Transport for London bill, Lords as amended. What day? 14th of March. | :00:00. | :00:07.
14th of March, thank you very much. Questions to be Secretary of State | :00:08. | :00:11.
for Education. Number one Mr Speaker. Is part of our moral | :00:12. | :00:16.
responsibility to ensure that refugees resettled in the United | :00:17. | :00:21.
Kingdom receive appropriate support especially the young children. The | :00:22. | :00:24.
international organisation for migration complete an assessment of | :00:25. | :00:27.
the needs of each FPGA to be resettled in the UK including any | :00:28. | :00:30.
educational support required by children all copies of thousands all | :00:31. | :00:32.
Punjabi necessary arrangements are in place so that the needs of these | :00:33. | :00:39.
young Syrians are met. The Scottish government currently funds eight | :00:40. | :00:44.
service which is unique to Scotland with offers specific support went | :00:45. | :00:49.
well for education and immigration process to local authorities and | :00:50. | :00:53.
unaccompanied children. Will the UK government following the footsteps | :00:54. | :00:58.
and increase for refugees in the UK? I think the honourable gentleman for | :00:59. | :01:01.
his question I think we can all agree that those who are speaking | :01:02. | :01:06.
refuge from wartime areas, competent towns where they have been in | :01:07. | :01:09.
situations of immense stress and deception need all the support they | :01:10. | :01:13.
can. We have a system of pointing caseworkers to work with each family | :01:14. | :01:16.
or an individual who comes here to seek refuge to identify the needs | :01:17. | :01:20.
that they have and particularly element in my department is making | :01:21. | :01:22.
sure that children with special education needs get the board. Those | :01:23. | :01:27.
with mental health needs but also of course additional educational issues | :01:28. | :01:34.
such as actually would support. The government s decision on the 28th of | :01:35. | :01:39.
January two provide additional levies for unaccompanied minors | :01:40. | :01:42.
coming from conflict zones such as theory but also in Europe, what | :01:43. | :01:45.
discussions have been had with the data barman to provide additional | :01:46. | :01:49.
support when they do reach these shores for the support they need? I | :01:50. | :01:56.
think my honourable friend very much indeed and I know that he recently | :01:57. | :02:02.
visited the camp and Calais, you'll know there are task force is being | :02:03. | :02:05.
set up across government to make sure that all those that claim | :02:06. | :02:08.
asylum will come to live in the United Kingdom under the | :02:09. | :02:13.
resettlement problem, get support. I just outlined in my previous insert | :02:14. | :02:17.
the particular area of my department seeks to take interest in but also | :02:18. | :02:20.
to make sure that support is delivered this will die special | :02:21. | :02:26.
educational needs, mental health, additional educations were such as | :02:27. | :02:29.
length would support. I welcome the steps taken so far, what we have | :02:30. | :02:33.
learned from previous arrivals of refugees or example those coming to | :02:34. | :02:40.
Leicester many years ago is the involvement of the diaspora | :02:41. | :02:44.
community is extremely important to make people feel at home. What steps | :02:45. | :02:48.
has been taken to ensure that be here in diaspora are involved in the | :02:49. | :02:54.
process. Can I thank the honourable Desmond, we are extremely sensitive | :02:55. | :02:57.
as the government working right the way across the United Kingdom, | :02:58. | :03:01.
particularly with local parties. To the background of those coming here, | :03:02. | :03:05.
to their particular needs. Some will absolutely want to be near those | :03:06. | :03:10.
from their communities and the diaspora as he says. For others | :03:11. | :03:14.
there may be other reasons why that is something that is not right, | :03:15. | :03:17.
given their particular needs but great care is taken, the needs are | :03:18. | :03:20.
assessed and then they are guaranteed to have housing, | :03:21. | :03:24.
education am already ready and waiting when they arrive here. Given | :03:25. | :03:30.
that both the resettlement programme and the of silent dispersal | :03:31. | :03:35.
programme so far have been pretty unevenly matched across the country, | :03:36. | :03:42.
what extra support can be given to those local authorities who are | :03:43. | :03:47.
taking a large number of people under both of those programmes | :03:48. | :03:50.
because it is often matched with very challenging situations and | :03:51. | :03:56.
schools both in terms of cool places and school standards and so needs | :03:57. | :04:04.
that extra support. Element we work across government and have made it | :04:05. | :04:07.
clear, pagan powers in the immigration act to make sure that | :04:08. | :04:11.
there is help available to local parties who do help to take those | :04:12. | :04:16.
particularly unaccompanied fathom seeking to them so they are not just | :04:17. | :04:20.
an cant who have taken many of these children initially but they're | :04:21. | :04:22.
across country there's financial help available. In the budget but | :04:23. | :04:29.
also have committed ?129 million to assist the local authority costs | :04:30. | :04:34.
over the years 2-5 of the resettlement team. There is | :04:35. | :04:37.
additional help her children with national educational needs, | :04:38. | :04:39.
additional funding including people premium for those with English as an | :04:40. | :04:44.
additional leg was. I understand of course it is right that we should | :04:45. | :04:47.
have a big problem, but I think the question from the honourable | :04:48. | :04:51.
gentleman I think there are also those who come to this country to | :04:52. | :04:55.
make huge successes and an enormous contribution to this country and we | :04:56. | :05:06.
must never forget that also. Mr Speaker with permission I will | :05:07. | :05:08.
answer this question with questions four and 16. We are delivering on | :05:09. | :05:13.
our commitment to provide working parent of three and 4 euros with 30 | :05:14. | :05:18.
hours of free child care to ensure providers can deliver high-quality | :05:19. | :05:22.
childcare we will be increasing funding for childcare by over 1 | :05:23. | :05:26.
billion a year by 2019. The childcare bill has cleared its part | :05:27. | :05:29.
in three stages and 25 local authorities will be piloting the | :05:30. | :05:33.
programme from the summer ahead of full delivery in the summer of 2017. | :05:34. | :05:40.
Will my honourable friend to one of me and congratulations for the | :05:41. | :05:42.
fantastic work they already do and agree with me that be 33 hours of | :05:43. | :05:46.
nursery education will make such a difference to the most deprived | :05:47. | :05:52.
parts of my town. My honourable friend is absolutely right. Families | :05:53. | :05:56.
in deprived parts of ready 12 save ?5,000 a year as a result of the 30 | :05:57. | :06:01.
hours and if further support they can get it for the child tax credit | :06:02. | :06:05.
system. The 30 hours free child care is to help families with the cost of | :06:06. | :06:09.
living, enabled him to work more hours and give children the best | :06:10. | :06:14.
start in life. I very much welcome that York is one of the pilot | :06:15. | :06:18.
schemes and I congratulate the Minister for all his work on this. | :06:19. | :06:21.
But at the minister knows there is some concern amongst nursery | :06:22. | :06:24.
providers over the future funding levels driven by despair the between | :06:25. | :06:28.
the amount local authorities pay. As such, with the minister consider | :06:29. | :06:36.
future reasons into and what does -- avoid top piping and can I ask them | :06:37. | :06:39.
to consider visiting nurseries in my constituency to see how the pilot is | :06:40. | :06:44.
working as well? I would like to reassure my honourable friend that | :06:45. | :06:48.
later this year we will be consulting on an early year s | :06:49. | :06:52.
national funding formula. As part of this we will set a Permax petition | :06:53. | :06:55.
on local authority cost why things to ensure that the record investment | :06:56. | :07:00.
being made in childcare is allocated fairly and reaches providers at the | :07:01. | :07:04.
front line. I am particularly impressed by the animation in | :07:05. | :07:07.
childcare brought about by local authority in York and that is why we | :07:08. | :07:11.
chose them as one of our early implementers and I will be delayed | :07:12. | :07:18.
to visit again Bob. Has my honourable friend on an assessment | :07:19. | :07:21.
of the number of nursery races and limits and if there is enough | :07:22. | :07:26.
revision capacity for these places? My honourable friend asked a very | :07:27. | :07:30.
important question. I think the key point here to make it that Dublin, | :07:31. | :07:34.
the entitlement to free care is not the same as Dublin the demand for | :07:35. | :07:37.
childcare. Many parents already by more than 18 hours and indeed there | :07:38. | :07:44.
is spare capacity in the system. The 6 billion funding going into | :07:45. | :07:46.
childcare easier should incentivize more providers to enter the market | :07:47. | :07:54.
and where there are specific local difficulties, there are ?50 million | :07:55. | :07:57.
made available through the spending review to tackle capacity | :07:58. | :08:03.
constraints there. I have heard nothing today that assures me that | :08:04. | :08:10.
for parents seeking this extra 30 hours that they are going to be able | :08:11. | :08:14.
to find them. I do not know if the Minister is aware, but 482 childcare | :08:15. | :08:18.
places have been lost in Enfield in early years and 114 providers have | :08:19. | :08:24.
disappeared since 2010. Though when parents are looking for these places | :08:25. | :08:28.
I will be very surprised if they are on the ground. What is the minister | :08:29. | :08:33.
do to ensure that he can make meet the promised that his government | :08:34. | :08:39.
have made? I'm afraid I have to disagree with the honourable ladies. | :08:40. | :08:43.
And the last Parliament, the childcare sector created 230,000 new | :08:44. | :08:50.
places. I am confident that with record investment, the sceptre will | :08:51. | :08:54.
rise to the challenge of delivering the 30 hours and I think it is about | :08:55. | :08:57.
time we stop talking down the childcare sex there and recognise | :08:58. | :09:01.
the continued growth of the industry. Rethink constituency | :09:02. | :09:06.
surgeries I've had representations about five it providers and | :09:07. | :09:11.
state-mandated nurseries that the funding simply is not going to be | :09:12. | :09:14.
there and it's no good blaming beast that there were blaming local of the | :09:15. | :09:18.
rates for the fact the government have got a model which is half-baked | :09:19. | :09:21.
I'm underfunded and running behind time. What is the minister going to | :09:22. | :09:24.
do to make sure the place they made to parents of the general election | :09:25. | :09:28.
is made real through the availability of places and crucially | :09:29. | :09:36.
the funding to go with it? I made answer your question with a dose of | :09:37. | :09:40.
reality. The government is investing more in childcare than any previous | :09:41. | :09:45.
permit. At a time when other departments are facing financial | :09:46. | :09:48.
constraint, this government has made a strategic childcare priority about | :09:49. | :09:52.
childcare that is why we undertook the first ever cost of childcare | :09:53. | :09:57.
reviewed to ensure that funding is fair to providers and sustainable | :09:58. | :10:03.
for the taxpayer. Mr Speaker, the national order office report | :10:04. | :10:07.
published last week raises concerns about how the childcare for some | :10:08. | :10:12.
three and four-year-olds could impact the current provision for | :10:13. | :10:17.
disadvantaged to-year-olds. Could the minister explained what steps | :10:18. | :10:23.
would be taken to ensure in case provision for one group would impact | :10:24. | :10:26.
and the good work currently being done with the disadvantaged | :10:27. | :10:31.
to-year-olds? The honourable member asked a very good question and the | :10:32. | :10:34.
answer is there it be no adverse impact for the two-year-old offer. | :10:35. | :10:38.
We were the first government to introduce 15 hours of free child | :10:39. | :10:42.
care for disadvantaged to-year-olds, that will carry on. We have | :10:43. | :10:46.
increased the hourly rate for the funding for two-year old but we have | :10:47. | :10:51.
also inserted that the earliest pupil premium continues of those | :10:52. | :10:55.
tool, three and four-year-olds will are particularly disadvantaged do | :10:56. | :10:58.
not bark -- fall even further behind. The Minister is right to | :10:59. | :11:03.
talk about incentivizing providers to come forward and this is a big | :11:04. | :11:07.
opportunity. Can I urge them to dig into account needs of different | :11:08. | :11:12.
types of providers such as child monitors as well as nurseries and | :11:13. | :11:15.
other types of settings and should all be able to take part in this | :11:16. | :11:22.
larger and exciting opportunity? I totally agree with the honourable | :11:23. | :11:26.
member. One of the great things about the childcare market in the UK | :11:27. | :11:30.
is the diversity of provision that is available to parents and so that | :11:31. | :11:34.
we can meet all parents need especially when it comes to work | :11:35. | :11:38.
b-day childminder, nurseries, school nurseries and one of the things we | :11:39. | :11:42.
are going to be doing is making sure that like the ability for parents is | :11:43. | :11:45.
that the heart of how the 30 hours is delivered. Thank you Mr Speaker. | :11:46. | :11:52.
Minister it really is all about delivery. He talks about meeting all | :11:53. | :11:58.
parents need and what is he going to do when already 59 local authority | :11:59. | :12:04.
is say that they do not have the place is to meet current obligations | :12:05. | :12:09.
to three-year-old, never mind the additional hours. Once again, a dose | :12:10. | :12:18.
of reality. 99% of four-year-olds are accessing the existing 15 hours | :12:19. | :12:24.
of childcare. 96% of three-year-olds are accessing it and I am happy to | :12:25. | :12:29.
compare our record with that of the previous labour government. After 13 | :12:30. | :12:35.
years in office, they provided 12 and a half hours of free child care, | :12:36. | :12:41.
and happy time this party has provided 30 hours of free child | :12:42. | :12:44.
care. They never offered anything for disadvantaged to-year-olds, we | :12:45. | :12:49.
have a programme for disadvantaged to-year-olds. We are investing more | :12:50. | :12:54.
than any previous government. They may not like it but they must accept | :12:55. | :12:57.
it. The conservatives are the party of childcare. Mr Speaker, my party | :12:58. | :13:08.
introduced your start. There was no sort start, there were no children | :13:09. | :13:12.
centres, there was no you never sold off for on any kind of childcare | :13:13. | :13:17.
prior to the Labour government in 1997. Mr Speaker, the test of this | :13:18. | :13:24.
will be how many families actually use the additional hours and the | :13:25. | :13:30.
test of this will be the families are. What I would like to know Mr | :13:31. | :13:33.
Speaker is how he has managed to concoct a system where a household | :13:34. | :13:41.
with an income of ?200,000 a year gets the benefit of the additional | :13:42. | :13:46.
hours, whereas a single parent on the minimum wage, 20,000 single | :13:47. | :13:52.
parent on the minimum wage are not going to be eligible. How have you | :13:53. | :13:56.
managed to come up with something so deeply unfair? Let me explain the | :13:57. | :14:04.
policy that she should by now be familiar with to her. Our | :14:05. | :14:09.
eligibility criteria makes absolute sense. In order to get 30 hours free | :14:10. | :14:15.
child care you need to be in work and earning over ?107 a week and it | :14:16. | :14:19.
does not matter if you are a lone parent. Not more than ?100,000 a | :14:20. | :14:24.
year which means if anybody in the family earned over ?100,000 a year | :14:25. | :14:31.
they are not eligible. I know that members opposite do not want to hear | :14:32. | :14:36.
it, but labour s childcare voucher scheme meant that parents who were | :14:37. | :14:40.
earning over ?1 million to get childcare subsidies but the other | :14:41. | :14:45.
boys did not. We're not allowing that to happen in our childcare | :14:46. | :14:49.
scheme. Question number three Mr Speaker. Thank you Mr Speaker. This | :14:50. | :14:57.
government is determined to make Britain the best place in the world | :14:58. | :15:03.
to study stem subjects, our reforms to curriculum and qualifications are | :15:04. | :15:07.
designed to raise Edwards to match that internationally. Our network of | :15:08. | :15:11.
match-ups and science learning partnerships are supporting schools | :15:12. | :15:13.
with the aim of improving the quality of math and science teaching | :15:14. | :15:19.
and a 67 million lb is will train up to 17 and a half thousand math and | :15:20. | :15:25.
physics teachers by 2020. In my constituency, there are a number of | :15:26. | :15:31.
newly well-paid jobs and entering space, renewable energy and other | :15:32. | :15:34.
highly skilled high-tech sectors including the Navy. What further | :15:35. | :15:39.
method can I take back to employers to ensure that Mets will have the | :15:40. | :15:43.
resources, the expertise to inspire and prepare our young people for | :15:44. | :15:47.
these jobs in West Cornwall Eley Cornwall and what more can the | :15:48. | :15:52.
department to do that we have the needs for the future? As a member of | :15:53. | :15:56.
the science and technology committee my honourable friend of a keen | :15:57. | :15:59.
advocate of the high-tech sector, particularly his support for the | :16:00. | :16:04.
Greeley that I earned patient and Cornwall. He is right therefore to | :16:05. | :16:07.
share the government s determination to improve them schooled in this | :16:08. | :16:10.
country, that is why the government fund the Cornwall and West Devon | :16:11. | :16:14.
math club and science learning partnerships to subtract -- provide | :16:15. | :16:21.
support to schools to improve math and science education, but also | :16:22. | :16:25.
reforming Mr Speaker technical and professional education and taking | :16:26. | :16:28.
steps to improve the quality of careers advice to young people. | :16:29. | :16:36.
Thank you Mr Speaker. Families and schools are doing an excellent job | :16:37. | :16:40.
raising for businesspeople to visit cool to inspire the next generation | :16:41. | :16:43.
of entrepreneurs including finance and technology entrepreneurs. With | :16:44. | :16:48.
the secretary of State outline the plan to engage more businesspeople | :16:49. | :16:51.
with more schools to encourage more young people to help build our | :16:52. | :16:59.
enterprise economy, particularly in science and technology? This is | :17:00. | :17:01.
precisely what is happening. They are working very closely with the | :17:02. | :17:05.
enterprise companies because we want to insert there is a connection | :17:06. | :17:09.
between the employers and schools so we do have a generation of young | :17:10. | :17:16.
people inspired by technology and to know what jobs are available in the | :17:17. | :17:21.
technology sector, where incidentally on average earnings are | :17:22. | :17:24.
19% higher than those not working in the technology sector or. With the | :17:25. | :17:34.
minister agreed there was no prime minister more passionate about | :17:35. | :17:37.
science, technology and mathematics in its power to liberate individuals | :17:38. | :17:44.
potential than Howard Wilson. And what he further agree that Howard | :17:45. | :17:47.
Wilson set out the open University and all those part of technics | :17:48. | :17:53.
became part of the University in order to help that process of | :17:54. | :17:57.
changing our culture whiff cannot we now we liberate the universities to | :17:58. | :18:01.
do more in partnership with goals to get best culture change that Howard | :18:02. | :18:08.
Wilson started so much work for? The honourable gentleman seem to get a | :18:09. | :18:11.
bigger cheer for mentioning Howard Wilson then he would have got a he | :18:12. | :18:15.
mentioned the current leader of the Labour Party. But I absolutely agree | :18:16. | :18:19.
with him about the importance of inspiring young people, the | :18:20. | :18:23.
University technical colleges that have been established to do this and | :18:24. | :18:27.
in a labels we estimate huge increase in the number of young | :18:28. | :18:33.
people taking for example map A-levels up to 18%, to some 82,000 | :18:34. | :18:37.
young people taking a little map which is the single most popular | :18:38. | :18:41.
A-levels waste will stop physics has increased by 15% and also chemistry | :18:42. | :18:46.
injuries increased by 15% by blue we currently have a situation where the | :18:47. | :18:55.
income showed up for non-EU workers equalled ?35,000 and this will cause | :18:56. | :18:59.
issues for many of them teachers currently working in UK schools and | :19:00. | :19:03.
teachers that could be recruited from abroad. To the minister | :19:04. | :19:07.
explained to schools that currently have gaping holes in them teaching | :19:08. | :19:13.
positions how he is working with the home office to ensure these guilds | :19:14. | :19:19.
can continue recruiting from abroad? There is a consultation as the | :19:20. | :19:26.
honourable Lady will now between the home office about this and that | :19:27. | :19:29.
consultation will report in due course. Thank you Mr Speaker. One of | :19:30. | :19:36.
the traditional problems with getting more students to study stem | :19:37. | :19:41.
subjects has been to persuade girls to take them. Up to a level and | :19:42. | :19:46.
beyond, does the minister have any evidence that the policies to | :19:47. | :19:50.
encourage more girls to take up these very important subjects are | :19:51. | :19:55.
working? The honourable friend is absolutely right and the government | :19:56. | :19:59.
recently sent out an ambition to seek a 20% increase in growth | :20:00. | :20:04.
injuries to science and map a level by 2020. We established with | :20:05. | :20:07.
industry the you are live campaign which is designed to encourage young | :20:08. | :20:11.
people, particularly girls when making the a level choices to choose | :20:12. | :20:14.
back and physics. We have seen a huge increase in the girl taking | :20:15. | :20:19.
these subjects, physics has gone from 5000 8002010 to 6800 and this | :20:20. | :20:25.
year and and map it has risen from 28,000 and 20p to 31,000 this year. | :20:26. | :20:32.
That's 2010. Wood in Stoke-on-Trent we have decided to act on the crisis | :20:33. | :20:36.
and math teaching so will the minister congratulate inspiring | :20:37. | :20:42.
headteacher is alongside the City Councilman the Denise Coates | :20:43. | :20:46.
foundation and establishing the 1 million lb excellent partnership | :20:47. | :20:49.
open by Sir Michael Wells on last week to attract math graduate to Sir | :20:50. | :20:54.
Stooke and support the CBD of current classroom teachers? I am | :20:55. | :21:00.
delighted to join the honourable gentleman the member for Stoke | :21:01. | :21:02.
Central and passing on my congratulations. It is good to see | :21:03. | :21:07.
inspirational and imaginative innovative programmes designed to | :21:08. | :21:10.
encourage more young people with a science background to come into | :21:11. | :21:18.
teaching. With permission, Mr Speaker I will answer this question | :21:19. | :21:22.
with question ten. The careers and enter bread Company has made an | :21:23. | :21:25.
excellent progress and it started here will stop and as "To the world | :21:26. | :21:29.
of work and the world of work to schools which have all experts | :21:30. | :21:34.
agreeing it is a key ingredient of high-quality careers education and | :21:35. | :21:40.
guidance. Thank the Minister for that response and I was delighted to | :21:41. | :21:42.
meet with the careers and interbred company recently as part of my role | :21:43. | :21:46.
as chairman of the ABB G4 women enterprise. Can the minister advised | :21:47. | :21:52.
what steps will be taken to ensure that great role models and mentors | :21:53. | :21:55.
will be provided to supplement the work and ensure that students from | :21:56. | :21:59.
all backgrounds are aware of the wealth of opportunities available to | :22:00. | :22:04.
them once they leave education? Mr Speaker, that is an excellent | :22:05. | :22:08.
question. Any path, too much emphasis has been put on one-to-one | :22:09. | :22:12.
careers advice which often happens too late and is not delivered | :22:13. | :22:19.
effectively. That is why the ?70 million has been made available | :22:20. | :22:24.
across this Parliament to find career services including a new | :22:25. | :22:27.
national mentoring screamed -- scheme to focus on the most | :22:28. | :22:29.
disadvantaged but also the honourable friend is absolutely | :22:30. | :22:34.
right about mentors, especially for young girls in particular in areas | :22:35. | :22:37.
like spins objects and stem professions and that as well. Does | :22:38. | :22:43.
the honourable friend agree with me that too often the old career | :22:44. | :22:47.
services is regarded as something as a source of mild gentle humour for | :22:48. | :22:50.
people remembering their school days perhaps because they were first | :22:51. | :22:55.
delayed and the enormous importance of offering work experience from | :22:56. | :22:58.
businesses and other employers from all that there's not just to young | :22:59. | :23:01.
people as I know many honourable members to hear in their towns? Wood | :23:02. | :23:06.
my honourable friend is absolutely right. For a long-time career advice | :23:07. | :23:12.
became the punch line a joke and many people have experiences where | :23:13. | :23:16.
the advised that they were given just not make sense to them at all. | :23:17. | :23:20.
That is why we are focusing in our career strategy on real practical | :23:21. | :23:24.
employer interactions so the world of work can go into schools and also | :23:25. | :23:30.
children can actually see what is out there and have their passions | :23:31. | :23:35.
lighted and excited so that they can work out what is best for them. Mr | :23:36. | :23:45.
Speaker, will the honourable members be delighted because he lost the | :23:46. | :23:48.
punch line for his joke and should go easy on the self-congratulation | :23:49. | :23:52.
since the government has provided that's presided over the | :23:53. | :23:54.
disintegration of career services for young people. DFD failed to | :23:55. | :24:01.
include work experience in the curriculum. No wonder the CBI told | :24:02. | :24:06.
them the career service was broken, so young people will need that help | :24:07. | :24:09.
from the careers and interbred company to start repairing five | :24:10. | :24:12.
years of damage. But the minister tell lies what resources are going | :24:13. | :24:18.
to begin into volunteer enterprise advisors? There is only ?17 million | :24:19. | :24:22.
a year going to the company after all, and it just how many of them | :24:23. | :24:25.
will there be or the thousands of schools and colleges that need them? | :24:26. | :24:32.
The honourable gentleman talk as if there has ever been a golden age of | :24:33. | :24:37.
careers advice and service and everyone will tell you there have | :24:38. | :24:40.
never been a golden age of careers advice and service. The missing | :24:41. | :24:48.
piece in careers advice and guidance was employee interactions and that | :24:49. | :24:51.
is what the excellent careers and interbred company is setting up. As | :24:52. | :24:56.
part of a strategy it has ruled out enterprise advisors and 30 local | :24:57. | :25:00.
enterprise partnerships have signed up to be part of this so that every | :25:01. | :25:03.
school will have an enterprise coordinator to link them to the | :25:04. | :25:15.
world of work. Mr Speaker, we have 59 University technical College is | :25:16. | :25:18.
open or in development, we are well on the weight to meeting our | :25:19. | :25:21.
manifesto commitment of opening a UTC within reach of every city. | :25:22. | :25:26.
Thank you, Mr Speaker. Will the Minister join with me in welcoming | :25:27. | :25:30.
the excellent work that has been carried out by the leading UTC and | :25:31. | :25:34.
my Dartford constituency. UTC is play an increasingly vital role with | :25:35. | :25:37.
ensuring that we have the engineering and scientific goals | :25:38. | :25:41.
needed in the workplace and therefore will the minister to all | :25:42. | :25:46.
he can to ensure that the UTC is allowed to flourish? | :25:47. | :25:50.
I'd like to thank my horrible thing for all the work he is doing with | :25:51. | :25:55.
them. It is a particularly good example because it is art of a | :25:56. | :26:00.
successful multi-Academy trust and that is a situation that we want to | :26:01. | :26:06.
see replicated across the University technical College movement because | :26:07. | :26:10.
UTCs are sharper insight of those trust. -- stronger. The priority | :26:11. | :26:18.
schools billing programme was established to rebuild and refurbish | :26:19. | :26:21.
those schools and the very worst condition across the country. The | :26:22. | :26:25.
4-point work within programme is targeting to... The department has | :26:26. | :26:32.
made no decision in relation to a third phase to the programme. | :26:33. | :26:41.
February the school building programme downgraded in the last | :26:42. | :26:45.
major product authority, it resulted in just one school being out for | :26:46. | :26:51.
repairs not addressing the urgent need of ten schools. This is costing | :26:52. | :26:58.
one point to three million just to keep the schools open. Will the | :26:59. | :27:01.
Minister meet with me to discuss the urgent needs of funding for school | :27:02. | :27:05.
buildings in New York and review the education funding authority | :27:06. | :27:08.
condition survey as data collection does not provide copperheads of | :27:09. | :27:11.
evidence based to match local authority priorities. I will be | :27:12. | :27:17.
delighted to meet up with the honourable member to discuss the | :27:18. | :27:22.
issues in York with her. Just give her and update there are currently | :27:23. | :27:28.
two schools being rebuild it -- rebuild or refurbish. Budget Hall | :27:29. | :27:37.
primary school have is conditioned met under phase two. A total of | :27:38. | :27:41.
seven schools have applied for both phases and are being considered. I | :27:42. | :27:48.
recently visited an academy that serves constituents of myself and | :27:49. | :27:53.
the honourable member from tiredness, the buildings are | :27:54. | :27:56.
important additions and in many dating from the 1930s, with the | :27:57. | :28:00.
Minister agree to meet with myself and the other honourable men | :28:01. | :28:05.
Minister to help us get back on track? I did not realize this is | :28:06. | :28:10.
going to be this kind of session, but of course I am happy to meet | :28:11. | :28:15.
with the Minister and other members of his local authorities to discuss | :28:16. | :28:21.
their funding needs and the building programme was for schools and urging | :28:22. | :28:25.
conditions. Obviously there is a conditional approval in front which | :28:26. | :28:28.
schools in his local area can apply to as well. The gentleman himself is | :28:29. | :28:32.
the Minister. Thank you Mr Speaker, what steps are | :28:33. | :28:44.
currently being taken to promote the installation of fire systems while | :28:45. | :28:48.
the repair work is being done to schools as part of the programme? I | :28:49. | :28:57.
think... I'll have to look at it and write back to her. Will the Minister | :28:58. | :29:06.
join me in welcoming the news that the trust has been selected to build | :29:07. | :29:09.
a brand-new primary school at Ensley and bath helping to fill a growing | :29:10. | :29:14.
hole in our primary school numbers in our popular city for young | :29:15. | :29:20.
families. Obviously, I joined a member in welcoming the news. It is | :29:21. | :29:23.
good to hear positive news about school places, too often there's a | :29:24. | :29:29.
lot of scam in places it is a lot of good -- it is good to see that there | :29:30. | :29:39.
is positive news. We are determined to deliver educational excellence | :29:40. | :29:41.
everywhere, so that every child reaches their full potential | :29:42. | :29:45.
regardless of their background. That is why we are protecting the people | :29:46. | :29:49.
at the current rates for duration of this priming giving schools billions | :29:50. | :29:52.
of pounds in additional funding to improve disadvantage peoples | :29:53. | :30:03.
attainment. -- people's. I very much except today's announcement of their | :30:04. | :30:06.
funding in schools with many of us can pay for since we were collected. | :30:07. | :30:09.
Does he agree with me that the best way to support those disadvantage is | :30:10. | :30:14.
by having a national funding for them based on need, irrespective of | :30:15. | :30:22.
where the need arises? My honourable friend, in many ways have | :30:23. | :30:26.
highlighted the basic principles behind our consultation on the new | :30:27. | :30:30.
national funding formula. That is simply around fairness. The old | :30:31. | :30:34.
system, for decades has been to complex, too convoluted into unfair. | :30:35. | :30:39.
Even disadvantage children being disadvantage by the system. It is | :30:40. | :30:42.
long overdue and it cannot be right at anything other than need space | :30:43. | :30:45.
systems as we want to implement and work with everyone to make sure we | :30:46. | :30:50.
get that to happen. The Minister will be aware that for children in | :30:51. | :30:57.
those schools would be higher proportion of them on school meals | :30:58. | :31:02.
are less likely than they were five years ago to be taught by qualified | :31:03. | :31:07.
teacher in art, dance and musical. In contrast to professional parents, | :31:08. | :31:12.
two thirds of whom pay for additional lessons in the subjects, | :31:13. | :31:18.
parents on lower wages are much less likely to be able to afford them. I | :31:19. | :31:23.
replied to see that working-class kids are excluded from the creative | :31:24. | :31:27.
subjects in our education system? I know the honourable Lady has an | :31:28. | :31:32.
admirable track record in pursuing the more creative side of school | :31:33. | :31:38.
life. I admire her persistence in doing so. There are many schools | :31:39. | :31:41.
right across the country with strong cats were recruiting heads within | :31:42. | :31:47.
the schools for music, dance, drama and many other Icher curricular | :31:48. | :31:49.
activities. We have a basic strong curriculum which all teach children | :31:50. | :31:56.
as they need to be taught. We are supporting disadvantaged children | :31:57. | :31:59.
through the premium and premium plus an special education needs to make | :32:00. | :32:02.
sure they get the support they need and the rounded and grounded | :32:03. | :32:04.
education we want for our children. We need to make sure that schools | :32:05. | :32:07.
are making that decision and strong cats and know exactly how to achieve | :32:08. | :32:12.
that. -- strong cats. Come enjoy this immense background is just one | :32:13. | :32:15.
reason for poor educational attainment. And coastal communities | :32:16. | :32:21.
such as my constituency is a particular issue. In addition to the | :32:22. | :32:24.
national teaching service, can they outline what other support which is | :32:25. | :32:31.
given to areas such as my own? Mr Speaker, the national teaching | :32:32. | :32:33.
service has been an important innovation in trying to ensure that | :32:34. | :32:37.
we have a strong teaching workforce in all parts of the country, | :32:38. | :32:41.
including my honourable friend's constituency. Also in those areas | :32:42. | :32:43.
where recruitment has been difficult in the past around STEM subjects and | :32:44. | :32:51.
others. That is why we put a significant investment into those | :32:52. | :32:53.
areas and why we continue to ensure that we pay the people premium to | :32:54. | :33:00.
those schools, to the school had another support that they are | :33:01. | :33:02.
getting the standard teaching they desire. Can he explain how the new | :33:03. | :33:07.
proposal will cater for the needs of pupils who were disadvantage. ... At | :33:08. | :33:22.
which to distribute funding, that was his own statement. That is | :33:23. | :33:30.
correct. On Friday had the opportunity to meet with | :33:31. | :33:33.
representatives from a local charity and character which provides | :33:34. | :33:36.
permission from those suffering from mental health services. I was still | :33:37. | :33:42.
the many schools use the people premium to provide the services to | :33:43. | :33:48.
help with mental health issues and their schools. As the Minister agree | :33:49. | :33:51.
with me that the provision of mental health in schools, to solve issues | :33:52. | :33:54.
that are very early stages absolutely critical? My honourable | :33:55. | :34:01.
friend is right to highlight the importance of establishing it as | :34:02. | :34:04.
early as possible, the underlying cause of a child's ability or | :34:05. | :34:08.
inability to learn in school. That can be too emotional, or mental | :34:09. | :34:14.
health issues. That is like the that pupil premium there are schools | :34:15. | :34:19.
being critical about how to access them money in an individual ways of | :34:20. | :34:24.
a can... Civic and support children in an individual way so they can get | :34:25. | :34:30.
to the height of their ability. Summer schools are known to address | :34:31. | :34:35.
educational inequalities amongst some of our most disadvantaged | :34:36. | :34:38.
pupils along with helping to tackle holiday hunger. Yet, recent survey | :34:39. | :34:43.
showed that 64% of schools are warning they would not be able to | :34:44. | :34:49.
offer this due to a government... Code sneaked out. Perhaps not the | :34:50. | :34:55.
kind of Christmas present vulnerable people hoping to receive from the | :34:56. | :34:58.
Minister. With the attainment gap, why would the Prime Minister... A | :34:59. | :35:03.
summer schools have proven very effective since the attainment gap | :35:04. | :35:06.
in helping disadvantaged children and help to give them a start. Buyer | :35:07. | :35:10.
ministers ignoring this evidence and scrapping funding for summer | :35:11. | :35:15.
schools? -- why are. The honourable Lady has raised in error and | :35:16. | :35:22.
education which I think is an excellent example, she must also | :35:23. | :35:25.
remember the backdrop in which we are taking the education system | :35:26. | :35:28.
forward. We have protective funding, more money is going to them than | :35:29. | :35:34.
before. We have protected the people premium, 2.5 billion over the next | :35:35. | :35:37.
year and we have made sure to live a strong curriculum through that were | :35:38. | :35:40.
children in primary schools should be learning the basics and have the | :35:41. | :35:42.
building box to ensure that they have a right future. It is for | :35:43. | :35:46.
schools to decide how they can achieve that they have the money to | :35:47. | :35:54.
do it. Question 12 please. When parents are refused placement in the | :35:55. | :36:00.
school of their chores done much with it is important that they have | :36:01. | :36:04.
the opportunity to up appeal this decision. There is a system in place | :36:05. | :36:10.
or handling the uphills. We are currently reviewing the admission | :36:11. | :36:13.
system, including how well the changes to the cyst too schools are | :36:14. | :36:19.
necessary. We will conduct a full public consultation on any changes | :36:20. | :36:24.
in due course. The secretary of state recently stated her ambition | :36:25. | :36:28.
for the government to potentially ban civil society organizations that | :36:29. | :36:33.
raise concerns about the admissions process of schools. Be civil society | :36:34. | :36:38.
organizations perform a very important public duty and | :36:39. | :36:43.
constituency have been in touch with me to say that they find the | :36:44. | :36:45.
admissions process too complex and too long to deal with by themselves. | :36:46. | :36:50.
Does the Secretary of State agree with me that Manning said. Society | :36:51. | :36:56.
organizations will not only exacerbate the difficulties that | :36:57. | :37:01.
parents are ready phase, but further enable preachers of the omission | :37:02. | :37:05.
goat? The purpose of that announcement was to enable the | :37:06. | :37:12.
school to focus on the concerns of parents and not to have the system | :37:13. | :37:17.
absorbed by having to handle multiple objections by eight | :37:18. | :37:23.
campaigning organizations. This is the recommendation of the schools | :37:24. | :37:26.
adjudicator herself as a consequence of experiencing these issues in her | :37:27. | :37:30.
term of office. The Minister means, I think I might he's referring to | :37:31. | :37:35.
secular organizations have been trying to clog up the process and | :37:36. | :37:40.
appeal processes. Will he confirm to the House that the code of practice | :37:41. | :37:45.
brought in this year was to prevent that sort of thing from happening? | :37:46. | :37:49.
That is one of the purposes for the announcement made by my right | :37:50. | :37:51.
honourable friend, to ensure that the school admission process is | :37:52. | :37:57.
about ensuring that parents and only parents have a fair system and they | :37:58. | :38:04.
can object to school admission arrangements that will be regarded | :38:05. | :38:08.
as unfair in their area. It is not to be used as a campaigning tool. | :38:09. | :38:16.
Question number 13, Mr Speaker. The government is committed to raising | :38:17. | :38:23.
standards and maps, we have introduced an ambitious new National | :38:24. | :38:27.
Curriculum which places greater focus on routine and mental | :38:28. | :38:30.
arithmetic. Long multiplication, long division and fractions are now | :38:31. | :38:37.
... We have removed the use of calculators from test. And have | :38:38. | :38:43.
place to introduce a multiplication tables check for all pupils at the | :38:44. | :38:48.
end of year six. I think the Minister for his reply. Improving | :38:49. | :38:54.
maps in primary schools is crucial for children later in life as they | :38:55. | :38:57.
provide the foundation for more advanced learning. It is the | :38:58. | :39:01.
government in doing to ensure that more children in primary school with | :39:02. | :39:06.
the expected levels of university. We have launched a network of dirty | :39:07. | :39:09.
fight match-ups, these are school let centers of excellence which are | :39:10. | :39:15.
driving confirmation of teaching based on this practice | :39:16. | :39:18.
internationally. They have delivered successful teacher changes with | :39:19. | :39:22.
Shanghai and introduced height quality single port technologies | :39:23. | :39:31.
into schools. -- Singapore. They have a southeastern -- Southeast | :39:32. | :39:43.
Asian way of teaching. I have had the experience of teaching | :39:44. | :39:45.
statistics and observe that some of the students cannot do simple | :39:46. | :39:48.
arithmetic that they have never done multiplication tables in early | :39:49. | :39:53.
primary education. I suspect it's a silly problem today. What is the | :39:54. | :39:57.
government doing to ensure that they are requiring that they are learning | :39:58. | :40:03.
their multiple patient tables in the early years of primary school. -- I | :40:04. | :40:07.
suspect it is still a problem. It is a requirement that all children by | :40:08. | :40:13.
the end of year before we'll know there was a patient tables up to | :40:14. | :40:19.
number 12. -- multiplication. We will do a check for this nature. | :40:20. | :40:24.
This is a wonderful achievement if we can ensure that every child is | :40:25. | :40:27.
primary school knowing their multiplication tables by heart it | :40:28. | :40:29.
will transform mathematics teaching in this country at secondary school | :40:30. | :40:41.
and beyond. Number 15 Sir. We have noted significant contribution in | :40:42. | :40:43.
helping to shape our education system over many years. They've | :40:44. | :40:48.
schools are among some of our best performing schools. Parents of all | :40:49. | :40:54.
faith value them for the quality of their education and strong ethos. We | :40:55. | :40:59.
continue to work closely with faith organizations to ensure that the | :41:00. | :41:03.
character of the school is maintained and developed. Faith | :41:04. | :41:08.
schools are true partner, wife of the government insisting on the cap | :41:09. | :41:13.
of 50% of people of a faith attending a new free school. We know | :41:14. | :41:17.
that there is a hidden agenda to by the government, they do not want | :41:18. | :41:21.
100% Muslim schools. The fact is that the Muslim schools are | :41:22. | :41:23.
oversubscribed anyway. While this is doing is preventing the Catholic and | :41:24. | :41:29.
new free schools coming on stream. Why has the -- why not abolish the F | :41:30. | :41:37.
freedom prevail? The 50% limit on a faith admissions to free schools, it | :41:38. | :41:41.
does ensure that the new high-quality school places that they | :41:42. | :41:45.
provide are available to local children, not just those of a | :41:46. | :41:48.
particular faith. Helps ensure that those peoples received an inclusive, | :41:49. | :41:53.
broadly based education. We are always happy to hear representations | :41:54. | :41:59.
on how best to achieve these goals. I will survey welcome applications | :42:00. | :42:04.
to establish, for example, more conflict free schools. The interest | :42:05. | :42:07.
of our Catholic Church in particular is currently reluctant to do so. | :42:08. | :42:14.
Number one, Mr Speaker. Hope the honourable members will be glad to | :42:15. | :42:17.
hear that today we have published proposals for consultations to start | :42:18. | :42:20.
the process introducing a national funding formula for schools in | :42:21. | :42:25.
2017-18. These plans will ensure that every school in local areas, no | :42:26. | :42:29.
matter where they are in the country is funded fairly. It will ensure | :42:30. | :42:32.
that people with say many to attract the same level of funding and give | :42:33. | :42:36.
teachers for more certainty for future budgets. Areas of highest | :42:37. | :42:40.
will the most funding, people and is an image continue to lose received | :42:41. | :42:44.
additional support. -- continue to receive. Lutton goes Academy was | :42:45. | :42:56.
given ?100,000 by her department, but never opened. Ira Peter Lee | :42:57. | :43:00.
asked the Department for Education to Tommy whether that money has been | :43:01. | :43:10.
paid back... The request of Garner didn't answer, when will she tell me | :43:11. | :43:13.
how much money was wasted on this preschool project? The honourable | :43:14. | :43:21.
gentleman received a letter from the Parliamentary Secretary of State for | :43:22. | :43:24.
schools on the 29th of January 2015 telling him about the reason that | :43:25. | :43:29.
the project could not go ahead. And the fact that the project have | :43:30. | :43:31.
fallen short of the rigorous criteria that we have set. Total | :43:32. | :43:35.
revenue cost was published by the end of March of this year, in line | :43:36. | :43:42.
with the transparency agenda are... We will publish him a clear that | :43:43. | :43:48.
means that the full revenue cost, once the amount has been justified | :43:49. | :43:55.
it will be published. When I was sitting over there I asked Prime | :43:56. | :43:58.
Minister Tony Blair, what is he going to do about Staffordshire | :43:59. | :44:02.
which is always on the bottom 20 for funding compared to other local | :44:03. | :44:06.
educational authorities, he agreed with me and said it was very unfair. | :44:07. | :44:10.
And then he did nothing. Some may I commend the Secretary of State for | :44:11. | :44:15.
getting on with this wonderful consultation. What is the | :44:16. | :44:17.
recommendation that she would give to my constituents, teachers and | :44:18. | :44:22.
parents, to make sure that we get fairer funding for schools and | :44:23. | :44:29.
Staffordshire? Can affect the horrible gentleman very much indeed. | :44:30. | :44:31.
I'm delighted that we are making progress on this very important | :44:32. | :44:36.
issue. Isn't it typical that takes a majority conservative government | :44:37. | :44:40.
summit address on this important issue. I would urge the honourable | :44:41. | :44:45.
gentleman to encourage, my honourable friend, I apologize, to | :44:46. | :44:50.
encourage his constituents, like the John Taylor high school which I | :44:51. | :44:52.
recently had the pleasure of visiting to make sure that they take | :44:53. | :44:58.
part in this important consultation. Mr Speaker cannot take this | :44:59. | :45:03.
opportunity as the MP for the home of Berdych cycling to pay tribute to | :45:04. | :45:07.
the amazing success of the British cycling team and the track World | :45:08. | :45:11.
Championships last week. The day before international women's Day the | :45:12. | :45:15.
incredible Laura should be singled out for her level overall. Let's | :45:16. | :45:19.
hope she is paid as much, if not more than her male colleagues. | :45:20. | :45:23.
Something that the Secretary of State does not seem very good at | :45:24. | :45:26.
achieving for women in her old apartment. Mr Speaker, there'll be | :45:27. | :45:32.
156 new GE CSC and a level specifications and September, with | :45:33. | :45:35.
just 17 teaching weeks left in the school year, how many of these are | :45:36. | :45:40.
ready? Can I think the honourable lady very much indeed. Isn't it | :45:41. | :45:46.
typical that yet again she brought it up the issue of gender pay gap | :45:47. | :45:51.
was her party that absolutely nothing to address. This party that | :45:52. | :45:56.
is publishing the regulation to make that decimation of the public and | :45:57. | :45:58.
private sectors will care of that. I join your and congratulating the | :45:59. | :46:03.
cycling team on the germination of treatment and including Laura. I'll | :46:04. | :46:08.
call we are working with... To make sure that all specifications are | :46:09. | :46:14.
ready, 65 are ready but there's further information to be made | :46:15. | :46:18.
public on that. That is right, just 65 or 66 to the 156 are ready. That | :46:19. | :46:27.
is less than half. Core subjects such as sciences and modern | :46:28. | :46:30.
languages still to be approved. The governments own workload challenge | :46:31. | :46:35.
promised teachers a leading time of one year for significant changes to | :46:36. | :46:39.
qualifications, as it stands teachers will have just weeks or no | :46:40. | :46:43.
time at all to prepare for these huge changes. Isn't the truth that | :46:44. | :46:47.
the government with my are managing every part of the curriculum | :46:48. | :46:52.
including the use of! It's what is causing the delay in that they are | :46:53. | :46:58.
way behind with these new exams, no wonder we have a teacher shortage | :46:59. | :47:04.
crisis? Let me say to the honourable lady that the examples have argued | :47:05. | :47:08.
published the specifications and assessment materials and draft. | :47:09. | :47:10.
They're working their way through to make sure that the exam boards and | :47:11. | :47:21.
the specifications are ready to be published. We want to give teachers | :47:22. | :47:25.
as much notice as possible. Isn't it typical that on that side of the | :47:26. | :47:31.
House they need to learn the lesson that the campaign needs to learn as | :47:32. | :47:35.
well. If you talk about the negatives all of the time you're | :47:36. | :47:38.
going to find that they fulfill themselves. If you want to and | :47:39. | :47:44.
alternative you need to do with some policies. What we are doing on the | :47:45. | :47:47.
side of the House is raising the standards of our qualifications. I | :47:48. | :47:53.
met with him last week to talk about specifications. They are absolutely | :47:54. | :47:58.
making process. She either wants to make -- raise standards, but with | :47:59. | :48:07.
the comment she made, she clearly does not want to. Archie Hayward, a | :48:08. | :48:19.
15-year-old student is the first British teenager to secure... Will | :48:20. | :48:26.
the Minister join me in congratulating him and also confirm | :48:27. | :48:29.
that the government will continue to support resent science and | :48:30. | :48:34.
technology is like of course, I join my honourable friend in | :48:35. | :48:37.
congratulating Archie Hayward on his significant achievement. Which I am | :48:38. | :48:41.
sure will provide him with the insight and the inspiration to | :48:42. | :48:43.
continue studying science and mathematics stop you want to see | :48:44. | :48:49.
more young people studying these subjects which can lead to rewarding | :48:50. | :48:53.
and interesting careers. The government is supporting that | :48:54. | :48:55.
through a more challenging curriculum and qualifications, the | :48:56. | :49:00.
best of teaching and improved career advice and schools. The headteacher | :49:01. | :49:05.
in my constituency show me the sample paper for this years stage | :49:06. | :49:08.
two sets. The apron included... It included many gems, I am tempted | :49:09. | :49:23.
to ask how many members here could answer questions on these topics. | :49:24. | :49:28.
But more importantly, I think the question is, the children can answer | :49:29. | :49:36.
these questions is my ... That she understood the concerns but to be | :49:37. | :49:39.
Baek teaches that they want the highest standards for the children | :49:40. | :49:43.
that they are looking after, but far from helping to raise standards, | :49:44. | :49:47.
such an approach runs the risk of setting ten and 11-year-old up for | :49:48. | :49:51.
failure. It is important to understand that the scale of the | :49:52. | :49:57.
reformed, four or five years' time would be in a position where every | :49:58. | :50:00.
child reading primary schools knows their multiplication tables by | :50:01. | :50:05.
heart, where every child is a fluid reader because of our focus on | :50:06. | :50:13.
funding, ... For the first time, primary schools are exquisitely | :50:14. | :50:16.
teaching English grammar. He should be welcoming this. Virtual school | :50:17. | :50:23.
has are taking place to remote the educational achievements of our | :50:24. | :50:28.
children, with the Minister join me in encouraging the progress of her | :50:29. | :50:32.
jewels will heads such as my own initiative they help facilitate... | :50:33. | :50:41.
Was like I am more than happy to do so. The reason we put that Brolin | :50:42. | :50:46.
plays in the last parliament was because they make a significant | :50:47. | :50:51.
contribution, promoting educational progress and helping children by | :50:52. | :50:57.
working closely with the schools. Since March/ every had | :50:58. | :51:00.
responsibility for managing the pupil premium plus, an extra ?1000 | :51:01. | :51:05.
per extra child in care. To make sure that they can really fulfill | :51:06. | :51:11.
the potential. This morning I spoke to the headteacher at one shekels | :51:12. | :51:15.
best-performing secondary schools, she is in my constituency. -- | :51:16. | :51:23.
Sheffield. He has to be concerned by the uncertainty created by the lack | :51:24. | :51:25.
of detail in this morning's statement. Like all good Hattie | :51:26. | :51:30.
Grant in advance is now recruiting for 2017. But he is unsure what is | :51:31. | :51:35.
funding will be in that year. When can I tell him that he will know | :51:36. | :51:39.
whether he's a winner loser as a result of this consultation? I think | :51:40. | :51:44.
it important we understand the basic principles of why we actually having | :51:45. | :51:50.
a consultation, so that the same pupils across the country need to | :51:51. | :51:53.
attract the same amount of money. There will be another consultation | :51:54. | :51:57.
on the details. It is important that we know about the reason behind the | :51:58. | :52:03.
factors and that there are certainty and transparency for all schools | :52:04. | :52:06.
going forward. We have said there'll be a phase transition and it will be | :52:07. | :52:11.
very mindful of those schools where there is potential for there to be | :52:12. | :52:16.
less funding, to make sure that they are not destabilize. It is right and | :52:17. | :52:18.
it is this government that has grabbed this metal after many years | :52:19. | :52:23.
of previous government absolutely flunking. Will my honourable friend | :52:24. | :52:29.
to me in recognizing the vastly improved design technology test with | :52:30. | :52:34.
the help inspire the next-generation of technical and engineering | :52:35. | :52:41.
professionals? Am grateful to my honourable friend for that question, | :52:42. | :52:44.
we have made significant reforms to both the DMT into the a level | :52:45. | :52:50.
working closely with the design technology exaggeration to ensure | :52:51. | :52:59.
that we have a high-quality DMT qualification result of higher | :53:00. | :53:01.
education, apprenticeships and high-quality employment in the | :53:02. | :53:06.
sector. I hope will eat itself to more people taking the | :53:07. | :53:12.
qualification. -- organization. Masher I attended an event at the | :53:13. | :53:18.
Royal College of Central schools and, in my constituency. Does the | :53:19. | :53:21.
Minister agree with me that not enough is being done to educate | :53:22. | :53:26.
children in schools about HIV and the support that is available to | :53:27. | :53:28.
women who are actually living with HIV? She raises a very important | :53:29. | :53:39.
issue and it is actually one of the very few statutory requirements that | :53:40. | :53:41.
young people in secondary school do have to be taught about the dangers | :53:42. | :53:45.
of HIV. I share her concern need to improve the quality of that | :53:46. | :53:51.
education throughout our system. The Minister will be aware... And | :53:52. | :54:01.
particularly with the new poll has been proposed for primary schools in | :54:02. | :54:07.
my constituencies. What extra funding and support the government | :54:08. | :54:11.
gave to schools such as that which I faced with questions at this time? | :54:12. | :54:22.
We see ?20 million of pacing me funding would help to create nearly | :54:23. | :54:25.
3000 new places, it has been outplayed in a another ?47 million, | :54:26. | :54:32.
I should say that we have featured a new free school which opened in | :54:33. | :54:38.
provide 630 additional primary places in the area. I hope that my | :54:39. | :54:41.
honourable friend will work with other providers to encourage more | :54:42. | :54:45.
free schools to be built in the local area. | :54:46. | :54:50.
The recent and latest children some day to back shows there has been | :54:51. | :54:54.
little change to the number of children placed some difference from | :54:55. | :54:59.
-- distance from home areas and 20 soil despite the introduction of | :55:00. | :55:02.
welcome regulations. The underlying problem continues to be the unequal | :55:03. | :55:07.
distribution of children across the country. What more can be done to | :55:08. | :55:09.
support local authorities working together and using their powers to | :55:10. | :55:17.
ensure more local? I shared the concern that we still see a large | :55:18. | :55:21.
number of children being placed out of urea in residential care. Always | :55:22. | :55:25.
exceptions to that rule. I'm to be so. That is why we have commissioned | :55:26. | :55:30.
the independent review to look at residential player B round of all | :55:31. | :55:33.
care options were children, including how we can have a better | :55:34. | :55:39.
spread of residential care both in terms of geography and types of care | :55:40. | :55:42.
on offer so that those children who do see that as their best possible | :55:43. | :55:49.
route through the care system have a better prospect than they have | :55:50. | :55:54.
currently. I welcome the competition -- consultation on a fairer funding | :55:55. | :55:56.
formula especially since it includes high needs funding which we are | :55:57. | :56:00.
underfunding or in Kingston but I would like to ask what my honourable | :56:01. | :56:01.
friend s varmint is doing to support friend s varmint is doing to support | :56:02. | :56:04.
families navigating the new system in place or send provision? We know | :56:05. | :56:11.
one of the biggest frustrations of parents from the old system was not | :56:12. | :56:17.
knowing or finding it hard to access the reservoir for their children, | :56:18. | :56:21.
that is why I recently a further ?80 million of support in 2016-17 | :56:22. | :56:26.
including additional financial support for it does to better | :56:27. | :56:33.
navigate the system and now 45,000 families have already benefited from | :56:34. | :56:37.
the extras apart. Louw for school metres aren't -- meals are the | :56:38. | :56:41.
lifeline for many vulnerable families in my constituency yet | :56:42. | :56:47.
there are still too few families getting the benefit. Does the | :56:48. | :56:50.
Minister agree with me that the local authorities that have got the | :56:51. | :56:53.
required data to identify these kids should have an automatic perhaps be | :56:54. | :57:01.
obligated to do so? And I think the honourable gentleman, I know that | :57:02. | :57:07.
his colleague the honourable member has also been praising the members | :57:08. | :57:12.
bill on this issue. I agree the that there are old families entitled to | :57:13. | :57:17.
free school meals that should be able to obtain them. There are | :57:18. | :57:20.
issues around the collection of data and sharing of information between | :57:21. | :57:24.
different benefits but I am keen to make progress on this very important | :57:25. | :57:28.
issue. I think Bergen had was the place the Secretary of State had in | :57:29. | :57:35.
mind. Given the strong link in some cases between early age cannabis use | :57:36. | :57:39.
and future mental health issues, what assessment does the minister | :57:40. | :57:43.
make of efforts by schools to tackle and to deter it illegal drug use? | :57:44. | :57:53.
The government has taken steps to tackle and teacher s powers to | :57:54. | :57:58.
search including illegal drugs have an strengthened. They have the power | :57:59. | :58:02.
to discipline pupils for behaviour and confiscate or dispose of a | :58:03. | :58:06.
robbery at the disciplinary penalty where reasonable to do so. The | :58:07. | :58:09.

Minister share my concern that teaching assistants are increasingly | :58:30. | :58:33.
being used to teach as he am and the retaining pupils? I do not accept | :58:34. | :58:39.
the comments of the two big bet there. We are doing everything we | :58:40. | :58:43.
can to recruit and to despite increasing our pupil numbers and the | :58:44. | :58:47.
talents of a strong economy and the strengthening graduate jobs market, | :58:48. | :58:50.
we are ensuring that there are now record numbers of teachers in our | :58:51. | :58:55.
classrooms, 13,000 more teachers today in our classroom than in 2010. | :58:56. | :59:00.
Teacher recruitment, Mr Speaker, is a challenge and I use every blog | :59:01. | :59:03.

in welcoming the development of high-quality curriculum materials | :59:28. | :59:31.
and the banner of education destination which uses the Isle of | :59:32. | :59:36.

classroom? Yes, I would of course. Issues like field trips and trips to | :59:44. | :59:46.
the behaviour and museums and so on are very important part of education | :59:47. | :59:52.
and we have encouraged more schools to organise the strip for young | :59:53. | :00:00.
people as much as possible. I'm sorry, but we must move on. Urgent | :00:01. | :00:04.
question, Mr Alistair Carmichael. Does the secretary of state from the | :00:05. | :00:08.
event make a defendant on announcement that the Royal Navy | :00:09. | :00:13.
will join Nato forces in the interception of migrants and | :00:14. | :00:17.
refugees in the Mediterranean? Secretary of State for defence, | :00:18. | :00:24.
Michael Fallon. The scale of the migration challenge, Mr Speaker, | :00:25. | :00:27.
requires Nato, the European Union and other European countries across | :00:28. | :00:31.
Europe to work together to address both its symptoms, the constant flow | :00:32. | :00:34.
of migrants and the conditions we see them faith and the causes in | :00:35. | :00:38.
Syria and beyond. We must also work with locals ability and authority of | :00:39. | :00:43.
