An extraordinary night in Zimbabwe
as Robert Mugabe addresses | 0:00:05 | 0:00:07
the nation but does not resign. | 0:00:07 | 0:00:11
He spoke under house arrest
and with the generals watching on -- | 0:00:11 | 0:00:14
but after nearly four decades
in office there was | 0:00:14 | 0:00:16
still no goodbye: | 0:00:16 | 0:00:22
The operation I have
alluded to did not amount | 0:00:22 | 0:00:24
to a threat to our well
cherished constitutional order. | 0:00:24 | 0:00:26
Nor was it a challenge
to my authority as head | 0:00:26 | 0:00:28
of state and government. | 0:00:28 | 0:00:38
From Zimbabweans watching -
disbelief and confusion about how | 0:00:38 | 0:00:40
the Mugabe era will now be brought
to an end: | 0:00:40 | 0:00:44
We need him to change his mind,
we need him to resign. | 0:00:44 | 0:00:49
He does not speak for our interests,
he only speaks for his personal | 0:00:49 | 0:00:52
interests and his family. | 0:00:52 | 0:00:56
We'll be live in Harare
to assess what happens next. | 0:00:56 | 0:00:58
Also tonight.... | 0:00:58 | 0:01:01
Here - the Chancellor says this
week's Budget will set out plans | 0:01:01 | 0:01:04
to enable 300 thousand for 300
thousand new homes a year | 0:01:04 | 0:01:06
to be built in England. | 0:01:06 | 0:01:08
The international hunt
for an Argentine submarine, | 0:01:08 | 0:01:09
missing with more than 40 crew
on board. | 0:01:09 | 0:01:11
The Royal Navy joins
the search effort. | 0:01:11 | 0:01:15
And England make it
through to the semi finals | 0:01:15 | 0:01:17
of the Rugby League World Cup. | 0:01:17 | 0:01:22
Good evening. | 0:01:39 | 0:01:40
Robert Mugabe remains
President of Zimbabwe tonight | 0:01:40 | 0:01:43
despite a tumultuous weekend that
saw popular protests against him | 0:01:43 | 0:01:46
and an ultimatum from his own party. | 0:01:46 | 0:01:50
In the last few hours,
a live address to the nation - | 0:01:50 | 0:01:53
widely expected to include his
resignation - saw him pledge instead | 0:01:53 | 0:01:55
to oversee his party
congress next month. | 0:01:55 | 0:01:57
But the party has already
replaced him -- and called on him | 0:01:57 | 0:02:00
to resign by tomorrow. | 0:02:00 | 0:02:01
Let's cross live to our Africa
Editor, Fergal Keane in Harare. | 0:02:01 | 0:02:11
Well, these are the hours after
anticipation. When it was announced | 0:02:15 | 0:02:20
earlier today that Robert Mugabe
would address the nation it was | 0:02:20 | 0:02:23
taken to mean that he was going to
resign and that was encouraged by | 0:02:23 | 0:02:27
officials, that idea was encouraged
by officials said to be close to the | 0:02:27 | 0:02:32
negotiations. The world's oldest
head of state has defied the | 0:02:32 | 0:02:36
predictions and the hopes of many of
his people. | 0:02:36 | 0:02:43
The very music seemed designed to
drain any drama out of the moment. | 0:02:43 | 0:02:48
And perhaps the geniality of the
encounter was a giveaway. Robert | 0:02:48 | 0:02:52
Mugabe did not look like a man about
to walk into the wilderness and his | 0:02:52 | 0:02:57
words delivered 15 minutes into a
rambling address confirmed that he | 0:02:57 | 0:03:01
intended to stay as leader of the
country and party at least until the | 0:03:01 | 0:03:07
party congress in December. The
Congress is due in a few weeks from | 0:03:07 | 0:03:14
now. I will preside over its
processes which must not be | 0:03:14 | 0:03:21
repossessed by any axe calculated to
undermine it or to compromise the | 0:03:21 | 0:03:33
outcome in the eyes of the public.
He praised the military and | 0:03:33 | 0:03:39
acknowledge the crisis in his
country and party. The way forward | 0:03:39 | 0:03:44
thus cannot be based on swapping
lying clicks that ride roughshod | 0:03:44 | 0:03:58
over party rules and procedures.
There has to be a net return to the | 0:03:58 | 0:04:05
guiding principles of our party as
enshrined in its constitution. This | 0:04:05 | 0:04:14
appearance has shocked the people of
Zimbabwe who were prepared to | 0:04:14 | 0:04:18
witness his resignation. I think we
are being played. I feel let down, | 0:04:18 | 0:04:23
by now we should have had a result,
but it is like we are back to square | 0:04:23 | 0:04:27
one. What did you make of that? I
think the whole nation was expecting | 0:04:27 | 0:04:33
him to resign and we are all
shocked, I think people will be | 0:04:33 | 0:04:40
depressed, confused, people do not
understand what is happening, but I | 0:04:40 | 0:04:42
think we are in a post-Mugabe era.
It will happen. There are big | 0:04:42 | 0:04:50
questions now, how can Robert Mugabe
preside over a party which today | 0:04:50 | 0:04:54
removed him from the leadership?
Once loyal supporters met to warn | 0:04:54 | 0:04:59
that he would be impeached by
Parliament if he did not step down | 0:04:59 | 0:05:03
from the presidency by midday
tomorrow. An old friend read out the | 0:05:03 | 0:05:08
sentence. | 0:05:08 | 0:05:08
Tonight's non-resignation does not
change the feeling of the party and | 0:05:22 | 0:05:25
it does not remove the bitterness
against his wife Grace Mugabe and | 0:05:25 | 0:05:31
her friends. It has to be over now?
Yes. Enough is enough. The people of | 0:05:31 | 0:05:38
Zimbabwe have shown in numbers that
they are fed up with this dynasty | 0:05:38 | 0:05:45
and a new era is beginning. This is
the moment when Robert Mugabe lost | 0:05:45 | 0:05:52
power in his own party, the party he
dominated for so long and has now | 0:05:52 | 0:05:57
been replaced as party leader by a
man who was one of his closest | 0:05:57 | 0:06:01
allies for decades. The new leader
Emmerson Mnangagwa is known as the | 0:06:01 | 0:06:09
Crocodile. Celebrated for his
ruthless cunning. He may have agreed | 0:06:09 | 0:06:15
to pause, but he is unlikely to stop
until he ousts his old comrades. On | 0:06:15 | 0:06:24
the streets of Harare the people of
the presidency to occupy a different | 0:06:24 | 0:06:29
nation. Here praying for
reconciliation and healing. They | 0:06:29 | 0:06:33
have already started to move beyond
the trauma of the age of Mugabe. So | 0:06:33 | 0:06:45
how are the ordinary Zimbeaweans
reacting? Our correspondent has | 0:06:45 | 0:06:49
followed this crisis from the
beginning and she has been out | 0:06:49 | 0:06:53
gauging the feelings of fellow
citizens. | 0:06:53 | 0:06:58
They came to listen to what
President Mugabe had to say. After | 0:06:58 | 0:07:03
meeting with Army generals
responsible for a takeover earlier | 0:07:03 | 0:07:06
last week they had expected to hear
his resignation speech. At this bar | 0:07:06 | 0:07:12
they waited and waited, to be told
by President Mugabe in a stumbling | 0:07:12 | 0:07:16
address. But he was going nowhere.
He does not speak for our interest. | 0:07:16 | 0:07:25
He only speaks for his own personal
interests and his family. So why are | 0:07:25 | 0:07:30
you so disappointed? We are
suffering. We have had enough of | 0:07:30 | 0:07:37
suffering, we need him to change his
mind. We need him to resign. He did | 0:07:37 | 0:07:44
not say he was resigning or anything
and we are still waiting. The people | 0:07:44 | 0:07:50
marched yesterday and expressed
their views. I am a young lawyer in | 0:07:50 | 0:07:54
Zimbabwe, I have been practising law
for the past three years, it is | 0:07:54 | 0:07:59
pathetic. The country has gone to
the dogs. The consummate politician | 0:07:59 | 0:08:03
appears at least for the moment and
on the surface to have negotiated a | 0:08:03 | 0:08:08
deal on his own terms. This is not
the announcement that some | 0:08:08 | 0:08:13
Zimbeaweans were waiting for, Robert
Mugabe is still the President and it | 0:08:13 | 0:08:17
is not clear whether permanents will
now begin the impeachment process. | 0:08:17 | 0:08:21
People here today were expecting to
hear the resignation they have | 0:08:21 | 0:08:25
demanded but those hopes have been
dashed. The wild celebrations we | 0:08:25 | 0:08:29
have seen on the streets stand in
stark contrast to the sombre mood in | 0:08:29 | 0:08:34
Harare tonight. | 0:08:34 | 0:08:39
After a night that turned out rather
differently to what some people were | 0:08:39 | 0:08:43
expecting, what will happen now?
Frankly, I shudder to speculate. | 0:08:43 | 0:08:51
Nobody is quite sure. We were being
told by a source close to the | 0:08:51 | 0:08:55
negotiations that it was definitely
going to happen. We have heard that | 0:08:55 | 0:08:59
he agreed to resign and then changed
his mind. I believe that the | 0:08:59 | 0:09:02
generals have no intention of
forcing him out at the barrel of a | 0:09:02 | 0:09:06
gun, they will be content to allow
the party to carry out its | 0:09:06 | 0:09:10
procedures, work three impeachment
in Parliament if necessary and | 0:09:10 | 0:09:13
remember, they are backed up by huge
public demonstrations | 0:09:13 | 0:09:26
like we saw yesterday. We are also
being told that tomorrow morning the | 0:09:30 | 0:09:33
military will give a press
conference and so will the war | 0:09:33 | 0:09:35
veterans, and important
constituency, all of them opposed to | 0:09:35 | 0:09:37
Robert Mugabe continuing. This is a
pause, not a conclusion. Thank you. | 0:09:37 | 0:09:39
The Chancellor Philip Hammond has
said measures to boost the housing | 0:09:39 | 0:09:42
market will be at the heart
of his budget on Wednesday. | 0:09:42 | 0:09:45
He says he wants 300 thousand homes
to be built every year, | 0:09:45 | 0:09:47
a big rise from the recent levels
of around 200 thousand | 0:09:47 | 0:09:50
a year in England. | 0:09:50 | 0:09:51
But Mr Hammond stressed there was no
"single magic bullet" | 0:09:51 | 0:09:54
to increase housing supply
as Ben Wright now reports. | 0:09:54 | 0:09:58
Building up expectations ahead
of the budget for a raft of measures | 0:09:58 | 0:10:01
to fix the housing crisis. | 0:10:01 | 0:10:04
The Chancellor wants to stop
developers sitting on land that has | 0:10:04 | 0:10:07
been given the green
light for housing. | 0:10:07 | 0:10:09
There are lots of things we can do
using planning powers, | 0:10:09 | 0:10:12
using intervention powers to get
planning permission that have | 0:10:12 | 0:10:14
been granted built up. | 0:10:14 | 0:10:17
We will use money, we will use
the powers of the state, | 0:10:17 | 0:10:20
we will use the powers
of the planning system | 0:10:20 | 0:10:22
but we are determined to get those
missing homes built. | 0:10:22 | 0:10:26
Today Mr Hammond gave hints
and winks about government help | 0:10:26 | 0:10:28
for smaller house builders
and the possible cuts to stamp duty. | 0:10:28 | 0:10:32
Housing seems set to be
the centrepiece of the budget, | 0:10:32 | 0:10:35
but will it add up to the giant
house-building leap another Cabinet | 0:10:35 | 0:10:38
minister has called for? | 0:10:38 | 0:10:40
Wednesday will tell us. | 0:10:40 | 0:10:43
Labour says the government
should borrow billions | 0:10:43 | 0:10:45
more for house-building
and stretched public services. | 0:10:45 | 0:10:48
Stop giving the tax cuts
to the corporations and the rich | 0:10:48 | 0:10:51
and recognise you have got
an emergency out there | 0:10:51 | 0:10:53
in terms of public services,
invest in those public services. | 0:10:53 | 0:10:57
The head of the NHS in England has
said health needs an urgent | 0:10:57 | 0:11:00
£4 billion spending boost. | 0:11:00 | 0:11:01
The Chancellor said he would seek
to address particular pressure | 0:11:01 | 0:11:04
points but a spending splurge on any
front looks unlikely. | 0:11:04 | 0:11:08
Balancing the books is still
the government's aim. | 0:11:08 | 0:11:12
There will be some cash
for driverless car technology | 0:11:12 | 0:11:14
and artificial intelligence,
but will robots eventually put | 0:11:14 | 0:11:16
millions of us out of work? | 0:11:16 | 0:11:19
Mr Hammond said that
won't happen, but did say this. | 0:11:19 | 0:11:23
Where are all these
unemployed people? | 0:11:23 | 0:11:26
There are no unemployed people... | 0:11:26 | 0:11:29
There are unemployed people! | 0:11:29 | 0:11:30
Because we have created
three and a half million | 0:11:30 | 0:11:32
new jobs since 2010. | 0:11:32 | 0:11:33
The Chancellor's clumsy claim,
there are no unemployed people | 0:11:33 | 0:11:35
was quickly clarified by him. | 0:11:35 | 0:11:39
Mr Hammond meant that previous
periods of technological change had | 0:11:39 | 0:11:41
not left millions out of work. | 0:11:41 | 0:11:44
Phillip Hammond will walk out
of that door on Wednesday knowing | 0:11:44 | 0:11:47
that the contents of his budget box
could be crucial to the political | 0:11:47 | 0:11:50
fortunes of Theresa May's struggling
government as well as his own. | 0:11:50 | 0:11:56
Unusually, Cabinet colleagues have
been arguing publicly for more money | 0:11:56 | 0:11:59
to be spent on the health
service, on house-building. | 0:11:59 | 0:12:01
Tory MPs are urging him to come up
with some bold ideas to prove this | 0:12:01 | 0:12:04
is a government that has
a purpose beyond Brexit. | 0:12:04 | 0:12:08
The Chancellor knows as well
that there are critical Tory MPs | 0:12:08 | 0:12:10
who want him out of his job
because they do not think his heart | 0:12:10 | 0:12:14
is in the task of getting
Britain out of the EU. | 0:12:14 | 0:12:19
We won't be a government
that is defined just by Brexit... | 0:12:19 | 0:12:22
The outcome of the Brexit
negotiations will matter much more | 0:12:22 | 0:12:24
than any single budget and tomorrow
a core group of Cabinet ministers | 0:12:24 | 0:12:27
including the Chancellor
will discuss how to unblock talks, | 0:12:27 | 0:12:29
knowing that an offer of more
money might be the key. | 0:12:29 | 0:12:32
Ben Wright, BBC News, Westminster. | 0:12:32 | 0:12:37
Kamal Ahmed, our economics
editor is here. | 0:12:37 | 0:12:43
How do you think the Chancellor is
going to chart a course this week? | 0:12:43 | 0:12:49
It is interesting. The position of
John McDonald showed some of the | 0:12:49 | 0:12:52
problems that Phillip Hammond is
facing. His claim is | 0:12:52 | 0:12:57
straightforward, increase taxes on
businesses and the wealthy and pay | 0:12:57 | 0:13:00
for public services from those
increased taxes. Phillip Hammond has | 0:13:00 | 0:13:05
a far harder equation to solve. He
is hemmed in by the politics, no | 0:13:05 | 0:13:09
majority in the House of Commons,
that means tax rises or spending | 0:13:09 | 0:13:14
cuts difficult to force through. The
one option left him is to borrow | 0:13:14 | 0:13:22
more but that could jeopardise the
offer that that party made to | 0:13:22 | 0:13:24
balance the books in 2025 so any
more borrowing could be | 0:13:24 | 0:13:27
controversial. He is hemmed in by
the economic is, we are expecting | 0:13:27 | 0:13:32
this big productivity downgrade. The
economy has not been as good at | 0:13:32 | 0:13:35
producing wealth as we expected and
that means it does not grow as fast | 0:13:35 | 0:13:39
and the government does not get the
tax revenues it expects. The room | 0:13:39 | 0:13:44
for manoeuvre is constrained,
probably something on housing and | 0:13:44 | 0:13:48
health as well and let's look at
that public sector pay cap, what | 0:13:48 | 0:13:52
will he do there? There is one big
question, can he sound big and bold | 0:13:52 | 0:14:03
politically for all those families
who have got falling real incomes | 0:14:03 | 0:14:05
without putting the economy and the
public finances at risk. We will see | 0:14:05 | 0:14:08
on budget day. Thank you very much. | 0:14:08 | 0:14:09
A post-mortem examination carried
out on the body of the teenager | 0:14:09 | 0:14:12
Gaia Pope hasn't identified injuries
that would suggest anyone else | 0:14:12 | 0:14:14
was involved in her death. | 0:14:14 | 0:14:15
The nineteen year old's body
was found yesterday close | 0:14:15 | 0:14:17
to a coastal path in Dorset. | 0:14:17 | 0:14:21
A British sailor has died
after being swept overboard | 0:14:21 | 0:14:23
during an international yacht race. | 0:14:23 | 0:14:27
60 year old Simon Speirs,
from Bristol, was sailing | 0:14:27 | 0:14:29
between South Africa and Australia,
as part of the Clipper | 0:14:29 | 0:14:32
Round the World Race. | 0:14:32 | 0:14:33
He was rescued from the water,
but never regained consciousness. | 0:14:33 | 0:14:36
The broadcaster Aled Jones won't be
appearing on the BBC | 0:14:36 | 0:14:39
while an allegation of inappropriate
behaviour is investigated. | 0:14:39 | 0:14:41
A spokesperson said he accepted
the way he acted more than a decade | 0:14:41 | 0:14:44
ago was "occasionally juvenile",
but he never intended to harass | 0:14:44 | 0:14:46
or distress and he strongly denied
any inappropriate contact. | 0:14:46 | 0:14:55
The Conservative MP Anna Soubry
says her office has received | 0:14:55 | 0:14:57
thirteen death threats
against her over the last week. | 0:14:57 | 0:15:00
She says the messages were directly
linked to the way she and other | 0:15:00 | 0:15:03
party members were branded "Brexit
mutineers" by The Daily | 0:15:03 | 0:15:05
Telegraph newspaper. | 0:15:05 | 0:15:06
She said that she had been "quite
frightened" by the threats. | 0:15:06 | 0:15:14
A huge air and sea search
involving five countries, | 0:15:14 | 0:15:16
and including the Royal Navy,
is underway to try and locate | 0:15:16 | 0:15:19
an Argentine submarine. | 0:15:19 | 0:15:21
The San Juan has been
missing since Wednesday, | 0:15:21 | 0:15:23
with 44 crew on board. | 0:15:23 | 0:15:26
Contact was lost as it returned
from a routine mission | 0:15:26 | 0:15:29
near the southern-most tip
of South America, but there are now | 0:15:29 | 0:15:31
signals being detected which may
provide clues as to its location. | 0:15:31 | 0:15:34
Dan Johnson reports. | 0:15:34 | 0:15:40
This is a vessel designed to play
hide and seek in the deepest depths. | 0:15:40 | 0:15:44
So finding the San Juan,
its crew and the 22 torpedoes it | 0:15:44 | 0:15:47

revived hopes of rescue. | 0:15:51 | 0:15:57
Seven call attempts have been
received, says the Navy spokesman, | 0:15:57 | 0:15:59

The search is focused around halfway

One of the 44 crew members is
Argentina's first female submariner. | 0:16:54 | 0:16:59
The best hope of finding her and her
crew mates alive is that | 0:16:59 | 0:17:02
a power failure knocked out
the submarine's communications. | 0:17:02 | 0:17:05
Six countries are now
hunting for the San Juan, | 0:17:05 | 0:17:08

Flying the flag down under. A trip
worth making where England to reach | 0:17:42 | 0:17:46
the semi-finals but for Papa New
Guinea, Rugby League as their | 0:17:46 | 0:17:50
national sport and they are
fanatical for it. Silenced the crowd | 0:17:50 | 0:17:54
and you may just silence the team.
12 minutes in, England did that. It | 0:17:54 | 0:17:58
is going to be yet another try for
Jermaine McGillvary. Ten tries, then | 0:17:58 | 0:18:07

not going to be caught. That
semifinal spot. He may have hit top | 0:18:21 | 0:18:26
gear but England have still to do
so, despite Ryan Hall finishing with | 0:18:26 | 0:18:31
a flourish. More than happy to get
through this quarterfinal but it was | 0:18:31 | 0:18:35
a bit scratchy at times. Really
pleased to be progressing in the | 0:18:35 | 0:18:39
competition. We know we need to be
better but to be in the semifinal is | 0:18:39 | 0:18:45
special. Time for the fans to extend
their stay. Two games for England to | 0:18:45 | 0:18:49
find the fluency that will take them
to the title. John Watson, BBC News. | 0:18:49 | 0:18:56
