Tonight at Ten.

0:00:050:00:06

Theresa May defends the Government's

0:00:060:00:07

handling of the NHS,

as she prepares a cabinet reshuffle.

0:00:070:00:11

Outlining her plans

for the New Year, she insists

0:00:110:00:14

the health service is performing

better than before, but admits

0:00:140:00:16

'nothing is perfect.'

0:00:160:00:23

Their is more for us to do. We have

planned for the winter pressures

0:00:230:00:29

this year, we put more money in and

there has been planning and

0:00:290:00:33

hospitals have been dealing with it

in different ways.

0:00:330:00:36

We'll be looking at the debate

surrounding NHS funding,

0:00:360:00:38

and what to expect from

tomorrow's cabinet reshuffle.

0:00:380:00:40

Also tonight...

0:00:400:00:41

Some of the UK's biggest retailers

agree to stop selling acid

0:00:410:00:44

and corrosive chemicals,

to curb violent assaults.

0:00:440:00:48

And gearing up for the Globes...

0:00:480:00:49

Why black will be

the colour this year.

0:00:490:00:55

And England are heading for defeat

in the final Ashes Test,

0:00:550:00:58

needing to bat all day in Sydney,

just to get a draw.

0:00:580:00:59

Good evening.

0:01:210:01:22

The Prime Minister has

defended her government's

0:01:220:01:23

handling of the NHS,

as she set out her plans

0:01:230:01:26

for the coming year, including

a cabinet reshuffle due tomorrow.

0:01:260:01:31

Theresa May insists the NHS has

never been better prepared

0:01:310:01:33

for winter pressures,

and described thousands

0:01:330:01:35

of postponed operations as 'part

of the plan' to cope.

0:01:350:01:40

Tomorrow's reshuffle,

prompted by the forced resignation

0:01:400:01:42

of the First Secretary

of State Damian Green, was described

0:01:420:01:44

by Labour as a PR exercise.

0:01:440:01:45

Our Political Correspondent

Eleanor Garnier reports.

0:01:450:01:52

A New Year, perhaps a fresh start,

after a 2017 in which Theresa May

0:01:520:01:57

lost her majority in the general

election, faced a rebellion

0:01:570:02:01

from some of her own MPs,

was forced to deal with Cabinet

0:02:010:02:05

resignations and even

had to sack her second

0:02:050:02:07

in command, Damian Green.

0:02:070:02:11

It means she starts

the year with a reshuffle.

0:02:110:02:16

Well, it is no prizes for guessing,

Andrew, that obviously,

0:02:160:02:19

Damian Green's departure before

Christmas means that some

0:02:190:02:21

changes do have to be made.

0:02:210:02:23

And speaking exclusively to the BBC,

the Prime Minister has made clear

0:02:230:02:26

she wants her government to be

about more than just Brexit,

0:02:260:02:29

insisting she is in listening mode.

0:02:290:02:35

One of the clear messages we got

was the number of areas

0:02:350:02:37

where people were concerned

about what we were proposing.

0:02:370:02:40

Just as we have looked

at issues on school funding,

0:02:400:02:42

on tuition fees, on housing,

we are taking forward approaches

0:02:420:02:46

in relation to that.

0:02:460:02:52

On this issue of fox hunting,

there will not be a vote

0:02:520:02:55

during this Parliament.

0:02:550:02:57

That decision to abandon the vote

on fox hunting is part of an attempt

0:02:570:03:00

to win over new voters and those

who had drifted away.

0:03:000:03:07

Just as with plans to plant

50 million more trees

0:03:070:03:09

and the party's renewed focus

on the environment.

0:03:090:03:17

But the New Year has already

brought in old problems.

0:03:170:03:20

Under pressure on rising train fares

and claims this winter crisis

0:03:200:03:22

is the toughest yet for the NHS.

0:03:220:03:27

The NHS has actually been better

prepared for winter pressures

0:03:270:03:29

than it has been before.

0:03:290:03:33

You mentioned operations

being postponed, that

0:03:330:03:34

was part of the plan.

0:03:340:03:37

Of course we want to ensure

that those operations can be

0:03:370:03:40

reinstated as soon as possible,

but it is about making sure

0:03:400:03:44

that those who most urgently need

care are able to get

0:03:440:03:46

that treatment immediately.

0:03:460:03:49

Labour has blamed government cuts

for the problems in the NHS

0:03:490:03:52

this winter and warned

the Prime Minister against promoting

0:03:520:03:54

the Health Secretary Jeremy Hunt

in this week's reshuffle.

0:03:540:04:01

She has not got a plan

to get those people off

0:04:010:04:03

the trolleys and corridors,

those elderly people,

0:04:030:04:05

in this freezing January,

being treated in ambulances,

0:04:050:04:07

she has no plan for them.

0:04:070:04:09

Her only plan, apparently,

is to promote this Health Secretary.

0:04:090:04:12

She should be demoting

this Health Secretary.

0:04:120:04:14

If she promotes this

Health Secretary tomorrow,

0:04:140:04:16

it is a betrayal of those 75,000

people in the back of ambulances.

0:04:160:04:21

The Prime Minister said today

she is not a quitter

0:04:210:04:24

and she will want and need the best

possible team around her to get her

0:04:240:04:27

through what many predict

will be a tough year ahead.

0:04:270:04:30

Eleanor Garnier, BBC

News, Westminster.

0:04:300:04:37

Well Theresa May insisted today

that the NHS was being properly

0:04:370:04:42

funded by the Conservative

government despite accusations

0:04:420:04:44

to the contrary from Labour.

0:04:440:04:45

The NHS Confederation,

which represents employers,

0:04:450:04:46

has called for a major new study

of the funding needs

0:04:460:04:49

of the health service.

0:04:490:04:50

Our Health Editor Hugh Pym, has been

looking at some of the numbers.

0:04:500:04:53

There are 73 outstanding

ambulances right now.

0:04:530:04:55

It was a striking image from a week

of intense pressure on the NHS.

0:04:550:04:58

Leah Butler-Smith's video

of ambulances queuing at a hospital

0:04:580:05:01

while her mother waited,

even as she was having a stroke.

0:05:010:05:06

Events like these have

fired up a new debate

0:05:060:05:08

on the NHS and its funding.

0:05:080:05:12

Health spending needs to keep rising

to pay for new medicines and meet

0:05:120:05:15

the sometimes complex needs

of a population which

0:05:150:05:17

is living longer.

0:05:170:05:20

The percentage of the population

aged over 65 in the UK was under 15%

0:05:200:05:23

in the 1970s and is projected to get

close to 25% by 2044.

0:05:230:05:31

Health spending across the UK has

grown a lot since the 1950s,

0:05:310:05:34

shown here after adjusting

for inflation, and has now reached

0:05:340:05:36

more than £140 billion per year.

0:05:360:05:42

Average annual government spending

on health since the 1950s has gone

0:05:420:05:45

up around 4% a year in real terms.

0:05:450:05:50

But under the Coalition Government

from 2010, the average increase

0:05:500:05:52

in England was only just over

1% a year.

0:05:520:05:57

Under the Conservatives

in the last couple of years,

0:05:570:05:59

the average increases have been over

2%, but most in the health world

0:05:590:06:02

argue it hasn't been enough to keep

up with patient demand.

0:06:020:06:09

Now there are calls for urgent

new thinking on what the NHS needs

0:06:090:06:12

and how it should be paid for.

0:06:120:06:15

The NHS and social care are not

sustainable undercurrents government

0:06:150:06:18

plans and we've told

them that repeatedly.

0:06:180:06:23

I think it's time now for a wake-up

call, not just for the government

0:06:230:06:26

but the whole political class,

to face up to the fact that over

0:06:260:06:29

the next ten or 15 years,

health and social care

0:06:290:06:32

will need additional funding.

0:06:320:06:35

We need some objective evidence

to demonstrate what is required over

0:06:350:06:37

that period and as a society we need

to think, reflect on whether we are

0:06:370:06:41

prepared to put in funding

that will be required.

0:06:410:06:48

Few doubt that the NHS

could be more efficient

0:06:480:06:50

but in its 70th birthday year,

there are growing demands

0:06:500:06:52

for a cross-party approach to work

out how the service can be financed

0:06:520:06:55

in the decades ahead.

0:06:550:07:00

Hugh Pym, BBC News.

0:07:000:07:03

Let's return to Eleanor Garnier,

who's outside Number 10 for us.

0:07:030:07:06

Eleanor, what are we expecting

from tomorrow's reshuffle?

0:07:060:07:15

This is a long-awaited reshuffle and

Theresa May will want to be seen to

0:07:150:07:18

be on the front foot, choosing the

people around her, building her own

0:07:180:07:23

team and I think her supporters will

suggest that a reshuffle is a sign

0:07:230:07:29

of a strengthened Prime Minister but

others might ask that if those in

0:07:290:07:33

the top jobs stay the same, is it

any more than tinkering around the

0:07:330:07:38

edges. Labour have called this a

desperate PR exercise. When it comes

0:07:380:07:44

to winners and losers, I would be

surprised if some of those in the

0:07:440:07:58

biggest jobs are moved, like the

Chancellor, the Foreign Secretary,

0:08:010:08:03

the Home Secretary and the Brexit

secretary for example. We should

0:08:030:08:05

expect a more diverse team, perhaps

more women and those from ethnic

0:08:050:08:07

minorities. I think Theresa May

might want to balance her Cabinet in

0:08:070:08:10

terms of Brexit, that big issue that

is dominating the time of the

0:08:100:08:15

government and effort, many people

feel that the toughest decisions are

0:08:150:08:18

still to come in those negotiations

and with them, the opportunities for

0:08:180:08:24

trouble and testing times for the

Prime Minister.

Thank you.

0:08:240:08:29

Donald Trump's former strategist,

Steve Bannon, has expressed

0:08:290:08:31

regret for comments -

attributed to him -

0:08:310:08:33

in a book which depicts

the president as being

0:08:330:08:35

unfit for office.

In a statement, Mr Bannon

0:08:350:08:37

said his remarks were aimed

at Mr Trump's former campaign

0:08:370:08:39

manager, Paul Manafort,

not the President.

0:08:390:08:40

He's also rowed back

on quotes in the book

0:08:400:08:43

about Mr Trump's son,

Donald Junior.

0:08:430:08:52

Major retailers have signed up

to a voluntary ban on selling

0:08:520:08:55

corrosive liquids

to under-eighteens,

0:08:550:08:56

in a bid to try and reduce

0:08:560:08:57

the number of acid attacks.

0:08:570:08:59

Drain cleaner and paint stripper

0:08:590:09:01

are among the substances covered

by the ban.

0:09:010:09:03

The government promising legislation

to combat this growing problem.

0:09:030:09:05

Our Home Affairs Correspondent

Dominic Casciani has the story.

0:09:050:09:09

Arthur Collins jailed for 20 years

for an appalling nightclub attack.

0:09:090:09:14

Watch this CCTV.

0:09:140:09:16

You can see him throwing

acid on his victims.

0:09:160:09:19

22 people were left with burns.

0:09:190:09:22

A crime involving a household

product that has been

0:09:220:09:24

growing, year-on-year.

0:09:240:09:27

Police recorded more than 500

attacks involving corrosive

0:09:270:09:29

substances in England and Wales

in the year to last April.

0:09:290:09:32

Officials think the true figure

could be twice as high.

0:09:320:09:37

Ministers have launched an action

plan including a review of how cases

0:09:370:09:40

are prosecuted and first aid

training for police.

0:09:400:09:43

And from today, a voluntary ban

by DIY chains including B&Q

0:09:430:09:45

on selling harmful chemicals

to under 18's.

0:09:450:09:50

Supermarkets will also be able

to challenge underage customers,

0:09:500:09:54

just like they would

if they were buying alcohol.

0:09:540:09:57

Acid attacks are just

the most horrific crimes

0:09:570:09:59

and what we want to do is make sure

that we restrict access,

0:09:590:10:02

that we support victims,

that we police these

0:10:020:10:04

attacks really effectively.

0:10:040:10:08

Jabad Hussain was

attacked last year.

0:10:080:10:09

Police officers poured water

into his eyes to save his sight,

0:10:090:10:12

so what does he think of the plan?

0:10:120:10:16

I would like to give welcome

and thanks to the government

0:10:160:10:19

for what they are trying to do.

0:10:190:10:20

But it is not the right way to do

that, to handle this problem,

0:10:200:10:24

because there are not enough police

on the street to chase them.

0:10:240:10:26

This is my home city.

0:10:260:10:28

I should not tolerate that.

0:10:280:10:29

You should not tolerate that.

0:10:290:10:30

No one should tolerate that.

0:10:300:10:31

Thousands of independent hardware

shops selling household chemicals

0:10:310:10:33

are also being asked to sign up.

0:10:330:10:37

But while a shopkeeper can challenge

a teenager at the counter,

0:10:370:10:39

adult criminals will still be able

to buy products on the

0:10:390:10:42

High Street and online.

0:10:420:10:46

Only one in five attacks

are actually carried

0:10:460:10:48

out by under eighteens.

0:10:480:10:49

So four out of five adults

will still be able to get hold

0:10:490:10:52

of acid and use them as they have

been doing over

0:10:520:10:54

the last year or two.

0:10:540:10:56

These involuntary measures

can only go so far.

0:10:560:10:58

And ministers ultimately

want to create a new offence

0:10:580:11:00

of carrying over-the-counter

chemicals in public

0:11:000:11:01

without good reason.

0:11:010:11:03

But so much of this type of crime

remains unknown so academics are now

0:11:030:11:06

looking at what motivates a criminal

to turn a household product

0:11:060:11:09

like drain cleaner into a weapon,

one that has lifelong consequences.

0:11:090:11:12

Dominic Casciani, BBC News,

the Home Office, Central London.

0:11:120:11:21

A new round of strikes

on the railways in England is due

0:11:210:11:24

to begin at midnight,

just as millions of people

0:11:240:11:27

are returning to work

after the Christmas break.

0:11:270:11:28

Our Business Correspondent Joe

Lynam, is at London's

0:11:280:11:30

Waterloo station.

0:11:300:11:31

Joe.

0:11:310:11:39

Thank you. More than a thousand

train services and hundreds of

0:11:390:11:44

thousands of passengers including

some from here at Waterloo will be

0:11:440:11:48

affected by this strike. In total

five companies are affected.

0:11:480:11:55

Southern, Northern, South Western,

Greater Anglia and Merseyrail and

0:11:550:11:58

with the exception of Southern there

will be three days of strikes

0:11:580:12:03

starting at midnight, for 24 hours

and then on Wednesday and then on

0:12:030:12:07

Friday. In terms of mitigation, some

of the train companies will be

0:12:070:12:12

offering a rail replacement bus

service and some rival train

0:12:120:12:16

companies will be accepting tickets

even though they are not directly

0:12:160:12:20

involved in the dispute which

centres on the role of the guards

0:12:200:12:26

and one person operated trains. As

ever, passengers are caught up in

0:12:260:12:31

the dispute and it is only a few

days since rail fares went up

0:12:310:12:35

substantially at the start of the

year. Back to you, Clive.

Thank you.

0:12:350:12:41

Let's take a look at some

of the day's other top stories...

0:12:410:12:44

There's to be a review into how

the Parole Board makes decisions,

0:12:440:12:47

after the imminent release

was announced of the serial sex

0:12:470:12:49

offender John Worboys.

0:12:490:12:52

The former London taxi driver

was convicted of 20 offences,

0:12:520:12:54

including rape, but police say

they believe he attacked

0:12:540:12:56

many more women.

0:12:560:12:57

He's been given parole,

after serving a minimum

0:12:570:12:59

term of eight years.

0:12:590:13:03

The German Chancellor,

Angela Merkel, says she's

0:13:030:13:05

optimistic her centre right

Christian Democrat Party,

0:13:050:13:07

can reach a coalition deal,

with the centre-left Social

0:13:070:13:09

Democrats.

0:13:090:13:10

Five days of talks have just begun,

three months after Mrs Merkel failed

0:13:100:13:13

to win a Parliamentary majority.

0:13:130:13:19

A sixty-year-old man has been killed

in Sweden after picking up an object

0:13:190:13:22

which exploded in his hand.

0:13:220:13:23

Swedish police say it was most

likely a hand grenade.

0:13:230:13:26

The object was found outside

an underground station

0:13:260:13:28

in a suburb of Stockholm.

0:13:280:13:29

Police are not linking

the incident to terrorism.

0:13:290:13:36

The BBC's China Editor Carrie Gracie

has resigned from her post,

0:13:360:13:38

citing pay inequality with male

colleagues doing the same work.

0:13:380:13:41

In an open letter, Ms Gracie

accused the corporation

0:13:410:13:43

of having a 'secretive

and illegal pay structure'.

0:13:430:13:45

The BBC has responded saying

a review last year showed 'no

0:13:450:13:48

systemic discrimination

against women' amongst

0:13:480:13:49

rank and file staff.

0:13:490:13:50

Our Media Editor

Amol Rajan joins me.

0:13:500:13:52

Amol, what else is

this letter saying?

0:13:520:14:01

It is worth saying that Carrie

Gracie who appears frequently on

0:14:070:14:11

this programme is hugely respected,

she has been at the BBC for over 30

0:14:110:14:15

years and her allegation is that the

BBC discriminates illegally against

0:14:150:14:20

women by paying many of them less

than men in equivalent jobs. She

0:14:200:14:24

says she does not want a pay rise,

she wants to be paid the same of men

0:14:240:14:30

doing an equivalent job. You

mentioned the response, the BBC take

0:14:300:14:34

the issue seriously, they have

undertaken three internal audits of

0:14:340:14:38

pay and they go much

0:14:380:14:50

further than other public

organisations on equality. This is a

0:14:550:14:57

moment of high danger because last

summer it was forced to publish the

0:14:570:14:59

salary of staff getting over more

than £150,000 and now tomorrow, 200

0:14:590:15:02

women have complained internally and

there is huge anger among female

0:15:020:15:04

staff about this issue. This is not

just about internal staff

0:15:040:15:06

management, it is also about public

perception and there is a danger

0:15:060:15:09

that if this letter leads to legal

action, then the BBC and BBC News

0:15:090:15:14

could be generating headlines for

all the wrong reasons.

Thank you.

0:15:140:15:19

The film awards season kicks off

in three hours' time

0:15:190:15:21

with the start of the Golden Globes.

0:15:210:15:23

They're the first major awards

ceremony since Hollywood was hit

0:15:230:15:25

by the Harvey Weinstein scandal.

0:15:250:15:26

Stars of film and television

will be wearing black

0:15:260:15:28

on the red carpet in protest against

0:15:280:15:30

sexual harassment.

0:15:300:15:31

James Cook reports from Los Angeles.

0:15:310:15:36

This year, the red carpet will host

a protest, not a party.

0:15:360:15:39

The downfall of movie mogul

Harvey Weinstein exposed decades

0:15:390:15:41

of sexual abuse and harassment

in Hollywood and now scores

0:15:410:15:43

of stars are wearing black

to the Golden Globes in solidarity.

0:15:430:15:50

People will be in black but I don't

think it will be funereal,

0:15:500:15:54

I think it will be a celebration

of all of us saying,

0:15:540:15:56

it's time to deal with this and not

put up with it any more.

0:15:560:16:02

We are all wearing black

to stand in solidarity,

0:16:020:16:04

not just for women and what's

happening in Hollywood and in this

0:16:040:16:07

industry but to represent

and to stand for all women

0:16:070:16:09

across all industries

and to support them.

0:16:090:16:13

So much darkness is creating unity

and people are standing together.

0:16:130:16:16

Unfortunately, tragic

times bring unity.

0:16:160:16:20

The cleansing has already begun.

0:16:200:16:22

Accused of sexual assault,

Kevin Spacey was cut from this film

0:16:220:16:25

and replaced with Christopher

Plummer.

0:16:250:16:29

Co-star Michelle Williams told me

she shot her scenes again for free.

0:16:290:16:35

Films, because they are larger

than life, they glorify people

0:16:350:16:39

and I couldn't bear the thought

of being in a movie that glorified

0:16:390:16:42

someone who had hurt people.

0:16:420:16:43

Is what is happening in Hollywood

a permanent and significant change?

0:16:430:16:48

Everyone is working day and night

to create the kind of change

0:16:480:16:51

that will be permanent.

0:16:510:16:54

Our hope is to hand our

daughters a different world.

0:16:540:16:59

The mood at the Golden Globes

is very different this year.

0:16:590:17:02

Some of the world's most famous

actresses are going to be

0:17:020:17:05

accompanied on this red carpet

by activists, as part

0:17:050:17:07

of their demand for equality

in the entertainment industry

0:17:070:17:09

and the wider world.

0:17:090:17:12

James Cook, BBC News, Los Angeles.

0:17:120:17:19

The veteran journalist Peter

Preston, has died at the age of 79.

0:17:190:17:22

One of the towering figures

of Fleet Street, he joined

0:17:220:17:24

the Guardian in 1963 and became

a foreign correspondent,

0:17:240:17:31

before taking over

as editor in 1975,

0:17:310:17:33

a job he held for twenty years.

0:17:330:17:35

More recently Peter Preston

was a columnist for the Observer.

0:17:350:17:37

He died at home.

0:17:370:17:40

With all the sport,

here's Olly Foster at

0:17:400:17:42

the BBC Sport Centre.

0:17:420:17:45

The final day of the Ashes starts

in just over an hour.

0:17:450:17:48

England have already lost the series

and will lose the final Test

0:17:480:17:51

unless they can bat out the day

for an improbable draw.

0:17:510:17:54

And their cause hasn't been helped

by the news that the England captain

0:17:540:17:57

Joe Root has been taken to hospital.

0:17:570:17:59

Let's get the latest from Sydney,

Patrick Gearey is there for us.

0:17:590:18:09

Joe Root is due at the crease in

just over an hour. What is the

0:18:100:18:15

latest on his condition?

Dramatic

news. The effect of that batting

0:18:150:18:19

average in the soaring temperatures

has taken its role that like its

0:18:190:18:24

toll on Joe Root. He has dehydration

and it is not sure if he will be

0:18:240:18:28

able to resume his innings. He was

perhaps England's last chance at

0:18:280:18:33

their top order subsided. He was

there with Jonny Bairstow at the end

0:18:330:18:37

but it is not clear whether he will

be able to go back to the crease and

0:18:370:18:45

help England get through the day.

Whatever happens with or without Joe

0:18:450:18:48

Root, it is not going to gloss over

what has been a very bad series for

0:18:480:18:52

England.

Yes, England's tale would

need to survive the rest of the day

0:18:520:18:58

to get a draw, Australia just need

six wickets. England have been

0:18:580:19:03

disappointing. Although they have

not completely fallen apart and

0:19:030:19:07

there is team unity, they have not

competed often enough in and of Test

0:19:070:19:11

matches in this series and I think

when Australia, if they can complete

0:19:110:19:16

this victory, questions will be

asked about what went wrong for

0:19:160:19:20

England and how English cricket can

stop it happening again.

0:19:250:19:30

the Ashes.

0:19:300:19:32

Match of the Day follows the news,

there were only four third

0:19:320:19:35

round ties in the FA Cup

but there was plenty of drama.

0:19:350:19:38

If you want to know what happened,

then here come the results.

0:19:380:19:40

The holders Arsenal are out,

beaten by Nottingham Forest.

0:19:400:19:43

Arsene Wenger, who made nine

changes to his team,

0:19:430:19:45

has won the FA Cup a record seven

times and had never lost

0:19:450:19:48

in the third round before.

0:19:480:19:49

Managerless Forest are mid-table

in the Championship but won

0:19:490:19:52

4-2 at the City Ground.

0:19:520:19:58

Newport County from League

2 are into the fourth

0:19:580:20:00

round draw for the first time

in almost 40 years.

0:20:000:20:02

They beat Championship side

Leeds United 2-1 thanks

0:20:020:20:04

to Shaun McCoulsky's header

in the final minute.

0:20:040:20:06

Elsewhere, Tottenham beat AFC

Wimbledon but West Ham were held

0:20:060:20:08

by League One Shrewsbury.

0:20:080:20:16

Manchester City Women have made it

six wins out six in this

0:20:160:20:19

season's Super League.

0:20:190:20:21

They beat Reading 5-2 away,

Scotland's Claire Emslie

0:20:210:20:22

with the pick of their goals

at Adams Park.

0:20:220:20:24

City are two points clear of Chelsea

who beat Arsenal today.

0:20:240:20:34

Exeter's lead in the rugby union

Premiership is down to five points.

0:20:340:20:36

The champions were

beaten by Newcastle.

0:20:360:20:39

Second-placed Saracens made up

ground with a bonus point win

0:20:390:20:41

at third-placed Wasps.

0:20:410:20:42

Alex Goode scored two of their five

tries in the 38-15 win.
