Secretary of State for Wales. As the economy Britain begins to grow, we | :01:24. | :01:30. | |
see Wales regenerating a city deal for God of capital region and we are | :01:31. | :01:34. | |
looking to follow suit with a deal for Swansea in the west. I have | :01:35. | :01:39. | |
opened the door to growth in north Wales. Maybe the first to welcome | :01:40. | :01:48. | |
the Secretary of State Andy a new minister to their new roles. With | :01:49. | :01:50. | |
the announcement of the north Wales growth deal in the budget, what | :01:51. | :01:54. | |
plans are therefore this deal to be genuinely cross-border in nature and | :01:55. | :01:59. | |
plug into northern powerhouse which has the potential to deliver huge | :02:00. | :02:04. | |
benefits right across the north, not only for the distinct regions like | :02:05. | :02:08. | |
north Wales, also own county of Yorkshire? -- God's own county. We | :02:09. | :02:18. | |
are seeking to grow the economy right across UK, not just in Wales. | :02:19. | :02:24. | |
We are looking to move this to the saloon, Western and eastern parts of | :02:25. | :02:29. | |
the country. I was talking to local authority leaders and business | :02:30. | :02:31. | |
goods, they were all keen to support of Wales growth deal and we want to | :02:32. | :02:42. | |
ensure that north Wales plugged into northern powerhouse. Given the | :02:43. | :02:48. | |
importance of north Wales, will be Secretary of State press very clear | :02:49. | :02:52. | |
links to Manchester Airport and HS2 benefits? As an MP, will I be able | :02:53. | :03:01. | |
to build on them? The honourable member makes an important point and | :03:02. | :03:03. | |
you'll be aware of the cross-border task force that is set up. This is | :03:04. | :03:12. | |
making a bid to CP6 to see if they can establish links between the | :03:13. | :03:17. | |
rails and the roads were not well. We also want to make sure everyone | :03:18. | :03:21. | |

order to maximise the benefit, there has to be a degree of political | :03:41. | :03:45. | |
devolution, or at least an element of it, to Wells? -- Wells? It is | :03:46. | :03:54. | |
essential that we get devilish and to north Wales. It was interesting, | :03:55. | :04:04. | |
at that meeting in north Wales, the north-west part of Wales, the border | :04:05. | :04:07. | |
and the English side of the boundary all wanted this growth deal to work | :04:08. | :04:12. | |
on a cross-border basis and I am determined to by the interest of | :04:13. | :04:18. | |
that region. One of the most effective ways to rebalance the | :04:19. | :04:20. | |
economy is to empower the Welsh Government with the necessary job | :04:21. | :04:28. | |
creation, which is why I move to help increase growth for Wells. In | :04:29. | :04:33. | |
order for this work, it has to be celebrated within the right | :04:34. | :04:41. | |
framework. -- facilitated. What is the preferred reduction method for | :04:42. | :04:50. | |
Wells? -- Wales? Welcome any draft bill that we want to bring forward, | :04:51. | :04:55. | |
in terms of pride and tax varying powers, especially income tax, we | :04:56. | :04:58. | |
want to see this making a load tax economy. There are mechanisms that | :04:59. | :05:03. | |
need to be introduced in order to protect the Welsh interest in this. | :05:04. | :05:07. | |
I have met with the Chief Secretary this week and we have spoken about | :05:08. | :05:10. | |
early proposals, and they would have early discussions next week about | :05:11. | :05:17. | |
this. Does this for the most exciting prospect and what steps are | :05:18. | :05:23. | |
you taking to encourage them? He will be aware that the budget | :05:24. | :05:28. | |
focused on the city deal for Cardiff, and that is the largest | :05:29. | :05:31. | |
city deal across the whole of the United Kingdom, ?1.2 billion | :05:32. | :05:37. | |
covering ten authority areas. We are ambitious and we would likely growth | :05:38. | :05:42. | |
deal to keep increasing. We have to remember that this is in addition to | :05:43. | :05:52. | |
the Barnett agreement. Is the growth dependent on growth in the Republic | :05:53. | :05:56. | |
of Ireland and England as well? Can I well along with the secretary, a | :05:57. | :06:04. | |
ploy to ensure that we get more details about this so-called growth | :06:05. | :06:07. | |
partnership because we are the partners for north Wales. I am | :06:08. | :06:12. | |
grateful to the honourable member for his kind without support. Yes, | :06:13. | :06:18. | |
we are determined to work... The purpose of the growth deal is a | :06:19. | :06:22. | |
bottom-up approach. They have met with local authority businesses from | :06:23. | :06:26. | |
north Wales and we are determined to pursue that further. In relation to | :06:27. | :06:30. | |
Northern Ireland and the links with Republic of Ireland, I'm not quite | :06:31. | :06:33. | |
sure I can make the growth deal stretch that far, although I would | :06:34. | :06:37. | |
be interested in trying to get across the English border. This | :06:38. | :06:50. | |
Government's commitments is a major boost to the economy and the people | :06:51. | :06:53. | |
of South Wales. It makes a great difference that commuters and small | :06:54. | :07:00. | |
business owners in the strategy to rebalance the economy. May I say I | :07:01. | :07:07. | |
also welcome him to his base, it seems that not long ago we were | :07:08. | :07:13. | |
competing for the then safe Labour seat. Would my honourable friend | :07:14. | :07:19. | |
agree with me that the reduction in the tolls would also have a great | :07:20. | :07:24. | |
benefit from the Welsh tourism sector? Would you also now agree | :07:25. | :07:27. | |
that it is now time for the Welsh Government to pull its finger out | :07:28. | :07:32. | |
and develop the investments for the' four corridor. I'm grateful for the | :07:33. | :07:39. | |
kind words. May I say, there are no infrastructure projects more | :07:40. | :07:44. | |
important to the wealth economy than the upgrade to the' four corridor. | :07:45. | :07:51. | |
An audible friend, Lord H, was very committed to this, only to have it | :07:52. | :07:54. | |
cancelled on them by the party opposite when they were in | :07:55. | :07:59. | |
Government. -- Hague. Commuters have called for it, visitors have called | :08:00. | :08:02. | |
for it and the Chancellor made money specifically available for this | :08:03. | :08:05. | |
project almost three years ago. We just wish the Welsh Government would | :08:06. | :08:11. | |
get on with it. The Welsh Affairs Committee found that the operational | :08:12. | :08:14. | |
and maintenance cost of the bridge represented one quarter of the tool, | :08:15. | :08:18. | |
yet the Government has reduced the tool to half. Therefore, they are | :08:19. | :08:23. | |
making a 100% margin. When will they reduce the cost of the maintenance | :08:24. | :08:29. | |
cost in to give every chance for South Wales and the Welsh economy to | :08:30. | :08:32. | |
perform as well as anywhere else, rather than have a stranglehold on | :08:33. | :08:41. | |
it? I would hope the honourable member, and although the directors, | :08:42. | :08:46. | |
would welcome the harvesting unequal fees. We saw no action when the | :08:47. | :08:50. | |
opposite party was in power, but we have gone further than this. A small | :08:51. | :08:54. | |
group vehicle will move from a current rate of ?13 20 two less than | :08:55. | :09:00. | |
?4 when the tolls are halved. We also taking away the second class | :09:01. | :09:06. | |
told. The announcement of the cutting tolls is a hugely welcome | :09:07. | :09:08. | |
one from this conservative comment but, would you also agree with me | :09:09. | :09:12. | |
that in the longer term, the revenue generated from the tolls should not | :09:13. | :09:15. | |
exceed the cost of maintenance of the two bridges? Can I pay tribute | :09:16. | :09:23. | |
to my honourable friend for his diligent, persistent campaign on | :09:24. | :09:26. | |
this issue? I know he was the light my honourable friend was able to | :09:27. | :09:32. | |
respond to his cold and, many other calls on the side. There will be a | :09:33. | :09:38. | |
debt remaining on the tolls, even when they come back into public | :09:39. | :09:42. | |
ownership by 2018. That debt needs to be serviced, as well as | :09:43. | :09:46. | |
innovations aren't free flow traffic that we want to introduce as well. | :09:47. | :09:54. | |
Can I start by congratulating the Secretary of State and the Minister | :09:55. | :09:58. | |
on their recent appointments? We, on this site, look for two working | :09:59. | :10:02. | |
constructively with them, particularly on new Wales Bill, | :10:03. | :10:07. | |
whenever that may appear. The Chancellor did make much of the | :10:08. | :10:14. | |
tolls on the Severn Crossing and halving the fees. This is not as | :10:15. | :10:18. | |
severe as we think it is. This discount includes a 20% VAT, which | :10:19. | :10:22. | |
disappears anyway when the bridge reverts to public ownership. Instead | :10:23. | :10:29. | |
of leaving businesses still paying thousands of pounds per year, why | :10:30. | :10:32. | |
would they Government do the right thing and scrap the tolls | :10:33. | :10:40. | |
altogether? This is a very different call, a very convenient, I would say | :10:41. | :10:43. | |
as well before an election from the party opposite. They have long | :10:44. | :10:46. | |
called for the devolution of the tolls and we will feel full that the | :10:47. | :10:51. | |
tolls, as soon as they are devolved, if that was agreed, they would get | :10:52. | :10:54. | |
to a position that they would be used as a cash cow in order to | :10:55. | :11:05. | |
support the Welsh Government. The marketing in Wales has never been | :11:06. | :11:10. | |
stronger but there is a to celebrate, however unemployment has | :11:11. | :11:14. | |
fallen and the number of people working in Wales as it an all-time | :11:15. | :11:20. | |
high... May I welcome the Minister to his position and while he is | :11:21. | :11:26. | |
quite focused on the issues of steel and Port Talbot, I wonder what you | :11:27. | :11:33. | |
would think of the decision of Aston Martin to make your new DBX car in | :11:34. | :11:44. | |
the UK. It is an investment. It is an investment which will create 750 | :11:45. | :11:48. | |
highly skilled jobs in Wales and the West Midlands. I'm very grateful to | :11:49. | :11:52. | |
the Prime Minister and Michael Fallon for the work they have put | :11:53. | :11:54. | |
into achieving that success. What some name was mentioned, it | :11:55. | :12:06. | |
does not mean anything and the chamber. Sense 2012 jobs growth and | :12:07. | :12:14. | |
Wales has helped 15,000 people into meaningful employment. Devon youth | :12:15. | :12:17. | |
unemployment and Wales is falling faster than in the UK as a whole is | :12:18. | :12:23. | |
the right honourable gentleman agree the UK Government can learn from | :12:24. | :12:28. | |
Wales? These figures have highlighted some 80% of that | :12:29. | :12:32. | |
spending has been inefficient, however it is important to point out | :12:33. | :12:38. | |

Government, exactly what we saw with Aston Martin. My honourable friend | :12:44. | :12:48. | |

tribute to Andrew RT Davies, the Welsh Conservative leader, and | :12:55. | :12:57. | |
Anthony pickles for coming up with the idea of bringing the Prince of | :12:58. | :13:03. | |
Wales' regalia to wheels and particularly to praise the Prince of | :13:04. | :13:07. | |
Wales for following up that idea. What discussion is he having with | :13:08. | :13:11. | |
the Welsh Government to promote this? I will join with my honourable | :13:12. | :13:16. | |
friend and paying tribute to the leader of the most conservatives. It | :13:17. | :13:19. | |
is important to highlight the importance of tourism to the Bush | :13:20. | :13:22. | |
economy and bringing radially back to Wales would be the right thing to | :13:23. | :13:29. | |

ability of people to keep more of their own earnings create an | :14:14. | :14:17. | |
environment in which the private sector can invest and employment | :14:18. | :14:21. | |
opportunities can come to Wales in the same way as the rest of the | :14:22. | :14:25. | |
country? I agree entirely. The tax cuts which have been brought in by | :14:26. | :14:31. | |
this Government are welcomed and of particular importance in the Budget | :14:32. | :14:37. | |
was the issue of small business rates and I would call on the Welsh | :14:38. | :14:40. | |
Government to follow the UK Government in ensuring Welsh | :14:41. | :14:45. | |
businesses have the same benefits from business rates as those in | :14:46. | :14:51. | |
England. 30% of working age of disabled people are in jobs and | :14:52. | :14:55. | |
Wales compared with 46% in the UK as a whole. Why? The honourable lady | :14:56. | :15:01. | |
asks a very important question and there is more work to be done. There | :15:02. | :15:06. | |
is a need to work together on this issue. However I would highlight | :15:07. | :15:09. | |
there are more and more people with disabilities and work. Over 300,000 | :15:10. | :15:17. | |
more in the past 24 months. We must make sure the successes across the | :15:18. | :15:22. | |
country are replicated in Wales. Question number four, Mr Speaker. | :15:23. | :15:31. | |
This fuel industry is dealing with unparalleled global conditions and | :15:32. | :15:35. | |
the UK is concerned with the impact that is happening in South Wales. | :15:36. | :15:40. | |
While we cannot change the status of the global steel market our | :15:41. | :15:45. | |
objective is to overcome the challenges and achieve a sustainable | :15:46. | :15:48. | |
future for the steel industry in Wales and across the UK. | :15:49. | :15:52. | |
I thank the Minister for that answer but would he agree that in order to | :15:53. | :15:57. | |
secure the future of not only the Port Talbot site but Tata at sites | :15:58. | :16:00. | |
across the UK no option should be pulled out? Can I pay tribute to my | :16:01. | :16:07. | |
honourable friend, the member for Corbett, and how he has represented | :16:08. | :16:11. | |
his constituents and those who depend on steel-making in that area. | :16:12. | :16:16. | |
He recognises the way in which the plants are linked and I know he has | :16:17. | :16:20. | |
been working closely with the Business Secretary and myself to | :16:21. | :16:25. | |
secure the future. I can reassure my honourable friend no Stone will be | :16:26. | :16:30. | |
left unsound to secure a long-term future for the Corby plant as well | :16:31. | :16:38. | |
as those across the UK. I welcome the secretary of state to his new | :16:39. | :16:42. | |
position and I assure you that in my questions I will endeavour to give | :16:43. | :16:45. | |

approach the honourable member is taking. Surely what the steelworkers | :17:54. | :17:59. | |
want to see if the Government and opposition working together, unions | :18:00. | :18:04. | |
and the company working together, to secure the long-term future. The | :18:05. | :18:07. | |
Government has been in long-term dialogue and that is demonstrated in | :18:08. | :18:11. | |
the sales process we're not going through rather than the risk of | :18:12. | :18:18. | |
immediate closure we were facing. What my honourable friend get me a | :18:19. | :18:23. | |
assurance that he, together with the Wales office, will work with all | :18:24. | :18:27. | |
relevant departments to ensure the long-term future of Port Talbot and | :18:28. | :18:32. | |
in particular those in my constituency? I would also like to | :18:33. | :18:36. | |
pay tribute to my honourable friend, a member and dour. I know he met the | :18:37. | :18:41. | |
Business Secretary last week and I have had several conversations with | :18:42. | :18:46. | |
him and an ongoing basis in support of his constituents. This | :18:47. | :18:49. | |
demonstrates the regional impact this plant hard and the Government | :18:50. | :18:52. | |
is determined to do everything possible to secure a long-term | :18:53. | :19:00. | |
viable future for the plant. Add the secretary of state knows at | :19:01. | :19:06. | |
cyclo-cross Wales Tata steel workers produce a range of specialist | :19:07. | :19:11. | |
products. What assurances has he obtained from Tata steel they will | :19:12. | :19:15. | |
not siphon of production of the most profitable lines to the plant | :19:16. | :19:20. | |
abroad. What guarantees had to receive that the intellectual | :19:21. | :19:24. | |
property will remain with the Welsh operations in order to attract a | :19:25. | :19:28. | |
suitable buyer and safeguard many Welsh jobs? The honourable lady rate | :19:29. | :19:34. | |
is a very important job in relation to the sale of the UK operations | :19:35. | :19:39. | |
which demonstrates the positive engagement between the UK Government | :19:40. | :19:43. | |
and Tata Steel which resulted in the decision to sell off of the | :19:44. | :19:46. | |
operations rather than simply dispose of what some might see as | :19:47. | :19:51. | |
the more profitable assets. Number five, Mr Speaker. | :19:52. | :20:00. | |
We have all been an intensive, extensive discussions with Tata pop | :20:01. | :20:05. | |
months and it is due to this Government intervention that Tata | :20:06. | :20:08. | |
have agreed to ease sale process rather than immediate closure of its | :20:09. | :20:13. | |
Welch operations. I spoke to the honourable member report he went to | :20:14. | :20:17. | |

years before he was made redundant several years ago. I am from that | :21:21. | :21:24. | |
community, I understand how important the steel as to the income | :21:25. | :21:29. | |
of that area. My family have been through the good things and the | :21:30. | :21:35. | |
difficult times. The Government is in regular engagement with many of | :21:36. | :21:39. | |
the companies that work with Tata, both those who supply them and | :21:40. | :21:44. | |
customers. We are determined to do everything to support them. The | :21:45. | :21:51. | |
secretary of state for business said we should work across party on this. | :21:52. | :21:55. | |
The secretary of state for Wales has also said that. I understand he is | :21:56. | :22:01. | |
to visit on Monday, when was he in sending to tell me? I hope the | :22:02. | :22:06. | |
honourable member would be grateful or approving of a visit from a UK | :22:07. | :22:13. | |
Government minister. I have been responding to calls from local | :22:14. | :22:17. | |
workers. I was in Wrexham on the day the news broke about Shotton and | :22:18. | :22:24. | |
spoke to business leaders about the impact. I said to the community that | :22:25. | :22:29. | |
as soon as more information is available I will return and that is | :22:30. | :22:34. | |
why I am returning to Shotton next Monday. Question number six, Mr | :22:35. | :22:40. | |
Speaker. The EU makes a massive contribution to the Belgian economy. | :22:41. | :22:45. | |
It is not largest trading partner, supports thousands of jobs. -- Welsh | :22:46. | :22:52. | |
economy. The benefits are far too great a risk leaving. He is | :22:53. | :22:58. | |
absolutely right. The Welsh economy depends on EU funding to a large | :22:59. | :23:02. | |
extent. Does the Minister agree with the remaining in the EU is vital to | :23:03. | :23:07. | |
employment and training opportunities and Wales and the UK. | :23:08. | :23:13. | |
I would fully endorse the comments. EU funding has been significant in | :23:14. | :23:16. | |
reskilling the Welsh workforce and the support given to higher | :23:17. | :23:20. | |
education institutions is phenomenal. Small family farms and | :23:21. | :23:29. | |
the backbone of the West Wales rural economy. Incomes have declined over | :23:30. | :23:33. | |
the past two years by ?5,000. Does the Minister issue the concerns of | :23:34. | :23:40. | |
many organisations that the last thing we must countenance as | :23:41. | :23:44. | |
withdrawal from the EU? I would entirely endorse the comments of the | :23:45. | :23:48. | |
honourable gentleman. Both the farming unions in Wales are strongly | :23:49. | :23:54. | |
in favour of others remaining in a reformed EU and the extent of Welsh | :23:55. | :23:59. | |
agriculture products exported to the EU, 90%, is exported and we should | :24:00. | :24:07. | |
not risk that. On the spot the Minister is right. -- on this point. | :24:08. | :24:16. | |
The best position for Wales is to stay within the EU. But can he tell | :24:17. | :24:23. | |
us, at the time when Sir Terry Matthews and others support our | :24:24. | :24:30. | |
membership, can you tell us why Andrew RT Davies, the person the | :24:31. | :24:36. | |
party opposite want to be First Minister of Wales, once Wales out of | :24:37. | :24:40. | |
the EU? It is a disgrace, isn't that? The honourable lady is right | :24:41. | :24:47. | |
to highlight the support of these groups but I would make this point. | :24:48. | :24:51. | |
The Conservative Party is the Democratic party who believes | :24:52. | :24:54. | |
passionately people can make a decision about this issue are the | :24:55. | :24:59. | |
people of this country. We have offered them in referendum and it | :25:00. | :25:02. | |
will make a decision in ten weeks' time. We believe any disabled person | :25:03. | :25:13. | |
who wants to what should be able to. There will be a real terms spending | :25:14. | :25:16. | |
increase in supporting disabled people into what which will ensure a | :25:17. | :25:21. | |
valuable talent and skill will be further recognised within the Welsh | :25:22. | :25:27. | |
