and governance reforms. Does she agree that domestic resource | :01:58. | :02:00. | |
mobilisation is one of the best ways to ensure poor countries are able to | :02:01. | :02:06. | |
fix their own problems and what conversations as she had with the | :02:07. | :02:10. | |
Chancellor of Exchequer to ensure the tax treaty between Malawi and | :02:11. | :02:14. | |
the UK helps the people of Malawi? An important point and the UK helped | :02:15. | :02:23. | |
to establish a tax initiative which will see our country along with many | :02:24. | :02:27. | |
others stepping up our support to develop tax systems and we do it in | :02:28. | :02:31. | |
conjunction with HMRC. I established a joint working group with the HMRC | :02:32. | :02:37. | |
to send officials out to countries including Malawi to help with tax | :02:38. | :02:44. | |
systems so I can assure him we work closely with them. On the tax | :02:45. | :02:50. | |
treaty, can I ask the Secretary of State more broadly what role it will | :02:51. | :02:57. | |
play as the tax treaty with Malawi is renegotiated? In particular, | :02:58. | :03:03. | |
whether it is supporting Malawi in efforts to reduce poverty? HMRC lead | :03:04. | :03:09. | |
on these negotiations but they are progressing well and the House might | :03:10. | :03:14. | |
be interested to know that the Malawi government put out a press | :03:15. | :03:18. | |
statement on how it feels the negotiations are going and they | :03:19. | :03:21. | |
talked about fruitful discussions to modern eyes -- modern eyes systems. | :03:22. | :03:31. | |
They will work alongside the Treasury to ensure the tax systems | :03:32. | :03:35. | |
are developed so that in time they can sell fund their own development, | :03:36. | :03:42. | |
releasing the UK from doing that. -- self fund. The UK's currents treaty | :03:43. | :03:51. | |
with Malawi restricts the government of Malawi to tax British firms | :03:52. | :03:57. | |
operating there. Is this not a case of giving with one hand while you UK | :03:58. | :04:03. | |

but most importantly, neither does the government of Malawi. They said | :04:11. | :04:17. | |
that whilst the current agreement is admittedly aged, there is no | :04:18. | :04:21. | |
evidence that the agreement has motivated some British investors to | :04:22. | :04:24. | |
deprive the Malawi government of its revenue. On the contrary, the Malawi | :04:25. | :04:30. | |
government and UK Government as well as nationals of the two countries | :04:31. | :04:34. | |
have acted evidently in good faith to ensure neither party is exploited | :04:35. | :04:37. | |
on the basis of the current agreement. Does the Secretary of | :04:38. | :04:43. | |
State agree with me that the era of outdated and unscrutinised tax | :04:44. | :04:48. | |
treaties that creates opportunities for multinational tax avoidance must | :04:49. | :04:56. | |
come to an end? I think it is time that the international tax system | :04:57. | :05:01. | |
works more effectively so that countries like Malawi can mobilise | :05:02. | :05:05. | |
their own domestic resources. She will know that this particular | :05:06. | :05:11. | |
treaty with up dated last in 1978. This government has taken the | :05:12. | :05:13. | |
initiative to work with the government in Malawi to now update | :05:14. | :05:18. | |
this relatively old treaty, and as I have set out to be House, the | :05:19. | :05:22. | |
negotiations are going well and it sits alongside the rest of the work | :05:23. | :05:28. | |
the government has done on beneficial ownership and increasing | :05:29. | :05:39. | |
transparency in tax. The increase is to the sum of human misery, | :05:40. | :05:45. | |
undermines any prospect of a peace process and is contrary to | :05:46. | :05:49. | |
international law. I left the Israeli government in no doubt about | :05:50. | :05:53. | |
the strength of our disapproval, and our embassy continues to do so. I | :05:54. | :05:58. | |
thank the Minister for his response. The latest figures from the UN since | :05:59. | :06:04. | |
earlier this month show there have been 400 demolitions since the start | :06:05. | :06:09. | |
of the year, four times that of the rate of last year. The wave of | :06:10. | :06:12. | |
demonstrations is depriving Palestinians of their homes, | :06:13. | :06:16. | |
livelihoods and European taxpayer funded organisations from providing | :06:17. | :06:25. | |
essential Manitou in support. If the British government has already made | :06:26. | :06:26. | |
representations went demolitions have trouble, what more effective | :06:27. | :06:31. | |
sanction will the Minister oppose now that demolitions have | :06:32. | :06:37. | |
quadrupled? The honourable lady is right, the rate of increase is | :06:38. | :06:41. | |
faster than any time since calculations began to be made. It is | :06:42. | :06:50. | |
essential that the occupied Territories are governed in | :06:51. | :06:52. | |
accordance with the fourth Geneva protocol. We will continue to make | :06:53. | :06:57. | |
these representations to the government. I know she wants to push | :06:58. | :07:03. | |
me further and I entirely understand the strength of her frustration and | :07:04. | :07:12. | |
anger, but it is better than war. Will the Minister join me in | :07:13. | :07:16. | |
condemning the incitement to violence or glorification of | :07:17. | :07:23. | |
violence on either side? Absolutely. We are wholly opposed to incitement | :07:24. | :07:27. | |
and when instances of incitement are brought to my attention, I goes | :07:28. | :07:31. | |
straight to the telephone to raise with the chief executives of those | :07:32. | :07:37. | |
organisations and make absolutely clear our fundamental disapproval | :07:38. | :07:40. | |
and our requirement that things are put right. Prospect of a two state | :07:41. | :07:48. | |
solution are disappearing and it is right we recognise Israel's right to | :07:49. | :07:53. | |
self defence but isn't it time we also recognise Palestine as a | :07:54. | :07:58. | |
sovereign state? We can only recognise Palestine once. It is | :07:59. | :08:04. | |
essential therefore that we do so at a moment when we will have maximum | :08:05. | :08:09. | |
impact on any peace process. That is a fine judgment. What recent checks | :08:10. | :08:17. | |
have the government is made in relation to support offered in the | :08:18. | :08:25. | |
West Bank to monies which end up in the pockets of terrorist supporting | :08:26. | :08:33. | |
groups on the West Bank? Absolutely none of UK British aid, multilateral | :08:34. | :08:36. | |
or bilateral, ends up in the hands of terrorists. The reason is | :08:37. | :08:46. | |

peacekeeping and anti-terrorist activity at the very least? I agree. | :09:57. | :10:10. | |
The goals agreed last September had a goal about the need to improve | :10:11. | :10:15. | |
these but also improve security, and it is nonsensical to work so hard on | :10:16. | :10:20. | |
tackling sexual violence in conflict and not being able to use RA | :10:21. | :10:23. | |
programmes to work with the military to prevent that. -- are aid | :10:24. | :10:32. | |
programmes. Given the changes to the definition of overseas subelements | :10:33. | :10:35. | |
systems and given that there are 37 million people living worldwide with | :10:36. | :10:38. | |
HIV and AIDS, 2 million new infections each year, can she tell | :10:39. | :10:44. | |
the House, whether her department's spending on this will be rising or | :10:45. | :10:50. | |
falling? We are planning to set out the results of our bilateral aid | :10:51. | :10:54. | |
review over the coming weeks, but I can assure him that our support for | :10:55. | :10:59. | |
multilateral systems like the global fund who do so much work on tackling | :11:00. | :11:04. | |
AIDS will continue. He will be aware that it also affects adolescent | :11:05. | :11:09. | |
girls in a growing proportion so it is important that we stay the course | :11:10. | :11:15. | |
on this. It is great to see the bench is so packed. The more money | :11:16. | :11:21. | |
that the UK spends, the more pressure there will be to deliver on | :11:22. | :11:27. | |
existing permit. What impact will it have on staffing numbers at | :11:28. | :11:35. | |
Abercrombie house? We will set out our bilateral aid review result is | :11:36. | :11:40. | |
shortly, but I should say to the House that the point of the new aid | :11:41. | :11:44. | |
strategy is to see across government approach and drive the relevant in | :11:45. | :11:48. | |

2013 and is predicted to save $93 million over two years, equivalent | :12:29. | :12:36. | |
to 40 million additional nets. Will the minister join me in | :12:37. | :12:40. | |
congratulating a school in my constituency for becoming the first | :12:41. | :12:45. | |
in Wales to be awarded the Welsh primary geography quality Mark Gold, | :12:46. | :12:49. | |
thanks in part to the DFID macro funded global learning programme? | :12:50. | :12:53. | |
Will he agree with me that every child growing up in the UK should | :12:54. | :12:57. | |
have the chance to learn about the world around them, the facts of | :12:58. | :13:01. | |
poverty and under development and about the potential to build a freer | :13:02. | :13:05. | |
and more prosperous world? I strongly agree with my honourable | :13:06. | :13:09. | |
friend and I would like to, through him, congratulate the school in his | :13:10. | :13:13. | |
constituency and the 4500 schools in the country that participate in the | :13:14. | :13:17. | |
global learning programme, which we are proud to support with ?21 | :13:18. | :13:23. | |
million of funding, because we believe in the importance of | :13:24. | :13:27. | |
development education to support school improvement. Last week, I had | :13:28. | :13:33. | |
the pleasure of meeting with student aid activists who raised the access | :13:34. | :13:37. | |
of access to medicine. Can the minister set out the priorities for | :13:38. | :13:42. | |
the world health assembly -- world health assembly and what the | :13:43. | :13:46. | |
government will do to tackle that issue? He is right to point to the | :13:47. | :13:52. | |
success of the global fund in making it easier to access medicines. It is | :13:53. | :13:58. | |
important to note that since 2002, the global fund has helped reduce | :13:59. | :14:03. | |
deaths from the big three diseases by 40%, a staggering achievement. | :14:04. | :14:07. | |
But there are still too many people dying unnecessarily from these | :14:08. | :14:11. | |
diseases, which is why we look forward to a successful | :14:12. | :14:15. | |
replenishment of that fund. The all-party group on malaria is | :14:16. | :14:20. | |
concerned about resistance to antimalarial drugs in Southeast | :14:21. | :14:25. | |
Asia. The Global Fund is doing a lot of work on this. Could the minister | :14:26. | :14:31. | |
update the House on the progress? I congratulate my honourable friend | :14:32. | :14:38. | |
for his tireless work in this area. I was with the senior team at the | :14:39. | :14:42. | |
global fund the other day in Geneva to discuss it. I have no doubt about | :14:43. | :14:46. | |
their commitment in the face of this challenge. I hope he takes pride in | :14:47. | :14:49. | |
the fact that the British government continues to lead in this area, with | :14:50. | :14:55. | |
the recent refresh of the commitment to spend ?500 million a year in the | :14:56. | :14:58. | |
battle against malaria in all its forms. TB is the world's leading | :14:59. | :15:08. | |
infectious killer. The Global Fund provides over three quarters of | :15:09. | :15:13. | |
international finance to fight the epidemic. As we approach world TB | :15:14. | :15:20. | |
Day on the 24th of March, will be minister: all governments around the | :15:21. | :15:26. | |
world -- Will the minister call on all governments around the world to | :15:27. | :15:33. | |
ensure that the target of 113 billion US dollars is met as a | :15:34. | :15:38. | |
minimum? I thank the honourable gentleman for showing a spotlight on | :15:39. | :15:43. | |
a huge killer where we are not making enough progress. We are proud | :15:44. | :15:48. | |
that the UK is the third-largest donor to the fund that provides 70% | :15:49. | :15:53. | |
of the funding around the world to combat this disease. It is critical | :15:54. | :15:59. | |
that the replenishment of that fund is a success, and that other | :16:00. | :16:02. | |
countries step up to the mark so that we can bear down on this | :16:03. | :16:10. | |
unacceptable level of death. Mr Speaker, our response to the Syria | :16:11. | :16:15. | |
crisis is a commitment of over ?2.3 billion with an additional 79.5 | :16:16. | :16:23. | |
million to Iraq. All our aid is distributed according to need, | :16:24. | :16:32. | |
irrespective of creed or ethnicity. Daesh is systematically targeting | :16:33. | :16:36. | |
Yazidi children, forcing little girls into sexual slavery and | :16:37. | :16:40. | |
constricting young boys as child soldiers, and yet there are reports | :16:41. | :16:45. | |
that that support is not reaching some of the Yazidi refugee camps | :16:46. | :16:48. | |
near the Syrian border. What steps is the department taking to help | :16:49. | :16:53. | |
ensure that children rescued from Daesh receive the support they need | :16:54. | :16:57. | |
and to enjoy the support is reaching survivors in those camps? The first | :16:58. | :17:04. | |
thing is that we have gone to war with Daesh, and that is a | :17:05. | :17:08. | |
significant bunch of Bute. Equally, we are supporting the UNHCR and a | :17:09. | :17:14. | |
number of organisations, principally funded through the Iraqi national | :17:15. | :17:24. | |
action plan and the Iraqi pool fund, to which we are the largest | :17:25. | :17:30. | |
contributor. Some of us met a delegation of Yazudis yesterday, who | :17:31. | :17:35. | |
explained that there are almost 2000 women still held captive. With the | :17:36. | :17:40. | |
minister be willing to meet this delegation and here are the | :17:41. | :17:43. | |
difficulty they have in reaching help? I have met a number of Yazudi | :17:44. | :17:49. | |
delegations and a number of representatives of other religions. | :17:50. | :17:53. | |
I would be delighted to meet my right honourable gentleman and her | :17:54. | :18:03. | |
delegation. I don't think we had a Mansell from the minister. There are | :18:04. | :18:08. | |
reports of thousands of Yazidi women being captured by Daesh and sold as | :18:09. | :18:13. | |
slaves, many suffering serious sexual abuse. What measures are the | :18:14. | :18:17. | |
UK Government taking to end this slave trade? We are fighting Daesh. | :18:18. | :18:27. | |
We are providing large sums of money to organisations that are delivering | :18:28. | :18:31. | |
aid directly to Yazidi women and children. I know it is frustrating. | :18:32. | :18:37. | |
Terrible things happen, but she can't always blame ministers. The | :18:38. | :18:44. | |
women that have just been referred to by the previous question are | :18:45. | :18:52. | |
asking what psychological services that can be held to these women who | :18:53. | :18:55. | |
have been held as sex slaves. We have sent a number of experts to the | :18:56. | :18:59. | |
region, specifically to deal with violence against women. The pooled | :19:00. | :19:06. | |
fund to which we are the largest contributor provides maternal and | :19:07. | :19:09. | |
child health care services. It provides protection for women and | :19:10. | :19:12. | |
girls and it provides livelihoods for female heads of households. The | :19:13. | :19:16. | |
Iraqi national action plan also delivers similar services, and we | :19:17. | :19:21. | |
are dealing specifically with the needs of women in Kirkuk and the | :19:22. | :19:28. | |
Northern areas through the human rights and democracy fund. Would the | :19:29. | :19:37. | |
minister described what is happening to the Yazidis as genocide? I | :19:38. | :19:46. | |
believe the decision as to what constitutes genocide is properly a | :19:47. | :19:55. | |
judicial one, and International Criminal Court's correspondent has | :19:56. | :20:01. | |
decided that as Daesh is not a state party, it does not yet constitute | :20:02. | :20:05. | |

Secretary-General's high-level panel on women's economic empowerment. | :20:28. | :20:29. | |
Empowerment is the best poverty tackling and global economy boosting | :20:30. | :20:35. | |
strategy out there. Yesterday, it marked the fifth anniversary of the | :20:36. | :20:39. | |
devastating Syria conflict. Since day one, the UK has been at the | :20:40. | :20:43. | |
forefront of the response, including hosting last month's conference. I | :20:44. | :20:47. | |
understand the sense of anticipation, but I remind the House | :20:48. | :20:51. | |
that we are discussing policy affecting some of the most | :20:52. | :20:55. | |
vulnerable people on the planet. I think we owe them some respect. Mr | :20:56. | :20:57. | |
Jim Cunningham. As the honourable gentleman will be | :20:58. | :21:13. | |
aware, the UK has been at the forefront of ensuring that there is | :21:14. | :21:16. | |
humanitarian support in Sri Lanka where necessary. He will also be | :21:17. | :21:21. | |
aware of the role the Prime Minister played in tackling the issues faced | :21:22. | :21:26. | |
by Tamil communities in a part of the country where there has been | :21:27. | :21:30. | |
long-standing conflict. Under the new government, we hope to see is | :21:31. | :21:34. | |
reliant on Ford to a more peaceful democratic future. How much UK aid | :21:35. | :21:42. | |
is currently given to Turkey, and our ministers having discussions to | :21:43. | :21:52. | |
increase that figure? So far, DFID's allocated a sum since 2012. The | :21:53. | :21:58. | |
country is hosting 2 million Syrian refugees and we are helping them | :21:59. | :22:01. | |
support them and other displaced people with education and skills | :22:02. | :22:05. | |
training. In terms of looking ahead, we will also contribute our share of | :22:06. | :22:10. | |
the 3 billion euro EU Turkey refugee facility. Imran Hussain. Efforts | :22:11. | :22:20. | |
that will address education are welcomed on this side of the House. | :22:21. | :22:25. | |
However, to make substantial progress on achieving a good | :22:26. | :22:28. | |
standard of education for all children in developing countries, we | :22:29. | :22:32. | |
must address the barrier of child labour. In June 2015, Unicef found | :22:33. | :22:41. | |
that 13% of children aged five to 14 in developing countries are involved | :22:42. | :22:45. | |
in child labour. So can the minister tell me what progress DFID is making | :22:46. | :22:51. | |
to help developing countries tackle the use of child labour? He is right | :22:52. | :22:56. | |
to raise the issue of barriers that keep children out of school. If it | :22:57. | :23:01. | |
is working on many of them, not least FGM it and tackling child | :23:02. | :23:04. | |
marriage. Many of the children he talks about our girls who do unpaid | :23:05. | :23:09. | |
labour work at home and on family farms. Bangladesh is a significant | :23:10. | :23:21. | |
recipient of UK aid, yet the human rights commission had grave concerns | :23:22. | :23:24. | |
about the shrinking civil society is based there. What can ministers do | :23:25. | :23:31. | |
to help address this? I can assure my honourable friend that both DFID | :23:32. | :23:34. | |
and Foreign Office officials raised concerns about the space for civil | :23:35. | :23:38. | |
society with almonds including the government of Bangladesh, together | :23:39. | :23:45. | |
with other donors. It is important and NGOs funded by UK aid are also | :23:46. | :23:48. | |
active in negotiating with governments to protect the space for | :23:49. | :23:56. | |
civil society to operate. Over 150 charities have raised concerns about | :23:57. | :24:02. | |
the supposed anti-lobbying clause attached to new government grants. | :24:03. | :24:06. | |
Does the minister not recognise that advocacy is an intrinsic duty of | :24:07. | :24:11. | |
charities to raise issues associated with poverty and ill health across | :24:12. | :24:16. | |
the world? I don't think these changes prevent them from doing | :24:17. | :24:22. | |
that. These charities are often advocating for the same things that | :24:23. | :24:26. | |
the UK Government is. Only yesterday, I was at an event with | :24:27. | :24:32. | |
the UN with charities combating child marriage. Senior Palestinian | :24:33. | :24:41. | |
officials have condemned peace building initiatives between | :24:42. | :24:46. | |
Israelis and Palestinians, with one condemning football matches between | :24:47. | :24:49. | |
Israeli and Palestinian youths as normalisation of the Zionist enemy. | :24:50. | :24:54. | |
What representations has my honourable friend made to the | :24:55. | :24:57. | |
Palestinian Authority to condemn these moves, and what moves is she | :24:58. | :25:00. | |
making to build peace between Israel and Palestine? As my right | :25:01. | :25:08. | |
honourable friend set out earlier, we deplore incitement on both sides | :25:09. | :25:13. | |
of the Israeli-Palestinian conflict. We monitor allegations of incitement | :25:14. | :25:17. | |
closely and raise instances with both leaderships. Has the minister | :25:18. | :25:28. | |
even any aid to any country in the European Union? He will be aware | :25:29. | :25:34. | |
that we have played our role in supporting refugees who have fled | :25:35. | :25:40. | |
the Syria conflict and now arrive in the European Union. It is right that | :25:41. | :25:45. | |
we do that, but he is also right to allude that we should also look to | :25:46. | :25:47. | |
those countries to provide the support that they can as well. Aid | :25:48. | :26:02. | |
remains -- what can DFID ministers do to ensure that this remains a | :26:03. | :26:07. | |
priority, to help women? He is right. We had stats that showed that | :26:08. | :26:11. | |
an adolescent girl gets infected with HIV every two minutes. We put | :26:12. | :26:15. | |
the empowerment of girls and women at the heart of our development | :26:16. | :26:20. | |
agenda. We are the second largest provider of HIV care and we have | :26:21. | :26:27. | |
pledged to the Global Fund. At the weekend, we saw pictures of a | :26:28. | :26:30. | |
newborn Syrian baby being washed with just a bottle of water outside | :26:31. | :26:34. | |
a crowded tent in the hidden mini refugee camp in Greece, where more | :26:35. | :26:38. | |
than 14,000 people are trapped as a result of the ledges border closure. | :26:39. | :26:42. | |
Will the government work with other European states to ensure there are | :26:43. | :26:46. | |
safe and legal routes for refugees to come asylum? | :26:47. | :26:54. | |
From an international development perspective, we are supporting | :26:55. | :26:59. | |
people in those situations and playing our role in resettlement | :27:00. | :27:07. | |
