Good afternoon. | 0:00:21 | 0:00:22
President Mugabe has been dismissed
at the leader of Zimbabwe's | 0:00:22 | 0:00:25
ruling Zanu-PF party -
a day after tens of thousands | 0:00:25 | 0:00:28
marched on the streets
calling for him to go. | 0:00:28 | 0:00:31
He's been replaced by the former
Vice President Emmerson Mnangagwa, | 0:00:31 | 0:00:36
who's sacking by Mr Mugabe sparked
this political crisis. | 0:00:36 | 0:00:40
Robert Mugabe remains, for now,
President of the country, | 0:00:40 | 0:00:44
but this latest move
means his control has | 0:00:44 | 0:00:46
been further weakened. | 0:00:46 | 0:00:48
From Harare, our correspondent
Shingai Nyoka reports. | 0:00:48 | 0:00:58
Senior military commanders have met
President Robert Mugabe to further | 0:00:58 | 0:01:01
pressure him to step down from
government. His own party held a | 0:01:01 | 0:01:06
historic meeting to dismiss him. It
is a humiliating end for the | 0:01:06 | 0:01:12
decorated war hero and the party's
longest serving leader. Our people, | 0:01:12 | 0:01:20
colleagues, are demanding from us
government here to give effect to | 0:01:20 | 0:01:26
their demands for the recall of
President and first secretary of | 0:01:26 | 0:01:35
Zanu-PF from his position in the
party and government. Bruising in | 0:01:35 | 0:01:40
fighting for power has taken its
toll, an empty top table, no Robert | 0:01:40 | 0:01:46
Mugabe, and no First Lady. This is
the beginning of an end of an era. | 0:01:46 | 0:01:51
President Robert Mugabe will no
longer had the party he has led for | 0:01:51 | 0:01:55
more than 40 years. The question now
is, who will take his place? The | 0:01:55 | 0:02:01
Central committee has sacked the
president and also the First Lady as | 0:02:01 | 0:02:05
the leader of the women's wing, but
she still remains the head of | 0:02:05 | 0:02:09
government. Parliament are expected
to impeach him if he refuses to | 0:02:09 | 0:02:13
resign. Veterans who fought
alongside him in the war of | 0:02:13 | 0:02:17
liberation have warned of an
undignified exit if he digs in. He | 0:02:17 | 0:02:25
will need to give in, tender his
resignation, and leave. The Vice | 0:02:25 | 0:02:35
President he sacked for disloyalty,
Emmerson Mnangagwa, has been | 0:02:35 | 0:02:38
recalled to lead the party. It is an
extraordinary end for a man whose | 0:02:38 | 0:02:43
name has been phenomenal is not only
with Zimbabwe, but also this party, | 0:02:43 | 0:02:48
since 1975.
A dramatic day for Zimbabwe, and a | 0:02:48 | 0:02:54
humiliating moment for a man once
seen as the symbol of liberation. | 0:02:54 | 0:02:58
What happens next? It is a very
significant event, as we have seen | 0:02:58 | 0:03:03
over the last couple of days.
President Mugabe fired from his | 0:03:03 | 0:03:08
position and reduced to an
ordinarily card-carrying member, | 0:03:08 | 0:03:12
which is the lowest ranking within
the party. Essentially, they have | 0:03:12 | 0:03:17
stripped him of his ability to
influence proceedings within | 0:03:17 | 0:03:21
Zanu-PF. This process has been
relatively swift. If he refuses to | 0:03:21 | 0:03:27
resign, and as we understand, about
a mile from now, he is having a | 0:03:27 | 0:03:31
meeting with Army generals, who will
try to apply further pressure on him | 0:03:31 | 0:03:36
to step down so he can have at least
have a dignified exit. If he refuses | 0:03:36 | 0:03:42
to do that, government will tomorrow
begin the process of trying to | 0:03:42 | 0:03:47
impeach him through a Parliamentary
process. According to the | 0:03:47 | 0:03:51
Constitution, a Vice President would
take over, and the grounds for | 0:03:51 | 0:04:01
impeachment are ill health or wilful
misconduct. Really, options are open | 0:04:01 | 0:04:04
to him. Grace Mugabe has borne the
brunt of the hatred in this process, | 0:04:04 | 0:04:12
Reuters is reporting that the
Central committee has recommended | 0:04:12 | 0:04:15
that she be prosecuted for
corruption, along with other people | 0:04:15 | 0:04:20
who have surrounded Robert Mugabe.
These events are moving very | 0:04:20 | 0:04:24
quickly. It appears more and more
that President Mugabe and his wife | 0:04:24 | 0:04:29
will have an undignified exit from
power. Thank you very much. | 0:04:29 | 0:04:35
The Chancellor, Philip Hammond,
says there's no silver bullet | 0:04:35 | 0:04:37
to solve Britain's housing crisis. | 0:04:37 | 0:04:38
But he told the BBC that
a range of measures - | 0:04:38 | 0:04:41
to be set out in this week's Budget
- will help to get 300,000 | 0:04:41 | 0:04:44
homes built a year. | 0:04:44 | 0:04:45
Mr Hammond also dismissed
suggestions the government should | 0:04:45 | 0:04:47
borrow tens of billions of pounds
to fund a massive house | 0:04:47 | 0:04:50
building programme. | 0:04:50 | 0:04:51
Here's our political
correspondent, Emma Vardy. | 0:04:51 | 0:04:55
This is what Phillip Hammond wants
to see and is calling time on | 0:04:55 | 0:04:59
so-called land-hoarders,
saying it is no longer acceptable | 0:04:59 | 0:05:03
to have so many sites with planning
permission that | 0:05:03 | 0:05:05
aren't being built on. | 0:05:05 | 0:05:07
Today he told the BBC
the state would intervene. | 0:05:07 | 0:05:10
There are, in London alone, 270,000
residential planning permissions | 0:05:10 | 0:05:15
that have not today been built. | 0:05:15 | 0:05:18
We need to understand why these
planning permissions that are going | 0:05:18 | 0:05:22
up all over the country, that
will continue to increase across the | 0:05:22 | 0:05:27
country, why they are
not being built out. | 0:05:27 | 0:05:30
On Wednesday Philip Hammond
will announce £5 billion of | 0:05:30 | 0:05:33
new investment for housing and he
will reveal a range of measures not | 0:05:33 | 0:05:37
only designed to encourage the big
construction firms but also schemes | 0:05:37 | 0:05:41
such as government backed loans
for small developers too. | 0:05:41 | 0:05:45
There could also be help
for first-time buyers | 0:05:45 | 0:05:47
on things like stamp duty. | 0:05:47 | 0:05:50
The drive for more housing has
cross-party support. | 0:05:50 | 0:05:53
But Labour said today
the Government isn't doing | 0:05:53 | 0:05:55
enough for public services. | 0:05:55 | 0:05:58
Shadow Chancellor
John McDonnell argued | 0:05:58 | 0:06:00
this could be funded by ending tax
cuts for the wealthy, not through | 0:06:00 | 0:06:04
borrowing. | 0:06:04 | 0:06:06
Stop giving the tax cuts
to the corporations and the rich and | 0:06:06 | 0:06:09
recognise you have an emergency out
there in terms of public services. | 0:06:09 | 0:06:12
Invest in those public services. | 0:06:12 | 0:06:14
And will these be
on our roads by 2021? | 0:06:14 | 0:06:17
Philip Hammond said driverless cars
are the future and is setting up | 0:06:17 | 0:06:21
plans for new investment
for technology and artificial | 0:06:21 | 0:06:24
intelligence. | 0:06:24 | 0:06:28
But will robots eventually put
millions of us out of work? | 0:06:28 | 0:06:31
Mr Hammond said that won't happen,
but had to clarify his | 0:06:31 | 0:06:34
comment that suggested
there is zero unemployment. | 0:06:34 | 0:06:38
Where are all these
unemployed people? | 0:06:38 | 0:06:39
There are no unemployed people... | 0:06:39 | 0:06:42
There are a lot
of unemployed people. | 0:06:42 | 0:06:47
We have created 3.5 million
new jobs since 2010. | 0:06:47 | 0:06:49
This economy has
become a jobs factory. | 0:06:49 | 0:06:51
This budget, says Philip Hammond, is
also about building a country that's | 0:06:51 | 0:06:54
fit for a post-Brexit world. | 0:06:54 | 0:06:55
But don't expect anything
too controversial. | 0:06:55 | 0:06:58
That slim majority means
the government just doesn't | 0:06:58 | 0:07:00
have strong enough foundations
to take many risks. | 0:07:00 | 0:07:02
Emma Vardy, BBC News. | 0:07:02 | 0:07:10
Police in Dorset say they're
treating the death of the | 0:07:10 | 0:07:12
teenager Gaia Pope as unexplained. | 0:07:12 | 0:07:14
The 19-year-old's body was found
yesterday afternoon close | 0:07:14 | 0:07:15
to a coastal path near Swanage. | 0:07:15 | 0:07:18
She was last seen alive
on the 7th of November. | 0:07:18 | 0:07:21
Our correspondent,
James Ingham, is there. | 0:07:21 | 0:07:22
James, what's the latest? | 0:07:22 | 0:07:33
Sophie, the police are trying to
establish the circumstances around | 0:07:33 | 0:07:37
Gaia's death. When she went missing,
she was said to be in a distressed | 0:07:37 | 0:07:42
state when she was last seen, and
didn't have the medication for | 0:07:42 | 0:07:47
epilepsy she needed. Detectives
believe she may have been killed. | 0:07:47 | 0:07:50
They have questioned three people on
suspicion of her murder, but all | 0:07:50 | 0:07:55
have since been released. On fields
behind me here, closed the coastal | 0:07:55 | 0:08:01
footpath, forensic teams are at
work, near to where Gaia's body was | 0:08:01 | 0:08:06
found. They are hoping to an Earth
clues that will be able to guide | 0:08:06 | 0:08:10
their future enquiries, together
with the postmortem investigation. | 0:08:10 | 0:08:16
This has really shocked the town
here. Hundreds of volunteers turned | 0:08:16 | 0:08:20
out to help. Tonight, prayers will
be held at a local church service, | 0:08:20 | 0:08:26
as this small town comes to terms
with her death. | 0:08:26 | 0:08:32
There's hope today that an Argentine
submarine that's been missing | 0:08:32 | 0:08:34
since Wednesday, with 44 crew
on board, might have been located. | 0:08:34 | 0:08:37
The San Juan was returning
from a routine mission | 0:08:37 | 0:08:39
near the southern-most tip
of South America, when contact | 0:08:39 | 0:08:41
was lost with navy command. | 0:08:41 | 0:08:42
Now signals have been detected
after an international search, | 0:08:42 | 0:08:44
in which the UK has
been taking part. | 0:08:44 | 0:08:46
Dan Johnson reports. | 0:08:46 | 0:08:50
This is a vessel designed to play
hide and seek in the deepest depths. | 0:08:50 | 0:08:54
So finding the San Juan,
its crew and the 22 | 0:08:54 | 0:08:57
torpedoes it carries
is a real challenge. | 0:08:57 | 0:09:01
Fresh satellite signals,
albeit weak ones, | 0:09:01 | 0:09:03
have revived hope of rescue. | 0:09:03 | 0:09:06
So help is on its way. | 0:09:06 | 0:09:09
The US Navy is loading deep sea
rescue equipment and flying | 0:09:09 | 0:09:12
it to Argentina. | 0:09:12 | 0:09:14
The submarine left the southern port
of Ushuaia on Monday | 0:09:14 | 0:09:16
after a routine mission. | 0:09:16 | 0:09:21
It was making the 2,000 mile
journey back to its base | 0:09:21 | 0:09:24
in Mar del Plata, not far
from Argentina's capital. | 0:09:24 | 0:09:26
The search is focused
around halfway in the San | 0:09:26 | 0:09:29
Jorge Gulf where the sub
last made contact. | 0:09:29 | 0:09:32
But it's a huge area
and poor weather has made | 0:09:32 | 0:09:35
difficult search even harder. | 0:09:35 | 0:09:39
TRANSLATION: We have
to consider that it | 0:09:39 | 0:09:41
might be on the surface
of the water, as protocol says it | 0:09:41 | 0:09:43
should, because it would be easier
for the submarine | 0:09:43 | 0:09:45
to get help that way. | 0:09:45 | 0:09:47
One of the 44 crew members is
Argentina's first woman Sub Mariner, | 0:09:47 | 0:09:51
the best hope of finding her and her
crewmates alive is that a power | 0:09:51 | 0:09:54
failure knocked out
the submarine's communications. | 0:09:54 | 0:09:58
Britain is now one of five
countries helping the | 0:09:58 | 0:10:01
Argentine navy in the massive search
to find the San Juan. | 0:10:01 | 0:10:03
