Labour calls for a new and

independent system for all parties -

0:00:060:00:09

to tackle claims of sexual

harassment at Westminster.

0:00:090:00:12

With two MPs - one Labour

and one Conservative -

0:00:120:00:15

suspended over allegations,

senior figures say

0:00:150:00:16

confidence must be restored.

0:00:160:00:23

We need to make sure that our

youngsters know that we will listen

0:00:230:00:26

to them, that we will help, that

it's not acceptable, and that they

0:00:260:00:29

don't need to put up with any of it.

0:00:290:00:32

And this evening a minister

in the Scottish Government

0:00:320:00:36

resigned his post, saying some

of his previous actions have been

0:00:360:00:39

considered inappropriate.

0:00:390:00:44

Also to night.

0:00:440:00:46

The Prime Minister of

Lebanon steps down -

0:00:460:00:48

saying that he's in fear

of his life.

0:00:480:00:50

Why helium balloons

are such a threat to marine

0:00:500:00:52

and wildlife across the UK.

0:00:520:00:56

And Celtic set a new British record

after being unbeaten

0:00:560:00:59

in 63 domestic matches.

0:00:590:01:03

Good evening.

0:01:170:01:22

Labour has called on all the main

political parties to agree a new,

0:01:220:01:26

independent system to tackle sexual

harassment at Westminster.

0:01:260:01:29

It comes ahead of a meeting planned

by Theresa May with Opposition

0:01:290:01:33

leaders on Monday to discuss

proposals for fresh grievance

0:01:330:01:35

procedures for staff and MPs.

0:01:350:01:39

This evening the crisis

spread to Holyrood,

0:01:390:01:43

with the Scottish Nationalist MSP

Mark McDonald resigning

0:01:430:01:44

as a government minister over

"inappropriate" behaviour.

0:01:440:01:46

Our political correspondent

Iain Watson reports.

0:01:460:01:49

This is the week when politicians'

private lives became very public.

0:01:500:01:56

Past actions by some MPs have had

serious consequences.

0:01:560:01:59

There have been accusations,

resignations, investigations,

0:01:590:02:02

and it's clear the current crisis

at Westminster will continue

0:02:020:02:04

to fill the front pages.

0:02:040:02:07

Tonight, there are newspaper claims

that Sir Michael Fallon lost his job

0:02:070:02:10

when a journalist contacted

Downing Street to say he'd

0:02:100:02:12

behaved inappropriately

towards her 14 years ago.

0:02:120:02:16

Friends of Michael Fallon don't deny

this took place but I understand no

0:02:210:02:24

single instant led to his departure.

0:02:240:02:30

And tonight a new resignation,

this time the Childcare Minister

0:02:300:02:32

in the Scottish Government.

0:02:320:02:36

In a statement the SNP's

Mark McDonald said:

0:02:360:02:42

"It's been brought to my attention

that some of my previous actions

0:02:420:02:46

have been considered to be

inappropriate

0:02:460:02:50

where I have believed myself

to be merely humorous."

0:02:500:02:52

And he went on to apologise

to anyone who may have upset.

0:02:520:02:55

Political parties are now responding

to the spate of allegations.

0:02:550:02:57

The Conservatives have

toughened their code of conduct.

0:02:570:03:00

The Shadow Foreign Secretary has

said a younger generation will no

0:03:000:03:02

longer put up with harassment.

0:03:020:03:04

Many women MPs have been pressing

for an independent body to hear any

0:03:040:03:07

complaints and Labour's leadership

has now agreed.

0:03:070:03:09

We need to make sure

that our youngsters know

0:03:090:03:11

that we will listen to them,

that we will help, that

0:03:110:03:15

it's not acceptable,

and that they don't need to put up

0:03:150:03:18

with any of it.

0:03:180:03:22

You know, we've got to say no

to this and they will find friends

0:03:220:03:25

and allies, people like me,

who will not put up with this.

0:03:250:03:28

You know, some of the things that

I've heard in the last week

0:03:280:03:31

have been so disgusting.

0:03:310:03:34

The physical structures

of parliament have been made fit

0:03:340:03:37

for the 21st century,

and on Monday Theresa May wants

0:03:370:03:42

to do much the same thing

with the wider culture

0:03:420:03:45

here at Westminster.

0:03:450:03:46

She's holding cross-party talks

to try to get broad agreement

0:03:460:03:48

on tackling harassment

and inappropriate behaviour.

0:03:480:03:55

But some MPs are worried that

political careers could end

0:03:550:03:58

on the basis of rumour

and the settling of old scores.

0:03:580:04:00

There's a febrile atmosphere

and there's a feeding frenzy that

0:04:000:04:03

some have described,

I think probably rightly,

0:04:030:04:05

as a witchhunt.

0:04:050:04:06

Yes, this may sell tomorrow's

chip wrappings but this

0:04:060:04:08

is more serious than that.

0:04:080:04:14

And I believe that my colleagues,

members of Parliament,

0:04:140:04:16

have a right to the same natural

justice as anybody else

0:04:160:04:19

and they're not getting it.

0:04:190:04:20

Party leaders want to be

seen to taking tough

0:04:200:04:22

action against harassment.

0:04:220:04:23

But they know, perhaps even fear,

that they're not entirely

0:04:230:04:26

in control of events.

0:04:260:04:27

Iain is with me now.

0:04:270:04:33

There are fresh allegations in

tomorrow's papers.

That's right,

0:04:330:04:38

expected fresh allegations but I

think a sigh of relief from Downing

0:04:380:04:41

Street and some of the other

political leaders that none of the

0:04:410:04:44

major figures in the government or

opposition are getting tied up in

0:04:440:04:48

this, getting drawn into the net of

further allegations, instead I have

0:04:480:04:51

heard some stories about largely

existing people who have been named,

0:04:510:04:58

as we heard of Sir Michael Fallon's

resignation but also the front page

0:04:580:05:02

of the Sunday Times, the de facto

Deputy Prime Minister Damian Green

0:05:020:05:05

has been dragged into this as well

because the allegation is that

0:05:050:05:09

pornography was found on a computer

in his office nearly ten years ago

0:05:090:05:13

during the period when he was being

investigated and subsequently

0:05:130:05:16

arrested over a leak inquiry and he

has responded to these latest

0:05:160:05:20

stories to night. I have a statement

here. And tells me the story is

0:05:200:05:24

completely untrue and he says comes

from a tainted and untrustworthy

0:05:240:05:27

source. He said the police had never

told about this before it appeared

0:05:270:05:30

in the newspaper and no other paper

has run this and he goes on to say

0:05:300:05:34

the allegations about the material

and computer are disreputable

0:05:340:05:38

political smears. So quite a robust

response from Damian Green. But I

0:05:380:05:42

think this underlines the fact that

the government needs to be seen to

0:05:420:05:45

be getting on the front foot and not

blown off course by the latest

0:05:450:05:50

allegations and that's why I have

got this cross-party talks on Monday

0:05:500:05:53

when the Prime Minister will bring

all of the parties on board to try

0:05:530:05:55

and get a new regime for dealing

with allegations of harassment and

0:05:550:05:58

dealing with allegations of

intimidation and bullying. And

0:05:580:06:01

again, as we have seen from the

resignation from an SNP minister it

0:06:010:06:05

is important all political parties

are involved and it's not just

0:06:050:06:08

confined to the governing party.

Many thanks.

0:06:080:06:11

The Lebanese Prime Minister,

Saad Hariri, has resigned,

0:06:110:06:13

saying he fears for his life.

0:06:130:06:17

In a televised statement,

he was fiercely critical of Iran

0:06:170:06:19

and of the Hezbollah militant group

which wields considerable

0:06:190:06:21

power in Lebanon.

0:06:210:06:22

Martin Patience reports from Beirut.

0:06:220:06:25

It's an honour to be

here with you, Mr President.

0:06:260:06:29

For the Prime Minister of a small

nation, Saad Hariri had some

0:06:290:06:32

very powerful friends,

that's because Lebanon

0:06:320:06:40

matters in the Middle East,

it's a country outsiders

0:06:400:06:42

fight to control.

0:06:420:06:45

And today an extraordinary sign

of that, the Prime Minister resigned

0:06:450:06:47

saying he feared assassination.

0:06:470:06:52

Speaking from Saudi Arabia,

which backs him, Saad Hariri fired

0:06:520:06:55

this warning to Iran.

0:06:550:06:58

TRANSLATION:

I want to say

to Iran and its followers

0:07:000:07:04

that they are losing

in their interference

0:07:040:07:06

in the affairs of the Arab world.

0:07:060:07:11

Our nation will rise up,

as it has done in the past and cut

0:07:110:07:14

off the hands that wickedly

extend into it.

0:07:140:07:18

Iran and Saudi Arabia are fighting

a proxy war across the Middle East.

0:07:180:07:21

In Lebanon, Tehran backs

the movement Hezbollah,

0:07:210:07:23

which commands strong support.

0:07:230:07:28

But its opponents say it operates

as a state within a state.

0:07:300:07:36

And its armed wing was accused

of killing Saad's father, Rafic,

0:07:360:07:41

more than a decade ago

by a massive truck bomb.

0:07:410:07:45

It traumatised the nation,

but ultimately reshaped

0:07:450:07:51

the Middle East and now some

are asking whether his son's

0:07:510:07:54

resignation will do the same.

0:07:540:07:57

This announcement has left people

here stunned and created

0:07:570:07:59

enormous uncertainty.

0:07:590:08:03

Lebanon has generally been

spared the violence seen

0:08:030:08:05

elsewhere in recent years,

but now many Lebanese fear that

0:08:050:08:08

their country could be a casualty

in the wider regional struggle.

0:08:080:08:11

Martin Patience, BBC News, Beirut.

0:08:110:08:14

Saudi Arabia's defence forces claim

to have shot down a missile -

0:08:200:08:24

which was fired from Yemen -

close to the King Khalid

0:08:240:08:26

International Airport in Riyadh.

0:08:260:08:29

Saudi Arabia is currently

leading a campaign against

0:08:290:08:31

Houthi militia in Yemen.

0:08:310:08:33

Houthi sources there have confirmed

that they fired the missile

0:08:330:08:36

and that the airport was its target.

0:08:360:08:39

A seven-year-old girl has died

after suffering critical injuries

0:08:390:08:42

in an incident at a house

in south-west London yesterday.

0:08:420:08:46

55-year-old Robert Peters,

whom officers say was known

0:08:460:08:50

to the victim, appeared in court

today charged with attempted murder.

0:08:500:08:53

He's been remanded in

custody until December.

0:08:530:08:56

New figures suggest that only half

of fixed speed cameras

0:08:560:09:00

in the UK are switched on -

and some forces have turned

0:09:000:09:02

all their cameras off.

0:09:020:09:04

The information is based on 36

of the UK's 45 police forces.

0:09:040:09:08

Road safety campaigners say

the situation is concerning -

0:09:080:09:11

and they've blamed budget cuts

for so many cameras

0:09:110:09:13

being turned off.

0:09:130:09:18

Campaigners are warning

of the growing threat to marine

0:09:180:09:21

and wildlife in the UK

from the increasing number of helium

0:09:210:09:24

balloons and sky lanterns

being released into the air.

0:09:240:09:26

They say they can be

deadly for animals -

0:09:260:09:29

both on land and in the sea -

as creatures can become entangled

0:09:290:09:33

in them, or swallow them -

and they fear their warnings

0:09:330:09:36

are not being heard.

0:09:360:09:37

Dan Johnson reports.

0:09:370:09:39

The litter in our seas,

an issue largely hidden.

0:09:390:09:43

And how it gets there

isn't always clear.

0:09:430:09:48

So look at this and think about it.

0:09:480:09:52

Where do they land?

0:09:520:09:53

What goes up must come down.

0:09:530:09:56

And the result is trouble at sea.

0:09:560:09:59

It hurts wildlife,

it entangles them.

0:09:590:10:05

It is classed as later. -- litter.

0:10:050:10:12

It is very unsightly...

0:10:120:10:13

Campaigns have been running

for years but the message

0:10:130:10:15

isn't getting through.

0:10:150:10:16

Most people think oh,

we're having a great time, you know,

0:10:160:10:19

we'll let the balloons off,

there's not really

0:10:190:10:20

much of a problem.

0:10:200:10:21

But again it is when you bring that

visual impact to something

0:10:210:10:24

that is ingested, marine litter,

it is dead sea birds again wrapped

0:10:240:10:27

up with bits of string

and bits of balloon out

0:10:270:10:30

of their mouth as well.

0:10:300:10:31

And it could be internal and we find

out when we do a postmortem.

0:10:310:10:34

The amount of plastic in the ocean

is already a threat to marine

0:10:340:10:37

ecosystems and sea life.

0:10:370:10:39

And the truth is it's impossible

to tell how much balloons

0:10:390:10:42

are adding to the problem.

0:10:420:10:43

Because the impact is out there,

offshore, unseen and unmeasured.

0:10:430:10:45

So balloons get released

without consideration

0:10:450:10:47

of the consequences.

0:10:470:10:51

It has landed in the field and being

curious she has swallowed it.

0:10:510:10:54

And they can be just

as deadly online.

0:10:540:11:00

And they can be just

as deadly on land.

0:11:000:11:02

Jennifer's horse died

after choking and panicking.

0:11:020:11:04

Right through here it was

tangled in the back leg.

0:11:040:11:07

Crashed into this, broke

all of this and broke her neck.

0:11:070:11:09

And then she lay dying horrendously

for what seemed like an eternity.

0:11:090:11:13

Feisty was heading to

be a top showjumper.

0:11:130:11:15

Just like her sister here.

0:11:150:11:18

They do not understand, they're

releasing litter into the air.

0:11:180:11:21

Airborne litter.

0:11:210:11:24

And if anyone dropped that

on a pavement they would get

0:11:240:11:26

heavily fined for it.

0:11:260:11:30

And it is causing untold suffering

for animals that are eating them

0:11:300:11:33

in the fields and either becoming

very injured or killing them.

0:11:330:11:38

The call is for a wider ban

on balloons being released

0:11:380:11:42

and for people to keep their impact

in mind before they drift

0:11:420:11:45

off out of sight.

0:11:450:11:48

With all the sport -

here's Olly Foster at

0:11:520:11:54

the BBC Sport Centre.

0:11:540:11:56

Celtic have broken their own record

for the longest unbeaten run

0:11:560:11:59

in British football.

0:11:590:12:00

They haven't lost in 63

league and cup games.

0:12:000:12:06

Victory against St Johnston saw

them surpass the record

0:12:060:12:08

that they set 100 years ago.

0:12:080:12:10

Here's our Scotland football

reporter Chris McLaughlin.

0:12:100:12:13

A century ago and in the month

the United States entered

0:12:130:12:20

the First World War a group

of Celtic players set a record.

0:12:200:12:23

Today as those who fell

in that conflict and others

0:12:230:12:27

were remembered, the current crop

were out to better it.

0:12:270:12:30

It was never really in doubt.

0:12:300:12:33

The class of 2017 have been swatting

aside all in their path in Scotland.

0:12:330:12:36

Scott Sinclair put them

on their way in Perth.

0:12:360:12:45

The signal for the party to start

came after Dembele doubled

0:12:450:12:47

the lead in the second half.

0:12:470:12:49

St Johnstone just wanted it to end.

0:12:490:12:53

An own goal made it three. And by

the time Olivier Ntcham had scored

0:12:530:12:59

the fourth the record had well and

truly been smashed.

0:12:590:13:03

It is an incredible feat

by the players and a wonderful

0:13:030:13:05

example of professionalism.

0:13:050:13:07

Of playing and creating high

standards every single day.

0:13:070:13:09

And they have faced everything

as football players.

0:13:090:13:17

Domestic games unbeaten 63, the

Celtic's history makers march on.

0:13:170:13:21

Chris McLaughlin, BBC News, Glasgow.

0:13:210:13:23

The top five teams in the Premier

League all play tomorrow,

0:13:230:13:26

Match of the Day follows the news

with the goals from today's six

0:13:260:13:29

games but I've got the results

for you now if you want them.

0:13:290:13:32

Liverpool had the biggest

win of the day.

0:13:320:13:34

Mohamed Salah scored twice

in their 4-1 win at West Ham.

0:13:340:13:37

The Hammers haven't won

in the League since the end

0:13:370:13:39

of September and are one point

above the relagtion zone.

0:13:390:13:42

Their manager Slaven Bilic

admitted that he is in

0:13:420:13:44

a difficult situation.

0:13:440:13:45

There was one draw today,

2-2 between Stoke and Leicester.

0:13:450:13:48

The other matches saw 1-0 wins

for Huddersfield, Bournemouth,

0:13:480:13:50

Burnley and Brighton.

0:13:500:13:54

England have their first victory

at the Rugby League World Cup.

0:13:540:13:58

It wasn't convincing

against Lebanon but they should now

0:13:580:14:01

reach the quarterfinals.

0:14:010:14:03

They won 29-10 in Sydney.

0:14:030:14:05

Scotland can still qualify

from their group despite another

0:14:050:14:07

heavy defeat, this time

from New Zealand.

0:14:070:14:09

Here's our sports

correspondent David Ornstein.

0:14:090:14:13

Serenading the start of a unique

event, the first meeting of England

0:14:130:14:18

and leather nun, plenty of local

support for a side that includes

0:14:180:14:22

part-timers, builders and

electricians among them. The early

0:14:220:14:26

graft was done by England.
