

Charlie Elphicke, the Conservative

MP for Dover since 2010 is no longer

0:01:040:01:09

a Tory MP, at least for now. Last

night the new Chief Whip Julian

0:01:090:01:14

Smith issued a statement... Charlie

Elphicke's anger at how he'd been

0:01:140:01:26

treated was clear. He tweeted...

0:01:260:01:32

Meanwhile there are still serious

questions for Labour about the

0:01:360:01:41

suspended MP Kelvin Hopkins. Jeremy

Corbyn is under pressure to answer

0:01:410:01:44

why he was promoted to the Shadow

Cabinet even after he was

0:01:440:01:48

reprimanded following complaints of

sexual misconduct from a young

0:01:480:01:52

Labour activist. Mr Hopkins has said

he denies the allegations. Today the

0:01:520:01:57

party leadership said thorough

investigations must now take their

0:01:570:02:01

course to reassure the public.

We've

got to ensure there is confidence in

0:02:010:02:06

the investigation process, both from

those expressing their concerns and

0:02:060:02:10

complaints, but also those accused

as well. I'm hoping now we can start

0:02:100:02:16

giving the confidence back to people

because we are establishing this

0:02:160:02:19

independent process.

And the Labour MP Clive Lewis has

0:02:190:02:25

strongly denied groping women at the

Labour Party conference back in

0:02:250:02:28

September. The allegations that have

come to light over the past week are

0:02:280:02:33

wide-ranging, from a touch on the

knee the accusations of rape, and

0:02:330:02:36

party officials are braced for what

could come next, but as the claims

0:02:360:02:41

and counterclaims mount up a veteran

of British politics has called for

0:02:410:02:44

balance, saying that this unfolding

sex scandal is becoming a witchhunt.

0:02:440:02:49

I don't think there is anybody who

would seek to defend rape or sexual

0:02:490:02:54

abuse. In the context, there is no

proof that I can see yet of any

0:02:540:03:00

wrongdoing. How does a Member of

Parliament refute that? It's a

0:03:000:03:03

witchhunt.

Political parties want to

be seen to be acting quickly.

0:03:030:03:08

Theresa May is due to meet party

leaders on Monday to discuss the way

0:03:080:03:13

forward. A culture change is taking

place in British politics that many

0:03:130:03:17

say has been long overdue. Emma

Vardy, BBC News.

0:03:170:03:28

Police in New York say

they have a viable case

0:03:280:03:30

against the Hollywood producer,

Harvey Weinstein.

0:03:300:03:32

The announcement came

after an actress, Paz de la Huerta,

0:03:320:03:34

made claims that Mr Weinstein

raped her twice in 2010.

0:03:340:03:36

She is among dozens of women

who have come forward since October

0:03:360:03:39

to accuse the 65-year-old

of sexual misconduct.

0:03:390:03:41

He has denied all allegations

of non-consensual sex.

0:03:410:03:43

Richard Galpin reports.

0:03:430:03:44

Recent weeks have seen

a torrent of allegations

0:03:440:03:46

against Harvey Weinstein.

0:03:460:03:47

And now comes the first word

of a possible arrest.

0:03:470:03:57

New York detectives following up

are investigating a claim

0:03:580:04:00

by the Hollywood actress Paz de la

Huerta that the former movie mogul

0:04:000:04:03

raped her twice back in 2010 -

and she has now spoken to the CBS

0:04:030:04:07

network in the United States.

0:04:070:04:12

The New York police say her

account is credible.

0:04:350:04:37

We have an actual case here.

0:04:370:04:39

We are happy with where

the investigation is right now.

0:04:390:04:41

Mr Weinstein is out of state.

0:04:410:04:42

We would need an arrest

warrant to arrest him.

0:04:420:04:45

So right now we're

gathering our evidence,

0:04:450:04:46

we continue to do so every day.

0:04:460:04:50

Already some of Hollywood's

biggest names, among them

0:04:500:04:52

Gwyneth Paltrow and Angelina Jolie,

have come forward to

0:04:520:04:54

accuse Harvey Weinstein

of sexual harassment.

0:04:540:04:56

He issued a statement emphatically

denying any allegation

0:04:560:04:58

of nonconsensual sex.

0:04:580:05:00

Mr Weinstein is now

under investigation both

0:05:000:05:02

in the United States

and here in Britain.

0:05:020:05:04

Like ripples in a pond,

and accusations of misconduct

0:05:040:05:06

against men of wealth and influence

appear to be growing rapidly.

0:05:060:05:09

Richard Galpin, BBC News.

0:05:090:05:19

Netflix has cut all ties

with Kevin Spacey, who plays

0:05:260:05:28

the lead role in one

of its most successful

0:05:280:05:30

programmes, House of Cards.

0:05:300:05:31

The company said it would no longer

be involved in the series

0:05:310:05:34

if the actor continued to be

part of it.

0:05:340:05:36

The announcement came

after Mr Spacey faced allegations

0:05:360:05:38

of sexual misconduct

from a number of men.

0:05:380:05:47

The Lebanese prime minister,

Saad Al-Hariri, has resigned saying

0:05:470:05:49

in a live television broadcast

that he fears for his life.

0:05:490:05:52

In his address he also heavily

criticised Iran, saying the country

0:05:520:05:54

was sowing "fear and destruction"

in several countries

0:05:540:05:56

including in Lebanon.

0:05:560:05:57

Mr Hariri's father,

a former prime minister,

0:05:570:05:59

was assassinated in 2005,

and he says he feels

0:05:590:06:01

there are current plots

to target his life too.

0:06:010:06:11

Only around a half of fixed

speed cameras in the UK

0:06:180:06:21

are actually switched on,

according to figures

0:06:210:06:22

obtained through a Freedom

of Information request.

0:06:220:06:24

And at least four police forces

don't have any fixed

0:06:240:06:26

speed cameras at all.

0:06:260:06:28

Alan Clayton reports.

0:06:280:06:29

For motorists caught out

by them, they infuriate

0:06:290:06:30

and bring a hefty fine.

0:06:300:06:32

Safety campaigners argue speed

cameras are lifesavers.

0:06:320:06:34

New research suggests only around

half of the luminous boxes

0:06:340:06:36

throughout the UK are operational.

0:06:360:06:38

The Press Association sent a Freedom

of Information request

0:06:380:06:40

to all of the 45 forces,

asking how many fixed

0:06:400:06:42

speed cameras they had

and how many were active.

0:06:420:06:44

The 36 which responded had

a total of 2838 cameras,

0:06:440:06:47

of which only 52% were working.

0:06:470:06:57

Forces in Cleveland,

Durham and North Yorkshire said none

0:06:570:07:00

of their fixed speed

cameras were active.

0:07:000:07:01

While Northamptonshire said it

turned its cameras off six years ago

0:07:010:07:04

but left them in place

to deter speeding.

0:07:040:07:06

Those than replied said they used

mobile speed cameras and regularly

0:07:060:07:09

reviewed which cameras

were turned on.

0:07:090:07:18

I suspect in this case, they're

thinking that the yellow boxes

0:07:180:07:20

are there, they're sending out

the message that motorists ought

0:07:200:07:23

to be recognising about risky roads,

but they're also increasingly

0:07:230:07:25

looking to more advanced technology

such as average speed cameras,

0:07:250:07:28

or indeed better engineering

of the road, which might

0:07:280:07:30

have a more beneficial affect.

0:07:300:07:40

The National Police Chiefs Council

said the decision to use cameras

0:07:430:07:45

was an operational matter and that

all forces have individual

0:07:450:07:47

responsibility for their

use of the cameras.

0:07:470:07:49

Alan Clayton, BBC News.

0:07:490:07:59

With all the sport,

here's Mike Bushell

0:08:000:08:01

at the BBC Sport Centre.

0:08:010:08:03

Good afternoon.

0:08:030:08:05

What's happening in the football. --

a lot happening in the football.

0:08:050:08:14

The Scottish champions Celtic

are hoping to break a 100-year-old

0:08:140:08:16

British and club record run,

of 62 domestic games

0:08:160:08:19

without defeat.

0:08:190:08:20

They're taking on St Johnstone,

this lunch time, who were ironically

0:08:200:08:22

the last Scottish side to beat them.

0:08:220:08:24

They're approaching half

time at McDiarmid Park.

0:08:240:08:26

Scott Sinclair has ended his own

goal drought to put Celtic on course

0:08:260:08:28

for that record.

0:08:280:08:29

Just one point seperates them,

in the Premier League and there's

0:08:290:08:31

not much to chose between Stoke

and Leicester City in this

0:08:310:08:34

lunchtime's kick-off.

0:08:340:08:35

Riyad Mahrez has just given

Leicester the lead.

0:08:350:08:37

Leicester haven't lost

since September, and new manager

0:08:370:08:39

Claude Puel is looking

for a second win.

0:08:390:08:42

And they are on course for that!

0:08:420:08:47

From pub team to the first

round of the FA Cup in ten years -

0:08:470:08:50

that's the story of

Shaw Lane Association,

0:08:500:08:52

who are taking on league side

Mansfield this lunchtime.

0:08:520:08:54

The part-timers from Barnsley have

ridden their luck at times,

0:08:540:09:02

and had their goalkeeper

John Stewart and post to thank early

0:09:020:09:05

on, to keep the scores level,

heading towards half time.

0:09:050:09:07

But the Shah Lane resistance was

finally broken, Christian Pearce,

0:09:070:09:15

and the Stags, as they are known in

Mansfield, are ahead.

0:09:150:09:25

In the racing world, Ted,

Ruby and Katie Walsh are as part

0:09:250:09:28

and parcel of the jump season,

as the Cheltenham Gold Cup

0:09:280:09:31

and Becher's Brook.

0:09:310:09:32

As the National Hunt

calendar begins again,

0:09:320:09:33

the family are gearing up

for another winning season.

0:09:330:09:35

Richard Conway has been

to Ireland for Breakfast,

0:09:350:09:37

with the Walsh's to find out,

the secret to their success.

0:09:370:09:40

For Slate, and as the jump season

gets underway there is a sense of

0:09:400:09:46

anticipation for racing's first

family. Ted, Ruby and Katie Walsh

0:09:460:09:51

know that glory may lie ahead and it

is here at their yard in County

0:09:510:09:55

Kildare, Ireland, that plans are

forged. With the morning's work

0:09:550:10:02

done, time for breakfast...

All the

horses are back in, new recruits,

0:10:020:10:06

and you don't really know if

something is really good or

0:10:060:10:11

anything's good at the minute, so it

is time to find out really what you

0:10:110:10:14

have for the rest of the season,

isn't it?

And the family knows a

0:10:140:10:19

thing or too much about what makes a

good horse Papillon cleared the

0:10:190:10:25

notorious fences to win the Grand

National 17 years ago. Katie then

0:10:250:10:35

went on to finish third in 2012 on

sea bass, a race that captivates

0:10:350:10:40

them still.

Is editor couple of

times. A chance to win this.

0:10:400:10:48

Everyone thinks going out in a

national...

The Grand National, you

0:10:480:10:52

were thinking.

LAUGHTER

0:10:520:10:57

That would happen me!

LAUGHTER

0:10:570:11:02

Now 38, Ruby Walsh has written over

2000 winners and broken a lot of

0:11:020:11:06

bones along the way, something he

feels is simply an occupational

0:11:060:11:09

hazard.

Loads of different things in

the world people do that high risk.

0:11:090:11:13

When I joined the the Navy... It

would have been worse as a kid, my

0:11:130:11:23

bladder, spleen that ruptured, you

don't need it, so they just took it

0:11:230:11:28

out, away you go, move on.

With or

without all their body parts, the

0:11:280:11:33

Walsh family's love for their sport

is a certainty. Richard Conway, BBC

0:11:330:11:40

News, County killed there. What a

family. Just to tell you Xherdan

0:11:400:11:46

Shaqiri has just equalised for Stoke

against Leicester. And England have

0:11:460:11:49

also been in action as a Scotland in

the Rugby World Cup and you can see

0:11:490:11:55

how they got on in the BBC sports

highlights programme which follows

0:11:550:11:59

after the news here on BBC One. Back

to you, Sean. Thank you.

stories on the BBC News Channel.
