Good afternoon everybody, thank you very much for coming over. The last

:00:27.:00:34.

few days I as Foreign Secretary has been the Channel for innumerable

:00:35.:00:38.

expressions of condolences from around the world in the aftermath of

:00:39.:00:42.

the terrorist atrocity in Manchester. I have been struck by

:00:43.:00:47.

how often our international friends and supporters have mentioned not so

:00:48.:00:54.

much the crime as the response. The acts of instinctive kindness by

:00:55.:00:58.

people in Manchester, the holding of hands, the gathering of thousands of

:00:59.:01:05.

people in the centre of the city to show their indomitable pride and

:01:06.:01:16.

resilience. In their unity and their determination to show that it is by

:01:17.:01:19.

coming together that we can beat this scourge and, so I think the

:01:20.:01:24.

people of Manchester are showing the way for the world and we have seen

:01:25.:01:31.

again today what's happened to innocent people in Egypt as a result

:01:32.:01:36.

of this challenge that we all face, this affliction.

:01:37.:01:40.

That is why I'm grateful to Rex Tillerson, the US Secretary of State

:01:41.:01:50.

for coming here today, again in an instinctive act of solidarity

:01:51.:01:53.

between the US and the UK. We have talked about all sorts of things

:01:54.:01:58.

today at lunch as you would expect a wide range of issues - Syria,

:01:59.:02:06.

relations with Iran, the importance of the work we do together across

:02:07.:02:13.

such a range of fields, including of course intelligence-sharing and

:02:14.:02:18.

around the world you will find the US and the UK facing the same

:02:19.:02:25.

problems together. And defending our ideals together. We defend democracy

:02:26.:02:34.

and the rule of law. Our values and our freedoms not just because they

:02:35.:02:41.

are ours, but because they are universal and if the world community

:02:42.:02:46.

can unite I think in the way that the people of Manchester have come

:02:47.:02:51.

together and united then I think together we can prevail and we will

:02:52.:02:57.

prevail. Rex, your visit is an important sign of the closeness and

:02:58.:03:01.

the harmony of our co-operation, thank you very much for coming.

:03:02.:03:05.

Thank you Boris and good afternoon to all of you. I'm here today in

:03:06.:03:10.

Britain on behalf of the American people. I can tell you that all

:03:11.:03:19.

across America hearts are broken at the very thought of loss of life of

:03:20.:03:23.

loved ones, the injured, the effect it has on their families and I know

:03:24.:03:27.

that we share that grief with the rest of the world as well. Please

:03:28.:03:33.

know that all of America's prayers are with those who have lost loved

:03:34.:03:39.

ones and those that are injured. For all of us, life will go on. But for

:03:40.:03:44.

those families, there will be forever a void in this world. That

:03:45.:03:48.

will never be filled and they will have to live with that. So we pray

:03:49.:03:55.

for their comfort and we pray for their healing. The British people

:03:56.:04:01.

are renowned for their strength in times of darkness and we all know

:04:02.:04:06.

that. And they will not be broken by terrorism and we know this. Even as

:04:07.:04:13.

our ally and friend mourns, the fires for justice burn very hot in

:04:14.:04:18.

our hearts. We will drive out the terrorist and extremist as President

:04:19.:04:21.

Trump said this week in Saudi Arabia, we must drive Tex extremists

:04:22.:04:26.

out of our communities. We must drive them out of any country that

:04:27.:04:31.

will provide them safe haven and drive them off the face of the

:04:32.:04:36.

earth. Isis's decision to target a concert full of children shows their

:04:37.:04:42.

intentions are not offered by God. Isis worships death. Our mission to

:04:43.:04:47.

defeat Isis we are grateful for the help of people of all faiths and the

:04:48.:04:54.

many Muslim majority countries who have joined us to win this fight.

:04:55.:05:05.

Every priest, every Reverend and every Rabbie and every Imaam must

:05:06.:05:11.

condemn those who would carry out those attacks and the soul of any

:05:12.:05:16.

who would consider carrying out such attacks. We will intensify our

:05:17.:05:22.

efforts to defeat Isis on the battlefield and eliminate their

:05:23.:05:26.

ability to operate their net woshs. We will not allow them to spread

:05:27.:05:30.

violence and hatred without a fight and we will block their efforts to

:05:31.:05:37.

recruit new followers whether on the ground or online. America stands

:05:38.:05:42.

with the British people at this time of great sorrow and pain and we

:05:43.:05:49.

pledge a greater resolve to defeat Islamist terrorism and extremism.

:05:50.:05:54.

Thank you. Thank you Rex. We have got a couple of questions. In

:05:55.:06:02.

January the Prime Minister said, the days of Britain and America

:06:03.:06:05.

intervening in sovereign countries in an attempt to remake the world in

:06:06.:06:12.

our own image are over. Isn't that an admission of failure and

:06:13.:06:17.

confirming Jeremy Corbyn's comments, and Mr Tillerson, do you think there

:06:18.:06:21.

will be lasting damage for information sharing between the UK

:06:22.:06:25.

and the US because of the lanings this week. -- leaks this week. First

:06:26.:06:34.

I have to say I find it extraordinary and inexplicable that

:06:35.:06:39.

there should be any attempt to justify or to legitimate the acts of

:06:40.:06:44.

terrorists in this way. This is a moment when as Rex Tillerson has

:06:45.:06:49.

said, we should be coming together, uniting to defeat these people and

:06:50.:06:55.

we can and we will, not just in Iraq and in Syria, but of course in the

:06:56.:07:01.

battle for hearts and minds and winning the intellectual and

:07:02.:07:04.

emotional struggle. We can and we will. Because they're wrong. Their

:07:05.:07:11.

view of the world is corruption and it is a perversion of Islam. But now

:07:12.:07:18.

is not the time, now is not the time to do anything to sub tract from the

:07:19.:07:24.

fundamental responsibility of those individuals that individual in

:07:25.:07:27.

particular who committed this atrocity and I think it is monstrous

:07:28.:07:34.

that anybody should seek to do so. With respect to the release of

:07:35.:07:38.

information inappropriately, information that was released by

:07:39.:07:43.

someone, information that is vital to an ongoing investigation,

:07:44.:07:49.

information is vital to capturing those involved, certainly we condemn

:07:50.:07:52.

that, the president has been very strong in his condemnation and call

:07:53.:07:57.

for an immediate investigation and prosecution of those who are found

:07:58.:08:01.

to have been responsible for leaking any of this information to the

:08:02.:08:04.

public. We take full responsibility for that. And we obviously regret

:08:05.:08:09.

that that happened. In terms of how that that happened. In terms of how

:08:10.:08:16.

it affects the relationship between the US and Britain, this special

:08:17.:08:22.

relationship will certainly withstand this particular

:08:23.:08:23.

unfortunate event. Thank you. Secretary Tillerson, Trump said,

:08:24.:08:41.

President Trump said yesterday that NATO that the alliance should focus

:08:42.:08:46.

on terrorism and immigration, the Manchester attack was carried out by

:08:47.:08:51.

the son of immigrants here in that context, what advice does the Trump

:08:52.:08:57.

administration have for how Britain should handle its large immigrant

:08:58.:09:04.

community here, including those that are British citizens, Secretary

:09:05.:09:06.

Johnson do you agree that immigration should be a focus for

:09:07.:09:14.

NATO and is immigration a security threat for Britain? I think the

:09:15.:09:18.

president's made a couple of, well he has made many important points on

:09:19.:09:23.

this trip, given the extensive nature of the trip. And clearly

:09:24.:09:29.

migration of people, movement of people, crossing back and forth

:09:30.:09:34.

borders is a significant challenge. And how we confront acts of

:09:35.:09:38.

terrorism. It is the challenge given our free society. I think the other

:09:39.:09:44.

element of it that I have heard the president express throughout this

:09:45.:09:48.

trip is our inability to assimilate people. That for whatever reason as

:09:49.:09:55.

people immigrate into our countries, whether in Britain or the United

:09:56.:09:59.

States or other countries, we seem to have difficulty assimilating

:10:00.:10:02.

those people so they feel part of our society. And would never

:10:03.:10:07.

consider supporting acts of violence against their fellow citizens. So I

:10:08.:10:15.

think it an extremely complex issue, this mass migration of people. It is

:10:16.:10:19.

not only a problem for Britain or for the United States. It is a

:10:20.:10:22.

problem for countries all over the world. Its one that we have to learn

:10:23.:10:28.

better how to address. There are two elements to your question. The first

:10:29.:10:33.

is about mass migration and the role of NATO in helping to solve that,

:10:34.:10:43.

NATO can have an important role in addressing the big movements of

:10:44.:10:50.

people that we have seeing coming up from the southern Mediterranean

:10:51.:10:52.

area, that is putting pressure on Europe and iftd is something that

:10:53.:10:56.

the UK is in the lead in trying to deal W I think NATO has a role there

:10:57.:11:02.

and the president is right in that respect. I also think that one thing

:11:03.:11:09.

that the, on the second aspect, the US and the UK are countries that in

:11:10.:11:18.

many ways are built on immigration. America is a fantastic country and

:11:19.:11:24.

an economy that has prospered by the Statue of Liberty holding out its

:11:25.:11:29.

beacon to the world. That has been an inspiring message for

:11:30.:11:36.

generations. In our own country we have had successful ful integration.

:11:37.:11:47.

My grandfather was a Muslim and came to Wimbledon in the early part of

:11:48.:11:51.

the last century. You know, there you go. I went on to become the

:11:52.:11:55.

mayor of London and indeed Foreign Secretary. So integration is

:11:56.:12:01.

possible. It is what we should aspire to. It is what we can

:12:02.:12:07.

achieve. If you look at the American common wealth and what has been

:12:08.:12:12.

achieved, you look at the success of London, I think that is what we

:12:13.:12:17.

should be aiming for. But I'm not going to pretend to you that every

:12:18.:12:26.

individual and every community feels as well adjusted as they should and

:12:27.:12:29.

that is something we need to work on. I'm not going to abandon the

:12:30.:12:35.

goal of trying to get people to identify and to love the country

:12:36.:12:39.

that they come to. That is the most important thing. When people come to

:12:40.:12:43.

this country, they have to become British. And if they're going to

:12:44.:12:48.

live and work here, they must become part of our society and espouse its

:12:49.:12:57.

values. Thank you. Thank you.
