consistently by this Government at

partners around the world. I am

deal at a bit more about what action

the appalling ivory trade is

national plans play an important

Speaker, for that question, because
the UK Government has been a reader | 0:02:00 | 0:02:03 | |
for many years now in calling for an
end to the illegal trade in ivory, | 0:02:03 | 0:02:09 | |
which does so much damage, not only
to the population of elephants, but | 0:02:09 | 0:02:15 | |
also of course encourages
criminality of all kinds across the | 0:02:15 | 0:02:20 | |
African continent. I am proud to say
this Government is currently | 0:02:20 | 0:02:25 | |
consulting on an all-out ivory ban.
The results of that consultation | 0:02:25 | 0:02:31 | |
will be announced shortly. I'll to
have good news for the house. I | 0:02:31 | 0:02:38 | |
commend my Right Honourable Friend
for all be worried he is doing in | 0:02:38 | 0:02:41 | |
this area, but can I draw his
attention to a shocking | 0:02:41 | 0:02:45 | |
investigation in the Mail on Sunday
that highlighted the continuing | 0:02:45 | 0:02:50 | |
illegal trade of tigers. Does he
agree these findings deserve urgent | 0:02:50 | 0:02:57 | |
attention to ensure this magnificent
species can enjoy a safe future? I | 0:02:57 | 0:03:02 | |
commend the excellent journalism of
that publication. In highlighting | 0:03:02 | 0:03:12 | |
what is taking place... At least in
rat respect. -- in that respect. It | 0:03:12 | 0:03:21 | |
is an abdominal trade that I think
should be condemned by all right | 0:03:21 | 0:03:25 | |
thinking people across the house and
the UK Government not only calls on | 0:03:25 | 0:03:30 | |
the Government there to stop this
appalling trade, but stands ready to | 0:03:30 | 0:03:33 | |
give any support and help that we

am in the oceanic environment and I
want to talk about whales, because | 0:03:45 | 0:03:51 | |
30,000 whales have been killed since
the introduction of the | 0:03:51 | 0:03:56 | |
International whaling ban and
nations like Japan and Denmark | 0:03:56 | 0:04:02 | |
actually take a very controversial
view to participating in that. What | 0:04:02 | 0:04:10 | |
can your Department do to make
whaling history? I congratulate my | 0:04:10 | 0:04:22 | |
honourable friend, and upon as

On what we are doing to protect

rather than fish. The UK has been in

calling for an end to illegal

we only condone whaling I should

it is clearly demonstrably necessary

Speaker. Reports from the UN and
others have shown the links between | 0:05:07 | 0:05:10 | |
not just the illegal wildlife trade,
but also the illegal timber trade in | 0:05:10 | 0:05:17 | |
financing illegal terrorist rips.
This this only minister's waiter and | 0:05:17 | 0:05:21 | |
what will he be doing to insure that
these links are broken? Excellent | 0:05:21 | 0:05:30 | |
question, because of course the
illegal wildlife trade is intimately | 0:05:30 | 0:05:34 | |
connected not just with the illegal
timber trade but drug running, gun | 0:05:34 | 0:05:39 | |
trafficking and human trafficking.
The illegal trade in ivory is | 0:05:39 | 0:05:49 | |
estimated to be worth about $20
billion per annum and yet the | 0:05:49 | 0:05:54 | |
Government has cut to the border for
is that it is now looking at | 0:05:54 | 0:05:58 | |
recruiting volunteers to fill the
gap. What confidence can be housed | 0:05:58 | 0:06:02 | |
have that this illegal trade will be
tackled if the Government is not | 0:06:02 | 0:06:06 | |
prepared to put resources into the
border for is that it is now looking | 0:06:06 | 0:06:09 | |
at recruiting volunteers to fill the
gap. What confidence can be housed | 0:06:09 | 0:06:12 | |
have that this illegal trade will be
tackled if the Government is not | 0:06:12 | 0:06:14 | |
prepared to put resources into the
tour de force? -- into the Border | 0:06:14 | 0:06:17 | |
Force. I have every confidence in
our Border Force and their ability | 0:06:17 | 0:06:19 | |
to police the traffic of illegal
items such as ivory, and it should | 0:06:19 | 0:06:24 | |
be evident I hope to everybody
coming from another country with | 0:06:24 | 0:06:28 | |
such an illegal item in their
possession that they threw the risk | 0:06:28 | 0:06:32 | |
not only of prosecution, but of
jail. According to WWF, ivory | 0:06:32 | 0:06:42 | |
putting in South Africa increased
last year. Work support has he | 0:06:42 | 0:06:47 | |
offered to be South African
counterpart to help end this once | 0:06:47 | 0:06:52 | |
and for all Clubb once and for all? | 0:06:52 | 0:07:06 | |

Secretary of State for Defence on
the subject, however we feel deep | 0:07:16 | 0:07:20 | |
respect for anybody who has served
in the Armed Forces underscores the | 0:07:20 | 0:07:25 | |
Government has been pleased to put
£770 million from the fund into | 0:07:25 | 0:07:30 | |
supporting veterans but at home and
abroad. Of course, we very much | 0:07:30 | 0:07:36 | |
welcome to that. Of bowling there
are 600 living in considerable | 0:07:36 | 0:07:48 | |
poverty in Zimbabwe. With the
Minister agree with me that although | 0:07:48 | 0:07:51 | |
the financial responsibility is out
of the Government, the moral | 0:07:51 | 0:07:56 | |
responsibility also lies with us and
with that in mind, will he commit to | 0:07:56 | 0:08:00 | |
meeting with the Secretary of State
to discuss with these people and | 0:08:00 | 0:08:04 | |
pressing the new president in
Zimbabwe to actually face up to his | 0:08:04 | 0:08:09 | |
responsibilities to the civil living

commit to meet with the Secretary of

met also had the Right Honourable

subject. The prime responsibility

lovely and I realise that the

also reason is cost directly with

military personnel receive who are

the Guardian today that drum strikes

we agree this represents a major

trading alliance. India should be

this mission. You are absolutely
right and it's a very good thing | 0:10:11 | 0:10:16 | |
that the Prime Minister will be
coming and of course India will be | 0:10:16 | 0:10:20 | |
playing a major role in the events.
Last time I checked, there were 54 | 0:10:20 | 0:10:29 | |
members of the Commonwealth. Many
people from common mouth countries | 0:10:29 | 0:10:35 | |
are very worried that the diminished
role of Britain worldwide as we | 0:10:35 | 0:10:38 | |
leave the European Union. What does
he say about that? Many people are | 0:10:38 | 0:10:46 | |
worried we will use our space in the
Security Council. Our position is | 0:10:46 | 0:10:56 | |
absolutely secure. The only thing
threatening our position on the | 0:10:56 | 0:11:00 | |
Security Council is the
unilateralist design meant policies | 0:11:00 | 0:11:06 | |
that used to be adopted by the party

opposite, because it is the

independent nuclear deterrent that

full-time education for every girl

of Commonwealth summit. The fourth

the bilateralism across Europe this

resources he requires that he needs
to make sure that our position is | 0:14:38 | 0:14:41 | |
ready proposed EU membership will
not continue the rest of the world | 0:14:41 | 0:14:44 | |
so we do not rob Peter to pay Paul

work to Asia, Africa and the

believe that has on his department's
ambitions for a global Britain? I am | 0:17:03 | 0:17:09 | |
confident that all the combined
efforts across Whitehall and many | 0:17:09 | 0:17:13 | |
departments, that it will not enter
efforts to be champions of global | 0:17:13 | 0:17:18 | |
Britain and all ministers in all

global Britain is a reality. It is

We have consistently made clear our
concern about Iran's destabilising | 0:18:14 | 0:18:20 | |
and destructive activity in the
region, their ballistic missile | 0:18:20 | 0:18:24 | |
programme that remain sanctioned by
both the EU and the UN, and about | 0:18:24 | 0:18:28 | |
the reported uranium weapons
supplies to people in the Yemen but | 0:18:28 | 0:18:32 | |
should be a violation of the UN
Security Council resolution 200 and | 0:18:32 | 0:18:40 | |
21. We have set out those concerned
with great clarity. Iran's support | 0:18:40 | 0:18:47 | |
the terrorist groups across the
region, its culpability in the | 0:18:47 | 0:18:50 | |
destruction in Syria and its
devotion to wipe the Jewish state of | 0:18:50 | 0:18:56 | |
the map obviously need to be
condemned by all, but words are not | 0:18:56 | 0:19:00 | |
enough. Back to will Britain take to
counteract Iran's destabilising | 0:19:00 | 0:19:06 | |
activities? We... I have never
personally clear to the Iranian | 0:19:06 | 0:19:16 | |
leadership at all levels the big
concern we have in this country | 0:19:16 | 0:19:20 | |
about the very issues that the right
honourable lady raises. In | 0:19:20 | 0:19:24 | |
particular the supply, the alleged
supply of weaponry to the group, the | 0:19:24 | 0:19:35 | |
breaches of their obligations under
two to 31. We are blazing this not | 0:19:35 | 0:19:42 | |
just with the Iranians but with our
partners in order to put pressure on | 0:19:42 | 0:19:46 | |
Iran to desist from those
activities. My constituent is still | 0:19:46 | 0:19:53 | |
in prison in Iran after 20 months.
Despite a lot of attention on her | 0:19:53 | 0:20:00 | |
case before the festive period, her
husband, Richard, still spend | 0:20:00 | 0:20:03 | |
Christmas without his wife. When I'm
out of the Foreign Secretary he said | 0:20:03 | 0:20:10 | |
he would leave no stone unturned to
secure her release, but I would ask | 0:20:10 | 0:20:14 | |
what steps he has taken to fulfil
that promise. She and I have | 0:20:14 | 0:20:19 | |
discussed this case on several
occasions. The best thing I can tell | 0:20:19 | 0:20:23 | |
the house is that work continues
assiduously at all levels on all our | 0:20:23 | 0:20:31 | |
consular cases in Iran. It is not a
particularly helpful to secure the | 0:20:31 | 0:20:37 | |
result that we both want to get into
detailed commentary at this stage of | 0:20:37 | 0:20:45 | |
about hi we are doing. More than a
year since we re-establish | 0:20:45 | 0:20:49 | |
diplomatic ties of the union
government, run continues to | 0:20:49 | 0:20:54 | |
continue its weapon programme,
continues to fund regional terrorist | 0:20:54 | 0:20:58 | |
groups. What positive fruit can we
expect this year from Arcos retires | 0:20:58 | 0:21:02 | |
with the Arabian regime? My right
honourable friend makes an excellent | 0:21:02 | 0:21:07 | |
point. I would simply remind the
house of the virtues of our | 0:21:07 | 0:21:14 | |
approach, which is on the one hand

Iranians for what they are doing
wrong and as I say they remain are | 0:21:18 | 0:21:21 | |
highly disruptive and destabilising
force, but also to do what we can | 0:21:21 | 0:21:28 | |
have the same time not just to
confront but to engage with the | 0:21:28 | 0:21:33 | |
forces of reform in Iran that do
exist and that need encouragement | 0:21:33 | 0:21:37 | |
and that could be imperilled. That
is one of the reasons why we | 0:21:37 | 0:21:42 | |
believe, and I know this is shared
by many in the house, that we | 0:21:42 | 0:21:47 | |
believe the JCP away, the Iran
nuclear deal, is valid, is something | 0:21:47 | 0:21:52 | |
that represents a considerable
diplomatic achievement and should be | 0:21:52 | 0:21:55 | |
safeguarded. What steps is the
Foreign Secretary taking to combat | 0:21:55 | 0:22:03 | |
the growing influence of Iran in
both Syria and Lebanon with weapons | 0:22:03 | 0:22:08 | |
focused on Israel, a state that
which is TMI alert? Again, I think | 0:22:08 | 0:22:16 | |
the right honourable lady is
absolutely right to protect the | 0:22:16 | 0:22:24 | |
disruptive hand, the destabilising
agency of Iran in the region and | 0:22:24 | 0:22:26 | |
certainly in the supply of arms to
Hezbollah, weapons to other groups. | 0:22:26 | 0:22:35 | |
What Iran is up to is well
chronicled and together with our | 0:22:35 | 0:22:40 | |
friends and partners we are working
out the UN and elsewhere to bring | 0:22:40 | 0:22:44 | |
the maximum pressure on the Iranians
for them to cease and desist their | 0:22:44 | 0:22:47 | |
activities. Maybe correct a new
doctrine, that we have learnt the | 0:22:47 | 0:22:56 | |
lessons of military interventions in
Iraq, Libya and Syria and never | 0:22:56 | 0:23:00 | |
again will we temp two use military
force to remove unpleasant per Terry | 0:23:00 | 0:23:05 | |
and regimes and placed them with
disastrous totalitarian movements? I | 0:23:05 | 0:23:12 | |
think my right honourable friend
makes an excellent point and the | 0:23:12 | 0:23:16 | |
house must bear in mind that of
course the must push back on a | 0:23:16 | 0:23:23 | |
disruptive behaviour, and this
government will continue to do that, | 0:23:23 | 0:23:26 | |
but we must be intellectually honest
and recognise that collectively over | 0:23:26 | 0:23:29 | |
the last 20 years or so Western
Front policy has helped to create | 0:23:29 | 0:23:34 | |
the conditions allow us in which
every main influence has been | 0:23:34 | 0:23:41 | |

in these developments? These are

transition from what was believed to

nationalist Government appears to
have coincided with a crackdown on | 0:27:17 | 0:27:21 | |
these issues. The Foreign Secretary
has raised it directly with them and | 0:27:21 | 0:27:25 | |
we will continue to do so with every
interaction with the Egyptian | 0:27:25 | 0:27:29 | |
Government. We saw again the perils
of the sea crossing from Libya to | 0:27:29 | 0:27:35 | |
Europe. Amnesty are saying that
20,000 people are being held in | 0:27:35 | 0:27:41 | |
detention centres, subject to
torture, and unlawful killings. What | 0:27:41 | 0:27:46 | |
is the Government doing to put
pressure on the authorities to allow | 0:27:46 | 0:27:51 | |
rescue ships access to Libyan waters
and ensure that people are not | 0:27:51 | 0:27:54 | |
trapped in their country and
refugees are able to exercise their | 0:27:54 | 0:27:59 | |
right to asylum? This is an issue we
are very focused on and aware of. A | 0:27:59 | 0:28:05 | |
lot of are focused at the moment is
on the detention centres which he | 0:28:05 | 0:28:09 | |
reads. We are working to improve
those conditions. From experience, I | 0:28:09 | 0:28:17 | |
know that the Foreign Secretary at
welcomes opposition even if his | 0:28:17 | 0:28:22 | |
minders haven't always, but on two
recent allegations I heard of this | 0:28:22 | 0:28:28 | |
centre facing difficulties. The

greater emphasis on human rights

interactions with those governments.

progress on both issues. Can I ask

We do so through support through

are many countries where appalling

whether that be persecution of

settlements. Should we make support

effort to tackle this? This is a

is that we need to do the things

political relationships actively in

improvement and change, but at the

marginalise people in these

provide support to them. Since May,
at least 21 questions have been | 0:30:25 | 0:30:32 | |
given long prison sentences in Iran
for practising their faith. Does the | 0:30:32 | 0:30:39 | |
Minister raise the issue of human
rights and freedom? He certainly | 0:30:39 | 0:30:45 | |

At the moment, we don't believe that

scale? The honourable gentleman will

The crackdown by the Miami my

consequences. It is positive that

strong stands, but dissent from

preventing an international

to convince China in particular of

That is the hub of the matter. We

would be blocked by China and

constantly to have compositions with

counterparts. A repeat of the

defence minister and the Minister

was attending the assembly in Asia

whole issue of returns. The reality

able to return. The fact is that at
the moment that isn't going to be | 0:38:48 | 0:38:53 | |
possible, but we do want the
pressure on both sides as a result. | 0:38:53 | 0:38:58 | |

terrible human rights abuses of the
Rohingya refugees are continuing. He | 0:39:02 | 0:39:08 | |
knows that the Miami my Government
has banned the special and that the | 0:39:08 | 0:39:14 | |
fact-finding mission is impossible.
He has said previously that any | 0:39:14 | 0:39:19 | |
return of refugees must be safe,
voluntary and dignified. Does he | 0:39:19 | 0:39:23 | |
think there is any action that the
British Government can take to | 0:39:23 | 0:39:29 | |
prevent the return of these refugees
until those conditions are | 0:39:29 | 0:39:33 | |
fulfilled? There is very little that
can be done other than with | 0:39:33 | 0:39:40 | |
cooperation at international level.
We are part of the committee trying | 0:39:40 | 0:39:46 | |
to oversee the Sunday have had
meetings in Myanmar Twohig at | 0:39:46 | 0:39:51 | |
practical steps that can be taken to
try and use this path. The reality | 0:39:51 | 0:39:57 | |
is, these are massive national

tried to do as much as we can

realities of the situation is...

talks about introducing sanctions. I

high site can say that the sanctions
were lifted to early. We need to get | 0:40:15 | 0:40:24 | |
this through the United Nations and
the reality is, almost certainly | 0:40:24 | 0:40:28 | |
they would be vetoed. We are trying.
We are constantly having a | 0:40:28 | 0:40:33 | |
conversation with our Chinese and
Russian counterparts about these | 0:40:33 | 0:40:36 | |
matters. Ministers are not helped if
ministry frontbenchers chunter on a | 0:40:36 | 0:40:47 | |
protected places. We need to try to

seriously concerned with the seizing

with the Israeli authorities in our

Israeli Prime Minister has voted

possibility of application to try

UK's approach change and join other

compensation for AIDS and stop

The whole issue around settlements
brings into question the whole point | 0:41:58 | 0:42:01 | |
of pursuing a two state solution

dealt with unless we make progress

meantime, we continue to support
those who are concerned about | 0:42:11 | 0:42:15 | |
demolitions and settlements. We
continue to make the case there is | 0:42:15 | 0:42:18 | |
real but these are barriers to
peace. Unless there is a conclusive | 0:42:18 | 0:42:23 | |
settlement soon, then these issues

I want to ask the Minister if he
shares my outrage at the continued | 0:42:35 | 0:42:39 | |
detention of 16-year-old ahead to

violation of Article 76 of the
fourth Geneva Convention. Will he | 0:42:47 | 0:42:51 | |
raise our concerns about this issue
with the Israeli government? I know | 0:42:51 | 0:42:55 | |
the family. It is a very unhappy

the incident, the truth is the
soldiers shouldn't be there and the | 0:43:05 | 0:43:09 | |
young woman shouldn't have needed to
do what she did. It is sad that the | 0:43:09 | 0:43:13 | |
young people who ought to be friends
are caught up in a situation which | 0:43:13 | 0:43:17 | |
because of that they to deal
comprehensibility with what is | 0:43:17 | 0:43:21 | |
happening on the West Bank and
Israel, we can come to a settlement. | 0:43:21 | 0:43:26 | |
We have indeed made representations.
It is important that Israel follows | 0:43:26 | 0:43:29 | |
through the law, but the whole issue
when you see it on the video tells | 0:43:29 | 0:43:34 | |
you shouldn't be happening and we
should be working hard to a | 0:43:34 | 0:43:38 | |
settlement for this issue to these
young people don't have to continue | 0:43:38 | 0:43:41 | |
to do what they are doing. The
biggest current obstacles to the | 0:43:41 | 0:43:48 | |
advancement of the Middle East peace
process is the long-standing issue | 0:43:48 | 0:43:52 | |
of Palestinian incitement. What
steps is he taking to assist the | 0:43:52 | 0:43:58 | |
Palestinian leadership in becoming a
viable partner or peace with Israel? | 0:43:58 | 0:44:03 | |
There are many obstacles on the way
to peace. One of them remains | 0:44:03 | 0:44:08 | |
incitement and monks some in the
Palestinian community. Efforts are | 0:44:08 | 0:44:12 | |
being made for reconciliation
between Fatah and Kamaz have to | 0:44:12 | 0:44:16 | |
conclude with a process that has led

and that will provide a further step

relation to the peace process. We

Israelis have to sit down together

long-standing policy in support of a

support a negotiated settlement

1967 borders with agreed land swaps,

solution is the best way forward but

record saying that there is not and
never will be a Palestine state, so | 0:45:31 | 0:45:37 | |
would my right honourable friend is
therefore join me in expressing | 0:45:37 | 0:45:41 | |
concern at the impact these comments
have on the prospects of peace and | 0:45:41 | 0:45:45 | |
outline how the UK can lead on
engagement with those who have this | 0:45:45 | 0:45:48 | |
view? There are many statements made
about whether or not there will be a | 0:45:48 | 0:45:56 | |
resolution to issues between the
Palestinians and Israelis on both | 0:45:56 | 0:46:00 | |
sides and the United Kingdom is not
responsible for those. What I could | 0:46:00 | 0:46:04 | |
say is that all the polling done in
both Israel and Palestine suggests | 0:46:04 | 0:46:09 | |
that people want to see a two state
solution, as I indicated before. We | 0:46:09 | 0:46:14 | |
will continue to work but that can
be hoped that those in the | 0:46:14 | 0:46:18 | |
Palestinian areas and in Israel will
also continue to work with a just | 0:46:18 | 0:46:22 | |
peace. The Minister must surely
acknowledge that comments like this | 0:46:22 | 0:46:29 | |
by the Israeli government do not
give the impression that they are | 0:46:29 | 0:46:32 | |
serious about peace. Does he agree
