busy A 153, crosses the A 158. The single carriageway roads cannot cope | :05:58. | :06:01. | |
with the traffic between the city of Lincoln, the mar Cabinet town of | :06:02. | :06:07. | |
Louth and the East Coast. Will he meet me and the local councillors to | :06:08. | :06:12. | |
discuss what can be done to get rid of bottlenecks to help the local | :06:13. | :06:16. | |
residents and businesses and encourage more tourism to the | :06:17. | :06:24. | |
wonderful Lincolnshire coast? The honourable lady is an art I can late | :06:25. | :06:28. | |

in the light of the IPPR report, including the significance of that | :07:52. | :07:56. | |
trans-Pennine connection. It is important that we see all of our | :07:57. | :08:03. | |
transport needs, not just in terms of north/south links but east/west | :08:04. | :08:10. | |
links. I know many members as we both do | :08:11. | :08:14. | |
will recognise that. I am happy to look at the options. She will know | :08:15. | :08:18. | |
that we are considering a range of ways of making the links real. She | :08:19. | :08:24. | |
in her role of the select chairman will want to test me further when | :08:25. | :08:31. | |
she calls me before her. Will my right honourable friend have | :08:32. | :08:37. | |
regard to the reports from the great eastern and west Anglian taskforces | :08:38. | :08:40. | |
chaired by two of his colleagues, about the contribution that they can | :08:41. | :08:46. | |

Transport when making similar arguments about the importance of | :09:13. | :09:16. | |
the links. I look forward to studying that report. When I do so I | :09:17. | :09:21. | |

Christmas shopping centre. Will the minister work with the Highways | :10:07. | :10:10. | |
agency to see the error of their ways? I might make a general point. | :10:11. | :10:18. | |
The first day I was in this particular job, I met the Highways | :10:19. | :10:23. | |
England as they are now called and was clear that what they must do | :10:24. | :10:27. | |
better is to give proper notice of plans that they have to communicate | :10:28. | :10:32. | |

The A 34 is one of the most important roads for our economy from | :11:09. | :11:15. | |
the south to the Midlands. It is becoming dangerous with two recent | :11:16. | :11:21. | |
rash crashes and fatalities. I would like him to hold a round table with | :11:22. | :11:27. | |
me and Oxfordshire MPs to discuss safety and the freerunning of the A | :11:28. | :11:38. | |
34? My table grows ever more round! I am none the worse for it, by the | :11:39. | :11:45. | |
way. I am familiar with that road. He will know it is a scheme which | :11:46. | :11:51. | |
has had a number of suggestions made for its improvement. It is important | :11:52. | :11:55. | |
that the House understands that there are always demands on | :11:56. | :11:58. | |
different roads and different ideas about how the demands are met. The | :11:59. | :12:03. | |
process that we are engaged in, is while we study those things | :12:04. | :12:09. | |
carefully and the consultation that the honourable gentleman recommends. | :12:10. | :12:13. | |
I am delighted to speak to him about any matter in this House including | :12:14. | :12:15. | |
the one he raised today. The government talks about | :12:16. | :12:24. | |
rebalancing the economy and it is interesting what he said about | :12:25. | :12:43. | |
east-west links. Can we extend the 65 all the way to Scotch | :12:44. | :12:46. | |
Corner? There are millions of people in the north-east leading connecting | :12:47. | :12:48. | |
directly to millions of people, and this will be a vital infrastructure | :12:49. | :12:51. | |
link that would rebalance that economy. Again, the honourable | :12:52. | :12:53. | |
gentleman is known for making that case, and the case of the links that | :12:54. | :12:57. | |
would be sufficient to give a further boost to his economy. There | :12:58. | :13:01. | |
have been scurrilous suggestions that the Northern Powerhouse has | :13:02. | :13:07. | |
faltered in some way. Let me tell you this. The Northern Powerhouse | :13:08. | :13:12. | |
has not only -- is not only alive and well, it will thrive under this | :13:13. | :13:18. | |
government, and that will include the kind of infrastructure | :13:19. | :13:21. | |
investment is necessary not only to provide transport links but to boost | :13:22. | :13:27. | |
economic growth, build skills and spread opportunity. We are | :13:28. | :13:30. | |
government with big ideas that puts into action for the benefit of our | :13:31. | :13:34. | |
people. Following the electrification, | :13:35. | :13:50. | |
Network Rail are working towards their final design for the programme | :13:51. | :13:53. | |
as set out in the Henley review last year. Worked to increase capacity on | :13:54. | :13:59. | |
this route has started. -- has already started. The East Midlands | :14:00. | :14:02. | |
region has had the lowest level of rail spending per head in everyone | :14:03. | :14:08. | |
of the last six years. We have discovered that the pausing of the | :14:09. | :14:15. | |
mainline wasted almost ?40 million and cost countless jobs in the | :14:16. | :14:19. | |
supply chain. Now there are rumours it could be cancelled or deferred | :14:20. | :14:23. | |
again. Will he take this opportunity to confirm that the line will be | :14:24. | :14:27. | |
electrified all the way to Nottingham and Sheffield by 20 23? | :14:28. | :14:33. | |
And will he commit to real action to ensure that there are no further | :14:34. | :14:41. | |
delays or broken promises? I congratulate her on still carrying | :14:42. | :14:44. | |
out her former brief, who knows when she might return to her front bench | :14:45. | :14:48. | |
to continue in that role. The important point she made about the | :14:49. | :14:53. | |
East line to the East Midlands, and in my view the supply chain in the | :14:54. | :14:56. | |
East Midlands does not just depend on this one project. The investment | :14:57. | :15:01. | |
in bombarding a in trains from East Anglia is one way of safeguarding | :15:02. | :15:09. | |
this. -- Bombardier. We have already completed ten kilometres of new | :15:10. | :15:15. | |
line. Nearly nine kilometres of an existing line have been improved as | :15:16. | :15:20. | |
well. Ten kilometres of new earthworks. New viaducts, so the | :15:21. | :15:31. | |
work is ongoing on the line, and we are looking to improve capacity as | :15:32. | :15:37. | |
well. I'm delighted to hear the Northern Powerhouse is alive and | :15:38. | :15:41. | |
well, and would he agree that if it is to have real effect it is | :15:42. | :15:45. | |
connectivity, not just between connectivity, not just between | :15:46. | :15:50. | |
cities, but also between the times the North is made? I would like to | :15:51. | :15:53. | |
thank ministers for the initial investment in the bypass, but would | :15:54. | :16:00. | |
he also look at the reopening of Midwich railway station? I was born | :16:01. | :16:05. | |
and bred in a ten close to Midwich. I am well aware in my 40 years of | :16:06. | :16:15. | |
the importance it has had, and I look forward to working with her to | :16:16. | :16:21. | |
progressing the business case for the station. Electrification was due | :16:22. | :16:26. | |
to be completed by 2020, that is also the date when all trains have | :16:27. | :16:31. | |
to comply with the new disability legislation. What is the government | :16:32. | :16:36. | |
going to do between 2020 and 2023, when the old trains on the line with | :16:37. | :16:42. | |
the slam doors do not comply with this legislation? Will the | :16:43. | :16:47. | |
government put in temporary rolling stock or change the legislation? He | :16:48. | :16:51. | |
is right to point out the commitments we have made. We need to | :16:52. | :16:58. | |
increase capacity, particularly at peak hours. So we are looking | :16:59. | :17:02. | |
carefully at how we can deliver on this. In the plans to re-energise | :17:03. | :17:07. | |
the electrification, would he ensure that the branch line running through | :17:08. | :17:14. | |
my constituency is added into that plan, as it was unaccountably missed | :17:15. | :17:19. | |
out of the original? I am not familiar with that particular branch | :17:20. | :17:23. | |
line, but I will look into it and write to the honourable gentleman. | :17:24. | :17:27. | |
With faster line speeds that electrification will bring, will he | :17:28. | :17:32. | |
look to reinstate the half hourly service north from catering that was | :17:33. | :17:36. | |
cut to an hourly service under the last Labour government? -- | :17:37. | :17:42. | |
Kettering? There are always a number of opportunities that come around in | :17:43. | :17:48. | |
Rolling stock and on lines, so we will feed back into all | :17:49. | :17:52. | |
consultations as to how we best make use of the re-profiling of the line. | :17:53. | :18:03. | |
The safety of the public is our top priority. We are working closely | :18:04. | :18:07. | |
with the CAA industry to address the safe use of drones. We are | :18:08. | :18:10. | |
continuing to adapt and strengthen regulations as the use of them | :18:11. | :18:15. | |
evolves. The current framework balances rules on safety and strong | :18:16. | :18:26. | |
penalties for misuse,... I asked him what assessment he had made of the | :18:27. | :18:32. | |
effect on aviation safety. How real is this risk? I know he knows it was | :18:33. | :18:36. | |
discussed at the trade union Congress this week, but we need to | :18:37. | :18:42. | |
know what the risk is, and what steps the government is taking | :18:43. | :18:45. | |
before we end up with the inevitable ministerial statement about lessons | :18:46. | :18:52. | |
learned? He is right about the TUC discussing it yesterday, and they | :18:53. | :18:59. | |
are right to raise this. It is an emerging technology and the risk is | :19:00. | :19:03. | |
dynamic, we need to keep constant analysis and place about what it | :19:04. | :19:10. | |
poses. It is not just irresponsible use, it could be malevolent use. You | :19:11. | :19:14. | |
can imagine drones could be used by all kinds of agents to do all kinds | :19:15. | :19:20. | |
of things. So the assurance I give him is that I will make sure that my | :19:21. | :19:24. | |
department is continuing that analysis, making sure the regulatory | :19:25. | :19:31. | |
framework is fit for purpose having done that analysis, and I think the | :19:32. | :19:35. | |
best thing to do that is for me to come back to the House and give | :19:36. | :19:41. | |
regular reports on how it is going. The honourable gentleman always | :19:42. | :19:45. | |
takes a diligent interest in the affairs of this House, and he raised | :19:46. | :19:52. | |
an important issue which is one that we have to take extremely seriously. | :19:53. | :20:00. | |
My constituent tells me that drones are not only an issue or danger to | :20:01. | :20:08. | |
aircraft, but also it affects privacy, copyright law, and also is | :20:09. | :20:16. | |
a danger to people who might be visiting the castle in my | :20:17. | :20:23. | |
constituency, with the drone on people's heads. When will we see | :20:24. | :20:29. | |
tighter instructions and education about how to use drones? | :20:30. | :20:31. | |
Intellectual property rights. That was the phrase I was searching for | :20:32. | :20:38. | |
earlier. And you found it! Just to be clear, we do take drones very | :20:39. | :20:48. | |
seriously, and anyone who recklessly or negligently commits the drawn to | :20:49. | :20:51. | |
endanger any person or property can face a fine of up to ?5,000. Or two | :20:52. | :20:59. | |
years imprisonment. We're not taking matters lightly. But the point he | :21:00. | :21:05. | |
makes and a gentleman opposite, because this technology is evolving | :21:06. | :21:09. | |
is very important but we do important work to look at this scale | :21:10. | :21:13. | |
and type of danger we face, and in the framework can be fit for | :21:14. | :21:21. | |
purpose. To the department have any cooperation with the MoD in relation | :21:22. | :21:28. | |
to security and the threat that drones pose for the security of the | :21:29. | :21:33. | |

something the MOD and the Home Office took very seriously indeed. | :21:43. | :21:47. | |
So he can be absolutely sure that across government we are looking at | :21:48. | :21:52. | |
this matter because, as I said earlier, it is not just about | :21:53. | :21:55. | |
irresponsible use, it may be malevolent use. With your permission | :21:56. | :22:05. | |
I will answer this question together with question seven. The government | :22:06. | :22:11. | |
is committed to delivering the important infrastructure projects | :22:12. | :22:15. | |
that this country needs, including delivering a runway capacity in the | :22:16. | :22:18. | |
south-east on the timetable set by the Airports Commission. We are | :22:19. | :22:22. | |
currently undertaking further work, including assurance of the airport | :22:23. | :22:28. | |
commission's evidence, and a decision will be made public | :22:29. | :22:34. | |
shortly. The new Transport Secretary is a fierce advocate that exiting | :22:35. | :22:39. | |
the EU has done more than enough already to create economic havoc. | :22:40. | :22:42. | |
Perhaps he will use his new position to mitigate some of this damage by | :22:43. | :22:48. | |
putting an end to this third runway debacle, and if not well he | :22:49. | :22:52. | |
apologised to businesses and commuters in Scotland forbidding the | :22:53. | :22:58. | |
economic interests on -- for putting the economic interests on the line. | :22:59. | :23:04. | |
I would like to apologise that some of the things we said the economy | :23:05. | :23:12. | |
have proven not to be the case, but the economy continues to do well. | :23:13. | :23:15. | |
The government will always have a commitment to the people of Scotland | :23:16. | :23:20. | |
as part of one United Kingdom, and the position we seek to take on | :23:21. | :23:23. | |
runway capacity in the south-east, whatever it may be, will be a | :23:24. | :23:27. | |
decision that is also designed to benefit the whole United Kingdom by | :23:28. | :23:31. | |
improving connectivity to the world. When reminded of his words, no ifs, | :23:32. | :23:40. | |
no buts, no third runway, the previous Prime Minister said it | :23:41. | :23:46. | |
would be this summer, but it is October for a decision on Heathrow, | :23:47. | :23:50. | |
but the Prime Minister seems to be erasing all evidence of her | :23:51. | :23:56. | |
predecessor of this. It looks like it is going to be a free vote, can | :23:57. | :24:01. | |
he confirm or deny this? To my constituents, it looks protracted... | :24:02. | :24:10. | |
Order, shorter questions. She's going to have to wait for us to set | :24:11. | :24:14. | |
out our plans. This is an important decision for the nation, one would | :24:15. | :24:18. | |
need to get on with. We have seen a significant change in administration | :24:19. | :24:22. | |
across the summer. It is right and proper that the Prime Minister and I | :24:23. | :24:25. | |
are prepared to take the decision we need to take and we will make sure | :24:26. | :24:32. | |
we are suitably prepared. Will my right honourable friend agree that | :24:33. | :24:39. | |
if we want to keep London as the hub airport for western Europe, it is | :24:40. | :24:43. | |
crucial that we deal with the capacity problems that currently | :24:44. | :24:50. | |
affect Heathrow in particular? This saga has been going on for so long. | :24:51. | :24:55. | |
Can I ask my right honourable friend that he ensures that we do not have | :24:56. | :25:02. | |
any further delays in reaching a conclusion on the Davis | :25:03. | :25:07. | |
recommendations, and can I tell them that there is only one obvious | :25:08. | :25:14. | |
answer, which is Heathrow. As you know, there are differing opinions | :25:15. | :25:17. | |
across the House. It is right and proper that the government looks at | :25:18. | :25:22. | |
all three options recommended to us by the Davis commission in a | :25:23. | :25:24. | |
dispassionate way, assess the strengths and weakness of what is | :25:25. | :25:28. | |
offered, and takes the right decision in the interests of the | :25:29. | :25:35. | |
nation, which is what we will do. As Britain leads the European Union we | :25:36. | :25:39. | |
will have to develop more markets in Asia and the Far East, which means | :25:40. | :25:43. | |
more passenger traffic and more freight traffic. Is it not therefore | :25:44. | :25:47. | |
essential that riverboats plans for the freight hub at Manston Adelaide | :25:48. | :25:53. | |
to proceed to be successful, and we preserve Manston as a national | :25:54. | :26:01. | |
interest? -- hub at Manston are allowed to proceed. I can say to him | :26:02. | :26:08. | |
that this government would be perfectly supportive of proposals to | :26:09. | :26:12. | |
develop a freight hub, but it has to be a matter for the local community, | :26:13. | :26:17. | |
the owners, the local authority, and I hope the right decision will be | :26:18. | :26:21. | |
made in the interests of the nation. There will be 370,000 tonnes of | :26:22. | :26:26. | |
steel in Heathrow expansion, and Heathrow made a commitment to use UK | :26:27. | :26:31. | |
steel. What will the Secretary of State do to ensure that whatever the | :26:32. | :26:36. | |
decision on the infrastructure for airports' UK steel is used in that | :26:37. | :26:43. | |
expansion? I am an unashamed champion for the businesses of this | :26:44. | :26:47. | |
country and for what we do as a nation, giving them the best | :26:48. | :26:50. | |
opportunities. We are an outward facing nation and will always do | :26:51. | :26:53. | |
business with companies from around the world, but it is proper that we | :26:54. | :26:58. | |
should also be champion for those organisations that deliver in this | :26:59. | :27:01. | |
country. The steelmakers are one of those, and I am proud that railways | :27:02. | :27:05. | |
use almost entirely British steel, and I want to see it used on all | :27:06. | :27:11. | |
major infrastructure projects. While residents would agree that there is | :27:12. | :27:16. | |
a need for airport expansion, is he aware that -- does he agree with the | :27:17. | :27:23. | |
concern about the 3 million people living under the flight path at | :27:24. | :27:27. | |

campaigning for, and into Hertfordshire. It was found by | :43:12. | :43:16. | |
Crossrail, Transport for London and Network Rail to offer poor value for | :43:17. | :43:19. | |
money, therefore we are not taking it forward at this time, but we keep | :43:20. | :43:26. | |
it under review. As much as I would like my constituents to benefit from | :43:27. | :43:32. | |
an expanded cross -- Crossrail network, geography makes it | :43:33. | :43:36. | |
unlikely. Can he tell me what his assessment is of his submission from | :43:37. | :43:39. | |
