Six people are injured in a series

of drive-by shootings in Italy -

0:00:060:00:09

which targeted immigrants.

0:00:090:00:12

One victim is critically ill -

the authorities say a right-wing

0:00:120:00:15

extremist carried out the attacks.

0:00:150:00:20

They arrested a supporter of the far

right Northern League

0:00:200:00:22

movement at the scene.

0:00:220:00:25

Italy's Prime Minister has

called on his nation

0:00:250:00:27

to unite against extremism.

spending on services -

financial controls.

against Harvey Weinstein -

police say another two women have

made complaints about him in the UK.

And Wales thrash Scotland

Six Nations Championship.

While Ireland secure victory

with the last kick of the game -

0:00:550:00:58

in their match against France.

0:00:580:01:06

Good evening.

0:01:200:01:22

Italy's Prime Minister has insisted

that hate and violence will not

0:01:220:01:25

divide his country -

after a series of drive-by shootings

0:01:250:01:29

which the police say

were motivated by racism.

0:01:290:01:34

Six people, all of African descent,

were injured in the town

0:01:340:01:36

of Macerata, in central Italy.

0:01:360:01:40

Police have arrested a 28-year-old

man, who is a supporter

0:01:400:01:42

of the far-right, anti-immigrant

Northern League.

0:01:420:01:46

From Italy, James Reynolds reports.

0:01:460:01:54

One man, a young Italian armed with

a pistol, turned the Italian city of

0:01:570:02:02

Macerata into a terrifying place.

The gunman drove and fired at anyone

0:02:020:02:09

who appeared to be a migrant from

Africa. There was no time for his

0:02:090:02:14

targets to hide.

I was passing by at

this point to go and buy cigarettes,

0:02:140:02:21

when they shot me on my legs this

morning, you know, so the person

0:02:210:02:26

inside the car was shooting, you

know. I didn't see his face.

During

0:02:260:02:30

the attack the authorities posted

warnings instructing the city's

0:02:300:02:35

residents to stay inside. The gunman

was arrested when he got out of his

0:02:350:02:42

car. He was draped in an Italian

flag. Witnesses say they'd seen him

0:02:420:02:47

give a fascist salute. He is

identified as a 28-year-old man. The

0:02:470:02:57

Italian media reports he had been a

candidate for the anti-immigrant

0:02:570:03:00

Northern League party in local

elections held in 2017.

TRANSLATION:

Heinous crimes will be

punished. Criminal behaviour does

0:03:060:03:11

not have any ideological motivation.

Criminals are criminals. The states

0:03:110:03:15

will be particularly severe towards

anyone who feeds a spiral of

0:03:150:03:18

violence.

This attack comes at a

time of high anxiety in the city of

0:03:180:03:27

Macerata. Earlier in the week the

dismembered body of a young Italian

0:03:270:03:31

woman was found. The Nigerian

migrant was arrested in connection

0:03:310:03:35

with her death. Now migrants have

been injured in this drive-by

0:03:350:03:40

shooting. The country now heads into

next month's general election with

0:03:400:03:47

always on its mind.

0:03:470:03:51

And James Reynolds

joins us from Rome.

0:03:510:03:55

These attacks coming at a time when

the country is divided over the

0:03:550:04:01

issue of immigration?

Immigration

has now become the central issue in

0:04:010:04:04

the Italian general election

campaign. Voters will have to pick

0:04:040:04:11

the government on March four. The

right-wing opposition, a coalition

0:04:110:04:15

of forces which includes the

anti-immigrant Northern League, has

0:04:150:04:17

decided to make migration its main

issue. It reminds people that over

0:04:170:04:21

the last four years around 600,000

migrants, most of those from Africa,

0:04:210:04:28

have made it across the

Mediterranean onto Italian shores.

0:04:280:04:31

Not all of those migrants have

stayed. Many of them have left. But

0:04:310:04:35

the community respect of so many

years of boatloads of arrivals has

0:04:350:04:39

been powerful here in Italy -- that

she related effect of so many years

0:04:390:04:45

of boatloads of arrivals has been

powerful here in Italy and this

0:04:450:04:48

takes place against the background

of that debate.

0:04:480:04:52

A local council has taken the highly

unusual step of imposing

0:04:520:04:55

emergency spending controls,

after saying it's facing severe

0:04:550:04:57

financial challenges.

0:04:570:04:58

The move, by Northamptonshire County

Council, means a ban

0:04:580:05:01

on all new spending -

apart from what's used

0:05:010:05:03

to protect vulnerable people.

0:05:030:05:05

The council's Conservative leader,

Heather Smith, says the move

0:05:050:05:07

is a result of rising demand

for services and cuts

0:05:070:05:10

in government funding.

0:05:100:05:11

Our political correspondent

Matt Cole reports.

0:05:110:05:16

Like so many others across Britain,

people in Northamptonshire have

0:05:160:05:20

watched their council manage

multi-million pound budget

0:05:200:05:23

cuts since 2010, and now

they've run out of cash,

0:05:230:05:26

meaning a host of services

from subsidised buses

0:05:260:05:28

to libraries are threatened.

0:05:280:05:32

I'll be absolutely

devastated if it closes.

0:05:320:05:35

We've been here for just over a year

and I was delighted that this

0:05:350:05:38

is kind of ten minutes down

the road from us.

0:05:380:05:41

We just feel, I suppose, let down,

and why wasn't anything in place

0:05:410:05:44

to prevent this situation happening?

0:05:440:05:49

There will now be no

new spending save on services

0:05:490:05:52

to safeguard the vulnerable

until the next financial year.

0:05:520:05:56

We've been in what you might call

a perfect storm of huge increases

0:05:560:06:00

in demand for our services,

at the same time, significant

0:06:000:06:03

reductions in funding coming

from central government.

0:06:030:06:06

But is this a one-off?

0:06:060:06:08

English councils say by the end

of the decade they will have seen

0:06:080:06:12

£16 billion cut from their core

central government funding.

0:06:120:06:16

They say by 2020 there will be

a £5.8 billion annual shortfall.

0:06:160:06:22

What's more, they say they need

an additional £1.3 billion

0:06:220:06:26

now for social care.

0:06:260:06:28

Ministers will point

to much-needed efficiency savings

0:06:280:06:31

made in the same period,

but Labour says it's

0:06:310:06:34

time for change.

0:06:340:06:37

After nearly eight years

of Conservative government

0:06:370:06:39

councils have lost 50% of their

funding from central government.

0:06:390:06:47

And yesterday we found that Tory run

Northamptonshire Council is

0:06:470:06:50

effectively bankrupt.

0:06:500:06:54

In Northamptonshire,

government inspectors are now

0:06:540:06:56

investigating the council's

financial management,

0:06:560:06:59

but the Conservatives have responded

to Jeremy Corbyn's proposals,

0:06:590:07:02

saying they would deliver less money

to people's pockets and hit

0:07:020:07:05

communities with higher council

taxes and worse public services.

0:07:050:07:10

The Government has plans

for a new funding system for local

0:07:100:07:13

authorities to come in at the start

of the next decade.

0:07:130:07:16

Alongside that, proposals

for councils to be allowed to keep

0:07:160:07:19

more of the business

rate raised locally.

0:07:190:07:23

But with this year's finance

settlement for authorities due

0:07:230:07:25

to be announced in the coming week,

the Local Government Association

0:07:250:07:28

is calling on the ministry

here to provide new funding

0:07:280:07:31

for all councils now.

0:07:310:07:34

Matt Cole, BBC News, Westminster.

0:07:340:07:42

Thousands of people have taken part

in a march on Downing Street,

0:07:420:07:46

calling for an end to what they

describe as the crisis in the NHS.

0:07:460:07:50

Health workers and unions were among

the demonstrators demanding more

0:07:500:07:53

government funding to help ease

pressures in the health service.

0:07:530:07:57

The government has announced

a package of financial support

0:07:570:07:59

for small companies affected

by the collapse of the construction

0:07:590:08:02

company Carillion.

0:08:020:08:03

The state-backed British

Business Bank will allocate

0:08:030:08:05

£100 million in loans.

0:08:050:08:07

Customers worried about repaying

mortgages will also be offered help.

0:08:070:08:11

Thousands of suppliers were left

unpaid, after the firm went

0:08:110:08:13

into liquidation last month.

0:08:130:08:18

Scotland Yard have confirmed that

two further women in the UK have

0:08:180:08:21

made allegations of sexual assault

against the Hollywood film

0:08:210:08:24

producer Harvey Weinstein.

0:08:240:08:26

Our correspondent Ben Ando

is at New Scotland Yard.

0:08:260:08:33

What more do we know about this?

These latest accusations were made

0:08:340:08:40

late last year, but I've only just

come to light. In one woman alleges

0:08:400:08:45

she was attacked by Harvey Weinstein

in the Republic of Ireland in 1991.

0:08:450:08:49

In another, a different woman

alleges she was attacked in London

0:08:490:08:53

in 2011, and in an unnamed foreign

country in 2010. This all comes as

0:08:530:08:58

the actress who must serve and has

given an interview in the United

0:08:580:09:01

States in which she says that after

the release of the film Pulp Cup

0:09:010:09:05

fiction, which was reduced by Harvey

Weinstein, she accuses him of trying

0:09:050:09:10

to attack her in hotel rooms in

London and Paris -- Uma Thurman. She

0:09:100:09:15

says she managed to wriggle away. A

spokesman for Harvey signal says any

0:09:150:09:22

incident was a result of him

misreading her signals and he

0:09:220:09:26

unequivocally denies any accusations

of nonconsensual six. --

0:09:260:09:32

nonconsensual sex.

0:09:320:09:37

President Trump says a classified

memo released yesterday

0:09:370:09:39

vindicates him of any charges

of collusion with Russia.

0:09:390:09:42

The memo, written by Republican

members of Congress,

0:09:420:09:43

accused the FBI of bias

against the president,

0:09:430:09:45

and abuse of power.

0:09:450:09:46

In a tweet, Donald Trump

said the investigation

0:09:460:09:48

into his ties to Russia

was an "American disgrace".

0:09:480:09:50

David Willis sent this report.

0:09:500:09:52

CHANTING:

USA, USA, USA.

0:09:520:09:53

His supporters believe

he struck a blow for justice.

0:09:530:09:58

But by releasing a secret memo

alleging bias on the part

0:09:580:10:00

of officials who are currently

investigating him, others believe

0:10:000:10:05

the president is undermining a vital

branch of government.

0:10:050:10:10

This memo totally vindicates Trump

in probe, he tweeted today,

0:10:100:10:14

but the Russian witch hunt goes

on and on.

0:10:140:10:17

There was no collusion

and there was no obstruction.

0:10:170:10:21

The memo, written by Republicans,

describes a politically biased

0:10:210:10:24

Justice Department and FBI,

which was determined

0:10:240:10:27

to ensure Donald Trump lost

the presidential election.

0:10:270:10:32

They got a warrant on someone

in the Trump campaign

0:10:320:10:35

using opposition research paid

for by the Democratic party

0:10:350:10:40

and the Hillary Clinton campaign.

0:10:400:10:42

The man the president appointed

to lead the FBI was fiercely opposed

0:10:420:10:45

to the memo's release,

having questioned its accuracy.

0:10:450:10:50

In an e-mail to his beleaguered

staff, Christopher Wray

0:10:500:10:53

wrote, talk is cheap.

0:10:530:10:55

The work you do is what will endure.

0:10:550:10:56

We're going to keep doing that work,

because we know who and what we are,

0:10:560:11:01

and because we know our

mission comes first.

0:11:010:11:04

The American people come first.

0:11:040:11:06

Democrats accused the president of

recklessness in releasing the memo.

0:11:060:11:10

It's appalling.

0:11:100:11:12

It's a misrepresentation.

0:11:120:11:14

It isn't even the release

of intelligence material.

0:11:140:11:17

It's a release of

a distortion of it.

0:11:170:11:20

What is its purpose?

0:11:200:11:21

Its purpose is of course

to thwart the investigation,

0:11:210:11:25

the Mueller investigation.

0:11:250:11:29

Special Counsel Robert Mueller

is thought to be nearing the end

0:11:290:11:32

of his investigation

into allegations of

0:11:320:11:34

collusion between the Trump

campaign and Russia.

0:11:340:11:37

And there have been reports

here that he may soon be looking

0:11:370:11:40

to interview the president himself.

0:11:400:11:43

The White House, for its part,

has consistently denied suggestions

0:11:430:11:47

that the president may be

about to sack Robert Mueller,

0:11:470:11:50

but Democrats have warned that

such a move could prompt

0:11:500:11:53

a constitutional crisis.

0:11:530:11:56

David Willis, BBC News,

at the White House.

0:11:560:12:04

It's been a very exciting day for

rugby fans. Let's catch up with all

0:12:060:12:10

the day's sports news. Carthy is not

-- Karthi Gnanasegaram has that.

0:12:100:12:17

Wales and Ireland showed

off their title credentials

0:12:170:12:19

on the opening day of rugby union's

Six Nations tournament.

0:12:190:12:21

Wales' win was a comfortable 34-7

victory over Scotland.

0:12:210:12:24

While a dramatic drop goal

in the final minutes in Paris gave

0:12:240:12:26

Ireland a 15-13 win over France.

0:12:260:12:30

Joe Wilson watched the action.

0:12:300:12:33

The Six Nations is designed

to stir you, but does it

0:12:330:12:36

inspire or overwhelm?

0:12:360:12:38

Josh Adams was making his

debut for Wales here.

0:12:380:12:40

Steady now.

0:12:400:12:45

If you get a chance, snatch it.

0:12:450:12:47

Interception, opportunity for Wales.

0:12:470:12:49

Scotland could see their pre-match

optimism disappearing after just six

0:12:490:12:53

minutes, as Gareth Davies,

legs and lungs, reached the line.

0:12:530:12:58

Wales led 14-0 at half-time.

0:12:580:13:01

Scotland tried the fancy

stuff and failed.

0:13:010:13:04

Wales did basics brilliantly.

0:13:040:13:06

Leigh Halfpenny scored two tries.

0:13:060:13:08

Who saw this coming?

0:13:080:13:10

Not the Scotland coach.

0:13:100:13:12

Now the Welsh flourish to finish.

0:13:120:13:14

Four tries in a match means

a tournament bonus point.

0:13:140:13:17

At its best rugby is power,

pace, and agility.

0:13:170:13:20

In other words, Steff Evans.

0:13:200:13:23

34-7 final score.

0:13:230:13:26

So many injured players

were missing from this Welsh

0:13:260:13:28

team, then they produced

a performance like that.

0:13:280:13:32

Wales really made everything

about home advantage count.

0:13:320:13:37

In Paris not a lot happened for 71

minutes, then everything did.

0:13:370:13:41

Teddy Thomas broke free to win

the game for France, it seemed.

0:13:410:13:49

One sprint to lift a nation. France

led by a point.

They still went when

0:13:500:13:57

the clock had gone red. Time up.

Ireland had one chance to win it,

0:13:570:14:02

one kick, get the ball to Johnny

Sexton. Drop goal. Watch and wait.

0:14:020:14:06

COMMENTATOR:

It looks good. He likes it.

It was

0:14:060:14:10

there, what a moment, what a day.

Joe Wilson, BBC News.

Jamie Murray and Dominic Inglot

were beaten in straight sets

Britain must now win both

singles matches on Sunday

0:14:270:14:29

to reach the quarterfinals.

0:14:290:14:31

Several of the January transfer

window's new signings made an impact

0:14:310:14:33

in today's Premier League games,

but if you don't want to know

0:14:330:14:36

today's results it is time

to pop out of the room,

0:14:360:14:39

because Match of the Day

follows soon on BBC One.

0:14:390:14:42

It was an emotional day

for Manchester United,

0:14:420:14:44

as they commemorated the 60th

anniversary of the Munich air

0:14:440:14:46

disaster with a minute's silence.

0:14:460:14:50

The game was won by United.

0:14:500:14:52

They beat Huddersfield Town 2-0.

0:14:520:14:55

Arsene Wenger's new signings

were integral to Arsenal's

0:14:550:14:57

5-1 win over Everton.

0:14:570:14:59

Pierre-Emerick Aubameyang, Arsenal's

club record transfer this week,

0:14:590:15:02

scored for his new club.

0:15:020:15:04

But it was a familiar face,

Aaron Ramsey, with his first

hattrick in this, his tenth

year at Arsenal.

Manchester City's lead at the top of

the Premier League has been cut to

0:15:190:15:20

13 points after their 1-1 draw with

Burnley. There were important wins

0:15:200:15:24

the Bournemouth, Brighton and

Southampton, while Leicester City on

0:15:240:15:25

Swansea drew 1-1.

0:15:250:15:28

Celtic were beaten 1-0

by Kilmarnock, only their second

0:15:280:15:30

domestic defeat since

Brendan Rodgers joined

0:15:300:15:32

the club in May 2016.

0:15:320:15:33

Kilmarnock's goal came

from Youssuf Mulumbu,
