encouraged by that response. Can I

the shift from voluntary donation,

of the state taking a decision
through presumed consent, is having | 0:01:19 | 0:01:23 | |
an impact on the reduction in the
number of live donors we have seen | 0:01:23 | 0:01:26 | |
over the last three years? The first
thing I would say is, I part company | 0:01:26 | 0:01:34 | |
with his discussion that we are
moving towards the state taking | 0:01:34 | 0:01:38 | |
control. We are talking about having
a register where people physically | 0:01:38 | 0:01:43 | |
opt out rather than opt in. The next

As regards live donation, the issues
surrounding that are very complex. | 0:01:51 | 0:01:57 | |
One of the reasons why we are seeing
a decline in live donation is | 0:01:57 | 0:02:00 | |
because the waiting lists for
receiving an organ are coming down, | 0:02:00 | 0:02:05 | |
which is reducing the need for live
donors. I think we should keep | 0:02:05 | 0:02:12 | |
watching that. The evidence relates
to the fact that hundreds of people | 0:02:12 | 0:02:14 | |
die because we don't have enough
donors. Can I thank the Minister for | 0:02:14 | 0:02:18 | |
the work she is doing in bringing
for this consultation and ask her | 0:02:18 | 0:02:21 | |
what more can be done to widen
public participation? I thank him | 0:02:21 | 0:02:28 | |
for his support and for the very

Perhaps I could thank the daily
Mirror for their very public | 0:02:33 | 0:02:36 | |
displays of education they did to

something that we all need to make
an effort to do. There is no doubt | 0:02:41 | 0:02:44 | |
that the public are hugely in favour
of the nation. They want to be able | 0:02:44 | 0:02:48 | |
to support it as best they can. But
it has fallen from public | 0:02:48 | 0:02:52 | |
consciousness and I think everyone
of us has the to raise awareness | 0:02:52 | 0:02:56 | |
amongst the public, get involved in
the consultation. Have a real | 0:02:56 | 0:02:59 | |
debate. What we need to do is ensure
that people are willing to donate | 0:02:59 | 0:03:04 | |
their organs so we can save more
lives. There are a significant | 0:03:04 | 0:03:14 | |
number of people who are on the
register. Many people die a day | 0:03:14 | 0:03:20 | |
because "Correct organs. Is she

suffer from more diseases that

we are keen to do. Only this week, I
met with organisations connected | 0:03:53 | 0:04:00 | |
with the black and Asian communities
to discuss how we can communicate to | 0:04:00 | 0:04:03 | |
get the right messages through the
right messages to encourages people | 0:04:03 | 0:04:08 | |
to join the register. I thank her
for her response. I fully support | 0:04:08 | 0:04:12 | |
the opt out organ donation, as I
believe it will increase the | 0:04:12 | 0:04:19 | |
donation pool. But could the
Minister outlined further the most | 0:04:19 | 0:04:22 | |
recent statistics on the Welsh
Department of Health should increase | 0:04:22 | 0:04:25 | |
in provision of organs due to
presumed consent? As it's been a | 0:04:25 | 0:04:29 | |
success so far? I thank him for his
support. I agree with him that the | 0:04:29 | 0:04:37 | |
figures from Wales are actually a
very early stage but I think we are | 0:04:37 | 0:04:41 | |
looking at the system we're planning
on introducing, it is very common | 0:04:41 | 0:04:45 | |
with the one that currently exists
in Spain, it is the issue not so | 0:04:45 | 0:04:48 | |
much whether the register is moving
forward to opt out, it is all the | 0:04:48 | 0:04:52 | |
wraparound care that goes with that,
the specialist nurses that speak | 0:04:52 | 0:04:55 | |
with relatives when they are going
through the com of losing a loved | 0:04:55 | 0:05:00 | |
one, plus the public debate that

the trauma. That is what will lead

outlined how he is working locally

make sure they are aware of this new

Public-health health England, which

who work within government, will be

trusts across our country to make

out there with the -- ragged mothers

an important role to play in that

play her part in that as well.

remains under sustained pressure,
which is why we remain committed to | 0:07:09 | 0:07:11 | |
increasing the number of doctors
working in general practice by 5000. | 0:07:11 | 0:07:15 | |
However challenging that might be.
Does he not think it is unfortunate | 0:07:15 | 0:07:21 | |
that at a time when GP services are
being sustained, local hospital | 0:07:21 | 0:07:26 | |
services in some areas are being
reduced? Does he share my concern | 0:07:26 | 0:07:30 | |
that some NHS Trust managers and
clinical commissioning groups seem | 0:07:30 | 0:07:35 | |
hell-bent on removing valued local
services from our smaller hospitals, | 0:07:35 | 0:07:40 | |
such as at Driffield and
Bridlington? He has talked | 0:07:40 | 0:07:47 | |
extensively about this in private
and I fully understand his concerns. | 0:07:47 | 0:07:50 | |
I would say that the Government is
increasing funding to the NHS, and | 0:07:50 | 0:07:55 | |
that involves extra money going both
for out of hospital services like | 0:07:55 | 0:08:00 | |
general practice and for hospital
services, and we expect all areas of | 0:08:00 | 0:08:04 | |
the country to find sensible ways
for those sectors to work together. | 0:08:04 | 0:08:10 | |
I refer members to my register of
interest. As the Secretary of State | 0:08:10 | 0:08:14 | |
has seen the recent Royal College of
GPs report, looking at how to | 0:08:14 | 0:08:20 | |
inspire a career career in general
practice whiz-mac will he consider | 0:08:20 | 0:08:23 | |
the recommendations to help better
support GP and medical student | 0:08:23 | 0:08:29 | |
placements in general practice? I
will absolutely consider the very | 0:08:29 | 0:08:35 | |
sensible recommendations in the
report. People like him and indeed | 0:08:35 | 0:08:39 | |
on our side of the House, people who
have been GPs do a fantastic job in | 0:08:39 | 0:08:45 | |
flying the flag for general
practice. I think we are making some | 0:08:45 | 0:08:47 | |
progress. 3157 medical school
students have gone into general | 0:08:47 | 0:08:53 | |
practice as a specialty, which is
the highest ever, but there is lots | 0:08:53 | 0:08:56 | |
more work to do. I would very much
welcome the additional funding that | 0:08:56 | 0:09:02 | |
this Government has put into the
NHS, but constituents tell me that | 0:09:02 | 0:09:07 | |
they can better manage chronic
conditions and illnesses if they | 0:09:07 | 0:09:11 | |
have consistent care from general
practitioners, something they find | 0:09:11 | 0:09:16 | |
very difficult to access in some
surgeries in my constituency. | 0:09:16 | 0:09:20 | |
Because of problems with recruitment
and retention. What is he doing with | 0:09:20 | 0:09:24 | |
his team to make sure we can lessen
that problem? I totally agree, I | 0:09:24 | 0:09:30 | |
think one of the best things about
the NHS is having a GP who knows you | 0:09:30 | 0:09:34 | |
and your family, and I think there
is a lot of evidence that it is the | 0:09:34 | 0:09:38 | |
best way to manage people with
long-term conditions, as she rightly | 0:09:38 | 0:09:42 | |
says. The truth is that for a very
long time, governments on both sides | 0:09:42 | 0:09:47 | |
have not invested as much as we
should in general practice. We are | 0:09:47 | 0:09:51 | |
trying to put that right. Part of
that is actually flying the flag for | 0:09:51 | 0:09:56 | |
what an exciting career it is. It is
the one part of medicine where you | 0:09:56 | 0:10:00 | |
have an ongoing relationship with
patients and their families over | 0:10:00 | 0:10:03 | |
their whole lives, and that is
something that is very motivating. | 0:10:03 | 0:10:07 | |
Thank you. The capacity and
availability of at least one of the | 0:10:07 | 0:10:12 | |
GP surgeries in my constituency are
both profoundly affected by their | 0:10:12 | 0:10:16 | |
relationships with NHS property
services, with incomplete | 0:10:16 | 0:10:19 | |
maintenance jobs and vastly
increased rent being a problem. Will | 0:10:19 | 0:10:23 | |
the Secretary of State meet with me
and that practice manager to discuss | 0:10:23 | 0:10:26 | |
this? | 0:10:26 | 0:10:31 | |
The idea understand the concerns
that she raises and who have been | 0:10:31 | 0:10:34 | |
raised by a number of members. There
are historic issues about the | 0:10:34 | 0:10:42 | |
numbers of rent charges which are
not fear when you look at the | 0:10:42 | 0:10:46 | |
variation of what is charged to GP
practices across the country. I will | 0:10:46 | 0:10:50 | |
look into those issues. The NHS has
lost 1300 full-time GP equivalents | 0:10:50 | 0:11:00 | |
in the last three years and 200
partners in the same period. Given | 0:11:00 | 0:11:04 | |
that 20% of the GP workforce is aged
over 60, it is clear there is a | 0:11:04 | 0:11:10 | |
retirement time looming. What steps
does the Secretary of State intend | 0:11:10 | 0:11:15 | |
to take to address the looming
crisis. Patients are waiting longer | 0:11:15 | 0:11:21 | |
than ever free surgery appointment.
I would respectfully say I think the | 0:11:21 | 0:11:26 | |
figures she has pointed out that
would actually take account of local | 0:11:26 | 0:11:30 | |
doctors, but there is nonetheless a
very big problem, and she is right | 0:11:30 | 0:11:34 | |
to draw that to the attention of the
house. First of all, we need to | 0:11:34 | 0:11:39 | |
encourage more medical school
graduates to go into that as a | 0:11:39 | 0:11:44 | |
specialty and our objective is that
half of all medical school graduates | 0:11:44 | 0:11:48 | |
should choose general practice as
their specialty. We are making good | 0:11:48 | 0:11:53 | |
progress, but retention is also
extremely important, and that's why | 0:11:53 | 0:11:56 | |
we are putting in place a number of
programmes that will make it easier | 0:11:56 | 0:12:00 | |
for GPs who want to work a limited
period of time to work flexibly and | 0:12:00 | 0:12:04 | |
make it easier for people who have
family responsibilities to | 0:12:04 | 0:12:08 | |
potentially work from home. | 0:12:08 | 0:12:18 | |
We had productive discussions with
the Chancellor of the Exchequer head | 0:12:19 | 0:12:22 | |
of the Budget which led to a £2.8
billion increase in NHS revenue | 0:12:22 | 0:12:27 | |
funding and a three Eddie Howe
billion pounds increase in capital | 0:12:27 | 0:12:31 | |
funding. Given that the NHS trusts
in England are facing an | 0:12:31 | 0:12:38 | |
accumulative shortfall of over £1
billion and still one in six | 0:12:38 | 0:12:43 | |
patients attending A & E will wait
for over 4-mac Iris to be treated, | 0:12:43 | 0:12:46 | |
what will be Secretary of State be
telling managers to focus on this | 0:12:46 | 0:12:52 | |
winter? I am bemused to hear that
question from the honourable | 0:12:52 | 0:12:58 | |
gentleman given that over the last
4-mac years, NHS funding in England | 0:12:58 | 0:13:04 | |
has increased by 10%. In Scotland,
it has only increased by 5%. | 0:13:04 | 0:13:09 | |
Scotland has now got the longest
waiting times on record for elective | 0:13:09 | 0:13:14 | |
surgery. What are we saying to NHS
managers? We are seeing we | 0:13:14 | 0:13:18 | |
understand how tough it is. You and
your team's are doing a brilliant | 0:13:18 | 0:13:22 | |
job and we want to do everything we
can to support you through what will | 0:13:22 | 0:13:27 | |
be a challenging winter. Can I

Friend on securing the extra funding

effectively in his Department, and

important thing to think about at

fully funded or met next year? I've

press release welcoming the £1.4

Royal Devon of Exeter got in the

Budget, but for some extraordinary

Let me tell right honourable
gentleman that the NHS... This was | 0:15:01 | 0:15:07 | |
something many people commented on,
got a lot more money than it was | 0:15:07 | 0:15:11 | |
expecting in the winter announcement
and money that will, to answer his | 0:15:11 | 0:15:15 | |
question, make a big difference in
helping the NHS get back to meeting | 0:15:15 | 0:15:19 | |
its constitutional waiting time
targets. First of all, can I welcome | 0:15:19 | 0:15:28 | |
the winter allocation for the
hospitals in my area, which was very | 0:15:28 | 0:15:31 | |
welcome. Given the improvements in
my hospital area theory, which the | 0:15:31 | 0:15:40 | |
Minister agree that leadership is as
important as funding? He is | 0:15:40 | 0:15:46 | |
absolutely right to say that. Both
matter. You need to have the right | 0:15:46 | 0:15:51 | |
level of funding, but one of the
highlights for me this year was | 0:15:51 | 0:15:56 | |
visiting his local trust in Carlisle
and the new tours will | 0:15:56 | 0:15:59 | |
transformation in readership. This
was one of the most troubled trusts | 0:15:59 | 0:16:02 | |
in the NHS. Thanks to the dedication
of everyone working there, they have | 0:16:02 | 0:16:08 | |
turned things around. The Scottish
Government already pays nurses and | 0:16:08 | 0:16:15 | |
the resistance the highest rates in
the UK, has maintained the nursing | 0:16:15 | 0:16:19 | |
bursary and has now committed to a
3% pay rise for those earning | 0:16:19 | 0:16:24 | |
£30,000 or less. Does the Secretary
of State recognised that his failure | 0:16:24 | 0:16:27 | |
to similarly value NHS staff in
England is one of the reasons | 0:16:27 | 0:16:31 | |
nursing vacancy rates is more than
double that of Scotland? What I | 0:16:31 | 0:16:35 | |
recognise is that life expectancy
continues to rise in England, but | 0:16:35 | 0:16:40 | |
has ground to a halt in Scotland.
One of the reasons for that is | 0:16:40 | 0:16:45 | |
because his party has consistently
not taking the extra resources it | 0:16:45 | 0:16:47 | |
could and put them into the NHS and
Member other priorities. At the last | 0:16:47 | 0:16:55 | |
health questions, the Health
Secretary said that funding the new | 0:16:55 | 0:16:58 | |
Chancellor to remove the pay gap
would be based on productivity | 0:16:58 | 0:17:00 | |
improvements. Could he therefore it
collaborate on what productivity | 0:17:00 | 0:17:06 | |
improvements are expected and when
will NHS England staff get a pay | 0:17:06 | 0:17:09 | |
rise they deserve? Deserve? We are

productivity. We are looking at
allsorts of things including the | 0:17:19 | 0:17:25 | |
weight increments are some works and
I am very hopeful that we'll have a | 0:17:25 | 0:17:30 | |
modern contract fit for the future
for gender for a change staff and | 0:17:30 | 0:17:35 | |
something that allows us to go
beyond the 1% as the Chancellor has | 0:17:35 | 0:17:39 | |
authorised me to do. It is not just
don't funding. These editors state | 0:17:39 | 0:17:45 | |
recently wrote to East Sussex health
trust to recognise the fact that the | 0:17:45 | 0:17:49 | |
A & E Department of the most
improved the last six months. When I | 0:17:49 | 0:17:53 | |
spoke to be chief executive, his
point was that management focus | 0:17:53 | 0:17:57 | |
around target and delivery was the

week and was able to congratulate

be pleased that we have been able to

It's not just about money. They say
it is all about money, we know the | 0:18:20 | 0:18:27 | |
quality of leadership makes a
critical difference in turning round | 0:18:27 | 0:18:32 | |
hospitals and making them the best
in the world. In the last few weeks, | 0:18:32 | 0:18:38 | |
Simon Stephens and another number of
others told the Government the NHS | 0:18:38 | 0:18:46 | |
does not have the funding it needs.
It is blatantly obvious that with | 0:18:46 | 0:18:52 | |
performance, treatment is rationed
and staff demoralised after seven | 0:18:52 | 0:18:55 | |
years are paid restriction that
funding is not sufficient. Even | 0:18:55 | 0:19:02 | |
though the Secretary of State has a
new-found enthusiasm for 280 | 0:19:02 | 0:19:06 | |
character statements, I am asking
for him today is one word. If the | 0:19:06 | 0:19:10 | |
NHS getting the funding it says it
needs, yes or no? | 0:19:10 | 0:19:15 | |

We must observe the terms of the
debate. Don't play games with the | 0:19:23 | 0:19:30 | |
traditional and established

am delighted that his local hospital

local press. The difference between

debating with him over the years, is
that we both want to find extra | 0:19:53 | 0:19:58 | |
money for the NHS. He would do it by
hiking corporation tax that would | 0:19:58 | 0:20:03 | |
destroy jobs on this side of the
house. We want to create jobs and | 0:20:03 | 0:20:07 | |
that's what wording. -- that is what

Mr Speaker, I will also answer

will receive an additional £2
billion for social care of the next | 0:20:19 | 0:20:24 | |
three years as announced in March

given councils access to up to a lot

next two years as a result of

councils are able to increase

real terms in each of the next three

England, prove that all the people
in deprived areas like my own | 0:20:48 | 0:20:52 | |
constituency are twice as likely to

issue is addressed immediately, and

is the season for goodwill and

House and assurance that he will

ensure that no child in this country

course we want no child in England,

malnutrition. I mentioned the

scheme, healthy start is an

encourages a healthy diet to

and children. It is exactly that

issue. The recently announced life
sciences sector deal draws in | 0:36:45 | 0:36:58 | |
significant investment into the
sector from across the world, | 0:36:58 | 0:37:01 | |
ensuring the next wave of
breakthrough treatments, innovative | 0:37:01 | 0:37:04 | |
research and the technologies and
highly skilled jobs are created | 0:37:04 | 0:37:07 | |
right here in Great Britain. I thank
the Minister for that answer but in | 0:37:07 | 0:37:13 | |
Scotland today there are over 600
life sciences organisations employ | 0:37:13 | 0:37:16 | |
more than 30,000 people, which makes
Scotland one of the largest life | 0:37:16 | 0:37:21 | |
sciences clusters in Europe. But

some more detail on the sector and

give even more strength to this

UK? The sector's commercial

across the whole of the UK, which I

number of strong emerging life

Leeds, Sheffield, Glasgow, south

broad spread. Medical research

developing new medical treatment.

which enables university to unlock
investment, has been frozen since | 0:38:02 | 0:38:05 | |
2010. Will the Secretary of State

about it in real terms in line with

investment? I can come back to him

that promises made to improve mental

people who need them are about to be
betrayed. Is she wrong, and isn't it | 0:39:27 | 0:39:31 | |
true that without proper funding
staff, the Prime Minister bold-mac | 0:39:31 | 0:39:34 | |
pledge to transform mental health
services will not be met? Well, does | 0:39:34 | 0:39:40 | |
-- as he knows, we have published a
strategy to deliver exactly the | 0:39:40 | 0:39:44 | |
commitment the Prime Minister has
made. I can report we have had a | 0:39:44 | 0:39:48 | |
significant increase in the
workforce. There has been a 47% | 0:39:48 | 0:39:56 | |
increase. If I talk about psychiatry
consultants, we are up from 4026, | 0:39:56 | 0:40:04 | |
two 4292. Community psychiatric
nurses are up from 50,500, to 16,600 | 0:40:04 | 0:40:12 | |
58. So, we are delivering the
workforce to deliver on diagnosis | 0:40:12 | 0:40:18 | |
commitments and I think the most
important thing is rather than trade | 0:40:18 | 0:40:22 | |
numbers, let us look at improving
patient care. In psychiatric | 0:40:22 | 0:40:31 | |
conditions, they are unlikely to
routinely encounter that. How can we | 0:40:31 | 0:40:35 | |
make better use of GPs in mental
health? As he identifies, the key to | 0:40:35 | 0:40:43 | |
this is training, but it is also
essential, the ability for GPs to | 0:40:43 | 0:40:49 | |
signpost people to appropriate other
treatments and therapies, and that | 0:40:49 | 0:40:52 | |
is exactly why we are investing in
specialist care. | 0:40:52 | 0:40:57 | |
If if we are talking about concerned
professionals and outcomes, can we | 0:40:57 | 0:41:01 | |
add headteachers and teachers? In my
area, one has written to me about a | 0:41:01 | 0:41:08 | |
child that she referred to comes to
be told they were 63rd list and | 0:41:08 | 0:41:13 | |
facing a 14 month wait for health.
That is much longer than the month | 0:41:13 | 0:41:17 | |
wait for health. That is much longer
than the month-long waiting target | 0:41:17 | 0:41:19 | |
the Government set. How kids in my
constituency safe? The honourable | 0:41:19 | 0:41:28 | |
lady raises the question that we are

We are making sure we will be

children with mental health issues

will be quite honest, this is not

the way this Government has made it

leaving the profession. It is not
